Motion carried. she following communication was read: January 11, 1955 Hayfield County Hoard of Supervisors t:ourthouse .building Washburn, Wisconsin Gentlemen: We the members of the Cable Area Recreational Association wish to express our thanks to you, in voting favorably on the currently known ".lam Lake Road", by having same annexed into the County highway System. You have helped us greatly, and undoubtedly all of Bayfield County, as this road for -hayfield bounty is the gateway to Chicago, Milwaukee and other points south. With this road, we will be in position to receive a greater percentage of the tourist trade, which will just naturally channel itself through all of Bayfield :ounty. Also, with the contemplated increase in the tourist trade, it will help to guarantee a continued prosperity for Bayfield county. Again, may 1 say "thank you", for a job well done. The following resolution was read: WHEREAS, Section- 59.715 permits the destruction of obsolete Oounty records by approval of the County Board, and VEEREAS, the files in the bounty Ireasurer's office are almost filled, and rather than purchase additional filing equipment some obsolete records can be disposed of, therefore BE Ili! Sanatoria. oVthe steady declining number of patients in tuberculosis sanatoria is resulting in an increasing amount of available but unused bed space, facilities and personnel, thereby also resulting in an increase of cost per patient, and VIHEREAS, there are large numbers of other types of pulmonary disease and cardiac diseases for which no hospital space is available, and WHEREAS, it will be highly economical for both the state and counties if the state law will be amended so as to permit each county, under proper health regulations, to combine its T.B. sanatoria with facilities for the care of non -tuberculous pulmonary and cardiac diseases in the same building or by addition thereto and to permit the joint use of the same facilities and personnel, NOW, THEREFORE BE IT RESULVED by -the Board of Trustees of Yureair Sanatorium that by the passage of this type of resolution, a request to made to the 1955 Wisconsin Legislature to amend the appropriate state status so as to conform to the purposes expressed above, and January 12, 1955 n-n 1'.c vun_ nrii mi; uuvzij unuu a copy L)r tines-resviu�rurr—ue—l-�rwaraeu c� tine - vounty Clerks of Ashland, hayfield and iron counties with a request that it be presented to the respective..�;ounty zoards for their consideration and for transmissal to the 4uisconssin county Boards Association, and DE IT MUETHER RESOLVED that a copy of this resolution be sent to the Board of Trustees of all tuberculosis sanatoria in the State of requesting their consideration of adoption of a similar resolution and with a request for their respective state legislators to -assist in securing passage of such an amendment. 'she following resolution was read: WHEREAS, Pureair Sanatorium, the i`ri-::ounty ';tuberculosis Institution, is not operating to capacity due to the lack of T.B. cases which at the present time leaves the institution with about a two-thirds occupancy, and WEEREAS, legislation will be introduced at this session of the legislature which at this time appears that such legislation would affect other sanatoriums in the State, and WHEREAS, such legislation apparently will limit the future use of Pureair to non -tuberculous pulmonary and cardiac diseases, and -WHEREAS, it is a possibility that the county Hoards of the three counties which 'own Pureair mayfind it to be to their better interest to use part or all of the institution for other health purposes; -lHLREFOREL BE iT RESOLVED that we go on record in favor of such type of legislation -as will be permissive by the three counties concerned as to the future use of the .institution; and 'HREFURE, BE IT r'UR_AEK nESOLVED that the i,'inance Uommittee be authorized to attend such legislative committee hearings on behalf of the interest of Hayfield County concerning this matter Halvor rtei ten Moved by Pajala and seconded by Stuart to adopt the foregoing resolution. :tarried. the following communication and report were read: Thomas J. Agey., Superior, Wis. Ualedonian - -Imerican Policy Tra 101390 i am writing on 'behalf of the valedonian-hmerican.insurance-io. This company was the insurer of an automobile owned and -operated by cur. earl xantala at the time of the above captioned collisione iViy client paid'Mi . Hantala under terms of his collision policy for the loss sustained when his car was wrecked, and have now taken a subrogation receipt from him in the amount of 4560.00. From the statement given to our adjuster it appears that this accident resulted from the negligence of the county and its agents. . Oounty-1runk Highway "D" was left in. a state of disrepair without warning lights of any kind. Mr. hantala was driuing on that highway -in a reasonably careful and prudent manner when he collided with a pile of gravel, sand and rocks which covered two-thirds of the highway. This accident occured on V'ounty Trunk Highway 4'D" at a point about seven- miles north of a.ron liver, Wisconsin, September 3, 1954, at 4:00 A.M. while Mr. nantala was returning to his home. 1 would sincerely appreciate it if you gentlemen would investigate this claim and make a substantial payment on it. respectfully submitted, Thomas J. REPORT The accident referred .to in the attached claim of Qaledonian -American insurance Company by the community Insurance Agency of Superior, Wisconsin, as represented by Thomas J. Bujold, Attorney at Law, Suite 400, eUity-Hall, Duluth, Minnesota, concerns an accident at the construction site of the MusXeg'Bridge on County Trunk Highway "B" while that bridge was under construction by a.private contractor. It would appear that there should be no liability on the part of Bayfield County in this matter. Qommittee be allowed per diem and expenses incurred for meals, lodging, and travel in attending the annual meeting of the Soil Oonservation Supervisors at Madison. The fallowing resolution from Kenosha County was read: WHEREAS, under State Statute each county retains 72 per cent of all normal inheritance taxes paid each year. Ihis sum is designed to compensate the county treasurer's office for work performed in collecting the taxes. I he authority is contained in Section 72.20, which says: "The county treasurer shall retain for the use of -the county, out of all taxes paid and accounted for by him each year under section 72.01 t•o 72.24 inclusive, seven and one-half per cent of all sums so collected or paid to said treasurer". In accordance with state law, the county_ treasurer's office also collects the special "emergency" tax on inheritances., This tax amounts to 30 per, cent of the normal tax. Authority for the emergency, tax is contained in Section -72.74, which states: "(2) in addition'to the taxes imposed by sections 72.01 to `72.24 and 72.50 ,to 72.61, an emergency tax for relief purposes, rehabilitation of veterans of World -War II, construction and improvements.at'state institutions and other state property -and for post: -war public works projects to relieve post-war unemployment is hereby imposed upon all transfers of property which are taxable under the provisions of said sections which said tax shall be equal to 30 per cent of the tax imposed by said sections." 11(3) The emergency tax upon, transfers of property imposed in subsection (2) shall be administered, assessed, collected and paid in the same manner, at the same time, and subject to the same regulations that are applicable, respectively, as provided for the administration, assessment, collection and payment of the taxes imposed in Vhapter 72 of the statutes; provided, however, that the entire amount of said emergency tax shall be collected and paid into the general fund.'p. WHEREAS, the county treasurer's office also must collect the emergency tax, the counties retain none of the money thus collected. All of -it goes into the state's general fund. The same amount of time is utilized in handling both taxes and the responsibility is of equal importance. neceipts are furnished and reports are prepared.
