Meeting called to order at 10 A. M. by Chairman, Clarence L. Olsen.

The following resolution was read;
RESOLUTION
VMEREAS the terms of Alta Gustafson, City of Washburn, and Herman J. Ehlers,
Town of Bell, members of the Bayfield County School Committee, expire on December
31, 1955, and
WHEREAS, it becomes the duty of the County Board of Supervisors to fill these
vancancies, and
IA{THEREAS, the Committee on Education of the County Board is to nominate
candidates for these offices according to .Section 40.02 (3) of the Wisconsin
Statutes, therefore

RESOLUTION
WHEREAS the Bayfield.-County Board desires to conduct the survey outlined in the
above statement, be it resolved that this board appropriate the sum of $592.00 and
instructs its clerk to deliver this sum to Northland College upon completion of an
appropriate memorandum of agreement with the College.

The State Highway Commission of Wisconsin, at its meeting of December 19, 1955,
considered the petition of Bayfield County for certain changes in the County Trunk
Highway System, and.the following action was taken:
January 11,, 1956
1. The addition of a road in the Town of Namekagon. Beginning at a junction
with County Trunk Highway 119-1 in Section '23, Township 43 North, Range 6 West, thence
northeasterly through Sections 23, 24, and 13, said township and range, thence
southeasterly through Sections 181, 19, 20, 21, 222 272 26, and 25, Township 43 North;
Range 5 West, to the Bayfield-Ashland County line. SAID ADDITION WAS APPROVED.
Kindly correct- your records and maps to conform to the above action, and notify
all parties interested.

The following copy of a resolution from Ashland County was read:
1AMEREAS, it is believed that the Conservation Congress has not been truly
representative of the interests of the people,
NOW, THEREFORE, resolved by the Ashland County Board of Supervisors, that the
Wisconsin Conservation Commission be requested to abolish the Conservation Congress
and to provide in its place for a planzby which the chairman of each county board
in the State of Wisconsin would appoint .a conservation committee composed of five
membters of the county board, and that these conservation committees in each of the
five conservation areas of the State of Wisconsin, send two representatives to an
area meeting at which meeting would be elected two delegates -to meet with two
delegates so chosen to represent each of the other conservation areas in the state,
making a total representation of ten members of county board who would meet periodi-
cally with the members of the State Conservation Commission.
BE IT FURTHER RESOLVED, that a copy of this resolution be' certified by the
Ashland County Clerk and mailed to the governor, members of the Conservation Commission
and to each county clerk in the state.

NOTICE OF PUBLIC HEARING IN THE M1kTTER OF A PROPOSED CHANGE IN THE STATE
TRUNK HIGHWAY SYSTEM IN BAYFIELD COUNTY
State Trunk Hwy. 27
The State Highway Commission of y'lisconsin deems that the public good would be

best served by changing the location of a route of the State Trunk Highway System in
the Town of Barnes in Bayfield County, as hereinafter described.
Whereas the change involves a length more than 22 miles measured along the
proposed new location, therefore, pursuant to the provisions of Section 84.02(3)(a)
of the Wisconsin Statutes, the Commission hereby gives notice of intention to make
such change and to hold a public hearing in the matter at 10:00 o'clock in the fore-
noon on the 15th day of December, 19552 in. the Town Hall of the Town of Barnes,
Bayfield County.
The road proposed to be removed from the State Trunk Highway System is described
as follows:
Beginning on the present marked and traveled and officially laid out State Trunk
Highway System designated as State Trunk Highway 27 at a point in the northwest one
quarter of Section 9, Township 44 North, Range 9 Nest, thence northerly, westerly, and
northerly along the present marked and traveled and officially laid out State Trunk
Highway System to a point approximately at the west Bayfield County line in the south-
west one quarter of Section 30, Towmship 45 North, Range 9 West.
The road proposed to be laid out and added to the State Trunk Highway System in
lieu of the road proposed to be removed from such system is described as follows:
Beginning on the present marked and traveled and officially laid out State Trunk
Highway System designated as State Trunk Highway 27 at a point in the northwest one
quarter of Section 9, Township 44 North, Range 9 West, thence northwesterly along the
most direct route deemed practical and feasible to a point on the present marked and
traveled and officially laid out State Trunk Highway System approximately at the viest
Bayfield County line in the southwest one quarter of Section 30, Township 45, North,
Range 9 West.
All persons interested are invited to attend and present their views on this
specific matter.
The State Highway Commission reserves the right to consider any feasible location
of the State Trunk Highway System between the termini described in this notice.

The following resolution was read:
WHEREAS, the Bayfield County Board of'Supervisors in session November 15, 1955'
adopted a schedule for the alerical-employees in the Courthouse effective January
1956, and
IMERMS, this schedule provides six month salary increase-P with a minimum salary
at the end of five years of g220 per month and at the end of six years of � 5 per
month, and
WHEREAS, the two Clerk -Stenographers I in the 11elfare Department were excluded
from this schedule, therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors in special 'session
this llth day of January, 1956, that the minimum salary schedule for Clerk -Stenographer.

in the Public Welfare Department at the end -of five years be set at $220 and the
salary at the end of six years be 225 a month to conform to the salaries in the
other offices, and
BE IT FURTHER RESOLVED that this schedule be effective January 1, 1956.

Moved by Pajala and seconded by Herman Hanson to refer the resolution with
reference to increase in salary of the Welfare Director, Case Workers and Clerk III
to the Personnel Committee. Motion carried.
The following resolution was read:
RESOLUTION
W=EAS, it had appeared for some time that Bayfield County would be eligible
for federal funds for the construction of a nursing home, and
WHEREAS, from the recent information available it appears that under the
present regulations Bayfield County would not be considered eligible for federal
aid for a nursing home, therefore
BE IT RESOLVED, by the Bayfield County Board of Supervisors in special session
this llth day of January, 1956 that the Bayfield County Public Welfare Committee
and the Bayfield County Public Welfare Director are hereby authorized to enter into
correspondence with elected officials;,.both state and federal, to determine i4hether
regulations can be altered so that Bayfield County would be eligible for federal
aid in the construction of a nursing home.

At the Finance Committee meeting yesterday we discussed the provisions of Chapter 1
110 of the Laves of 1955 relating to installment payment of taxes.
I have checked the Session Latins and find that the only change was the one
effected by Chapter 1100
It seems quite clear as to the, tax levy now being collected:, the law now is that
any tax of $20:00 or under on a description of land must be paid in full on or before
February 28th: Where the tax on a description is between $20:00 and �40:00, the first
installment must be at least 20:00: If the tax on a description is over $40:00, then
one=half may be paid in Tanuary and the other- half deferred until the end of uly;
I hope this will assist you in clearing up any confusion about the provisions of
Chapter 110:

BE IT HEREBY REVOLVED that the compensation for members of the -County School
Committee, County Veterans Service Commission and County Board of Canvassers be
set at the same rate per diem as that of County Board Members, and that the same
applies to the mileage rate for travel.
BE IT FURTHER RESOLVED that the County pay the recording costs for the
recording of surety bonds of the County Veterans Service Commission.

The following resolution eras read:
RESOLUTION
11=E.AS, the Welfare Director has obtained information regarding the' salaries
paid the employees of the Public Welfare Departments of the eight northern counties
in Wisconsin, and
WHEREAS, the figures shover that the salaries paid in the Bayfield County
Public Welfare Department are greatly below the average paid for similar services
in the other seven counties, and
VEIERELS, the Bayfield County Public Welfare Committee has recommended an
adjustment of the salaries in the Welfare Department to conform to the average

salaries paid in the other seven northern counties, therefore
BE IT RESOLVED BY the Bayfield County Board of Supervisors in special session
this llth day of January, 1956, that the Director, Case Workers, and Clerk III be given
a one step salary ihcrease on January 1, 1956 making a salary`of �375 per month for
the Director, $290 for the Case Workers, and'$Z2 5 for the Clerk III, and a second
salary step on July 1, 1956, making the maximum salary for the Director $390 per month,
a maximum of $300 per month for the Case Workers, and OZ55 per month as a maximum for
the Clerk III.

wages in the Public Welfare Department -on November 15., 1955, and
WHEREAS, the County Board has established a minimum salary for clerks in the
Courthouse of $220 per month after five years of service, and
WHEREAS, this. $?_20 per month does not fall within the schedule .as adopted by the
Bayfield County Board at their November meeting, therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in special session this
llth day of January; 1956, that•the-salary schedule (3) through (8) as listed on the
attached schedule and recommended by the Bayfield County Welfare Committee be adopted
effective January 1, 1956;

now owned by Bayfield County, be sold to the Town of Clover; the consideration�-

the same to be paid by. a charge against said township on its excess delinquent tax

The following Resolution was read;
RESOLUTION
WHEREAS recent federal legislation removing governmental controls over Indians has
increased the law enforcement problems of the Sheriff's Department and necessitates the
employment of additional help for policing in the Bayfield and Red Cliff areas;
BE IT RESOLVED, That the Sheriff's Committee be and it is hereby authorized to employ
such additional help for the Sheriff's Department as it deems necessary, the expenditures
for such additional policing to be kept within the amount which the committee anticipates
reimbursement for under the provisions of Chapter 556 of the Laws of 1955.

On November 8, 1955 we wrote our Washington Office concerning the status of a tract
of land described as the Sit/4 SW/4 of Sec. 18, T.. 50 N. R. 5 W. fourth principal meri-
dian, Wisconsin.
The Indian Office records disclose that the land described above was allotted on
the public domain to Mrs. Lotta Rhodes, allottee No. 73, for which a trust patent was
issued January 28, 1895. Fee patent No. 766391 was issued August 4, 1920 to the allottEe .
The above described tract.of land has been in a taxable status since the issuance
of the fee patent in 1920.
Ile are enclosing a photostatic copy of the trust patent to Mrs. Lotta Rhodes.

approval by the President of the Will of Theresa Artischoe.
Our abstract of title to Lot 1, sec. �6, T. 51 N., R. 4 1 ., does not indicate that
