unanimous ballot -for Harry B. Curry as Highway Commissioner for a two year term
commencing in January 1958. Motion carried.
The County Clerk cast the unanimous ballot for Mr' Curry as directed. The
Chair declared Mr. Curry duly elected.
Mr. Curry responded -with an'oral thank you to the Board.

The County Board proceeded with the election of a Highway Committee for a two
year term.
Moved by Burlager and seconded by Evald Johnson to nominate Paul Tribovich
as a member of Highway Committee from District #1.
Moved by Barningham and seconded by Stuart to close nominations. Motion carried.
Moved by Buck and seconded by Stuart that the County Clerk cast a unanimous ballot
for Paul Tribovich as a member of Highway Committee from District #1. Motion carried.
The County Clerk cast the ballot as directed and the Chair declared Mr. Tribovich
duly elected.
Moved by Bernard E. Johnson and seconded by Tribovich to nominate Ernest Moore
as a member of the Highway Committee from District #2.
Ernest Nelson nominated Joseph Berweger.
Ploved by Burlager and seconded by Stuart to close the nominations. Motion
carried.

Dear Mr. Tranmal:
The U. S. Board on Geographic Names at its 106th
meeting on September 5, 1957, approved 74 names of
features in Wisconsin as recommended to that Board by
the Wisconsin State Geographic Board with the approval
of the respective County Boards.
We are happy to inform you that 24 names of
features located in Bayfield County are included in
the attached list of names approved by -the U. S.
Board.
It is hoped that additional Wisconsin names
still pending U. S. Board approval will be acted
upon in the near future.

The following report was read:
. REPORT OF CONSERVATION COMMITTEE
TO THE BAYFIELD COUNTY BOARD:
The conservation Committee has, we believe, a duty to perform
which is twofold, First, plan to conserve our water and other natur-
al resources, then to advertise and tell the world about it. We have
been blessed with much natural beauty, but there are a lot of things
we can do to help nature. With that in mind, we have built dams to
keep our lake levels where they will give us plenty -of water and
beautiful:'_ lake shores for building sites and swimming beaches.
The Eau Claire Lakes chain has been taken care of., The Pike
Lake chain is also now controlled. Our job is far from done.. We have
at least four more water ways to control, namely:
Drummond Lake
Totogatic Lake
Iron Lake
With this in mind we had a survey made of -Drummond Lake this
past winter and summer. Vie are asking for an appropriation of
$5,000.00 to build a dam on this lake to raise the water level eight
feet. The Town of Drummond is to match county funds. Vie hope the
County's share of cost will be made available.
The Committee is also in charge of County Parks, and we try
with limited available funds to keep them in good shape. There are
many people who visit our park at Delta.and the Big Rock Park in the
town of Bayview. We have built tables, fireplaces and toilets. We
have a well at -the park in.Delta, we need one at the Big Rock too.

ADVERTIZING
We attended two big.outdoor shows last winter. The Chicago show
is the largest. As'a rule 300'to 350 thousand people attend that show.
Approximately'165,000 people attend the Milwaukee Sentinel Show.
We printed 45',000 folders-this-year-1- They were distributed at
the shows, some by'mail,-information booths., and at resorts and bus-
iness places.
We had a Budget'of 5100 and $1000 for lake survey. This shows
how it was expended:

A proposed quitclaim deed describing said lands or interest,
ready for execution, will be submitted by a representative of our district
office within the next fewdays.

We enclose herewith, for execution of the Bayfield County
Highway Committee and County Clerk, Quit Claim Doed°from Bayfield
County to the State of Wisconsin.
On September ll,,1957, Mr. 0. J. Hughes, Secretary of the
State Highway Commission, wrote you relative to this matter and
stated that a proposed Quit Claim Deed describing lands or interests
would be submitted by a representative of this district office,
The above deed is the one referred to in Mr. Hughes' letter.
This deed is in connection with the sale of 'excess lands
to Frank Utpadel, which sale is by agreement between Mr. Utpadel and
the Highway Commission and will clear"up a matter of encroaching ggas
pumps on highway right-of-way at this place of husiness on U.S.H. 63.
We would appreciate your returning to us the properly, signed
and executed deed at your early convenience so that this matter may
be consummated as soon as possible.

TO CONVEY TITLE TO HIGHWAY- RIGHT OF WAY TO STATE OF WISCONSIN
WHEREAS, the County Highway Committee of Bayfield County. -Wisconsin, pur-
suant to order of the State Highway Commission dated March 6, 1928, acquired
under Section 84-09(3), Statutes, or predecessor thereof, an easement for high-
way purposes in certain lands by conveyance dated July 16, 1928, from Yngve
Peterson and -Amanda Peterson, which was recorded with the Register of Deeds on
May 16, 1957, in Volume 170 of Misc. on page 58, and
WHEREAS, the title to said land or interest in lands is transferable to
the State of Wisconsin pursuant to Section 84.09(3)(b) on order of the Highway
Commission to the County Clerk and the County'Highway Committee,
November 12, 1957
IT IS HEREBY ordered that the said County Clerk and County Highway
Committee of Bayfield County, Wisconsin, convey to the State of Wisconsin with-
out charge the title or easement acquired in the following described lands,
to -wit:
All that part of the following described strip or parcel of land
lying within the NW-1. of the NW" of 'section 6, T. 45 N., R.511, and con-
taining 0.22 acres, more,or less exclusive of the present 4 rod road.
Beginning at the SW T corner of said NWT. of NWT. thence easterly
along the south line of said NW-,. of NW' a distance of 45 feet thence
northerly and parallel to the W. line of said Sec. 6 for a distance
of 381 feet, thence-. westerly and -at .right angles to the last described
line for a distance of 12 feet thence northerly- and parallel to the W

northerly and parallel to the W line of said section 6 for approximately

On June 17, 1957, Mr. 0. J. Hughes, Secretary of the State Highway
Commission of Wisconsih, wrote you relative to the above subject,with a copy to
Mr. Ludwig Tranmal and a copy to Mr. Walter Norlin. Mr. Hughes' letter of June 17,'
1957, advised that he was attaching an order byi,the State Highway Commission direct-
ing the Bayfield County Clerk and Bayfield County Highway Committee to convey to the
State of Wisconsin certain lands or interests in lands as'therein described in
accordance with the Wisconsin Statutes. He stated further that a proposed Quit Claim
Deed describing said lands or interests would be submitted by%a representative of
this district office for execution by the County Highway Committee and the County Cl
We enclose herewith the deed referred to in-Mr.Hughes4 letter. Will you
kindly have this deed properly -signed, witnessed and notarized by the HighwaylCommitt
and the Bayfield County Clerk. Please return the executed deed directly to -this
office as soon as it has been completely signed.
The purpose of the execution of this deed is.in relation to the deeding by
the State Highway Commission of right-of-way which they may declare excess,on which
Mr. Brubaker has a Sales Shed and which he has developed./Mr. Brubaker has occupied
this land through a deed which was given to him by the Bayfield County Board in 1932
which deed, in order to clear title, must be issued by the State Highway Commission.
It is proposed to deed to Mr. Brubaker the land lying east of a line 501 easterly of
centerline of S.T.H. 13 in exchange for a deed from him 'for 171 on westerly side,
thus making right-of-way around the curve 501 wide each side of centerline. This
matter was further discussed with'you by phone today.
We trust that you will return the properly signed deed to us,so that this
matter may proceed,.at your early convenience.

TO CONVEY- TITLE TO HIGHWAY RIGHT OF WAY TO STATE OF WI,SCONSIN
WHEREAS, the County Highway Committee of Bayfield County, Wisconsin, pur-
suant to order of the State Highway Commission dated June 23, 1930; acquired
under Section 84.09(3), Statutes, or predecessor thereof, an easement for high
way purposes in certain lands by conveyance dated September 30, 1930, from
E. I. du Pont de Nemours and Company, which was recorded with the Register of
Deeds on October 24, 1956, in Volume 166 of Miscellaneous on page 541, and
WHEREAS; the title to said lands or interest in lands is transferable to
the State of Wisconsin pursuant to Section 84.09(3)(b) on order,of the Highway
Commission to the County Clerk and the County Highway Committee,
IT IS HEREBY ORDERED that the said -County Clerk and County Highway
Committee of Bayfield County, Wisconsin., convey to the .State of Wisconsin with-
out charge the title or easement. acquired in the following described lands,
to wit:
All that part of a strip or parcel of land lyin within-. part of
the southeast quarter (SEA.) -of the northwest quarter MI) of Section
33, Township 49 North, Range 4 West, a reference line through which is
more fully described as follows: Beginning at the. ::cbnt.er one -quarter
(1/4) corner of Section 28, said township and._range;:;;..;�';thence southerly
along the north and south quarter (1/4) line.of said Section 28 a dis-
tance of 702 feet; thence continuing southerly and at an angle of 179
degrees 50 minutes right with the last described line a distance of
2502 feet; thence along a 3-degree cruve right whose radius is 1910.1 feet
a distance of 774.2 feet to the intersection with the north one -sixteenth
(N.1/16) line of Section 33 aforesaid, and which is the place of begin-
ning; thence continuing along the last described curve a distance of

The right-of-way width shall be 33 feet on the westerly side of the
above described reference line.
ALSO all of that portion of the,following description which lies
east of said reference line shall constitute the width of said right-of-
way on said easterly side.; "Commencing at the northeast corner of the
southeast quarter (SE') of the northwest quarter (NW4) of Section 33,
Township 49 north, Range 4 west; thence running west 500 feet; thence
south 514 feet; thence northeast on a straight line to the place of
beginning.11
All as surveyed and staked and as more fully appears on right-of-

WHEREAS, Bayfield County issued a quit claim deed to Mr.
V. E. Brubaker for the excess right of way described in the
foregoing order on June.l, 1932, (Deeds, Vol. 120, Page 612),
as authorized and directed by a County Board resolution
adopted May 17, 1932, (Co. Bd. Journal 7, Page 21)-, and
WHEREAS, Mr. V. E. Brubaker is the underlying fee title
owner, without question, and
WHEREAS',Nir. V. E. Brubaker has been in undisputed
possession of the property for over 25 years without objection

PROVIDING FOR THE ADVANCE OR TRANSFER
OF CONSTRUCTION FUNDS IN BAYFIELD COUNTY
WHEREAS Section 84.03(5), Wisconsin Statutes, provides that the State
Highway Commission and County Board, or a County Highway Committee when
authorized by the County Board,*may agree upon the advance of one or more
future years' allotments for such county under Section 84.03(3), to be expended
on selected improvements on state trunk highways or connecting streets within
such county to the extent so agreed, and
WHEREAS occasions frequently arise when it is necessary or desirable
to provide for the advance, allocation, or transfer of construction funds to or
between previously authorized or additional needed construction improvements on
state trunk highways or connecting streets in this county,
VHEREFORE, in order to provide for promptly making available the
funds necessary for such improvements and to avoid the delay and expense
incident to calling a. special meeting of this board for such purpose,
BE IT RESOLVED that the State Hi hway Commission be and is hereby
petitioned to advance pursuant to Section 94.03(5), Wisconsin Statutes, upon'
the filing of a request therefor by the County Highway Committee of this county,
which said Committee is hereby authorized to file, such sums as may be required
and are not otherwise available for any such previously authorized or additional
needed construction improvements in this county, with the understanding that the
amounts thus advanced will be deducted from future state allotments for state
trunk highway construction in this county under Section 84.03(3) of the Statutes,
and
BE IT FURTHER RESOLVED that the State Highway Commission be and.is
hereby petitioned, upon the filing of a request therefor by the County Highway
Committee of this county, which said Committee is hereby -authorized to file, to

COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1958
SECTION I. The County Board of Supervisors of Bayfield County,
Wisconsin, regularly assembled, does hereby ordain that such -.funds as may be
made available to the county for highway work in the year 1958 under the provisions
of.Section 20,.420 and Chapter 83 of the Statutes shall be expended as hereinafter
set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the State Highway
Commission has notified the County Clerk that a sum of money estimated to be
ONE HUNDRED &_NINETY THOUSAND NINE HUNDRED Dollars ($ 190,900.00 )
will become available -at the end of the fiscal year under the provisions of
Sections 83.10 and 20.420(83) and (84) of the Statutes, for the county trunk
highway system in the county, but the actual amount will not be known until the
close of the fiscal year June 30, 1958.
BE IT RESOLVED that the County Highway Committee is authorized and directed
to expend,the said sum to the extent required, to match and supplement Federal
aid for construction, right of way, and other costs on any Federal projects
located on the county trunk highway system of said county, which are not recovered
from Federal funds, and to expend any balance for constructing, repairing, and
maintaining such county trunk highway system and the bridgges thereon, including
snow and ice removal and control, as directed in Section g3.10(1) of the Statutes,
and to.reimburse the general fund for any expenditures that may be made therefrom
pursuant to Section 83.01(6) of.the Statutes. The distribution to such purposes
is estimated, but not specifically directed, to be as follows:
For construction, maintenance, administration, snow removal and
ice prbVention on the County Trunk Highway System.
SECTION VII. WHEREAS the various highway activities for which,provision is
made in this resolution are continous from.year to year, and, -the exact cost of
any work cannot be known at the time of making the appropriation therefor,
BE IT RESOLVED that" this Board does hereby direct that any balance remaining
in any appropriation -for a specific highway improvement after the same shall have
been completed may be used by the County Highway Committee to make up any deficit
that may occur in any other improvement, which is•part of the same item in the
county budget, for which provision is herein made, and any balances remaining at
the end of the year in any highway fund shall remain and be available for the same
purpose in the ensuing year.
SECTION VIII. WHEREAS the exact amount of the funds that will become available
from the state for highway purposes in the county under Section 20.420 of the
Statutes will not -.be known until on or after June 30, 19589`
BE IT RESOLVED that the County Treasurer is hereby authorized and directed to
make payments for the purposes for which such funds are to be used, as hereinbefore
authorized, '.from -any funds in the county treasury -that are not required for the
purposes for, which appropriated prior to August 1, 195$, and to reimburse such
funds in the county treasury from the sums received under Section 20.420 of the
Statutes.
SECTION IX. WHEREAS the County Highway Committee and County Highway Commissioner
are charged with the duty and responsibility of carrying out the construction and
maintenance of highways fortiwhich provision is made, and other related supervisory
and administrative duties,
BE IT RESOLVED that the County Highway Commissioner shall have authority to
employ, discharge; suspend 'or reinstate such personnel as he deems necessary
for such purposes, provided, however, that the County Highway Committee may by
action recorded in its minutes determine the number of persons to be hired and
may also at any time -by action so recorded order the County Highway Commissioner
to employ, discharge, suspend, or reinstate any such person. The -term "personnel"
or "person" shall include alljpatrolmen, laborers, foremen, clerks, stenographers,
or other employees necessary:to carry on such activities.

to the extent that revolving funds accumulated for such pur-

Meeting of said town, called for that purpose, the electors
thereof voted to construct a bridge known as the Junek°Bridge
over the Namakagon River in Lot.2, Section 9, Township 43 N.,
Range'6 W., on a highway maintainable by the Town, at a total
estimated cost of $5,000.00 and provided for such portion of the
cost of construction as is required by Section 81.38 of the
Wisconsin Statutes, and authorized and directed the Town Board
to petition Bayfield County for Bridge aid as provided by law.

Supervisors in annual session this 12th-day of'November 1957 that
the County Board Chairman is authorized to delegate to a present
standing committee of the County Board or to a new committee appointed
by him the authority to review the present plans with the architect
and when satisfied that the plans meet the needs of the county, call
for bids for the construction of a home. The bids will be called
for in advance of the meeting of the County Board in -April 1958 so
that the County Board may act on the approval of the bids before
the expiration of the time covered by the bids.

THE following resolution was read:
WHEREAS, the present County Aid Bridge Statute
(section 81.38) does not provide minimum bridge span limi
tations, and
WHEREAS, Attorney General's Opinion 15 O.A.G. 217. (1926)
states that a sixty inch culvert is not a bridge within the
meaning of this law, and
WHEREAS, the Bayfield County Board has followed a policy
of granting County Aid on spans six feet or over since 1926,,, and
WHEREAS, a recent Attorney General's opini6h.on July 25,
1957, to Oconto County, recommends that a minimum requirement
of over 20 feet to be used;
NOW THEREFORE, BE IT RESOLVED, by this Bayfield County
Board of Supervisors assembled in regular session this 12th
day of November, 1957, that the past Board policy of granting
County Bridge Aid on spans of six feet or over be continued
pending revision of Section 81.38 of the Statutes or Court
clarification.

Each member of the Bayfield County Board has been sent a copy and hope you have
looked it over. It speaks for its self, so won't take any of your time on that..

Now we would like your suggestions and approval regarding how the balance of these
booklets should be distributed.
It was -suggested they be sent to tie.Public Libraries in the county, the public
and parochial schools, State chamber of Commerce and local banks, real estate offices,
the press, the County Clerk and members of the Steering Committee_(who are not members
of the Board). Am Wondering about sending a copy to radio stations in the area and
reaching out to other stations that might help give us some publicity from time to time;
also the Governor's office of Industrial Development at Madison, Wis. And then,shall
we make a charge for the balance of copies on hand after this distribution? If so, how
much should we ask, if any.

Your Committee met with Mr. George Moerlein, District office manager for the
Bear Creek Mining Company, regarding lease or option to purchase mineral rights owned
by Bayfield County and the proposition was presented to this Board. It was agreed,
Bayfield County enter into a Mineral Lease Agreement with said company covering three
forties in Section 25 Township 44 north of Range 5 West, also one forty in Section 36
Township 44 North, Range 5West.
After checking the Lease with our District Attorney, Walter Norlin, and making
a correction of item #14, the Committee authorized our County Clerk Ludwig Tranmal
to execute the lease on terms approved by the Bayfield County Board.
We have heard that they have been exploring and testing the.land for possible iron
ore, copper, zinc and silver.
I wrote Mr.Moerlein asking if he could give us any information that would en-
courage the Board at this time; but no reply to date..
The committee met with another party, an individual who desired to purchase or
lea,s+ineral rights on County owned land, but we as a committee felt we could wait
for he did not have anything to offer that we could recommend to this Honorable County
Board.
Also had an inquiry from a firm that wants to acquire 10,000 acres of timber land
that'is needed in a wood working industry, stating this will mean a growing business
employing up to 200 men per year. Also had an inquiry regarding establishing a large
Ranch Style Motel- and recreation accommodations for deep sea trolling and winter
sports in the area.

has come of it so far.
All this takes time and it means that each one of us need to pass the word along
that we might interest industry and people to build and settle here in the County.

R E S O L U T I O N
WHEREAS there is a resolution adopted April 17, 1956 requiring withholding from
sale of frontage on lakes as well as a four rod right-of-way as a public access to
lakes within the County, and
WHEREAS the County is the owner of the SE NW Section 18-45-9 and the NE SW of
Section 19-45-9 both of which border on small lakes which are of little value, in
fact they are only lily ponds when the water table is low and have no value as to need
for public access, and
WHEREAS these lands would be well adapted for hunting locations and would be
placed on the tax roll if privately owned, therefore
BE IT HEREBY RESOLVED that the Sales Committee be authorized to sell these lands
by sealed bids without the Public landing restriction.

WHEREAS, existing Wisconsin statutes covering distribution of gas tax moneys to
cities and incorporated villages recognize the relatively high cost of maintaining
streets within such municipalities as compar� with maintenance of roads in rural
areas, and
WHEREAS towns having unincorporated villages have the same high costs of main-
tenance with respect to streets in such villages, but receive only the same aid per
mile for such streets as for rural roads, and
WHEREAS, the following is an accurate tabulation of the street mileage in the
villages within Bayfield County:

BE IT RESOLVED'by the Bayfield County Board of Supervisors in annual session
assembled this 13 day of November, 1957, that this Board go on record as favoring
a revision of the statutes so as to give to towns having unincorporated villages
therein the same consideration in highway aids for streets as incorporated villages,
and
RESOLVED FURTHER that copies of this Resolution be forwarded by the County
Clerk to the State Highway Commission and to our Assembly)nan, and State Senator.

BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session
assembled, this 13th day -of November, 1957, that Lots 27 to 30 inclusive of Block 41,
of the Original Townsite of Washburn, Bayfield County; Wisconsin, be sold to the
City of Washburn; Wisconsin, the consideration for such transfer to be the outstand-
ing taxes, plus interest.

Dear Brother & Sister Clerks:
With the annual budgetsessions of Wisconsin county boards now in progress, or about
to be, may I kindly ask that you submit this communication to your board as a sincere
invitation to join the "CRUSADE .FOR CLEANLINESS" of Wisconsin -
A year ago a request went out'to all boards asking for nominal help in the program of
- - - - -- - N-ov-emb-er. 13, -1957 _ -- - -
the Governor's "Keep Wisconsin Clean and Beautiful Committee", and although only a
few counties responded, we can assure you the aid given was deeply appreciated.
According to reports emanating from various sections of the state, efforts of the
state committee have shown some very beneficial results in cutting the costs of the
counties in their trash pickup. For specific results may we suggest that you con-
tact your respective highway departments.
Another item that has helped immeasurably is that through the efforts of the state
committee, the legislature enacted legislation that "put teeth",in the enforcement
statute, and signs throughout the state now warn the motorists of a $25 fine for
throwing trash upon or littering the highways, etc.
We are again enclosing a report of the costs of trash pickup on State trunk high-
ways for 1955, and certainly a fair analysis will prove that costs on the COUNTY
roads added considerable to the expense involved. It will be interesting to see
what the final 1957 figures will show for comparison, now that the state program
as mentioned above is in effect.
However, we have just begun the great crusade and will need additional help, inas-
much as the legislature has not provided funds for the committee. Our efforts
from here in will be centered in a continued educational program. We certainly feel
that on a co-operative basis the various counties can help THE14SEL VES by helping
the program.
If we can obtain a nominal contribution of any size or denomination from each
county in the state, the continued success of Keeping Wisconsin Clean and Beautiful,,,
for the mutual benefit of all concerned, will be assured.

on it up to Harry Felty's death some years ago.
I have paid the taxes on the land for 1952-53-54, - amount $32.47, receipts
enclosed. The taxes are due for 1955-56 and 57.
I would like to have you issue me a Tax Deed, and I will pay up the.back
taxes to protect myself, after having paid the taxes for so many years.

improvements -- which improvements include grading, lengthening, sodding and
seeding runways; - also, that the Cable Union Airport seeks the help of local,
county, state and federal funds to meet these needs - the Cable Commercial Club at
its March meeting drew up the following resolution: -
RESOLVE: We, the members of the Cable Commercial Club request the County Board
of Supervisors to appropriate $3000. to the sponsors of the Cable Union Airport.

The sponsors of the Cable-Namakagon Union Airport, consisting of the.Town
of Cable, Town of Namakagon and Village of Cable, have instructed me to write you
to ask for your support in a request for financial aid for said airport. In the
following paragraphs I shall try to give you a short history of this airport so
that you -can better evaluate the need for such aid.
In 1947 the people of these communities, seeing great need for such trans-
portation into the community,commenced the project with the aid of local subscription
- — -- -- --- — November _l3,9.57 _.---
to the amount of $3,300.00. The State Aeronautics Commission was contacted and
they set up a project with matching funds; the Federal Government then matched
funds with the local community and .state,, making a total of approximately $13,200.00.
However, this was not sufficient to complete the entire project; so, again in 1951
and 1952 local subscribers and users of.,the p.ort contributed. approximately $1,900.00
for additional.work and machinery to maintain the port..The result was that we had
two fairly good runways, but increasing use,and.demands for longer runways kept
creeping in, and again in,1955 the users of the port contributed -an additional $500.00
for the purchase of additional lands to lengthen the north and south -runway to assure
better safety for the users of the port.
You will note that the local people and users of the port have been extremely
generous and we feel that we can no.longer count on their continued generosity
inasmuch as this airport serves the entire southern half of Bayfield County as well
as part of sawyer Countyp
For your better information I should like to add -that we have record of about
700 flights in and out of the port in 1956 and somewhat over 1000 in 1957.
In view of the above facts we are asking the County for aid in the amount of
$3,000.00 in order that we may set up another project with State and Federal match-
ing funds for the purpose of lengthening the north and south runways and better
sodding the .entire airport for better public safety.

Whereas Section 114.11(4) of the 'Wisconsin Statutes specifically authorizes
the governing body of any county to appropriate money for the operation or improve-
ment of airports, and the Cable-Namakagon Airport has been developed by the Towns of
Namakagon and cable and the Village of Cable, and is extensively used by persons
traveling to and from many other towns in Bayfield County, NOW, THEREFORE,
BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session
assembled, this 13th day of November, 1957, that the sum of Three Thousand
($3,000.00) Dollars be appropriated toward the operation of the Cable-Namakagon
Union Airport, and that said amount be included in the budget for 1958.

B. PENALTIES: Any person who shall violate any of the provisions of this ordin-
ance shall, upon conviction thereof, forfeit to Bayfield County not more than
9 200.00, together with the costs of prosecution, and in default of payment of the
forfeiture and costs of prosecution, shall be imprisoned in the Bayfield County
Jail until such forfeiture and costs are paid but not to exceed 60 days, except
in no case shall the forfeiture exceed the maximum fine imposed for the specific
offense enumerated in the sections of the 1957 Wisconsin Statutes mentioned above.
C. EFFECTIVE DATE: This ordinance shall take effect and be in force from and
after its passage and publication.

The COUNTY BOARD of SUPERVISORS of the County of Bayfield do
ORDAIN as follows:
Sec. I. Section 1(e) of the aforesaid Peace Ordinance is created to read:
1(e) RECKLESS USE OF WEAPONS: Whoever endangers another's safety by

This Agency has received an application from the heirs of Sophia Ojibway for
the sale of,Indian land located on the Red Cliff Reservation. The area propos-
ed for sale is described as Lot 2 Sec. 16, T. 51 N., R. 3 W., containing 4.2.15
acres in Bayfield County, Wisconsin.
In checking your county records we discovered that a conflict in title arises
from the fact that the State of Wisconsin granted lands in Section 16 to indivi-
duals many years ago in the belief that it was theirs to dispose :of under Federal
school-larid-grants. These did not have any effect on Indian reservations, -and
numerous errors have resulted since these grants were made.
Since the original grant of Lot 2 and other lands to Isaac H. Wing by the
State, this tract was taken for taxes and resold by Bayfield County. The last such
sale, in June, 1946, was from Bayfield County to J. P. O'Malley. As this land
is still restricted land and not subject to taxation, we hope you will correct
this transaction and cancel the tax deed now on record. Please notify us when
title is cleared, or if you require further authority to act on this matter.

The following report and proposed Budget was read:
PROPOSED BUDGET
FOR THE YEAR 1958
TO THE HONORABLE BAYFIELD COUNTY
BOARD OF SUPERVISORS.
Gentlemen:
We the undersigned Committee on Finance, Budget and Equalization, hereby sub-
mit our report and recommendations for 1958.
The recommended value of the County for 1957'is. �26,730,490.00. This is an
increase over last year of $1,223,440.00. It will permit an additional $12,234.40
tax levy for County purposes.
Some of the larger increases were:
Town of Iron River
Town of Narnakagon
City of Washburn
Town of Barksdale
AUDIT
The 1956 audit report is completed. His comments in the report states the
work in all departments is satisfactory. He is to be commended for his thorough
and fine report.
He is submitting a proposal for audit of 1957 records and we recommend its
acceptance.
NURSING HOME
We have included in the budget an item of $200,000.00 for the construction of
a nursing home with a capacity of 32 patients. It is'proposed that the same plans
and specifications be used that were prepared several years ago.
SHERIFFS OFFICE
The item of outlay.for Jail and Sheriffs residence includes the sum of $7,500.00
for the construction of a Sheriffs office attached to the south side of the jail.
AIRPORT
The sum of$3,000.00 has been recommended for the Cable Airport on condition
that it be matched by state funds.
SANATORIUM
The daily population has increased over a year ago. However this was not
because of local tri-county patients but°from other counties and State -at -Large
cases. We feel that the Trustees and Superintendent are:d�ing a very fine job.
SALARIES AND WAGES
We have included the salary and wage scale as recommended by the Personnel
Committee. HIGHWAYS
The only item for highways is County Bridge Aid amounting to $8,459.30.
WELFARE
Generally speaking thelitems under this classification are lower with the ex-
ception of that for Doctor, Hospital and Mledical. This was increased from $70,000.00
to $100,000,00 over a year ago.

FINANCES
In order to finance the construction of a nursing home we recommend a
bond issue.or loan from.State Trust Funds of $100,000.00 and unappropriated
funds of $100,000.00. This will result in short loans during part of the year,
particularly during the winter months-.
It is anticipated that we can sell $ 25,000.00 additional stumpage for
one year without over cropping our forests.
