COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1959
December..l, 1958
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin, regular—
ly assembled, does hereby ordain that such funds as may be made available to the county
for highway work in the year 195+nder the provisions of Section 20.420 and Chapter 83
of the Statutes shall be expended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the State Highway Commission
has notified the County Clerk that a sum of money estimated to be One Hundred Ninety —Six
Thousand One Hundred Dollars ($1969100.00) will become available at the end of the fis—
cal year under the provisions of Sections 83.10 and 20.420(83) and (84) of the Statutes,
for the county trunk.highway system in the county, but the actual amount will not be
known until the close of the fiscal year ending June 30, 1.959.
BE IT RESOLVED that the County Highway Committee is authorized and directed to
expend the said sum to the extent required, to match and supplement Federal aid for con—
struction, right of way, an+ ther costs on any Federal projects located on the county
trunk'highway system of said county, which are not recovered from Federal funds, and to
expend any balance for constructing, repairing, and maintaining such county trunk highway
system and the bridges thereon, including snow and ice removal and control, as direct—
ed in Section 83.10(1) of the Statutes, and to reimburse the general fund for any ex—
penditures that may be made therefrom pursuant to Section 83.01(6) of the Statutes. The
distribution to such purposes is estimated, but not specifically directed, to be as.
follows:
For construction, maintenance, snow removal and ice prevention on the County
nk Highway System.
SECTION III. WHEREAS the various highway activities for which provision is made
in this resolution are continuous from year to year, and the exact cost of any work
cannot be known at the time of making the appropriation therefor,
BE IT RESOLVED that this Board does hereby direct that.any balance remaining in
any appropriation for a specific highway improvement after the same shall have been
completed may be used by the County Highway Committee to make up any deficit that may
occur in any other improvement, which is part of the same item in the county budget,
for which provision is herein made, and any balances remaining at the end of the year
in any highway fund shall remain and be available for the same purpose.in the ensuing
year.
SECTION IV. WHEREAS the exact amountof the funds that will become available from
the state for highway purposes in the county under Section 20.420 of the Statutes will
not be known until on or after June 30, 1959,
BE IT RESOLVED that the County Treasurer is hereby authorized and directed to make
payments for the purposes for which such funds are to be used, as hereinbefore authoriz—
ed, from any funds in the county treasury that are not required for the purposes for
which appropriated prior to August 1, 1959, and to reimburse such funds in the county
treasury from the sums received under Section 20.420 of the Statutes.
SECTION V. WHEREAS the County Highway Committee and County Highway Commissioner
are charged with the duty and responsibility of carrying out the construction and'main—
tenance of highways for which provision is made, and other related supervisory and
administrative duties,
BE IT RESOLVED that the County Highway Commissioner shall have authority to employ,
discharge, suspend, or reinstate such personnel as he deems necessary for such purposes,
provided, however, that the County Highway Committee,may by action recorded in its
minutes determine the number of persons to be hired and may also at any time by action

so recorded order the County Highway Commissioner to employ, discharge, suspend, or
reinstate any such person. The term "personnel" or "person" shall include all patrol-
men, laborers, foremen, clerks, stenographers, or other employees necessary to carry
on such activities.

PROVIDING FOR THE ADVANCE OR TRANSFER OF CONSTRUCTION FUNDS
IN BAYFIELD COUNTY
WHEREAS Section.),84.03(5), Wisconsin Statutes, provides that the State Highway
Commission and County Board, or a County Highway Committee when authorized by the
County Board, may agree upon the advance of one or more future years' allotments for
such county under Section 84.03(3), to be expended on selected improvements on state
trunk highways or connecting streets within such county to the extent so agreed, and
WHEREAS occasions frequently arise when it is necessary or desirable to provide
for the advance, allocation, or transfer of construction funds to or between previously
authorized or additional needed construction improvements on state trunk highways or
connecting streets in this county,
THEREFORE, in order to provide for promptly making available.the funds necessary.
for such improvements and to avoid the delay and expense incident to calling a special
meeting of this board for such purpose,
BE IT RESOLVED. that the State Highway Commission be and is hereby petitioned to
advance pursuant to Section 84.03(5), Wisconsin Statutes, upon the filing of a request
therefor by the County Highway Committee of this county, which said `Committee is here-
by authorized to file, such sums as may be required and are not otherwise available
for any such previously authorized or additional needed construction improvements in
this county, with the understanding that the amounts thus advanced will be deducted
from future state allotments for state trunk highway construction in this county under
Section 84.03(3) of the Statutes, and
BE IT FURTHER RESOLVED that the State Highway.Commission be and is hereby peti-
tioned, upon the filing of a request therefor by the County Highway Committee of this

PURCHASE OF HIGHWAY EQUIPMENT
BAYFTELD COUNTY
WHEREAS for the construction and maintenance of highways, including the removal
and control of.snow and ice, it becomes necessary from time to time to purchase equip—
ment, the nature of and necessity for which cannot be accurately anticipated,
THEREFORE, BE IT RESOLVED that the County Highway Committee is hereby authoriz—
ed, pursuant to Section 83.015 (2) of the Wisconsin Statutes, to purchase without
further authority, and to the extent that revolving funds accumulated for such purpose
or appropriations made for such purpose are available, such highway equipment as they
deem necessary to properly carry on the work, and to trade or sell such old equipment
as may be considered to be for the best interests of the County.

BE IT RESOLVED, by the Bayfield County Board of Supervisors, assembled in annual

Committee and County Highway Commissioner, are hereby authorized to attend State Road
Schools, Conventions and/or other road meetings, and that their per diem and expense
be paid from the County Highway Administration Fund.

The following Resolution was read:
WHEREAS, the unsurfaced clay shoulders of U. S. Highway No. 2 from Ino to Ashland
in Bayfield County are dangerously slippery when wet, and
WHEREAS, this portion of U. S. Highway No. 2 is a primary Federal Aid Highway
and apart of the Wisconsin Arterial Highway System carrying a daily traffic of from
2,000 to 4,.000 motor vehicles per day in 1957 on an annual 24 hour average, and
WHEREAS, most of the above traffic is non-resident, non -local, high speed, thru
traffic, causing continuous difficulty and complaint for several years past,
NOW THEREFORE, BE IT RESOLVED that the State Highway Commission of the State of
Wisconsin be and it is hereby requested to provide adequate crused gravel shoulder
maintenance on this highway where and as required.
BE IT FURTHER DIRECTED that the County Clerk be and he is hereby directed to
transmit a copy of this resolution to the Secretary of the State Highway Commission
at Madison, Wisconsin.

The following Petition was read:
TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS
Gentlemen:
The undersigned is one of the three children of Mrs. A. C. Riley, late of the
Town of Iron River, Bayfield County, Wisconsin, who, at the time of her death, was
the owner of property in Iron River described as Lot Nineteen (19), Block Two (2) of
the Original Plat and Lots Five - Twenty-four ( 5 - 24 ) both inclusive, of Block
Four (4) of Hessey's Addition to Iron River.
Your Petitioner further represents that the taxes have not been paid on this
property for a number of years and that the property is of insufficient value to
warrant going through probate proceedings in order to get the title assigned,to the
heirs who, in addition to the petitioner, consists in his two sisters, Mrs. Ruby
Bellini and Rosemary E. Riley;
That, accordingly, no probate proceedings for the proceeds of the estate of Mrs.
A. C. Riley is contemplated;
That said Mrs. A. C. Riley left no obligations or debts outstanding so far as
Tour petitioner is informed and believes and that the divided state of the title
nakes it difficult for the parties to agree on the payment or arrangements for the
?ayment of the tax;
WHEREFORE, Petitioner prays that he be permitted to purchase the tax sale certi-
ficates covering the sales of 1955 and 1956 for the taxes of 1954 and 1955 respectively.
Petitioner further represents that all of the other taxes have been paid by him

County in Annual Session assembled this lst day of Dec., 1958, that the Chairman
of the County Board, the County Clerk and the County Treasurer be and they are here-
by authorized to make short term loans in.an amount not exceeding $50,000.00 in the
aggregate, if in their.opinion it should be found to be to the County's interest to
make such loan or loans.

Several days ago you will recall the writer discussed the purchase of certain
isolated, scattered, small parcels of land and some forties,, all located within the
boundaries of the Chequamegon National Forest, land the County could have no con-
ceivable economic interest in wishing to retain other than they did not want it to

fall into the hands of people who might demand roads to it. I told you we wanted to
acquire this land to trade to the Forestry Service and would guarantee that it would be
so traded and that by selling us this land the county would benefit financially and the
possibility of any of the lands in question ever falling into private. hands would be
forever eliminated. You could see the advantages of our offer but expressed some doubts,
such as the lands would have to be advertised and that we might not be the highest
bidder, that no direct sales could be made by the sales committee to other than govern—
mental bodiesi
As I knew when I talked to you, the Sales Committee does have control as to who
acquires these lands --they are not obliged to accept the highest bid, they can accept
any bid of the appraised price or over, that they deem most advantageous to the county --
this I should know, having recently lost out on a forty to Tony Wise, although we bid
a considerably higher price for it than he did. In fairness, that rule'should apply in
this case if it is necessary to invoke'it. Due to.the extremely isolated lands which
were purposely selected because of their locations, it is hardly likely anyone else wee
would even bid on them.
Considering these facts I cannot see how any Sales Committee could object to the
lands in question being put up for sale. Will you please promptly contact the necessary
individuals, discuss this letter with them, toward the end that the lands in question
are promptly put up for sale?

To the Bayfield County Board of Supervisors:
Your Forestry Committee has considered the request of Bayfield Electric Coop-
perative, Inc., of Iron River, Wisconsin, for an easement through County owned lands
described as.f ollows: The SE SW of Section 12-47-8 as per resolution to the County
Board.
We, your Forestry Committee, recommends that this easement be granted with the
provisions covering timber stumpage according to the resolution adopted by the Bayfield
County Board November 14, 1952, as recorded in Volume 10, page 38 of Bayfield County
Board proceedings.

The Sport Shows were well attended this year. Chicago Show 350,0009 Milwaukee
The were passed out at the shows.
165,000.00. We printed 459000 folders.ASome are sent to information centers, local
resorts, taverns, filling stations, garages, sport shops and other places of bus-
iness where tourists want information.
The County Parks and trailer sites are getting more and more crowded. Toilets
were moved and cleaned. Two new ones were built at the Delta Park and the fire
places were repaired. Barrels were emptied at regular intervals, the grounds clean-
ed and some brushing. A little bulldozing was also done.
We increased the Budget for parks. This is due in part for expansion to take
care of more people. Taking in consideration the increased valuation of our resort
area, we believe that more of our tax dollars in the future should be spent on ad-
vertising, etc., to keep this valuable tourist business coming to this County. You
will see that this is also reflected in this year's Budget.

DRUMMOND LAKE DAM (Outlay 1958)
We had hoped that the Dam would be built this fall, but dealing with so many
agencies Federal, State Public Service Commission, Conservation and others. It has
been hard to clear away red tape. The plans for the Dam are being finished and the
Engineers have assured us that the Dam can now be built. We expect to start as soon
as the weather permits next Spring.

The following Resolution was read:
WHEREAS, Since the payment of bounties on wild and predatory animals has been
discontinued by the State of Wisconsin, and
WHEREAS, various.parts of the State of Wisconsin have now become infested with
animals upon which there were formerly bounties, and
WHEREAS, It would be in the best interest of various parts of the State of
Wisconsin to again pay bounties on such wild animals,

To the County Board of Bayfield County -
Gentlemen:
WHEREAS, our Wisconsin Laws in 73.06 (1) provide for an assessors school
each county
in,, each year, and
WHEREAS, the law further sets the salary or per diem and mileage each assessor
was to receive for his attendance at this meeting, and
WHEREAS, our legislature in session in 1957 changed this law and provided that
the county board -fix the assessors salary for attendance at this meeting, and mileage
for travel to and from this meeting.
THEREFORE, BE IT RESOLVED that the County Board of Bayfield County do take the
action provided for in this law, and set the salary and mileage for car travel of .the
Bayfield County assessors, attending these meetings, at the same per diem and for
mileage that is now being paid to county board members for attending county board
meetings. The same provisions should also cover other county meetings when called by
the Supervisor of Assessments.

Dear Mr. Tranmal:
Reference is made to your letter dated November 21, 1958, regarding my election
to the Board of Trustees of the Bayfield County'Rest Home. In my telephone call to you
thelother day, I accepted this trusteeship.
However, I have gone over this matter with my employer, and, because of the nature
of my work, it appears that I cannot accept this appointment. While I do not know
exactly how much Time will be required for meetings, it does appear that it would
possibly take at least one day each month for meetings, and, to start with, possibly
several days.
I deeply regret not being able to accept at this time. I wish to express my since
appreciation to the County Board members for having considered -my capability to serve
as trustee in this fine organization.

The following Resolution was read:
Whereas, the economic development of the southern part of Bayfield county is
substantially greater than at any other time in the history of the county, and
Whereas, the property values in that area have increased to a point where the
equalized valuation thereof represents 40% of the county's entire equalized valuation,
and
Whereas, by reason of the foregoing law enforcement duties and obligations have
become substantially greater;
Now, Therefore, Be It Resolved:
1. That the Sheriff in and for Bayfield County, as of the 5th day of January,
1959, shall be and is hereby authorized to appoint a full-time deputy sheriff who
shall be assigned to the south end of the county for the purpose of carrying out, under
the direction of the Sheriff, the duties and obligations of enforcement in that area;
and
2. That by the adoption of this resolution the sum of $7,000.00 shall be and
hereby is authorized to be added to the budget of the sheriff's department for the
following purposes:
a) The sum of $3,500.00 as and for the annual salary of said full-time
deputy; and
b) The sum of $3,500.00 or as much thereof as may be required, for the
purchase of an automobile, with the proper radio equipment, for the use of said full-
time deputy; and
3. That the adoption of this resolution shall be deemed to, and shall, confer
all of the necessary authority to.implement and effectuate in detail the purposes
hereinbefore set forth; and
4. That .the omission of any detail or requirement so to implement and effectuate
the purposes hereinbefore set forth shall not be or serve as an obstacle to the imple-
.mentation and/or effectuation hereof, it being intended hereby that all necessary
legal requirements are hereby adopted, and the failure to include such requirements
shall not be deemed to be an intentional omission thereof.

WHEREAS, Bayfield County contains within its borders a tax—exempt Indian Reser—
vation, namely, the Red Cliff Reservation, and
WHEREAS the County has incurred extra expense in law enforcement, arising by
reason of Federal legislation removing governmental controls over Indians and appears
to be eligible for the -assistance provided for in Chapter 575 of the Laws of 1957;
Now, Therefore, BE IT RESOLVED by the County Board of Supervisors of Bayfield
County, in annual session assembled, this first day of December, 1958, that application
be and is hereby made to the State of Wisconsin for assistance under Chapter 575, Laws
of 1957, for law enforcement; and
FURTHER RESOLVED, that a copy of this Resolution be certified by the County Clerk
to the Attorney General of Wisconsin with a request for certification of such applica—
tion, as is required under said..Chapter 575., Laws of 1957.

another, therefore,
BE IT RESOLVED by the Bayfield County Board of Supervisors in annual session this

ministered by the Welfare Department by and hereby are appropriated under one amount

PROPOSED BUDGET
FOR THE YEAR 1959
TO THE.HONORABLE BAYFIELD COUNTY
BOARD OF SUPERVISORS.
Gentlemen:
We the undersigned Committee on Finance, Budget and Equalization, hereby submit
our report and recommendations for 1959.
VALUATION
The recommended value of the County for 1958 is $31,6049295.00.
This is an increase of $4,873,805.00. It will permit an additional $$48,738.00
tax levy for county purposes.
It is interesting to note that the larger increases in valuation as a whole is in
Towns having lakes or recreational areas. The average overall increase is 20.49 per
cent.
SANATORIUM
The population is about the same as the past few years except that the number of
patients from other Counties than Ashland, Bayfield and Iron have increased.
An extensive program for window replacement in 1959 is incorporated in the budget.
SALARIES & WAGES
We have followed the recommendations of the personnel committee. There is no pro-
vision for increase of salaries or wages.
HIGHWAYS
The item for County Bridge Aid is increased.by $$14,967.72.
WELFARE
The major changes is a reduction.of $$20,000.00 for Old Age Assistance and an in-
crease of $40,000.00 for doctor, hospital.and medical.
PLAT BOOKS
We are recommending the printing of new up to date plat books of larger size and
to contain additional information.
HEALTH INSURANCE
Our attention has been called to legislation which authorizes municipal bodies
including Counties to provide partially or entirely, doctor and hospital insurance
such as Blue Cross and Blue Shield, to its officers and employees.
This matter will be submitted to the County Board for consideration by resolution.
FINANCE
It appears that there is no need for a bond issue for financing the construction
of the nursing home. We therefore recommend adoption of a resolution rescinding action
taken last meeting. We recommend the adoption of a resolution for temporary loans.
We are pleased to submit the following budget which is balanced and which we feel
isfai.r and adequate.
