No. 2 The following Resolution was read: TO: BAYFIELD COUNTY BOARD OF SUPERVISORS: WHEREAS, additional funds are needed for hiringtemporary technical help and for purchasing educational materials and office supplies that will be needed for the im- plementation of the Sanitary Ordinance, and WHEREAS, $1,000 can be obtained by the Bayfield County Soil and Water Conserva- tion District from the State Soil and Water Conservation Committee of Wisconsin on a project cost sharing basis pursuant to Sec. 92.20 of the Wisconsin Statutes, and WHEREAS, the Bayfield County Soil and Water Conservation Committee must have the total cost of the project in their treasury when making application for this State Aid. NOW THEREFORE BE IT RESOLVED, that $2,000 be transferred from the Bayfield County Zoning Committee budget to the treasury of the Soil and Water Conservation District Supervisors so that application can be made for the $1,000 grant in State Aid. BE IT FURTHER RESOLVED, that these funds be used for hiring of technical help and for the purchase of supplies and materials needed in the implementation of the Bayfield County Sanitary Ordinance. Motion Carried. _April 18, _ 1967 The following Resolution was read: No. 3 TO BAYFIELD COUNTY BOARD OF SUPERVISORS: WHEREAS, the enforcement of the Bayf field County Sanitary Ordinance, which will become effective May 1, 1967, is under the direction of the County Board of Supervisors through the Zoning Committee and the Zoning Administrator as provided `in Section 10.1 of said ordinance, and WHEREAS, the new proposed Zoning Ordinance, which will provide for a Zoning Admini: trator, is at present in the process of being formulated, and WHEREAS, in the meantime, the amount of -work which will be required in the adminis- tration of the Sanitary Ordinance cannot be accurately determined in advance. NOW THEREFORE BE IT RESOLVED, that the Secretary of the Zoning Committee be author- ized to serve on a per diem basis to the extent necessary to issue permits, keep record; carry on correspondence and perform such other duties as may be necessary in the enforcE ment of the Sanitary Ordinance for a period of one year until the combined adminis- trative duties under the Zoning and Sanitary ordinances can be accurately determined. The petition of the Town of Russell by Arthur Meierotto, its Chairman, respect- fully represents that one of the freeholders of said town owning the Southwest Quarter of the Northwest Quarter of Section 34, Township 51 North, Range 4 West, has no access to the public road and the town is desirous of building a road from the town road known as the Turner Road from a point in Section 27, Township 51 North, Range 4 Went, to the forty -acre tract above described; That in order to build such road, it will be necessary to cross the Northeast Quarter of the Northwest Quarter of said Section 34 which is owned by Bayfield County. WHEREFOR, the Town of Russell respectfully requests that the County Board of Supervisors grant an easement for a roadway across said Northeast Quarter of the North- west Quarter of said Section 34 to the Town of Russell, such roadway to run in a - _.. The following Resolution was read: No. 5 WHEREAS the recipient participation in the Surplus Commodity program has decreas- ed from 2,260 to 905 a month in the past four years, and WHEREAS the Food Stamp program will provide for a better diet among low income families, therefore BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 18th day of April 1967 that the Bayfield County Department of Public Welfare be authorized to make application to participate in the Food Stamp program and adopt such program as soon as approved. Nayes - Stuart, Sampson, Celinsky Ayes - 18 Naye s - 3 Total - 21 Motion Carried. 43S April 18, 1967 The following Resolution was read: No. 6 WHEREAS Bayfield County is to operate on a County -wide Food Stamp program for needy families, and WHEREAS some of these families may require relief, and WHEREAS the Welfare Department will be in a better position to make the deter- mination of needs and service, therefore BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 18th day of April 1967 that Bayfield County adopt a county system of relief at the time of the change to the Food. Stamp program and that funds to operate this program be appropriated according to the recommendations of the Welfare Board. For the balance of this year, funds appropriated for the Surplus Commodity program should be sufficient Dated: This 18th day of April 1967. April '17, 1967 Mr. Ed. Pajala Washburn, Wis. Dear Ed, and members of the County Board Motion Carried. I am writing on behalf of the Iron River Lions Club and Troop 330 of Iron River Boy Scouts of America. As the Club is sponsoring the Scouts the boys asked me to see if I could help them to get a piece of land where they could plant trees and carry on some of the scout activities without going too far from home. The tract they would like would be the SW/ of SE/9 Sec. 1 T. 47 N. R. 9 W. This would be only for troop 330 of Iron River and the boys realize that the land would always revert back to Bayfield County. They could not sell. I sincerely hope the board can see fit to let the boys have this piece of land. It is understood that the boys at no time go out without reliable adult supervision. The County Forester at all times would be notified of all activities to take 437 - -- April 18, 1967 place. I would like very much to be able to talk to the board to answer any questions and if they see fit to act on this I would be glad to meet with the Committee at one of their evening meetings. Lions Club Mr. Leino, County Forest Administrator commented on the tract of land mentioned in the foregoing communication after which the cruise on the land made by the Forestry Department was read: Moved by Stuart and seconded by Sampson to refer the foregoing communication to the Forestry Committee. Motion Carried. No. 8 Motion made by Erickson and seconded by Lattimer that the foregoing communica- tion be referred to the Forestry Committee with power to act in working out a lease with the parties concerned in the foregoing communication. Motion Carried. The following Resolution was read: No. 9 WHEREAS, the Bayfield County Forestry Department was previously authorized by County Board action to engage one additional employee for general operations in said Department, and WHEREAS, Insufficient funds are available to continue the employment of said employee during the last quarter of the current year, and WHEREAS, the budget of said Forestry Department would require an increase in the amount of $1400.00 to continue said employment. NOW THEREFORE BE IT RESOLVED, That there is hereby appropriated from the con- tingent fund the sum of $1400.00 to be transferred to the Bayfield County Forestry' Department to permit the employment of the above said employee during the last quarter of the year 1967. Motion Carried, The following Resolution was read: No. 11 WHEREAS, Northern Natural Gas Company has made application to Bayfield County for a pipe line easement across certain County owned lands, as more particularly described in Exhibit "A" of the proposed easement, a copy of which is attached hereto and made a part of this Resolution, and WHEREAS, It is deemed in the interests of Bayfield County to grant said easement in the form submitted, and WHEREAS, Said easement contains certain conditions and provisions as required by previous resolution of this Board, -and WHEREAS, Said easement has been approved by the Bayfield. County Forest Administrate and the District Attorney, as required by previous resolution of this Board, NOW THEREFORE BE IT RESOLVED, That the request of said Northern Natural Gas Com- pany for said pipe line easement across said County lands be and the same is hereby granted and the County Clerk is -authorized and directed to execute the easement form as presented and to deliver the same to said Northern Natural Gas Company. Rude April 18, 1967 PIPELINE EASEMENT KNOW ALL MEN BY THESE PRESENTS: That the County of Bayfield, State of Wisconsin, hereinafter referred to as Grant- or, for and in consideration of the sum of Two Dollars ($2.00) per lineal rod and other valuable consideration, the receipt of which is hereby acknowledged, doe's hereby grant and convey unto NORTHERN NATURAL GAS COMPANY, a Delaware corporation, hereinafter referred to as Grantee, and to its successors or assigns, the right, privilege and easement to construct, maintain and operate pipelines, and appurtenances thereto, over, under, across and through a strip of land seventy-five feet (751) in width across the following described lands situated in the County of Bayfield and State of Wisconsin, to -wit: All of those certain tracts or parcels of land described on Exhibit "A" attached hereto TO HAVE AND TO HOLD unto said NORTHERN NATURAL GAS COMPANY, its successors and assigns, together with the right of ingress to and egress from said premises across the adjacent lands of the Grantor for the purpose of constructing, inspecting, repair- ing, maintaining, replacing, re -sizing, or removing the property of the Grantee locat- ed thereon at the will of the Grantee; it being the intention of the .parties hereto that the Grantor may continue to use the surface of the easement strip conveyed hereby 'for all agricultural purposes, pasturage or other purposes; provided, however, that Grantor shall not construct or permit to be constructed anything upon the easement strip which would interfere with Grantee's exercise of the rights hereby conveyed. It is further agreed as follows: 1. That the balance of the consideration due from Grantee to Grantor (if any) shall be paid when the Grantee's first pipeline is constructed. 2. That during construction or removal of any pipeline the Grantee may utilize an additional strip of land not more than twenty-five feet (25') in width on each side of the easement'strip referred to above for working.space only. 3. That the Grantee will bury all line pipe to a sufficient depth so as not to interfere with the ordinary cultivation of the soil. 4. That the Grantee shall pay for all trees and timber which it destroys at the regular going rates for stumpage charged by Bayfield County, said stumpage to be es- timated by the Bayfield County Forestry Department. 5. The rights of the Grantee of such easement shall apply only to the particular parcel of land granted in the easement and such Grantee shall have no right of any nature whatsoever to enter upon adjoining County lands outside of the right-of-way for any purpose whatsoever. 6. All timber originally cut by said easement Grantee for purposes of opening up said rights -of -way shall be cut in accordance with practices normally required by Bay - field County, and all merchantable forest products cut shall remain the property of the County at the County's option. h 7. The easement Grantee shall refrain from spraying rights -of -way for the des- truction of trees, shrubs and other plants without thereafter cutting and properly dis- posing of the dead trees and shrubs on said rights -of -way resulting from said spraying for the purpose of avoiding unsightly conditions, detracting from scenic beauty and possibilities of fire hazards. 8. Said easement Grantee shall have the right to cut and trim branches of trees roverhangng the right-of-way, but shall have no right to go outsideof the right-of-way 440 - - -April_- 18, 1967 - ItI��_YIV���IY�11� II�to brushI-1� ty debris or to bulldoze and construct access roads, except upon written consent of the Forest Administrator® 9. The easement Grantee shall take all necessary precautions to prevent the ob- literation of landmarks relating to corner and monuments including all corners, bear- ing trees, bench marks and other Government and private survey references® 10. That such easement Grantee shall, in the.. clearing of rights -of -way and con- struction thereon, comply with all of the laws of the State and County concerning the cutting of forest products and disposition of slash and shall be more specifi- cally prohibited from windrowing slash in, along or upon said rights -of -way and adjoin- ing lands. 11. That the rights of the Grantee may be assigned in whole or in part. 12. That this instrument contains the entire agreement of the parties; that there are no other or different agreements or understandings between the Grantor and the Grantee or its agents; and that the Grantor, in executing and delivering this instru- ment, has not relied upon any promises, inducements, or representations of the Grantee or its agents or employees, except such as are set forth herein. This instrument and the covenants and agreements herein contained shall inure to the benefit of and be binding and obligatory upon the heirs, executors, administrators, successors and assigns of the parties hereto. H. 2 Bayfield County. The Highway Commission deems it necessary to make certain revisions on a pre- viously approved right of way plat and to acquire certain lands and interests in lands according to such revisions, for the proper improvement or maintenance of the above - designated project and highway. The revised relocation order of the Commission and the map showing the highway as laid out and established and the lands and interests to be acquired are transmitted herewith. Motion Carried. The following Communication was read: No. 13 STATE HIGHWAY COMMISSION OF WISCONSIN February 14, 1967 Mr. Edward A. Pajala Bayfield County Clerk - Courthouse Federal Aid Secondary Highway Funds Washburn, Wisconsin 54891 Federal Aid Highway Act of 1966 Dear Sir: Under the Federal Aid Highway Act of 1966, Federal Aid secondary highway funds will be available to Wisconsin in the amount of approximately $7,271,192 for each of the,fiscal years 1968 and 1969. The plan for the distribution and administration of the Federal Aid secondary funds becoming available to Wisconsin under the Federal Aid Highway Act of 1966 is described in the accompanying statement. The provisions of the plan are similar'in all respects to the plan approved for the distribution of funds made available under the Federal Aid Highway Acts of 1962 and 1964. The provisions of the plan were reviewed by Mr. A. J. Thelen, Executive Secre- tary of the Wisconsin County Boards Association on January 16, 1967. The plan was approved as presented. The 1966 Federal Highway Act secondary funds apportioned for your county for the two fiscal years 1968 and 1969 are as follows: County Total 2-Year Apportionment Bayfield $1839.200 Your attention is directed -to the fact that the President of the United States by Executive Order has recently reduced the amount of Federal Aid Highway Funds avail- able for the period ending .June 30, 1967 by approximately 50 percent. Therefore in the event that this percentage reduction or a different percentage reduction is made applicable to the Federal funds now apportioned for fiscal 1968 and 1969; the Comm- ission reserves the right to reduce the amount indicated above as now,being Iavailable, by the same percentage factor as may be prescribed by the Federal government that would affect and/or reduce Federal Aid Highway fund expenditure during the. lifetime of the ,1966 Highway Act. These funds may, subject to the above stated reservation, within the time limita- tion provided in the accompanying statement, be matched by your county and used on qualifying improvements requested by your county located upon county trunks or local roads or streets forming a part of the Federal Aid Secondary Highway System or upon its extensions intourban areas. In planning the utilization of Federal Aid secondary funds, due consideration should be given to qualifying improvements on the F. A. S. System or extensions thereof in.cities and villages, and to qualifying and desirable extensions of rural improve= ments into such municipalities. It.need not be construed that the 2-year apportionment of Federal -aid secondary funds must be spread over a 2-year period. Within certain limits, and within the re- servation set forth above, which can be determined only after the total programs of ------- -- - --- - - - - - - - - -- - - April _18, 1967- all counties are known, up to a total of a county's 2-year apportionment may be.. -used in one year. Requests for the programming of projects using 1966 Act funds hereby apportioned may be filed'at once. The Commission's District Engineer and the District Engineer of Secondary Roads will discuss with your county highway committee your potential Federal -Aid secondary program, and your county, through your county highway committee is requested to work with them in developing a proposed program of improvements on the Federal Aid Second- ary System to utilize the funds apportioned to your county. The program requests by your county highway committee, submitted through the district office will be subject to review and approval by the Commission. The following Communication was read: No. 14 METHOD OF DISTRIBUTION AND ADMINISTRATION OF FEDERAL -AID SECONDARY HIGHWAY FUNDS AVAILABLE TO WISCONSIN UNDER THE FEDERAL -AID HIGHWAY ACT OF 1966 Adopted by the State Highway Commission -February, 1967 Federal -Aid Highway Act of 1966 Federal -aid secondary highway funds authorized by the Federal -Aid Highway Act of 1966 and to be available for Wisconsin are tentatively estimated to be as follows: For fiscal year 1968 (approximate) 792719192 For fiscal year 1969 (estimated) ",'7,2712192 Total 14,542,384 A sum of $12,250,000 for the two fiscal:years of 1968 and 1969 will be apportion- ed among the counties. The remainder of Federal -aid secondary funds becoming avail- able -to Wisconsin under the Federal -Aid Highway -Act of 1966 will'be used by the State Highway Commission for the one and one-half percent required to be set aside for financing state-wide planning and research.and for state trunk or other highway im- provements under the direct jurisdiction of the Commission on a state-wide basis. The method of apportionment among the counties of the $12,250,000 for the two years is: 60/ on the basis of total highway mileage as of January 1, 1966, exclusive of the Federal -aid Primary System and exclusive of other mileage in "urban areas" established pursuant to the Federal -aid highway acts (places of over 5,000 population); and 40% on the basis of the total number of motor vehicles registered in the fiscal year ending June 30, 1966. The FAS funds thus apportioned to a county may, within the time limitation here- inafter provided, be matched by the county and used on qualifying improvements request- ed by the county on county trunks or local roads and streets on the FAS system or its extensions in urban areas, in accordance with the requirements of the Federal -aid highway acts and amendments thereof and regulations pursuant thereto and of the es- tablished requirements and procedures of the State Highway Commission. April 18, 1967 On January 1, 1967, and January 1, 1968, each; $6,125,000 of the total amount of the FAS funds apportioned to the Commission will be apportioned toi,the counties for use on the county FAS system for fiscal years 1968 and 1969. The availability of these funds will be subject to prevailing Federal regulations.. At the end of either calendar year 1967 or calendar year 1968, any county which has adopted an approved improvement program which will require additional FAS funds, over and above its proportionate share hereinbefore allotted, may apply .to the Comm- ission for such additional FAS funds as will be,required and/or as may be available to complete the federal aid financing of the approved program. The reallocation of additional funds to any county. will be contingent upon the availability of unencumbered Federal Aid Secondary funds. In the event there is a reduction in the availability of 1966 Federal Highway Act funds in the manner des- cribed in the accompanying cover letter then the provisions of these paragraphs as they relate to additional funds to the counties will become null and void, and any unencumbered balances of 1966,Federal Aid Secondary funds will.be expended at the discretion of -the Commission, in a manner deemed best for the improvement of the State's Secondary System considered as a whole system. The period of availability for the use of a county's regular allotment as here- in provided will be through the calendar years 1967 and 1968. To those counties which request and receive additional FAS funds from the Commission on December 31, 1968 the Commission will extend the period of availability for the use of, -these funds to June 30, 1969. Any FAS funds not "used" by a county within the time limitations herein set forth will revert to the Commission for statewide use. FAS funds will be deemed to have.been "used on a project which has been advanced to the contract state" when bids have been received and the county matching funds have been deposited with the state; or in case the work is to be performed by day labor, when an acceptable'day labor contract has been signed by the county and de- livered to the state; or for a project involving only preliminary engineering and/or the acquisition of rights of way, when all acts required of the county prior to plac- ing the project under agreement with the U. S. Bureau of Public Roads have been per- formed. When more .than one contract is involved in a single FAS project, the deter- mination shall be based on the last contract. The Executive Committee composed of the Chairman of each County Health Committee, Mr. R. Kannenberg, Iron, Chairman; Mr. L. Lamoreux, Ashland; and Mr. Bennie Rude, Bayfield. This committee meets with the Coordinator monthly to discuss and advise the Agency in Administrative policies, help solve problems, and hire nurses. The Lay Advisory Committees, of which there are three (3), one for each county are functioning to educate the public and as citizens to help and guide the Agency at the community level. Mrs. Mary Martinetti, Iron County is the general chairman; Mr. Tom Anderson, Bayfield county, is Vice-chairman; and Mr. Ed. Ludwig, Ashland County, Secretary. The Agency hopes that each of you will help with guidance and directing us to the people who need skilled nursing services in the home. The following Communication was read: No. 26 Dec. 30, 1966 Mr. Ed. Pajala Clerk, Bayfield County Washburn, Wis. My Dear Sir: 0 Please bring the following matter to the attention of the members of the Bayfield County Board. Marengo Lake, located in the Town of Lincoln, Bayfield County, is a good source of tax revenue.as there are many cottages there and more being added each year. There are two public boat'land gsa.nd many people use the lake for fishing and other recreation. Marengo River feeds and drains this lakel. In late years the water level has lowered considerably because the natural barriers in the river have been washed out. I would like to suggest that this could be improved a great deal by replacing this barrier with a few loads of rock at the Koffers gravel pit,.sufficient to raise the water about 2 feet. As it i's now, the lake is so low that weeds are growing up to the surface of the water in the center of the lake which hampers fishing and boating. If this continues a few more years, the value of'these properties will be greatly reduced. If there is'anything I can do to help the situation please let me know, - as it is needed badly. CROIX NATIONAL SCENIC RIVERWAY BAYFIELD COUNTY, WISCONSIN APRIL 189 1967 WHEREAS, the St. Croix and Namakagon Rivers flowing within and along the western boundary of the State of Wisconsin and through Bayfield County in the State of Wisconsin and through the adjoining counties of Douglas, Washburn, Sawyer, Bur- nett, Polk, Pierce, and St. Croix Counties, Wisconsin; and, WHEREAS, the region has experienced economic decline and -significant losses of population over the past 15 years, and due to the decline in the lumber, mining, and agriculture industries, the area must now look, in part, to the growing re- creation industry for economic growth; and, WHEREAS, the St. Croix and Namakagon Rivers comprise more than 225 miles of unpolluted, scenic, and undistrubed wild river and scenic riverway; and, WHEREAS, these areas are of great scenic and historical value and possess a high value to the Nation, to Wisconsin, and to Bayfield County as examples of un- spoiled areas of great natural beauty, which are used by. -large numbers of Wisconsin and non-resident visitors each year for outdoor recreation and physical and spiritual refreshment; and, WHEREAS, these areas are within easy traveling distance of over 50 million people, and the development of outdoor recreation resources within the proposed St. Croix River National Scenic Riverway will mean additional tourist expenditures, the establishment of direct Federal employment for both permanent and seasonal jobs and the generation of many more jobs in the tourist service industry; and, WHEREAS, the establishment of the St. Croix National Scenic Riverway would preserve the scenic and historical beauty of these fine rivers in perpetuity for Bayfield County and Wisconsin citizens and indeed the citizens of the Nation and for future generations, stimulate the development of an outdoor recreation industry, provide new jobs and new sources of income to people in the area, benefit the people of Wisconsin and the Nation, who visit these areas each year, and over the long run enhance the local property tax base by attracting new summer home develop- ment by persons desiring to use Bayfield County's unspoiled lakes and wild rivers; BE IT THEREFORE RESOLVED, by the Bayfield County Board of Supervisors, that they favor legislation providing for the establishment of a St. Croix River National Scenic Riverway in the States of Minnesota and Wisconsin. William Frankie Washburn, Wisconsin Dear'Mr. Frankie: This will confirm the results of an inspection which was recently made of the Highway Department radio tower and Sheriff Department radio tower. The following are the recommendations made as a result of this inspection: URGENT 1. Both of these towers are currently in the open and are attractive to the public, especially children. It is recommended that the area around these towers be securely fenced to prevent people from entering this area. Any gate that was put in the fence should be -kept securely locked® 2. The guide wires on the sheriff's department tower should be securely clamped at the point where they are connected to the hooks on the concrete anchors. The nuts on these clamps should be brazed to prevent their removal. If you have any questions regarding the above recommendations, please let me know. ' Yours very truly G. T. The reason I'm just now requesting this is that up until January 1, 1966 all wreckers were considered emergency vehicles, and were permitted to have red lights on them, but because of the abuse of a few operators, the state assembly ruled wreckers could=not have red lights unless authorized by city or county governing bodies such as yourself. In the past years, we have been called on, in many cases, when it was necessary to proceed to these accidents in order to render assistance in lifting or moving an object to save human lives. We have also assisted the City of Ashland Police Depart- ment and the Ashland County Sheriff Department, along with the Bayfield County Sheriff Department in traffic control at the scene of traffic accidents and other emergencies. The following Resolution was read: No. 33 TO: BAYFIELD COUNTY BOARD OF SUPERVISORS: WHEREAS, there is a need to preserve and enhance the natural beauty of Bayfield County both from an esthetic and economic point of view, and WHEREAS, new legislation adopted in 1966 (Chapter 574, Laws -of 1965) encourag- es each county to organize a natural beauty council and people within this county have indicated a need for and willingness to serve on this committee; NOW THEREFORE BE IT RESOLVED that the Bayfield County Board of Supervisors do hereby -approve appointment of a council which shall here= -after be known as the Bayfield County Natural Beauty Council whose responsibility shall be to develop a beautification program in cooperation with individual citizens, civic and service organizations, and local governmental units, and aid and facilitate the aims and objectives of the Wisconsin Council on Natural Beauty; and that the committee consist of one member of University Extension and at least seven Bayfield County citizens selected to represent all interests within the county. If these bills are not passed, the great State of Wisconsin will have taken a step away from the principle of equalization of educational opportunities for all of 'the students of the State as the rapidly increased costs of education will have to be absorbed by an already heavily burdened property tax. The following Resolution was read: No. 38 WHEREAS, A serious infestation of a budworm has occurred in County owned jack - pine lands presently confined in the Town of Barnes in said Bayfield County, and WHEREAS, Said infestation has caused severe deterioration of the forest in said area resulting in an immediate forced sale of Jackpine stumpage in the approximate amount of 20,000 cords, and WHEREAS, Further sales which should be made can not be made because of market conditions and shortage of labor making it necessary to protect certain portions of said forest in said area by means of spraying, and WHEREAS, The failure to do such spraying during the current season would result in a substantial financial loss to Bayfield County by the deterioration of said forest to a point where said stumpage would not be marketable, and WHEREAS, There are insufficient funds in the Bayfield County Forestry Department to do such spraying, NOW THEREFORE BE IT RESOLVED, That there be transferred from the contingency fund to the Forestry fund the sum of $10,000.00, to be used for spraying County forests for the control of budworm infestation during the current year, and BE IT FURTHER REaLVED, That any of said funds not so used for said spraying purposes by December 31, 1967 shall lapse to the general fund. April 19, 1967 The following Resolution was read: No. 44 TO: BAYFIELD COUNTY BOARD OF SUPERVISORS WHEREAS, the Midway of the Bayfield County Fairgrounds is too small to accomo- date the needs of the exhibitors and the people attending the Bayfield County Fair, and WHEREAS, there is not sufficient space to build the new 4-H dairy barn without increasing the size of the midway on the fairgrounds, and WHEREAS, in order to increase the size of the Midway, the town road must be re- located, and WHEREAS, the cost of building and blacktopping 1/2 mile of town road would be approximately $3,000. NOW THEREFORE BE IT RESOLVED, that the County Board transfer from the contin gency fund $3,000 to the County Highway Department to cover the cost of building the town road. BE IT FURTHER RESOLVED, that the Bayfield County Highway Department be authoriz- ed and directed to complete this project before August.10. The following Resolution was read: No. 52 WHEREAS, The Bayfield'County Board of Supervisors on the 16L day of November, 1966, passed a resolution authorizing the sale of the W36 E36 SE%4 NE%4, Section 26, Township 51 North, Range 4 West, to the Town of Russell for public purposes, and WHEREAS, The said Town of Russell .did not complete said purchase for the reason that said real property was not required or needed by the Town for public purposes,and WHEREAS, Said Town of Russell desires to have said resolution rescinded, NOW THEREFORE BE IT RESOLVED, That the aforesaid resolution be and the same is hereby rescinded in its entirety and the said Town of Russell shall have no further rights in and to said real property as a result of the aforesaid resolution dated. Motion Carried. April 19, . 1967 The Chair declared nominations were in order for election of a Trustee for the Bayfield County Rest Home. Motion - No. 53 It was moved by Mammoser and seconded by Stuart to nominate Vic Wallin of Grandvi as a member of the Board of Trustees for the Bayfield County Rest Home for a term of three years. Motion - No. 54 Moved by Mammoser and seconded by Moniza to'close nominations. Motion Carried. Motion - No. 55 Moved by Mammoser and seconded by Stuart that the County Clerk be instructed to cast a unanimous ballot of the county board,for Vic Wallin, as Trustee of the Bayfield County Rest Home for a term of three years. The Clerk cast the ballot as instructed and the chair declared Mr. Vic Wallin elected ,as a member of the Board of Trustees of the Bayfield County Rest Home. Nominations were in order for election of a member to the Mental Health Guidance Clinic. Motion - No. 56 Moved by Stuart and seconded by Sampson to nominate George Moniza as a member of the Mental Health Guidance Clinic for a term of three years. Motion - No. 57 A motion was made and seconded to close nominations. Motion Carried. Motion— No. 58 Moved by Mammoser and seconded by Erickson that the County Clerk be instructed to cast a unanimous ballot for George Moniza as a member of the Mental Health Guidance Clinic for a term of three years. The Clerk cast the ballot as instructed and the chair declared Mr. Moniza elected as a member of the Mental Health Guidance Clinic. Mr. Moniza gave an oral report on the Mental Health Guidance Clinic. Mr. Jerome Merkel, a member of the Board of Trustees of the Bayfield //County Rest Home appeared before the Board. He answered questions placed to him by the�Board members for clarification of salary schedules and increase of personnel. He also commented on a number of improvements that should be made in order to qualify for medicare. He also brought up the subject of ambulance service which created a lengthy r di scus si on. Pajala Bayfield County Clerk Courthouse Washburn, Wisconsin 54891 Dear Sir: March 31, 1967 Estimated 1968 Allotment for State Trunk Highway System You are hereby notified that the estimated allotment in the fiscal year ending June 30, 1968, under the provisions of Sections 20.420 (lv) and 84.03 (3), for expenditure on the State Trunk Highway System in your county is $6121,000. The proposed allocation of the estimated 1968 allotment, which is submitted for the consideration of your County Board, is as follows: The sum of $121,000 to be, held in reserve for future allocation. The following Resolution was read: No. 61 WHEREAS, Bayfield County is the owner of certain lands on Sand Island in the Town of Bayfield, and WHEREAS, It is contemplated that all or a part of said lands may be included in the presently proposed Apostle Islands National Park, NOW THEREFORE BE IT RESOLVED, That Bayfield County shall withhold the sale of all County lands on said Sand Island until further action by this Board of Supervisors® George Moniza William A. IThe following Resolution was read: No. 62 WHEREAS, Bayfield County is the owner of the N/z of the NWY/ of Section 7, Township 47 North, Range 8 West, which description is.a part of the Bayfield County (Fair Grounds, and WHEREAS, The Town Road running along the Northerly boundary of the said N/2 of the NWA should be relocated in the interests of Bayfield County and the more efficient control of fair traffic and parking, and WHEREAS, The Town of Iron River maintains said highway as a Town Highway and lit is necessary that an easement be granted to said Town of Iron River to permit April.19, 1967 said ' highway re -location acros°s the said NY/z of the -NWY/. NOW THEREFORE BE. IT RESOLVED, That there is hereby granted to the Town of' Iron River over and across the said N/z: of. the NW/ a highway right of way easement, 4 rods in width as staked out by the Bayfield County Forester, said easement to be granted subject to .all conditions required by previous resolution of this Board. Motion - No. 66 Moved by Sibbald and seconded by Sampson that the Bayfield-County Board go on record in favor of the Apostle Island National Lakeshore Park with the exception to withhold privately owned improved property. Motion Carried. , Motion - No. 67 Moved by Sibbald and seconded 'by Celinsky that a County Board meeting be held the Second Tuesday in February. Motion Carried.
