Zimmerman, Secretary of State was read advising that pursuant to a recent opinion of Bronson C. LaFollette, Attorney General that the term of office for the Chairman and Vice Chairman of the Board elected at the Organi- zation meeting would be two years. The .Board proceeded with the election,of a chairman. Nominations were as follows: Moved by Moniza and seconded by Art Hanson to nominate G. Wm. Frankie for Chairman of the County Board. Moved by Wasmuth and seconded by Art Meierotto to nominate W. C. Barningham for Chairman of the County Board. Moved by Mammoser and seconded by Sampson that nominations for County Board Chairman be closed. Motion Carried. The Chair appointed George Moniza and Art T'Ieierotto as tellers. The result of the ballot for County Board Chairman was as follows: Frankie - 13 Barningham - 8 Total - 21 `lhe Chair declared G. Wm. Frankie duly elected as chairman'of the County Board for a term of two years. 270 April 19, 1966. The Board then proceeded with the election of a Vice Chairman.. Nominations.for Vice Chairman were as follows: Moved by Art Hanson and seconded by Lattimer that Thomas Rondeau be nominated for Vice Chairman. Moved by Mammoser and seconded by Moniza that nominations for Vice'Chairman be closed. Motion Carried. l Moved by Sampson and seconded by Meierotto that the County-Cl.erk.be instructed to cast a unanimous ballot for Thomas Rondeau as Vice Chairman of the'County Board for a term.of two years. The Clerk cast the ballot .as directed and the Chair declared Thomas Rondeau duly elected as Vice Chairman of the County Board for a term of two years. The following Resolution was read: BE IT HEREBY RESOLVED, That the members of the Bayfield County Board of Supervi- sors, assembled this l9Lh day of"April, 1966, pause in their deliberations, and in silence respect the memory of Evald Johnson and his service to Bayf field County as a member of this Board during his lifetime. BE IT FURTHER RESOLVED, That this Resolution be.made a part of the permanent records of . Bayfield County and that a certified ^copy hereof be provided by the Clerk to the family of said.Evald Johnson, deceased. G. William Frankie George Moniza George W. He called the attention of the Boar, to the polution of Wisconsin waterways that confronts the area: of today. Mr. Robert Ledin, District Attorney, gave an oral report on the recent develop- ments concerning the matter altering the shore line of Blue Lake. April 19, 1966 e The following Resolution was read: WHEREAS, certain lands located along the laid out route of County Trunk Highway "H" in the .'own of Iron River, Bayfield County, Wisconsin, within the limits of Pro- ject ,E 0767(2'), Iron River -Delta Road, are owned by Bayfield County and, WHEREAS, it is necessary that certain portions of such county -owned lands be established, -as highway right of way, NOW THEREFORE BE IT RESOLVED, that the County Board of Supervisors of Bayfield County, Wisconsin, in regular session assembled, this 19 day of April 1966, do here- by dedicate ,the following described lands for highway purposes:. �----`All that -part'of a strip or parcel of land in Government Lot 5, Sec. 34, T. 47 N., R. 8 W..,, a reference line to which is described as follows: Commencing at a'point on the south line of Section 34 T. 46 N., R. 8 W., 793.6' west of the southeast corn- er of said Section 34 thence N. 430 34' W., 236.91; thence N. 621 25' W., 2247.7'; thence along the arc of a 6° 00' curve left 197.81, the place of beginning; thence continue along the arc of such 61 00' curve left.387.81, thence S. 821 27' W., 307.61, thence along the arc of a 101 00' curve left, 209.61. Pajala County Clerk, Bayfield County Court -house, Washburh, Wisconsin 54891 Dear Mr. Pajala: Estimated 1967 Allotment for State Trunk Highway System You are hereby notified that the estimated allotment in the fiscal year ending 272 April 19, 1966 June 30, 1967, under the provisions of Sections 20.420(ly) and 84.03(3), for expendi- ture on the State Trunk Highway System in your county is Sl21,000. The proposed allocation of the estimated 1967 allotment, which is submitted for the consideration of your County Board, is as follows: - The sum of $121,000 to be held in reserve for future allocation.. The following relocation order was read: THE COUNTY HIGHWAY COMMITTEE FINDS AND DETERMINES THAT: The proper establishing, laying out, widening, enlarging, extending, constructing, reconstructing, improving, or maintaining a portion of the highway now designated as County Trunk Highway 11H", from a point 1215 feet north and 1263 feet east of the southwest corner of Section 34, Township 47 North, Range 8 West, thence southeasterly to a point 1040 feet west and 770 feet north of the south one -quarter corner of Section 8, Township 46 North, Range 7 West, and on roads or lands in and about and along and leading to same, requires cer- tain relocation or change and the acquisition of lands or interestsin lands as shown on the map or copy thereof marked: "PLAT OF RIGHT OF WAY REQUIRED, PROJECT E 0767(2) - Section 3," for the Iron - River - Delta Road, C. T. H. 11H01, Bayfield County, dated March 28, 1966, the same being sheets No. s, 4 through 4.5 inclusive of the plans for said project, and Pursuant to its authority under Section 83.08, Wisconsin Statutes, THE COUNTY HIGHWAY COMMITTEE HEREBY ORDERS THAT: (1) The said highway is hereby laid out and established to the lines and widths as shown on the said plat. (2) The required lands or interests in lands as shown on the plat shall be ac- quired by the County Highway -Committee, pursuant to the provisions of Section 83.08 and 32.05(1), Wisconsin Statutes. (3) This order supersedes and amends the previous order issued by the County Highway Committee on April 14, 1965. The foregoing order was issued by the Bayfield County Highway Committee and en- tered in the minutes of its meeting on April 13, 1966. Motion Carried. 273 April 19, 1966 The following communication was read: January 25, 1966 County Clerk, Bayfield County Washburn, Wisconsin Dear Sir: Re: Joseph Sekelsky Enclosed please find Notice of Claim against Bayfield County on behalf of Joseph Sekelsky, by myself as his attorney. I have been negotiating with your insurance carrier through Crawford & Crawford, adjusting company of Duluth, Minnesota. I be- lieve that this matter will be settled without court action as soon as I can meet with the adjusting company. We have been negotiating for settlement of this matter ever since the accident occurred. However, Mr. 8_ekelsky has been troubled with an injury,to his knee resulting in surgery in the summer of 1964.. He was told to wait six months thereafter for an opinion as to the surgical result. The Surgery was delayed in hopes that it would not be necessary to perform and that is the reason why this matter has dragged this long. The reason for the notice of claim is because the statutes of limitations are run in July of 1966 and if for any reason settlement cannot be made with the insurance carrier, suit will have to be started. Therefore, I would appreciate early action on this matter. I expect that you will deny the claim because the matter is now in the hands of your insurance carrier and if settlement cannot be reached litigation will be necessary. The following Notice of Claim was read: To: The County Clerk, Bayfield County To: The County Board of Supervisors, Bayfield County, Wisconsin, Washburn, Wisconsin. Gentlemen: You are hereby notified that, on the 12th day of July, 1963, at about the hour of 1:20 p.m. Joseph Sekelsky suffered an injury and great damage to his person by reason of the negligence of one of your County Highway trucks driven by a county employee. Such injury or damage occurred on a public highway in Bayfield County at the intersection of Highway 13 and Bayview Park road. That the injury happened when the County truck failed to yield a right of way to an automobile in which Joseph Sekelsky was a passenger causing the automobile and truck to collide, resulting in personal injury to Joseph Sekelsky. And said County, its supervisors and officers, are hereby notified that Joseph Sekelsky claims satisfaction for said injury from said County. Dated this 25th day of January, 1966. Alex J. Dashner, Bayfield County Public Welfare Director, appeared before the Board and gave an oral report on the Surplus Commodity Program and commented on the Food Stamp Plan. A discussion by the Board membersfollowed and reference was 1965 made to, and the resolution on the Food Stamp Plan which was adopted at the/November meeting was read. Mr. Dashner then made his recommendation and -a motion was made and duly seconded that the matter_...of; the Food Stamp Plan be referred to the Executive Committee for further study. Motion Carried. Mr. James Mohler, Forest District Ranger, appeared before -the Board to solicit the Board's support for the purchase of a map covering certain areas within Bayfield County. He explained this to be a Forest Service Map. or SportsmayB map. The cost for an order of 25,000 would be approximately 120 a piece. An order for an amount less than this would bring the cost of the map higher. He also pointed out that entrance fees will be charged to certain parks and recreational centers within the National Forest'.) Moved by Moniza and seconded by Mammoser to adjourn. Motion Carried. The following Resolution was read: BE IT HEREBY RESOLVED, That the rates for the publication of official County Board minutes and publication of legal notices be set as follows for the ensuing year; $1.26 per folio for the first publication. $-385 per folio for printing supplements of County Board proceedings. $27.50 for the distribution of the supplements by other than the official paper. RESOLVED, That the official paper send a copy of the County Board minutes to each County Board member and to the Clerk of each town, city and village. RESOLVED, That the official paper be required to print the minutes within 60 days after receiving copy from the County Clerk. BE IT FURTHER RESOLVED, That the Iron River Pioneer be the official paper for the ensuing year, effective April, 1966. Robert' Arthur Arrangements had been made by.Mr./hedin with.Mr./Cirilli, legal counsel for Mrs. Myrtle Wendelbo, property owner on the Eau Claire hakes to appear before the County Board to discuss the Resolution adopted at the County Board meeting in September, 1965 with reference to the construction of the lock and dam on the Eau Claire River between the Middle and Upper Eau Claire hakes. At 2:00 P.M. Mr. Robert Ledin, Bayfield County District Attorney,opened a hearing i with an explanation of the situation with regard to a proposed dam and lock to be con- structed on the Eau Claire hake in the Town of Barnes. Present at the, time were Robert Spears, Mr. Cirilli, Mrs. We..ndelbo on other interested residents of„the area. The District Attorney advised the Board that Mr. Cirilli should be allowed to present any petition or other evidence he had regarding the project and that any other interested person should be heard. Mr. Robert Spears appeared before the Board in behalf of the residents and pro- perty owners who object to the construction of the dam and read the following Petition: P. April 18, 1966 The following communication was read: April 18, 1966 TO WHOM IT MAY CONCERN: We'wish to go on record in favor of the river project between Middle and Upper Eau Claire Lakes because: 1. We believe it will stimulate tourist trade for the area by opening up access to more lakes. 2. The beauty of the area could be enjoyed by all, residents and tourists, if the river were navigable. Mr. Robert Ledin stated in the presence of Mr. Cirilli and Mrs. Wendelbo that he was of the opinion that as Mr. Cirilli had now been allowed to appear before the Board to present any evidence that it would not be necessary for Bayfield County to notify Mr. Cirilli of any further_ action to be taken in the future by the County Board. The following Resolution was read: WHEREAS, the Legislature of the State of Wisconsin has authorized the expenditure o funds under the County Conservation Aids Program during the 1965-1967 biennium, and WHEREAS, it is necessary for Bayfield County to enter into an agreement with the Wisconsin Conservation Department in order for Bayfield County to be eligible for said funds, NOW THEREFORE BE IT RESOLVED, by the-Bayfield County,Board in session this 19 day of April, 1966, that the County Clerk and County Board Chairman be and they are hereby authorized and directed to sign the required memorandum agreement with the Cons ervation'Department, a copy of which is attached and made a part of this Resolu- tion. Motion Carried. 279 April- 19, 1966 The following Resolution was read: WHEREAS, there are certain funds available on a matching basis to counties pur- suant to the provisions of the Federal Land and Water Conservation Act of 1965, and WHEREAS, it is'deemed to be to the best interest of Bayfield County to take advantage of these available funds, NOW THEREFORE BE IT RESOLVED, by the Bayfield County Board in session this 19 day of April, 1966, that the County Conservation Committee is authorized to make application for and do such other acts as are required in order for Bayfield County to participate in the aforesaid Conservation Program. The following Resolution was read: WHEREAS, Bayfield County has made an appropriation in the 1966 Budget for carry- ing out certain Conservation Projects and Stream Improvement work, and ' WHEREAS, it now appears that certain funds may be available to the County on a matching basis through the. Each county is contributing $6,000 and the State of Wisconsin will contribute $20,000 making a total budget of $50,000. 3. WHEREAS, Bill 324A, as.amended, and.already passed in the Assembly, provides an executive secretary to the Natural Resources Committee, and provides certain directives that will enable more effective co-ordination, and WHEREAS, now that certain funds are available on a'local level matching basis, more than ever, is there need of businesslike co-ordination in this long overdue program of resource care, THEREFORE, BE IT HEREBY 'RESOLVED, that the Bayfield County Board be recorded as in full support of Bill 324A, as amended, and earnestly urge the enactment thereof. The following Resolution was read: WHEREAS, under the Cropland Adjustment Program, ceilings have been set for acreages for feed grain and wheat at 10 percent of the entire base. WHEREAS, the base acres of wheat are low in Bayfield County, it will not allow but a farm or two to participate in the program, and WHEREAS, we have a"total wheat base of 170 acres in Bayfield County which would allow only 10 percent a year of 17 acres that could be put in the Cropland Adjustment Program, and WHEREAS, since very little wheat is grown in Bayfield County, the raising of the ceilings to include more wheat farmers would have no adverse effect on the local economy, and WHEREAS, disregarding ceilings altogether would have no adverse effect on the economy. NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors go on record recommending that the ceilings of wheat as provided by the Cropland Adjust- ment Act be disregarded in approving farms under the Cropland Adjustment Program. Motion Carried. - - - ---April_ 20, _1966 - The following Resolution was read: WHEREAS, The reapportionment act affecting the composition of County Boards has reduced the membership of the Bayfield County Board of Supervisors from thirty-seven members to twenty-one members, requiring reorganization of the Board as to committees and other functions, and WHEREAS, a proposal for said reorganization has been made by a committee of the 1965 Board of Supervisors of Bayfield County, said proposal being attached hereto and mai a part of this Resolution as Exhibit A, and WHEREAS, The aforesaid proposal has been given due consideration by this Board of Supervisors assembled this 20th day of April, 1966, and WHEREAS, It is deemed in the interests of said Board and Bayfield County to accept said proposal and confirm the rules, regulations and conditions therein set forth as the authority under which this Board shall operate, subject to amendment from time to time by said Board, NOW THEREFORE BE IT RESOLVED, That the rules, regulations and conditions set forth herein in Exhibit A is hereby confirmed and established as the authority under which the Bayfield County Board of Supervisors shall function, subject to amendment from time to time, subject to all State and Federal laws and subject to other provisions and regulations of said Bayfield County governing said Board of Supervisors not in conflict with the regulations set forth in said Exhibit A. G. William Frankie PROPOSED REORGANIZATION OF BAYFIELD COUNTY BOARD OF'SUPERVISORS AND COMMITTEES THE EXECUTIVE COMMITTEE. The Executive Committee shall consist of the Chairman, '_ of the County Board and the chairmen of the following standing committees of said Board of Supervisors: a)Personnel, Sheriff and Civil Defense. b) Agriculture and Resource Development. c) Forestry and Conservation. d) Education, Welfare, Library and Health. e) Highway. Should any chairman of the above named five committees be unable to attend the Executive Committee meeting, said chairman shall designate a member of his committee to attend such Executive Committee meeting. The Chairman of the committee shall be elected by the members of the Executive Committee and shall hold office for one year or until a successor is elected. The Chairman and Vice Chairman of the County Board shall be ineligible to sit as Chairman of the Executive Committee. The County Clerk shall be the Secretary of said Executive Committee and as such shall attend all meetings of the committee, keep a record of the proceedings and perform such other duties as may be assigned to him by the committee. The duties of the Executive Committee shall be: a) To supervise county administrative affairs in general, to bring about proper 4e coordination and cooperation between various departments and agencies of the County April 20, 1966 Q to the end that,.the best•,business practices will be observed; and that due efficiency be maintained; and that the interest of the citizens of.the County may best be served. b) To confer and advise with the officials and committees of the various depart- ments of the County on official matters where such conference or advice is asked for by officials or committees, or when such conference is deemed advisable,.by the Execu- tive Committee. c) To annually prepare a budget for the County for submission to the County Board for.its approval.at the annual -meeting in November. d) To generally supervise all financial. matters of, the County for the purpose of keeping expenditures within control and within the budget adopted by the County Board. To this and all purchases, except those made by the Highway Committee, exceeding $1000.0( must first receive the` approval of the Executive Committee before they can be made, unless otherwise specifically authorized by the County Board, or Executive Committee. e) Prepare schedule of fees and charges to be made by the several County officers, for instruments and other services, issued and performed by them for the public. Said schedule shall consist of fees, as provided by law, and as may be fixed by the Execu- tive Committee,.where no fee is provided by Statute. The.Executive Committee shall also prepare schedule of prices to be charged by County officials for blanks, forms, and so forth, as are carried for the convenience of the public at the several County offices. Said schedules shall be approved by the County Board. Schedules and fees now in effect shall continue until changed by Order of the Executive Committee, the County Board, or by Statute. f) To supervise matters referring to delinquent and illegal taxes and securing tax titles for the County, and to have charge of the appraisal and sale of County owned lands. The Clerk of the village, supervisor of city districts and chairmen of towns in which any land lies,.which is advertised for sale by this committee, shall be notified of such pending sale in such time as to permit a representative of -said mun- icipality to appear at the Executive Committee meeting considering said sale for the purpose of presenting evidence for or against such sale. g) The Secretary of the Executive Committee shall examine, settle and allow the current accounts against the County not -in excess of $1000.00 on any one account and to issue County orders therefor. All accounts must first be approved by the committee or department head having jurisdiction of the department incurring -the account before being presented to the Executive Committee Secretary, the Executive Committee or the County Board, for allowance. h) To review all financial reports submitted to the County Board by the Executive Committee Secretary and by the several County officials and by the auditors retained by the County. i) To recommend auditors to the County Board to audit the books of the County. j) To at -tend to all matters referred.to it by the County Board,,, k) To make a report of all its actions to regular sessions of the County Board. 1) Whenever an emergency shall exist in any office or department of Bayfield County and immediate action is required in the interest of the County, the Executive Committee of the County Board shall have full power and .authority to act and to take appropriate action until the next meeting of the County Board, and the said Committee ), is empowered to make or contract for emergency.expenditures.not exceeding a total $5,000.00 in any one year. - -- - - - - - - --April 20, 1966 - — - - - m) To recommend standing rules governing procedure of said Board... n) To keep-the.C-ounty Board advided and informed as.to all pending legislation affecting County government. o) --The Chairman of ..the Board and at least two other members of the Executive Committee shall approve the bonds and sufficiency.o£ sureties of the County officers in accordance with Section 59.13 Statutes. p) To maintain and -keep in repair the public buildings owned and operated by Bayfield County; exclusive of highway department buildings and buildings used in connection with projects and property under the jurisdiction of the Conservation and Forestry Committee. q) To assign office storage and County space in, -the public buildings of Bayfield County to the departments and offices of said Bayfield County. r) To recommend to the Board the necessary insurance protection for the employees and property of Bayfield County. s) To cause to.belprepared by the Executive Committee Secretary a perpetual inventory of the real estate and buildings owned by Bayfield County. t) To set up' rules and regulations for :the. use of the County Board room or other meeting rooms in the Bayfield County Administration Building by the publib, except that no one shall be permitted to use the County Board room- while.the County Board is in session. The Secretary of,'the Executive Committee shall be the purchasing agent for Bayfield County and his duties shall be: 1) To purchase the supplies necessary for the maintenance and upkeep of the Bayfield County Administration Building, the making of minor repairs and improvements in and about said building, which can be easily performed by the maintenance depart - went. 2) To perform the duties as set forth under Section 59.07 (7) of the Statutes, insofar as such Statute applies to the County purchasing agent. 3)'Heads of County departments who desire to purchase office equipment and fur- niture for their offices situated in the Administration Building shall first obtain permission and approval of the purchasing agent before trying out or having demonstrat- ed to them such equipment or furniture. 4) To perform such other duties as may be imposed upon him from time to time by the County Board. 5) The purchasing agent shall, with the cooperation of the various departments, bring about improved and more economical methods to be followed in purchasing pro- cedures. PERSONNEL AND SHERIFF'S COMMITTEE AND CIVIL DEFENSE 1)-The Personnel and Sheriff's Committee shall be composed of five members of the Bayfield County Board of Supervisors. The members of the Personnel. Committee and the Sheriff's Committee shall be identical and shall, insofar as possible, transact the business of both committees on the same meeting day. 2) This committee shall confer and meet with the Sheriff and his staff from time to time to discuss and consider matters concerning this department and, if deemed advisable, to bring recommendations to the County Board as to changes and improvements for the good of said 'department. 3) To generally supervise the activities of the- Sheriff's department and the - - April_ 20, 1966 a 0 operation of the .Bayfield County jail and to make reports to the County Board of any deficiencies therein or changes or improvements which may be deemed advisable. 4) To confer with the Sheriff's Department in preparation of the annual budget of said department, to recommend salary adjustment and capital outlay for equipment. 5) To study and recommend to the County Board, from time to time, adjustments in salary schedules for Bayfield County employees and officers, to establish holidays to be observed and working conditions for said employees and officers and to make recommendations to the Board of Supervisors for the improvement in the working re- lationship between Bayfield County and such officers and employees. No adjustment in salary schedule of any officer or employee of Bayfield County shall be made in a greater amount than recommended by this Committee. All requests for salary adjust- ments by employees or officers shall be made direct to the Personnel Committee. 6) This committee shall also represent Bayfield County in matters of civil defense and shall confer with the. Bayfield County Director of Civil Defense as may be necess- ary from time to time in establishing and recommending budgets and on matters necess- ary to the efficient operation of said Department of Civil Defense in the protection of the property and safety of the Citizens of Bayfield County. AGRICULTURAL, RESOURCE DEVELOPMENT, FAIR, ZONING AND SOIL:.. CONSERVATION COMMITTEE, This Committee shall consist of five members of the Board, selected by the Board. The vocation of the majority of the members of the Committee shall be agricultural-. This Committee shall meet at such intervals as is deemed necessary to properly carry out its functions and its responsibilities in connection with the Agriculture and Home Economics program of the extension service. This Committee shall have the further function and responsibility of representing Bayfield County in resource development, to include industrial development, dock and airport improvement and to represent the County on the five -county development committee and other cooperative committees which may be created from time to time by counties similarly situated, in economics and resources, to Bayfield County. This Committee shall further represent Bayfield County and its Board of Super- visors in the conduct and operation of, the Bayfield County fair and shall have full authority therein except as said Committee may be expressly limited by resolution and direction of this Board. This Committee shall also be charged with the responsibility and duties relating to the zoning ordinance of Bayfield County enacted pursuant to the provisions of Section 59.97 of the Wisconsin Statutes and related Statutes. The Committee shall, as directed by the County Board, draft proposed zoning ordinances and amendments thereto for consideration by the Board as the need therefor may arise and said Committee shall more specifically be charged with the duties and responsibilities as set forth in Section 59.97 (2) (a) of the Wisconsin Statutes. This Committee shall further be charged with the responsibilities and duties of the.S.oil.Conservation Committee, or as more fully set forth in Section 92.06 of the Wisconsin Statutes and related Statutes. a -298 April. _ 20.1 1966 CONSERVATION, FORESTRY AND FENCING COMMITTEE' This Committee shall consist of four members of the County Board of Supervisors, and the Chairman of the Highway Committee. The duties of this Committee shall be as follows: a) To maintain and keep in repair public land and buildings owned and operated by Bayfield County as a park or recreational site, inclusive of all access sites charg- ed to this Committee for maintenance and repair. b) To recommend to the County Board such programs for the improvement and develop- ment of park and recreational sites as may be beneficial to Bayfield County. c) To carry out the functions and responsibilities of the Bayfield County Forestry Department in cooperation with the Administrator thereof, in connection with County owned lands and land subject to the Forest Crop Law. d) To recommend to the Bayfield County Board of Supervisors desirable projects relating to conservation, forestry, recreation, stream and lake improvement, public access and other projects of good conservation practice. e) To advise the County Board of Supervisors and recommend programs concerning the construction and maintenance of dams and flowages within the County. f) This Committee shall further act in behalf of Bayfield County to its best interests in all fencing matters in which Bayfield County may have responsibilities under the „provisions..of Chapter„ 90-of the Wisconsin ._Statutes. g) This Committee shall, as directed by the County Board, have the responsibility of advertising the advantages, attractions and resources of the County, as authorized by Section 59.07 (30) of the Wisconsin Statutes. WELFARE BOARD ( LIBRARY, HEALTH AND EDUCATION COMMITTEE) This Committee shall consist of five members of the Bayfield County Board of Supervisors and shall be known as the Bayfield County Welfare Board. The members of the Welfare Board shall be the same as the members of the Library, Health and Education Committee. The members of this Committee shall be appointed by the County Board Chairman, each appointment shall be for a period of one year, and each member shall continue in office until his successor shall be appointed. The Welfare Board shall be organized pursuant to the provisions of Section 46.22 (2) (a) of the Wisconsin Statutes and shall have the duties and responsibilities set forth in Section 46.22 (2) (b) (c) (d) (e) of the Wisconsin Statutes, relating to the operation of the Bayfield County Department of Public Welfare. EDUCATION COMMITTEE As to the Education Committee, it shall investigate and advise the Board in res- pect to educational policies and expenditures involving the County as a.whole. HEALTH COMMITTEE: The Health Committee, in cooperation with the County Health Nurse, the State Board of Health and local Boards of He-alth within the County shall have the following responsibilities and duties: 1. To formulate administrative policies and transact business necessary for the 299 April 20 , .196 6 effective operation of the County nursing and public health service." a) Recruitment and employment of one or more County Nurses when, so authorized by the County Board. b)-Direction and supervision of the work of the Public Health Nurse in cooperation with the State Board of Health. c) With the cooperation of the Nurse,..draw up a tentative annual budget for sub- mission to the appropriate committee and the County Board. 2. To become well-informed on all aspects of :the public health nursing program and the public health needs of the County.. a) To discuss specific problems confronting the Nurse and assist in their solution. b) Direct efforts toward improving health services.to.the community. 3. To interpret the public health nursing program.and.its,objectives to the .community and the County Board. - a) To assist the Nurse in planning and developing an interesting and- educational annual or bi-annual report with wide County distribution. =_ b) Review form letters, pamphlets and other pub-li,city, and give -suggestions as to their acceptability and helpfulness to the- persons receiving them. c) Refer, families needing 'service to the ,Nurse. d) Promote and interpret new programs through individual and group contracts. 4. To cooperate with other community -agencies and groups in bringing about better community coordination and health planning. LIBRARY COMMITTEE It is the duty of the County library committee to survey and study the library needs of the County and to develop and report to the County Board plans and proposals for improving library service within the County. It may promote co-operation between exist- ing library units within the County' and_aid such -units in working out contractual arrangements under existing law for the improvement and extension of library service. It may cooperate with similar committees or other proper authorities of adjoining Count- ies in developing plans for the establishment of multi -county units of library service.. The Committee may utilize the consultant services of the free library commission. HIGHWAY COMMITTEE The County Highway Committee shall consist of three members to be elected by the County Board at the annual meeting to serve for one year, their terms to begin on the date of such election. The duties of the Bayf field County Highway Committee shall include those duties set forth in the State Statutes and such other duties as may be imposed upon it b the County Board. RECOMMENDATIONS AND DIRECTIVES IN RE COMMITTEE MEETINGS" 1. Insofar as possible, all committee meetings shall be day meetings held at the Bayfield County Administration Building. 2. The Chairman of each committee shall notify the County Clerk of the time and dates of all committee meetings not regularly scheduled to enable the Clerk to properly post the bulletin board at least five days prior to such meeting. 3. The Executive Committee shall meet on specified dates scheduled in advance as may be determined by said committee. 4. Each committee shall be responsible to furnish a copy of ;the 'minutes of each 301J April 20, 1966 meeting to the -County Clerk for his records; -unless a mutual agreement is reached by the eommi•tteE chairmen and; the County Clerk that the. -County Clerk shall, attend the com- mittee meeting in question and keep records thereof. 5. The agenda of -committees should -be arranged and.scheduled.to consider specific business of each branch of the committee at different hours and give.reasonable..notice, to the departments and department heads,. -of such schedule. 6. The following affirmative Resolution was read.: WHEREAS, A resolution,^a copy of which is attached hereto, marked Exhibit "A", and made a part of this resolution, was passed by the County Board of Supervisors on the 27th day of September, 1965, recorded in Volume 12 Page 170,of the Records of Bayfield County, and WHEREAS, A question arose as to whether or not Myrtle Wendelbo, and her counsel, Arthur Cirilli, of Superior, Wisconsin, who appeared before the Public Service Commissi at the hearing on the application of Bayfield County for a permit to construct, operate and maintain a dam in the Eau Claire River in the Town of Barnes, Bayf field County, Wisconsin, were entitled to notice of the County Board meeting at which said resolu- tion was passed to enable them to appear and object to said resolution and the action of the County Board thereon, and WHEREAS, For the purpose of obviating any question as to the failure to give the notice referred to, the Bayfield County Board of Supervisors, provided said persons and all othex persons appearing,, upon due notice to said Myrtle Wendelbo, through her attorney, Arthur Cirilli, an opportunity to appear before the said Board of Supervisors to present evidence against said application for said permit, and WHEREAS, Said hearing was set for Tuesday, April 19tn, 1966 at 2:00 o'clock P.M.,and WHEREAS, said Myrtle Wendelbo, in person and by her attorney, Arthur Cirilli, and other persons, appeared before said Board at said time, and presented evidence against said application for said permit , and WHEREAS, Other persons were also permitted to present evidence in favor of said application, April ,20,. 1966 NOW THEREFORE BE IT RESOLVED, That following said hearing and considering the evidence' presented and all of' 'the facts of ' said proposal and' application, it is deemed advisable and in the interests of Bayfield- COuhtyand the public to confirm and reaffirm the action of the Bayfield County Board of'Supervisors in adopting the resolution hereihabove first' referred to, acid BE IT FURTHER RESOLVED, That a certified copy of this resolution be mailed to Mr. Arthur Cirilli, Superior, Wiscohsin, and the Public' Service Commission of the State of.Wisconsin, and BE IT FURTHER RESOLVED, That the Conservation Committee continue to process said application for the purpose of obtaining said permit to construct said dam. William Frankie EXHIBIT "A" ` RESOLUTION WHEREAS, Bayfield County, -by its Clerk, and under the direction of the Conser- vation Committee of the Bayfield County Board of Supervisors, made application to the Public Service Commission of Wisconsin for a permit to construct, operate and maintain a dam in the Eau Claire River in the Town of Barnes of said Bayfield County, a copy of said application being attached hereto as Schedule A and made a part of this resolution with the same effect''as though fully set forth herein, and WHEREAS, The making and filing of said application is required to be by authority of the said Bayfield County Board of Supervisors, and WHEREAS, Among other things, it is required by the laws of the State of Wisconsin that Bayfield County, the applicant herein, make provision for the adequate mainten- ance of said dam for a period of not less than ten years, as more fully set forth in Section 31.14 of the Wisconsin Statutes, and WHEREAS, Bayfield County has had previous experience in the cost of maintaining a similar dam over a period of more than ten years on the waterway between Middle Eau Claire Lake and Lower Eau Claire Lake similarly situated to the dam now proposed and located in the immediate vicinity of such proposed dam, such experience having shown that little or no maintenance is required from year to year of like constructed dams and that the cost of maintenance of the aforesaid existing dam under the juris- diction of Bayfield County has been, and presently is, less than $100.00 per year, NOW THEREFORE be it resolved, That under the authority reposed in the aforesaid Conservation Committee by the Bayfield County Board of Supervisors, the application aforesaid made by the Clerk of Bayfield County on the 271h- day of April, 1965, is deem- ed to have been made by direct authority of the Bayfield County Board of Supervisors and the said Board of Supervisors hereby confirms all of the acts of said Conserva- tion Committee and the Clerk of this County in the making and filing of said applica- tion, including the preliminary survey made under the direction of said Conservation Committee and the evidence thereof presented in behalf of Bayfield 'County, at the public hearing on said application on the 17th day of June, 1965, as set forth in the transcript of the evidence presented by Bayfield County at said hearing on file with the said Bayfield County Clerk, and BE IT FURTHER RESOLVED, That said Bayfield County Conservation Committee and the proper officers of Bayfield County are hereby authorized and directed to do such acts as may be necessary to secure a permit to construct, operate and maintain said dam April 20;. 1966 under the provisions of Chapter 31 of the Wisconsin Statutes, and BE IT FURTHER RESOLVED, That there is hereby appropriated the sum of One Thousand Dollars ($1,000.00).to be. segregated into a non -lapsing fund to be used in the main- tenance of said dam for a period of ten .years from the date of completion of construc- tion, it being the intent of the said Bay; ield County. Board of _Supervisors to maintain said dam and to keep the same in good..operating condition for said period of ten years following the completion of said dam. Bernard E. Johnson Glenn W. Motion Carried. 1 1. . - Mr. Spears suggested the foregoing Resolution should be referred to the County Conservation Committee for further study. He al so suggested that the County Board should definitely decide: (1) "Do ' you want the dam?" ( 2 ) "Haveyou checked into the cost of . building the edam?". A vote by ballot was ordered. The result of the ballot was follows: Ayes - 14 Nayes 6 Total 20 Motion Carried. Moved by Mammoser and seconded by Moniza that a copy of the foregoing Resolution also be sent to Frank W. Christopherson, Jr.,.Senator and to Bernard E. Gehrmann, Assemblyman. Motion Carried. The following Resolution.was. read: WHEREAS, Bayfield County, under the direction of its Health Committee is currently engaged in making a study.of the need for Home Nursing Care in. Bayfield.County, and WHEREAS, Section 141.10 of the Wisconsin Statutes provides for the authorization and establishment of a program of Home Nursing Care,, including the establishment of a fee schedule for such Home Nursing„ Service, and WHEREAS, Pending;, the study of the need for a Home Nursing; Care program for Bayfield County, interim programs of such service may be offered to the County by the. State on a reimbursement basis, and WHEREAS,.it,is necessary to have established a schedule of fees for such Home Nursing Care to take advantage.of the aforesaid programs, April 20, 1966 i NOW THEREFORE BE IT RESOLVED, That the Health Committee of this Board of Super- visors shall have the authority and said Committee is directed to establish such a schedule of fees to be charged for said Home Nursing Service under any of the alter- natives set forth under said Section 141.10 of the Wisconsin Statutes, and BE. IT HEREBY FURTHER RESOLVED, That.said Health Committee shall be authorized to do such other acts as may be necessary to carry out the intent of this Resolution, except that no funds shall be expended under the authority of this resolution except as may be fully reimbursed through State or Federal funds. The following Resolution was read: WHEREAS, The State of Wisconsin, through its Board of Health, has made available to Bayfield County a plan for Home Nursing Service, and WHEREAS, The need and desirability of such a service is not presently known, and WHEREAS, Said State Board of Health has now made available to Bayfield County, upon the application of the Health Committee of the Board. of Supervisors, an out- right grant in the amount of Five Thousand Dollars ($5,000.00) to make a study of the need and desirability of such a program, and WHEREAS, Said funds are available to Bayfield County only on a reimbursement basi s, and WHEREAS, It is deemed to be in the interest of Bayf ield County to make such a study and to provide initial funds to make the aforesaid survey, NOW THEREFORE BE IT RESOLVED, That the Health Committee of this Board of Super- visors is authorized and directed to make the aforesaid survey pursuant to the condi= tions established by said State Board of Health, and BE IT FURTHER RESOLVED, That there is hereby appropriated from the contingent fund the sum of Five Thousand Dollars ($5,000.00) to be added to the budget of the County Nurse and to be used for the purposes of making the aforesaid survey, and BE IT FURTHER RESOLVED, That the Health Committee of this Board of. Supervisors make such provisions as may be necessary to insure the reimbursement of all County funds expended on the aforesaid project in accordance with the conditions established by said State Board of Health. WHEREAS, the duties of the County Sheriff are such that it requires many long 4� days of work, and WHEREAS, often the work is done in inclement weather and in all hours of the day or night, and WHEREAS, the Sheriff is on call 24 hours a day, and WHEREAS, the present salary of the Bayfield County Sheriff is substantially lower than the salary paid to Sheriffs in adjoining counties and salaries of certain police officers in nearby cities, and WHEREAS, the Sheriff's Committee is of the opinion that a reasonable increase should be made in the salary of the Sheriff, NOW THEREFORE BE IT RESOLVED by the Bayfield County Board in session this 20 day of April, 1966, that the salary of the Bayfield County Sheriff be increased by the amount of $60.00 per month, effective January l,' 1'967. Motion Carried. 3o8 April .20, 1966 The following Resolution was read: WHEREAS, Bayfield County, by its Board of Supervisors, did on the 19th day of April, 1966, appropriate the sum of Six Thousand Dollars_($6,000.00) to be transfered from the contingency fund to the outlay budget of the Conservation Committee, and WHEREAS, It is anticipated that said funds will be used as matching funds for State and Federal conservation programs that may be authorized by the Wisconsin Con- servation Department and by the Federal Land and Water Act, and WHEREAS, Individual municipalities within Bayfield County may be interested in participating in certain conservation projects with the County under said programs,and WHEREAS, Said municipalities may be limited in funds available for said projects, NOW THEREFORE BE IT RESOLVED, That in the event a conservation project under said program is entered into by mutual agreement of Bayfield County and any of the municipalities within said County that the financing of said projects shall be so arranged that the contribution of the municipality shall be in the amount of 25%, the contribution of the County shall be in the amount of 25% out of the funds allocated by the aforesaid resolution and the balance of 50% shall be contributed by the funds available through the Wisconsin Conservation Department or under the Fed- eral Land and Water Act.
