Meeting called to order at 10 A. M. by CLarence L. Olsen, Chairman.
The following members answered roll call.:

office that he will be unable to attend the County Board Session occuring on Thursday,
November 3, 1960.
In accordance with said official notification and in lieu of stated intended absence,
I herewith certify that Mr. Ben L. Lorenzen, Jr. is herewith duly authorized to serve
in place of the foregoing stipulated Washburn City Fourth (4) Ward absent Supervisor.
Acting in capacity as City Clerk for the City of Washburn and the issue having been

Father Paul Boshold a ppeared,.before the County Board as chairman of the Bayfield
:ounty Chapter of the Red Cross. He gave an oral financial report for this year .and
also read the quotas established for the various districts for 1961. He stated that
was resigning as county chairman and made a plea that the County Board Members
Support the 1961 drive and their new county chairman who is to be appointed.

This is written in accordance with Section 3 of our Easement with Option to Lease
dated May 1, 1959 which specifies that Bear.Creek Mining Company shall furnish you
annual reports on expenditures and footage of drilling.
From May 1, 1959 to April 11 1960, a total of 14,682 feet of drilling was done=
on County -owned lands. The amount spent directly on County -owned lands during
this period was $96,153.64. Included in this sum are costs of diamond drilling,
geophysical work, and supervision. We are enclosing a sworn statement by an
officer of Bear Creek Mining Company as prima -facie evidence of such annual expend-
itures and a tabulation giving details of the expenditures.

WHEREAS, the appropriations for social security aids are made under six different

WHEREAS, it is impossible to accurately predict the necessary appropriation for

WHEREAS, County Board action is necessary to transfer funds from one aid to

The following report was read:
REPORT OF THE CONSERVATION COMMITTEE
ADVERTISING AND OUTDOOR SHOWS
We attended 3 shows last -winter held at Chicago, Milwaukee and Minneapolis. The
Chicago and Milwaukee Shows were well attended as usual. We did not have a booth at
the Minneap9lisSh.ow for several years and decided to try it again this year. We
found that the attendance was very good and a great deal of interest was d1own in our
County and especially so bey trout fishermen. We feel that it was well worth while
to have been represented at the Minneapolis Show.
We find that people are becoming more interested each year in camp and trailor
sites as well as parks. This interest is very apparent at all shows.
This year we had 55,000 folders printed. They were distributed at the Shows,
Information Bureaus and some here in the County.

As mentioned before, more people crowd into parks, camps and trailor sites every
gar. With this in mind, we have enlarged the Delta Park this summer. We built more
laces to park trailers, a new road to another shoreline and we leveled the ground
so we can get spurs for more trailers and another boat landing.
Our budget this year has this in mind, we plan a well and other improvements
t. Big Rock Park.
STREAM IMPROVEMENT
The County Board set up a fund for stream improvement, This we believe is a
od investment and should be continued.
We have made a good start on 18 Mile Creek.
Highway 63 was relocated a few years ago. Erosion set in at Grandview at the
ill and bridge. This sand and dirt flowed down the creek and closed the channel.
he State Conservation Department furnished the engineering and advice. We did
ome brushing and the channel was opened by the use of dynamite. We spent approximately
700.00 on the project so far but there is a lot more to.do. There are more erosion
roblems and fencing .if we are to save this fine trout stream for the future. The
um of $500.00 was set aside from our appropriation on watershed management to help
omplete the Whittlesey Creek Project. It takes time to set up some of these projects
o we are asking that the balance of this fund be carried over to next year.

The Dam on Drummond Lake is now complete. With the large rain fall we -had this
all the lake is now full and.flowing through the Dam. The cost was $15,061.48 and
he budget was $16,000.00.

BUDGET FOR 1961
Our Budget this year is a little higher than last year. We are planning on a
ew booth display as there seems to be a little criticism in using the same display
oo long. We are also planning to get a more attractive map and colored folder and
ore money for parks so we can get that well for Big Rock Park.

The chair declared the Board adjourned at 2 P.M. to meet and act as a
Committee of the whole for the purpose of conducting a hearing on the budget.
There being no appearances the chair declared the hearing closed and that
the County Board resume business as such.
Mr. Bernard Klugow, State District Forester of the station at Brule and Earl
Erdman of the Iron River Ranger Station, appeared before the board. Mr. Klugow
succeeded John E. Hanson who retired last July. He spoke on the slash disposal
iaw. .
Vic C. Wallin of Grandview, representing the Southern Bayfield County
Sportsmen's Club, gave a short talk on watershed.man agement.

Gentlemen:
Whereas, the Recreational Industry is of major importance to Bayfield County and
the State- as a whole, and
Whereas, such industry is dependent upon our natural resources,.and
Whereas, our natural resources are steadily decreasing in reproductive value,.due
to public pressure without -an adequate program of care, and
Whereas, the need of such a program is recognized locally, State-wide and Nationally,
...
Whereas, we have the knowledge and trained personnel available,and
Whereas, such a program, known as -Watershed Management, involves the work of many
agencies, from the local level on up, and
Whereas, it is apparent that no worthy program can be in effect until such a time as
there is provided a permissive and directive program of co-ordination of the
various and many agencies involved;
Therefore, be it hereby respectfully requested that the Bayfield County Board adopt
a resolution directed to the Governor of our State, that he urge the
Legislature at its next executive session to give full and earnest consideration
to enacting a practical co-ordinating program in the interest of Watershed
Management.

WHEREAS, it was not practical to complete the stream improvement work on
18 Mile Creek because of heavy rains causing additional erosion,
THEREFORE BE IT HEREBY RESOLVED that the unused balance o4unds be carried
over and made available for this work in 1961,
BE IT FURTHER RESOLVED that the $500.00 granted out of the appropriation
for Whittlesey Creek Project also be carried over and made available for 1961.

CIVIL AIR PATROL
Ashland, Wisconsin

To the Bayfield County Board
Bayfield County, Wisconsin
Gentlemen:
As you know, the Civil Air Patrol is formed of a group of local people,
interested in aviation and civic duty. As our organization is strictly self
supported, we for the most part depend on contributions for our activities. We
have purchased our own aircraft and are building a hangar for it at the new
Ashland-Bayfield County airport.
Last -year, (1959-60) Ashland County donated the sum of $1,000.00 for our
aid, and with it we purchased a bus from the Air Force and have made a mobile
unit containing our radios, light Plant, and search and rescue equipment.

Whereas, Bayfield County is without a Superintendent of Schools, and
Whereas, the Wisconsin Statutes 39.06 (3) permits the jointure of two or more
counties under one Superintendent of Schools, and
Whereas, the Bayfield County Board instructed the Education Committee to
meet with the Douglas County Education Committee, and
Whereas, a meeting was held at Iron River, Wisconsin on September 16, and
both committees agreed to ask Mr. Watson, State Superintendent of Public Instruction,
to hold a.public hearing on the jointure of the offices of Superintendent of Schools
for Bayfield and Douglas counties, and
Whereas, a public:,_ hearing was held by the State Superintendent of Public
Instruction at Washburn, Wisconsin on October 10, and
Whereas, both of the education committees agreed to ask their.respective
County Boards to approve of the jointure, therefore
Be It Hereby Resolved, that ' Bayfield and Douglas Counties shotild join
the offices of County Superintendent. of Schools under one Superintendent as
prescribed in Chapter 279, section 39.06 of the laws of 1.959..

Whereas, the County Superintendent of Schools must hold a Master's Degree and
meet the other requirements for certification by the State Department of..Public
Instruction, and
Whereas, the average salary being paid to other school administrators in
the county, holding comparable qualifications is approximately seven thousand
dollars ($7000) per year, and
Whereas, the County Superintendent of Schools must bear the cost of
campaigning for his office every two years, and
Whereas, the present salary is not suff icent to attract any qualified person
to apply for the position, and
Whereas, the Wisconsin Statutes, section 39.06 (6) authorizes. the County
Board to adjust the salary, to be paid the County Superintendent of School, at
any time during his term of office, therefore
Be It Resolved that the annual salary of the County Superintendent of Schools
be raised to seven thousand dollars ($7000) per year.- This salary shall include
all per diem for regular committee work.

Robert M. Spears, Bayfield County Trustee of Pureair Sanatorium, spoke
to the County Board on the operation of the institution. He explained that if
the present trend continues with reference to control of tuberculosis that the
matter of a dual use for the institution should have serious consideration some
time in the near future.

WHEREAS, Garnet Hooper passed away recently. He had been a member of the
County Board several years ago and served on a number of committees of the County
Board with distinction and,
WHEREAS, Bayfield County and the Town of Tripp whom he represented gained
from his faithful service,

condolence to Mrs. Hooper and children and,

and $30.00 for senior, semi -senior and junior accountants respectively. It is
estimated that the cost will total Two Thousand Five Hundred Dollars ($2,500.00).
This will include, as in prior years, an audit of the records of the General

I "Eugene A. Lamoreaux,'' of the. City of Bayfield, request that I may purchase from
the County, with your approval the property described as; "Lot 8 in Block 24" in the
City of Bayfield for the sum of "$368.25," which includes delinquent taxes, interest
and special assessments due, up to December 1, of the present year, 1960.
My family and I have been occupants of the above described property since May of
1946. At that time I paid all the back taxes due and continued to pay the yearly
taxes in the hopes I would be able to obtain a deed to the property eventually. We
paid taxes until and including the year 1952, then being unable to obtain the deed we
failed to pay any more taxes because of not being able to ever own the property.
Bayfield County has now taken deed to the property and have the above mentioned
amount of money against it which is $368.25. It would seem to me, and I pray to you,
also present, that you would like the property to be on the tax rolls again in the
interest of my family and myself and other children depending on -it for a home which
is so very necessary to their well-being. The property is slowly deteriorating and
if I am able to reclaim for the judgment., against it now I.could then fix and repair
and know that we would have really a home we could call our own.
I hope and pray you will grant me this request in the foregoing letter.

Reference - is made to the request by S.D. Austin for a right-of-way easement
through Forest crop land. Said easement would start from a. point known as the
Blueberry Road approximately two chains east and three chains south from the center
of the SW SE of Section 1-51-4; Thence continuing north through the NW SE into the
SE NE for a distance of 38 chains; thence on a 450angle to the Northwest corner of
the SE NE of Section 19 Township 51, Range: 4 west, to the corner of Austin's lot.
The above request was referred to your Forestry Committee and at their meeting
of October 25, 1960, they recommended that said easement be granted to the Town
of Russell for a four rod right-of-way. The marked painted boundary put in by the

RESOLUTION
COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1961
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to the
county for highway work in the year 1961 under the provisions of Section 20.420 and
chapter 83 of the Statutes and the.additional sums herein appropriated shall be expended
as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT.. WHEREAS the State Highway Commission
has notified the County Clerk that a sum of money estimated to be Two Hundred Twelve
Thousand, Seven Hundred & 00/100 Dollars ($212,700.00) will become available at the
end of the fiscal year under the provisions of Sections 83.10 and 20.420(83) and (84) of
the Statutes, for the county trunk highway system in the county, but the actual amount
will not be known until the close of the fiscal year ending June 30, 1961.
BE IT RESOLVED that the,County-Highway Committee is authorized and directed to
expand the said sum to the extent required to match and supplement federal aid for
construction, right of way, and other costs on any Federal projects located on the
county trunk highway system of said county, which are not recovered from Federal funds,
and to expend any balance for constructing, repairing, and maintaining such county
highway system and the bridges thereon, including snow and ice removal and control,
s directed in Section 83.10(1) of the Statutes, and to reimburse the general fund for
expenditures that may be made therefromxr��xxxx�x�xXX
pursuant to Section 83.01(6) of the Statutes. The distribution to such
oses is estimated, but not specifically.directed., to be as follows:
For construction, maintenance, snow removal and ice prevention on
the County Trunk Highway System.
SECTION III. WHEREAS the various highway activities for which provision is made
this resolution are continuous from year to year, and the exact cost of any work
annot be known at the time of. making the appropriation therefor,
BE IT RESOLVED that this Board does hereby direct that any balance remaining in any
propriation for a specific highway improvement after the same shall have been completed
ay be used by the County Highway Committee to make up any deficit that may occur in any
ther improvement, which is part of the same item in the county budget, for which
rovision is herein made, and any balances remaining at the end of the year in any
ighway fund shall remain and be available for the same purpose in the ensuing year.
SECTION IV. WHEREAS the exact amount of the funds that will become available
om the state for highway purposes in the county under Section 20.420 of the Statutes

employ, discharge, suspend, or reinstate such personnel as he deems necessary for
such purposes, provided, however, that the County Highway Committee may by action

discharge, suspend, or reinstate any such person. The term "personnel" or "person"

County Board, may agree upon the advance of one or more future years' allotments
for such county under Section 64.03(3), to be expended on selected improvements
on state trunk highways or connecting streets within such county to the extent so
agreed, and
WHEREAS.occasions frequently arise when it is necessary or desirable to provide
for the advance, allocation, or transfer of construction funds to or between previously
authorized or additional needed construction improvements on state trunk highways or
1 connecting streets in this county,
THEREFORE, in order to provide for promptly making available the funds necessary
for such improvements and to avoid the delay and expense incident.to calling a
special meeting of this board for such purpose.,
BE IT RESOLVED that the State Highway Commission be and is hereby petitioned

Wisconsin, and terminating in the West One-half (h) of the.Southwest corner of
Section Eighteen (18), Township Forty-three (43) North, Range Five (5) West, at its
junction with County ..Trunk Highway M, and
WHEREAS, Said Highway services tourist travel to numerous lakes and streams in
said area, lime quarries, sand pits and other commercial and private travel, and
WHEREAS, The said towns are unable financially to properly improve said
highway and to maintain it in such condition as to satisfactorily accommodate said travel,
and
WHEREAS, It is deemed desirable by the above named towns to place said highway
on the County Highway system for the purpose of properly improving and maintaining
said highway to accomodate the traveling public as aforesaid,
NOW, THEREFORE, BE IT RESOLVED by the Board Supervisors of said Bayfield County,

I am advised by Mr. Tranmal, County Clerk, that the Bayfield County Board at its

meeting on November 3 rejected the jointure of the Bayfield and Douglas county
superintendencies by a v.ot.e of 27 to 3. While I regret very much that the
Supervisors did not see fit to take this -dep,.it is nevertheless their responsibility
to vote their opihions as they see these various problems.
I am also advised that the salary of the county superintendency was increased to $6,500
per year with no extras of any kind to be added. It would also appear that the salary
of the Supervising Teacher has-been supplemented by $100 per month retroactive to
August 15 and until such time as a County Superintendent is secured for Bayfield County.
As I read the statutes, it is necessary for Bayfield County to have a County
Superintendent of Schools. There are some responsibilities of the office that can not
be given to any other individual. It therefore seems essential to me that. through
publicity and solicitation the County Board secure some eligible candidates to be
considered for appointment to the position. I really feel that I have made a proper
effort in filling your vacancyand can not make a further expenditure of state fuhds
until and unless there are some eligible and interested candidates really available
for appointment.
I shall await further word from you.

21, 1960), we advise that we have had the right-of-way required from the County
cruised by a competent timber cruiser.
The results of such cruise show that the merchantable timber on the right-of-way
required from the County is very nominal, being only 4 cords of Aspen. The
evaluation at $1.90 a cord would amount to $7.60. There is also 0.57 acres
reproduction value (in planted trees) which, at $15.00 per acre, amounts to $8.55.
Total consideration, therefore, would be $16.15.
We suggest you show the consideration of $16.15 in the deed sent you with our
letter of October 21 and, if County Board action has been taken, execute the deed
and forward it to us. We will have the deed recorded and forward check in payment.

Under our Easement with Option to Lease, we have certain obligations regarding
the disposition of remaining drill cores As indicated in our semi-annual reports,
we have done considerable drilling in the area where your lands are located. The
storage of the drill cores is becoming quite a problem, and we would like to suggest
the following:
Bear Creek proposes that it will-', at its own cost, have all remaining drill cores
shipped for storage to the permanent core storage facilities of the U. S. Bureau of
Mines at Fort Snelling (suburbs of Minneapolis), Minnesota. The U. S. Bureau of
Mines started about ten years ago to open in various parts of the country drill core
libraries where all drillers are welcome to have their rock cores stored at no cost.
Our company has already placed in storage at Fort Snelling the drill cores remaining
from some of our terminated exploration projects.. We have found.this storage to be
convenient and well -organized. Any authorized person wishing to have access to the
core can do so within a short time after giving notice of interest. Such storage
has been approved also in several instances by the Minnesota Geological Survey and the
Wisconsin Geological Survey.
Our proposal goes beyond the obligations spelled out in our Easement and we
hope it will be satisfactory to you. Please let us have your reply to this proposal
as soon as possible and preferably before November 15, 1960.

Dear Sir:
A comprehensive audit of the records of Ashland's St. Joseph's Hospital discloses
that as of June 30, 1960;.-,patient cost per day has risen to $15.27. As you are well
aware, the hospital charge for welfare patients has been and is $10.50 per day.
The audit further disclosed that a net loss in excess of $48,000.00 has been
incurred in the first six months of 1960, and this figure does not take into consideratic
the services of the Sisters operating'the hospital. This situation is alarming to say
the least, and steps must be taken immediately to correct it.
Up to this time it has been necessary for the Motherhouse at Donaldson, Indiana,
to underwrite the deficits mentioned in the preceding paragraph. This, of course,
cannot continue, which puts into jeopardy the jobs of 135 hospital employees with
an annual payroll of approximately $300,000.00.
Consideration must also be given to the need for constant replacement of
equipment. and improvement of facilities. This is especially important in a hospital
where the health of the people of this area is so directly concerned.
Continued operation of the hospital and improvement of facilities can only be
accomplished with adequate revenue. The only source of revenue available is the
charge made to patients, and obviously.-, this must be adjusted to current conditions.
For the reasons stated above, the daily rate for welfare patients .is being
increased to $14.50 effective January 1, 1961. This will not by any_means correct
the serious deficit now existing, but will help to decrease the rate of loss. Further
adjustments in this rate will be necessary if hospital costs continue to increase.
This advice is sent to you now so that you may provide for the necessary funds in your
budget for 1961.

FOR THE YEAR 1961
TO THE HONORABLE BAYFIELD COUNTY'
BOARD OF SUPERVISORS.,
Gentlemen:,
We the undersigned Committee on Finance, Budget and Equalization, hereby submit
our report and recommendations for 1961.
VALUATION
The recommended value of the County by the Supervisor of Assessments for 1960
is $33,281;845.00. The 1% limit -of -taxation for County purposes is $332,818.45.
Since -preparing the budget we have received the correct figures for State Special
Charges which increases the expenditures by $6,423.70 compared to the original budget.

After applying the adjustment of -State Special Charges the budget is $16,306.30 under
the 1% legal limit of taxation.
SANATORIUM
There were a few more patients from Bayfield County added after the Mobile X-Ray
Unit was in the County and our ratio of costs increased according. This is reflected
in the budget.'.
SALARIES & WAGES
The Personnel Committee is -recommending the State Retirement Program or a 10%
over the board increase in salaries .and wages with a few exceptions. The Finance
Committee feels the decision should be the responsibility of the County Board.
HIGHWAYS & BRIDGES
The County Bridge Aid is $5008.09 an increase -of $3008.09.
.WELFARE
We recommend that a study be made of the co,st of. drugs due to the large increase
for this item in the budget. -The item of Doctor, Hospital and Medical has been added
to each class of welfare cases and.shows a considerable increase when analized and
compared to last years budget.
REST -
HOME .
The Rest Home ane wounds have been completed. It has been operating at full
capacity. The State has approved the increase in per capita costs so that the items
for expenditures and receipts are about equal in the 1961 budget.
FINANCE
We recommend the adoption of a resolution authorizing short term loans.
r AUDIT
The audit report covering 1959 operation has been completed. The Auditor will
meet with the Committee,,dnd explain :his report in detail.
We recommend the acceptance of his proposalfor the audit'of the 1960 records.
