COUNTY BOARD OF SUPERVISORS..
A meeting of the Bayfield County Board of Supervisors was held July 26, 1966,
pursuant to a call by Petition: -

You are hereby petitioned to call a Special Meeting of the Bayfield County Board
of Supervisors at 9:30 o'clock A.M. on Tuesday, July 264, 1966, at the Court House,
Washburn, Wisconsin to consider and act on the following:
1. All matters which may lawfully come before said Board of Supervisors relating
to general County business.

Moved by Moniza and seconded by Sampson to dispense with the reading of the last
County Board Minutes. Motion Carried.
The following Resolution was read:
WHEREAS, Bayfield County has established a Home Nursing Service pursuant to the
provisions of Section 141.10 of the Wisconsin Statutes, and
WHEREAS, It is contemplated that said Home Nursing Service will be administered
as a Tri-County program cooperating with Ashland and Iron Counties, and
WHEREAS, Funds may be available to Bayfield County through the Wisconsin State
Board of Health from Home Health Services Grant funds, to defray or partially defray
the expense of administration of said Tri-County Home Health Service from September 1,
1966 through December 31, 19669 and
WHEREAS, Written application for said funds is required to be filed with said
Board of Health,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Health Committee, the
County Nurse and proper County officers are hereby authorized and directed to make
such application for grant funds for said purposes and to do such acts as may be
necessary to secure said grant.

The following Resolution was read:
WHEREAS, Section 141.10 of the Wisconsin Statutes provides for the establishment
of home nursing services by counties on a fee basis, and
WHEREAS, Bayfield County has conducted a survey to determine the need for such
services within the County, and
WHEREAS, It is deemed desirable and in the interests of said Bayfield County to
establish a home nursing service within the County,
NOW THEREFORE BE IT RESOLVED, By the Bayfield County Board of Supervisors, duly
assembled this 26Lh day of July, 1966, that the Bayfield County Health Committee is
hereby authorized to establish a program of home nursing care, including rehabilitative
nursing services, to employ additional nurses as provided in Section 141.045 of the
Wisconsin Statutes, and to collect fees for such services to ill or disabled persons.
BE IT FURTHER RESOLVED, That said Health Committee, in the establishment of said
home nursing service, shall develop a plan of operation in consultation with the State

Board of Health and the County Medical Society.
BE IT FURTHER RESOLVED, That a schedule of fees shall be established based on a
cost study conducted at least every three years, said schedule to be filed with the
State Board of Health after approval by the County Board; that until such cost study
has been made and approved, a fee schedule as established by the State Board of Health
shall be adopted and used.
BE IT FURTHER RESOLVED, That all nursing services under this program shall be per-
formed under the direction of a licensed physician of the patient's choice; that fees
may be collected only for nursing care to the sick or disabled in their place of resid-
ence and visits for health instruction and supervision, when counseling or demonstra-
tion care only are indicated, shall be given without charge as part of the establish-
ed program of public health nursing.
BE IT FURTHER RESOLVED, That persons receiving such home nursing care shall not
be charged fees in excess of the scheduled costs, and shall be charged according to
their ability to pay full or part costs as determined by the policy of the County
Health Committee. No person shall be denied necessary services, within the limits of
available personnel, because of inability to pay the costs of such service. The County
Board, through its Health Committee, shall determine the procedure for collecting and
depositing fees and auditing receipts.
BE IT FURTHER RESOLVED, That the County Health Committee may contract with public,
private or voluntary agencies to provide nursing care to clients of such agencies, and
that the County, through its Health Committee, may accept grants, bequests and gifts
for the development and expansion of home nursing services to patients.
BE IT FURTHER RESOLVED, That all fees, gifts, grants, and bequests or any other
monies received for the benefit of the development and expansion of home nursing ser-
vice to patients shall be segregated as a special fund to be used only for the purposes
of the home nursing program and such funds shall not be used for any other purpose,
nor shall they revert to the general fund.

Bayfield Rest Home (Bayfield County)
Date of Visit: April 26, 1966
Date of Report: April 26, 1966
ACTIVITY PROGRAM: The activity aide works 8 A.M. to 4 P.M. Thursdays in develop-
ing activity, visiting with people in their rooms, working with drafts with a few
residents in the sun room, playing the organ, other days of the week holding bingo
parties. There are religious services on alternate Sundays.
Individual birthdays are celebrated. Crafts include tile, foam rubber items,
pillows, items whittled from wood, macaroni crafts.
EQUIPMENT: A new electric organ, a record player, beanbags, horseshoes, ringtoss,
table games, large outdoor umbrella and stand, singalong books.
AREA: Only two small sitting rooms, one used for TV, the other for crafts.
VOLUNTEERS: One Red Cross volunteer comes on Tuesdays to visit with residents
in their rooms.
RECOMMENDATIONS:
1. Consideration is being given recruitment of church groups who would come in
other days of the week escorting wheelchairs outside, reading, writing letters, using
puzzles, quizzes and guessing games, assisting with Thursday afternoon bingo and with
musical games and exercises to music, poetry reading, play rehearsals, preparing craft
materials.
2. An outdoor game of darts would be useful in outdoor groups, a game which is
wind resistant.
3. Making layettes, comforters or little girls' dresses, for needy children,
might interest several women in the home if the Welfare Department is contacted as to
whether or not such items could be used by needy county families. Other services for
the community hospitals, churches, or service agencies should be contacted for pro-
jects in which some of the residents could prove their usefulness; a rhythm band or
kitchen band would make it possible for residents to take part; a poetry reading class
might reach any resident able to hear; new craft ideas discussed might appeal to men
residents; outdoor tournaments or activities with simple wheelchair games could be used
by a volunteer.

place on file. Motion Carried.
The following Communication was read:

Dear Gentlemen:
I understand that Bayfield County now intends to do its share in building and
maintaining line fences between county owned land and private property where such
fences are necessary and advisable.

As I have over five miles line fence between the county land and my farm locat-
ed in the townships of Tripp and Orienta, (part of Sec. 2 T. 48 N. R. 8 W. and Sec. 35
T. 49 N. R. 8 W.), I am in dire need of assistance in rebuilding and maintaining my
boundary fences..
Please advise me as to what aid is available and the proper procedure to apply
for this aid.

The following Resolution was read:
WHEREAS, The reorganization of the Bayfield County Board of Supervisors has
necessitated a revision of the Committeesof said Board, including the number of
members composing said Committees, to insure efficient operation in the conduct of
affairs of said Committees, and
WHEREAS, It is deemed desirable to increase the number of members of the.Bayfield
County Board of Public Welfare from three members to five members.,
NOW THEREFORE BE IT RESOLVED, That the Ordinance under date of May 7th, 1940,
creating said Board of Public Welfare, as amended by the Bayfield County Board of
Supervisors on November loth, 1953, be further amended to increase the membership of

said Welfare Board to five members and that all provisions of said Ordinance dated
May 7th, 1940, and all subsequent amendments not inconsistent herewith shall remain
in effect.

The following Resolution was read. -
WHEREAS, The Bayfield County Zoning Ordinance adopted 4ovember 14"h, 1934, was
amended November 9th, 1965 affecting certain lands on Sand Island in said County, and
WHEREAS, A typographical error was inadvertently made in one description in that
all of .fractional Section 12, Township 52 North, Range 5 West was described as all of
fractional Section 12, Township 52 North, Range 4 West, and
WHEREAS, Said amendment has not been recorded in the office of the Register of
Deeds and said typographical error is subject to correction,

NOW THEREFORE BE IT RESOLVED, That the -County Clerk of Bayfield County be and
he is hereby authorized to correct said typographic error to cause said description
to read as being in Range 5.

The following Report was read:
REPORT OF THE COUNTY CLERK ON
EFFECTIVE DATE OF AMENDMENT
TO ZONING ORDINANCE
To the County Board of Bayfield County
and
To.the Town Boards of the Towns of
Bayfield and Russell
PLEASE TAKE NOTICE that the amendatory ordinance to the Bayfield County Zoning
Ordinance passed on November 9th, 1965 and recorded on pages 223 and 224, Vol. 12
of the County Board Journal went into effect on March 29th, 1966.

The following Resolution was read:
WHEREAS, Bayfield County has, pursuant to the provisions of Section 75.35 (3)
of the Wisconsin Statutes, provided by Ordinance that former owners and the heirs
of said former owners may be granted certain preferences in the purchase of tax
deeded lands, all as set forth in Resolutions recorded in Volume 9, page 175 and
Volume 10, page 527 of the Bayfield County records, and
WHEREAS, Said Ordinances are conflicting in respect to designating heirs of
former owners as having such preference together with former owners, and
WHEREAS, Certain conflicts of interest may arise in the transfer of said tax
deeded lands to said former owners and heirs as aforesaid when the parcel of land
involved is charged with an old age assistance lien,

NOW THEREFORE BE IT RESOLVED, That the aforesaid Ordinance recorded in Volume 9,
page 175 as amended by an Ordinance recorded in Volume 10, page 527, be further
amended to specifically include the heirs of former owners along with former owners
as persons being entitled to the benefits of this Ordinance, subject to. all of the
conditions of said Ordinance and amendments thereto.
BE IT FURTHER RESOLVED, That in the event any parcel of land is conveyed upon
which there was an unsatisfied old age assistance lien at the time the County received
title by tax deed, the consideration for the transfer of said parcel of land to said
former owner or heirs of..said former owner shall not be less than the appraised value
of the parcel as determined by the Executive Committee.
BE IT FURTHER RESOLVED, That the provisions of the -aforesaid Ordinances shall
remain in effect except insofar as the same may be inconsistent with this amendment.

The following Resolution was read:
WHEREAS, Bayfield County has established a Home Nursing Service, and
WHEREAS, A grant has been applied for by the County Health Committee to operate
said program from September lst, 1966 through December 31st, 1966, in the amount of
$3800.00, and
WHEREAS, It is necessary that funds be provided to operate said program until
.said grant funds become available,
NOW THEREFORE BE IT RESOLVED, That there is hereby appropriated from the contin-
gency fund to be transferred to the budget of the Bayfield County Nurse, the sum of
$2,000.00, said sum to be transferred back to said contingency fund upon reimburse-
ment by grant funds to be received through the State Board of Health upon application
of the Bayfield County Health Committee.

Mr. George Moniza gave an oral report on the Five County Mental Health Clinic.
The following Resolution was read:
WHEREAS, Bayfield County, prior to the establishment of a Home Nursing Service,
conducted a survey in Bayfield County to determine the necessity of such service, and
WHEREAS, Helen Olson, Registered Nurse of Washburn, Kisconsin, was engaged at an
agreed rate of compensation to make said survey, and
WHEREAS, Said survey was completed and report filed, and
WHEREAS, The County Health Committee in reviewing the report considers said work
to be of a high quality and performed with exceptional diligence to the benefit of
Bayfield County and persons who may be affected by the establishment of said service,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board go on record
commending Helen Olson for her excellent work in conducting said survey and that the
Clerk forward a certified copy of this Resolution to said Helen Olson.

The following Resolution was read:
WHEREAS, It is proposed that Bayfield County enter into a lease arrangement with
Ithe City of Washburn affecting a parcel of land located in the Northeast Quarter of
the Northwest Quarter (NE/ of the NW/), Section Thirty-two (32), Township Forty-nine
(49) North, Range Four (4) West, Bayfield County, Wisconsin, for the purpose of obtain-
ing rights therein to permit Bayfield County and the Bayfield County Highway Department
t,o erect and maintain certain radio equipment on said premises, a copy of said lease
lunder date of June 22, 1966 being on file in the -office of the Clerk, and
WHEREAS, The Bayfield County Board of Supervisors deems it in the interest of said
Bayfield County and the Bayfield County Highway Department to enter into said lease,

NOW THEREFORE BE IT RESOLVED, That the Chairman of this Board and the Bayf ield
County Clerk be and they are hereby authorized to execute said lease. on behalf of
said County of Bayfield.

A question came up before the floor of the Board concerning the occupancy of
the Carnival on County owned property.
The District Attorney advised that some action should be taken in order to give
them permission to occupy said grounds during the Homecoming Celebration.
A motion was made by Erickson and seconded by Sampson to give the city of Wash-
burn permission to use Bayfield County owned property for' the use of the Carnival
during the Homecoming Celebration.
A motion was made and duly seconded to amend the foregoing motion to add the
following: "the City of Washburn is to furnish their own liability insurance".
Motion carried as amended.

The following Resolution was read:
WHEREAS, Bayfield County now has an Ordinance in effect prohibiting the employ-
ment of persons over the age. of 65 years, and
WHEREAS, There are certain persons with skills, knowledge and experience in re-
ference to the operation of the Bayfield County fair who are over the age of 65 years,
and
WHEREAS, The Bayfield County Fair Committee has had difficulty finding qualified
personnel under age 65 to replace said experienced persons,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Fair Committee be and it
is hereby authorized to certify annually to the Personnel Committee the names of per-
sons over the age of 65 years, not to exceed six, to be employed by said Committee,
for a total of not to exceed 36 man days per year, said list of names as certified
be filed with the Bayfield County Clerk.

The following Resolution was read:
WHEREAS, The Five County Development Group engaged Professor Diehm to make a
study of the feasibility of a pulp mill in Northern Wisconsin, and
WHEREAS, the study has now been completed, and each County's share of the cost
of said study is $500.00, and
WHEREAS, no provision has been made in the 1966 budget for the above expenditure,
NOW THEREFORE BE IT RESOLVED, that $500.00 be transferred from the Contingency
Fund to the Five County Development Budget, and the County Clerk be and he is hereby
authorized and directed to pay to the Five County Development Group Bayfield County's
share of the cost of the survey.

The following Resolution was read:
Motion carried unanimously.
WHEREAS, The Executive Committee of the County Board deems it necessary to make
certain repairs and additions to the black top surfacing in the Court House and Jail
parking lots, and
WHEREAS, the Committee finds that other major outlay expenditures are necessary,
including a refrigerated water fountain on the second floor of the Court House, and
the purchase of two new lawn mowers due to serious mechanical breakdowns, and
WHEREAS, no appropriation was made in the 1966 budget for the above expenditures,
NOW THEREFORE BE IT RESOLVED, that $2500.00 be transferred from the contingency
fund to the Court House outlay budget to cover the above expenditures and any other
unforseen expenditures that may arise during the balance of the year.

WHEREAS, The -Village of Mason is desirous of obtaining the cooperation of the
County in establishing a public park and boat landing on White River near the old dam
site at the southern limits of said Village, and
WHEREAS, Said Village is interested in obtaining cost sharing funds from Govern-
mental agencies and the advice and counsel of the Bayfield County Conservation
Committee.in establishing said project,
NOW THEREFORE BE IT RESOLVED, That the Conservation Committee cooperate with said
Village of Mason in planning said park and obtaining funds from Governmental agencies
on a cost sharing basis, except that County funds, if any, shall not be used in said
project unless authorized by further action of this Board.

The following Resolution was read:
WHEREAS, The use of motor boats on certain parts of White River and its tributaries
within Bayfield County is not deemed to be in the best interests of the public, and
WHEREAS, The exclusion of motor boats from said waters would enhance the valae of
said stream to the public in its use as fishing, boating and recreational waters,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors,
assembled this 26th day of July, 1966, go on record as opposing the use of motors or mot-
or driven water craft on White River or on any of its tributaries from a point where
U. S. Highway 63 crosses said river westward and upstream of said river and all its
tributaries, excepting therefrom all lakes from which said river or tributaries may ori-
ginate.
BE IT FURTHER RESOLVED, That the legislature of the State of Wisconsin be urged,
through the legislative representatives of Bayfield County, to cause legislation to

be enacted to carry, out the intent of this Resolution and that a certified copy of this
Resolution b;e marled by the County Clerk to such legislative representatives.

the Town of Iron River, the 4-H Leaders and Junior Leaders Associations find that cer-
tain appliances such as freezers, refrigerators, chairs and other furniture are avail-
able now through the Wisconsin State Agency for Surplus Property but may not be
available in the future, and
WHEREAS, the Bayfield County Leaders Associations has authorized the purchase
of needed items, and
WHEREAS, they do not have a place to store this equipment,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Supervisors permit the
storage of this equipment in the basement of the old Bayfield County Court House until
the buildings at the campgrounds are completed.

The following Resolution was read:
WHEREAS, Bayfield County now has an ordinance in effect prohibiting the employment
of persons over the age of 65 years, and
WHEREAS, The Conservation Committee of the Bayfield County Board of Supervisors
by authorization of said Board is and will be engaged in certain conservation pro-
jects under matching fund governmental programs, and
WHEREAS, Said Committee has experienced difficulty in obtaining local labor with
the necessary skill, knowledge and experience to employ in said projects who are
under the age of 65 years,

NOW THEREFORE BE IT RESOLVED, That the Bayfield County Conservation Committee
be and it is hereby authorized to certify annually to the Personnel Committee the
names of persons over the age of 65 years to be employed by said Committee for the
above said purposes, said certified list of names to be filed with the Bayfield County
Clerk.
BE IT FURTHER RESOLVED, That no persons receiving benefits under the County
Retirement System shall be employed under this Resolution or any other Resolution of
this Board authorizing the employment of persons over the age of 65 years.

Mr. Raymond Mammoser gave an oral report on the chemical treatment for sw-immer's
itch in the lakes of the Town of Barnes. He stated the project was very successful
and thanked the county board members for their support in promoting this project.
