The Board then proceeded with the election of the Chairman and Vice -Chairman. Moved by Buck and seconded by Lupa to nominate Clarence L. Olsen as Chairman. Moved by Tribovich and second by Desparois to close the nomination. Motion carried. Moved by Buck and seconded by Stuart that the County Clerk cast the unanimous ballot for Clarence L. Olsen as Chairman of the County.Board' for the ensuing year. Motion carried. The County Clerk cast the unanimous ballot as directed. Moved by Desparois and seconded by Lupa that Edward Pajala be nominated as -Vice-Chairman. Moved by Tribovich and seconded by Barningham to close the nomination. The County Board of Supervisors of the County. of Bayfield do ORDAIN as follows: PENALTIES 1.U1,1hoever is convicted of any of the following ordinance vicDl4ations shall forfeit to Bay -field County -not more than $50.00 together with taxable costs and in default of payment of such forfeiture and.costs shall be imprisoned in the Bayfield County Jail until such forfeiture and costs are paid,but not to exceed 30 days, to wit: (a) BATTERY. Whoever causes bodily harm to another by an act done with intent to cause bodily harm to that person or another; or (b) DISORDERLYCONDUCT. 'Whoever, in a public or private Place, engages in violent,abusi ve, indecent, profane, boisterous, unreasonably loud, or otherwise disorderly conduct under circumstances in which such conduct tends to provoke a breach of the peace; or is (c) DRUNKENNESS. The following Resolution was read: R E 8 0 L 9 T 1 0 A WHEREAS, The -County Board at an earlier date authorized an additional Deputy sheriff to take care of the Indian problem, but no specific appropriation -was made, THEREFORE, bE IT HEREBY RESOLVED, in order to meet with the.legal requirements under the "Thompson Budget Law" that the sum of Two thousand five hundred and no/100 ($2500.00) be appropriated for this purpose.,''and that such sums as may be received from the State under special law for law enforcement among the Indians, be placed in the -general fund of the County. The following Resolution was read: R E 6 0 L U T 1 0 A WhEREAS, The State Department of Public Welfare, .Division of Corrections has recently set up and published rules, regulations, guides and standards which are more strict than heretofore, and WHEREAS, the Attorney General has rendered an opinion to the effect that the present State law requires that a Jailer be in attendance at the Jail at'all.times when there are prisoners therein, uliEREAS, your Sheriff's Committee deems it advisable to study the advisability and costs involved in building an addition to`the Jail for the Sheriff's office, which will be a partial solution in putting a close watch over the prisoners. THEREFORE, BE IT tiWEBY rcLQUED, That the Building and Grounds Committee be authorized -and directed to study the most feasible plan and to. report back to the County Board an estimate of the costs. By joint action of your county and the State Highway Commission, such allotment in the sum of $120,000 has previously been authorized to be advanced for the improvementof portions of State Trunk Highway 13 between First Avenue in the city of Washburn and Washington Avenue in the city of Bayfield, and the improvement of State Trunk Highway 27 between the 1954 improvement and the west county line. "Y" near the northwest corner -of Section 18, T. 44 N., R. 9 Vii,northerly along the County Line between Bayfield and Douglas Counties, approximately 3.4.miles 445 April 17, 1956 to the junction with tie official location of S®'I.H. 27 at a point approximately 1100 feet south of the vVest 1/4 corner of erection 30, T. 45 N. , R. , 9 VV.., BE 1T RESOLVED that the State Highway Commission of Wisconsin be and hereby is petitioned to'present the above described section of highway to the Bureau of Public Roads, Department of Commerce for approval as part of the Federal Aid Secondary and Feeder Road System. The following Resolution was read: RE60LUTION EEQUESTINU THE ADVANCE OF FEDERAL - AID SECONijhRY FUNDS BAYFIELD COUNTY W,dEhEAS,the Federal Aid Secondary funds apportioned for this county from the funds made available to Wisconsin by the Federal Aid Highway Act of 1954,including the apportionment for the fiscal year of 1956 - 57,have been substantially watched and committed for the improvement of county trunk highways in this county, and YfldhHEA6, there is need for the improvement in 1956 of County Trunk highway 112111 between Namekagon Lake and the East County Line of hayfield County by construction lof a gravel base course and bituminous surface course estimated to cost �60,000.00, WAEREAS, it may be anticipated that the Congress now in session will enact a Federal Aid highway Act of 1956 making available Federal Aid funds to be apportion among the states for the impi€iement of the Federal Aid secondary system for the fiscal -years 1956 - 57 and 1957 - 58, from which it may be anticipated the State Highway Commission will apportion and make available for County Trunk highways in this county an amount comparable to that which was made available for this County from the Federal Aid Secondary funds under the Federal Aid Highway Act of 1954, and LEREASi this county has available or, will make available sufficient county funds to match additional Federal Aid Secondary funds for financing and undertakin@ the above listed additonal county trunk highway improvement in 1956, BE IT RESOLVED that the County Highway Committee is authorized to request the State Highway Commission to advance and make available for the above mentioned improvement in 1956 an amount of Twenty Thousand (�42_0,000.00) Dollars from the Federal -Aid Secondary funds to be apportioned for this county from the Federal Aid funds to become available under the Federal Aid Highway Act of 1956 when enacted, and it is hereby agreed that the county shall reimburse the State Highway Yommissic for any and all funds so advanced in the event Uongress does not provide additional Federal Aid Secondary funds. The following petition Was read: PETITION TO TiiE BAYEIELD COUNTY BOARD OF SUPERVISORS Gentlemen: On.December 12, 1.955, the undersigned paid to the.Bayfield County Welfare Department the sum of 4$125.00 to ,secure a release. of Old'Age Assistance 'lien on the Southwest Quarter of th,e.Southeast f Quarter (SW4 of SE ); Section Thirty-two (3.2), Township Forty-five (45) North, Range Five (5) West, Bayfield County, Wisconsin.. I had previously secured a deed from Joseph Anderson, an Old Age Pensioner, as I understood'Joseph Anderson owned this forty, and the value of $125.00 had been agreed upon with the Welfare Depart- ment., the money to apply toward a release of the lien. It now develops that lair. Anderson did not own this forty and e there was actually, therefore, no lien on the property, so that J neither my deed from Mr. Anderson nor the release of lien from the Bayfield County Welfare Department are of any value .whatever. -4. Robert M.i Spears, Bayfield County Trustee of Tri-County Sanatorium appeared before the County Board and explained the proposed rules and regulations of the State Board proposed for of Health, as/dual use of the Sanatorium, that is for T-B cases and County Nursing Home. Such rules and regulations are so strict that they rcould not seem to be practical for Pureair or.until such time tnat the regulations are modified. He also pointed out the over-all program on T-B.T11- control which consists of about 5000 skin tests per year for school children, plus several for extras in addition to the X-Ray work, also gives treatment to'many patients who stay at home under.modern treatment by medicine. This type of treatment cuts down the cost of Sanatorium care.considerably. The following Communication was read: COUNTY CLERK, DOUGLAS COUNTY Superior, Wisconsin Arne J. Anderson County Clerk Bertha 7fdolphson Deputy Mr. Ludwig Tranmal, County Clerk Bayfield County Court House Washburn, Wisconsin Dear Mr. Tranmal: April 3rd, 1956 At a recent meeting of the Douglas County Finance Committee and the'Douglas County Board of Trustees for Institutions, much discussion took place in regard to Douglas County's Middle.River Sanatorium as to whether it should be continued entirely as a T. B. Sanatorium, or whether it.should be con verted partly into a hospital for chronic welfare patients. Dr. Sandell of the middle River Sanatorium reported that the patient load in T. B. Sanatoria.in Wisconsin has dropped considerably in the past few years. He also indicated that there are eighteen Sanatoria controlled by the Counties throughout Wisconsin, and that most of these are not operating with a full patient lbad. He also stated that at recent meetings of Sana- torium Superintendents and Doctors, the concensus of opinion was that even- tually something would have to be done along the lines of merg�yiing, possibly to Sanatoria for T. B. patients, and allowing. others to handle welfare patients. With all of these thoughts in mind at'out last regular County Board session,. a Resolution was passed directing the County Board Chairraan to appoint a Committee of three to meet with the County Boards of Ashland, Bayfield, and Iron Counties with a possibility of making a move in northern Wisconsin to begin a program that would aid the operation of Pure Air Sanatorium in Bayfield.County, and also aid Middle River Sanatorium in Douglas County. Wi_tti this, thought„ in mind, I am writing to you, for the Douglas County Board of Supervisors, to inquire as to when your County Board will hold its next meeting, in hopes that our Committee will be able to appear before your Board and relate the information they have on 'hand, with a possibility of a worthwhile mutual plan for our two Sanatoriums. The ones he wants in exchange are in the County Forest area. Ae stated. further that all lands are in the Town "of Barnes® No definite action was taken, but it was understood that he would present a petition to the Forestry Committee in order that they might study the same and report to the County Board. Cutting, this.trail..through would not involve much expense. A man like John Daly who has abulldozer could do the job in a day. There is no heavy timber, only small birch and poppel which can easily be pushed .over. I don't ask for a road on the section line, just a trail along.the ridge, following the,easiest route. Later the trail can be further develo.ped if the situation warrants. A man should.at least be able to getto his land. Accessibility is the only things that gives value to property and if you can't reach your land there is no reason to pay taxes. July_- 17,_ 1956 - - Last summer I took up this matter with the Chairman of the Tovm of Russell, Mr. Paul Tribovich. I sent him a sketch and a letter with my suggestions for cutting the trail. he presented the matter to the Town Board at the meeting in October and then he. wrote me that the Toiam was financially unable to do anything then, but would cooperate with me when they,were able to do so. I wrote Mr. Tribovich in April and again May 22nd asking him to make arrangements..to have the work done this summer but I haven't had a reply from him. The cost can be assessed against the tracts which are benefited by the trail. With- out roads you can.1t develope any territory_., Bayfield County should be forward looking enough to do something,.about.this situation. What support can I expect to get from Bayfield County for all the taxes I have paid on these descriptions without any benefits up to.. no r? I would appreciate it if --you will take.up. this matter with the proper parties for action on this trail so I have access to my lands. Yours very truly, S. D.
