January 13, 1955, and

that it should have read.the Vest Half (W2) Southeast
(SE) Southwest (SW), Section Thirty-one (31), Township
Forty-nine (49) North, Range Nine (9) West, and
W EHEAS, This leaves a cloud on the title -to
the West Half (W-) Southeast (SE) Southeast (BE)., Section

and directed to issue a quit claim deed to the present owner

SINS
'The undersigned purchased the Southeast one -quarter (SE4)
of the Southeast one -quarter (SE4) of Section twelve (12), Township
forty-four (44) North, Range nine (9) - West, Bayfield County, Wiscon-
sin, from Bayfield County on November 27, 1934, for the sum of $80.;
.the quit claim deed therefor having been recorded on June 21, 1935,
in Volume 125 of Deeds at Page 382 in the office of the register of
Deeds for Bayfield County.
The records in the office of the Register of Deeds for
said County of Bayfield show and establish that a Federal Patent
had not been issued on said real estate at the time of sale and
that the Federal Government was the owner of said real estate at
the time of said conveyance, the County of Bayfield having had no
right or authority to convey and having no title interest therein.
That in addition to the purchase price thereof, your
petitioner paid as and for taxes for said property the sum of
.47.80 from the time of conveyance thereof through the
taxable year of 1953, altilough the same were not taxable lands.
Therefore, petitioner respectfully requests reimbursement
in the sum of $ 1 7.80____ ,.the same being the amount received
by Bayfield County as and for taxes and the purchase price.

The following report was read.
TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS
Gentlemen;
We the undersigned committee on buildings arid -grounds
on instruction given us last spring at the April meeting
made a trip of inspection to several counties to see.their
jails. Those visited were the jail at Hayward which is
wiii ch
Sawyer County, the one at Shell Lake/is Washburn
County and the one at Barron which is Barron County.
The folks at Hayward advised us that they have been
notified by the Stat.e Department of Welfare the inspections
division of jails that they were ordered,to install a fire
escape to their jail. Their jail is an older structure and
very much similar to ours and apparently built about the
same time or there abouts judging from the type of brick and
other structural evidence. They had previously been ordered
to install screen, that is, heavy mesh screens at the jail
windows to guard against the passage of instrumen.ts or weapons
from someone outside through the bars into the jail. This is a
safety precautionary measure. No doubt we will be instructed
to do likewise before long.
The jail at Shell Lake is likewise an older structure and
built about the same period as ours. It did have a fire escap% e
leading off from the back part of the jail to the roof of a
garage which was built several years back and from the garage
was a metal stairway to the ground level a drop of about eight
or nine feet. This jail did have something that Hayward nor
ours had, and that is a room for the detention of women prisoners.
However, it was not separated from the rest of the Fail but
was closed off from the rest of it by heavy sheet iron plates
and was painted a pastel pink and was neat and clean. Apparently
they had not had any objection to their fire escape from what

they told use However,,they had the windows or the bars fitted
with a heavy mesh screen.outside. It was not clear to us whether
or not the Welfare Department had ordered this.
The jail at Barron County was rather new in that it had
been,built about 5 or 6 years ago. tine were a little amused
from what the County Clerk told us, that after the structure
had been completed the Inspector of jails stated that they
could not use it. When his attention was called to the fact
that both his department and the State Industrial Commission
had their stamp of approval on the plans, this apparently
took 'care of the objection and the jail.has been used since
that time. This jail does not have an outside entrance from
upstairs, however, there is an entrance to the upstairs
from the residential part. We were just a little skeptical
about the value of such -a fire escape or other access: in that
it came off from the residence part which was a frame structure.
however, it apparently is meeting with approval of the State
Department.
After viewing the three jails mentioned we came away with
the idea that our jail was not in too bad a condition after
all. However, we respectfully call your attention to the
fact that the plans and specifications we now, have, were prepared
by an architect registered to practice in Wisconsin and that
they have the approval of the Industrial Commission and the
State Department of U6elfarei of the Penals Division. These plans
were drawn after the architect had spent sometime in correspondence
and telephone with these different departments. We did consider
the possibility of taking out the fire escape from the bid and
have it built separately, however, then there is a possibility
we might not get a good bid as though it were included as the
plans drawn.
The architects estimate of cost is approximately �$2300.
This may vary up or down. It is our suggestion that the
board provide the funds necessary to go ahead with compliance of the
order of the Welfare Department in order that we do not meet
up with a condemnation of our jail. uue expect to include an
item in our budget next fall for installing.heavy mesh screens
outside of the bars of all the windows to the jail proper.

WhEHEAS, Lake Superior District Power Company, a Wisconsin
corporation, has acquired the property and rights of Northern Wisconsin
Power Company, a Wisconsin corporation, including a certain tranmission line
and other electric lines extending between the City of Baylield and Orienta Falls
in Bayfield .County;- and

November 15, 1950, adopted a certain resolution, being Resolution Number
5153, recorded in Volume 9 of the County Board proceedings on edges 433 and
434, by the terms of which said Northern Wisconsin Power Company was
granted an easement across certain lands of Bayfield County, Wisconsin, for
the construction,.operation and maintenace of electric lines across said lands,
and .
ViH ERExS, said electric lines do not cross certain of the descriptions
of lands set forth in said Resolution of November 15, 1950 and said lines cross
certain lands owned by Bayfield County, Wisconsin which are not included in
or described in said Resolution, and
WhEHE.68 Bayfield County has heretofore granted certain easements
to Lake Superior District Poti:Ter Company covering electric lines built and
maintained through County lands located elsewhere in Bayfield County and it is
desirable that there be uniformity in the terms and provisions of the easements
granted to Lake Superior District Power Company for the purpose of crossing
County lands, and

.will pay to Bayfield County the sum of � 428®00 for easements across
lands of Bayfield County which are crossed by electric lines heretofore owned
by Northern Wisconsin Power Company and as to which no. specific easements

in the name.of the County, grant an easement to Lake Superior District'.Power

County be and.he is hereby authorized, on behalf of said Bayfield County; upon
receipt by him for Bayfield County of the sum of 4L48.00 to be pain

Superior District Power Company an easement across the lands described in the
attached copy of the proposed easement, said. easement to be in substantially the

line or lines of wires for the transmission and/or distribution of electric
energy and for the private telephone service of the grantee, including all
supports., poles and/or structures, wires, guys, anchors, fixtures,
appliances and other equipment which the grantee shall deem necessary, over
across, and upon said premises and to carry electric energy thereon.

and by such means as the grantee may determine to curt, trim, destroy and/or
remove from the portion of said lands lying within fifty feet of

and/or remove from adjacent lands of the undersigned any trees or branches
which by.reason of their proximity may endanger or interfere with the said
line or lines or the above described use and operation thereof, and to enter
upon and/or cross over.said premises from time to time by men and machines
and to maintain a travelable way for the passage thereon of men and machines,
insofar as the grantee.shall deem necessary in the exercise and enjoyment of
said rights.
The undersigned may make such use of the affected premises as shall not
interfere with the exercise of an enjoyment by the grantee of the rights hereby
granted and conveyed to it provided,however, that the undersigned shall not
place or permit to be placed any structure, other than customary fencing,
within the limits of the strip of land described in the second paragraph of this
instrument.
Wherever any pole or other structure of said line or lines may be so
located as to require relocation at any future time because of the widening or
changing of the route of any public highway, the grantee shall have the right to
relocate the same. -on the land of the grantor, provided that, as so relocated,
any such pole or structure shall--.be.within..ten (10) feet of the near boundary of
such widened or changed highway.

Grabb of Madison, Wisconsin, ,offered to exchange
three forties.of land for one forty, that is
now listed as forest crop land.
I have been notified to.inf.orm the Bayfield
County Board.that Dr. Grabb now requests that
he be allowed to withdraw his resolution.
With the. -'permission of the Board, the Resolution
is herewith withdrawn.

U. S. Highway 2 in Bayfield County, Wisconsin, and more particularly
those lands within the limits of Federal Aid Project No. 375G,
Brule-Iron River Road, before acquired by Bayfield County by Tax
Deed, and
'VVhERE.LS, It is necessary that certain portions of such County -
owned lands be established as highway right-of-way;
NOW, THEREFORE.,.BE rT RESOLVED, That the County Board of
Supervisors of Bayfield County, Wisconsin in regular session

following described lands for highway purposes as long as so used,

Re Namekagon-Clam Lake Road
We received your letter of May 17, in which
you request a hearing before the above road it put through.
Vie are placing your letter on file and it will
'be referred to the County Board for consideration.
The next schedule meeting of the County Board is
at 80.1clock P.M. on Tuesday July 19th.
I am not aware that the law provides for a public
hearing, however, it now appears that the proposed right of
way and preliminary engineering will be completed in time for
consideration by the County Board at their quarterly meeting
on the aforesaid date in July.
We are furnishing Mr. H. B. Curry, County Highway
Commissioner, a copy of your letter and a copy of this
letter.

Dear Sir:
June 6, 1955
Re: Namekagon Clam -Lake Road
Thank you for your letter of Ilay 26, 1955 relative to the above matter.
I returned from my cottage having spent the Memorial Day Week end there and met with
Ifir. H. B. Curry, County Highway Commissioner and his two'companionsMr.Anderson and
Mr. Moore last Saturday afternoon at which time we discussed the right of way across
my property. Mr. Curry was good enough to show me where this road would pass across
my land. According to the map he produced, of which I am anxious to obtain a copy
-- - -July 19, 1955
the road would take up one half of my lot 4 line. I do not think this is correct
since a year or two ago Mr. Lueders had some surveying done and he states that his
lot line should be approximately 15 to 20 feet further north_ onto, my property and
this would therefore throw this proposed.road 15 to 20 feet further onto -lot 4 the
more westerly portion of my land® _
lair Curry stated that I vaould be compensated -for this right of way but this is more
than just a loss of the land that -would be occupied by the road way, since I purchased
this land primarly to develop it and have a private retreat on which I hoped later' to'
spend my retirement. Only last year I bought additional land on the North hhore of
the lake to assure myself of this privacy® I have planted at least-15,000 seedlings
in this general area and this road would cut through my plantings® This land is more
than just an ordinary couple of 401's since !"have already started developing it into

end of the land lends itself well to carry out this plan of mine. This land would be
cut in -half and the greater part of it isolated"a.nd o.f no further use to me for this
ion range program I am carrying out. I have planted trees along, theedges of the
o,ld "tote" roads which faitly well follow the borders of'my original land holdings,
thus making possible a beautiful parkwalk. This has all been planted and the new
proposed road would -cut across this parkwalk. I also'have built a camping site for
tents and trailers to accommodate visitors and again"this road encroaches upon this
site® The new proposed road as it crosses gradually encroached on the present road
on my land.
Finally the proposed road is too close to the cottages and in crossing the little
streams opens up my land to tourists and creates a byway through the creek to the lake
across my property. These conditions render this property no longer suitable to the
purposes for which I purchased it. If this proposed road must go through my land I
ask that the town board purchase my entire holdings so that I can start anew elsewhere.
I would appreciate obtaining the map that Mr. Curry used to demonstrate:- the.road
passage and kindly bill me for same.

That thetoym board has voted to repair and rebuild the bridge
lying wholly within said town spaning llhittlesey Creek on the line
between the Southeast -Quarter of the northwest Quarter (SE4 of Nft)
and the Southwest Quarter .of the Northwest Quarter (SV14' of NWI) of
Section Thirty-five (35), Township Forty-eight (48) North, Range Five
(5) West; that the town has it s share of the funds necessary for
repairing and rebuilding said bridge on hand, and makes this petition
pursuant to th..e ,provisions of Section 81.38 of the Wisconsin statutes,
for county aid with respect to such repair and rebuilding;
That the board has made inspection of said bridge and has deter-
mined that it is unsafe in its present condition, and that the bridge
must be repaired and rebuilt without delay;
That the total cost of making'such repairs and rebuilding said
bridge is estimated to be Twenty-six Hundred Dollars ($2600.00), and
that the total equalized value of said township is in excess of two

that it be made a County Forestry Park, and that good forestry

BE IT FURTHER RESOLVED, That the County Forestry Department
is authorized to run the road'boundaries and build a road to
Jackman Lake and a parking lot for use of the public, providing
the Town of Tripp would agree to do the necessary brushing,
cleaning up of the lake shore, and maintain this park for public
