Nelson, that the.County Clerk cast unanimous ballot for Clarence L. Olsen as _Chairman.. Motion carried. The County Clerk cast the unanimous ballot for Iulr. Olsen as directed. Moved by Moore and seconded by Stuart to nominatek Edward A. Pajala as ice -Chairman. Moved by Herman Hanson and seconded by C. 0. Nelson that nominations be losed and that the County Clerk be directed to cast a unanimous ballot for Edward A. ajala for Vice -Chairman. Motion carried. The County Clerk cast the unanimous ballot for Edward A. Pajala for Vice- hairman as directed. The Board then proceeded with the election of a member to the Highway Committee District #3. On Lotion C. 0. Nelson was nominated. Moved by Burlager and seconded by Stuart that the nominations be closed. Motion arried. Moved by Evald Johnson and seconded by Burlager that the County Clerk cast a animous ballot for C. O.-Nelson as a member of the Highway Committee. Motion carried. The County Clerk cast the unanimous ballot for C. 0. Nelson as directed. The following resolution was read: R E S O L U T I O N BE IT HEREBY RESOLVED, That the rates for the Publication of official county board minutes and publication of legal notices be set as follows for the ensuing year: $1.15 per folio for the first publication .35 per folio for printing supplements of county board proceedings, and $ 25.00 for the distribution of the.supplements to other than the.official paper. BE IT FURTHER RESOLVED, That "The Washburn Times" be the official paper for the ensuing year. Presented by: Clarence L. The following communication was read: STATE GEOGRAPHIC BOARD MADISON JANUARY 20, 1958 Mr. Ludwig Tranmal Bayfield County Clerk Washburn, Wisconsin Dear Mr. Tranmal: The U. S. Board on Geographic Names has informed us of its disapproval of the name'Eko Lake, as recom- mended to that Board by the State Geographic Board, for the lake located in the NE NE of Section 36, T. 49 N., R. 5 W., Bayfield County. If the County Board would care to'suggest any alternative names for the consideration of the State •Geographic Board and subsequent .consideration by the U. S. S. Board on'Geographic Names at meetings on October 10, 1957, and November 27, 1957, approved several names of features in Wisconsin as recommended to that Board by the State Geographic Board. We are happy to inform you that three names for lakes in Bayfield County, as listed below, were in- cluded in the approved names: East Davis Lake (Unnamed) Sec. 10,11, T44N, R6W West Davis Lake (Not: Osborn Lake: SEA, Sec. 10, T44N) R6W Lake Lizzie (Not: Davis Lake, Lake Lizzy) S2 Sec. 15, T44N, R6W This constitutes final approval of the names as indicated for these lakes located in the Chequamegon National Forest, Bayfield County. The following resolution was read: F � � RESOLUTION NUMBER 13 Introduced by the Legislative Committee. WHEREAS, the Legislature of the State of Wisconsin originated the Wisconsin State Crime Laboratory for the purpose of assisting the various local law enforcement agencies in the State of Wisconsin when such local agencies are not equipped or when the serious ngture of a crime requires a more technically skilled staff, and WHEREAS, the State Crime Lab was originally and successfully financed by State budget and proved itself to be a very efficient department during that time, and WHEREAS, the 1955 Legislature amended Chapter 165 so as it was necessary for the State Crime Lab to charge back to the counties at the rate of one-half of the services rendered to the county for any municipality therein asking for State Crime Lab service, and WHEREAS, it was found that said charge back system has hampered the operation and efficiency of the State Crime Lab to a great extent, and in some cases these charges are impossible to - -April- -15 , - 1958---- --- separate on a fair and equitable basis which can cause one county to pay for an investigation that should rightly be the obligation of a number of counties, and WHEREAS, Wood County and some of the municipalities therein have had need for the services of the State Crime Lab at some time or another and feel the availability of such service in the future is advantageous to Wood County and all other law enforcement agencies operating in the State of Wisconsin and WHEREAS the Wood County Board feels that the State Crime Lab operating on a State basis should be financed entirely by State budget in the same manner as any other State function, NOW THEREFORE BE IT RESOLVED by the Wood County Board of Supervisors that we ask the Legislature to take action so as to repeal Subsection 8 of Section 165.01 of the state Statutes, and BE IT FURTHER RESOLVED that certified copies of this resolution be sent to Assemblymen A. J. Crowns, John S. Crawford, Senator W. W. Clark, Ben Hanneman and the Attorney General and C. M. Wilson of the State Crime Lab, and t,o all County Clerks. The following resolution was read: R E S O L U T I O N WHEREAS, Bayfield County is the owner of Out Lot A, First Addition to Long Lake, in Section Two (2) Township Forty-seven (47), Range Eight (8) and, WHEREAS, the County has a buyer for this property and, WHEREAS, said property.is not needed for public access to Long Lake and, WHEREAS, a sale of said property is affected by a former Resolution of the Board, which Resolution is intended to assure the public of access to lakes; THEREFORE, BE IT RESOLVED, That the sales committee be authorized and directed to advertise this property for sale. Motion carried. - April 35 ,--1-958-_- The following resolution was read: R E S O L U T I O N .BE IT RESOLVED by the County Board of Supervis- ors -in regular session assembled this 15th day.of April 1958, that the.County Clerk be and he is hereby authorized and directed to proceed with the work of taking tax deeds for Bayfield County on all county owned tax certificates.that are now and will be subject to tax deed during the next year, such work to proceed under Section 75.521 of the Statutes. 'J _ The property was originally purchased .by my husband Clifford Van Loon and his father Renard in whose name the deed was listed. Now both are deceased and I would like to be able to purchase the tax certificates and keep it for my son who is fifteen and his father's namesake. Bailly District Geologist BEAR CREEK MINING COMPANY CENTRAL DISTRICT 3361 REPUBLIC AVENUE MINNEAPOLIS 26, MINNESOTA FINAL REPORT WORK IN BAYFIELD COUNTY, WISCONSIN Work on the Mellen Gabbro area of Wisconsin was begun by Bear Creek Mining Company in 1953 and was based on the fact that similar rocks elsewhere in the world contain economic deposits of copper -nickel miner- alization.- The most noteworthy example of this is the Sudbury, Ontario District from which comes the greater,part of the free world's nickel. As geologic maps of the area underlain by the gabbro (Collo quially called black granite) were inaccurate, during 1953-54 Bear Creek had geologists in the field mapping the entire gabbro intrusive from Hurley, Wisconsin west to Lake Namekagon in Bayfield County. This work uncovered several areas where copper -nickel mineralization occurred in the gabbro in greater than accessory amounts. It also revealed to us the area shown on the attached map where the gabbro makes a strong inden- tation into the rocks to the south. Since copper -nickel ore is found in similar structural environments at Sudbury, Ontario, we decided to give this area a closer look. Because exposures of ledge are few, we had to turn to indirect methods in order to determine whether or not the area was underlain by ore. First the area was covered by an airborne electromagnetic survey. This was followed by cutting the grid lines shown on the map and running these lines with magnetometer and three different electrical instruments. The area was carefully combed for exposures of ledge. This work was followed by drilling a number of diamond drill holes. The }sand owned by the County and under lease to Bear Creek is underlain mostly by granite of Archean age. (Shown in flue on the map.) It is interesting to note that these are some of the oldest rocks known on earth, being some two billion years old. Much later in the - - - April 15-, 1958 - - history of the earth, about 500 million years ago, these Archean granites were intruded by molten gabbro. This gabbro was emplaced deep within the bowels of the earth and probably took hundreds of years trystalize into the hard rock we now see. Shortly after the gabbro had cooled, a great upheavel took place in the Lake Superior Area. The area now occupied by the lake began to subside, and the rocks around its margins were turned up on end. It was.orogeny that b.bought the once deeply buried gabbro to its present position. As can be seen from the map, the gabbro just touches the northeast corner of the SW1 of the NWT,, Section 25, T44N, R5W. No geophysical anomalies were found on the County land, and as there was no geological evidence of economic mineralization, no further work or drilling was done on the County land. George A. We realize the importance to the County of your decision as to how to handle the matter of two mining companies requesting leases -- one on a limited acreage and the -other on a much larger. acreage which includes the smaller parcel. It would be difficult to determine in advance which agreement will be of greatest benefit to the County, particularly since we presume the lease terms being offered by the two companies are quite different. One thought which has come to mind since we were there is this: if the Company requesting the larger acreage actually finds mines on the land requested by the other Company, there is no reason to sup- pose that because a larger acreage is being explored, actual production will be slower than in the case of the Company requesting the limited._ acreage. it is my belief that whenever and wherever a commercial ore body is found, production will be programmed as soon as possible and as soon.as is consistent with sound mining and economic principles. It is also,conceivable that insufficient ore might be found on the limited acreage to suppott a mining program, therefore, the Company acquiring the larger acreage,might make sufficfaent discoveries to start an industry, April 15, 1958 whereas the Company with limited acreage might become discouraged due to lack of tonnage. As you know, Bear Creek iviining.Company is a wholly -owned sub- sidiary of Kennecott Copper Corporation. Our company is acting as an exploration branch for Kennecott Copper Corporation only and for no other company. I certainly feel that it would be entirely proper for the county to charge per blank perhaps 5¢ a sheet as some counties do or.make a charge for a set of forms fcr probate as is done by some other counties but I do not think in the course of a year we use any Bayfield County forms except prrhaps a stray form now and then when we happen to be over there and I do not feel that we are justified in making any charge except on the basis of.forms, that we actually use or buy. If we should be handling a matter for you we would now absorb our charge for forms but if Bayfield County puts that arbitrary charge in the form of a fee which we are asked to pay to the County Court we would be obliged to charge you for that amount of filing fee. I sympathize with you in trying to .balance your budget but I see no reason why your budget can't be balanced if you charge for forms used the cost of printing them and let every use pay for his own forms. Olson Bayfield County Board Chairman Court House Washburn, Wisconsin Dear Sir: In .accordance with Section 46.17 (3) of the Wisconsin Statutes, the Bayfield County jail was inspected on December 11,1957; and the following conditions were found: The standards of cleanliness, sanitation9.and appearance as maintained in the Bayfield County jail are very good. A metal cabinet has been installed in the storage room to provide storage space for linens and supplies. Sat 654 pr_il_16_,_195� At the time of this inspection no jailer was on duty -as required by Section 53.4.2 of the Wisconsin Statutes which state, "There shall be a keeper or custodian or attendant present at every jail while there is a prisoner therein." Officials of Bayfield County were contacted and the problem discussed. I was informed that there are plans to build a sheriff's office as an addition to the jail, construction of which is planned for early in 1958. In view of the above it is suggested that the sheriff with the cooperation of the Bayfield County Board arrange to have a person in attendance as jailer at all times a prisoner is confined. .The other alternative is that the sheriff shall transport such persons as must be held to a jail which does have such service. Would it be possible for you to send me about 15 copies, if you have a sufficient supply?, nequests,from state institutions are filled without charge,,but organizations outside the state pay $1.25 a copy. We take this money and put it in � our Four County Development treasury for stationery, . postage, telephone, and other incidental expenses. So far, this revenue from the sale of copies has been sufficient to keep us going. However, the demand for copies has fallen to about one per week, so some day we will be out of operating money.. Sorry to hear that Henry J.S. Hanson was defeated. He was a good man on both the Steering Committee and the Development Group.. April l6,_1958- The following resolution was read: R E S 0 L U T I 0 N BE IT RESOLVED by the County Board of Supervisors of the County of Bayfield, 'disconsin, as follows: 1.It is hereby found and declared that it is necessary for the County to borrow money in the amount of $100,000.00, or so much there -- of as may be determined to be required, for the purpose of construct- ing and equipping a County Nursing Home and a Sheriff's office, which borrowing will not cause the indebtedness of the County to exceed any statutory or constitutional limitation and may and should properly be effected in accordance with the provisions of Wisconsin Statutes, Section 67.12 (12), as amended; and the Shaughnessy & Company, Inc., St. Paul, Minn., having agreed to lend such amounts to the County, to be evidenced by promissory notes to be issued in the form and sub- ject to the provisions hereinafter set forth, such provisions are hereby found and determined to be reasonable and advantageous to the County, and the agreement for the making -of such loan is hereby approved and authorized to be executed on the part of the County by the Chairman and the County Clerk. 2. To evidence such indebtedness, the County,shall.issue to said lenders its promissory notes, to be designated as "Promissory Notes", in the principal amount of $100,000.00,, or such portion thereof as is required to be issued in order to pay the County's share of the cost of constructing and equipping a County Nursing Home and a Sheriff's Office.
