Meeting called to order at 10:00 k.M. by Edward A. Pajala, Chairman.
The following members answered roll call:

Representatives of the Supervisor of Assessments Office, namely Richard Klimek,
and Keith Simpson, appeared before the County Board and gave a detailed explanation
of how they arrived at their recommended equalized values of the taxing districtsof
Bayfield County.
Moved by Sampson and seconded by Bernard E. Johnson to defer action on the
recommended equalized value of real and personal property until the annual meeting in
November. Motion Carried.
Moved by Meyer and seconded by Bernard E. Johnson to adjourn until 1:00 P.M.

The following Resolution was read:
WHEREAS, On November 12t, 1958 the County Board adopted a Resolution which was
recorded in Journal eleven page eleven authorizing the County Clerk to issue a Quit
Claim Deed to the Town of Iron River covering the following described lands:
NW 180 ft. of Lot Forty-two (42), Lot Forty-three (43) except S. 100 ft., all
of Lot Forty-four (44), all of Lot Forty-five (45)9 Second Addition to Long Lake,
Section Two (2), Township Forty-seven (47) North, Range Eight (8) West;
WHEREAS, the County also owned the S. 100 feet of Lot Forty-three (43) and it
was the intent at that time that the Town of Iron River should acquire this also.
THEREFORE BE IT HEREBY RESOLVED, that the County Clerk be authorized to issue
deed to the Town of Iron River covering the S. 100 feet of Lot Forty-three (43) of the
Second Addition to Long Lake located in Section Two (2), Township Forty-seven (47)
North, Range eight (8) West for the amount of delinquent taxes.

The following Resolution was read:
WHEREAS, Municipalities,. including counties, are now subject to Chapter 90 of
the Wisconsin Statutes relating to fencing laws, and
WHEREAS, Bayfield County has been, and will in the future, be called upon to com-
ply with said fencing laws in the building of partition fences between county owned
and privately owned lands, and
WHEREAS, There is presently no committee authorized by this Board to act for
Bayfield County and to take such action in behalf of Bayfield County as may be necess-
ary under the provisions of said Statute.
NOW THEREFORE BE IT RESOLVED, That the Agricultural Committee of the said Board
of Supervisors of Bayfield County be and it is hereby authorized and directed to act
for and in the best interests of Bayfield County relative to all fencing liabilities
incurred by Bayfield County under the provisions of said fencing laws.

Moved by Justice and seconded by.Moniza to amend the Resolution to read that a
Special Committee be appointed by the Chairman to administer the problems that might
arise due to the new fence law. Amendment Carried. The resolution as amended
was then adopted.
The following Resolution was read:
WHEREAS, Bayfield County has acquired by tax deed, a parcel of land in the NW NE,
described in Volume 106, page 118, Section 32, Township 50, Range 8 West, in the Town
of Port Wing and
WHEREAS, it is contiguous to the Town Public Park,
THEREFORE BE IT RESOLVED, that the Town of Port Wing be authorized to purchase
it for the face of the outstanding taxes amounting to $28.77.

The following Resolution was read:
WHEREAS it has been shown that there is a great interest on an area basis en-
compassing Ashland, Bayfield, Iron, Price and Sawyer counties, for the establishment
of a community mental health clinic, and
WHEREAS the State of Wisconsin, by statute, has created the machinery and will
participate financially in its operation across the board on a 60-40 basis, and
- WHEREAS the tri-county committee, composed of members from Ashland, Bayfield, and
Iron counties has been in operation for several months studying the feasibility of
such an area clinic, and this committee has conducted a survey to determine the need,
and
WHEREAS this committee has learned by this survey that there are a great many
people, both children and adults, who could profit from treatment in an area mental
health clinic, and
WHEREAS this committee in three meetings has sounded out a great deal of sentiment
and has met with people who have formed such clinics and operated them on a community
basis, and
WHEREAS this committee has compiled a great deal of information on the feasibility
and need for such a clinic, and
WHEREAS there is still a great necessity for exploration and study and the
necessity for more definite figures on costs and budgets, and
WHEREAS at a recent meeting in Ashland it was decided to expand this committee to
a five -county basis which would include Ashland, Bayfield, Iron, Price, and Sawyer
counties, and
WHEREAS the county board of supervisors of Bayfield county feel that this interest

J:� and feasibility should continue so that our body might consider the matter
at the annual meeting in November,
THEREFORE, BE IT RESOLVED that Bayfield county approve the continuation of the
study by the area committee so that the pertinent information by which this county
board can make a judgment can be obtained.

The following Resolution was read:
WHEREAS the Bayfield County Department of Public Welfare has re-evaluated the
services to children and to such extent has been appraised by the review team of the
State Department of Public Welfare, Division for Children and Youth, and
WHEREAS this review team has offered certain recommendations for agency consider-
ation to improve these services, and
WHEREAS, the Bayfield County Welfare Board has reviewed this report and desires
to see certain improvements made, this Board proposes the following resolution:
BE IT RESOLVED by the Bayfield County Board of Supervisors in special session
this 29Lh day of September 1964 that in performing those duties and functions as
established in Wisconsin Statutes Chapter 46.22 and further stated in Chapters 48.56
and 48.57, the Bayfield County Department of Public Welfare will perform protective
and preventive services to children living in families where the social setting is
detrimental to the total welfare of the children. In this capacity, the Case Workers
will provide such necessary service to the child and to the family to the extent
that the problem area is alleviated and no longer detrimental to the children's
social well-being.
BE IT FURTHER RESOLVED that for each referral received from whatever source, a
social investigation will be made to determine a need for social service.
BE IT STILL FURTHER RESOLVED that the sole function of the Case Worker is to
provide only social services as needed. Thus, the Case Worker should not be expect-
ed to act in the capacity of a parent, truant officer, or police official, etc., as
these functions are in contradiction with the role of good casework practices.
Therefore, the Case Worker should not be expected to have to contract parents of a
minor in custody, be called to home or school on a truancy matter, or be expected to
sign the complaints in charging juvenile offenders.

The foregoing Resolution was read:
WHEREAS, Bayfield County has acquired ownership by tax deed title to the Northwest
Northeast (NW NE), less Railway Right of Way in Section Twenty (20), Township Forty-
five (45), Range Six (6) and
WHEREAS, this land borders on a small lake which is not large enough to have a
suitable public landing,
THEREFORE, BE IT HEREBY RESOLVED, that the Sales Committee be authorized to sell
the aforesaid property without retaining lake frontage -for public landing.

The following Resolution was reads
WHEREAS, a suit was started in the State Supreme Court affecting seventy counties,
Menominee and Milwaukee County not being a party to the action,
AND WHEREAS, said petition requires that the Supreme Court of Wisconsin take
original jurisdiction,
WHEREAS, suit action would change the present representation on county boards,
WHEREAS, the Wisconsin County Board Association has already expended $2,500 in
legal fees in representing the organization,
AND WHEREAS, it is estimated that there will be an additional cost of approximately
$7,0009
AND WHEREAS, the county board association meeting held in Racine on September 23
unanimously adopted a resolution to ask each of the seventy counties for an additional
$100 to defray the aforementioned legal expenses,
FURTHER, it is the intent of the counties in the action to delay the Supreme Court
action and that it be referred to the legislature for more detailed study, it would
give the county board association an opportunity to lay out fair and equitable proposals
for the legislature to act on.
THEREFORE BE IT HEREBY RESOLVED, that the Bayfield County Board appropriate $100
as its share toward the cost of Supreme Court action.

The following Resolution was read:
WHEREAS, Bayfield County has acquired tax title to the NE NW and the NW NE

Section lg Township 47 North, Range Eight (8) West. -and
WHEREAS, the NW NE borders on Bismark Lake, and
WHEREAS,.this is a good lake without a public access, and
WHEREAS, the most feasible highway for access to the NW NE is across the NE NW,
THEREFORE, BE IT HEREBY RESOLVED that these two forties be placed under the
County Park System for future development.

The following Resolution was read:
WHEREAS, Bayfield County has acquired tax title to NE NE Section 30 Township 47
North Range 8 West which borders on the Southeast corner of Bismark Lake, and
WHEREAS, Provision is being made for a'Public Landing on this lake by withholding
from sale another County owned parcel on the Northwest side of the lake,
THEREFORE, BE IT HEREBY RESOLVED, that the sales committee be authorized to sell
the NE NE of Section 30 Township 47 North, Range 8 West.

The following Resolution was read:
WHEREAS, the Namakagon Dam is very much in need of repairs, some of the water is
going under the slab and it 'is uncertain how long this can continue without major
repairs and,
WHEREAS, the Town of Namakagon has asked the Conservation Committee to assist
in these repairs and,
WHEREAS, it is estimated that the total cost of said repair will be approximately
$3,500.00 and,
WHEREAS, the Conservation Committee has a sum of $1,000.00 in their budget which
they can divert to this project,
THEREFORE BE IT HEREBY RESOLVED, that an appropriation of $1,000.00 additional be
made available to the Conservation Committee and that they be authorized to pay 50
per cent of the cost of said repair but not to exceed $2,000.00.

WHEREAS, The office of the Bayfield County Superintendent of Schools is operated
under a consolidated program with the Counties of Sawyer and Rusk, and
WHEREAS, The cost of the operation of said office is shared by said three counties
on a pro-rata basis, as set forth in Section 39.06 (3A) (F) of the Wisconsin Statutes,

WHEREAS, During the school year of 1963-1964, one supervising teacher was employed
by said three counties, the expense of which was pro -rated in accordance.with the last
said statutory provision, and
WHEREAS, At a meeting of the joint education committee of Bayfield, Rusk and
Sawyer Counties convened at Drummond, Wisconsin, on March 16, 1964, a recommendation
was entered on the minutes of said meeting to continue one supervising teacher for the
three county system for the school year 1964-1965, and
WHEREAS, Upon said recommendation, the Superintendent of Schools of said joint
county system engaged the services of said supervisingteacher for the three counties
for the current school year, and
WHEREAS, Bayfield County has not concurred with Rusk and Sawyer Counties in the
continuance of employment of said Supervising Teacher for the current school year, and
WHEREAS, The present system of county superintendents and supervising teachers will
be terminated as of July 1, 1965, and
WHEREAS, It is deemed advisable that Bayfield,County concur in the action of Rusk
and Sawyer Counties in continuing the employment of said supervising teacher for the
current year, considering the obligations of Bayfield County as a member of said three
county organization, and to provide testing programs and other necessary services which
will be made available to Bayfield County by such employment.
NOW THEREFORE BE IT RESOLVED, That Bayfield County concur in the action of Rusk and
Sawyer Counties in continuing the employment of one supervising teacher to represent
said three counties during the current school year 1964-1965.

Resolution. Motion Carried.
The following Resolution was read:
WHEREAS, the cost of building an addition to the 4-H Dairy Barn, the enlarging
of the womens rest room and the repairs to the present horse and dairy barns at the
Bayfield County Fair Grounds exceeded the maintenance and repair budget by $29625.98,
and
WHEREAS, these additions and repair of fair buildings were necessary to accomo-
date the increased number of exhibits at the Fair, and
WHEREAS, the number of exhibits at the 1964 Bayfield County Fair was 7,097 as
compared to 5,748 at the 1963 Bayfield County Fair or an increase of 1,349, and
. WHEREAS, the labor expenses incurred by the Fair Committee must necessarily in-
crease in order to process the additional exhibits, and
WHEREAS, the total 'expenses will exceed the budget by an estimated $2600.00,
NOW THEREFORE, BE IT RESOLVED, that the County Clerk and County Treasurer be
authorized to issue checks in payment of the premiums and unpaid bills for the opera-
tion of the 1964 Bayfield County Fair.

Attention: Land Sales Committee.
Gentlemen:
We are interested in purchasing certain Tax Title lands in Bayfield County, now
owned by the County, and would appreciate your offering the following lands for sale.
1. All County Tax Title lands in Orienta Township exclusive of Forest Crop or
other land set aside for County or Public use. (Mr. Sanfred Anderson, Chairman)
2.,All Tax Title lands in Port Wing Township exclusive of Forest Crop or. other
land set aside for County or Public use. (Mr. Evald Johnson, Chairman)
3. All County Tax Title lands in Pratt Township located in Sections 19-20-23-24-
25-26-27-28-29-31-32-33-34-35-36, in Township 45 N. Range 6,West. (Howard Sibbald,
Chairman)
We represent a client who is interested in securing up to 20,000 acres of land in
Northern Wisconsin, and we represent him in trying to secure these lands. We feel that
those lands owned by Bayfield County wo uld,meet- all requirements. We have investigated
our client and also contacted him personally, and find him rated very highly reliable
and financially responsible.
Our client has agreed to honor all Zoning Ordinances. placed upon these lands by the
.County, also to allow the continued use by the Public to hunt and fish on the lands, as
well as to allow the cutting of Commercial timber by local residents, at prevailing
rates of stumpage.
We would appreciate your discussing the sale of these lands at your next meeting
of "The Land Sales Committee. Our Mr. Cavill, would like to be present at this meeting
to discuss the question with you.

The following Resolution was read:
TO THE BAYFIELD COUNTY BOARD OF SUPERVISORS:
At a joint meeting of the Forestry Committee and Conservation Committee, as direct-
ed by the County Board, the request by Lawrence LeBel; Herbster, Wisconsin, and Alvin
Bratley, Washburn, Wisconsin, to withdraw the following descriptions from under Forest
Crop Law, be denied. The S36 Nine/4, NEI/4 SW/9 NW/a SEY, S36 SE/ of Section 3, and the. N16 NEY
of Section 10, all in Township 49, Range 7 West.
The reasons for said denial being as follows: inadequate water supply to operate
a hatchery of any size could affect the temperature of the river; high cost of raising
,fish from 780 to $1.00 per pound; a hatchery of this kind can be. ruft by.two men or less;

would break up present forestry blocking.

the Forestry and Conservation Committees and that the petitions be denied.
Motion Carried.
The following Resolution was read:
WHEREAS, The. Bayfield County Board of Supervisors by Resolution dated the
18Lh„day of April, 1962, provided that employees of said Bayfield County should -be
retired from County employment at the end of the month during which any employee
reaches the age of 65 years, said regulation being in conformity at the time of
adoption with the provisions of the Wisconsin State Retirement Act, and
WHEREAS, Since the adoption of said regulation, the Legislature of the State of
Wisconsin has amended the provisions of said Act, effective April 26, 1963, to pro—
vide that participating employees must be retired at the end of the calendar quarter
year in which such employee -attains the age of 65 years, unless said employee is
certified for continuance of employment by the said Board of Supervisors, and
WHEREAS, It is deemed advisable by this Board of Supervisors that the County
regulation relating to retirement of employees should correspond with the provisions
of said Wisconsin Retirement Act,
NOW THEREFORE BE IT RESOLVED, That the aforesaid resolution of the Bayfield
County Board of Supervisors adopted on•the aforesaid date be and the same is hereby
amended to change the date of retirement of employees of Bayfield County from the
end of the month in which such employee reaches the age of 65 years, to the end of
the calendariyear in which suc•h.employee reaches the age of 65 years.
This amendment shall be effective commencing with the fourth quarter of the
year 1964.

The following Resolution was read:
WHEREAS, A Petition was filed with Bayfield County requesting the amendment of
the Bayfield County Zoning Ordinance, said petition being dated June 20, 1963, and
WHEREAS, Said petition was considered by the Bayfield County Zoning Committee
and a report filed by said Committee, dated November 129 1963, recommending the grant-
ing of said petition, and
WHEREAS, Thereafter, on the 13til day of November, 1963, the County Board adopted
an ordinance amending the Bayfield County Zoning Ordinance, said amended ordinance
being recorded in Volume 119 page 558 and 559 in the official records of the Clerk of
said Bayfield County, and
WHEREAS, The aforesaid petition requested that the Bayfield County Zoning Ordin-
ance be amended to remove the Northwest Quarter of the Northwest Quarter (NW/ of the
NW1/)^, Section Twenty-eight (28), Township Forty-four (44) North, Range Nine (9) West
from Forestry Use District No. 1 and to place the same in Recreation Use District
No. 2, and
WHEREAS, The aforesaid described real property was, following the filing of the
petition hereinabove referred to, erroneously entered in the amended ordinance and
records of Bayfield County as the Northwest Quarter of the Southeast Quarter
(NWY of the SE/), Section Twenty-eight (28),'Township Forty-four (44) North, Range
Nine (9) West, said error being a typographical error only and the Zoning Committee
and the aforesaid Board of Supervisors having considered the correct description in
their deliberations and actions, and
WHEREAS, It is necessary to correct said error in the records of Bayfield County,
NOW THEREFORE, Pursuant to the aforesaid petition, the recommendation of the Zon-
ing Committee and the public hearing held thereon, pursuant to the provisions of
Section 59.97 (3) of the Wisconsin Statutes, and upon due notice as provided by law,
The Board of Supervisors of Bayfield County does hereby ordain as follows:
That ,the Zoning Ordinance of Bayfield County adopted on November 149 1934, as
modified thereafter, be and is hereby amended so that as amended the Northwest Quarter
of the Southeast Quarter (NWy4 of SEY4) of Section Twenty-eight (28), Township Forty-
four (44) North, Range Nine (9) West, be changed from the Recreation Use District No. 2
to the Forestry Use District -No. 1 and the Northwest Quarter of Northwest Quarter
(NWY of NWY%) of Section Twenty-eight (28), Township Forty-four (44) North, Range Nine
(9), West be changed from the Forestry District No. 1 to the Recreation District No. 2.
