Moved by Moore and seconded by Stuart to nominatek Edward A. Pajala as
ice -Chairman.
Moved by Herman Hanson and seconded by C. 0. Nelson that nominations be
losed and that the County Clerk be directed to cast a unanimous ballot for Edward A.
ajala for Vice -Chairman. Motion carried.
The County Clerk cast the unanimous ballot for Edward A. Pajala for Vice-
hairman as directed.
The Board then proceeded with the election of a member to the Highway Committee
District #3.
On Lotion C. 0. Nelson was nominated.
Moved by Burlager and seconded by Stuart that the nominations be closed. Motion
arried.
Moved by Evald Johnson and seconded by Burlager that the County Clerk cast a
animous ballot for C. O.-Nelson as a member of the Highway Committee. Motion carried.
The County Clerk cast the unanimous ballot for C. 0. Nelson as directed.
The following resolution was read:
R E S O L U T I O N
BE IT HEREBY RESOLVED, That the rates for the
Publication of official county board minutes and
publication of legal notices be set as follows for
the ensuing year:
$1.15 per folio for the first publication
.35 per folio for printing supplements of
county board proceedings, and
$ 25.00 for the distribution of the.supplements
to other than the.official paper.
BE IT FURTHER RESOLVED, That "The Washburn Times"
be the official paper for the ensuing year.

Dear Mr. Tranmal:
The U. S. Board on Geographic Names has informed
us of its disapproval of the name'Eko Lake, as recom-
mended to that Board by the State Geographic Board,
for the lake located in the NE NE of Section 36,
T. 49 N., R. 5 W., Bayfield County.
If the County Board would care to'suggest any
alternative names for the consideration of the State
•Geographic Board and subsequent .consideration by the
U. S. Board, we would be happy to hear from you.

Dear Mr. `rranmal:
The U. S. Board on'Geographic Names at meetings
on October 10, 1957, and November 27, 1957, approved
several names of features in Wisconsin as recommended
to that Board by the State Geographic Board.
We are happy to inform you that three names for
lakes in Bayfield County, as listed below, were in-
cluded in the approved names:
East Davis Lake (Unnamed) Sec. 10,11, T44N, R6W
West Davis Lake (Not: Osborn
Lake: SEA, Sec. 10, T44N) R6W
Lake Lizzie (Not: Davis Lake,
Lake Lizzy) S2 Sec. 15, T44N, R6W
This constitutes final approval of the names as
indicated for these lakes located in the Chequamegon
National Forest, Bayfield County.

The following resolution was read:

RESOLUTION NUMBER 13
Introduced by the Legislative Committee.
WHEREAS, the Legislature of the State of Wisconsin originated
the Wisconsin State Crime Laboratory for the purpose of assisting
the various local law enforcement agencies in the State of Wisconsin
when such local agencies are not equipped or when the serious ngture
of a crime requires a more technically skilled staff, and
WHEREAS, the State Crime Lab was originally and successfully
financed by State budget and proved itself to be a very efficient
department during that time, and
WHEREAS, the 1955 Legislature amended Chapter 165 so as it was
necessary for the State Crime Lab to charge back to the counties at
the rate of one-half of the services rendered to the county for any
municipality therein asking for State Crime Lab service, and
WHEREAS, it was found that said charge back system has
hampered the operation and efficiency of the State Crime Lab to a
great extent, and in some cases these charges are impossible to

separate on a fair and equitable basis which can cause one county to
pay for an investigation that should rightly be the obligation of a
number of counties, and
WHEREAS, Wood County and some of the municipalities therein
have had need for the services of the State Crime Lab at some time
or another and feel the availability of such service in the future
is advantageous to Wood County and all other law enforcement
agencies operating in the State of Wisconsin and
WHEREAS the Wood County Board feels that the State Crime Lab
operating on a State basis should be financed entirely by State
budget in the same manner as any other State function,
NOW THEREFORE BE IT RESOLVED by the Wood County Board of
Supervisors that we ask the Legislature to take action so as to
repeal Subsection 8 of Section 165.01 of the state Statutes, and
BE IT FURTHER RESOLVED that certified copies of this resolution
be sent to Assemblymen A. J. Crowns, John S. Crawford, Senator W. W.
Clark, Ben Hanneman and the Attorney General and C. M. Wilson of
the State Crime Lab, and t,o all County Clerks.

The following resolution was read:
R E S O L U T I O N
WHEREAS, Bayfield County is the owner of Out Lot A,
First Addition to Long Lake, in Section Two (2) Township
Forty-seven (47), Range Eight (8) and,
WHEREAS, the County has a buyer for this property
and,
WHEREAS, said property.is not needed for public
access to Long Lake and,
WHEREAS, a sale of said property is affected by a
former Resolution of the Board, which Resolution is intended
to assure the public of access to lakes;
THEREFORE, BE IT RESOLVED, That the sales committee
be authorized and directed to advertise this property for
sale.

.BE IT RESOLVED by the County Board of Supervis-
ors -in regular session assembled this 15th day.of
April 1958, that the.County Clerk be and
he is hereby authorized and directed to proceed with
the work of taking tax deeds for Bayfield County on
all county owned tax certificates.that are now and will
be subject to tax deed during the next year, such work
to proceed under Section 75.521 of the Statutes.

husband Clifford Van Loon and his father Renard
in whose name the deed was listed. Now both are
deceased and I would like to be able to purchase
the tax certificates and keep it for my son who
is fifteen and his father's namesake.

Your petitioner, Louis Larson, of Route #1, Box 170, Mason
Wisconsin, respectfully alleges and shows to the Bayfield County
Board, as follows:
That your petitioner is a co-owner of real estate with Thomas
Barton, described as the Northeast Quarter of Northwest Quarter
(NEB. of NWT.) and the Northwest Quarter of Northwest Quarter
(NWI of NWT.), Section Twenty-one (21), Township Forty-five (45)
Range Five (5) West, in the Town of Lincoln, Bayfield County,
Wisconsin, which ownership was obtained by Warranty Deed on July
5, 1947; That the taxes from 1953 to 1957 are delinquent on said
real estate in the total sum of One Hundred Two and 07/100 ($102.07)Dollars
That Bayfield County has not acquired title to this real estate,
That your petitioner is desirous of redeeming said real estate in
his own name by obtaining tax certificates for the years of sale
of 1953, 1954, 1955, 1956, and 1957.
Therefore, this petition is made for the purpose of obtaining
authorization from your respected body for the petitioner to pur-
chase the tax certificates for the real estate in question.

T. 442 R. 5, as described in Vol. 160, P. 191 of Deeds.
This property formerly -belonged to my deceased brother,Harold
Beimel. I have purchased the tax certificates for 1954 and 1955,
and I would like to purchase the 1956 certificates.

instructions..
Plans were revised a little from the original ones
submitted four years ago. We also advertised for and opened
bids on Thursday, April 10.
THEREFORE, in view of the foregoing we recommend the
acceptance of the low bids, as follows:

as part of the grounds necessary for the nursing home, and
WHEREAS, your Committee has signed an option to purchase
said property at a price of $3500.00, and
WHEREAS, $100.00 was paid for the option with the provision
that the County Board approve the purchase, and that the $100.00
will apply towards the purchase price,
THEREFORE, It is.Hereby Resolved, That Bayfield County
purchase the afore described property for the sum of 3500.00
providing they can furnish satisfactory title, subject to the
approval of the district attorney.

the petition to amend the Zoning Ordinance filsd.by Paul Tribovich
on the 12th day -of April, 19572 having held public hearings thereon
pursuant to Section 59.97 (3), Wisconsin Statutes, notices thereof
having been given as'provided by law, and being informed of the
facts pertinent. to the changes proposed and duly advised of the
wishes of the people in the areas affected hereby, recommends as
follows:

FINAL REPORT
WORK IN BAYFIELD COUNTY, WISCONSIN
Work on the Mellen Gabbro area of Wisconsin was begun by Bear
Creek Mining Company in 1953 and was based on the fact that similar rocks
elsewhere in the world contain economic deposits of copper -nickel miner-
alization.- The most noteworthy example of this is the Sudbury, Ontario
District from which comes the greater,part of the free world's nickel.
As geologic maps of the area underlain by the gabbro (Collo
quially called black granite) were inaccurate, during 1953-54 Bear
Creek had geologists in the field mapping the entire gabbro intrusive
from Hurley, Wisconsin west to Lake Namekagon in Bayfield County. This
work uncovered several areas where copper -nickel mineralization occurred
in the gabbro in greater than accessory amounts. It also revealed to us
the area shown on the attached map where the gabbro makes a strong inden-
tation into the rocks to the south. Since copper -nickel ore is found in
similar structural environments at Sudbury, Ontario, we decided to give
this area a closer look.
Because exposures of ledge are few, we had to turn to indirect
methods in order to determine whether or not the area was underlain by
ore. First the area was covered by an airborne electromagnetic survey.
This was followed by cutting the grid lines shown on the map and running
these lines with magnetometer and three different electrical instruments.
The area was carefully combed for exposures of ledge. This work was
followed by drilling a number of diamond drill holes.
The }sand owned by the County and under lease to Bear Creek
is underlain mostly by granite of Archean age. (Shown in flue on the
map.) It is interesting to note that these are some of the oldest rocks
known on earth, being some two billion years old. Much later in the

history of the earth, about 500 million years ago, these Archean granites
were intruded by molten gabbro. This gabbro was emplaced deep within the
bowels of the earth and probably took hundreds of years trystalize
into the hard rock we now see. Shortly after the gabbro had cooled, a
great upheavel took place in the Lake Superior Area. The area now occupied
by the lake began to subside, and the rocks around its margins were turned
up on end. It was.orogeny that b.bought the once deeply buried gabbro
to its present position.
As can be seen from the map, the gabbro just touches the
northeast corner of the SW1 of the NWT,, Section 25, T44N, R5W. No
geophysical anomalies were found on the County land, and as there was
no geological evidence of economic mineralization, no further work
or drilling was done on the County land.

wash to express our appreciation to all of you for having made the time
available to us.
We realize the importance to the County of your decision as
to how to handle the matter of two mining companies requesting leases --
one on a limited acreage and the -other on a much larger. acreage which
includes the smaller parcel. It would be difficult to determine in
advance which agreement will be of greatest benefit to the County,
particularly since we presume the lease terms being offered by the two
companies are quite different.
One thought which has come to mind since we were there is
this: if the Company requesting the larger acreage actually finds mines
on the land requested by the other Company, there is no reason to sup-
pose that because a larger acreage is being explored, actual production
will be slower than in the case of the Company requesting the limited._
acreage. it is my belief that whenever and wherever a commercial ore
body is found, production will be programmed as soon as possible and as
soon.as is consistent with sound mining and economic principles. It is
also,conceivable that insufficient ore might be found on the limited
acreage to suppott a mining program, therefore, the Company acquiring
the larger acreage,might make sufficfaent discoveries to start an industry,

whereas the Company with limited acreage might become discouraged due
to lack of tonnage.
As you know, Bear Creek iviining.Company is a wholly -owned sub-
sidiary of Kennecott Copper Corporation. Our company is acting as an
exploration branch for Kennecott Copper Corporation only and for no
other company. We are making a strongeffort to discover valuable
minerals in your County and hope we may soon tie up a large tract on
which to use the best available exploration techniques.

Seven (7) West, Bayfield County, -Wisconsin, for the purpose of
furnishing electricity to premises located in Government Lot Two

WHEREAS, it is necessary to pass through a parcel of land own-
ed by Bayfield County, Wisconsin in the construction of said line,
said premises belonging to Bayfield County, being described as the

sent to the Assemblyman. -State Senator of this district,
Executive Secretary of the County Boards Association and to the

is not suitable for County Park purposes, and

park areas on state trunk highway #13 within a short distance

WHEREAS, the State Highway Commission of Wisconsin proposes
to construct a culvert in the Eau Claire River between the UppEr
and Middle -Eau Claire Lakes on relocated State Trunk Highway
No. 27 in the town of Barnes, and
WHEREAS, the tovrn of Barnes proposes to request a permit
from the Public Service Commission to construct,operate and main-
tain a dam with locks for boats in the same Eau Claire River,
and further proposes a stream improvement project with the State
Conservation Commission,
NOW, THEREFORE, BE IT RESOLVED by this Bayfield County Board
of Supervisors assembled in regular session this l6th day of
April, 1959, that this County Board wishes to be recorded with
the various state agencies concerned as being in favor of suitable
highway structure and adequate waterway for boats, and
BE IT FURTHER RESOLVED that Bayfield County as an interested
party to the current state trunk construction program for Highway
No. 27 now in progress,requests of the State Highway Commission
that the drainage structure over the Eau Claire River be of
sufficient span and clearance to provide adequate waterway for

use in my reporting work throughout the 15th Judicial
Circuit. The above -named counties have agreed to accept

you is to ask you to take my request up with your county
finance committee., to _see if Bayfield County-411 share
in this purchase. ( about �100 per county)
The purchase and use of an electric recorder
is in line with the practice of about a third of the
reporters in Wisconsin, who feel that in the interest of
absolute accuracy of the record, an electric recorder is
necessary as a check of their shorthand notes. In otl'ier
words, while the hearings will still all be recorded in short-
hand, the machine will be on stand-by for the correction of
errors. Modern,speech has speeded up to the point where i
manual dexterity alone is not enough in many cases;, also
technical matters occur more frequently and render the
reporter's 'j.ob more difficult.
I have thus far merely inquired and determined the
best machine available for my purpose. I have selected the
Gray Audograph as most suitable. The above three counties.
having agreed to share the expense, and Ashland County.(I feel)
will do likewise --if Bayfield County will also share in this
purchase, - it will be possible to do so.- I have discussed
this matter with Judge Charles and he agrees that an electric
recorder would improve the service of the Circuit Court and the
accuracy of the; records.

your County Finance Committee at your early convenience and then

Dear Lud:
I have your suggestion on the bottom of my letter to Judge
Blanchard and I do not wonder that there is objection to the pro-
miscuous use of forms printed at public expense, particularly when
it is a known fact that many asking for forms take a dozen when
two are necessary but the Bayfield County ordinance is unjust in
that the charge is not at all proportionate to the expense nor does
it bear any relation to the expense. I certainly feel that it would be
entirely proper for the county to charge per blank perhaps 5¢ a
sheet as some counties do or.make a charge for a set of forms fcr
probate as is done by some other counties but I do not think in the
course of a year we use any Bayfield County forms except prrhaps
a stray form now and then when we happen to be over there and I
do not feel that we are justified in making any charge except on the
basis of.forms, that we actually use or buy. If we should be handling
a matter for you we would now absorb our charge for forms but if
Bayfield County puts that arbitrary charge in the form of a fee which
we are asked to pay to the County Court we would be obliged to charge
you for that amount of filing fee.
I sympathize with you in trying to .balance your budget but I
see no reason why your budget can't be balanced if you charge for
forms used the cost of printing them and let every use pay for his
own forms.

Bayfield County jail was inspected on December 11,1957; and the following
conditions were found:
The standards of cleanliness, sanitation9.and appearance as maintained in
the Bayfield County jail are very good.
A metal cabinet has been installed in the storage room to provide storage
space for linens and supplies.

At the time of this inspection no jailer was on duty -as required by
Section 53.4.2 of the Wisconsin Statutes which state, "There shall be a
keeper or custodian or attendant present at every jail while there is a
prisoner therein."
Officials of Bayfield County were contacted and the problem discussed. I
was informed that there are plans to build a sheriff's office as an addition
to the jail, construction of which is planned for early in 1958.
In view of the above it is suggested that the sheriff with the cooperation
of the Bayfield County Board arrange to have a person in attendance as jailer
at all times a prisoner is confined. .The other alternative is that the sheriff
shall transport such persons as must be held to a jail which does have such
service.
I wish to express my appreciation for the cooperation extended me by the
county officials at the time of this.visit.

the County Board give us the maximum and the minimum charges that can
be paid for`'a person in a rest home.
Some homes are charging Sixty-five ($65.00), and some Eighty-five
($85.00) Dollars per month for the same kind of person.
NOW THEREFORE, BE IT RESOLVED by the Town Board of the Town of
Namakagon, at its regular meeting held on March 22, 1958 that we wish
to have information on the maximum and the minimum charges per month
for the charge of persons in rest homes.

held in Hurley on Tuesday, March 18, it was voted unanimously
that we ask for funds to continue our work.
As you know, there has been no appropriation from the
Bounties to help the Four County Development Group carry out the
recommendations in the Four County Economic Base Study. Our
.expense for,stationery, postage and -:other small items has been

At the present time our group has formed two committees,
one of which, the Hardwoods Development Committee, will need
funds for promoting a hardwood processing establishment in the
four county area.

the industrial development of our/county region. Specifically,
it will be used to pay the expenses of the Hardwoods Development
Committee in establishing contacts with prospective industrialists,

remaining funds would be at the discretion of the four county

Mr. Henry J. S. Hanson, a member of your County Board
of Supervisors, can vouch for the authenticity of this request.

Thanks for your letter of April 7th.
I am pleased to know that you will present
our request for funds to your county board. I hope
all the other counties will be as cooperative.
I have been out of copies of the study for
� some time. In fact a month or. so ago'I got 15 copies
from Ashland County in order to fill requests from
some of our state departments. Again, I am out of
copies. Would it be possible for you to send me
about 15 copies, if you have a sufficient supply?,
nequests,from state institutions are filled without
charge,,but organizations outside the state pay
$1.25 a copy. We take this money and put it in
� our Four County Development treasury for stationery, .
postage, telephone, and other incidental expenses.
So far, this revenue from the sale of copies has
been sufficient to keep us going. However, the
demand for copies has fallen to about one per week,
so some day we will be out of operating money..
Sorry to hear that Henry J.S. Hanson was
defeated. He was a good man on both the Steering
Committee and the Development Group.. While at least
one of the members of the Development Group from
Bayfield County should be a member of the board of
supervisors, perhaps iVir:"Hanson could continue and
one of the non -board members could be replacied by
a board member, but it is not necessary to make
any new appointments at this time; that can be done
when the Four County Development Group begins its
1958-1959 meetings in the fall of this year.

WHEREAS the State Highway Commission has estimated that the sum of

ending June 30, 1959, under Sections 20.420(75) and 84-03(3), to be allotted
April 16.1958'
and expended by the State Highway Commission in accordance with the provisions
of Section 84.06 for the construction, reconstruction, and improvement of the
state trunk highway system and connecting streets upon projects which have
been approved by this county, but subject to the provisions of Section 84.03(4)
relative to the retirement of bonds, and
WHEREAS the sum of $117,000 has been previously advanced pursuant
to Section 84.03(5), Wisconsin Statutes, for the improvement of portions of
State Trunk Highway 13 between a point near 1st Avenue East in the city of
Washburn and Washington Avenue in the city of Bayfield, and of portions of
State Trunk Highway 27 between the 1954 improvement and the west county line,
and
WHEREAS there has been received frorg4he State Highway Commission
its determination as to the proposed projects and the proposed allocation of
such sum not otherwise allotted,
BE IT RESOLVED that such projects and the allocation of such sum
be approved as hereinafter set forth:

BE IT RESOLVED by the County Board of Supervisors of the County
of Bayfield, 'disconsin, as follows:
1.It is hereby found and declared that it is necessary for the
County to borrow money in the amount of $100,000.00, or so much there --
of as may be determined to be required, for the purpose of construct-
ing and equipping a County Nursing Home and a Sheriff's office,
which borrowing will not cause the indebtedness of the County to exceed
any statutory or constitutional limitation and may and should properly
be effected in accordance with the provisions of Wisconsin Statutes,
Section 67.12 (12), as amended; and the Shaughnessy & Company, Inc.,
St. Paul, Minn., having agreed to lend such amounts to the County,
to be evidenced by promissory notes to be issued in the form and sub-
ject to the provisions hereinafter set forth, such provisions are
hereby found and determined to be reasonable and advantageous to the
County, and the agreement for the making -of such loan is hereby
approved and authorized to be executed on the part of the County
by the Chairman and the County Clerk.
2. To evidence such indebtedness, the County,shall.issue to said
lenders its promissory notes, to be designated as "Promissory Notes",
in the principal amount of $100,000.00,, or such portion thereof as
is required to be issued in order to pay the County's share of the
cost of constructing and equipping a County Nursing Home and a Sheriff's
Office. Said notes shall be dated as of Oct.l, 1958, and shall be
100 in number and numbered from 1 to 100, inclusive, each in the
denomination of $1,000, and shall mature in order of serial numbers on
Oct. 1 in the years.an d amounts as follows:

Notes of said issue maturing after Oct. 1, 1963 shall each be subject to
redemption,and prepayment', in inverse order of serial numbers on said
date and any interest payment, date thereafter, at par and accrued interest,
upon notice of call for redemption mailed not less than 30 days prior

Notes of this issue number 1 to 54., inclusive are payable
on their respective stated maturity dates., without option of prior

4. Said notes Mall be prepared for execution under the direc-
tion of the County Finance'Committee, in accordance with its determina-
tion of the amount of notes necessary to be issued, and when so prepared
shall be executed on behalf of the County by the signatures of the
Chairman of the Board and County Clerk, and by affixation of the seal
of the County, and the interest coupons appurtenant thereto shall be
executed and authenticated by the printed, engraved or lithographed
facsimile signatures of said officers. When said notes have been so

from the foregoing dollar amounts by resolution of the County Finance
Committee in the event that the amount of notes to be issued is reduced
but the amounts of the annual levies'shall not be reduced below amounts`

6. said taxes shall be extended upon the tax rolls of the County
for the respective years above set forth and shall be collected in the
respective ensuing years with and as a part of other lgeneral taxes
levied in and for said County, and proceeds thereof; when collected,
shall be credited to a separate and special sinking fund which is here-
by created and shall be maintained on the books of the County until said
notes and interest are fully paid, and the moneys in said sinking fund
shall be used for no other purpose then to pay said notes and interest
when.due, except that if any payment of principal .or interest shall

fall due when there is not sufficient money in said fund to pay the
same, then such principal or interest shall be paid out of any funds
of the County available therefor, and such funds shall be reimbursed
for such advances out of said levies when collected. Said sinking fund
shall be administered in accordance with the provisions.of Wisconsin
Statutes Section 67.11.
7. The officers of the County are hereby authorized and directed
to prepare and furnish to said purchasers, and to the attorneys approv-
ing the legality of the issue of said notes, certified copies of all
proceedings and records of the County relating to said notes and all
such other affidavits and certificates relating to the financial con-
