COUNTY BOARD - March 9, 1964
Meeting called to order at 10:00 A.M. by Edward A. Pajala, Chairman.

Dear Mr. Tranmal:
You are hereby petitioned to call a special meeting of the Bayfield County Board
of Supervisors at 10:00 o'clock, A.M. on Monday, March 9Lb, 1964, at the Court House,
Washburn, Wisconsin, to consider and act on the following:
1'. To consider and act on bids for the addition to the Court House and revision
of present structure as set up in federal,project number 64G.
2. To :,consider all matters relating to the present proposed construction of an
additionto the,Bayfield County Court.House, including the negotiations with the
aforesaid Federal agency for funds for said proposed construction, and acceptance of
grant offer.
3. To consider all other matters which may lawfully come before said Board of
Supervisors relating to the aforesaid suggestions and relating to general County
business and affairs not relating to the aforesaid suggestions.

The following Resolution was read:
WHEREAS, The Bayfield County Board of Supervisors has proposed to build an addi-
tion to the Court House now known as Project APW-WIS-64G, and
WHEREAS, The Building Committee advertised for bids for said construction, which
bids were received and opened on the 27'Ll' day of February, 1964, by said Committee, a
schedule of said bids being attached hereto and made a part of this Resolution, and
WHEREAS, The Building Committee after considering said bids determined the low
bidders to be as set forth in Schedule A, attached hereto, and
WHEREAS, Said Building Committee has further considered the low bids as set forth
in said Schedule A and the alternates in connection with said low bids and following
such consideration recommend the acceptance of the alternates also set forth in said
Schedule A, and
WHEREAS, The acceptance of said low bids and the alternates as recommended by the
Building Committee or as determined by the Board of Supervisors will require further
consideration oj? the financing of said project by Bayfield County,
NOW, THEREFORE, BE IT RESOLVED, That the low bids as determined by said Building
Committee and by said Board of Supervisors, the names and amounts being set forth on
Schedule A attached hereto and -the alternates as set forth in said Schedule A, be
accepted and that contracts be awarded in.accordance with said bids and the acceptance
hereof and subject to the regulations and conditions of the Housing and Home Finance
Agency on file with the Bayfield County Clerk, said acceptance of bids and alternates
to be conditioned upon the provision of additional sufficient funds necessary for the
completion of said project.

The following Resolution was read:
WHEREAS, Under the terms of Public Law 87-658, approved September 14, 19629
the United States of America has authorized the making'of grants to aid in financing
construction of specific public works projects, provided the proposed or planned total
expenditure of the public body for its capital improvement projects is increased by
an amount approximately equal to the non -Federal funds required to complete such public
works projects,
AND WHEREAS, The Bayfield County Board of Supervisors, hereinafter called the
applicant, has made application with the Housing and Home Finance Agency, the United
States Government, for a grant to aid in financing the construction of an addition to
the Bayfield County Court House located at its County seat of Government at Washburn,
Wisconsin, said Court House addition to include a combination Circuit and County Court
Room, Judge's offices and offices for other County officers, now referred to as Pro-
ject APW-WIS-64G, and
WHEREAS, A capital improvement plan now exists for the fiscal year ending Decemb-
er, 1964, which includes segregated funds in the amount of $164,400.00 for said pro-
ject APW-WIS-64G, exclusive of Federal.funds, and
WHEREAS, Upon the receipt of the construction bids under said project and.the
due consideration thereof, it was found by said Board of Supervisors that said segre-
gated funds for said project must be increased by the amount of $52,428.00, to cover
the minimum bids as received and the acceptance of such alternates as deemed proper
by said Board, and
WHEREAS, There are insufficient funds in the Treasury of said Bayfield County
which may legally be transferred to said capital improvement budget, and
WHEREAS, Said additional sum of money must be provided for by a short term loan
and repaid with interest by the levy of an irrepealable tax, pursuant to the provisions
of Section 65.90 of the Wisconsin Statutes relating to municipal budgets and Section
67.12 of the Wisconsin Statutes relating to temporary borrowing,
NOW, THEREFORE, BE IT RESOLVED, That the bids for said project 64G be accepted
as recommended by the Building Committee for said project and that contracts be let
by the proper officers of this County to said low bidders and in accordance with the
directions of said Building Committee; that the capital improvement budget as affects
said project 64G be altered and increased as hereinabove recited and in said amount
of $52,428.00, and
BE IT FURTHER RESOLVED, That the proper officers of Bayfield County be and they
are hereby authorized and directed to borrow from one or more of the banking institu-
tions in this County the sum of $529428.00, to be added to said capital improvement
account 64G in said amount and that said loan be repaid from the proceeds of an
irrepealable tax in the same amount, plus interest, which tax after the receipt of
the borrowed money shall become and continue irrepealable and shall be carried into
the next tax roll of the County and collected as other taxes are collected, all
pursuant to the provisions of Section 67.12 of the Wisconsin Statutes.

The following Resolution was read:
Motion Carried.
WHEREAS, Bayfield County spends considerable money to advertise its tourist
business and attractions through the mediumof outdoor shows and magazines, and
WHEREAS, ,there are no large suitable signs on the highways to inform the tourist
that he is entering Bayfield County,
THEREFORE, BE IT HEREBY RESOLVED, that -the Conservation Committee be directed to
study this matter and recommend to the -County Board in April the number and size and
location of such signs as they deem advisable.

NOTICE OF APPLICATION FOR PERMIT
1. The Commander, Ninth District, United States Coast Guard, Cleveland, Ohio, has
applied to this office for approval of plans and issuance of a permit under the author-
ity of the Secretary of the Army to place a submarine cable in Lake Superior between
LaPointe light on Long Island to the southerly end of Madeline Island.
2. As shown on the plans on the reverse side of this notice the cable will be
placed on the lake bottom at depth to approximately 100 feet.
3. Any interested parties (particularly navigation interests, municipal, county
and state officials, or associations whose interests may be affected by the proposed
work) are invited to submit to this office, written facts, arguments, or objections
before 25 March 1964. These statements should bear upon the suitability of the loca-
tion, the adequacy of the plans with reference to navigation and should, if appropriate,
suggest any changes deemed desirable in the interests of navigation.
4. All replies should be addressed to the District Engineer, U. S. Army Engineer
District, St. Paul, 1217 U. S. Post Office and Custom House, St. Paul, 1, Minnesota,
Attention: Permits and Statistics Branch.

The following communication was read:
TOWN OF CLOVER

Dear Mr. Tranmal,
The Town of Clover has acquired a logging road starting in Section 22 Township
50, south of the main road. This road runs through sections 22, 27, 3405 and 2,
ending in Section 1 where it joins the fire lane road.
The Town of Clover would like to get a right-of-way easement from Bayfield County
signed and notarized, giving the Town of Clover a four rod right-of-way where the road

now exists on Bayfield County land. The road is running south through the eastern
part of the SW/ of Section 34 Township 50 and running east through the southern part
of the SW/a of Section 35 Township 50,. running east through the northern part of Section
2, T. 49.
The Town of Clover will take over the improving and upkeep of this road. This
road will be of great value in fire prevention and fire fighting as it opens up a vast
new area. Also for its recreational and economic values.
Your returning the enclosed road - easement, as soon as possible will be greatly
appreciated.

PLEASE TAKE THIS MATTER UP WITH YOUR COUNTY BOARD CHAIRMAN
I have been requested to call a "Get together" meeting of the twenty seven counties
involved in the problems relating -to forest crop, federal land acreage and land owned
and controlled by the Conservation Department. This would include fishing and hunting
grounds and several referendums. The meeting would be similar to the one held in
Phillips one year ago.
The meeting will be held at the Eagle River Union High .school Auditorium, beginn-
ing at 10:00 a.m., Saturday, March 14,
We hope that your county will be represented at this important meeting and there-
fore, request that you return the attached blank so that we will have come idea of how
many to expect.. Each person attending will have to pay their own expenses. A program
will be sent to you prior to the meeting.
