William Frankie, Chairman. The following members answered roll call: Sibbald, Mammoser, Stuart, Hanson, Heglund, Moniza, Brost, Frankie, Lehto, Sampson, Tetzner, Nelson, Celinsky, Barningham, Meierotto, Erickson, Wasmuth, Lattimer, Anderson, Rude - Total 20. The question of a substitute for a County Board member dame up before the Board. They were advised that in the event a County Board member is absent, no substitute can take his place. 0 Mr. Mammoser brought up for discussion the formation of committees. Moved by Lattimer and seconded by Sibbald that the committees of the County Board be permitted to select their own chairman. Mr. Ledin, District Attorney, advised the Board to study the foregoing matter more thoroughly before considering changes to be made in modifying the formation of the various committees. Mr. Lattimer withdrew his motion on the foregoing matter and Mr. Sibbald also withdrew his second to the motion. The following communication was read: Iron River, Wis. May 9, 1966 Bayfield County Board Washburn, Wisconsin Dear Members, Recently I had the wonderful opportunity to work with people in Bayfield County on the Medicare Alert program. I received heart warming co-operation from town board members from each town and village. I wish'to express my grateful thanks to these people. My special thanks to Mr. William Frankie for helping me get started on the program. Thank you also to the Veterans officer Mr. Thomas A-nderson, who was most helpful to me. Special' th:a' iiks to Mr. Edwin Dashner of the County Welfare Dept. who attended every meeting I held in the County and gave me assistance and his whole hearted co-operation. Mr. Frederick J. Young, Chief, Local Government Services Division, Bureau of Personnel appeared before the Board on request -af the. Personnel Committee to discuss evaluation and study of salaries and job classifications of county employees. The following Resolution was read: WHEREAS, The Personnel Committee of the Bayf ield County Board of Supervisors was requested to make an evaluation and study of the salaries and job classification of County employees, including officers and deputies, and 'WHEREAS, Said Committee has considered said request and has recommended that a competent person other than a member of the County Board or officer or employee of said Bayf field County be engaged to make such a study and evaluation and report their findings to this Board of Supervisors, NOW THEREFORE BE IT RESOLVED, That the recommendation of the Personnel Committee be and the same is hereby accepted and said Committee is hereby authorized and direct- ed to employ a competent and suitable person to make such study and evaluation and report to the County Board. The following communication was read: Iron River, Wis. 54847 May 6, 1966 Bayf ield County Board c/o Mr. William Frankie, Chairman Iron River, Wisconsin , Gentlemen: We are planning the construction of an 18 hole golf course to be located in the town of Hughes, Bayfield County, with construction to begin this year. At present, we own 80 acres at the planned construction site, but this is not enough to complete the type,of installation we have planned. the County the following lands: We would therefore like to purchase from 311 May_- 10. 196'6__�_�_ -- - -----v----.__ Section 5 - T47N - R9W. SW/ SW/ SE/ SW/ SWA SE/ i SE/ SE/ We would like to purchase the foregoing as soon as possible. In addition, we would also like to purchase the two forties directly behind our present 80 acres, these being the NW/ NEB/ and SW/ NEY4, Section 8 T47N R9W - FCL. This property we would like to purchase when it is available for sale. As stated before, we want to start construction on the -..golf course this year and hope to complete it in 1967. We have plans --for a Club House which will include: Pro shop and showers on the lower level, Club rooms, Supper Club and Lounge on the upper level.. We also want to include a swimming pool, riding stables and motel before the project is complete. Winter sports and family fun can be utilized on these lands, such as, light skiing, bob sledding and snowmobile meets. These facilities would be open to the public -at all times. The cost of this project will be in the vicinity of $300,000.00. It will benefit the area and the County and looking into the future, it is a much needed facility. Any attention and consideration you can give us will be greatly appreciated. Respectfully, Paul D. The following Recommendation was read: TO THE BAYF-IELD COUNTY BOARD OF SUPERVISORS, Your Forestry"Committee,.recommends that the request by Paul D. Gillespey, Iron River®: Wisconsin, as per attached letter, to purchase the NW/4 NIA/ and the SWA NEA9 of Section 8; Township 47 North of Range 9 West, now under County Forestry, be approved. We'fizrther recommend that Bayfield County make application to the Wisconsin Con servation Department for the withdrawal of the above descriptions. It is further understood that said withdrawal request be subject to all County rules and regulations pertaining to, withdrawals of County lands under County Forestry. May 109 1966 The following communication was read: April 15, 1966 Mr. Edward Paj ala, Clerk Bayf field County Washburn, Wisconsin 54891 Dear Mr. Pajala: I would like to have you present the following matter to the County Board of Bay - field County, for consideration. In 1965, the Wisconsin Legislature enacted a law (Chapter 292) which provides for the organization of the State of Wisconsin into area vocational, technical and adult education districts by July 1, 1970. tl Tentative plans are being drawn up to divide the state into areas, each of which would have an area vocational school. The manner in which the plans are now set up, this whole upper northern part of the state would be in a district with the vocational school at Superior being designated as the state oriented school. We believe that because of the distance from Superior, Ashland would be more logically suited to serve Bayfield, Ashland and Iron Counties and possibly other territory to the south of use We are currently engaged in putting together a brief to present to the Federal Government for a grant to build an adequate vocational school to serve the needs of the youth and adults of this area. Such a school would be an economic asset to this area. What I am asking you to consider involves no committment of any kind. It merely establishes your preference as to the vocational school district you would like to be in. It is quite possible that the State Board of Vocational, Technical and Adult Education will not go along with it and not give you a choice, but in any case, you can indicate a preference. I believe that it would be to our mutual benefit to be in a district located so that our needs could be met more efficiently and the service to the area enlarged. I have enclosed a resolution for your use if you so desire. I am sorry that I cannot be at your meeting, since I will'be attending a meeting in Milwaukee. The following Resolution was read: RESOLUTION REGARDING AREA VOCATIONAL, TECHNICAL AND ADULT SCHOOL ORGANIZATION WHEREAS, Chapter 292, Laws of 1965, provides for the organization of the State of Wisconsin into area vocational, technical and adult education districts by July 1, 1970, and WHEREAS, such organization would enable the expansion and improvement of vocation- al and technical education opportunities to all of the people of Wisconsin. THEREFORE BE IT RESOLVED by the Bayfield County Board that County of Bayfield be constituted a part of a vocational, technical and adult education district comprising Bayfield, Ashland & Iron Counties and other territory subject to approval by the State ---.__ __---- -- ------------------- ---May e10-,_-_1966_------------------ 313 0 e Board of Vocational, Technical and Adult Education and the Coordinating Committee for Higher Education under the provisions of Chapter 292, Laws of the State of Wisconsin 1965. Motion Carried. 0 314 109_ 1966 The following Resolution was read: WHEREAS, Section 73.06, Wisconsin Statutes, provides that the Department of Taxa- tion shall annually call a meeting of the local assessors for each .county for conference and instructions relative to the duties in the valuation and assessment of property,and WHEREAS, said Section 73.06 further provides that said as-s-es_so_r_s shall be paid f from the county treasury, travel expenses from his residence to the county seat and re- turn and such compensation and mileage as the Board may establish, NOW THEREFORE BE IT RESOLVED, that the assessors attending the annual assessors conference conducted by the Department of Taxation shall be paid the same per diem and mileage as is paid to the members of the county board. The following Resolution was read: WHEREAS, A resolution adopted at the November, 1965 meeting authorizes the Bayfield County Department of Public Welfare to participate in programs under Title V of the Economic Opportunity Act, and WHEREAS, The State Department of Public Welfare is now implementing the project in Bayfield County that will be hiring an employment counsel and part-time stenographer and are requesting office space within the Court House', NOW THEREFORE BE IT RESOLVED, This loth day of May, 1966, that said office space be granted and that the final arrangements be left to the Executive Committee. The following Resolution was read: I WHEREAS, The reorganization of the Bayfield County Board of Supervisors has necess- itated a change in the appointments to the various committees within the County, and WHEREAS, The Bayfield County Board of Public Welfare is created by an ordinance of the date May 7, 1940, Section III, specifying that the number of members be three, and WHEREAS, Due to reorganization of the County Board and for more effective adminis- tration of the County Public Welfare Department, May 1;0, 1966 THEREFORE BE IT RESOLVED, That the ordinance dated May 7, 1940, Section III be amended to read: There is hereby created a County Board of Public Welfare to consist of 5 members. The following Resolution was read: WHEREAS, There is presently no established schedule of compensation for the office of Bailiff of the Bayfield County Court, and WHEREAS, The Personnel Committee of the Board of Supervisors has considered said matter and has recommended that the schedule of compensation for said office be estab- lished at Ten Dollars ($10.00) per day or any part thereof, together with mileage at the rate of Eight cents (80) per mile for necessary travel in connection with said office, NOW THEREFORE BE IT RESOLVED, That the schedule of compensation for the bailiff of the Bayfield County Court as recommended by the Personnel Committee of the Bayfield County Board of Supervisors be and the same is hereby adopted to become effective May 1, 1966. WHEREAS, the salary of the bookkeeper of the Bayfield County General records is below comparable stand ardsof the said county, and it is desirable to give current monetary recognition to the bookkeeper subject to change on a general reclassification of the various county positions now under study by the Personnel Committee, and WHEREAS, Miss Judith Nelson is presently employed as the bookkeeper in the County 316 May_ -0 , . 19 6 6 Clerk's office, and WHEREAS, it is up to the officer in charge to determine the salary grade level at which any employee shall be hired, and WHEREAS, Miss Nelson began working for Bayfield County at the minimum salary on July 16, 1964, and WHEREAS, at the present time her salary is $245.00 per month being next to the lowest salary paid to clerical help inthe Court House, and WHEREAS, Miss'Nelson did take a course in bookkeeping, typing, short hand and filing at the Ashland adult and vocational training school after graduation from the Washburn High School, said course beginning on September 9, 1963 and continuing on to just prior to her being employed in the County Clerk's office, and WHEREAS, to comply with the salary schedule now in effect, BE IT THEREFORE RESOLVED, that Miss Judith Nelson be.credited with an additional ten months of prior experience, and BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized to appoint Miss Nelson as an additional deputy county clerk which will qualify her for an addi- tional $100.00 per year salary paid to Deputy County Officers, and BE IT FURTHER RESOLVED, that this resolution shall be effective upon adoption by the Bayfield County Board. Moved by Stuart and seconded by Lehto to rescind the action taken on Resolution No. 46 with regard to salary of the County Treasurer adopted on April 20, 1966. WHEREAS, The Personnel Committee was requested by resolution of the Board of Sup- ervisors to study the salary schedule of elective officers of Bayfield County and make a recommendation thereon for the ensuing term of office commencing in January of 1967, and WHEREAS, Said Personnel Committee has recommended the following increases in said salary schedule, to -wit: County Clerk $25.00 per month Treasurer 25.00 per month Register of deeds 25.00 per month Clerk of Court 25.00 per month District Attorney 25.00 per month Sheriff 40.00 per month 3g�s v�_ May�10, 196.6 NOW THEREFORE BE IT RESOLVED, That the recommendation of the Personnel Committee as to the salary schedule for the ensuing term of the elective County officers be and the same is hereby adopted and the salaries of said officers for the elective term beginning in January, 1967 shall be established as the current schedule, plus the increases as recommended by.said Personnel Committee. A motion was made by Moni.za and seconded by Brost that a Resolution presented to the County Board must be introduced by the Committee having jurisdiction over the subject matter. Motion Carried. The following Resolution was read: WHEREAS, Section 245.15 of the Wisconsin Statutes has been amended effective August 1, 1965, increasing the fee for issuance of marriage licenses to y$4.00, to- gether with a provision that the County Clerk shall also receive- a standard notary fee of 500 for each license granted, NOW THEREFORE BE IT RESOLVED, That the County Clerk of Ba.yfield County is authorized and directed, in compliance with said amended Statute, to charge, in add- ition to the $4.00 license fee required, a standard notary fee of 500 for each signature notarized which total notary fee in the amount of $1.00 for each said license issued shall become` part of the funds of the County. The following Resolution was read: WHEREAS, Section 6.82 of the Wisconsin Statutes provides, among other things, that all primary or election notices or certificates ofelection required by law to be published shall in no case be published in more than two newspapers unless authoriz- ed by a resolution adopted by the County Board,. and . WHEREAS, It is deemed in the interests of the public to have such notices and certificates published in the three newspapers published in Bayfield County, NOW THEREFORE BE IT RESOLVED, That the County Clerk of Bayfield County is hereby authorized and directed to publish all primary or election notices or certificates of election in the Washburn Times,,The Bayfield Press and the Iron River Pioneer. Motion Carried® The following Resolution was read: RESOLVED, That all present County Board members who have not previously received County plat books as a County Board member be furnished a copy of said plat book by the Clerk. The following Communication was read: May 4, 1966 Mr. Ludwig Tranmal County Clerk - Bayfield County Washburn, Wisconsin 54891 Dear Mr. Tranmal: The Committee on Water Pollution has received an application for the chemical treatment of Middle Eau Claire Lake in Bayfield C0unty9 The Committee desires to determine if there are any objections to the proposed treatment. Details of the proposed treatment are as follows: The application calls for the chemical control of swimmers' itch on beaches on Middle Eau Claire Lake in Bayfield County. The application has been submitted by Willis Gill, 1507 North 69th Street, Wauwatosa, Wisconsin. 320 May 10, _1966 Should you know of anyone having objections to this project, please advise them that objections should be filed in writing with the Committee on Water Pollution, P. 0. The following Resolution was read: WHEREAS, swimmers' itch is becoming an important problem to tourists and resi- dents swimming in the lakes of Bayfield County, and WHEREAS, swimmers' itch can be controlled by the control of snail hosts and flatworms, and WHEREAS, the control of this problem would enhance of attractiveness of this area to tourists insofar as swimming is concerned, and WHEREAS, the income derived from the recreation industry is one of the major sources of income to the residents in Bayfield County and is also reflected in pro- perty tax revenues needed by the townships and the county, and NOW THEREFORE BE IT RESOLVED, that $1000.00 be appropriated from the contingency fund to help town governments and landowners finance the control of snails and flat- worms with a chemical treatment program. BE IT FURTHER RESOLVED, that these funds be used to finance one half the total cost of the chemical treatment of lakes in Bayfield County, and BE IT FURTHER RESOLVED, that the Bayfield County Conservation Committee be given the authority to study the problem, allocate the funds, and be given the power to act. May 10, 1966 The following Resolution was read: WHEREAS, The Bayfield County Board of Supervisors, has provided for an evaluation and study of the salary schedule and job classification of County employees, includ- ing officers and deputies, and WHEREAS, The cost of said study will be in the amount of $2,000.00, and WHEREAS, There are presently no funds appropriated for said study, NOW THEREFORE BE IT RESOLVED, That there be appropriated from the contingency fund the sum of $2,000.00, to be used for the purpose of making said study and that said expenditure and study be made under the direction of the Personnel Committee in conjunction with the staff of the State Board of Personnel. The following Resolution was read: WHEREAS, The Bayfield County Board of Supervisors has heretofore authorized the Conservation Committee of this Board to participate in the Lawcon program sponsored by the Wisconsin Conservation Department, and WHEREAS, The rules of procedure of said program require that each County Board designate a committee or county official to act as a liaison officer with said Conser- vation Department, NOW THEREFORE BE IT RESOLVED, That the County Clerk be and he is hereby appointed by this Board to act as such liaison officer in behalf of Bayfield County with said Conservation Department. Motion Carried. 322 '= 0. 1 The following Resolution was read: WHEREAS,Bayfield County has placed certain restrictions on the sale of its "tax deeded lands" in an effort to conserve streams and rivers and to prevent erosion, pollution and other abuses of our water resources, and WHEREAS, It is deemed desirable to alter certain restrictions now in effect and to further define a policy of stream conservation, NOW THEREFORE BE IT RESOLVED, That the resolution, relating to stream protection, recorded in Volume 11, Page 423, of the Bayfield County Records, be and the same is hereby rescinded, and BE IT FURTHER RESOLVED, That this resolution shall be effective as to the follow- ing streams located in Bayfield County, including the tributaries of said streams, to -wi t : Long Lake Branch Rasperry River Lost Creek No.'s 1,2 and 3 Siskiwit River Sand River Pikes Creek Eighteen Mile Creek Sioux River Cranberry River Bark Creek Flag River Preemption Creek Marengo River White River Fish Creek Pearl Creek 4 Mile Creek Namakagon River Onion River Frog Creek Spring Creek 20 Mile Creek Castle Creek Whitlesey Creek Morgan Creek Whiskey Creek Big Brook Caps Creek Iron Itiver' 5 Mile Creek BE IT FURTHER RESOLVED, That no County owned lands through which any of the above streams or their tributaries flow shall be offered for sale without the recommendation of the Conservation Committee, which recommendation shall be in writing and filed with the County Clerk. Such recommendation shall be binding upon the Committee having jur- isdiction of County land sales unless over -ruled by a two-thirds vote of the entire memb- ership of the Bayfield CountyBoard of Supervisors; the Conservation Committee shall be limited in such recommendation in accordance with the following alternatives, to -wit: a) That the entire description be sold. b) That the entire description be sold with the reservations enumerated below under 1, 2, 3 and 4. c) That the description be sold with a reservation of full ownership to Bayfield County of a strip of land 66 feet in width on both sides of the stream or tributary I affected. d) That the description be sold with a reservation of an easement to Bayfield County, to go in and upon a strip of land 66 feet in width on both sides of the stream for tributary affected for the purpose of providing stream protection or water pollution land soil erosion prevention and to do or cause to be done thereon such projects of limprovement as are generally accepted as good conservation practices. e) That the entire description be withheld from sale. BE IT FURTHER RESOLVED, That upon the sale of any lands under the alternatives i herein set forth, except those lands conveyed under paragraph (a) above, the-.conveyanc;e shall in all instances -include the following restrictions: 1. No building shall be constructed, erected or moved upon any part of the property conveyed or reserved within a distance of 66 feet of the shoreline, of said stream or tributary. 2. No sewerage system, drainage field or ditch, septic tank or.apparatus or device for the disposal of sewerage or waste shall be placed in, upon, or under any of the property conveyed or reserved, within 66 feet of the shoreline of said stream or tributary. 3. No trees, timber, shrubs or brush shall be removed from any part of the pro— perty conveyed or reserved within a distance of 66 feet from the shoreline of said stream or tributary, except as directed by the County Forest Administrator under regulations , t.o- b.e mutually agreed- upon by the Conservation ,and Forestry Committee. 4. Except in the case of outright sale under (a) above, no fence,, barrier or other device shall, be so constructed as to materially affect the right of the public to use said reserved strip of land for fishing and walking ,along the banks of the stream or tributary affected. BE IT FURTHER RESOLVED, That diligent effort be made to determine in case of all land sales whether or not a stream or tributary thereof, herein listed, may exist though not indicated on the official Plat of Bayfield County, and if so found to exist that the provisions of this resolution be made effective. BE IT FURTHER RESOLVED,,That it is declared to be the policy of this County .that where any doubt arises as to the advisability of which of the aforesaid alternatives shall be exercised that the entire description shall be withheld..from sale. The following Resolution was read: WHEREAS, The April 1966 reorganization meeting'of the Bayfield County Board of Supervisors adopted certain .rules of procedure re7ati ng to the functions and conduct of the Board of Supervisors and Committees thereof, and WHEREAS, Certain amendments to and deletions from said rules of procedure are deemed desirable, a NOW THEREFORE BE IT RESOLVED, That paragraph (d) under "The Executive Committee" be amended to amend the second sentence of said sub —paragraph to read, "To this end all purchases, expenditures and-transfers.(except those made by the Highway Committee and from certain agency and trust[ funds ) exceeding $$1, 000.00, must first receive the approval of the Executive Committee before they can be made, unless otherwise specifically authorized by the,County Board, or Executive Committee"., BE IT FURTHER RESOLVED, That sub —section (L).,under "The Executive Committee" be amended by deleting the words, "and the said Committee is empowered to make or, con— tract for emergency expenditures not exceeding a total of $5,000.00 in any one year". The following Resolution was read: WHEREAS, There is now in effect a Bayfield County Ordinance prohibiting the employment of persons over the age of sixty-five years by Bayfield County or any de- partment thereof, -and WHEREAS,- It now appears that it would be advantageous and beneficial to Bayfield County to amend said ordinance to provide for certain emergencies occurring in the Sheriff's Department, the County Conservation Department, and to provide employment for persons over the age of sixty-five years in State and�Federal Economic Opportunity Programs, NOW THEREFORE BE IT RESOLVED, That the Sheriff: of Bayfield County may certify to the Personnel Committee of said Board of Supervisors a list of not to exceed three persons over the age of sixty-five years who would be permitted to work in the Sheriff' Department in emergency situations, said certification to be renewed annually and fil- ed with the County Clerk, and BE IT FURTHER RESOLVED, that the Conservation Committee of Bayfield County is authorized to hire necessary personnel over the age of sixty-five to represent Bayfield County at the Out Door Sport Shows. IT IS FURTHER RESOLVED, That the intent of this amendment is only to permit employment of said persons over the age of sixty-five years during times of emergency and every effort shall be made to limit such employment to a bare minimum. BE IT FURTHER RESOLVED, That the employment of persons over the age of 'sixty- five years shall be -permitted by Bayfield County, or the several departments thereof, in government sponsored Economic Opportunity Programs as the head of each department or person in charge of said program may direct. BE IT FURTHER RESOLVED, That no former employee of Bayfield County receiving benefits under the State Retirement Act shall be .employed by Bayfield County or any May 10, 1966 department thereof for any purpose, including the exceptions enumerated in this Resolution.
