Meeting called to order at 10:00 A.M. by Chairman -Clarence E. Olsen.
The following members answered roll call: Raymond J. Mammoser, W. C. Barningham,
Stance Burlager, S. W. Buck, C. C. Laudenschlager, Anthony Janock, Edward Reimer,
Bernard E. Johnson, Joseph J. Pustinger, J. A. Desparois, -Frank Hoefling, William A.
Stuart, Andrew J. Pristash, Richard Nelson, Herman Hanson, John 0. Anderson, C. 0.
Nelson, Toivo Elonen, Joe Lupa, Harry C. Anderson, Clarence Bonk, Paul Tribovich, John
E. Taipale, Edward Pajala, Ernest Moore, Ernest LaPointe, John Boehme, H. A. Reiten,

Moved by Herman Hanson and seconded by Pustinger that Mr�. John E. Taipale be
seated as a member of the Board as a representative from the Town of Tripp. Carried.
Moved by H: C. Anderson and -seconded by Desparois to dispense with the reading of
the minutes of last meeting held in April, 1954. Carried.
The Board proceeded with the election of the Highway Committee. The selection was
by districts.
Moved by LaPointe and seconded by Barningham to nominate Paul Tribovich as a
committee member from Highway District #1. Carried. Motion was made and seconded that
nominations be closed. Carried. Moved by LaPointe and seconded by Stuart that the
County Clerk cast a unamimous ballot for Mr. Tribovich. Carried. The Clerk cast the
unamimous ballot as directed and Tribovich was declared duly elected.
Moved by Johnson and seconded by J. 0. Anderson that Ernest Moore be nominated
as a committee member from Highway District #2. Carried. Moved by Johnson and seconded
by Lupa that the Clerk cast a unamimous ballot for Mr. Moore. Carried. The Clerk cast
the unamimous ballot as directed and Mr. Moore was declared duly elected as a member
of the Highway committee from District #2.
Moved by Janock and seconded by Lupa to nominate C. 0. Nelson as a member of the
committee from Highway District #3.
Moved by Pustinger and seconded by Reimer to nominate J. R. D-esparois as a member
of the committee from Highway District #3. Motion was made that nominations be closed.
The Chair appointed Bonk and Malinoski as tellers. The result of the ballots was as

TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS:
The petition of Robert G. Johnson and Emmett E. Johnson respectfully represents
that.petitioners have an interest in. the property described as:
That part of the Northeast Quarter of the Northwest Quarter (NEj:NW1.) lying
North of the Northern Pacific Railway, and that part of the Northwest Quarter
of the Northwest Quarter (NW$ MT ) lying South of the Omaha Railway right-of-way,

West, in the Town of Eileen:
that their interest, stems from the fact that they entered into a contract with the person
whom they supposed to be the owner thereof for,the use and occupancy of said premises
for the next two years; -that on the strength of this contract your petitioners have vested
x a considerable amount of time and money in plowing and preparing the field`s for crops:;
N -that they were intending to buy the property but now find that the party with whom they
were dealing does not have a title which can be --conveyed to them- and they also find that
'+ the taxes are delinquent to the Point where the County is about to take a tax deed.
WHEREFORE your petitioners pray that they be allowed to purchase the tax sale
certificates for the year 1949, tax of 1948, at the. face thereof plus interest to date,
so as to protect their interest and investment.

Moved by Pustinger and seconded by Stuart to grant the foreg ping -petition.
The vote was by ballot and the result was as follows: No - 19 and yes 16. Total 35.
Motion to grant petition was lost.
Moved by Pajala and seconded by Pustinger that in the event the County should
acquire the lots set forth in the foregoing petition by the Johnson boys, that the -
land be leased to them so as to protect their interest in the crops for the next two
years. Carried.
Mr. G. I. Germond, who retired as State Highway Division Engineer from the
Superior office as of November 1st, appeared before the Board and introduced his
successor, Mr. Richard Clark. Mr. Clark expressed his appreciation and stated that he
hoped to get the same co-operation from the County Board that Mr. Germond has had in
the past.

Gentlemen:
The following is a consolidated report of this Commission for the year from
October 15, 1953-to October 15, 1954. The books of the Commission are open to anyone
who may wish to examine any of the accounts listed therein.
On October 15, 1953, the books of this Commission shows a balance of $1,223.95.
The appropriation of the County Board made January 1,.1954 added $500.00 to this
balance, making a total of $1,723.95.
From October 15, 1953 to October 150 19542 a total of 10 applications were
received from indigent War Veterans or their immediate family. The total cost to
the county for the 10 cases which were allowed was $533.96, including the total
expenses of the Committee, leaving a balance of 1,189.9g at this time.

The following communication was read:
SUPERVISOR OF ASSESSMENTS
WAUSAU, WISCONSIN
OCT. 15, 1954
To the Finance Committee of Bayf ield County
Gentlemen:
This report is being provided each county in the Wausau Supervisor of Assessments
District so that all of you are fully informed on the expenditures we have made over
the past year, and our anticipated._expense for the coming year.
A. year ago we estimated our needs for the' 'year at $6, 520.68-- and this report
explains to you that our expenditures total $5,773.75 leaving a balance in our account
of $746.93. In our budget this year you will note an account for new equipment. This
item is for a new Electric Calculator, which after 15 years or -more of service must
be replaced being beyond repair through constant use over this long period of time.
The payment of these costs is provided for under 73.07 of our Wisconsin Statutes,
and Marathon County having acted as our purchasing and disbursing agent in the first
place, should now be reimbursed for this service if your county has not already done
so, Your County payment for this service should be sent to Miss Lucille Zielsdorf_;
County Clerk of Marathon County, `,ausau, Wisconsin. A special effort should be given
to this request.
In the following pages of this report, we outline for this committee the
comparisons of costs and expenditures. We also outline for you a new anticipated budget
for the year 1954-1955; and on the last page of this report, we have drawn up for you
a new county ratio indicating on it your County's share of anticipated expenditures
for the ensuing year.

Representatives from the two Ashland Hospitals appeared before the Board and asked
that the rates for public cases be increased from $6.00 per day to $7.00`. Moved by
Tribovich and seconded by Lupa that the hospital rate for public cases be increased to
$7.00 per day. Carried.

areas affected hereby, recommends as follows:

RESOLUTION
WHEREAS at the April 1954 meeting of the County Board a resolution was adopted
to amend the Bayf field County -Zoning Ordinance by removing from the .Forestry zone the
descriptions of land hereinafter contained, and reclassifying them and placing them
in the Recreational Zone;
AND WHEREAS the adoption,of said resolution was considered a reference to the
Zoning Committee, and said Zoning Committee having held hearings pursuant to new notice
and having recommended the adoption of said amendment;
Now, therefore:
BE IT RESOLVED that the Bayfield County Zoning Ordinance be and the same is hereby

WHEREAS the County Board is handicapped in the transaction of its business by only
meeting twice a year, and it is deemed desirable to have more frequent meetings and to
thereby cut down on the length of time that the board would need to be in session on
each occasion:

BE IT RESOLVED by the Board of Supervisors in annual session assembled this 9th
day of November, 1954, that in addition to the statutory meetings held in April and

salary to be paid from the County Treasury as other salaries are paid.

Operating under section 46.17 (3) of the Wisconsin Statutes, this department made an
inspection of your jail on October 26, 1954 and the following conditions were found:
1. Jail found in excellent condition as to cleanliness and sanitation.
2. Morals of the prisoners was high.
3. There in only one exit from the jail proper to the outside.
4. Wooden tables and chairs are used in the jail and these can be dangerous.
Therefore, we are recommending -the following:
1. A fire eRcape be installed. Mr. Ludwig Tranmal, County Clerk, advised me that
plans for the fire escape are now in the making and should -be ready for bids
by the f irst of the year..
2. Replace wooden table and benches with metal made of one.unit and fastened to

High Schools. from thirty-four Million Dollars to Fifty -Million Dollars;

The dockets of Second Municipal ,Court at Iron River and the County Court at
Washburn were checked with the reports of the Judges and were found to agree.
Judge Blanchard has paid over to the County Treasurer all his collections up to
November 1, 1954. Judge Shykes has paid over to the County Treasurer his collections
up to August 1, 1954. The records were found in good condition and v;ell kept.
We .have found the work of the Traffic Officer satisfactory and recommend the
continuance of the office.
Your attention is called to a large increase in board of prisioners which is

We are recommending the purchase of a new car and trade in the oldest one for the
Sheriff's Department. It has been our experience that. _it- is cheaper to trade in_ when..
the mileage is considerable than to pay repair bills. The present mileage shown on
the. speedometer is a little over 63,000.

SUBJECT: Federal Aid Secondary Highway Funds
Federal- Aid _Highway Act of 1954
Under the Federal Aid Highway Act of 1954, Federal Aid Secondary highway funds
will be apportioned to Wisconsin in the amount of approximately �p5,205,000 annually
for t.ae two years 1955-56 and 1956-57. The apportionment to wisconsin for the first
year has been made. The Federal -aid Secondary funds available to Visoonsin under the
Federal -Aid Highway Act of 1954 represent an increase of about 28 percent over the
amounts available under the 1952 Act.
At the request of the State Highway Commission, the Advisory Boards of the
Wisconsin County Highway Commissioners and County Highway Committeemen's Associations
bidt on September 24, 1954. After careful consideration and discussion they adopted
a resolution recommending to the State Highway -Commission that the method of
distribution and administration of the Federal -Aid Secondary funds available under
the Federal -Aid Highway Act of 1954 be approximately the same as that used in the
past, but with some clarification as to details, with the established period of
availability to the counties reduced 'by one year, and providing that at the end of
the established period of availability the Federal -Aid Secondary funds reverting to
the State Highway Commission will be used or allotted by and at the discretion of the
Commission in any part of the state, not only for the imporvement of the State Trunk
Highway System, but may also be allotted to and matched by a county which is in need
of additional Federal -aid Secondary funds for the improvement of'a county trunk or
local road or street.
The State Highway Commission accepted the recommendations of the County: Highway
Advisory Committee and accordingly adopted the method of d istribution'and administration
of the Federal -aid 'Secondary funds available to Wiscorisin under the Federal -Aid Highway
Act of 1954, as set f orth'in the accompanying statement.

Trunk Highway System within your County. The funds will remain available for such
purposes until December 31, 19516.
On December 31, 1956, any portion of this 2-year apportionment which has not been
matched by your county and used on projects -which have been advanced to the contract
stage, or have not been transferred to a state trunk highway improvement with the
approval of the State- Highway Commission, will revert to the Commission to be used in
other parts of the- state-.
In considering the utilization of the Federal -aid Secondary funds -on county trunks -
or local reads and streets, due consideration should be given to qualifying improvements
on the Federal -aid Secondary System in cities and villages under 5,000 population and to
desirable extensions of rural improvements into such.munic.ipalities.
It nee.d. not be construed that.. the... t.wo.-yearapportionment of Federal -aid Secondary
funds must be spread over a two-year period. Within certain limits, which can be
determined only after the total program of all counties is known, up to a total of a
county's two-year apportionment may be used in -one year.
Requests for the programming of projects using 1954 act funds, hereby apportioned
may be f it ed at one e.
Several counties have balances remaining of the Federalaid Secondary funds
apportioned' to them from the 1952 act. As stated in the Commission's letter to County
Highway Commissioners dated September 17, 1952, any such balances from the 1952 act
(funds will remain available to the county to be placed under contract by December 31,
1955 (January 1, 1956). Up to December 31, 1955, any such balances from the 1952 act
funds may be combined and used on a project with part of the 1954 act funds.

Program, and your county,, through your County Highway Committee, is requested to work
with them in developing a proposed program of improvements on the Federal -aid SecondarcY.
System to utilize the funds apportioned to your county.
For projects on county trunks or local roads or streets, program requests by your
,County Highway Committee should be submitted through the District Engineerts office.
Such program requests will be subject to review by the Commission.
In case it is desired that part or.all of the Federal -aid Secondary funds be used
on certain improvements on the State Trunk Highway System in your county, such".re-quest
by your County Highway Committee should be filed with the District Engineer, who will
forward such request, with his recommendation, for the consideration of the Commission.

COUNTY AID CONSTRUCTION.AND MAINTENANCE
DURING THE CALENDAR YEAR 1955
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,.
regularly assembled, does hereby ordain that such funds -as may be made available to
the county for highway work in. the year 1955 under the..pro.vi.sions of Section. 20.49
and Chapter 83 of the.. Statutes shall . be expended as hereinafter set forth:
SECTION II` COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS: The State Highway
Commission has notified the County Clerk that a__sum.of money estimated to be.
One.Hundred- Thirty-three Thousand Hundred -- Dollars ( 133,500.00) will become
available at the end of the fiscal year under the provisions of Section 83.10(1) and
20.49(11) (b) of the Statutes, for the county trunk highway system in the county, but
the actual amount will not be known until the close of the fiscal year, June 30, 19559
BE IT RESOLVED: That the County Highway Committee is authorized and directed to
expand the said sum to the extent required, to match and supplement Federal Aid for
construction, right of way, and other costs on any Federal projects located on the
County Trunk Highway .System of said county, which are not recovered from Federal funds,
and to expend any balance for constructing, repairing, and maintaining such county
trunk highway system and the bridges thereon, including snow and ice removal and control,
as directed in Section 83.10(1) of the Statutes, and to reimburse the general fund for
any expenditures that may be made therefrom, pursuant to Section 83.01(6) of the
Statutes. The.distribution to such purposes is estimated, but not specifically directed
to be as follows:
For construction, maintenance, snow removal and ice prevention on the .County Trunk
Highway System.
SECTION III. WHEREAS: The various activities, for which provision is made in this
resolution are continuous from -year to year, and the exact cost of any work cannot be
known at the time of making the appropriations therefor
BE IT RESOLVED: That this Board does hereby direct that any balance remaining in
any appropriation for a specific highway improvement after the same shall have been
completed, may be used by the County Highway Committee to make up any deficit that may
occur in any other improvement, which is part of the same item in the county budget,
for which provision is herein made, and any balance remaining at the end of the year
in any highway fund shall remain and be available for the same purpose in the ensuing
year.
SECTION IV. WHEREAS: The exact amount of the funds that will bedome available
from the state for-highwaypurposes in the. county under Section 20.49 of the Statutes
will not be known until on or of ter June 30, 1955,

pursuant to Section 83.015(2) of the Statutes to purchase --without further authority
and to the extent that revolving funds accumulated for such purpose or appropriations
made for such purpose are available such highway equipment as they deem;neeessary to
properly carry on the work, and to trade or sell such old equipment as.may be
considered to be for the best interests of the county.

The following petition was read
REPORT OF HIGHWAY COMMITTEE
PETITION - TOWN OF BAYFIELD ROAD
The highway referred to in the petition begins near the southeast corner of
Section 16-T. 5ON- R.4W. Thence westerly on what is known as the settlement road
approximately 8 miles, thence northerly on .what is known as .the Happy Hollow Road
approximately 6 miles to STH 13 in Section aO-51-5 all in the Town of Bayfield. The
speedometer mileage is 14.1 miles.
v1\ The traffic count is low, an average of less than 70 vehicles per day.
The present condition of the road is about average as a town highway, except for
a,
two wooden .brid es and three wooden culverts in g poor condition, plus unusually heavy
` grading for about 3/4 of a mile at Pikes Creek and a very expensive culvert and fill
in Section 13-50-5 and a low swamp -grade that needs to be raised for about 2 miles
, ; .�through Sections 8 and 17-50-5. `The road does not meet ordinary county trunk
requirements in its present condition.
The estimated cost of improving to County Trunk Standards is about $300,000.00.
A more detailed road condition log .and cost estimate is available if, desired.

The 1953 equalized valuation of the Town of Bayfield. is $586, 300.
The 1955 tax rate was 5%.
There was no property tax levy made for town roads in 1953 in the Town of. Bayfield.
The 1954 town road mileage is 73.25 miles.
The 1954 gas tax receipts in the Town of Bayfield was $11,753496.
Eight and 59.100ths miles of town road in the Town of Hayfield was recently
taken over by -the County as C..T.H.tXt on --which somewhat over $50,000 has since been
spent for construction with about $10,000 more being expended this year and 3 miles -
still left to finish:
If this petition were granted there would then be 22.69 miles of county trunk
highways in the Town of Bayfield or more than 3 times- the average mileage per town
in this county. Increasing County ^Roads decreases gas tax income.
Your Committee recommends that the petition be received and placed on file.

road between S.T.H. No. 77 at Clam. Lake and C.T.H.1,1D11 at Namakagon Lake and carries
considerable through traffic, originating from and going to points outside the boundary -
of the Town of Namakagon,
WHEREAS this highway is a part of the Federal Aid Secondary System and is eligible
for Secondary Federal Aid funds, subject to the necessary 50 % matching mquirement,
AND 1WHEREAS the Town .of Namakagon hereby offers to provide the sum of twenty
Thousand and no/100 Dollars ($20,000.00) towerd'the sponsor's share of this. project,
NOW THEREFORE BE IT RESOLVED that the County Highway Committee be directed to
present to this board at this meeting a Federal Aid construction program providing for
the improvement of this highway with federal, County and Town funds. .

WHEREAS, the insect pests and diseases spread rapidly from neglected apple trees
to well -cared for orchards, and
1-VHEREAS,.the folks who own and operate the well -cared for orchards depend on
income from apples for their livelihood, and
WHEREAS, the diseases and pests are as great a menace to our agricultural economy
in the fruit area as Bangs disease in cattle, Foul Brood in Bees, and Cholera in hogs,
and
'AfflZREAS, Wisconsin Statute 94.57 provides that diseased and insect infested
apple trees must be removed or destroyed if they are incapable of successful treatment;
and therefore
BE IT RESOLVED, that $1,000.00 be appropriated by Bayfield County to finance the
operation of removing diseased and insect infested apple trees from County Tax Title,
Forest Crop, and privately owned lands in the commercial fruit growing areas, and
that said funds be administered by the Bayfield County Agricultural Committee of the

Dear Mr. %ranmal:
At a recent meeting -of the Finance Committee the question arose as to the power
of the County Board to appropriate money for the bulldozing of neglected and abandoned
orchards in the county in order to control and eradicate certain diseases adversely
affecting fruit trees in the county.
I believe Section 59.07(17) would be sufficient authority for the County Board to
make such.an appropriation if it felt it was in the public interest generally to do so.
It would be understood, I suppose, that if such an appropriation were to be made, and
if diseased fruit trees on private property were to'be cut down or eradicated as a part
of the program, that it would be necessary to get the permission of the owner to go on
the private property to do the necessary work, unless the State Department of
Agriculture were to send some of their representatives in to work with the county and
exercise the authority vested in the Department under Section 94.57 of the Statutes.
That section gives the State Department the authority to notify persons having dieeased
trees in an orchard to destroy such trees or do whatever is necessary to control the
infestation; otherwise the department may'send its inspectors in who may proceed to
treat or destroy the infested plants or plant material. proceeding under Section 94.57
by the state inspectors would not require the permission of the owner; Whereas the
same action by a representative of.the County Board acting alone would require such
permission.
I give you this opinion so that the Finance Committee and the County Board may,
have the benefit thereof in case they consider the matter of making an appropriation
for that purpose.

known by the name Maple.

at the next meeting,of the State Geographic Board and you will be notified of its
decision.

The following report was read:
To the Bayfield County Board of Supervisors:
The Welfare Committee wishes to make�the following report to the Bayfield County
Board of Supervisors covering the activities of the Committee for the year 1954.
Your Welfare Committee has met with the Director on several occasions and has
kept in close touch with the administrati:on,of the Welfare Department. The Director
has discussed the various instances when relative responsibility has been .enforced
with the Committee both before and after action was taken in these cases.
In June, the Committee attended a hearing of the Interim Committee of the State
Legislature at Ladysmith. This hearing was held relative to the revision of the
statute covering child protection.
After seeing publicity to the effect that the government had passed an amendment
to the Burton -Wheeler Bill making available aid f or the construction of nursing homes,
your Committee in July called on Mr. Otis of the State Bureau of Hospital and Related
Services. The Committee was informed by Mr. Otis that money would not be available
until sometime in 1955 and -that when available the aid would represent 45 per cent of
the construction costs as a direct grant from the federal government. It was Mr.
Otis's opinion that Bayfield County would be eligible for funds the first year that
such funds are made available which, as stated above, should be in 1955.
This Committee raised the question of whether or not there would be a possibility
of the Pureair Sanatorium being made available as ,a home for the aged because of the
great decrease in the population of all tubercular sanatoriums thra.out the state.
This matter was brought to the attention of the County Board Chairman, the Finance

Committee, and the Welfare Departments of Ashland and Iron Counties.
The report received by the County Board members in October was prepared and issued
with the consent and knowledge -d the Welfare Committee. Your Welfare Committee feels
that there was much regarding the operation of the Welfare Department that was not
familiar to the Board Members.
The Committee realizes that the salaries paid in the Welfare Department in
Bayfield County are much lower than those paid throughout the state and that an
adjustment is due in the salaries, and your Committee is sponsoring a resolut-i-on to
correct this situation. Your Committee feels that if clue consideration is given this
request by the County Board, the -Board members will realize the reasonableness and
necessity of the request.

WHEREAS, the County is reimbursed only for those salaries within the minimum and
maximum, set by the State Department of .Publi.c Welfare., and
VV(HEREAS, the schedule adopted by the County Board on November 12, 1952, effective
January 1, 1953 does not at the present time provide for maximum reimbursement on all
salaries, and
u(iHEREAS, the salaries paid within the Welfare Department are below such salaries
as would enable the Welfare Department to recruit workers, and
ITHEREAS,`the Director pointed out in a letter to all County Board members that
the increase in salaries asked for would cost the county only $18.70 a month for the
first six months, $37.40 a month for the next six months, and $56.10 for each month
after the eighteenth month, therefore,
BE IT RESOLVED by the Hayfield County Board.of Supervisors in annual session this
1.1'th day of November 1954 that Schedule II, hereto attached, submitted by the State
Department of Public Welfare, be adopted effective January 1, 1955, and
BE IT FURTHER RESOLVED that the workers in the Welfare Department be entitled to
the raises in the amounts specified in the schedule until the maximum salaries in each
of the classifications has been reached.

WHEREAS, the Clam Lake Road: in the Town of Namekagon, is an important connecting
road between S.T.H. no. 77 at Clam Lake and C.T.H. I Dre at Namekagon Lake and carries
considerable through traffic, originating from and going to points outside the boundary
of the Town of Namekagon;
NOW, THEREFORE, BE IT HEREBY RESOLVED that the said Clam Lake Road be added to and
made a part of. the Bayfield County Trunk Highway System and further
RESOLVED that said highway be improved and brought up to the standard of other
county trunk highways, the cost of financing such improvement program to be borne, by
a $25,000.00 contribution from the To7m of Namekagon. A one mill County Highway tax

is hereby levied on all.the taxable property of Bayfield County for the year 1955.

people have found it necessary to visit the Court House on Saturday mornings, and
WHEREAS, it appears that the public has accepted the closing of the Court House
Saturday morning, and is able to perform their business during the week, therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session this
llth day of November 1954 that the employees in the. Court House will work from 8:00
o'clock in the morning until 4:301in the afternoon, Mondays through Fridays, excepting
legal holidays and that the Court House will remain closed .Saturday forenoons, this
to be effective Saturday, November 13, 1954.

about $175.00 per month more than the monthly salary of the County Superintendent of
Schools, and
WHEREAS the average salary of County Superintendents in the State of Wisconsin for
the coming year will be about $50.00 more per month than the amount paid the County
Superintendent of Bayfield County, and
111HEREAS the annual salary of the Bayfield County Superintendent of Schools is below
the amount paid to a majority of the counties in this area where. the work i s comparable , and
VMREAS the County_Superintendent of Bayfield County has twenty years of teaching
experience and holds a Masters Degree in Education and the annual salary of beginning

teachers with a Bachelor's Degree'is often more than the monthly salary of the County

We submit herewith a request for an appropriation of �,500.00 `to the County
Veterans' Service Commission fund for the year of 1955.
On hand October 15, 1953 was a btLlance of $1,223.95. The appropriation of the
County Board made January 1, 1954 added $500.00 to this balance, making a total balance
of $1,723.95. Disbursement and administrative expenditures amounted to $533.96, reducing
the balance on hand, as of this date, to $1,189.99.
-Demands on this fund have been relatively light so far this year and the
Commission has endeavored to hold down expenditures as much as possible without working
a hardship on any individual veteran or his family.

V,=REAS the budget is made up about fourteen and one half months in advance of
the closing date of accounts and therefore it is impossible to estimate one hundred
per cent correctly, and
WHEREAS, it now appears that there will be a small over run, in a few of the budget::
items for 1954, and therefore
BE IT HEREBY RESOLVED that the County Clerk and County Treasurer, be and they are
hereby authorized to pay out such amounts up to December 31, 1954, to cover budget
deficiencies and payments to accounts of the Departments affected.

The following resolution was read:
iff=EAS, the Clam Lake Road in the Town of Namekagon is an important connecting
road between S.T.H. no. 77 at Clai�.. Lake and C.T.H. " D" at Namekagon Lake and carries
considerable through traffic, originating from and going to points outside the
boundary of the Town of Namekagon,
Now, THEREFORE BE IT RESOLVED that said Clam Lake Road be added to and made a part
of Bayfield County Trunk Highway System and Further
RESOLVED that said Highway be improved and brought .up to the standard of other
County Trunk Highways, the cost of financing such improvement program to be borne by
a $25,000.00 contribution from the Town of Namekagon.
A one Mill County tax is hereby levied on all the taxable property of Bayfield
County for the years of 1955 and 1956. Any further money that shall be levied on the
properties of Bayfield .County shall not be used f or this road alone, but shall be
used for all other county roads in Bayfield County.

table lost. It was requested by J. 0. Anderson that action on the motion to adopt the

Moved by Embertson and seconded by Herman Hanson that the finance committee be
designated to handle Sanatorium finances and problems with other counties and to take
care of legislation concerning future use of the Sanatorium. Motion carried.
Moved by Pajala and duly seconded that the Conservation Committee be asked to
make a written report annually. Mr. Bernard E. Johnson gave an oral.report to the
County Board of their activities during the past year and made a general report on the
scope of work covered by the conservation committee which was well received by the
board members.
Moved by H. C. Anderson and seconded by Bu rlager to place $5,000 in the sinking
fund for nursing home.
Moved by Buck and seconded by Stuart to refer the legality of the sinking fund to
the District Attorney and that he report back to the Board in January, 1955. Motion
carried.

our report and recommendations for 1955.
VALUATION
The recommended -equalized value of the County for 1954 is- $24;980;575.00. This
is an increase over last year of $232,015.00 even though neat cattle had an approximate
crop of 20% of $328,435.00.
AUDIT
The audit of 1953 is completed and Mr. Wickman met with the Committee and
explained his work and the report in detail. He is to be commended for the fine report:
We recommend the acceptance of his proposal for the audit of the 1954 records
and this amount is included in the budget.
PLAT BOOKS
They are now in the process of printing and we expect they will be ready by the
end of the year.
in accordance with instructions of the Oounty Board your Committee set a price
.of 43.00 per copy-.
We recommend that each taxing district receive t.ao copies free of charge and each
Oounty Officer interested receive'a free copy.
SANATORIUM
'The budget for maintenance is lower than last year. However the joint meeting
of the 3 Counties are recommending the addition'to the kitchen at the Superintendents
residence. The request for additional bed room space has been dropped from the plans.
Our share of the kitchen construction is included in the budget.
SALARIES & WAGES
A number of requests have been received for increases. Ve are not recommending
a general increase, but feel that a few adjustments are in order as follows:
Lounty Nurse should be placed on an equal pay basis with other %ounties of like
population and valuation, increase from §3360.00 to $3600.00 per year.
County Superintendent of Schools on account of present salaries in Educational
field and he now has a Masters Degree in Education, an increase from �4220.00 to
$4600.00 per year.
The Clerk of the County Court who is also court Reporter and Register in Probate,
because of ability to take w urt reporting and increased work on account of consolidation
of courts, an increase of 410.00 per month.
'The increase of 0100.00 a year in salary to the county Agricultural Agent on
recommendation of his committee.
All of the foregoing have been provided for in the budget and the effective date
should be January 1, 1955.
No action has been taken on other requests.
HIGMVAYS
The only item placed in the budget for this purpose is that of County Bridge Aid
which amounts to §11,830.81.
The Highway Committee and Commissioner are submitting separate reports.
Should the County Board see fit to add additional mileage to the Oounty Drunk
highway System it will be necessary to arrange for financing same.
WELFARE
The Welfare (committee and Director are submitting a detailed report covering this
department. it is to be noted that there is a drop in requests for funds for O.A.A.
November 11. 1954
and A.li.C. because of increased Social Security payments and a stricter enforcement
of the relative responsibility law.
We call your attention -to the fact that the Tri-County Sanatorium is being
operated with an average of about 45 patients, but has a capacity of 65. This increases
the weekly per capita costs. indications are that the load.will continue'to decrease.
A study is being made at present as to the feasibility -of- uti-lizing-the empty beds for
other than I.B. cases. it may be necessary to get enabling legislation.
This study and determination should be made before starting any major construction
project.
FINANCES.- GENERAL
A member of Series 'IF" bonds will mature in May and September of 1955. ,
We recommend.that the Finance Committee be authorized to re -invest these funds
should it be found that they are not needed for current operation.
Since preparing the budget, we have received information that the Lakehead Pipe
Line Vompany will pay into the Uounty'Treasury the sum of 48141.15 in December of this
year as a utility -tax.
Perhaps a reasonable sum should be included for this item -as a receipt for 1955.
The amount is unpredictable as it may come under the new tax law as.a rapid write
Off item.
Several items have been left out and have been submitted to the District Attorney
for.legal interpretation.
