Moved by Malinoski and seconded by Pajala to seat Hans J. Thompson
as a member of the County Board representing the Secondard of the City of
Washburn. Motion carried.
Mr. Beeksma nominated Clarence L. Olsen as Chairman of the County Board
for the ensuing year. A motion was made and seconded that nominations be closed.
Motion carried. Moved by Tribovich and seconded by -Stuart that the County Clerk
cast a unanimous ballot for Clarence L. Olsen.

Moved by Tribovich and seconded by Herman Hanson that Edward Pajala be nominated
as Vice -Chairman of the County Board for the ensuing year. A mo-Ion was made and
seconded to close the nominations. Motion carried. Moved by Herman Hanson and
seconded by Malinoski that the County Clerk cast a unanimous ballot for Edward Pajala
!as Vice -Chairman. Motion carried. The Clerk cast the ballot as directed.
The following Resolution was read:

Dear Sirs;
Since there is action pending regarding the leasing of County lands and
April 21, 1959
the mineral rights therein for exploratory and mining purposes, we, the
undersigned, hereby request that the County Board grant us an Easement
with option to lease, on the same terms, proportionately,chat.-you.decid®.,
to deal with Mining Companies under consideration. Said Easement with
option to Lease to be on all lands owned by Bayfield County -in the North
one-third (113) of the Town of Iron River, and the South one third (113)
of the. Town of Tripp.
We own property in Section 35, in the Town of Tripp, and Section 3,: in
the Town of Iron River. These properties -are adjoining. Hot water has
been found on this property, which, according to Geologists, comes off
from a very -rich vein of Ore. Exploratory work has been going on for a
considerable length of time and we have gradually produced more samples
of ore that are favorable. One such sample testing 54% Iron.
It has been our intentions during all this time to request the leasing
of land from the County. However,the contemplated deal with the Mining
Company was unexpected and has upset our plans. We do not feel that we
are cutting in on other concerns; on the other hand it could conc.eivably
be that there has been a tip-off from the results of our findings that
has brought the other concerns in. If that is the case we do not regret
it., The more there are interested the sooner Bayfield County will be
developed,and, after all, that is what all pf us here should hope and
pray for, as that is what is very badly needed.
We had hoped to obtain more evidence,before requesting an Easement or
Lease but the unexpected events that have taken place has forced us to
act sooner than had been anticipated. We feel that we have done suff-
icient exploratory work and produced enough bonafide results to be en-
titled to an affirmative consummation of the foregoing re quest.
We wish to express our thanks for your time and consideration in this
matter. The land involved in this request is the equivalent of approx-
imately $-; sections and is only a very small portion of the total under
consideration for Lease, and we hope you can see our side favorably.

Dr. Guzzo and Roy Shoemaker, Manager of the Washburn Hospital appeared before
the County Board. Dr. Guzzo spoke at length and gave a detailed talk about the
advantages of the Red Cross Blood Bank and explained what was necessary in order to
qualify for one. He asked the co-operation of the County Board members in passing
along this information to the residents of their respective district.

The following Resolution was read:
RESOLUTION
WHEREAS, the Counties of Bayfiel4l,Burnett, Douglas and Wash-
burn are presently negotiating with the Bear Creek Mining Company
for mining rights on publicly owned lands in these Counties, and
WHEREAS) the Industrial Development Committee of the Bayfield
County Board has met concerning the proposed lease with Bear Creek
Mining Company, drafted February 169 1959, for mineral rights in
Bayfield County,
NOW THEREFCR E,'BE IT RESOLVED, That the said Industrial
Development Committee'of the Bayfield County Board be authorized
to enter into the proposed easement with option to lease and the
mineral lease as drafted on February 16, 1959, subject to the
following changes:
1. In the granting clause of the mineral lease, the following
wording be inserted "that the public shall have the full use and
benefit of said,lands for recreational purposes, except thgt said
public may be excluded from said lands by the posting of no trespass
signs according to the statutes within a one mile radius of active
mining operations.
2. In the royalty clause #4 (b) (ii), the following words
be inserted at the end of said sentence "and any renewal thereof"
3. In the mineral lease under paragraph 14, the paragraph
read as follows "The lessee shall be entitled to and shall receive
for its use and information, all abstracts and other evidences of
title or certified _. copies of the same in the form as the lessor
may have in itts possession. Although, lessor believes that it
is the owner of the premises, the lessors does not make any repre-
sentations as to its title to the premises.
If the title to the premises, or any part thereof, shall be
defective or unacceptable to ordinary title standards of that
area, the lessor has the option to drop that parcel or parcels
of land from the lease or to correct the alleged defect.

4. Paragraph 16 of the mineral lease be eliminated in its
entirety.
BE IT FURTHER RESOLVED, That they said Industrial Development
Committee of the Bayfield County Board are only authorized to enter
into said proposed agreement providing the other three counties,
namely, Burnett, bouglas and Washburn Counties enter into and
execute resolutions similar to this.

DAY OF APRIL, 1959.
Without criticism of what may or may not have been done with county
owned land in the past, I do hereby wish to suggest to you, as repre-
sentatives of the tax payers in Bayfield County, that some changes be
made in your system of getting county owned land back on the tax rolls.
Present conditions demand that every effort possible tae made to
relieve the over burdened tax payer, by getting county owned land on
the tax roll as soon as possible.
In order to avoid unnecessary delays, the system should be revamped.
I am urging, that the board direct your Chairman along with the County
Clerk and County Treasurer to act as a mommittee of three, to handle
all sales of county owned land; and also, instruct the said committee
to employ a licensed'Real Estate Broker to appraise and make recommend-
ation as to price and proper method of disposal of county owned lands.
The duty of the Broker to include a close examination of all legal

descriptions of county owned property, to point out discrepancies,
if they should appear. By having a sales -committee which can act
without delay; such a committee would prove more satisfactory -to all
persons concerned.
Bayfield Bounty is noted for its good government, but the afore-
said matter does require your most careful consideration.

PETITION FOR AMENDMENT CF ZONING ORDINANCE
To the County Board of Bayfield County:
The undersigned hereby petition the County Board to amend the zoning
ordinance of Bayfield County as follows:
(Strike out any part which does not apply and number paragraphs con-
secutively.)
1. Section I of said zoning ordinance should be "amended to read as
follows: By inserting the following underlined words at the places indicated.
SECTION I

For the purpose of promoting public health,., safety- and general welfare
and regulating, restricting and determiningthe areas within which agriculture,
forestry and recreation may be conducted and regulating and restricting
areas along or in natural water courses, channels, streams.and creeks, and
establishing districts which are deemed best suited to carry out such pur-

poses, outside of the limits of incorporated villages and cities, and in
accordance with the provisions of Section 59.97 of the Wisconsin Statutest
the territory included in the boundaries of the following towns, to -wit:
Barksdale Barnes Bayfield, Bavview, Bell- Cable Clover Delta Drummond
Eileen, Hughes, Iron River, Kelly, Keystone, Lincoln, Mason, Namekagon,
Y
Orienta, Oulu, Pilsen, Port Wing, Pratt, Russell, Tripp and Washburn are here-
by divided into four classes of use districts as follows to -wit:
' 1. Forestry District
2. Recreation District
3. Flood Plain District
4. Unrestricted District

2. Following Section III of the ordinance add a new section as follows:
SECTION III - B
District Number 3 - Flood Plain District
In the Flood Plain District no building or structure used for human
habitation shall be erected and no existing building shall be moved unless
the land upon which said building or structure is to be erected and ten
feet beyond the limits of said building or structure shall prior to the
time of construction be raised to such a level that the main floor of said
building or structure shall not be less than seven fe,et.above the high water
level of Chequamegon Bay. No basement or other floor shall be constructed
below or at a lower elevation than the main floor.
Provided further, that septic tanks, dry wells and disposal fields shall
be constructed in such a way that the outlet of the septic tank shall be at
a minimum elevation:of 610 feet. Explanatory (note the average elevation
of the,Chequamegon Bay is 603 feet above sea level).
Minimum lot areas in the flood plain shall conform with Section H 65.03
(1) and (2) H65.05 and H 65.06 (4) of Chapter H 65, Wisconsin Administrative
Cade.
(Explanatory Note) (Copies of drawing 8 M 1031: may be seen in the offices
of County Clerk, Register .of Deeds and Town Board of the Town of Barksdale).
Such elevations as are provided for above shall be determined on the
basis of benchmarks which are established in accordance with drawing 8 M 1031
of the Wisconsin Conservation Department.
3. Said zoning ordinance should be amended to change the boundaries of
use districts as follows:
That the boundaries of District Nb. 3. the Flood Plain District in
the Town of Barksdale be in accordance with. drawing 8 M 1031 by the Wisconsin
Conservation Department a_copy _of which is on file in the Offices of the
Cow Clerk and -County Register of Deeds.
4. That the following definition of a flood plain b.e added to Section XII
Definitions of the Ordinances:
Flood Plain - An area of land bordering the present or former course of
a river or a stream and built of silt and other materials deposited at timas
of flood.

The petition of Edward Pajala of the Town of Washburn,
Bayfield County, Wisconsin, respectfully represents that he is
the Chairman of said Township and by virtue thereof a member of
the County Board of Bayfield County.
Petition is hereby made for an amendment of the Bayfield
County Zoning Ordinance so as to transfer the lands described
as:
The West half of Section 28,
The West half of Section 33,
The entire sections 20, 29 and 32,
all -in Township 49 North, of Range 5 West
in said Town of Washburn, Bayfield County, Wisconsin
to the Forestry Zone.

County Aid Bridge
Section 81.38 (3)
To the County Board of Supervisors
Bayfield County
Wisconsin
This petition of the Town of Mason and Town of Pratt
jointly, of Bayfield County, Wisconsin, respectfully
represents and shows to your Honorable Board that:
The Bibon Bridge over White River on or near the
Section Line between Sections 1-T.4.5 North -Range 6 West,
and 36-T. 46 North -Range 6 West on a public highway
maintainable by both said towns jointly., requires
immediate emergency repairs in accordance with the
provisions of Section 81.38 (3) of the Statutes.
The Towns of Mason and Pratt jointly have provided for
that portion of the cost of such repair as is required by
Section 81.38(3) of the Statutes and do hereby further

jointly agree that any County Bridge Aid under this petition,
when available, shall be paid to the Town of Mason.
The total cost of completed repairs is Four thousand
and not100 ( 4000.00 -Dollars.
WHEREFORE, Petitioner prays and make-s this application
to your Honorable Body for County Aid of one-half of the

RESOLUTION
WHEREAS, the Town of Bayview is desirous of acquiring
the real estate described as the Northeast Quarter of Northeast
Quarter (NEB, of NEI), Section Eight (8), Township Forty-nine (49)
North, Range Four (4) West., less 2.10 acres, which.constitutes
a railroad right-of-way and less the State Highway #13 right-of-
way, which real estate is situated in the township of Bayview,
Bayfield County, Wisconsin, and is presently owned by Bayfield
County,
NOW THEREFORE, BE IT RESOLVED:
That the said Town of Bayview be given the immediate
right to purchase said real estate from Bayfield County, in
accordance with the accepted standards of purchase and sale_,
for the sum of One Hundred Thirty-five and 07/100 ($135.07)
Dollars.

RESOLUTION
WHEREAS, the Town of Iron River, Bayfield County,.
Wisconsin now maintains in said.town a certain Town Road,
commonly known as the Pine Crest Road, and
WHEREAS, said road is in need of certain alterations
from a point where said road joins County Trunk Highway "H11 to
a point where said Town Road joins a second Town Road, running
northerly and southerly in the South One-half (S2) of the North-
west Quarter (NW1) of -Section Twenty-two (22) in said town and,
WHEREAS, Bayfield County owns certain lands through
which said Town Road passes, to -wit: The Northeast Quarter
(NEB.) of Section Twenty-one (21), Township Forty-seven (47)
North, Range Eight (8) West, and,
WHEREAS, it is necessary that the said Town of Iron
River obtain an easement over said lands owned by said Bayfield
County to permit said alterations in accordance with a Petition
filed with'the Town Clerk of said town, a copy of which is
attached hereto and made a part of this resolution, said
Petition describing more fully said proposed alteration.
NOW THEREFORE, be it resolved, that. Bayfield County
does and it hereby grants to the said Town of Iron River an
easement over and across the above described premises belonging
to Bayfield County, Wisconsin, for the express purpose of
constructing and altering a town highway as more fully set forth

WHEREAS, Bayfield County acquired title to the
South half of the Southwest Quarter (S' of SWw) of Section
One (1), in Township Fifty-one (51) North of Range Four (4),
West, by tax deed on August 25, 1926 on a tax certificate
of the sale held June 12, 1923, and
WHEREAS, the aforesaid land was entered under the
state forest crop law on February 13, 1932, and
WHEREAS, a judgment was issued in the Western
District U. S. A. Court on July 26, 1957, setting aside
the tax deed -to the County for the reason that it was
restricted Indian land and not subject to.taxation.
THEREFORE Be It Hereby Resolved, that.the County
Clerk make application to the Wisconsin Conservation
Commission to withdraw the above land from the state
forest crop law.

WHEREAS, Bayfield County receives funds from
the Federal Indian Agency annually for the purpose of
employing and contributing to the services of an Indian
Policeman for the Red Cliff Reservation, and
WHEREAS, the City of Bayfield employs a policeman
for the City of Bayfield, and
WHEREAS, the Sheriff's Committee of the Bayfield
County Board and the City Council of. the City of Bayfield
are desirous of combining the aforesaid positions to
create an Indian Policeman and Policeman for the City of
Bayfield as one job full time, and
WHEREAS, the City of Bayfield agrees to match Bayfield
County funds for the purpose of creating the aforesaid
position.
NOW, THEREFORE BE IT RESOLVED, that the positi on of
Indian Policeman and Policeman for the City of Bayfield
be combined into one full time job upon the condition
that the City of Bayfield match equally the funds contributed
by Bayfield County for such purpose.

Committee on Personnel to work out something satisfactory
and we recommend adoption of the follwoing resolution:.
IT IS HEREBY RESOLVED that the present arrangement
as to Jailer and Jailers and salaries be discontinued and that
the Sheriff be authorized to hire two full time attendants at
the salary of $2400.00 per year each, said attendants to take care of
the Jail at the Sheriff's office. Their work to consist of eight
hours per day for six days a week. Effective May 1, 1959.

The Chequamegon Bay'Squadron-of the CIVIL AIR PATROL is in need of funds for
