of the minutes of the last Meeting. Motion carried.
The Board then proceeded with the election of the Chairman and Vice -Chairman.
Moved by Buck and seconded by Lupa to nominate Clarence L. Olsen as Chairman.
Moved by Tribovich and second by Desparois to close the nomination. Motion carried.
Moved by Buck and seconded by Stuart that the County Clerk cast the unanimous ballot
for Clarence L. Olsen as Chairman of the County.Board' for the ensuing year. Motion
carried. The County Clerk cast the unanimous ballot as directed.
Moved by Desparois and seconded by Lupa that Edward Pajala be nominated as
-Vice-Chairman.
Moved by Tribovich and seconded by Barningham to close the nomination.

The County Board of Supervisors of the County. of Bayfield
do ORDAIN as follows:
PENALTIES
1.U1,1hoever is convicted of any of the following ordinance
vicDl4ations shall forfeit to Bay -field County -not more than $50.00
together with taxable costs and in default of payment of such
forfeiture and.costs shall be imprisoned in the Bayfield County
Jail until such forfeiture and costs are paid,but not to
exceed 30 days, to wit:
(a) BATTERY. Whoever causes bodily harm to another by an
act done with intent to cause bodily harm to that person
or another; or
(b) DISORDERLYCONDUCT. 'Whoever, in a public or private
Place, engages in violent,abusi ve, indecent,
profane,
boisterous, unreasonably loud, or otherwise disorderly
conduct under circumstances in which such conduct tends
to provoke a breach of the peace; or
is
(c) DRUNKENNESS. Whoever is so intoxicated that he /finable
to care for his own safety and is found in a public place
in such condition; or
(d) VAGRANCY. 10hoever is a person, with physical ability to
work, who is without lawful means of support and does not
seek employment.
2. EFFECTIVE DATE. This ordinance shall take effect and be in
force from and after its passage and publication.

WHEREAS, The -County Board at an earlier date
authorized an additional Deputy sheriff to take care of
the Indian problem, but no specific appropriation -was
made,
THEREFORE, bE IT HEREBY RESOLVED, in order to meet
with the.legal requirements under the "Thompson Budget
Law" that the sum of Two thousand five hundred and no/100
($2500.00) be appropriated for this purpose.,''and that
such sums as may be received from the State under special
law for law enforcement among the Indians, be placed
in the -general fund of the County.

to cope with the problem, and
BE IT FURTHER RESOLVED, That the sum of Two hundred

WhEREAS, The State Department of Public Welfare,
.Division of Corrections has recently set up and
published rules, regulations, guides and standards
which are more strict than heretofore, and
WHEREAS, the Attorney General has rendered an
opinion to the effect that the present State law
requires that a Jailer be in attendance at the Jail
at'all.times when there are prisoners therein,
uliEREAS, your Sheriff's Committee deems it
advisable to study the advisability and costs
involved in building an addition to`the Jail for the
Sheriff's office, which will be a partial solution in
putting a close watch over the prisoners.
THEREFORE, BE IT tiWEBY rcLQUED, That the
Building and Grounds Committee be authorized -and
directed to study the most feasible plan and to.
report back to the County Board an estimate of the
costs.

Board shall appoint a county coordinator for civil defense
whose duties shall be to coordinate all civil defense matters
within the county and to,integrate With the state plan the
facilities contained within the county;

BE.IT RESOLVED, ghat the Sheriff of Bayfield County
be, and he is hereby appointed Bayfield County Civil Defense
Coordinator pursuant.to„the provisions of Section 21.02 (3) of

of the Wisconsin Statutes, that all Bayfield County Banks are
designated as working banks in conformity with Section 59.74
of the Wisconsin Statutes.

directed to proceed with the work of taking tax deeds for
Bayfield County on all county owned tax certificates that
are now and will be subject to tax deed during the next
year, such work to proceed under Section 75.12 of the Statutes.

State 'Trunk Highway System
You are hereby notified that the estimated allotment
in the fiscal year ending June 30,1957, under the provisions of
Sections 20a420(75) and 84.03(3), for expenditure on the State
Trunk Highway System in your county is �120,000.
By joint action of your county and the State Highway
Commission, such allotment in the sum of $120,000 has previously
been authorized to be advanced for the improvementof portions of
State Trunk Highway 13 between First Avenue in the city of Washburn
and Washington Avenue in the city of Bayfield, and the improvement
of State Trunk Highway 27 between the 1954 improvement and the
west county line. No further action is required with reference to
such advance.

February 3, 1956, decided to make a change in the State Trunk Highway System

in Bayfield County., as noted in the attached decision which is hereby filed
with you.
Since the change involves more than two and one-half miles of the
State Trunk Highway System, the order making the change -must be referred to
and approved by the County Board of Bayfield County before the same can,be-
come effective.
Your honorable body is, therefore requested to act in the matter
at the first convenient opportunity and to cause a report of'your action to -
be made to the State highway Commission of Wisconsin as soon as practicable
thereafter.

The State Highway Commission of Wisconsin,at its meeting held on
Februaty 3, 1956, pursuant to due notice biven.to the locality. concerned and a
public hearing held in.the Towan of Barnes on December 15, 19.55,in accordance
with the provisions of the statutes in such cases made and provided,approved
and adopted the decision to make a change in the State Trunk Highway System in
Bayfield County by discontinuing a certain road as a state trunk highway and b¢
adding another road in lieu thereof, as'hereinafter set forth.

WHEREAS, recent developments have been such that it will be advantageous
to extend the previously approved Federal Aid Secondary and Feeder Road System
in Bayfield County to include the following described section of highway:
A road presently marked S.T.H. 27 (STH 27 and FAS route 839 will be re-
located during -the coming construction season) from its junction with C.T.E.
"Y" near the northwest corner -of Section 18, T. 44 N., R. 9 Vii,northerly along
the County Line between Bayfield and Douglas Counties, approximately 3.4.miles

to the junction with tie official location of S®'I.H. 27 at a point approximately
1100 feet south of the vVest 1/4 corner of erection 30, T. 45 N. , R. , 9 VV..,
BE 1T RESOLVED that the State Highway Commission of Wisconsin be and hereby
is petitioned to'present the above described section of highway to the Bureau of
Public Roads, Department of Commerce for approval as part of the Federal Aid
Secondary and Feeder Road System.

RE60LUTION EEQUESTINU THE ADVANCE OF
FEDERAL - AID SECONijhRY FUNDS
BAYFIELD COUNTY
W,dEhEAS,the Federal Aid Secondary funds apportioned for this county from the
funds made available to Wisconsin by the Federal Aid Highway Act of 1954,including
the apportionment for the fiscal year of 1956 - 57,have been substantially watched
and committed for the improvement of county trunk highways in this county, and
YfldhHEA6, there is need for the improvement in 1956 of County Trunk highway 112111
between Namekagon Lake and the East County Line of hayfield County by construction lof
a gravel base course and bituminous surface course estimated to cost �60,000.00,
WAEREAS, it may be anticipated that the Congress now in session will enact a
Federal Aid highway Act of 1956 making available Federal Aid funds to be apportion
among the states for the impi€iement of the Federal Aid secondary system for the
fiscal -years 1956 - 57 and 1957 - 58, from which it may be anticipated the State
Highway Commission will apportion and make available for County Trunk highways
in this county an amount comparable to that which was made available for this
County from the Federal Aid Secondary funds under the Federal Aid Highway Act of
1954, and
LEREASi this county has available or, will make available sufficient county
funds to match additional Federal Aid Secondary funds for financing and undertakin@
the above listed additonal county trunk highway improvement in 1956,
BE IT RESOLVED that the County Highway Committee is authorized to request
the State Highway Commission to advance and make available for the above mentioned
improvement in 1956 an amount of Twenty Thousand (�42_0,000.00) Dollars from the
Federal -Aid Secondary funds to be apportioned for this county from the Federal Aid
funds to become available under the Federal Aid Highway Act of 1956 when enacted,
and it is hereby agreed that the county shall reimburse the State Highway Yommissic
for any and all funds so advanced in the event Uongress does not provide additional
Federal Aid Secondary funds.

had previously secured a deed from Joseph Anderson, an Old Age
Pensioner, as I understood'Joseph Anderson owned this forty, and
the value of $125.00 had been agreed upon with the Welfare Depart-
ment., the money to apply toward a release of the lien.
It now develops that lair. Anderson did not own this forty and

there was actually, therefore, no lien on the property, so that

neither my deed from Mr. Anderson nor the release of lien from the
Bayfield County Welfare Department are of any value .whatever.

BE IT HEREBY RESOLVED, That the compensation for
trustee of Pureair Sanatorium for per diem and mileage
be the same as that of County Board Members.

Robert M.i Spears, Bayfield County Trustee of Tri-County Sanatorium appeared before
the County Board and explained the proposed rules and regulations of the State Board
proposed for
of Health, as/dual use of the Sanatorium, that is for T-B cases and County Nursing
Home. Such rules and regulations are so strict that they rcould not seem to be
practical for Pureair or.until such time tnat the regulations are modified. He
also pointed out the over-all program on T-B.T11- control which consists of about
5000 skin tests per year for school children, plus several for extras in
addition to the X-Ray work, also gives treatment to'many patients who stay
at home under.modern treatment by medicine. This type of treatment cuts down
the cost of Sanatorium care.considerably.

April 3rd, 1956
At a recent meeting of the Douglas County Finance Committee and the'Douglas
County Board of Trustees for Institutions, much discussion took place in
regard to Douglas County's Middle.River Sanatorium as to whether it should
be continued entirely as a T. B. Sanatorium, or whether it.should be con
verted partly into a hospital for chronic welfare patients.
Dr. Sandell of the middle River Sanatorium reported that the patient load
in T. B. Sanatoria.in Wisconsin has dropped considerably in the past few
years. He also indicated that there are eighteen Sanatoria controlled by
the Counties throughout Wisconsin, and that most of these are not operating
with a full patient lbad. He also stated that at recent meetings of Sana-
torium Superintendents and Doctors, the concensus of opinion was that even-
tually something would have to be done along the lines of merg�yiing, possibly
to Sanatoria for T. B. patients, and allowing. others to handle welfare
patients.
With all of these thoughts in mind at'out last regular County Board session,.
a Resolution was passed directing the County Board Chairraan to appoint a
Committee of three to meet with the County Boards of Ashland, Bayfield, and
Iron Counties with a possibility of making a move in northern Wisconsin to
begin a program that would aid the operation of Pure Air Sanatorium in
Bayfield.County, and also aid Middle River Sanatorium in Douglas County.
Wi_tti this, thought„ in mind, I am writing to you, for the Douglas County Board
of Supervisors, to inquire as to when your County Board will hold its next
meeting, in hopes that our Committee will be able to appear before your
Board and relate the information they have on 'hand, with a possibility of
a worthwhile mutual plan for our two Sanatoriums.

The Board permitted Howard Ihrig of Drummond to appear before them on behalf
of his proposed land exchange. He stated he is interested in exchanging for as many
as twenty-two forties with the County. The ones he wants in exchange are in the
County Forest area. Ae stated. further that all lands are in the Town "of Barnes® No
definite action was taken, but it was understood that he would present a petition to
the Forestry Committee in order that they might study the same and report to the
County Board.

WHEREAS THE citizenst committee, -known as the Wisconsin Conservation
Congress, has faithfully and conscientiously acted as advisors to the
Wisconsin ConservationCommission on hunting and fishing and trapping
regulations for all of the counties of the states,•and,
WHEREAS public spirited citizens elected at public meetings have
served in the best interest of the wildlife .and people of Bayfield
county, and,
_'Ok-EREAS there has been a close working relationship between the
Bayfield County Board of ,Supervisors and the Bayfield County
Conservation Congress Committee over the past 21 years,
NOW THEREFORE BE iT RESOLVED by the Bayfield County Board of
Supervisors at its meeting on April 17, 1956, that the
Bayfield County Board of Supervisors go on record as showing its
appreciation and urging the continuing of the Wisconsin Conservation
Congress,and especially recognize the Bayfield County Conservation
Congress Committee for its fine record and attention to duty over the past
21 years, and,
BE iT FURTEER RESOLVED that copies of this resolution be certified by
the Bayfield County Clerk and mailed to the Bayfield County
Conservation Congress Committee, Governor, members of the Conservation

said Officers to bring such persons arrested for minor violations be -

Committee of Bayfield County, Wisconsin, be authorized to attend
the second State Wide Conference on industrial development to be
"meld at Green Lake, Wisconsin, May 22 - 23, 1956 under the sponsor-
ship of the Industrial Development Division, created by the 1955
Legislature (dhapter 271) and is now the official State Agency des-
ignated and empowered by Law to coordinate industrial development
activity in the State of Wisconsin.
Among the highlights of the Conference will be separate
sessions devoted to particular problems of small and large commun-
ities, and representatives from such communities will discuss
questions of industrial development common to small and to large
places which will be interesting and may be a benefit to us in.

A man like John Daly who has abulldozer could do the job in a day.
There is no heavy timber, only small birch and poppel which can
easily be pushed .over. I don't ask for a road on the section line,
just a trail along.the ridge, following the,easiest route. Later
the trail can be further develo.ped if the situation warrants. A
man should.at least be able to getto his land. Accessibility is
the only things that gives value to property and if you can't reach
your land there is no reason to pay taxes.

Last summer I took up this matter with the Chairman of the
Tovm of Russell, Mr. Paul Tribovich. I sent him a sketch and a letter
with my suggestions for cutting the trail. he presented the matter to
the Town Board at the meeting in October and then he. wrote me that the
Toiam was financially unable to do anything then, but would cooperate
with me when they,were able to do so. I wrote Mr. Tribovich in April
and again May 22nd asking him to make arrangements..to have the work
done this summer but I haven't had a reply from him. The cost can be
assessed against the tracts which are benefited by the trail. With-
out roads you can.1t develope any territory_., Bayfield County should be
forward looking enough to do something,.about.this situation.
What support can I expect to get from Bayfield County for all the taxes
I have paid on these descriptions without any benefits up to.. no r?
I would appreciate it if --you will take.up. this matter with the
proper parties for action on this trail so I have access to my lands.

Gentlemen:
Your Forestry Committee has considered the request of the
Town of Clover to acquire the NW 1VW in Section 12, Tomiship 50
North, Range 7 West, in the Town of Clover, now County Tax Title
Land; the consideration for same being that the Town of Clover
would pay.up all the delinquent taxes plus interest, up to date.
..This land has a good stand of young immature timber on it
and whereas it has not been the policy of the Forestry Committee
to recommend turning over good timbered county lands to the towns
for the cost of delinquent taxes and as several similar requests
by other towns have been denied, we therefore reconmiend that this
request of the Town of Clover be denied.

prosecution, shall be imprisoned in the Bayfield County Jail until
said forfeiture and costs are paid but not to exceed 60 days, except
in no case shall.the forfeiture exceed the maximum fine imposed for
the specific offense enumerated in the sections of the 1955 Wisconsin
Statutes mentioned above.
2. EFFECTIVE DATE: This ordinance shall take effect and be
in force from and after its passage and publication.
