ensuing year.
Motion was made and seconded that Paul Tribovich be a nominee to represent
Highway District #1.
Motion made and seconded that nominations be closed. Carried.
Loved by Buck and seconded by Paja.la that the County Clerk cast the
unanimous ballot for Paul Tribovich, as a member of the Highway Committee from
District #1.. Carried. The County Clerk cast the unanimous ballot and the Chair
declared Paul Tribovich duly elected.

Moved by Buck and seconded,by Albert E. Swanson that the County Clerk
cast the unanimous ballot for J. R. Desparois as a member of the Highway
Committee. for District #3. Motion carried.
Mr. L. C. Wilson of the State Highway Commissioned s office at Superior,
appeared before the Board and explained the proposed highway program planned
on the state and federal highways in Bayfield County, for 1957.
Moved by Buck and seconded by Merkel to receive and place on file the --
report of the County Nurse. Carried.
Moved by Moore and seconded by Albert E. Swanson to receive and place on
file the annual report of the County Superintendent of Schools. Carried.
Moved by Desparois and seconded by Berweger to receive and place on file
the annual report of the Assistant Agricultural Agent. Carried.
Moved by Arthur A. Anderson and seconded by Moe to receive and place on
file the annual report of the Public Welfare Director.Carried.

an electric transmission or distribution line or system running as follows:
Commencing at a point on the East line of the Northwest quarter of'the
Northeast quarter of said Section 13, thirty-four (34) feet West of the
center line of County Trunk Highway A, and running thence northwesterly
along said highway and thirty-four (34) feet from the center line thereof
to the line common to Sections 11 and 12; thence on a line North 27 degrees

appeared before the County Board..and .ewplained.in detail the airport development
program at Ashland and answered questions. Following him was Charles Perod,
board
blanager of the Cable airport gave the/gj3xt some very interesting information
and suggestions.
The following resolution was read:
RESOLUTIOil
WHEREAS; there is on, file in the office of the Register of
Deeds of Bayfield County.a subdivision plat known as "Iron River and
`Brule Estates, First Addition," which plats the land comprising the
Southwest quarter of Section 11, Township 47, North, Range 9 West; and
WhEREAS, the area involved in.said plat is wild and undeveloped
land, and none of the streets designated on said plathave ever been
opened, and a period of more than,five years has elapsed since the
filing of said plat, ,so that the streets hereinafter referred to are
deemed abandoned, within the meaning of Subsection.4 of Section 66.9296
of the Wisconsin Statutes; and
WHEREAS, the existence of such streets on the plat reduces the
value of said lands and the possibility of the sale of . the adjoining
lots which have been.acquired by the County on delinquent tax proceed-
ings; and
WHEREAS, the County is the owner by appropriate tax proceedings
of all of Blocks 1 and/2, and of 9 and 10; Now, therefore,
BE IT RESOLVED, that a hearing on said matter:be held at the
time of the next meeting of this Board, and' that the County Clerk is
hereby directed to.give appropriate notice of suchhearing, pursuant to
the provisions of.Section .66.,296 of the Wisconsin Statutes; and be it
FURTHER RESOLVED, that the streets designated on said plat as
Parkland Road, from the. East line of Balsam Road.to the west line of
Pinetree Road, and also Greenwood Road from Temple Road ( U. S.- Hwy.2)
South to the South edge of Parkland Road, be ordered vacated and dis-
continued, if upon such hearing it shall appear that the public
interest so requires.

To the honorable Bayfield County Board -of Supervisors:
Gentlemen:
The undersigned Highway Committee begs to report on a petition to black-
top County, Trunk highway "F" which was referred to this committee by the
County Board in July, 1956.
The petition refers to approximately 2.23 miles of County Trunk highway
"F" from Benoit northerly through.Dauby to U. S. Highway No® 2 in the town
of Keystone® This road used to be important some years ago but is compara-
tively unimportant now, except for local traffic® The traffic count on
this road averages only 114 vehicles per day as compared to a general
average on the County 'Trunk highway System of over 300® Many to�,in roads
in this County carry more traffic than this particular road.
The cost of constructing this road to modern standards is estimated at
�-55, 500 , 00
Because of the above mentioned light traffic and high construction cost,
the County Highway Department has felt that this work could be delayed
pending other more important work that needed to be done? such as County
"Trunk Highway "G" partly _in tile' town of Keystone and "ETI also partly in
Keystone. Bayfield County has expended over �80,000.00 for construction on
eight miles of County highways! in the town of Keystone alone in tale last
ten years. however, this road is the last unsurfaced road on the County
system and the Committee has therefore authorized an expenditure of approxi-
mately $25,000.00 for light regrading, sand li.ft, gravel ana ' blacktop, with-
out replacing the bridge, which we hope will put the road in satisfactory
condition for the next few years.

An Ordinance to provide' authorization for the Bayfield County Depart-
ment of Public Welfare -to participate in a civil defense program under Section
21,02(3) (2) -Wis. 6tats.
The County Board of Supervisors of .the County of Bayfield does ordain
as follows:
1:.(a) The Bayfield County Department of Public Welfare is hereby
designated to participate in the civil defense plan as organized
by the county coordinator and shall for such purpose have the
authority, to participate in any civil -defense activity, whether
it be a case of attack, emergency, Federal alert or practice or
test runs.
(b) The duties of the said agency shall include planning and arranging
for the welfare and care of residents of this county or of other
counties or State who•may'be evacuated through or into this
county.
(c) The Agency in performance of civil defense activities may employ
additional administrative staff, either full or part time.. Such
shall
staff/be employed under the merit system classification
and salary range, pursuant to Sec. 49.50(2) to (5) , and Rule
PW-PA10 .
(d) The County Agency in the performance of civil defense activities
may also make use of voluntary workers who shall receive no salary,
but who may be paid necessary and usual out-of-pocket expense
incurred in performing this work; such payment to be made from the
ach-ainistrati on account of said Agency.
2.The said County Welfare Agency shall cooperate with the State Depart-
ment of Public Welfare in any activities or duties carried on by said
State Department under Section 46.03(16), or such other responsibilities
as may be delegated or provided by law.

Federal -Aid Highway Act of 1956 (and balances
from Federal -Aid Highway Act of 1954)
Under the Federal-Iiid Highway Act of 1956, in addition to the supple-
mental.apportionment of approximately $921 000 for the fiscal year 1956-57,
federal -aid secondary highway funds will be avaailable to Wisconsin in the
respective amounts -of approximately $6,,,2639000 and $6,4009,000 for the fiscal
years 1959-58 and 1958'-59.,
At the request of the State Highway Commission, the Secretary of the
�Pfisconsin County Boards Association circulated a letter ballot to all counties
relative to the proposed plan for the distribution and administration of the
.federal -aid secondary funds becoming available to Wisconsin under the Federal -
Aid -Highway Act of,1956. A majority of the counties have replied,recommending
the adoption of the plan.
The plan is quite similar to the,plan adopted relative to the federal -
aid secondary funds under the act of 1954, with the same method of distribution
and the same period of availability.to,the counties, with some minor changes
which experience has shown to -be desirable. The plan also incorporates a
provision for additional allotments to be made.by the Highway Commission for
additional county trunk and local road.improvements, to counties which qualify,
from the balances of 1954 Act federal -aid secondary funds not used by the counties
to which such funds were apportioned and which will therefore revert from such
counties on becember 31, 1956.
The State Highway Commission accepted the recommendations of the
counties and accordingly adopte-d the method of distrbution and administration
of the federal -aid secondary funds. available to Wisconsin under the Federal -Aid
Highway Act of 1956, and incorporating the provisions as to allotments from the.
unused balances from the Federal -Aid Highway Act of 1954, as set forth in the
accompanying statement. Under this plan, from the federal -aid secondary funds
available to Wisconsin for the two years; the sum of $12,000,000 is apportioned
among the counties, which represents an.increase of.20 per cent over the appor-
tionment made two years ago.froi� the 1954 Act funds.
The 1956 Act federal -aid secondary funds apportioned for your county
for the two fiscal years 1957-58 and 1958-59 are as follows:

These funds may be matched.by your county and used on qualifying improve-
ments requested by your county on.county trunks or local rodds or streets located
on the Federal -aid Secondary Highway System or, upon the request of your county
highway committee and if a -,.proved by the State -Highway Commission and if matching
funds are available, a.portion or all of these funds may be. transferred to and
used for the improvement of _a portion of the State Trunk Highway System. or of a
state park road within your county. The_.funds will remain available for use in
your county until December 31, 1958.
On December 31, 1958, any portion of this 2-year apportionment which
has not been matched by your county and used on projects which have been advanced
to the contract stage, or have not been transferred to a state trunk highway or
state park road improvement with the approval of the State Highway Commission,
will revert to the Commission.to be used in any part of the state, as provided
in the attached plan.
In considering the utilization of the federal -aid secondary funds on.
county trunks or local roads and streets, due consideration should be given to
qualifying improvements on the Federal -Aid Secondary System in cities and
villages under 5,000 population and to qualifying and desirable extensions of
rural improvements into such municipalities.
It need not be construed that the 2-year apportionment of -federal -aid
secondary funds must be spread over a 2-year period. Within certain limits,
which can be determined only after the total program of all counties is known,
up to a tot�al-of a county's 2-year apportionment may be used in one year.
Requests for the programming of projects using 1956 Act funds, hereby
apportioned, may be filed at once.
Several counties presently have balances remaining%ii of the federal -aid
secondary funds apportioned to them from the 1954 Act. Under the plan adopted
two years ago, and a s stated in the Commission's letter to County Clerks (.with
-----_-_--
copies to County Highway Commissioners) dated September 30, 1954, the 1954 Act
funds apportioned are available to a county to be placed under contract by
December 31, 1956.. Any such 1954 ct funds may be .combined and used on a project
with part of the 1956 Act funds, provided the projects are placed under contrget
by December 31, 1956.
The Commission's District hngineer'and the District Engineer of
Secondary Roads will discuss with your County highway Committee your potential
federal -aid secondary program, and your county,through your County Highway.
Committee, is requested to work with them.in developing a proposed program of
improvements on the Federal -Aid Secondary System to utilize the funds apportioned
to your county.
For p.rojects on county trunks or local -
,.roads or streets, the program
requests by your County Highway Committee -.should be submitted through the District
Engineer's office. Such program requests will be subject to review by the
Commission.
In case it is desired that part of all —of the federal -aid secondary
funds be used on certain improvements .on..the ►Mate 'Trunk riighway System or on
state park roads in, your county, wiiere matching funds appear to', be available,
such requests by your County Highway Committee should be filed with the District
Engineer, who will forward such requests, with his recommendation, for the
consideration of the Commission.
As set forth in the accompanying statement, from the expected unused
balances to be reverted from:.counties' apportionments -of 1954 Act.funds on
December 31, 1956, the Commission will reserve and make available up to U1,000,000
from which tenative allotments will be made, --to be matched with county funds,
for additional qualifying and meritorious improvements on county trunks or local
roads or streets, upon the filing of requests therefor by counties which have
evidenced their capacity to.plan for an�to match and use.more...than their normal
apportionments of federal -aid secondary: -funds.._ If found..'.conveni.ent, any funds
so allotted may be used.on a project together with part.of the county's appor=
tionment of-1956 Act funds.®- On June 30,._.1957, any such additional 1954 Act
federal -aid secondary; funds: so. all_otted.to a.county, but which have not been
matched by the county and used on a- project which has ._been, .advanced to the
contract stage, will revert from such county.to be used by the State Highway
Commission for state trunk highway improvements in any part of the state.
Those counties whi.ch'have been using all of their apportionments of.
federal -aid secondary funds, and_expect.before December 31, 1958, to need more
than their apportionment now made available. under the 1956 -Act; are invited to
submit requests for additional federal -aid secondary funds from the 01,000,000
which is being reserved for -that purpo.se..-.Such requests should be made only for
projects which -definitely can be:placed under contract or agreement before
June 30, 1957. Obviously such requests should be made as early as possible.
They should be made only after consultation with the District Engineer or the
District Engineer of Secondary Roads and should be filed with the district office.

WHEREAS, the Town of Bell owns Government Lots 2 and 3,
of Section 33, Township 51, forth, Range 6 West, -Which adjoins
Government Lot 4 of said section, which is County -owned; and
WdEREAS, the To -,Pm has for several years conducted
controlled burning in the area for the purpose of promoting a
blueberry crop, for which the land is suited; now, therefore,
BE IT RESOLVED that Government Lot 4 of said Section 33,
Tovaaship 51, North, mange 6 vilest be withdrawn from the County
park system and be sold to the'Town of Bell,. the consideration
for such sale to be the delinquent taxes and interest on said
Lot, and the same to be paid for by being charged against the
delinquent tax account of the Town of Bell with the County of
Bayfield; and
BE IT FURTHER RESOLVED that the County Clerk be and he
is hereby authorized and directed to issue the necessary
quit claim deed to carryout the purpose and intent of this
resolution.
BE IT FURTHER RESOLVED that the title to this property
remain in the Town of Bell, the property to be used for public
purposes and that they be restricted from selling the property.

WhEhEAS, at the April 1956 meeting of the County Board
a Resolution was adopted authorizing the sale of certain lots
in Port Wing described as Lots 10 to 18, Inclusive, of Block
21 of the First Addition to Port Wing, but such lots have` -not
been conveyed to the Town, and
WHEREAS it now appears that Lots 7 to 12, both inclusive
in Block 18 of the Original Plat of Port Wing are also County
owned and much better suited to the Forestry demonstration
project contemplated by the Port wing Boy Scout Tropp.
NOW, TAh;REFORE, BE IT RESOLVED, that the previous Resolu-
tion be hereby rescinded and that the lots in Block 18 above
described be sold to the Town of Port tiding and the consideration
to be the delinquent taxes against the same, with interest
to the date of deed.

of Lot 12 as described in Vol. 160, page 191 of Deeds,
which formerly belonged to my deceased brother; Harold
Beimel.
I wish to petition the Co. Board of Supervisors
again this year to purchase the delinquent tax certificate
for 1955, on the above described property.
Please let me know as soon as action has been
taken.

RESOLUTION
Bayfield County Jury Commissioners meet twice
a year for the purpose of drawing a jury for the
terms of Circuit Court or at such times as the
discharge; of their. duty. ,requires.
The present salary of the Jury Commissioners is
$4.00 per day and has been in effect for over
forty years.
Wi-IBREAS, Section 255.03 (3) of the 1955 Wisconsin
Statutes provides that the County Board may fix
the salary of the Jury Commissioners as high as
�8.00 per day.
THEREFORE BE IT RESOLVED that the present salary
of the Bayfield County Jury Commissioners of $4
per day be increased to 68.00 per day for each
dayts service.

The following is a consolidated report of this Commission for
the year from October 15, 1955 to October 15, 1956. The books of the

On October 15, 1955 the books of this Commission shows a
balance of �822.31. The appropriation af the county board .made January
13 1956 added $500.00 to this balance, making a total of 12322.31.
From October 1.5, 1955 to October 15, 1956, a total of 4 appli-
cations were received from indigent -.War veterans or their immediate
family. The total cost to the county for the 4 cases which were allowed
was $254.75, including the total expenses of the -Committee, the mass
bonding of the 3 Commissioners and the recording.fee of the, Commissioner's
bonds to the Register of Deeds.
Fewer applications for assistance than in previous years can be
accounted for by the fact that there seems -to be more work opportunities®

to this balaizce,.making a total balance of 61,322.31. Disbursement and
administrative expenditures amounted to 4254.75, reducing the balance
on hand, as of this date, to $1,067.56.
The demand on this fund has been lesser this year than in
the past few years, but, we have no way of foreseeing That the demands
will be for the coming_year so we should keep our balance approximately
the same.

Qur organization is supported by four county boards now and we
would like and need your help, for 1956, Our program for 1956
is larger than ever and we expect to bring more tourist dollars
to your area than before. Tourist dollars help your people pay
their taxes.
Our organization is run by busy business and we have not the
time to appear -at your county board budget meetings; but we are

The members of the Bar Association of Bayfield and Lshland
Counties respdctfully submit the following„for.the consideration of
this Board:
The County -Judge for Bayfield County holds and offi ce ' of
high importance, having responsibility for the administration and
probate of all estates, and all other pro.ceedings and actions
having. to do with the descent and distribution of property, as
well as the responsibility for making -decisions with respect to
juvenile matters, and adoption and guardianship proceedings; in
addition the civil jurisdiction of the Courity.,Court for Bayfield
County, following the"closing_-of the First Municipal Court for
Bayfield County, amounted to the addition of a substantial amount
of work in that Court, while,., by, the same .act, a substantial saving
was realized;
The situation now prevails wherein the combined duties
met by the court substantially -require full time services for
which only a part time salary is received.
It being the earnest opinion of the members of the Bar
Association of Bayfield and Ashiand Counties, who regularly
practice in the County .Court for Bayfield County, that a salary
commensurate with the duties and responsibilities of the office,
and representative of full time services, should be appropriated,
it is the recommendation of the undersigned that the office of
County Judge for,Bayfield County be de -erred a full time office, as
in fact it is, and that the salary be set at $7200.00 per year."
It is further suggested, if the members of the Board of
.Supervisors . for Bayf iela ;.C.ounty-., shall- so desire,, that the repre-
sentatives of the Bar, Association for. Bayfield and Ashland County
will be pleased to appear before this Board to discuss the matter.

WHEREAS, The removal of all diseased apple trees has not been
completed; now therefore,

the removal of diseased apple trees in the commercial fruit
growing area of Bayfield County, in 1957.

The audit of 1955 records is completed, t.r. Wickman met with the
Committee and explained the report in detail. 'fie wish to commend him for
the fine.report and feel that he is very thorough•in his work.
He is submitting a proposal for audit of 1956 records and we recommend
its acceptance.

joint meetings with them and representatives from Ashland and Iron Counties
in a study.and analysis, looking toward consolidation. 'The weekly per capita
cost at Middle .River Sanatorium.(Douglas County) for year ending
June 30, 1956 was $24.9644 morethan at Pureair,
The,Mo.bile X-ray unit last summer found 6 or more additional active
Tb cases. in Bgyfield County.
Dr. Moody, his staff and the County Nurses are carrying on a very
intensive program on-preventation and detection which`wou.ld no doubt be
curtailed in the event of consolidation.
We'recommend that our County Board be opposed to any Consolidation at
this time or in the immediate future.

Some.of ,the budget items under this classification are increased bit
they are.. almo.st completely.offset by..increased State and Federal Aids.
