MINUTES OF BAYFIELD COUNTY BOARD
Meeting called to order at 10:00 A.M. by Edward Pajala, Chairman.
The following members answered roll call:

Please be advised. This is to introduce Mr. Harvey A. DeMars, resident of the
First Ward, City of Washburn, who has been duly authorized to serve on the Bayfield
County Board representing said City in lieu of the vacancy of Mr. Richard L. Holman,
regular First Ward Supervisor who will be unable to attend the Bayfield County Board
Session commencing on Tuesday, April 17, 1962. Will you kindly notify the Board
Chairman of this personnel change.

Moved by Tribovich and seconded by Sampson that the minutes of the Annual Meeting
last Fall be corrected by eliminating the note following the action on excess delinquin-
cy. Motion Carried.

Moved by Tribovich and seconded by Mammoser that the County Clerk cast a un-
animous ballot for Edward A. Pajala as Chairman of the County Board. Motion Carried.
The County Clerk cast the ballot as directed.
The following nominations were made for Vice Chairman.

On motion nominations were closed. The Chair appointed Frank Hoefling and Arthur

Moved by H. J. S. Hanson and seconded by Wasmuth that the Bayfield County Press
be the official paper for the ensuing year. Motion Carried.
The following Resolution was read:
WHEREAS, a sum of $8.,240.00 was appropriated.to continue the bookmobile service
in Bayfield County for the year 1962.
AND WHEREAS, the district attorney has ruled that,.due to a restricting clause
in this appropriation, only $39333.00 could be paid.
AMD WHEREAS, the Wisconsin Free Library Commission has requested a sum of $4,000.00
to continue the library service in Bayfield County.for the year 1962.
BE IT THEREFORE RESOLVED THAT, a sum of $4000.009 from the $8,240.00 appropria-
tion be paid for the continuation of bookmobile service in Bayfield(ounty for the year
1962.
AND BE IT FURTHER RESOLVED THAT, the balance of the original appropriation, a
sum of $49240.00 be reserved.for county library service in 1963.

TO: All County BoardTof Supervisors, Wisconsin.
Dear Supervisors:
Sincere Greetings from the 19Keep Wisconsin Clean and Beautiful CommitteeP1.
A period of approximately five years has passed since our Committee last
approached the County Boards of Wisconsin in an effort to obtain a small measure of
help to make it possible to carry on our program.
Our Committee is appointed annually by the incumbent Governor and is compris—
ed of two members from each Congressional District, plus several others appointed at
large. Committee members receive no pay or per diem of any kind, but they are
dedicated to a common.cause and receive their greatest satisfaction in working to—
gether for the good of all citizens of the great State of Wisconsin.
After several years of concerted and concentrated action, the fruits of our
labors are becoming more .evident, and we share with all the many complimentary re—
ports we get from all parts of the nation from travelers who =m.inent on the cleanli—
ness of our highways, lakes and streams.
Furthermore, a national survey indicates that Wisconsin is the ONLY state that
has carried out this program without legislative appropriations of taxpayers monies.
We aim to keep it that way by all means possible.
Our thanks for 'the success we have achieved must go to the various industries

of all types that have co-operated in many ways; to the many individuals
who have dedicated their efforts to our cause; and to the County Boards that render-
ed assistance when our original programs were getting underway,.
All in all, however, we have just made a good begining, and the ,program must
go on. Our experience has shown that a continual EDUCATIONAL PROGRAM will be the
only road to continued success in the future, and to this end we have pledged our
efforts. As individuals and as a Committee we cannot accomplish our aims alone,
but with the continued co-operation and a little help frdmjmany�ources, we will be
able to benefit all concerned.
In our efforts of several years ago; a number of County Boards co-operated to thel
extent of contributions ranging from $25 to $200.00. Therefore our committee will
appreciate if your Board will seriously consider an appropriation in order that this
important program may be continued. The Committee members from your District, whose
names appear below, will contact you relative to this matter.

I am making a film on my own of the Lake Superior Circle. Route and I hope to sell
this film later to some organizationfor promotion purposes..
I have already done the necessary filming on the Minnesota side and this summer
I'd like to finish the other areas. I am especially interested for apple orchard
shots in full bloom from the Bayfield area for this.film.
Can you let me know about what. -time the apple orchards bloom in the Bayfield area`
If.I have to stay in your area filming for a few -days or a week would there be
some resort interested to support this project and allow me to stay without charge?
For my project I have the full support from the Northern Great Lakes Area Council,
the State of -Minn. Department of Business and Development, and the Upper Michigan
Tourist Association.

In a letter from the secretary of the Tri Lakes Protective Association, it was
stated that the Indian name has been used in"the area for many, many years.
We would like you to take action at your next County Board meeting so that we may
proceed with the processing of the name through the U. S. Board on Geographic Names.
Unless we receive a report on your Board's action within six months or a valid reason
why no action was taken, we must consider our action as meeting with your approval and
will submit the name to the U. S. Board on Geographic Names accordingly.

This will acknowledge your letter of January 9, 1962.
I have carefully reviewed the County exchange proposal of lands for the Valhalla
area. In view of all the factors involved we do not believe it would be possible to
effect an exchange. I.believe Mr. Paddock.discussed this rather thoroughly in 1959.
I will be glad to stop, at your office.if you think I can give you any further information
that would be -helpful. We thank you for your kind consideration of this lands case but
we believe the only way we could acquire the County lands would be through purchase.

Gentlemen:
I have been paying taxes for years on Lot 5, Block 109, City of Bayfield.
I do not have good title to this property and.it is difficult and expensive be-
yond the value -of the lot to perfect title by court procedure.
I have therefore let the tax of 1958, sale of 1959 go delinquent. The face of this
tax is $5.30.
It is a vacant lot.
I therefore petition the County Board for the right to purchase the 1959 tax certi-
ficate on the aforesaid property in order that I may eventually take a tax deed and
thereby perfect title®

WHEREAS, Bayfield County now has been billed by the State Conservation Department
for the amount of $3,781.20 for the spraying of Jackpine budworm.on County owned
lands, and
WHEREAS, said statement was received after the Forestry budget was set up, and
WHEREAS, the Forestry Department"does not have the money available to pay said
bill,
NOW, THEREFORE BE IT RESOLVED, that said. bill be paid from revenue received from
County timber sales.

WHEREAS, Bayfield County now owns the Northeast Quarter of the Southeast Quarter
(NEy SE/), Section '26, Township 49 North -of Range 5 West, and
WHEREAS, the Big Sioux River runs through the above description,.and
WHEREAS, logging on the hillsides adjacent to the river would cause erosion and
possible damage to a good trout stream;
NOW 'THEREFORE BE IT RESOLVED, That the aforesaid land be paced under the County

The following Application for Power Line Right of Way together with recommendation
of the Forestry Committee with reference to same was read:

Gentlemen:.
We plan to construct -an 88,0001volt transmission line extending westward from
Ashland to serve the proposed Lakehead Pipe Line Company's pump station which is to
be located approximately eight miles northeast of ,Iron River, Wisconsin. This line as
proposed, will cross over certain parcels owned by Bayfield County - namely, the
N'h SE/,, in Sec. 2,, T 47 N, R 5 W and a parcel described in Volume 142 of Deeds, Page
393, containing 3.51 acres located in the Southeast corner of the NW/ NEj4, in Sec. 2
T 47 N, R 6 W, Bayfield County, Wisconsin.
We are respectfully making application to you at this time for an easement cover-
ing this proposed line - the approximate location of which is shown by means of a red
line on the two sets of prints enclosed herewith. Our standard form of easement (in
duplicate) is likewise transmitted for your approval and signature.
We have been obtaining easements along the route of this proposed line on the
basis of $20.00 per pole. We estimate there will be four (4) poles located on County
land. Thus, we are offering Bayfield County $80.00 for this easement, and respectfully
ask approval of the Bayfield County Board of Supervisors in its granting.

TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS: i
Reference to the attached application and letter from the Lake Superior District
Power Company requesting a right-of-way easement through County owned lands. Said
easement to go through the North one-half of the Southeast Quarter (NI6 SEA), of Section
2, Township 47, North of Range 5 West, and a three and one-half acre area located
in the Southeast corner of the North+��'a - Quarter of the North Quarter 1 , IV T/
of Section 2, Township 47, North of Range 6 West.
Your Forestry Committee has considered their request and recommends that said
easement.be granted. In addition to the $20.00 per pole which the Lake Superior
District Power Company agrees to pay, that they also pay $14.50 for stumpage cut on
said right-of-way. Said easement to be subject to the resolution adopted by the
Bayfield County Board at their April 19, 1961 meeting, and recorded in Volume 11,
page 306 of County Board Journal concerning the clearing of slash and brush on
April 17, 1962
right-of-way easements.

The undersigned hereby petition the County Board to amend the Zoning Ordinance
of Bayfield County as follows:
That the boundaries of the Flood Plain Use District No. 4 be changed to include
an area of land in the Town of Eileen, and that the boundaries of the Flood Plain
Use District No. 4 in the Town of Eileen be determined by a qualified engineer.
That maps be made by an engineer indicating the boundaries of the Flood Plain Use
District No. 4 in the Town of Eileen, and that copies of the same be supplied to the
County Clerk and register of deeds.

Wisconsin Statutes
The enclosed State Treasurer's check in the amount indicated in the right-hand
column below represents the prepayment of part of the 1962 .supplemental highway aid
for county trunk highways in your county pursuant to Section 20.420(83)(b)5, Wis-
consin Statutes. It is computed as 50 percent of the supplemental aid paid to your
county in July 1961. The exact amount of the 1962 supplemental highway aids for
County trunk highways pursuant to Sections 20.420(83)and (84) will be determined
after the close of the current fiscal year on June 30, 1962. The balance of your 1962
supplemental highway aid, after deducting the amount of this payment, will be remitted
during the month of July.
The funds represented by this payment are supplemental to and are to be used for
the same purposes as the county trunk allotment under Section 83.10 (1), which will
be paid in June.

(1) The said highway is hereby laid out and established to the lines and widths as
shown on the said plat.
(2) The required lands or interests in lands as shown on the plat shall be acquired
in the name of the State, by the Highway Commission, pursuant to the provisions of Sec-
tion 84.09(1) or (2)9 Wisconsin Statutes.
(4) This order supersedes and amends the previous,order issued by the Commission
on July 13, 1961.

We have previously corresponded with you in regard to the Delta Lake islands which
we believe the county now claims under a tax title by reason of the delinquency of one
Mr. Perrin,. As you know, some of the same quarter section was held by the county
board to be used as a possible parking lot. By letter of August 14, 1961, you indicated
April 179 1962
that this might be taken up at a meeting of the Board on November 7, 1961. We
wonder whether you would be able to inform us whether any action was taken.
_ In our previous correspondence, we brought up the fact that the Delta Lake
islands were never conveyed out of Mr. Weschcke's hands. The title to these islands
remained in. him. He never received any notice of tax delinquencies or taxes owing
in any manner. We believe that the county is claiming tax title to these islands,
but the previous exchanges of correspondence have revealed nothing concerning these
islands. Could you, or some official of the county, please inform us whether the
county claims any title to these islands and if s-o, whether they are subject to
redemption and what the amount of delinquency is. We will greatly appreciate your
attention in this matter.

day of April that the present Director of the Bayfield County Public Welfare Department
be allowed to continue in his present position until a successor is hired by the Bayfielc

The following Resolution was read:
WHEREAS, Government Lot Four (4) of Section Thirty-four (34), Township Fifty (50)
North, Range Nine (9) West in the Town of Orienta, Bayfield County, Wisconsin, was
platted as the original townsite by plat duly filed in the office of the Register of
Deeds; and
WHEREAS, there are a number of streets and alleys designated on said plat,but
only First Street, Broman Avenue and Stuntz Avenue as laid out therein have been
opened and worked, and it appears that the land comprising said plat is so cutup by
the laid -out streets and alleys as to seriously affect its potential value and the
opening up of said streets and alleys would be an unwarranted and unjustifiable public
expense; Now, Therefore,
BE IT RESOLVED that since the public interest would be thereby served and requires
it, the streets designated as Second Street, Third Street, Lake Avenue and Bardon
Avenue, and all of the alleys shown on said plat be vacated and discontinued.
RESOLVED FURTHER, that pursuant to the statutes in such cases made and provided,
a public hearing be held on this Resolution on the day of November, 1962 at
2:00 P.M., at the Circuit.Court Room at the Court House in the city of Washburn, and
that due notice of such hearing be given by the County Clerk.

WHEREAS, The Bayfield County fair is conducted annually in the Town of Iron River,
-Bayfield County, Wisconsin, at a permanent site, and
WHEREAS, One of the main roads leading to said fair grounds runs from the unin-
corporated Village of Iron River in a northwesterly direction, over a town road locat-
ed in the Town of Iron River, to said fair grounds, and
WHEREAS, Said town road bears heavy traffic during the course of said fair, said
road being an unimproved dirt road, and
WHEREAS, The maintenance of said town road is an added expense to the Town of
Iron River in -the way of.general maintenance and providing road binder to control dust
during times when said fair is in progress, and
WHEREAS, It is deemed advisable that said road be blacktopped from a point where
it crosses the Iron River, to the junction of the town road dividing a part of the
Towns of Hughes and Iron River, at the Southwest corner of the SW/ of SWY, Section 6,
Township 47 North, Range 8 West, and
WHEREAS, said improvement of said road would benefit Bayfield County in the
°operation of the fair,
NOW, THEREFORE, BE IT RESOLVED, That Bayfield County contribute to the improvement
of said highway, as aforesaid, in an amount not to exceed Twenty -Two Hundred Fifty
Dollars (82250.00), said proposed improvement to cover a total distance of approximate-
ly .75 of a mile.

WHEREAS, Said park is open to the public of the entire County and tourists
from areas outside of Bayfield County, and
WHEREAS, The Sioux River runs through a part of said park at a point which
attracts numerous fishermen, and
WHEREAS, The town road running.from County Trunk C northerly to said park and
river is used extensively by persons visiting said park and persons fishing in said
area, and
WHEREAS, said town road bears heavy traffic for the reasons aforesaid., result-
ing in high cost of maintenance to the Town of.Bayview, Bayfield County, Wisconsin,
said road receiving minimum traffic by local residents in said Town of.Bayview, and

surfacing of said town road by application of a sand lift and blacktop surfacing,
NOW, THEREFORE, BE'IT RESOLVED, That for the reasons set forth hereinabove,

aforesaid, the sum of Four Thousand Dollars ($$41000.OQ), the center line of said road
to be so improved being described as follows: Commence at the Southwest (SW) corner

County, Wisconsin; thence run northerly on the westerly section lines of Sections

the provisions of Section 28.12 of the Wisconsin Statutes, in reference to withdrawal
of said lands from the Forest Crop Law, and
WHEREAS, Vilas County, Wisconsin, intends to test the validity of said amendment.
in the Supreme Court of the State of Wisconsin, and
WHEREAS, Bayfield County has a like interest with Vilas County in the determination
of said question, and
WHEREAS, Vilas County has requested that other Counties in a like position contri—
bute to the expense of the determination of said question by virtue of said proceedings,
and
WHEREAS, It is deemed advisable that Bayfield, County contribute to the expense of
said action in determination,
NOW THEREFORE BE IT RESOLVED, That Bayfiel�County contribute a sum not to exceed
Two Hundred; Fifty Dollars ($250.00) to share in the cost of said litigation and the

The following report anal recommendation was read:
The Board of Trustees of the Bayfield County Rest Home request additional funds to
finance the installation of air conditioning in the laundry and kitchen of the Rest Home.
Preliminary estimate of costs show that approximately $29500.00 is required to
accomplish this purpose. The Board of Trustees, upon reviewing their 1962 budget,
have agreed that $800.0.0 can be used from current Rest Home funds, and now apply to the
Bayfield County Board for the balance needed of $1,700.00.
Air conditioning is definitely needed for these two rooms of the Rest Home. Due

to -lack of forced air circulation and the use of all gas operated applir-ances. the
degree of heat attained is uncomfortable.
If the request for funds is granted the air conditioning will be installed as soon
as..possible.

WHEREAS, the Governor of the State of Wisconsin, has officially approved Annex
"P" of the Wisconsin Operational Survival Plan and the Director of Civil _.:Defense of
Wisconsin has promulgated the Annex "P" pursuant to Section 22.01 (5) (g) by which
it becomes mandatory for all levels of government to comply and
WHEREAS, increased efficiency and savings of public funds can be affected by hav-
ing one Economic Stabilization Organization in the County acting for the entire County.
NOW, THEREFORE, BE IT RESOLVED,
The Bayfield County Board Civil Defense Committee is delegated the responsibility
and authority to organize an"ECONOMIC'STABILIZATION ORGANIZATION" in conformity with
the Wisconsin Operational Survival Plari,'and the Wisconsin Statutes for and in the
name -of Bayfield County and for such municipalities for the County which duly authorize
such action by filing with County Clerk a certified copy of such authorizing ordin-
ance.

NOW, THEREFORE, the Bayfield County Board of Supervisors does hereby adopt the
approved Bayfield County Operational Survival Plan as the official Civil Defense..Plan
for Bayfield County, and that it be officially promulgated by publication and distri-
bution -in accordance with the table of distribution in the Plan.

by itself.
AND WHEREAS, the dock is.used primarily by the ferryboats that haul automobiles,
trucks and road machinery into Ashland County.
AND WHEREAS, said ferryboats are registered,.,for. tax purposes in Ashland County.
AND WHEREASt said dock is being subjected to constantly increasing traffic, both
as to the .number of vehicles.and the weight loads.
AND WHEREAS, said -dock will soon be in need of major improvements and repairs to
accommodate.this increased traffic.
AND WHEREAS, it is desirable to keep this dock toll -free. ,
THEREFORE BE.IT RESOLVED THAT, a joint committee of six members,three from the
Ashland County Board and three from the Bayfield County Board, be appointed®
FUTHER BE IT RESOLVED THAT, this joint committee be charged with the responsibili
of making a study and submitting a report to both counties setting forth their re-
commendations regarding the development, maintainence and management of this facility.

The following report was read:
BAYFIELD COUNTY
Since being appointed Civil Defense Director of Bayfield County, one year has been
completed. The program throughout the County will be completed on April 18t, 1962.
Since May 1, 1961 the following number of people in Bayfield County have been
instructed in Civil Defense.
Basic Civil Defense 103
First Aid 113
Police Training 98
Radiological Monitoring 151
This totals 465. Adding this to the 316 previously trained, we now have 781
trained Civil Defense personnel in Bayfield County.
These classes now hold monthly meetings and have appointed leaders in each
community.
Bayfield County has been awarded 10 more Radiological Stations and with the 2
that we had previously awarded last October, we now have a total of 12.
We have sent over 19175 pieces of correspondence from our office to the State
Bureau of Civil Defense, Town Chairman, Civil Defense students, instructors, etc.,
Evacuation routes are being established between Douglas, Ashland and Sawyer
counties as Bayfield County will be the first to take over the movement of troups.
There is today a possibility that we have 16 fallout shelters within the County.
These have to be approved however, and contracts will then be drawn up with the owners
so the shelters will be available for use and the stocking up of supplies for emer-
gencies.
Our Operational Survival Plan consisting of 200 pages has been approved by the
State Civil Defense and is a plan that will operate in case of emergency with trained
personnel at the control centers.
As soon as the County Board approves this plan and allocates finances to be
compiled and printed, we will present it to all the county board members and the
town chairman of Bayfield County as well as the Civil Defense Director of each
township.
Now that our plan'has been approved by the State Bureau of Civil Defense, we,
are eligible to receive matching funds.

Civil Defense. So far we have been able to collect $p 5.85 in matching funds, and we

We have tallied up all our classes and have tried to come to an average dollars
spent on training all of our 781 trained Civil Defense personnel based on the match-
ing funds basis. It costs Bayfield County l.20 to train each person.
One of our slogans is:
"If you never need what you learn in Civil Defense, you lose nothing; but if
you never learn what you need in Civil Defense, you might lose everything".

adequate to meet the needs of farmers in Bayfield. County, and
WHEREAS, The use of A. C. P. practices by Bayfield,County farmers has resulted
in improving the efficiency of production, as well as in the increased use of soil
and water conservation practices by Bayfield County farmers; now, therefore
BE IT RESOLVED, That the Bayfield County Board recommend that the Agricultural
Conservation Program budget be increased by 25%.

and Vice -Chairmen in discussing common problems, procedures and exchange of ideas on
county board duties and functions

authorizes its Chairman and Vice -Chairman to attend these one day District Meetings
of the -Wisconsin County Boards Association and that they be paid the regular per diem

To the Bayfield County Board of Supervisors: -
WHEREAS, The provision of Bill LRL2, which proposed to repeal and recreate 59.97
of the Statutes, relating to County planning and zoning powers with the intent to give
counties broader authority to plan for the development of unincorporated territory
within the counties has been studied by the Bayfield County Zoning Committee, and
WHEREAS, Under Bill LRL2, the individual town approval of the ordinance would
be removed as a condition.for the ordinance to become effective in the town, and
WHEREAS, Town approval of amendments to the ordinance would be eliminated or the
town veto,powe,r over a county zoning ordinance is removed, and
WHEREAS, The section dealing with non -conforming uses is revised to include an
amortization provision which would make it possible to eventually achieve total confor-
mance with the ordinance, and
WHEREAS, In the opinion of the Bayfield County Zoning Committee, the success of
the County zoning ordinance has been -dependent on the town board planning and coopera-
tion in the development, amending, and enforcing of the county zoning ordinance,
and WHEREAS, It is the opinion of the Bayfield County Zoning Committee that the town
boards should not only retain their present authority, but also be given the additional
responsibility to delineate the boundaries of -the restricted use districts within
their respective towns, and
WHEREAS, Zoning has been an orderly and democratic way of approaching the problem,
the provisions for the termination of non -conforming uses as contained in Bill LRL2
does not appear to be a democratic way of approaching this problem, and
of
WHEREAS, The Bayfield County Zoning Committee is^the opinion that the enabling
legislation contained in 59.97 of the Statutes has been adequate to administer the
zoning ordinance of this county; now, therefore
BE IT RESOLVED, That the Bayfield County Board recommend that this bill be
disapproved.
BE IT FURTHER RESOLVED, That a copy of this resolution be sent to the Wisconsin

WHEREAS, The City of Bayfield is desirous of providing such equipment for such
officer upon the condition that Bayfield County will contribute a part of the ex-
penses of the original purchase of such equipment, and
WHEREAS, The said City of Bayfield will be responsible for the repair and
maintenance of said equipment,
NOW,, THEREFORE, BE IT RESOLVED, That Bayfield County contribute to the purchase
of said radio equipment the sum of Three Hundred Dollars ($300.00), with the provision

WHEREAS, Local municipalities within said Bayfield County are authorized by
Section 141.01 (5) of the Wisconsin Statutes to effect such an ordinance, therefore

year to year in criminal and civil matters, and
WHEREAS, The finance and personnel committees, acting jointly, have inquired
into the advisability -of providing for a full-time District Attorney to represent
Bayfield County, and
WHEREAS, Following such inquiry by said joint committee and the recommendation
of said joint committee to alter the office of District Attorney from part-time to
full-time, commencing on the first Monday in January, 1963,
IT IS HEREBY RESOLVED, That the office of District -Attorney, for Bayfield County,
Wisconsin, shall, and is hereby declared to be, a full-time office, commencing on the
first Monday in January, 1963, and there is imposed on said office and said officer,.

WHEREAS under the new Court Reorganization, the.County Court is entitled to a
full-time reporter and.this reporter must be present, at all court sessions; and
WHEREAS there is no available office space for this reporter on the second
floor of the courthouse adjacent to the courtroom and she is compelled to occupy
quarters on the ground floor, which is very inefficient and inconvenient; and
WHEREAS all County Court sessions are now held on the second floor, and the
space formerly used by this court is available for some other county office or agency;
RESOLVED that necessary space for the county court reporter be made available
on the second floor of the courthouse and be it further RESOLVED that the Building
and Grounds Committee have full power to act in this matter to effect the necessary
changes.

WHEREAS, Many of the business establishments in this area now pay for health
insurance for their employees, and
WHEREAS, Some of .the Court House employees receive health insurance from the
State, and through family plans paid.by other business establishments, and
WHEREAS, County Court House employees are eligible to belong to a group of the
Blue Cross and Blue Shield Insurance and now participate in this insurance; now
therefore,
BE IT RESOLVED THAT, Bayfield Countypay for policies under the A plan of
Blue Cross and Blue Shield Health Insurance for all Court House employees who
are eligible to belong to this group and are not receiving health insurance through
the State plan or other paid plan.
BE IT FURTHER RESOLVED, That payment for these policies by Bayfield County be
limited to complete coverage under the Blue Cross and Blue Shield for an individual
policy (at present ($6.76 per month); and that those wishing the family policy in-
stead of the individual policy be permitted to pay the difference themselves.
BE IT FURTHER RESOLVED, that money to pay for these policies be.taken.from the
County Contingency Fund or other moneys available.

'WHEREAS, the District Attorney has been informed that`no Federal Patent to
Government. Lot Two -(2), Section `Seventeen '(17)*,' Township Forty-four (44) North,
Range Nine (9)` West,' Bayfield County, -Wisconsin,,' has ever been issued -by the Federal
Government until September 1961, and
WHEREAS, this matter was brought to the attention of owners of'land within
said Government Lot 2 in approximately 1957 by the Federal Government, and
WHEREAS, Eutelle W. Berg and Irene A. Berg of Superior, Wisconsin, owns certain
lands in said Lot 2 as described in Volume 163 of Deeds, page 117, less parcels

that no certificate shall be issued for the tax of 1960.

make a study of County owned lands bordering on streams particularly for soil erosion

approve of the vote by round robin authorizing salary increase of Thomas E. Anderson,
Veterans Service Officer and Civil'Defense Co-ordinator from $3600.00 per year to
$4000.00 per year effective January 11 1962.. Motion Carried.
