The following members answered roll call: Sampson, Glenn W. Hall, Barningham, Howell, Pristash, Kliszcz, Beeksma, Meyers, Bernard E. Johnson, Heglund, Chambers, Hoefling, Stuart, Moniza, Berweger, William Peterson, J. 0. Anderson, Sanfred Anderson, Elonen, Lupa, Evald Johnson, Sibbald, Tribovich, Frankie, Rondeau, Jr., Ernest Nelson, Ed. Jelinek, Wasmuth, Henry J. S. Hanson, K. P. Bates, Arthur A. Torkelson of the first (1) Ward, City of Washburn who has been duly authorized to serve on the Bayfield County Board represent- ing said City this 16th day of April 1963. Mr. Torkelson will be serving for Mr. Richard L. Holman who will be absent because of other commitments. (Seal of City of Washburn) Respectfully, Wayne 0. Torkelson as a member of the County Board representing the First Ward of the City of Washburn. Motion Carried. Moved by Tribovich and seconded by Prstash to nominate Edward A. Pajala for Chairman of the County Board. Moved by Stuart and seconded by Tribovich to close the nominations. Motion Carried. Moved by Elonen and seconded by.Tribovich that the County Clerk cast a unanimous ballot for Pajala as Chairman. The County Clerk cast the ballot as directed and de- clared Edward A. Pajala -duly elected as Chairman of the County Board for the ensuing year. bm April 16, 1963 man. Moved by Justice and duly seconded that Glenn Holman be nominated as Vice Chair- Moved by Evald Johnson and seconded by Stuart to close the monimation. Motion Carried. Moved by Moniza and seconded by Berweger-that the County Clerk cast a unanimous ballot for Glenn Holman. The County Clerk cast the ballot as directed and declared Glenn Holman duly elected as Vice Chairman of the County Board for the ensuing year. Moved by Tribovich and seconded by Justice to dispense with the reading of the minutes of the last meeting. Motion Carried. The.following Resolution was read: RESOLUTION DESIGNATING PUBLIC DEPOSITORY AND AUTHORIZING WITHDRAWAL OF COUNTY, CITY, VILLAGE, TOWN OR SCHOOL DISTRICT MONEYS Resolved, that the following banking institutions: Washburn State Bank, Washburn, Wisconsin Security State Bank, Port Wing, Wisconsin Drummond State Bank, Drummond, Wisconsin qualified as public depositories under Chapter 34 of the Wisconsin Statutes, shall be and are hereby designated, until further action, as public depositories for all public moneys coming into the hands of the treasurer of Bayfield County, State of Wisconsin. Resolved' Further that withdrawal or disbursement from any one of the above named depositories shall be only by order check, as provided in Section 66.042 of the Wis- consin Statutes; that in accordance therewith all order checks shall be signed by the following persons: Ludwig Tranmal, Clerk, and Dell V. Anderson, Treasurer, and countersigned by (1) Edward Pajala, County Board Chairman, and shall be so honored. Resolved Further, that in lieu of their personal signatures, the following facsimile signatures, which have been adopted by them as below shown Ludwig Tranmal Dell V. Anderson Edward A. Pajala may be affixed on such order check(s); that any one of the above named depositories shall be fully warranted and protected in making payment on any order check bearing such facsimile(s) notwithstanding that the same may have been placed thereon without the authority of the designated person or persons. Further Resolved, that a certified copy of this resolution shall be delivered to each, of the above named depositories, and said depositories may rely on this resolution until changed by lawful resolution and a certified copy of such resolution has been given to the cashier of the respective above named depositories. The following Resolution was read: Relating to authorizing the County Board Chairman and Vice -Chairman of the County Board to attend District Meetings of the Wisconsin County Boards Association and to be reimbursed for necessary expenses for attending such a meeting and receive a per diem for attendance. WHEREAS: The problems of County Government are becoming more complex each year with increasing duties and functions being delegated to counties by State haws WHEREAS:.. It has been demonstrated that much good.can result from one day meetings on a district basis of County Board Chairmen and Vice -Chairmen in discussing common problems, procedures and exchange of ideas on county board duties and functions THEREFORE, BE IT RESOLVED: That the Bayfield County Board of Supervisors hereby authorizes its Chairman and Vice -Chairman to attend these one day District Meetings of the Wisconsin County Boards Association and that they be paid the regular per diem rate for attendance at such meetings and travel and other necessary expenses. The following Resolution.was read: WHEREAS, the Governor of the State of Wisconsin has officially approved Annex "P" of the Wisconsin Operational Survival Plan and the Director of Civil Defense of Wisconsin has promulgated the Annex "P" pursuant to Section 22.01 (5) (g) by which it becomes mandatory for all levels of government to comply and WHEREAS, increased efficiency and savings of public funds can be affected by having one Economic Stabilization Organization in the County acting for the entire County. NOW, THEREFORE, BE IT RESOLVED, The Bayfield County Board Civil Defense Committee is delegated the responsibility and authority to.organize an "ECONOMIC STABILIZATION ORGANIZATION" in conformity with the Wisconsin Operational Survival Plan, and the Wisconsin Statutes for and in the name of Bayfield County and for such municipalities for the County which duly authorize such action by filing with County Clerk a certified'copy of such authorizing ordinance. The following recommendation was read: To Bayfield County Board of Supervisors: Your Forestry Committee recommends that the Town of Barnes be granted permission. t:o improve and make passable the existing road which would go through the North one- half of the Southeast Quarter (N/a SEY4), of Section Twenty-eight (28), Township Forty- four (44), North of Range Nine (9) West, of County.owned lands. The following recommendation was read: To the Bayfield County Board of Supervisors: Reference to attached Resolution which was referred to the Bayfield County Forestry Committee with power to act, recorded in Volume 11, page 448, of County Board Journal. Said resolution pertaining to County owned lands -within and bordering Fed- eral forest lands. Your Forestry Committee recommends that said Resolution be adopted with the r following change and to read as follows: All lands inside Federal Forest blocking owned by Bayfield County to be withheld from sale,to-•anyone other than the Federal Forest Service. Pajala RESOLUTION RESOLVED, By the Bayfield County Board of Supervisors meeting in regular session this 13th day of November, 1962, that the County withhold from sale all County -owned land within and bordering the Federal Forest; This Resolution is to be in effect for a period of eighteen months from date, or until such time as the County Board shall rescind the resolution. Moved by Tribovich and seconded by Wroblewski. that the foregoing matter be referred to the forestry Committee with power to act. Motion carried. April 16, 1963 r George E. Leino, County Forest Administrator appeared before the Boardand explained the forestry program as well as pending legislation affecting the County Forest program. Mr. Robert N. Ledin, District Attorney appeared before the County Board and explained the effect that the present legislation would have on the forestry program if the bills were enacted into law. Moved by Pristash and seconded by H. J. S. Hanson that the District Attorney be instructed to draw a resolution favoring delay in pas"sing bill 160, A. and its companion bill 95, S. in the Senate and that further study be made on the County Forest legislation and that a copy of said resolution be sent to Ashland County without delay. Mr. Biel appeared before the Board and gave his interpretation of pending legislation, namely, Bill numbered 160, A. and its companion Bill 95, S. in the Senate as to changes in the Forest Crop Law. April 16, 1963 Mr. Edwin Dashner, Bayfield County Welfare Director appeared before the County Board and gave them an oral resume of his back ground of Welfare work. The following Resolution was read: WHEREAS, There has now been introduced in the Legislature of the State of Wisconsii Bill 95S and 160A relating to forest crop lands in Bayfield, Ashland and other Counties and WHEREAS, The Bayfield County Board of Supervisors, the Agriculture and Forestry Committees thereof and officers of said. Bayfield County have given due consideration to the advantages and disadvantages of said bill as the same may affect the rights and interests of Bayfield County and more especially as to the future rights and interests of the citizens of this County and the.State of as a whole, and WHEREAS, Following such deliberation and consideration, it is deemed advisable that Bayfield County go on record to take such steps as may be necessary to induce the Legislature to postpone further action on said bill during this session of the Legis- lature to enable all Counties in the State of Wisconsin, interested agencies, and persons, to make a further study of the merits of said bill as'the same may affect the public rights and interests and more especially as to such public rights and interests as may develop in the future, and .WHEREAS, It,is considered by this Board that Ashland County may be similarly concerned with the merits of said bill and the effect the same may have on the future rights and interests of the citizens of said Counties and the State of Wisconsin, NOW, THEREFORE, BE IT RESOLVED, By the Board of Supervisors of said Bayfield County in session this 16'h day of April, 1963, that the Board of Supervisors of Ashland County, Wisconsin, be urged to take such action as may be necessary in con- junction with the proposed action of Bayfield County to induce the Legislature of the State of Wisconsin to delay passage of this bill during this session of the Legisla-. ture to permit further study and consideration of the future rights and interests of the citizens of these Counties and the State of Wisconsin as may be affected by said bill. AND BE IT FURTHER RESOLVED, That the County Clerk of said Bayfield County be and he is hereby authorized and directed to prepare a certified copy of this Resolution and deliver the same forthwith to the Clerk of said Ashland County, with the request that said Resolution be brought to the attention of the Ashland County Board of Supervisors during its present April session, for such action as said Board may deem advisable. MIS April 169 1963 An oral report of the study of the stamp plan for aid to the needy was given by John Wroblewski,, a member of the Welfare Committee. Moved by Berweger and seconded by Ernest Nelson to continue on the Surplus Commodity Plan. Motion Carried. The following Resolution was read: WHEREAS, Attention has been called to the Committee on Public Property and Grounds of additional need for equipment which was not provided for in the 1963 Budget, THEREFORE, BE IT HEREBY RESOLVED that the Committee on Public Property and Grounds be authorized and directed to purchase two electric typewriters, one for the County Agricultural Agent's office and one for the County Treasurer's office, also That they be authorized to purchase a three drawer high super -file with lock for the Sheriff's Department, and, BE IT FURTHER RESOLVED that a sum sufficient be appropriated for the aforesaid items together with an appropriation of $56.00 to pay Bayfield.County's share of cost of a new tape recorder for the Circuit Court Reporter. WHEREAS, The State Cooperative Extension Service has offered a summer club agent to Bayfield County at a total cost of $300.00 for three months, and WHEREAS, All expenses incurred by said agent, and additional salary, will be assum- ed by the Wisconsin Cooperative Extension Service, and WHEREAS, Bayfield County has over 500 4-H Club members, and 512 April 16, 1963 WHEREAS, The efforts of a summer club agent would increase the training given to 4-H Club leaders and members in Bayfield County; now, therefore, BE IT RESOLVED, That the Bayfield County Agricultural Committee be authorized to hire a summer club agent and that $300.00 be ear marked for salary for this position. The following Resolution was read: WHEREAS, The agricultural industry is one of the largest in Bayfield County, and WHEREAS,.The increase in farm income would contribute considerably to the economic growth of Bayfield County, and WHEREAS, The Agricultural Conservation Program has contributed considerably in affecting efficiency in agricultural production; now therefore, BE IT RESOLVED,•That the Bayfield County Board go on record as recommending that the A. C. P. budget and the A. C. P. funds.'allocated to northern Wisconsin counties be increased by Congress. BE IT FURTHER RESOLVED, That the County Clerk be directed to send copies of this resolution to Senator Proxmire, Senator Nelson and Congressman O'Konski. Respectfully Submitted,. Motion Carried© April 16,-1963 4 The following Resolution was read: WHEREAS, the Industrial Commission will not permit a dual use of Pureair Sana- torium until.a fire escape is built for the nurses residence, and WHEREAS, additional living quarters will be necessary to house additional staff required by dual use of the Sanatorium, and, WHEREAS, the estimate of the cost of these improvements will be approximately $20,000.00, and WHEREAS, the cost of construction is based on the equalized valuation of each of the three Counties, and WHEREAS, Bayfield County's-share according to the 1962 equalized value is .3359125 or $69718.259 now THEREFORE BE IT HEREBY RESOLVED, that the sum of $6018.25 be appropriated as Bayfield County's share. WHEREAS, the Attorney General rendered an opinion on April 5, 1963 that State Aid cannot be paid for Outpatient treatment by Pureair Sanatorium until authorized by a Resolution of the County Boards as specified in Section 50.06 of the Statutes, now THEREFORE BE IT HEREBY RESOLVED, that the Bayfield County Board authorize Outpatient treatment as specified by Section 50.06 of the Statutes. Motion Carried. 511 April 169.1963 The following Petition was read: TO THE HONORABLE BAYFIE LD COUNTY BOARD OF SUPERVISORS: The Town Board of the Town of Oulu respectfully petitions for the relocation of County Trunk B in the Towns of Tripp and Oulu as follows: it is proposed that the following portion of County Trunk B be abandoned,to- wit: Commence at the Northeast corner of Section Thirty-one (31), Township Forty- eight (48) North, Range Eight (8) West; thence run Easterly ,onkthe Northerly bound- ary line of said Section Thirty-one (31) to the Northwest corner of said Section Thirty-one (31); thence continue running Westerly along the Northerly boundary line of Section Thirty-six (36), Township Forty-eight (48) North, Range Nine (9) West, to the Northwest Corner of said Section Thirty-six (36); thence run Northerly on the section line between Sections Twenty-five (25) and Twenty-six (26) of the last said township and range to the Northwest corner of said Section Twenty-five (25). Motion Carried. 0 `The following Relocation order was read; The County Highway Committee Finds and Determines That: The proper establishing, laying out, widening, enlarging, extending, construct - reconstructing, ing,/ improving or maintaining a portion of the highway now designated as County Trunk Highway licit from a.point approximately 610 feet south and 510 feet east of the west one -quarter corner of Section 23, Township 50 North, Range b West, tnence northerly and northwesterly to a�point on the east and west one -quarter line of Section 34, Township 51 North, Range 6 West, 1,306.7 feet east of the center of such section, and on roads or lands in and about and along and leading to same, requires certain relocation or change, and the acquisition of lands or interests in lands as shown on .the plans for Project P 0268(3), the Washburn -Cornucopia Road, on C.T.H. licit, Bayfield County, dated March 27, 1963. Pursuant to its authority unc*r Section 83.08, Wisconsin Statutes, The County Highway Committee of Bayfield County hereby order that: The said highway is hereby laid out and established to the lines and widths as shown on the said plans. The following Resolution was read: WHEREAS, certain lands located along the laid out route of County Trunk Highway "C14 in the Town of Bell, Bayfield County, Wisconsin, within the limits of Project E 0368(3), Washburn -Cornucopia Road, are owned by Bayfield County, and, WHEREAS, it is necessary that certain portions of such County -owned lands be es- tablished as highway right-of-way; NOW THEREFORE BE IT RESOLVED, that the County Board of Supervisors of Bayfield County, Wisconsin, in regular session assembled, this 17th day of April, 19639 do here- by dedicate the following described lands for highway purposes. All of T. 50 N:, R. 6 W., Sec. 14, in the Wye-W/2 thereof, lying westerly of lines easterly at right angles to or radially from the following described reference line: April 17,'1963 Beginning on the' south line of, 'Sec. 15, T. 50 N., R'. 6 W. 106.7' west of the Southeast corner of such section, thence N. 60 19' E., 900.9' to the point of curva- a ture of/11 curve left, thence along the arc of such curve left 593.3' to the point of tangency with a line bearing N. 0° 23' E., thence N. 00 23' E., 2,397.2' to the point of curvature of a 3° curve left, thence along the arc of such curve left 511.1'. December 28, 1962 SUBJECT: Federal -aid Secondary Highway Funds Federal -Aid Highway Act of 1962 Under the Federal -Aid Highway Act of 1962, Federal -aid secondary highway funds will be available to Wisconsin in the amounts of approximately $69691,000 for the fis- cal year 1963-64 and $69867,000 for the fiscal year 1964-65. The plan for the distribution and administration of the Federal -aid secondary fund: becoming available to Wisconsin under the Federal -Aid Highway Act of 1962 is outlined in the accompanying statement. It is substantially the same as the plans adopted two, four and six years ago for the distribution and administration of the.Federal-aid secondary funds available under the Federal -Aid Acts of 19609 1958 and 1956. The continuation of this plan has been approved by the State Highway Commission after dis- cussion with Mr. A. J. Thelen, Executive Secretary of the Wisconsin County Boards Association. Mr. Thelen also reviewed the plan with the officers of the county high- way commissioners and county highway committee members associations at a meeting held at Wisconsin Rapids on November 30, 1962. Due to a slight increase in the apportion- ment to Wisconsin by the 1962 Federal -aid Act, the amount being apportioned among the counties is.increased from the previous two-year apportionment of $12,000,000 under the 1960 Act, to a sum of $12,250,000 for the two fiscal years 1963-64 and 1964-65 covered by the 1962 Act. The 1962 Act Federal-aid_:s:econdary_funds apportioned for your county for the two fiscal years 1963-64 and 1964-65 are as follows: County Total 2-year Apportionment Bayfield $1819400.00 These funds may, within the time limitation hereinafter provided, be matched by your county and used on qualifying improvements requested by your county on county trunks or local roads or streets located on the Federal -aid Secondary Highway System or its extensions in urban areas. In planning the utilization of the Federal -aid secondary funds, due consideration should be given to qualifying improvements on.the FAS System or extensions thereof in cities and villages and to qualifying and desirable extensions of rural improvements into such municipalities. The method of apportionment among the counties of the $12,250,000 for the two years 60% on the basis of total highway mileage as of January 1, 1962,'exclusive of the federal -:aid Primary System and exclusive of other mileage in "urban areas" established pursuant to the Federal -aid highway 'acts (places of over 5,000 population); and 40% basis of the total number of motor vehicles registered in the fiscal year ending The PAS funds thus apportioned to a county may, within the time limitation here- inafter provided, be matched by the .county and used on qualifying improvements request- ed by the county on county trunks 'or l ocal�r6ads and streets on the PAS system or its extensions in -urban areas, in accordance with -the requirements of the -Federal -aid highw acts and amendments thereof and regulations-pur'suant'thereto and of the established re- quirememts and procedures of the State Highway Commission. Upon the request of a county highway committee submitted for the consideration of the State Highway Commission, and if matching funds are available, and if approved by the Commission, a portion -or all of the FAS:funds thus apportioned for such county may be transferred to and used for the improvement of a portion of the State' Trunk Highway System or a state park or forest road located on the Federal -aid Secondary System within such county. Where more than 50 percent of the total area of a county consists of."urban areas", leaving limited potential for the effective use of PAS funds, upon request by such county and approval by the Commission',,all or part of the apportionment of FAS funds for such county may be transferred for use on urban extensions of the Federal -aid Primary Highway System; provided that each such transfer shall be in accordance with the procedures and subject to the limitations and required prior approvals as pro- vided in Title 23, tT. S. Code, par. 104 (c), and Bureau of Public Roads Policy and Procedure Memorandum 20-3. 529 April 17, 1963 On December 31, 1964, any FAS funds under the 1962 Act apportioned to a county but which have not been matched by .the county and used on projects which have been advanced to the contract stage, or have not been transferred to a state trunk high- way or state park or forest road improvement with the approval of the Commission, shall revert from such county to be used or allotted, by and at the discretion of the State Highway Commission, for other improvements in any part of the state. From the funds thus reverted the State Highway Commission will accept requests for tenta- tive allotments, to be matched with county funds, for additional qualifying and meri- torious improvements on county trunks or local roads or streets, by counties which have evidenced their capacity to plan for and to match and use more than their normal appor- tionments of FAS.funds. On June 30, 1965, any such additional 1962 Act FAS'funds so allotted to a county, but which have not been matched by the county and used on a project which has been advanced to the contract stage, shall revert from such county to be used by the State Highway Commission for state trunk highway or other FAS improve- ments in any part of the state. FAS funds will be deemed to have been "used on a project which has been advanced to the contract stage" when bids have been received and the county matching funds have been deposited with the state; or in case the work,is to be performed by day labor, when an acceptable day labor contract has been signed by the county and delivered to the state; or for a project involving only preliminary engineering and/or the acquisi- tion of rights of way, when all acts required of the county prior to placing the pro- ject under agreement with the U. S. Bureau of Public Roads have been performed. When more than one contract is involved in a single FAS project, the determination shall be based on the last contract., In the spring of 1964, at the discretion of the Commission and to the extent the total Wisconsin balance of FAS funds permits, a project requested by a county and using more than the county's apportionment of FAS>funds under the.1962 Act may be programmed and advanced to the contract stage by anticipating and using not more than an estimated one-year apportionment to such county (based on the 1962 Act apportionment; under a proposed 1964 Federal -Aid Act then pending in Congress. Should such anticipat- ed funds not become available, the Commission will make such adjustment in unencumbered unapportioned or apportioned FAS funds as necessary to finance the encumbered FAS funds. 12-26-62 Moved by Tribovich and seconded by Pristash to receive the foregoing communica- tion and place on file.
