BAYFIELD COUNTY BOARD OF SUPERVISORS
BAYFIELD COUNTY COURTHOUSE
WASHBURN, WISCONSIN
Gentlemen:
I respectfully submit my report on operations of the Veterans' Service Office
for the year of 1964.
In submitting my report on Veterans' Service, our activities for the past 12
months have greatly increased over last year. This increase in conte=acts and in
activities is due to many new laws that have made funds available for the veterans
and their dependents, along with more paperwork requested by state and federal govern-
ment in processing claims.
So far this year, through the Veterans' Service Office, several thousands of
dollars in medical payments, pensions, loans and grants have been made available to
the veterans and their dependents through the work in this office. Our requests for
hospitalization has increased considerably due to the increasing age of .the veterans.
Many of these cases would have been charged to the local townships and perhaps one
case would use all the funds available in a very short time. One case alone, was
$4500 that would have gone directly on the town if I had not insisted that he go to
the Veterans' Hospital.
My work never stops when the office closes; I am called Saturdays and Sundays
and nights on emergencies and at no time have I refused a call regardless of thetime.
---------November 10,_ 1964
I have had wonderful cooperation with the doctors in our area, the Veterans'
Administration, the co-workers in the courthouse, the Sheriff's Department and you
members of the board.
I will, like in the past, continue to give the best service possible to the vete
ans and their dependents of Bayfield County.
I submit a list of contacts made during the course of the year in this office
and also a list of the completed applications.
If you have any further questions of the activities of this office, I have the
complete records on file, and I welcome you to stop in at any time.
Thank you for your help.

BAYFIELD COUNTY BOARD OF SUPERVISORS
BAYFIELD COUNTY COURTHOUSE
WASHBURN, WISCONSIN
Gentlemen:
I respectfully submit my report on Civil Defense operations in Bayfield County
for the year of 1964.
In submitting my report on Civil Defense we have had a complete review of all
training exercises throughout the county on Police Work, Radiological Monitoring,
First Aid,'and Rationing, along with new classes in the schools and 4-H Clubs on
artificial resuscitation. On the Medical- Self Help training program, we have trained
278 persons. Many nights are spent in seeing that the programs were in full operation.
Out of 72 counties in the State, Bayfield County is listed as 61 in population
and we are rated 12' in accomplishments in Civil Defense. I feel we have done a very
good job to hold an average such as that with very little extra help.
In the future I expect to expand the Civil Defense program in accordance with the
plans formulated in order that we will be well trained for any disaster and can well
handle it whenever the volunteer services are needed. I also expect to have a com-
plete communications system in.operation very soon.
This year, through our efforts, several thousand dollars worth of training equip-
ment has been donated to Bayfield County.
In concluding my report, I wish to thank all those who have participated in the
program and hope that we never have to be called out for any disaster which means the
cost of life and property.
Thank you, gentlemen!
Respectfully yours,
Thomas E. Anderson, Director
Bayfield County Civil Defense
Moved by Sibbald and seconded by Wroblewski to receive the foregoing report and
place on file. Motion Carried.

1964 annual report for the Bayfield County Board of Supervisors.
04
November 12,1964___
This report presents a summary of major findings in the regional planning pro-
gram, commission activities and a financial report.
A contract has been approved by the Northwestern Wisconsin Regional Planning Comm-
ission to continue staff planning services for an additional two years. Primary em-
phasis will be placed upon solving local and county planning problems4 The Commission
adopted a budget of $4010.50 for 1965 of which Bayfield County°s share is $528.67.
The Commission is pleased to submit that because of generous participation of the
federal and state governments, funds received from Bayfield County in past years are
sufficient to continue the 1965 program without an additional contribution from Bay -
field County.
Sincerely,
George Malinoski, Secretary -Treasurer

Hilman A. Estenson, Architect and Paul Tomlinson, Contractor appeared before
the County Board. They stated that if ceramic tile was used instead of Vinyl, it
would cost an additional $875.00 and if cement enamel were used in the wash rooms
in the basement instead of Vinyl it would cost $300.00 additional.
Moved by Beeksma and seconded by Justice to recommend to the Building Committee
to alter the contract and substitute cement enamel finish in place of Vinyl tile in
the basement rest rooms. Motion Carried.
The Architect and Contractor stated that there would be a saving of $5100.00
if changes in the old building were eliminated from the contract and if the basement
in the new building were finished in offices it would cost approximately $10,000.00
plus $5100.00 saving in the old building. The architect and contractor estimated
that if the changes in the old building as laid out were changed to eight foot walls
instead of to the ceiling that the original contract could be reduced to $300.00.
They also stated that if movable partitions were used instead of walls to the ceiling
it would cost more than the original plans.
Moved by Jelinek and seconded -by Arthur A. Anderson to go ahead with the original
plans in the old building as advertised for bids. Motion Carried.
It was estimated that if new small radiators were installed in the new offices
of the first floor of the Court House that it would cost $635.00.
The Contractor stated that it would be a saving of $40.00 if he did not take
out the partition which creates the present private office of the District Attorney.
Moved by Jelinek and seconded by Elonen to install new small radiators in the
new offices of the old building at a cost of $635.00. Motion Carried.

Dear Mr. Tranmal:
In answer to your inquiry of August 19 regarding Lot 5 Block 25, City of Bayfield
I do not have title to this lot but I believe my father paid.taxes on this property,
as I have continued to do in the belief that it would eventually be possible to obtain
a quit -claim deed to the lot.. in question.
If it is possible to get such a; deed I would be grateful..for information as to
the correct procedure in doing so, if on the other hand this was an
erroneous belief on his part, what would the piirchase.price of the lot be?

Dear Mr. Tranmal:
A new Assessors Manual, as provided for in Section 73.03(2a) of the Wisconsin
Statutes, is now being prepared by the,Department of Taxation and will be distributed
to the assessors in April of this year.
It is hoped that through the use of the new manual, a more uniform and equitable
assessment of real estate and personal property will be ma de in the State.
We believe that to properly instruct the assessor in the use of the manual, it
will be necessary.to conduct a two-day assessors school.
We would appreciate your calling this ma-tter to the attention of your Finance
Committee and request that they include a sufficient amount to cover the cost of a
two-day assessors school in the 1965 budget.
Yours very truly,

Dear Tvlr . Tranmal : '
In' reply `"to the communication dated April 3, 1964 submitted by Mrs. Nettie Ander-
son of 2114 Second Street, Duluth, Minnesota.
Please be advised that the Bayfield County Board of Public Welfare and the Town
Chairman have considered the request to have also established the amount of delinquent
taxes which amount to $68.92 the total due through July 31, 1964. We also find that
the county already holds tax title to this property. Further, we find that the Bay -
field County Department of Public Welfare paid to Mrs. Anderson, for the care of her
father, the sum of $20.00 a month from June 1, 1957 through December 31, 1958 and
from January 1, 1959 to the time of his death April 22, 19594 The Welfare Department
paid the sum of $40.00 a month to the -daughter and it is therefore considered advisable
that the sales committee dispose of -this property through the regular procedures in
the sale of county owned property.

The following Report and recommended Budget was read::
PROPOSED BUDGET FOR THE YEAR. 1965
TO THE HONORABLE BAYFIELD COUNTY
BOARD OF SUPERVISORS.
Gentlemen:,.
We, the undersigned Committee on Finance, Budget and Equalization, hereby submit
our report and recommendations for 1965.
VALUATION
The Supervisor of Assessments recommends a true value of $41,1029535.00.- The
legal limit of taxation for County general purposes is if exclusive of debt items.
The budget is under the legal limit by $18,025.35 although it includes an item of
$20,272.15 for a contingency fund.
SANATORIUM
The Joint Committees and Trustees are not recommending dual use at this time.
Because of some recent outbreaks of T. B., and recognizing the fact that T. B. has
not been completely controlled, it is felt that we should continue the Sanatorium as
1 ■
a T. B. center.
_ November_ 1.3, __1964
soy
WELFARE
This continues to be one of the larger items in the budget. State and Federal
aid is reflected according to costs in the revenue section of the budget.
REST HOME
It is operating at full capacity.
MOBILE LIBRARY SERVICE.
Our share of costs is in the budget for 1965.
of this service.,
HIGHWAYS .AND BRIDGES
Reports indicate increased usage
Highway expenditures are financed entirely from gasoline and automobile revenues,
with the exception of County Bridge Aid to Districts.
The Bridge Aid from 1965 amounts to $9,239.76 a reduction of $2-,068.91.
AUDIT
The audit report for 1963 has been completed. The report is on file in the
County Clerks office and is available for inspection.
We recommend acceptance of his proposal for audit of the 1964 records, and he
has agreed to complete the audit on or before October 15. This we feel will assist
the Budget Committee in their budget recommendations.
FINANCE
We are introducing a resolution authorizing short term loans in case it is found
necessary.
The budget is based on the recommendation of the Personnel Committee as to wages
and salaries. Also appropriations have been recommended in regard to the placement
of another Traffic Officer.
HEALTH CLINIC
There is much interest in a Health Clinic in the five county area. But due to
lack of information and direction from the Committee, the Budget Committee does not
recommend an appropriation at this time.
NEW ITEMS
Because it will be necessary to move some of the offices into the new building,
the Committee recommends an appropriation of $500.00 for this expense.
Due to recent legislation in regard to fire calls on County Trunk Highways
(Chapter 60.29), a recommended appropriation of $500.00 is being made.
