Mr. G. I. Germond, State Highway Division Engineer from the Superior Office,
appeared before the County Board and explained orally the proposed 1954 highway
program.

SALARY OF THE COUNTY HIGI—RVAY COMMISSIONER
BE IT RESOLVED: By the Bayfield County Board of Supervisors assembled in annual
session, this loth day of November 1953 that the salary of the County Highway
Commissioner be and is hereby set at $4,320.00.annually for the ensuing term.
BE IT FURTHER RESOLVED: The foregoing salary be paid from State Motor Vehicle funds
received under the provisions of Section 63.10 (1) and in accordance with Sections
83:01 (6) and 59:15 (2) of the statutes.

The following resolution -was read:
STATE AND COUNTY AID CONSTRUCTION AND I4L4INTENANCE
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to
the county for highway work in the year 1954 under the provisions of Section 20449
and Chapters 83 and 84 of the Statutes and the additional sums herein appropriated
shall be expended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHVAY ALLOTMENT. VMREAS: The State Highway
Commission has notified the County Clerk that a sum of money estimated to be One
Hundred Fifteen Thousand and no/100 Dollars ($115,000.00) will become available
at the end of the fiscal year ending June 30, 1954, under the provisions of Sections
83.10(1) and 20.49(11)(b) of the Statutes, for the county trunk highway system in
the county, but the actual amount will not be known until the close of the fiscal
year, June 30, 1954,
BE IT RESOLVED: That the County Highway Committee is authorized and directed
to expend the said sum.to the extent required, to match and supplement Federal Aid
for construction, right of way, and other costs on any Federal projects located on
the County Trunk Highway System of said county, which are not recovered from Federal
funds, and to expend any balance for constructing, repairing, and maintaining such
county trunk highway system and the bridges thereon, including snow and ice removal
and control, as directed in Section 83.10(1) of the Statutes, and to reimburse the
general fund for any expenditures that may be made therefrom, pursuant to Section
83.01(6) of the Statutes. The distribution to such purposes is estimated; but not
specifically directed to be as follows:
For construction, maintenance, snow removal and ice prevention on the County
Trunk Hi hw y System.
SECTION III STATE TRUNK HIGHTj7AY ALLOTIVISNT
(A) WHEREAS: The State Highway Commission has estimated that the sum of
One Hundred Nineteen Thousand and no/100 Dollars ($119,000.00)_ will become available
from the appropriation of the fiscal year ending June 30, 1954, under Sections 20.49(4),
.to be allotted and -expended by the State -Highway Commission in accordance with the
provisions of Section 84006 for the construction, reconstruction and improvement of the
state trunk highway system and connecting streets upon projects which have been approved
by this county, but subject to the provisions of Section 84.03(4) relative to the
retirement of bonds, and
WHEREAS, there has been received from the State Highway Commission its determina=
tion as to the proposed projects and the proposed allocation of such sum;
BE IT RESOLVED: That such projects and the allocation of such sum be approved
as hereinaf ter set forth:
1. The sum of One hundred eighteen thousand and no/100 Dollars ($,118,000.00.)
previously advanced pursuant to Section 84.03(5) Statutes, for the improvement of
S.T.'Highway No. 13 between U. S. Highway No. 2 and Bayfield.
2; The following sums for the improvement of the State Trunk Highway System on
the projects described:
(a) The sum of One Thousand and no/100 Dollars ($,1,000:00) for the improvement
of S. T. Highway No. 13 , the U. S. Highway No. 2 Bayyfield Road, approximately 19,32
miles;
SECTION IV. WHEREAS: The various highway activities, for which_ provision is
made in this resolution are continuous from year to year, and the exact cost of any
work cannot be known at the time of making the appropiation therefor:
BE IT RESOLVED: That this Board does hereby direct that any balance remaining
in any appropriation for a specific highway improvement after the same shall have
been coiipleted, may be used by the County Highway Committee to make up any deficit that
may occur in any other improvement, which is part or the same item in the county budget,
for which provision is herein made, and any balances remaining at the end of the year
in any highway fund shall remain and be available for the same purpose in the ensuing
year.
SECTION V. WHEREAS: The exact amount of the funds that will become available
from the state for highway purposes in the county under Section 20.49 of the Statutes
will not be known until on or after June 30, 1954;
BE IT RESOLVED: That the County Treasurer is hereby authorized and directed to
make payments for the purposes for which such funds are to be used, as hereinbefore
authorized, from any funds in the county treasury that are not required for the
purposes for which appropriated prior to August 1, 1954; and to reimburse such funds
in the county treasury from the sums received under Section 20.49 of the Statutes.
SECTION VI WHEREAS: The County Highway Committee and County Highway Commissioner
are charged with the duty and responsibility of carrying out the construction and
maintenance of highways for which prevision is made and other related supervisory and
administrative duties,
BE IT RESOLVED: That the County Highway Commissioner shall have authority to
employ, discharge, suspend, or reinstate such personnel as he deems necessary for such
purposes, provided, however, that the County Highway Committee may by action recorded
in its minutes determine the number of persons to be hired.

WHEREAS, to accomplish the improvement of bridges and approaches on State
Trunk Highway 13 between U. S. Highway 2 and Bayfield it becomes desirable to agrese
upon the advance of additional future years? allotments to become available to the
credit of this county for state trunk highway improvement,
BE IT RESOLVED that the State Highway Commission is hereby petitioned to advance
and commit the additional sum of $60,000.00 , or as much thereof as rea_uired for
such improvement, the amount so advanced to be deducted from future ailotments'as
they accrue to the credit of this county under Section 84:03(3)2 Wisconsin Statutes,
beginning witj the allotment accruing in the fiscal year ending June 30, 1955; and
BE IT FURTHER RESOLVED that this resolution, when approved by the State Highway
Commission, shall constitute an agreement pursuant to Section 84.03(5)* Wisconsin

county for state trunk highway improvement,

and commit the sum of $1'78,000 , or as much thereof as required for such improvement,
the amount so advanced to be deducted from future allotments as they accrue to the
credit of this county under Section 84.03(3), Wisconsin Statutes, beginning with the

The following resolution was read:
PROVIDING FOR THE ADVANCE OR'TRANSFER OF CONSTRUCTION FUNDS IN
BAYFIELD.COUNTY
ITHEREAS Section 84.03(5), Wisconsin Stuates, provides that the State Highway
Commission and a county board, or a county highway committee -when authorized by the
county board, may agree upon the advance of one or more future yearst allotments for
such county under Section 84003(3), to be expended on selected improvements on state
trunk highways or connecting streets within such county t.o the extent so agreed, and
WHEREAS occasions frequently arise when it is necessary or desirable to provide
for the advance, allocation or transfer of consruction funds to or between previously
authorized or additional needed construction improvements on state trunk highways or
connecting streets in this county;
THEREFORE, in order to provide for promptly making available the funds necessary
for such improvements and to avoid the delay and expense incident to calling a special
meeting of this board for such purpose,
BE IT RESOLVED that the State Highway Commission be and is hereby petitioned to
advance pursuant to Section 84.03(5), Wisconsin Statutes, upon the filing of a request
therefor by the County Highway Committee of this county, which said Committee is hereby
authorized to file, such sums as may be required and are not otherwise available, for
any such previously authorized or additional needed construction improvements in this
county, with the understanding that the amounts thus advanced will be deducted from
future state allotments for state trunkk highway construction in this county under Section
84.03(3) of the Statutes, and
BE IT FURTHER RESOLVED that the State Highway Commission be and is hereby petitioned,
upon the filing of -a request therefor by the County Highway Committee of this County,
which said Committee is hereby authorized to file, to transfer to or between any such
previously authorized or additional needed construction improvements in this county, any
funds allotted.by the state under the provisions of Section 84,03(3), Wisconsin Statutes,
and previously allocated to any other improvement or remaining unallocated in reserve. -

PURCHASE OF HIGEWAY EQUIPMENT BAYFIELD COUNTY
11HEREAS, for the constructionand maintenance of highways including the removal
and control of snow and ice, it becomes necessary from time to time to purchase
equipment, the' nature of and necessity for which -cannot be accurately anticipated.
THEREFORE, BE IT RESOLVED$ that the County Highway Committee is hereby authorized
pursuant to Section 830*015(2) of the Statutes, to purchase without further authority
and to the extent that revolving funds accumulated for such purpose or approriations
made for such purpose are available, such highway equipment as they deem necessary
to properly carry on the work, and to trade or sell such old equipment as may be
considered to be for the best interests of the county®

paid from the County Highway Administration fund,

tions for the year 1954:

The County Board does hereby levy a tax to meet said appropriations on all of
the property in the County which is taxable for such purpose.
Warning:
It,is directed that provision for this levy shall be made in the county budget,
but that this levy shall not be duplicated.

REPORT- OF COPMTTEE
ON
THE HERBSTER TO INO ROAD
The distance from Herbster to Ino is about 28 miles. The first 8 miles of
this proposed road, southerly-from'Herbster, is a fair town road serving about
27 farms or homes, The remaining 20 miles through the Chequamegon National
Forest Area to Ino consists of unimproved- Federal Fire Lanese
The cost of improving this 28 miles of'road to about the -same standards as
the present county Highways would be about $400,000. Even with -the use of Federal
Secondary Aid funds if the project were accepted by the Federal Bureau of Roads;
of which there is considerable doubt, the cost to the taxpayers in this county
would be over $200,000. There is no money available in the county highway depart -
went for this purpose. Under the present Statutes in the State of Wisconsin there
is no chance to gain any additional state highway funds in the county by changing
any road from town to county at this time.
The land adjoining the existing fire lanes for 20 miles from Ino northerly is
owned by the Federal Government and is tax exempt. The entire Federal area is
unimproved, uninhabited, and.vacant as far as residents of any kind is concerned:
If the proposed road were built, local travel from Herbster would not normally
use it, because it would increase their distance travelled. For instance, from
Herbster to Iron River by 16 miles, and from Herbster to Washburn by 19 miles; over
and above the present roads.
There appears to be no need for such a road from the county point of view at
this time, therefore, your committee recommends that the petition requesting such
road, recorded in Vol. 10, page 90 of the -county board minutes, be rejected.

WHEREAS, it is necessary that certain portions of such country owned lands be
established as highway right-of-way,
NO'ff, THEREFORE BE IT RESOLVED, that the County Board of Supervisors of Bayfield
County, Wisconsin, in regular session assembled this 10th day of November, 1953, do

The following is a consolidated report of this Commission for the year from
October 15, 1952 to October 15, 1953. The books of the Commission are open to anyone
who may wish to examine any of the accounts listed therein,
On October 15, 1952 the books of this,Commi.ssion shows a balance of $601.26.
The appropriation.of the.County Board made January 1, 1953 added $'1,000.00 to this
balance, making a total of $19601.26.
From October 15, 1952 to October 15, 1953 a total of 6 .applications were received
from indigent War Veterans or their -immediate family: The.total cost to the county for
the 6 cases which were allowed was $377.31, including 'the total expenses of the
Committee, leaving a balance of $1,223i95 at this time.

We submit herewith a request f•or an appropriation of 500.00 to the County Veterans'
Service Commission fund for the year of 1954®
On hand October 15, 1952 was a balance of $601.264 The appropriation of the County
Board made January 1, 1953 added $1,000 00 to this balance, Making a total balance
Of $1,601.26. Disbursement and administrative expenditures amounted to $37 % 31, reduc-
ing the balance on hand, as of this date, to $12223:95:
Demands on the fund, for this year, have been very light, with the.exception of
one (l) case. $163.90 was spent in sending a veteran to Madison, Wisconsin for a medi-
cal check-up at the Wisconsin General Hospital, the findings being used in reopening
his case for non -service connected pension. This money was well spent, for he has
been receiving monthly benefits of $63.00 since July 1, 1953, the date we reopened
his ease. Without the medical evidence from the Wisconsin General Hospital we Could
not have won our case.

The following proposed ordinance was read:
WHEREAS the B;ayf ield County Public Welfare Department is now administering Aid
to the Blind, Aid to Dependent Children, Old Age Assistance, Aid to Totally and
Permanently Disabled Persons in Bayf ield County, and
WHEREAS Sedition 46.22 Statutes, created by Chapter 513, Laws of 1953 (effective
January 1, 1954) establishes a County Department of Public Welfare in said county
consisting of a County Board -of Public Welfare, a County Director of Public 1,11elfare

and necessary personnel in such county, and
IMEREAS such County Department of Public Welfare has the mandatory, duties
and powers specified by Section 46.22(4) of the Statutes,
NOW THEREFORE BE IT RESOLVED by the Bayfield County Board of Supervisors that
the County Board of Public Welfare shall consist of three residents of Bayfield
County. The members of such County Board of Public Welfare shall be appointed by
the Chairman of the County Board of Supervisors in accordance with the rules and
regulations of said board from the membership of the said County Board. The
members of .the County Board of Public Welfare shall hold office for a term of
one year. The compensation of such members shall be the same as set by County
Board 'for its- members.
BE IT FURTHER RESOLVED That in addition to the mandatory functions, duties
and powers of the County Department of Public 141Telfare established by Section
46.22 (4) that the County Department of Public Welfare shall have the following
functions, dU$ie` s� and powers:
1. Make investigations in cooperation with the court, institution superin-
tendent, district attorney and other, agencies and officials operating in the
welfare field regarding admissions to and release (or conditional release) from
the following county and state institutions:
a. County institutions. County infirmary, home, hospital (for mental diseases,
tuberculosis or otherwise) or asylum.
b. State institutions. Mendota state hospital, 11innebago state hospital,
Wisconsin general,.hospital, �-Tiscon-sin orthopedic hospital for children, southern
colony and training school, northern colony and training school, central state
hospital, Wisconsin school for girls and industrial school for boys.
(1) The provisions of par® 1 shall not be construed to authorize the coun-ty
department of public welfare to make investigations regarding admission to or
release from the Wisconsin state prison, the Wisconsin state reformatory, the Wis-
consin home for women, county houses -of correction, jails, detention homes or
reforestation camps.
(2) Make investigations which are provided for under Section 322.02(1) if
the court having jurisdiction so directs.
(3) Perform the duties and functions of a juvenile probation department as
defined in Section 48.03 when requested -to do so by the juvenile judge of the
county.
(4) To furnish services to families or persons other than the granting of
financial or meterial aid where such services may prevent such families or persons
from becoming public charges or restore them to a condition of self-support,
(5) To make certification or referral of eiigibiles for state or federal worms
or other assistance programs, eligibility for which is based on need, when desig-
nated to perform such certification or referral services, and to certify eligibility
for and distribute surplus commodities and foodstuffs.
(6) To administer child welfare services including services to children who are
mentally defective, dependent, neglected, delinquent, or illegitimate, and to other
children who are in need of such services. In administering child welfare services
the county agency shall be governed by the following:
(a) The county agency may avail itself of the cooperation of any individual
or private agency or organization interested in the socaii welf are of children in
such county.
(b) The county agency shall administer and expend such amounts as may be
necessary out of any moneys which may be appropriated for child welfare purposes
by the county board or donated by individuals or private organizations.
(c) Upon the request of the state.department of public welfare and under its
direction, the county agency shall assume the oversight of any juvenile under parole
from or otherwise subject to the supervision of any state institution'
(d) Upon the request of the Budge of the juvenile court, the county agency
shall investigate the home environment and other factors in the life of any child
brought to the attention of the court for alleged dependency, neglect, or delinquency;
and to assume guidance and supervision of any child placed on probation by such court.
'(e) The county agency shall, without being licensed pursuant to Section 48.37(2),
have and exercise any additional powers and duties that are authorized for child wel-
fare agencies under ss. 48.35 to 48.38 except that the county department of public
welfare shall not have authority to accept permanent care, custody and control of any
child, to place children for adoption, or to -place children in foster homes in another
state.
(f ) The authority given to the county department of public welfare under par.
(6) to function as an authorized child welfare agency shall not be interpreted as
excluding agencies licensed pursuant to Section 48.37 from also exercising such
functions.
BE IT FURTHER RESOLVED that:
1. The official name of the County Department of Public Welfare shall be
"Bayfield County Department of Public Welfare."
2. Any provision of any ordinance, resolution. or action of this County Board
of Supervisors in conflict with any provisions of this ordinance is to the extent
of such conflict superseded by the provisions of this ordina.nce.
3. Such merit system status as the County Director or any employees of the
county welfare department may have on the effective date of this ordinance shall
not be deemed changed or interrupted by the provisions hereof.
4. The County Clerk is hereby directed to transmit a certified copy of this
ordinance to the State Department of Public Welfare:

At the October 5 meeting of your Bayfield County Forestry Committee, the request
of Herbert Ziehlsdorff, Washburn, Wisconsin, to withdraw the Southwest quarter of the
Southeast quarter (SW SE) of Section 7, Township 49 North, Range 4 West from under
the Forest Crop Law was discussed.
This land is not farm land and withdrawal of this forty would break up a solid
blocking of County' Forest Crop ownership.
Therefore, your Committee recommends that this request be denied.

WHEREAS the town road in the Town of Namakagon which leaves County Trunk "D"
at a point approximately one-fourth mile South of the Northeast corner of Section
"I 23, Township 43 North; Range 6 molest, and runs approximately one mile Northeasterly

and thence Southeasterly to the Bayfield County line and eventually joins State High-
way #77 approximately -one mile Southeast of the point where it leaves-Bayfield County;
AND VFHEREAS this road is a connecting road between County Trunk "Det and State
Highway #?? and is a much traveled road having great value to the traveling public
and should not be the ;responsibility of any one township for maintenance and improve-
ment;
Now; Therefore BE IT RESOLVED by the County Board of Supervisors in annual session
assembled this 10th day of November, 1953, that said road be placed on the County
Trunk Highway System and its maintenance and improvement taken over by the Bayfield
County Highway Department.

WHEREAS the amount of traffic on our public highways has enormously increased
over a period of years and the need for enforcement "of traffic laws has increased
correspondingly; and
WHEREAS, the sheriff's department with its limited force is not in a position
to adequately patrol the highways and enforce the traffic ordinances and stat4tes;
Now, therefore, be it:
RESOLVED BY the County Board of Bayfield County that a traffic patrolman be
appointed pursuant to the provisions and authority of section 83.016 of the stautes,
at an annual salary of $3,000;00 such office to enter upon his duties on the 1st
day of June, 1954, and that the supervision of such traffic patrolman'be and'the
same is hereby vested in the sheriff's and judge's committee of the county board,
which committee shall have authority to make the necessary purchases of equipment
and materials necessary for said patrolman to adequately carry on his duties.
IT IS FURTHER RESOLVED that such traffic patrolman shall furnish a bond in the
sum of 2,000.00 to indemnify the county for any and all claims arising out
of the performance of his duties.

The' -following resolution was read:
WBEREAS the State does not grant any direct aid.toward the payment -of the salary
of the County Judge as it does -for the agricultural agent, county nurse, welfare
director, highway commissioner, -etc., but the state legislature has passed certain
laws whereby the county revenue or income has -been -substantially -increased to assist
the counties to partly defray the cost of law enforcement and court functions. Some
of this legislation is:
(1). In 1951 court costs were increased from $2.00 to $3.00 in all criminal
and civil cases.
(2) In 1953 fees for certified copies were raised about 50%.
(3) In 1953 most state traffic fines were substantially increased.
(4) Starting Ian. 1, 1954 coUtt-costs will be collected in -all probate cases.
This is entirely new revenue.
tgM1REAS all of the above monies have been and will be collected and turned over
to the county, The county keeps all of it except 50% of the -traffic fines and 65%
of the probate court costs. The county judge gets no fees of any kind.
WHEREAS part of this increased revenue or income should be used,'as intended
by the legislature, to enable the county judge to receive a salary comparable with
other positions requiring professional training and education.
RESOLVED that the salary of the County Judge be increased from $3,320.00 to
$3,900.00 per year effective Jan. 1, 1954.

Bayfield County, State of Wisconsin and more particularly described as follows:

and to construct, reconstruct, operate and maintain on or under the above
described lands and/or in, upon or under all streets, roads or highways abutting

interfere with or threaten to endanger the operation and maintenance of said line or
system and to license, permit or otherwise agree to the joint use or occupancy of said

Bayfield County agrees that all poles, wire and other facilities, including ail

less against any liability to or claim or demand of any third person for damages to
person or property sustained by him arising directly or indirectly out of the exercise
and enjoyment by the Cooperative of the rights herein granted.
This easement is executed under authority conferred by resolution of the County

I have before me the letter of Mr. 21. Jo" Riley, Administrative Officer of .the
Great Lakes Area Field Office at Ashland dated April 10 -195a' whidh communication
was referred to me by action of the County Board in April. The letter requests the
cancellation of two tax deeds taken by the County. -in 1925 and 1926 on lands which
allegedly are'allbtted and restricted' Indian lands.
I hav ,,e no way -oft -knowing what the records show with respect to the restrictions
on this allotment,, but 1presume that-Mr..Riley has that information and that it is
correct,, and that the land in que'stion was not taxable. .7hat, being the case, it is
very likely that the County did not acquire an interest by its tax deeds, and unless
the County has actually taken possession of the -land or asserted some dominion over
the. same by -reason of its tax deedsi 1'would say that it would be in order for the
County Board to order the cancellation of such deeds.
I realize that a good deal of time has elapsed since the taking and recording of
.the deeds, but unless rights in possession or rights of third parties have intervene.d,
the situation would not be any different now than at the time the deeds were taken
-and they are probably void and should therefore be cancelled.
My recommendation would be that the County.Board grant the petitionf.
A copy of this letter is being sent tb Mr. Riley for his information.

The undersigned respectfully requests that your -Finance Committee and your County
Board, at its coming session, give consideration to the provisions of Sec. 252.071 of
the lliseonsizi Statutes. This statute provides that the counties comprising any judicial
circuit may, at their option, contribute to the salary of the circuit judge, such
contribution to total, in the aggregate, not more-than.dZ2,000.
1' ile this is the first: application made by a circuit judge in this circuit, the
practice as to the making of such contribution is -common in all of the surrounding

The salary, of the circuit' judge ,has undergone but a 25 o raise" since the 30*s, less,
I believe-, than that -received in -any other comparable 1-ine of employment. It has been
calculated that- a circuit judgd today, to stand upon the same footing as a circuit
judge in the 30°s, taking into-cons2.deration only the difference in purchasing value
of the dollar; would have to have a salary of $'15,624. When there is further added to
the :computation the increase in the income tax the increase in 'salary, to be at a level
with the 30•s would have to be even -greater.
Since taking my -position as circuit judge I.have instituted in each of the counties
a system to pretrial conferences. I feel' that -by so doing I have - saved -each county,
and will continue to save each year; far more than any possible contribution that could
be made, The, -reporting -of a jury panel for the trial of one case-, fort -just one day,
costs the county, between $300. and $400. Thus by holding a-pre=trail conference and
exerting every effort to getting the parties to settle their cases without a trial this
expense is avoided. While I think it unnecessary to set forth'in-detail the number of
cases -which have been so settled, 1-might refer the members of the committee to the
Clerk of Court for information on tI1at point. I perk-s can cite one case whichwas ,at

issue.in Price County. It was estimated that the minimum time for trial would be
between a week and,ten days. Suah.;_trial would have cost the county in the
neighborhood of $1300. Through a pre-trial conference Which lasted throughout one
whole day, all of the parties finally got together and settled without resort to a
jury trial. This result was accomplished first of all because such conference was
set and all parties were' required to be in attendance, and secondly, I feel,
through efforts which I used in promoting the settlement itself.
T'o advise you that the work of this circuit is as ia..avy as that, of adjoining
circuits, I am enclosing. herewith. a tabulation taken from the Judicial council report
showing matters handled by each circuit in the northern half of the state during the
year 1952.:
It is, of course, to be understood that my best efforts will be continued in
the future to conduct the affairs of this circuit with the least expense to each
of the. counties involved, no matter what, may be the result of this application.
I feel, however, that this should be put before you as a basis upon which you may
take action in my regard.
Population figures covering the five counties in the 15th Judicial Circuit are
roughly as follows:
Iron 8.700.
Bayf ield 132800. As I understood it, assessed valuations are
Ashland 19,500. also about in the same proportions.
Price 16,300.

Enclosed is -a diagram.of the lands I discussed- with you some weeks ago and �nihich
I you promisedtotake up with the Sales Committee, relative to selling,me additional
land so thatthetwo diaconnected forties in this tract could be connected with the
other seventeen. 1, wished to buy the lot the county owns in See. 30-43-89 this would

make the: connection, but you advised it would not likely be for sale since the county
is -contemplating raising the water level, of Tot
ogatie Lake. I offered to make the
purchase: (or trade) the., county retaining an easement to -raise the water level as high as
nine°feet and offered likewise to give an easement on the lake lot I own in Section 29,
immediately adjacent to it., as well.
Since talking to you I - have acquired SE``-NE'S-ec. - 3G-43-9 through which the outlet
runs, this forty.too, it would seem would be important to your project. I would be
willing to trade this forty for connecting land, if due recognition of its value to
the project inrere given it. Since the .itorestry Committee seems to favor trades between
towns so that property owners may acquire acreage adjacent to their present holdings even
though the county must proceed to cut their acreage over before an even trade is feasible,
it would seem such a type of trade as is proposed should be feasible in this case.
I would appreciatehearing in a reasonably short time whether or not I can be so
favored. If not, the forty in 43-9 and the lot go immediately under the Forest Crop Lays.

The Kiwqnis of this city have appointed a committee to a--,ontact the governmental
bodiesandofficials in connection with the present erosion along the rivers and

streams emptying into Chequamegon Bay. As chairman of this committee
am writing
you to -call your attention to thisconditionwhich exists in Ashland and Bayfield
Count ie s.
After every substantial rain the waters of Chequamegon Day become red from the
clay being washed into the bay. The City of Ashland has been forced to instal* a
sewage disposal plant at a terrific expense to'the taxpayers and water users of the
city in order to a -void contaminating the water of Chaxquamegon Bay, but these waters
are being. constantly contaminated by the red clay being carried down from the streams
and rivers.
This condition not, only contaminates the bay, but constitutes a loss of valuable
top soil from the forests and farm lands along these rivers".
We would like to know what can be done to remedy this situation*_ Please advise.

soil conservation districts, and
=REAS, we feel this service should be strengthened instead of weakened, and
I REAS, the present reorganization plan actually reduces the technical help to
districts, and
MEEREAS, it seems the plan should be studied by Congress before it becomes final,
THEREFORE', IT IS IEREBY RESOLVED, that it will be to the be-st interest of all if
the present reorganization plan is held up until it -can be fully understood: by the
people and their representatives in Congress, also we want to go on.re.c.ord favoring
continued soil conservation practices with the help of S.C.S. Technicians because we
have not room to expand, we can only improve on what we have.

-VALUATION
The recommendod'equalized value of.the County for 1953 is $2497489'560.00.
This is an increase of''6594,855.00 over last year. This -recommended value will'
allow an increase of §y59942.55 County tax under the statutory 1% limitations 140.Vever
this is not as large an added income as it first, appears'* Our state special charges.
,covering county patients in 45tat.e Institutions has increased by $3,318.23over the
same period. This leaves a net increase for other purposes of �29624.320'
ADDIT
The audit report a 1952 is completed' and the auditor met with us and explained
his work and scopeof audit, We wish to thank him for his fine report,
He has submitted a prpposal for audit of the 1953,.records and werecommendit
be accepted. The amount has been included in the budget,
SALARIES AM 1VAGES.
17.6 are submitting'all requests for increases direct to the County Board for
consideration -except that of the County Nurse whichweclass as an adjustment rather
than a raise. -This,is being supported by a separate resolution. In arrivingat
our conclusion we used data from the State Bureau of Personnel. 7encomparable
counties having the same approximate population were used to -obtain an average,

involved: in Snaking up a plat book, - its value and. probable cost together with a
prospective market for same*

SANATORIUM
This budget- item is lower than last year, for two reasons, namely .the request -
by the Trustees. is lower having -left -off some, larger items from previous year and
secondly because,our number of patients is lower thereby reducing our ratio of
maintenance costs. We have estimated this at 28f for next year.
A proposed -construction of kitchen at .the Doctors residence is estimated to cost
$5000.00 for--building-and $.1200.00 for equipment, totaling 9$6200.000 Our share of
cost of. this aonstruc#ion will be .based on-our-ratio--,of-valuation-to that of the two
other counties. This estimate was received after the budget In d been completed and
advertised.
HIGTHuAYS
There is no recommendation being, made for a tivo- mill 'levy� for highways.
County bridge -.aid covering -all petitions on file at time of making up -the
budget are included and amounts to §10,095.97 an;..increase of $2,891.40 over last year.
The highway department expects 'to have a larger cash -balance, during- the winter -
months -than a year ago, In view of this information we do not anticipate any necessity
for short loans.
FINANCE - GENERAL
The Committee increased the estimated income from sale of forest stumpage
approximately $59,000.00 over that. of - the County Forest -Administrator:
In making out the budget we:have tried to give due consideration to all depart-
ments without: undue curtailment- of services.
We, recommend that all resolutions and motions calling the expenditure of money
be referred -to the Finance. Committee for consideration prior-- to Gounty Board action*
