The following resolution was read:
RESOLUTION
WHEREAS, the county board at its annual meeting
held in November 1954, adopted a resolution placing.the
county board chairman on a salary base, -therefore
BE IT HEREBY RESOLVED, that the position of the
county board chairman is determined to be and is included
under the Federal Old Age & Survivors Insurance System as
of January 1, 1955, pursuant to the provisions of Section
66.99 (2) of the Wisconsin Statutes, and
BE IT FURTHER RESOLVED, that the clerk of Bayfiel d
County submit a certified copy of this resolution to the
executive director of the Wisconsin Retirement Fund.

of Bayfield County, at a meeting held this 19th day of April, 1955,
pursuant to the provisions of Section 59.04 (b) of the Wisconsin
Statutes, that all Bayfiel d County Banks are designated as working
banks in conformity with Section 59.74 of the Wisconsin Statutes.

The following resolution was read:
RESOLUTION
BE IT RESOLVED, by the County Board of Supervisors
in regular session assembled this 19th day of April; 1955,
that the County Clerk be and he is hereby authorized
and directed to proceed with the work of taking tax deeds -
for Bayfield County on all county owned tax certifi cates
that are now and will be subject to tax deed during fiche
next year, such work to proceed under Section 75.la of
the Statutes.

The following resolution was read:
RESOLUTION
TWHERE-4S the five day work week has been generally
accepted throughout the country as being the most popular
and beneficial to both the employers and -employees, and
WHEREAS from actual experience during the past several
months when the court house was open Saturday mornings,
little or no business -was transacted because the general,
public has become accustomed to the fact that most offices
and business establishments are closed on that day, and
'WHEREAS the public would be much better served if t�e
courthouse was open for business a half hour longer in
the afternoons and closed Saturday mornings
THEREFORE it is RESOLVED that henceforth the court
house shall be open 1donday through Friday from 8:00 A, M.
to 4:30 P. M. with 12 noon to 1:00 P. M. as the lunch hour.

The following resolution was read:
RESOLUTION
WHEREAS, the State Jail Inspector of the State of
Wis conain has ordered that a fire escape and two doors be
installed at the Sail as a safety measure, and
ZVHEREAS plans and specifications have been completed
and approved, and
IHEREAS an appropriation of $1500 00 was available
last year for this purpose but was not used, and
01THEREAS, the estimate for the aforesaid work is
$2300.00.

THEREFORE. BE IT HEREBY RESOLVED that the stun of
$2300.00 be appropriated for this purpose and that the
Building and Grounds Committee be authotized and directed
to advertise for bids, enter into contract and. complete
the work to the satisfaction of the State Jail Inspector,

be reduced and also to visit and check on other Counties to see what they are doing

The following resolution was read:
RESOLUTION
1AFEEREAS the recent results of the polio tests for the
nation shows conclusively that this is one of the foremost
advances in modern medical science, end
1-11HEREAS the National Foundation 'For Infantile Paralysis
has made available at the expense of the Foundation, a suffi-
cient quantity of vaccine to immunize children in the first
and second grades to the lst two doses of the vaccine free of
charge, and
WHEREAS thud was not anticipated at the time the budget
for the County Nurse was prepared last -,fall, and
1,,`=REAS some doctor's services will be furnished free of
charge covering parts of the county, it will be necessary to
pay for doctor's services for this work for the balance of the
county, therefore
BE IT HEREBY RESOLVED that the sum of %500.00 be appro-
priated and available for -use to carry out this program of polio
immunization this year, and
v1HEREAS the National Foundation is making the balance of
the vaccine they have purchased available to other groups, it
will necessitate requesting funds for this third dose which will
have to be given in seven months time, and
�',=REA.S we cannot anticipate at this- time what the cost of
the vaccine will be, a request for additional funds Will have to
be made at a later date.

SUBJECT: Estimated 1956 Allotment for
State Trunk Highway System
You are hereby notified that the estimated allotment in
the fiscal year ending June 30, 19560 under the provisions of
Section 84.03 (3.), for expenditure on the State Trunk Highway System
in your county -is �119,000.00.
- By joint action of your county and the State Highway
Commission, such allotment has previously been authorized to be
advanced for the improvement of State Trunk Highway 27 between
the South County Line•and the West County Line.
No further action is required with reference to such
advance.

RESOLUTION
WHEREAS the scale of compensation for the County
Nurse is under that fort Nurses of like experience and
much lower than the recommended scale of the State Board
of Health and in recognition of the training, experience
and satisfactory work, therefore
BE IT HEREBY RESOLVED that the salary of the County
Nurse be $3600.00 per year, effective as of May 1, 1955

and that a sum sufficient be appropriated to take care of
the difference.

RESOLUTION
WHEREAS, Substitute Amendment No. I.A. to Assembly Bill 162A.
has been studied and discussed by the Soil Conservation -Supervisors;
and
'VH REAS, This amendment'proposes to abolish the present State
Soil Conservation Committee and creates a Division of Soil and
Water Conservation in the Department of -Agriculture, and
WHE1REA,S, The amendment provides for an advisory committee in
which the farmers represent only a small -minority, and
WHEREAS, It appears that assigning the educational program to
an agency other than the present State Soil Conservation Committee
would result in less coordination between agencies of the
government, and
.VHEREAS, The present State Soil Conservation Committee members
have done a commendable job of serving in an advisory and educational
capacity to the Soil Conservation Districts, now
THEREFORE, BE IT RESOLVED, That the above named substitute
amendment No. 1, A. be apposed and that copies of this resolution
be sent to the Assembly Conservation Committee.

Resolved by the Board of Supervisors of Bayfield County,
Wisconsin:
THAT WHEREAS the present Tri-County'Sanatorium operated
jointly by Ashland, Bayfield and Iron counties is not operating
at a normal or maximum capacity due to the greatly reduced load
of T. B. patients;
AND WHEREAS it'a-ppears thata further reduction of patients.
will be experienced in the future according to medical: reports
because of new and improved methods of'treating T. B.;
AND WHEREAS all three -counties are in an extreme need of
nursing homes and institutions for recipients of Old Age Assistance
to such an extent that it appears -that... in the very near future all
three counties may have t-o-erect, rebuild, or buy in each respective
county quarters suitable for use as a nursing home;

BE IT HEREBY RESOLVED by the Bayfield County Board of Super-
visors that the !.'relfare Committee be authorized and directed to
study the proposition and.feasibility,of utilizing the present
sanatorium facilities to help reduce the critical nursing home
conditions;
AIM BE 'IT FURTHER RESOLVED that said Welfgre Committee coopera-
te with the,welfare committee of Ashland and Iron Counties and the
trustees of the sanatorium to explore the possibility of convert-
ing said sanatorium under the State Board of Health and State Depart
ment of Welfare regulations.

tifTHEREAS the average monthly salary of teachers in Bayfield Qounty
is more than the monthly amount paid to the County Superintendent of
Schools, and in most cases additional increments have been made for
next year, and
''1HEREAS the monthly salary of Supervising Principals is a great
deal more than the monthly salary of the County Superintendent of
Schools, and in most cases additional increments have been made for
next year, "and
WHEREAS the average salary of County Superintendents in the State
of tilisconsin is about 450®00 more per month than the amount paid to
the County Superintendent of Schools of Bayfield County, and
WHEREAS the annual salary of the Bayfield County Superintendent of
Schools is below the amount paid to a majority of counties in this area
where the work is comparable, and
WHEREAS the County Superintendent of Schools of Bayfield County
has twenty years of teaching experience and has completed his -work for
a Master's Degree in education, and the annual salary of beginning teachers
with a Bachelorts Degree is often'more than the monthly salary of the
County Superintendent of Schools, and
E1]HEREAS the monthly salary of the County Superintendent of Schools
would be more if he'were employed as the Supervising Teacher than it is
being the head of the office, and
AREAS a similar resolution was denied last fall and several County

Board members indicated that it was reasonable and fair to resubmit a
resolution granting an adjustment in salary at this time, and
WHEREAS Wisconsin Statutes, Section 39,06 (6) authorizes the County
Board to provide' additional compensation to the County Superintendent of
Schools at any -time during his term of office, therefore
BE IT HEREBY RESOLVED that the Annual Salary of the County
Superintendent of Schools be adjusted to $4,600.00 per year,effective
as of May 1, 1955'. and a sum sufficient be appropriated to take care
of the difference.

numerous cases of neglect of live stock, where cattle and other
animals have been sick, unable to stand, lying.in snow and ices
It would seem to me that there should be a Humane Society in

This resolution is submitted for Dr. John Grabb of
Madison, Wisconsin, who desires to exchange three (3)
forties of land for one forty, all in Section Twenty -
flour (24), Township Forty-nine (49), Range Eight (8)
West.
The Northeast Quarter (NEB) of the Southeast Quarter
(SEL) is forest crop land owned by Bayfield County.
The other three forties in the same Southeast (SE)
Quarter are owned by the Vilas Estate of Madison,
Wisconsin.
Dr. John Grabb plans to purchase the three forties from
the Vilas Estate, providing Bayfield County is willing
to exchange the one forty for the three .
WHEREAS, the County of Bayfield will benefit by the
exchange, as the value of one forty will compensate the
County fob any refund to the State for forest crop land;
and
WHEREAS, the forest cover,on the lands are of equal.
value, as no improvements have been made by Bayfield County,
and if the exchange is made, the new owner will not ask for
improvements, and

JVHEREAS, The Bayfield County Board at their last session
dated January 12,'1955 passed a resolution to separate the
Forestry and Zoning Committee from the Agricultural Committee and
April 202 1955
create another committee of the county board; and
ITHEREAS, The work of the Agricultural, Forestry, and Zoning
Committees are closely related; and they often work on the same
problems - such as land use and conservation matters; and
WHEREAS, Separating these committees would result in a
duplication of effort, less efficiency, and would not further the
welfare of Bayfield County; and
WHEREAS, Having separate committee for agriculture, forestry
and zoning would result in a total of more committee meetings and
would therefore be more costly; now
THEREFORE, BE IT RESOLVED, That the Agricultural, Forestry,
and Zoning Committees not be separated into two committees, but be
allowed to continue to function as before.

WHEREAS, the Clam Lake Road in the Town of
Namekagon is an important road connecting State Trunk
Highway Ivo. 77 at Clam Lake and Bayfield County Trunk
highway I'D" at Namekagon Lake, and carries considera-
ble thru-traffic, and is, therefore, an important link
between highways leading to the Southern part of the
state and the Town, of Namekagon;
AND WHEREAS, it is proposed to improve said road
with part county funds and part federal funds, but that
a substantial contribution from the Town of Namekagon
will be necessary to do this work;
Now, Therefore, BE IT RESOLVED, by the annual
meeting of the Town of Namekagon this 5th day of April,
1955, that the Town of Namekagon appropriate the sum
of 425,0-00.00 toward the work of improving said Clam
Lake Road; and the town officers are hereby authorized
and directed to make such sum available to the Bayfield
County highway Department at the request of said Highway
Department when work is to be undertaken on said highway.

Advancing and providing Construction Funds
for
The Clam Lake Road
!1HEREAS: The Bayfie:ld County Board of Supervisors by resolution adopted
on November 11, 1954, recorded in Vol. 10, pages 278 and 279 of the County
Board minutes, did provide part of the County Funds necessary f or the
above Project by a one mill County Highway Tax for the years of 1955 and 1956.
AND WHEREAS: The funds to be provided by the 1956 tax levy will not become
available until on or about March 15, 1956, but are required now to match
Secondary Federal Aid on this Project.
NOW THEREFORE BE IT RESOLVED: That -the County Highway Committee be
specifically authorized and directed to advance and to deposit with the
State Highway Coinmi.ssion prior to construction contracts, such funds as
may be required to match or supplement Secondary Federal Aid on Federal
Route #771..
BE IT FURTHER RESOLVED: That the County Board does hereby appropriate and
levy a one mill tax on all of the property in the county for the construction
of the Clam Lake Road under the provisions of Section 83.065; and the County
Clerk is hereby directed to place in the next annual budget such appropriation
and levy such tax in the manner provided by law and -that such appropriation,
when available, shall be used to reimburse the advance of funds herein
authorized on or about march 15, 1956.
BE IT FURTHER RESOLVED: That the County Treasurer is hereby authorized and
directed to make payments for the purpose for which such funds are to be used,
as hereinbef ore authorized, from any funds in the county treasu y that are
not required for tJje; purpose for which appropriated prior to 1VIarch 15i 1956

R E S O L U T 1 O N
WHEREAS, certain lands located along the laid -out route of U.S.H.2 in Bayfield
County, Wisconsin, and more particularly those lands within the limits of Fed.Aid
Project No. 375 G. Brule-Iron River Road, have been acquired by Bayfield County by
Tax Deed, and
WHEREAS, it is necessary that certain portions of such county -owned lands be
established as highway right-of-way,
NOW THEREFORE; BE IT RESOLVED, that the County Board of Supervisors.of Bayfield
County, Wisconsin, in regular session assembled this 20th day of April,1955, do
hereby dedicate the. following described lands for highway purposes,as long as so

increase in gas :fax and that it be distributed on the some percentage

for County Traffic Officers. Motion carried.
Moved by Tribovich and seconded by Barningham. to oppose bill
427-S which proposes State System of drivers licensing examinations.

The following resolution was read:
RESOLUTION
WHEREAS the lands surrounding many lakes in the
County are being increasingly owned by private owners
who seek to close the lakes to public use;
AND WHEREAS it is the feeling of many, that steps
should be taken to reserve the right of the public to
use all lakes' so far as possible;
BE IT RESOLVED that such steps as may be necessary
be taken to establish and maintain public landings+.on
April 20_2 1955
County owned lands bordering lakes within the County,
AND BE' IT FURTHER RESOLVED that the Board go on
record as encouraging the' town boards to establish public
landings whenever possible on town lands bordering lakes,
and e ncouraging the towns to acquire lands for public
landings whenever possible so as to extend the public use
of lakes within the County;
BE IT FURTHER RESOLVED that a copy of this Resolution
be sent by the County Clerk to Vic Wallin, hereby request-
ing that as much action as possible be taken on the state
level to establish and maintain public landings on our
lakes.

1950 inclusive, but does not cover subsequent taxes now outstand-
