Moved by Pristash and seconded by Desparois to receive and place on file a
communication from Henry Fahlbusch concerning his taxes on property in the Town of
Barnes. Carried.
Mr. Benson of the Board of Trustees of Trinity Hospital appeared before the County
Board and spoke on hospital rates.
Moved by Pajala and seconded by Peter Hanson to increase hospital rates to $6.00
per day to the Ashland Hospitals. Carried.
Moved by Tribovich and seconded by LaPointe to receive and place on file a
communication from Mrs. D. J. Otto concerning her taxes on property in the Town of
Barfield. Carried.

for Bayfield County, Wisconsin, the same being a parcel of land Petition
in the northwest corner of the Southeast one -quarter of the

To the Honorable County Board of Supervisors in and for the County of Bayfield,
State of Wi sconsin:
Gentlemen:
your petitioner, the Korppas-Johnson Post #531, American Legion, Department of
Wisconsin, by its adjutant, the undersigned, respectfully petitions the above named
body as follows:
1. Your petitioner became the title holder of record to the lands described in the
caption above by deed of conveyance from R.oy H. Okerstrom and Bernice Okerstrom,
husband and wife, on the 13th day of April, 19492 which deed is recorded in Volume 155
of Deeds at page 530, office of the Register of Deeds for Bayfield County.
2. Subsequent thereto your petitioner caused to be constructed on said parcel of
.land a building of substantial value, your pp-titioner being informed and believing it
has a good and merchantible title to and in said parcel of land; and that there were
no clouds thereon of record.
3. Your petitioner in the Fall of 1952 entered into a contract to sell said parcel,
together with the. aforesaid building thereon, and issued, upon the completion of the
terms of said contract, a warranty deed of conveyance to the same.
4. That an examination of the abstract of title to said premises revealed, after
:your petitioner had executed and delivered same warranty deed to the vendee under said
contract, that by an apparent inadvertance, mistake and error, the Tax Deed, described
in the caption hereof, had been issued and recorded by and on behalf of Bayfield County;
that the same constitutes a cloud upon the title to the land concerned; that subsequent
to the recording of said Tax Deed, . a quit claim deed to said premises was executed for and
in behalf of Bayfield County and delivered to one Theodore Morrison and Emma Morrison,
husband and wife, as grantees thereunder.
5. That said Tax deed carried the following description of the premises, to wit;
"A parcel of land described in Volume 108 page 518, in
Section twenty-eight (28) Township fifty (50) North,
Range eight (8) Nest".
That the description of the lands in said Volume 108 at said page 518, according to the
deed of conveyance thereon recorded, wherein T. N. Okerstrom and Mary Okerstrom,
grantee, bearing date of March 10, 1926, and recorded on March 18, 1926, was as
follows, to wit:

northeast (NEI) and the Northwest quarter of the
Southeast Quarter (Y1.7 SE) all in Section seventeen
(17) Township forty-nine (49) North, of Range

quarter (sW .SIV) and six (6) acres in the northwest
corner of the southeast quarter of the southwest
quarter (SE SW) all in Section twenty-eight (28)
Township fifty (50) north of Range eight (a) west's.
6. That the record in the office of the County Clerk, known as the "Reference and
...Inquiry" card indicates that the premises intended to be conveyed by said Tax Deed,
and actually so conveyed., are property described as follows, to wit:

Fifteen acres in the Northeast corner of the southwest
one -quarter -of the southwest one -quarter- in' Section
28, Township 50 North, Range 8 ,lest.
That the omission in said Tax Deed of the identity of the forty -acre tract wherein said
parcel was located, and the reference in said Tax deed -in the description of the quit
claim deed described above, wherein T. N. Okerstrom and wife were grantors; and Roy H.
at
Okerstrom was the grantee, recorded in Volume 108 /page'518, casts a cloud -upon the title
to the lands purchased by your petitioner; that your petitioner can not convey a good
and merchantable title by reason therefor.
wherefore, your petitioner respectfully petitions this'Board to authorize, by
proper resolution, the proper county officials to issue a quit claim deed -to petitioner
in and to the following described land, to wit:
"A six acre tract in the northwest (NW) corer of -the
southeast one -quarter of the southz,,rest one -quarter
( SE SVJ) in Section twenty-eight (28) Township fifty

Im Sohn Fuhrman has commenced an action for damages in Circuit Court, Bayfield
County, Wisconsin, against Roger C. Dick and Genevieve Dick, to recover $9,284.50 for
damages allegedly sustained by John Fuhrman on or about the 19th day of August 1951 in
an accident at the Bayfield County Fair Grounds in the Town of Iron River in said County
involving an automobile driven by an employee of Roger C. Dick and Genevieve Dick which
crashed into the fence surrounding the race track at said Bayfield County Fair grounds.
2. At the time and place aforesaid Roger C. Dick and Genevieve .Dick were presenting
entertainmerit,to the patrons of the Bayfield County Fair which was being held at said
time and place, such presentation-la.-eing pursuant to an agreement with Bayfield County
Fair Association, an agency of Bayfield County entered into on or about January 5, 19519
whcereby Roger C. Dick and Genevieve Dick were to furnish entertainment of that type at
a place to be designated and supervised by Bayfield County.
3. Roger .C. Dick and Genevieve Dick allege that if it be determined in said action
that John Fuhrman suffered damages as alleged in his complaint,filed in the afore-
mentioned action, such damage resulted from the negligence of Bayfield County in f ailing
to adequately safeguard and supervise the place it furnished for presentation -of said
entertainment and further allege'that if it be determined that Roger C. Dick and
Genevieve Dick are liable for damages to John Fuhrman, then said Roger C. Dick and
Genevieve Dick will be entitled to judgment for contribution for one half of any such
sum against said Bayfield County.
WHEREFORE, Roger C. Dick. and -Genevieve Dick, pursuant to Sections 59.76 and 59,77,.

Circuit Court, Bayfield County, Wisconsin, against Roger C. Dick and Genevieve Dick,
to recover $10,000 for injuries allegedly sustained by Katherine Dymesich on or about
the 19th day of August 1951 in an accident at the Bayfield County Fair grounds in the
Town of Iron River in s.aid County involving an automobile driven by an employee of
Roger C. Dick and Genevieve Dick which crashed into the fence surrounding the race'
track at said Bayfield County Fair grounds.
2. At the time and place aforesaid Roger C. Dick and Genevieve Dick were presenting

if it be determined that Roger C. Dick and Genevieve Dick are liable for damages to
Katherine Dymesich and Thomas Dymesich, or either of them, then said Roger C. Dick and
Genevieve Dick will be entitled to judgment for contribution for one half of any such
sum against said Bayfield County.
TWEEREFORE, Roger C-. Dick and Genevieve Dick, pursuant to Sections 59.76 and 59.77,
Wisconsin Statutes, hereby claim against Bayfield County, State of Wisconsin, one half

The following resolution was read:
WHEREAS, it is now the general custom throughout most of the nation to conduct
business on the basis of a five day week, and
WMREAS, this five day work week is practiced in this immediate vicinity by the
banks, the DuPont Plant, all State and Federal offices, etc.,
WHEREFORE, it is resolved that during the months of June, July and August the
offices in the Bayfield County Court Mouse shall be closed on Saturday mornings.

BE IT RESOLVED, by the Board of Supervisors of Bayfield County, Wisconsin in a
meeting assembled this 21st day of April, 1953 that a right of way easement be granted
to the Chequamegon Telephone Cooperative, Incorporated, a duly organized Wisconsin
Cooperative Association whose principal office is located at Cable, iillisconsin across
lands owned by and located in Bayfield County, Wisconsin, more particularly described
as follows:
The East Half (E2) of the Northwest Quarter (NW4) in Section
Fourteen (14) of Township Fifty (50) North of Range Seven (7) West.
The Southwest Quarter (SW4) of the Southwest Quarter (SW:1�) in Section
Thirteen (13) of Township Forty-three (43) North, Range Seven (7) West.
The Southwest Quarter (SW) of the Southeast Quarter (SE') in Section

Forward
The above committee had its inception by County Board action in November 1952 after
having spent considerable time and thought to remodeling two proposed structures for
this purpose. The authority creating the committee also directed that,a study be made
of the possibilities of anew structure together with cost of same.
To the Honorable Bayfield County Board of Supervisors:
We have made a careful and rather detailed study of a County Nursing Home, both as
to the advisability of remodeling old structures already considered by this Board, and
especially a new structure.
At the first meeting a discussion was carried on as to the scope of the work to be
done and if possible to bring out new ideas.
At this meeting it was decided that it would be necessary to engage the services
of an Architect. In that Hilman A. Estenson had already spent.much time in working on
the project it was decided that he was the logical one to hire:
At a meeting held January 26th with the Architect, a contract was drawn up and
signed calling for plans and specifications.. Said material to be prepared early enough
to call for the opening of bids, prior to the April meeting of the County Board. At -
this meeting the County Clerk was instructed to ascertain the possibility of acquiring
SW- of Lot 3, Block 7, Vaughn*s Division to the City of Washburn.
Ile also inspected three different proposed sites for the location of the home, one
near S.T.H. #13 on North end of City of Washburn, the site of the Old Talker High School
Building in the City of Washburn, and the lots across the street from the rear of the
'Qourt House.
On March 2nd the Architect presented a sketch of a proposed Nursing -Home. After
some study and many suggestions the Architect was authorized and directed to draw up
plans and specifications as per approved sketch. At this meeting the Committee selected
the proposed location across the street from the Court House as a tentative site and
plans drawn accordingly.
Let it be noted that the Architect and Welfare Director had spent considerable time
and effort in obtaining data from other Counties, Individuals operating private Nursing
v
Homes, the State -Welfare Department, the State Health Department and the State Industrial
Commission for which we wish to express our thanks -and appreciation. All of this
information helped us at arriving at a decision.
In a.dvertising fore bids it was decided to call for the following alternates:
1. Eliminate all terrazzo floor and base except in toilets and baths, and utility
room, and install standard "C" grade asphalt tile, and rubber base.
2. Install Ceramic glazed structural facing tile wainscote in corridor and vestibules
instead of plaster.
3. Substitute in place of the wood windows shown, cupples aluminum windows #200 B
or an approved equal. Windows to be glazed as specified for wood windows and to be
complete with storm sash and half screens.
The proposed structure will consist of light weight concrete block bearing walls
with all exterior brickwork except a little Burlington stone at front entrance. A one
story structure to house 32 bed patients complete with oil furnace for heat,.electricity
for cooking, electric sterilizer, kitchen, food storage room and laundry. The-non.load-
bearing walls to consist of Pyro bar blocks. Face brick in front and each end of
building and common brick in the rear. A flat roof of approved built up type.
Bids were opened on April 17th and each Board member is being furnished with a list
of all bidders and amounts. We recommend the acceptance of the low bids as follows:

These figures do not include cost of grading and planting grounds, and sidewalks.
Finance
We met jointly with the .Finance Committee and the Welfare Committee relative to
financing the structure. It was decided that this matter'be handled by the Finance
Committee and we understand they are making a separate report with recommendations.
In the event the structure is not approved, the Architects fee will be 41% of the
low bid.
We recommend the payment of the Architects fee, engineering bill for a level survey
of grounds and bills for advertising for bids.
If the board approves of this project we recommend:
1. A building committee be appointed to supervise and in charge of comp truction.
2. Designation of some one to sign contracts, preferably the building committee.

Gentlemen:
Bill No. 744-A will undoubtedly be heard before the Highway Committees of the Senate and
Assembly and the Joint Committee on Finance during the latter part of April and early
May. Under this proposal 1¢ of the proposed 2¢ increase in motor fuel taxes will be
allocated to the state trunk system to b;e spent on the major 2,200 miles which have been
designated in Bill 459-S as the state arterial system, and the proceeds of the other 1¢
will be sent back for increasing basic aids for county trunks and local roads and streets.
Attached hereto is a schedule which will show what the proposed increase in aids under this
bill would be for the county trunks in your county.. This proposed bill would allocate
this 1¢ increase to increasing "basic aids onlytt. This means that these aids would be
increased approximately 90% over what they are at the present time. It does not affect

the supplementary highway aids, they will remain at the same level as far as the
application of this bill in its p-resent form is concerned.
SUGGEST ACTION BY COUNTY BOARDS AT APRIL 21st MEETING
We are sending this information to you asking that it be presented to your county board
at tis April meeting in order to guide us in our appearances when this bill is up for
public hearing. When our Association contacted county boards last .fall, many of the
counties took no action on the matter, or disapproved of it because of the fact that no
detailed information was available as to hove the proceeds of a' proposed 2¢ motor fuel
tax would be allocated. The exact report of the counties at the '1ast fall meeting was
as follows:

We are in receipt of a letter from hir. ' Walter T. Norlin, District Attorney of Bayfie.ld. Co.
in.which he advises that an investigation was made by Mr. H. B. Curry, County Highway
Commissioner in which it was claimed that there were warning signs, that the road was
under construction and that there were flares placed on the pile of sand that was in the
road. We submitted this matter to our representative and we n.ow have a report from

He admits that there was a flare but there was no light in it. We are informed that

The attached claim is the second statement covering the same accident. The first
statement claimed that there were neither warning signs nor flares on the road. The
second statement admits there were both -warning signs and flares, but claims that this
particular flare was not lighted.
Investigation brings out the fact that this particular flare was lighted and
properly placed on the windrow of sand but was hit by the claimant's car, damaging and
throwing the burning flare across the road ditch and setting fire to the grass in the
church yard of St. Marys church in Port Wing.
Therefore, the undersigned County Highway Committee of Bayfield County recommende
that the attached claim of the General Casualty Insurance Company in the amount of
$343.14 be disallowed:

except forest crop lands., have inbreased considerably during the past ten years, and
WHEREAS, Florence County has 38,893 acres of its own land entered under forest crop
and private individuals or corporations have 44,073 acres entered under forest crop, and
WHEREAS, the total acreage of 82,966 acres presently entered under forest crop in
Florence County, Wisconsin, comprises approximately one-fourth of the total..acreage in
the entire County, and
I'MEREAS, the owners of the remaining three -fourths of the acreage in Florence
County have been burdened with increasing tax rates during the past ten years, and
WHEREAS, Section 77.04(2) of the Wisconsin Statutes assesses forest crop lands at
the rate of ten cents per acre, which is out of proportion to the assessment made
against other lands in Florence County,
NOW, THEREFORE; BE IT RESOLVED, by the County Board of Supervisors of Florence County,
Wisconsin, in regular meeting duly assembled this 20th day of March,. 1953, that the
provisions. of Section 77.04(2) of the ,Yisconsin Statutes be amended to provide for
taxation of forest crop lands at the rate of twenty cents per acre instead of ten cents.

of the electors of said town, hereby petition your Honorable body to lay out a county
road from the Town of Herbster, southerly along the present Lenawee Road and continuing
southerly to Ino, so as to join with County Trunk "E" at that point, in order to
establish a county trunk highway running north and south about the center of the county
and quartering the county from north ,to, south as U.S. Highway No. 2 now quarters the
same from east to west.

The above property is within the Red Cliff Indian Reservation and was allotted to
Michael Bear Under provisions of the Treaty of Sept. 30, 1554 (10 Stat., 1109).
An examination was made this elate of the transactions indexed. against this land in
office of the Register of Deeds and four were noted. These appear on the enclosed sheet
and it is shown title to the allotment was taken by the County through two tax deeds,
one dated Sept. 4, 1925 and one dated August 25, 1926.
The restrictions against alienation conveyed 'With the patent to the allottee have
not been removed and therefore the land is still restricted and is non-taxable. In view
of this situation, it is respectfully requested that action be taken by your Board to
remove the cloud on the Indian title created by the said tax deeds.

each feature in the Chequamegon National forest, and have submitted the following
recommendations for consideration by the State Geographic Board:

Location: Sec. 12, 13, T. 45 N., R. 8 W.
Reason: Wabigon is reported as correct spelling and in Indian
language is supposed to mean the month of May.
Steelhead Lake

Location: E2 Sec. 15, T. 46 N., R. 8 jaV.
Reason The name Steelhead appears to be most authentic.
We would appreciate having the Bayfield County Board take action on these features
and submit a report to us on their recommendation or approval of the names. The matter
will then be given consideration at the next meeting of the State Geographic Board,
which is to be scheduled in the very near future.

A request has been received from Mr. Ed. Nickel, 1731 South 5th Street; Milwaukee
4, Wisconsin, to change the name of Lake Nothing, located in Bayfield, County, Sections
21 and 22, Township 44 North, Range 6 West, to Aqua Lake. Mr. Nickel reports that the
name Lake.Nothing is a very inappropriate one and is recommending .the name Aqua, which
is derived from the Latin term meaning water.
We would appreciate having the Bayfield County Board take action .on this feature
and submit a report to us on their recommendation or approval of the name. This.matter
will then be given consideration at the next meeting of the State Geographic Board;
which is to be scheduled in the very near future.

7HEREAS, the Bayfield County Land Sales Committee now consists of three members,
the county clerk, county treasurer, and the chairman of the town in which the land lies;
and
WHEREAS, it is felt that a larger committee would be more effective in handling
land sales; now, therefore,

three members to five members.

The following report was read:
_ Report and Recommendation
of Highway Committee
Regarding the fence damage claim of Frank Dolata filed with the County Clerk on
April 16, 1953, in the amount of $300.00 for 2,000 feet of fence in Section 20, Township
47 North, Range 6 West, Town of Keystone, Bayfield County.
It appears to the Committee from the information available today that the claim
is excessive; that the fence referred to was old, down and worthless; that the fence
was encroaching upon the public right of way; that the adjoining property is brush
vacant land not enclosed for livestock or crops; that removal notice was given; that
the fence removed by the county was not damaged; that the lineal feet removed was less
than 2000 feet as claimed; that the county is not liable for replacement costs; that
$300.00 for 121 rods or approximately $2.47 per rod is an excessive cost for even a
new fence; that the county did remove and replace at county expense (which the county
was not required to do) approximately 3580 feet of fence on the property of Frank Dolata
where cultivated fields or livestock were involved; that most of the fence now in use
still encroaches upon the public right of way; that a previous claim submitted by the
same party, tivas for $324.00 for both Right of Way and fence damage; that the Town of
Keystone has agreed with the County Board to pay such costs, if any; that the above
previous claim of $324.00 has been disallowed by the Town of Keystone.
The facts in connection with the claim of Paul Vlasaty in the amount of $150.00
for fence damage to 1000 feet of fence is similar.
In view of the foregoing information the County Highway Committee wishes to view
the damage claimed and secure an :opinion from the district attorney as to the county's
legal liability, if any.
Therefore;
The committee recommends that the claimsbe referred to the Highway Committee and
district attorney.

for MY SE and SW SE, Section 26-45-9, which area is not located in the county forest
area. I would be glad to pay the additional stumpage value of the section 26 forties as
compared to those of section 13. By handling in this manner county would be assured of
an absolutely even trade, and would gain solid blocking of their forest crop lands in
Section 13.

BE IT RESOLVED, by the County Board of Supervisors of Bayfield County, Wisconsin,
in regular meeting duly assembled this 22nd day of April, 1953, that the provisions of
Section 77.04(2) of the Wisconsin Statutes -should be amended to provide for taxation
of Forest Crop Lands at the rate of twenty (20) cents per acre instead of ten (10) cents;
BE IT FURTHER RESOLVED, that a copy of this Resolution be forthwith transmitted
by the Bayfield County Clerk to Honorable Arthur A. Lenroot, State Senator, and
Honorable Vic C. lWallin, Assemblyman, with the request that they introduce or support
appropriate legislation for the amendment of Section 77.04(2) of the lVisconsin Statutes.

CMREAS, there are before the present session of the ffisconsin Legislature, numerous
bills which, if passed, will interfere with the relations between city, village, county
and town governments and their employees; and
WHEREAS, it is feared that at successive legislative sessions the Legislature will
be asked to gradually extend state control over municipal employees until eventually
many municipal employees will be under the direct control of the state, and when this
happens, the city council, village or town board or county board TiTill still have to
account to taxpayers as general property taxes constantly increase but some state
agency will be making the decisions which result in the tax increases; and
11HERELS, it is the feeling of this board that municipal employment conditions
ShDuld continue to be handled locally through officials selected by citizens who'must
pay the resulting local taxes;
Now, Therefore, BE IT RESOLVED, by the County Board of Supervisors of Bayfield
County, Wisconsin, duly assembled in regular session this 22nd day of April, 1953, that
said Board go on record as favoring home rule in such affairs; and be it:
FURTHER RESOLVED, that a copy of this resolution be sent to the State Assemblymen
and State:Senator from this district.

The following resolution was read:
The County Board of Supervisors of Bayfield County, Wisconsin
Does ordain as follows:
1. That Section 1 of the Ordinance previously adopted under date of November 12, 1947
and recorded in Vol. 9 of Journal of the proceedings of the County Board on page 1751,
be amended to add the Chairman of the,Forestry Committee and the Chairman of the
Conservation Committee as members of the Appraisal and Sales Committee so that Section
1 will read as follows: _
Sec. 1 - The Sales Committee consisting of the County Clerk, County Treasurer,
member of the.County Board from the Taxing District from which a given piece of land
is located, the Chairman of the Conservation Committee and the Chairman of the Forestry
Committee, shall constitute the Committee or Agency for making appraisals for tax
delinquent real estate owned by the County, and which is to be sold.
The County Clerk shall cause to ,be published -a notice of proposed sale.and the
appraised value of such .real estate in either one, or all of the newspapers of general
circulation within the County in accordance with .the requirements of Section 75.69 of
the Statutes. Section 2-of said ordinance is amended to read as follows -
Section 2 - Pursuant to the authority of Section 75.35 (3) of the Wisconsin Statutes
it is hereby ordained that said sales- committee may give preference in the right to
purchase tax deeded lands to the former owner who: lost his title through delinquent tax
collection inf orcement preceedings and or his hei-rs. Such sales shall be exempt from
the provisions of Sec. 75.69 of the Wisconsin Statutes of 1947 and from the provisions
of
of Sec. 1 of this ordinance, provided however that where such lands have been off/the
tax roll for one or more years by reason of being designated as county property, the
sales committee shall in determining -the amount which the former owner or his heirs
shall pay in order to repurchase said lands, take, into consideration the time said land
has been off of the tax roll and include in the sales price an estimated amount which
would have ,been assessed. and levied against such lands for those years when the same was
off the tax roll.
Sec: 3. This ordinance as.above amended shall take effect upon pa,,s,sage and publication.
