Equalized values of the County for real and personal property for the year 1963 2. A petition to lay out and construct a County Highway.in the Town of Barnes to provide public access to Blue Lake, located in Section 7, Township 45 N., Range 9'West. 3. A request by a public utility for a right.of way easement across certain por- tions of Section 149 Township 50 N., Range 8 West, and the desirability of restricting the spraying of such rights -of -way by public utilities and other restrictions and reservations in all future easements as may be beneficial to the County. 4. The authorization of a survey of certain County owned lands as requested by the Bayfield County Forestry Department. 5. The construction and financing of the proposed addition to the Bayfield County Court House, including the approval of plans and specifications for such construction September 27, 1963 as modified by the Building Committee and to do all other acts as may be necessary to expedite the construction of said building. 6. September 27, 1963 The following Resolution was read: WHEREAS, Bayfield County has undertaken to build an addition to the present Court House and the Building and Grounds Committee and Finance Committee of the Board of Supervisors of said County have been named to the joint Building Committee in charge of said project, and WHEREAS, The financing of said project has now been completed, final plans for said building are nearing completion and invitation for bids will shortly be publish- ed, and WHEREAS, Since the submission of the original plans to .said Board of Supervi- sors, said Building Committee has concluded that it would be advantageous to Bayfield County to make certain major changes, which are as follows: 1) The construction of a basement beneath the new addition. 2) A substantial reduction in the alterations orginally proposed in the existing Court House building reducing the originally proposed alterations to a minimum. 3) The installation of ducts.and basic facilities for an air conditioning system in the new addition, if allotted funds permit and the installation of an air conditioning unit, if allotted funds permit, and WHEREAS, a number of minor changes have also been made in the original plans for said building as .said alterations' have been deemed advisable and for the benefit of Bayfield County by said Building Committee, and WHEREAS, The recommendations for changes and alterations in said original plans as outlined above are deemed 'to be in the best interests of Bayfield County, NOW, THEREFORE, BE IT RESOLVED, That all acts, negotiations and transactions done and entered into by the aforesaid Building Committee to this date be and the same are hereby ratified and approved, and BE IT FURTHER RESOLVED, That the major changes recommended by said Building Committee and as outlined above be'and the same are hereby approved, and BE IT FURTHER RESOLVED, That the said Building Committee is hereby authorized to make such additional minor alterations in said plans and specifications as 'said Comm- ittee may deem necessary .and beneficial to Bayfield County from time to time and as said construction progresses; upon the condition, however, that all of said major alterations in said original plans hereby approved and all of said minor alterations hereby approved and to be made by said Building Committee during the progress of the construction of said building as herein authorized, shall not exceed the origin- al appropriation for the construction of said Court House addition. Gohl, Assistant Supervisors of Assessments met with the County Board. Mr. Wildes explained his recommended equalized values for 1963. The totals were as follows: Real Estate $34,6701200.00 Personal Property 49932,975.00 Making a total of $399603,175.00 This is an increase over the total of 1962 values.of 2,072,270,00. NOTE: No action was taken on the 1963 values. They will come up for considera- tion by the County Board at their annual meeting in November. The following Resolution was read: WHEREAS, the appropriation Section. 20.65, (11) of the Wisconsin Statutes (1963) foes not provide for any state reimbursement for supervising teachers employed for the 1963-64 school year. (The appropriation for the 1964-65 year of the 1963-65 biennium zpon which payments for the 1963-64 year were to be made from the budget request by September. 27, 1963 the State Department of Public Instruction.) THEREFORE, BE IT HEREBY RESOLVED, that the Bayfield County Board in special session on Friday,,September 27, 1963, hereby petition the Wisconsin State Legisla- ture to reconsider it's action and re -instate the approriation for 1964-65 appropria- tion of the 19,63-65 biennium upon which payments for the 1963-64 year may be made. The following Resolution was read: WHEREAS, the appropriation Section 20.650 (11) of the Wisconsin Statutes (1963) does not provide for any state reimbursement for supervising teachers employed for the 1963 196school year. (The appropriation for the 1964-1965 year of the 1963-1965 1964 biennium upon which payments for the 1963-:;•r- year were to be made was deleted from the budget request by the State Department -of Public Instruction), and WHEREAS, Louis A. Hill, Supervising Teacher of Bayfield, Rusk and Sawyer Counties, 1964 received a contract for the 1963 school year in April of 1963, all in accordance, with Section 39.20 of the Wisconsin Statutes. THEREFORE, BE IT HEREBY RESOLVED, in the event that the Wisconsin Legislature fails to re -instate the 1964-1.. appropriation upon which payments.for the 1963-1964 year were to be made for the Bayfield, Rusk and Sawyer County Supervising Teacher, the. The following Petition was read: We, the undersigned, being ten or more freeholders in the Town of Barnes, Bayfield County, Wisconsin, hereby petition'the Board of Supervisors of Bayfield County., Wis- consin, to lay out a County highway Four (4) rods in width over and across certain lands located in the Town of Barnes, Bayfield County, Wisconsin, more particularly described as follows: A-Four-(4) rod strip along the entire westerly boundary line of the Northwest quarter of Northwest Quarter (NW/ of NWf4)', Section Eight (8), Township Forty-five (45) North, Range Nine (9') West, said Four rod strip of land continuing in a Southerly direction a distance of Four (4) rods along the Westerly boundary of the Southwest quarter of Northwest quarter (SW)4 of NW/) of said Section Eight (8); thence running Westerly along the Northerly boundary line of the Southeast Quarter of North- east quarter (SEY/ of NEA) of Section Seven (7) of said Township and Range, a distance of approximately Three Hundred feet (3001); thence said four rod right of way to run due North to the waters edge of Blue Lake, the last said course running across a part of the Northeast quarter of Northeast Quarter (NI41y4 of NEI/) of Section Seven ( 7 ) of said Township and Range. The following Resolution was read: Whereas; the County Board of Supervisors, on November 14, 1962 passed a resolution requesting the fishing hole at the Big Rock on the Sioux River be open to fishing during the months of June, July and August and Whereas, the Conservation Department has seen fit to ignore this request, without a reasonable.explanation. Be it therefore resolved, that the County Clerk communicate with the Conservation Department and request that a representative, who is familiar with the reasons for this restricted area appear before the fall meeting of the County Board and explain why it is necessary to keep this area closed during the summer months.. The following Petition and recommendation was read: September 14, 1963 Bayfield County Board Washburn, Wisconsin Dear Sirs: We are planning an electric power line extension in section 14, township 50 N., range 8 W., which involves crossing county owned land. We are therefore requesting a right-of-way easement to clear a R/W of forty 560 September 279 1963 feet in width and to construct and maintain an electric power line beginning from a point e-t approximately 520 feet west from the southeast corner of the northwest, northeast section 14 thence southwesterly adjacent and parallel to right-of-way of present state highway 13 on north side of said highway for a distance of approximately 800 feet to the west boundary of the southwest northeast, section 14. RE C UMENDArT I ON TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS: Your Forestry Committee recommends that the easement requested by the Bayfield Electric Cooperative, of Iron River, Wisconsin, be granted. Said easement to be a forty (40) foot right-of-way through part of the Southwest quarter of the northeast quarter (SWY/ NEj4), Section fourteen (14)9 Township fifty (50) North of Range eight (8) West, described as follows: beginning from a point approximate- ly 520 feet west from the southeast corner of the northwest Quarter of the northeast Quarter (NW114 NEI/) of Section fourteen (14), thence southwesterly adjacent and parallel to right-of-way of present state highway "13" on north side of said highway for a distance of approximately 800 feet to the west boundary of the southwest quarter of the northeast quarter (SW/4 NEi4) of Section fourteen (14), Township fifty (50) North of Range eight (8) West. Said easement to be subject to the resolution adopted by the Bayfield County Board at their April 19, 1961 meeting, and recorded in Volume 11, page 306 of County Board Journal concerning the clearing of slash and brush on right-of- way easements. It is further understood that the Bayfield Electric'Cooperative, Inc. agrees to pay the amount of $49.20 covering stumpage cut on said right-of-way. September 27,'1963 - I The following Resolution was read: RESCINDING RULE MARKING POWERS STATE DEPARTMENT OF PUBLIC WELFARE. TO THE HONORABLE BOARD OF SUPERVISORS BAYFIELD COUNTY, WISCONSIN. GENTLEMEN:. WHEREAS: under section 46.22.Wisconsin Statutes there is hereby created a County Department of Public Welfare, and WHEREAS:: Bayfield County, using round figures, we have expenditures of nearly $694,000.00 a year, and WHEREAS: the local taxpayers have to raise for the County's share of the above appropriation about $1089200.00 to carry out this Welfare Program, and WHEREAS: due to Federal and State aids under this Welfare program, they, the Federal and State Governments, set up rules and regulations governing the County Wel- fare Department, and WHEREAS: this leaves practically no voice in the matters of the County Welfare Departments by the local governing bodies, and WHEREAS: in the opinion of the Attorney.General of 1957, book number 46 on page 139, the last three paragraphs reads as follows: "The matter of hiring and firing County Welfare Department employees, therefore,,"has been pretty effectively removed from the direct control of the County Board of Supervisors". 44 O.A.G. 262,266. For like reasons, the matter of wages of County Welfare Department employees is beyond the direct control of the County Board of Supervisors. The State Department of Public Welfare has established rules and,regulations for the fixing of salaries of employees in the County Welfare Department, Wis. Adm. Code, PW-PA 10, Secs. 10.04 and 10.25-10.30, and WHEREAS: with these existing conditions, under present laws -the local governing bodies do not have any control, as stated by the Attorney General, and this is very unfair to the local units of government, and WHEREAS: generally speaking, all legislators seem to go along with the State De- partment of Public Welfare and continue to give them more rule making powers, etc., which is entirely wrong for the operation of good government, and WHEREAS: you cannot have a merit system plan on a state wide level, and be fair to the smaller counties and the taxpayers that are paying the bills for local, State and Federal Government. SO BE IT RESOLVED: That the legislators take necessary action to eliminate this unfairness immediately, and return these administrative powers to the local government bodies where they so rightfully belong, and BE IT FURTHER RESOLVED: That the legislators in Federal and State government enact laws to make this Federal and State.aid program more flexible, so.as local units of Government can function more economically, without being dictated to by the Federal and State government. BE IT .STILL FURTHER RESOLVED: That copies of this resolution be forwarded by our County Clerk to all County Boards in the State and all legislators of the Federal and State Government representing our County, District and State, also the County Boards Association.
