This property was formerly in Elizabeth Mason Gokee's name (my mother) and I am
hopeful that the County Board will allow me to purchase a tax deed to this property

Original Townsite of Washburn
The above property was formerly owned by my mother who was deceased many years
ago. My father passed away when I was,a year old.
I gave mother money to pay off two different mortgages. In checking the chain of
title recently I was surprised to find that mother had made.out a mortgage to me for
$$200.00 in 1920 and had it recorded.
After mothers death a certificate of descent was granted by the Probate Judge of
Bayfield County, dated April 8th, 1941 giving a one third interest to each of the
following: Ingvald E. Sylte - a brother
Julia S. Criswell - a sister
Melius 0. Sylte - myself
My brother and sister are both deceased. My sister and her husband lived in the
residence for many years by permission of my brother and I. Her husband is also de-
ceased.
I have not paid the taxes for several years because of the title. Apparently the
estates of my deceased brother and sister did not have their interest in this property
as an asset. The value compared to delinquent taxes and mortgage is not enough to warr-
ant probate proceedings.
The taxes plus interest amount to approximately $$300.00 with another coming due.
I hereby petition your Honorable Body for the, -right to purchase the tax certificat-
es for the sales of 1963-1964 and 1965. In the event this petition is acted on after
October this year I would also with to purchase the 1966 tax certificate.
If my petition is granted, I expect to clear up the title by taking a tax deed.

District Attorney's office for investigation and report back to the County Board

The following Resolution was read:
No. 7
WHEREAS, A number of serious accidents have occurred over the past years at the
junction of Highway 13 and U. S. Highway 2 in the Town of Barksdale, Bayfield County,
Wisconsin, and
WHEREAS, Said interchange, as now constructed, is deemed to be hazardous to traffic
and the safety of the persons using said intersection,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors, duly
assembled this 30th day of September, 1966, go on record urging the State Highway
Commission to take such steps as may be necessary to correct the aforesaid traffic
hazard at said intersection by.relocation or reconstruction of said highways to
accomplish the purpose and intent of this Resolution.

The nursing service provided by this understaffed and over worked nursing depart-
ment is satisfactory, but it is not possible for the limited staff to cover all tours
of duty. The working areas provided such as the medication and utility rooms are
exceptionally neat and equipment and materials well labelled.
The lack of proper storage space for personal equipment, clothing and food supplies
hampers personnel from giving better service. An in-service educational program is in
effect bi-monthly. Mrs. Nolander remains in the building 24 hours daily if a patient
becomes very ill.
The food service area and equipment were clean and serviceable with the exception
of the dishwasher. Rinse water registered 100 degrees maximum and State Board of Health
Standards H56.11(3)(d) page 19Cg state 180 degrees F. for 10 seconds .
Recommendations
1. It would be desirable if additional storage space were made available for
equipment, food and clothing.
Requirements
1. Repair dishwasher to increase temperature of rinse water to read at least
180 degrees F. as stated in standards H56 Institution Sanitation H56.11(3)(d)
page 196g.
2. Obtain R. N. supervision to comply with standard PW 1.04 2(d) page 4 of
Chapter PW 1 Public Welfare Department.

TO: COUNTY CLERKS SUBJECT: Estimated Highway Allotments for
1967 County Trunk Highway System
Pursuant to Section 84.01(18), Wisconsin Statutes, you are hereby notified
of the following estimated allotments to be paid your county from funds becoming
available in the fiscal year -ending June 30, 1967.

County Trunk Highway System (to be paid on
June 30,. 1967 ) $ 647700.00
Supplemental allotments to supplement the
basic allotment for the County Trunk
Highway System:

S. 20.420 (3)(xm) Supplemental Aid (Fuel Tax) 62,600.00
Total for County Trunk Highway Systems $ 2589500.00
Pursuant to legislation enacted in 1957, the payment of the 1967 supplemental
aids under Sections 20.420(3)(xg) and (3) (xm) will be made in two installments. The
first installment, equal to one half of the 1966 allotment under those sections, will
be paid on April 157 1967. The remainder will be paid as soon as practical after
June 30, 1967.
The above estimates are tentative. The total actual'allotments will not be
known until after the close of the fiscal year on June 30, 1967.
You were notified by our letter of April 159 1966, of the estimated 1967 State
Trunk Highway Allotment under Section 84.03(3), the allocation of which has been
completed.

The following Resolution was read:
No. 10
TO: BAYFIELD COUNTY BOARD OF SUPERVISORS
WHEREAS, the Zoning Committee was authorized by a resolution of this Board to
draft a tentative zoning ordinance, but has upon further study determined that a sani-
tary ordinance is an item of even higher priority to meet the land use needs of Bayfield,
County, and a tentative sanitary code has been prepared.
NOW THEREFORE BE IT RESOLVED, that the Zoning Committee be authorized to hold a
series of educational meetings designed to acquaint residents of the County with the
proposed ordinance and to submit such proposed ordinance with any necessary changes
to the County Board for consideration for adoption at its next succeeding meeting.

The following Resolution was read:
No. 11
WHEREAS, the Agricultural, Zoning, Fair, Resource Development, and Soil Conser-
vation Committee has been engaged in many time consuming and important activities
such as the formulation of a Sanitary Ordinance, a Zoning Ordinance and a Broad Area
Planning Study, and
WHEREAS, the expenses of the committee has exceeded the funds as set up in the
itemized budget by $540.549 and
WHEREAS, more meetings are needed to carry on committee responsibilities with
reference to the Sanitary Code and Resource Development, and
NOW THEREFORE BE IT RESOLVED, that an additional $1,000. be allocated from
contingency fund to cover committee expenses for the completion of their 1966
commitments.

Mr. Douglas Yanggen, Assistant Proffessor of Agricultural Economics of the State
Board of Health, Madison, Wisconsin and Mr. Ludwig Hodkiewicz, District Plumbing
Supervisor of the State Board of Health, Rhinelander, Wisconsin explained the proposed
Sanitary Ordinance, governing the construction, installation, alteration and inspection
of sanitary facilities in Bayfield County.

Robert Spears appeared before the Board stating that he represented the Town of
Port Wing with regard to a Sewage Disposal Plant, and a request that Bayfield County
grant an easement to the `-Gown of Port Wing to cross certain county owned lots in
Port Wing Proper.
He presented the following Resolution:.

BE IT RESOLVED by the BAYFIELD COUNTY BOARD OF SUPERVISORS meeting this 30th
day of September, 1966, that the Chairman of the County Board and Clerk be and they
are hereby authorized to execute a Construction and Permanent Utility Easement to the
Town of Port Wing in the following form, to -wit:
CONSTRUCTION AND PERMANENT UTILITY EASEMENT
THIS INDENTURE, Made and entered into this day of , 1966,
by and between BAYFIELD COUNTY, party of the first part and the TOWN OF PORT WING,
a Wisconsin Municipal Corporation, party of the second part,
WITNESSETH: That for and in consideration of the sum of ONE DOLLAR ($1.00) and
other valuable consideration, the party of:,.the first part has this day bargained and
sold by these presents does bargain, sell, convey, transfer and deliver unto the
party of the second part, its successors and assigns an easement for the construction,
maintaining, operation and repair of a sewage disposal line over, across, through
and under the lands hereinafter described and the further right to excavate, refill
ditches and/or trenches and to remove trees, bushes, undergrowth and other obstructions
interfering with said construction, maintenance, operation and repair.
The land affected by the grant of this easement and right-of-way is located in
.the Original Plat of Port Wing, County of Bayfield, State of Wisconsin, and is more
particularly described as follows, to -wit:
Lots Thirteen (13), Fourteen (14) and Fifteen (15) of Block Twelve (12); the
westerly one-half of Lots Twenty-three (23) and Twenty-four (24) of Block Eleven (11);
all of Lots Twenty-five (25) and Twenty-six (26) of Block Eleven (11); easterly one-
half of Lots Twenty-seven (27) and Twenty-eight (28), Lot Eleven (11); the westerly
one-half of Lots Five (5) and Six (6), Block Eleven (11); all of Lots Three (3) and
Four (4), Block Eleven (11).
The first party shall not construct or permit to be constructed anything upon the
easement strip which would interfere with the second party's exercise of the right
hereby conveyed, but may otherwise continue to use the surface of the easement strip
for travel or any other purpose not inconsistent with the rights herein granted.
The first party agrees that the second party shall not be in any wise liable
in damages to first party for any damage of any kind or nature whatsoever which the
said.first party may sustain or which might in any wise result from the laying, con-
structing, maintaining, operation or repair of the said sewage disposal line, except
such damage as may be sustained by said first party through the negligence of the
second party, its agencies, employees or servants.
IN WITNESS WHEREOF, the party hereto has caused these presents to be executed under
seal the day and year first above written.

The following Resolution was read:

WHEREAS, it appears that that certain deed made and executed on the 17Lh day of
March, 1941, by the County Clerk in and for Bayfield County, wherein Henry Frechette,
now deceased was the grantee, was erroneously so issued, in that the actual grantee
was intended to be and should have been Larry Woiak,
NOW THEREFORE, BE IT RESOLVED, that that certain deed, viz., quit claim deed,
dated the 17th day of March, 1941, made and executed by the County Clerk in and for
Bayfield County, under appropriate authority, wherein Lot Seventeen (17), in Block
Three (3) of Neill & Pratt's addition to the City of Washburn, wherein Henry Frechette
was the grantee, which deed is attached hereto and a part of this Resolution, by
September _30, 1966_
reference, shall be and hereby is cancelled, and that in its place and in its stead
the County Clerk in and -for Bayfield County shall be, and hereby is, authorized and
directed to make, execute and deliver a quit claim deed in and to said premises to
Larry Woiak as the grantee thereof.'

The foregoing motion was amended by Rude and seconded by Stuart to refer the
foregoing Resolution to the District Attorney's office for investigation and report

An Order dated May 3rd, 1966.for issuing a License under the Federal Power Act
for Constructed Project #2444 known as the White River Hydro -Electric Project was
read by the County Clerk.
Moved by Moniza and seconded by Sibbald that the Bayfield County Board of
Supervisors have no objection to the order issuing a License,on the Application by
Lake Superior District Power Co. for a license under the Federal Power Act for con-
structed Project No. 2444 known as the White River Hydro -electric Project located
on White River in the Township if White River, Ashland County, Wisconsin.
Motion Carried.
Mr. Roland E.'Wildes, Supervisor of Assessments and Wm. G. Lake, Assessment
Supervisor from the Department of Taxation appeared before the Board. Mr. Wildes
presented to the Board the proposed equalized valuations for the various taxing dis-
tricts in Bayfield County. The.total Real and Personal property equalized valuation
as proposed by the Department 'of Taxation for'1966 was $4,690,275.00 higher than the
valuation set in 1965. Several questions were raised by various board members on
the reason for the increase in valuation, which were answered'by both Mr. Wildes and
Mr. Lake. After a lengthy discussion the following Report was read:

REPORT OF THE COMMITTEE ON EQUALIZATION
We, the Committee on Equalization of Bayfield County, after a careful examina-
tion of all evidence and data placed before us by the Supervisor of Assessments of
said County, and all other data at our disposal, do hereby agree that the following
valuations set our after each taxation district are the full and correct valuations
of the real and personal property of said county for the year 1966 and recommend that
the county assessment of district values be made on said basis.
