Rondeau, County Board Chairman. The following members answered roll call: No. 1 J. Ray Doyel, Raymond J. Mammoser, William Stuart, Art Hanson, Ernest Heglund, George Moniza, Louis J. Brost, Sanfred Anderson, Axel Lehto, George Sampson, Philip E. Tetzner, Bertyl R. Nelson, William Celinsky, Walter Barningham, Arthur Meierotto, Edwin M. Erickson, Walter Wasmuth, Alva A. Lattimer, Arthur A. Anderson, Bennie Rude, Thomas E. Rondeau - Total 21. A motion was made by Moniza and seconded by Barningham to dispense with the read- ing of the last County Board minutes. Motion Carried. The first order of business was to consider the applications for the position of Highway Commissioner. The following qualifications are offered for your consideration: 1. Lifetime resident of Bayfield County; 2. Veteran; 3. 26 years of age; married with two dependents; 4. Specialized training: 2 years in Highway, Railroad, Municipal Construction, and Surveying at Dunwoody Institute, Minneapolis, Minnesota; November 1491967 5. 6 years in operation of heavy equipment; 6. No. 4 Sidney Reynolds Cable, Wisconsin November 149 1967 TO: The Bayfield County Board Washburn, Wisconsin Gentlemen: I hereby tender my application for the position of Bayfield County Highway Commissioner. I am fifty three years old, married, have four children, one at home and reside in the Village of Cable. I feel that I am qualified and am attaching a resume of my activities since 1940 outlined by an employer and business associate since that time. Will appreciate very much your consideration. Sidney Reynolds TO WHOM IT MAY CONCERN: SUBJECTS SIDNEY B. REYNOLDS Mr. Sidney B. Reynolds, of Cable, Wisconsin, has asked me to outline my knowledge of his abilities and activities during the period of our acquaintance. He has worked with us in both our accounting and construction activities. I first became acquainted with Mr. Reynolds in 1940 when he was managing the office for William L. Kimmes, Inc. I did the public accounting work for that Company for several years and worked quite closely with Sid during that time. He was still working in that capacity when I started in the contracting business in 1946, and I had quite close contact with him as an employe of a competitor for the next five or six years. After that, he managed the Kimmes Company for several years, again being a competitor and having an office in the same building in Superior. As I recall, he was employed with Nagle -Hart, Inc. at Eau Claire after that, and in 1958, started working for us. He worked for us during construction seasons from that time until 1966- he had other work he was doing at the same time and in off-season. He worked as an assistant to the superintendent, as a project manager, and for two^years, helped manage the office in Superior. My contacts with Sid have been almost entirely on a business basis. He did live in Superior for a time and I am somewhat acquainted with the family. I also know of his personal habits from acquaintance with many others who have worked with him during the years. All`of these associates seem to feel that he has a high degree of integrity and industry. It is of my knowledge that he has a deep sense of family responsibility lV November 14, 1g67 and has occasionally incurred obligations to fulfill that responsibility. During all of the years that we have known and worked with Sid, we have found him willing and able to accept responsibility. With his long and varied experience in our kind of work, he has been helpful in the various capacities that we have employed him. In the more recent years, he has helped only in times when we were extremely busy and asked him to take some particular assignment, somewhat as a favor. We have found him honest and with a high degree of native intelligence which enables him to adapt to varying situations. This ability apparently was further developed by the rather broad experience in working in his several capacities for the Kimmes Company. We considered it a privilege to have Sid as an employe and associate. The work he has done for us required industry, integrity, loyalty, intelligence, and acceptance of responsibility. He felt he should have a more stable and permanent type of employ- ment, and at a location where he could be more regularly with his family. Even then, he did some work for us again in 1966 when we had work in the Cable area. Signed: Leslie Olsen President - McLean Construction Company President - Lakehead Constructors, Inc. Each candidate made a few remarks to the county board members after which the chair called for nominations from the floor of the Board. There were no nominations from the floor. Moved by Sampson and seconded by Meierotto that nominations be closed. Motion Carried. The chair appointed Celinsky and Meierotto to act as ballot clerks. The result of the first ballot was as follows: Frankie - 7 Brevak - 10 Reynolds - 4 The result of the second ballot was as follows: Frankie - 6 Brevak - 12 Reynolds - 3 The chair declared Mr. Brevak elected as the Highway Commissioner for Bayfield County. The Board proceeded with a discussion on increased membership of the Highway Committee. MOTION - No. 5 It was moved by Stuart and seconded by Sampson to increase the membership of the Highway Committee to five members, each from a separate district. Motion Carried. - -- - -- ------------ -- --_-- �__ - -Novembe-r 14, 1967 -- -- - - = The following Resolution was read: No. 6 WHEREAS, The Bayfield County Jail has been found by the Division of Corrections, State Department of Public Welfare of the State of Wisconsin to be inadequate and below prescribed standards for the housing of prisoners and general use as a County jail, and WHEREAS, Bayfield County has been directed by the aforesaid Agency to comply with the,aforesaid standards by replacing or remodeling said facility to meet such standards and provide adequate accommodations for prisoners, and WHEREAS, A plan to provide proper jail facilities must be provided the -afore- said agency by November 20, 1967, and WHEREAS, No funds have been provided to meet the cost of construction of a new jail or the extensive remodeling which would be required, and WHEREAS, It is further deemed necessary to provide more adequate space for storage of forestry department equipment and the servicing thereof by construction or purchase of a building for such purposes, and WHEREAS, No funds have been provided to meet the cost of acquiring or construct- ing such a building for forestry purposes, NOW ,THEREFORE BE IT RESOLVED, That the sum of $150,000.00 be appropriated from the general funds of Bayfield County and that such sum be set •aside - and designated as a fund for the construction of a jail or the re- modeling of the present structure and for the acquiring or construction of a building for forestry purposes. i George Moniza William A. The;District Attorney and Chairman of the Executive Committee explained the necessity for the improvements mentioned in the foregoing Resolution and the condi- tions which will eventually have to be faced by the county. The appropriation set aside in the foregoing Resolution is set aside for some construction emergency and not earmarked for any specific project. Stats. Section 3 - Undue tire noise (squealing) No operator of any motor vehicle shall excessively accelerate such vehicle to cause said vehicle to make undue tire noises. Section 4 - Penalties. Any person who shall violate any of the provisions of this ordinance shall, upon conviction thereof, forfeit not less then $10.00 nor more than $200.00, together with the costs of prosecution, and in default of payment of the forfeiture and costs of.prosecution, shall be incarcerated in the Bayfield County jail until such for- feiture and costs are paid but not exceeding 90 days. Bail bonds may be accepted under this ordinance by peace officers of Bayfield County and the Clerk of Courts. Stipulations of guilt or nolo con- tendere of all offenses under this ordinance may be accepted by any peace officer of Bayfield County or the Clerk of Courts thereof. The penalty to be paid under such stipulations shall correspond to the official bail bond schedule for offenses under this ordinance as approved by the Judge of the Bayfield County Court. Officials receiving the penalty under this Section shall comply with. Sections 343.27 (3) and 343.29 Wis. Statutes: Provisions of 345.16 shall apply as to adjudications of violations of any provision of this. ordinance. The term Wisconsin Statutes whenever used.in this ordinance means the Wisconsin Statutes of 1965 as revised. This ordinance shall be known as the Bayfield County Traffic Code. All ordinanc- es in conflict, herewith are repealed. This ordinance shall be effective upon passage and publication. November 14, 1967 502 The following Resolution was read: No. 8 WHEREAS, the Bayfield County Board appropriated $6000.00 for capital improve- ments -on the Bayfield County Fairgrounds, and WHEREAS, this budget was exceeded by $4746.80, and WHEREAS, the budget of $3000.00 appropriated for the new town road and drive- ways through the fairgrounds was exceeded by $1993.96, and WHEREAS, all bills with the exception of $1500.00 are payable to the Bayfield County Highway Department NOW THEREFORE BE IT RESOLVED, that there be transferred from the contingency fund to the fair grounds outlay budget the sum of $6,740.76 for the purposes of covering the balance of the aforesaid expenditures. .Respectfully Submitted, BAYFIELD COUNTY FAIR COMMITTEE William A. Motion Carried. The following Motion was made: No. 10a Moved by Moniza and seconded by Erickson to accept the report given by Mr. Merkel on the Bayfield County Rest Home. Motion Carried. A motion was made and seconded to adjourn until 1:30 P.M. Motion Carried. The afternoon session convened at 1:30 P.M. with the following members answering roll call: Doyel, Mammoser, Stuart, Hanson, Heglund, Moniza, Brost, S. Mr. Martin Olson, Division Engineer from the State Highway Commission appeared before the Board and reported -on state highway construction allotments and the various Bayfield County projects. He stated that maintenance of highways will be similar .to previous years. Mr. Olson introduced Thomas R. Kinsey to the County Board members. Mr. Kinsey will be taking the place of the District Engineer who will be retiring® The following Petition was read: No. 11 The undersigned, Susan Gordon, in her own behalf and for her husband, Louis Gordon, hereby petitions the Bayfield County Board of Supervisors to authorize the re -conveyance to Louis Gordon and Susan Gordon of the following described property, to -wit: A part of Government Lot Four (4), Section Thirty-one (31), Township Fif ty- one (51) North, Range Three (3) West, Bayfield County, Wisconsin, as more particul- arly described in a conveyance recorded in Volume 125, page 639, Bayfield County, Wisconsin Registry, except the northerly One Hundred feet (1001) thereof, said ex- ception being described in a conveyance recorded in Vol. 154 of deeds, page 63, Bay - field County, Wisconsin Registry, said lands having been formerly owned by petitioner and her husband, Louis Gordon, and lost by tax deed to Bayfield County. Motion Carried. Moved by Moniza and seconded by Sampson to resolve the County Board into a committee of the whole for the purpose of a hearing on the Budget. Motion Carried. There were no appearances. The County Clerk was at the Court House at 2:qq P.M. November 14, 1967 which time had been advertised for a hearing on the Budget. No one appeared on November 10h. Moved by Barningham and seconded by Rude to adjourn the hearing and to re- convene as a County Board. Motion Carried. The following Resolution was read: No. 12 WHEREAS, Bayfield County, through its Executive Committee, by Quit Claim Deed dated June 2, 1967, conveyed certain real property, to -wit: Lot Three.(3), Block Thirteen (13) , "^��,', Vaughn's Division to the City of Washburn, �_ »� ____= ee =_ Bayfield County, Wisconsin, to Robert E. and Leona E. Morrison, and WHEREAS, It has now been determined that Bayfield County does not have mer- chantable title to all of said Lot,Three (3), and WHEREAS, Bayfield County may be required to refund the consideration for said conveyance in exchange for a re=conveyance from said purchasers, NOW THEREFORE BE IT RESOLVED, That the'Bayfield County Executive Committee is hereby authorized to accept a reconveyance of the above described property 'and upon such reconveyance to return the purchase money paid therefor by Robert E. and Leona E. Motion Carried. 5-06 November 14, 1967 0 The following Resolution was read: " No. 14 BE IT RESOLVED by the members of the County Board of Supervisors for Bayfield County'that all previous resolutions pertaining to Bayfield County owned lands within the Federal Forest boundaries be rescinded; that the limitation of the sale of county - owned lands inside the boundaries of the Federal Forest in Bayfield County to the Federal government shall thus be terminated; that the sale of all available county - owned lands wherever situated shall be on public bids to the highest bidder, the county reserving the right to reject any and all bids. The following Resolution was read: No. 15 WHEREAS, Bayfield County is required to provide more suitable facilities to house prisoners by constructing a new jail building or remodeling the present structure, and WHEREAS, Certain preliminary plans are required to be formulated and investiga- tions made as to the comparative cost of building or remodeling to be presented to the Bayfield County Board of Supervisors for consideration prior to final action thereon, NOW THEREFORE BE IT RESOLVED, That the Executive Committee of the Bayfield County Board of Supervisors is hereby directed to make a study of the proposal to construct a new jail building or remodel the present structure, to'determine the approximate cost of these alternatives and to determine other facts for presentation to the Board of Supervisors which may be necessary to enable said Board to make a decision thereon, and BE IT FURTHER RESOLVED, That the Executive Committee after making such investiga- tion and formulating said preliminary plans report their findings and recommendations to the Bayfield County Board of Supervisors. November 14, 1967 The following Report Was read: No. 16 STATE.OF WISCONSIN ) ss. COUNTY OF BAYFIELD ) Robert N. Ledin, being duly sworn, deposes and says that he is the duly elected and acting District Attorney in and for Bayfield°County, Wisconsin; that he was such officer during the years 1966 and 1967; that during the year 1967, no collections were made by, said office as and for fines, forfeitures and other matters relating to criminal or county matters and that all such payments were made direct to the County Court of said Bayfield County, Wisconsin; that there was collected from the period October 1, 1966 to September 1, 1967, on old age assistance liens the sum of $3,440.83, representing Bayfield County's share of said collections, all as more fully set forth in the records of the Department of Public Welfare in and for said Bayfield.County, Wisconsin. That this report is made to the County Board of Supervisors at their November meeting, pursuant to the provisifns of the Wisconsin Statutes. Robert N. Motion Carried. 510 2 .November. 14, 1967 The following Resolution was read: No. 23 COUNTY AID CONSTRUCTION & MAINTENANCE DURING THE CALENDAR YEAR 1968 Notice: Section IX on page 4 of this resolution authorizes the County Highway Commission- er, subject to supervision and control by the County Highway Committee, to employ, discharge, suspend, or reinstate county highway personnel. This change in form was made in 1945 in view of Attorney General's opinions dated March 6 and March 24, 1945. If this form conflicts with any existing general rules or civil service plan, or if the County Board wishes to limit the authority which would be conferred by this pro vision, the attached form should be appropriately altered in consultation with the District Attorney. Attention is directed to the fact that any action taken by the County Highway Committee in exercising its powers must, to be effective, be recorded in the minutes of the County Highway Committee's meeting. COUNTY AID CONSTRUCTION AND MAINTENANCE DURING THE CALENDAR YEAR 1968 SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin, regu- larly assembled, does hereby ordain that such funds as may be made available to the county for highway work in the -year 1968 under the provisions of Section 20.420 and Chapter 83 of the Statutes, and the.additional sums herein appropriated, shall be expended as hereinafter set forth: SECTION II.. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the State Highway Commission ,has notified the County Clerk that a sum of money estimated to be Two Hundred Sixty Five Thousand, Three Hundred Dollars ($265,300.00) will become available at the end of the fiscal year under the provisions of Sections 83.10 and.20.420 (3) (xg) and (3) (xm) of the Statutes, for the County trunk highway..,system in the county, but the actual amount will not be known until the close of the fiscal year ending next June 30. BE IT RESOLVED that the County Highway Committee is authorized and directed to expend the said sum to the extent required to match and supplement Federal aid for construction, right of way, and other costs on any Federal projects located on the county trunk highway system of said county, 'which are not recovered from Federal funds, and to expend any balance for constructing, repairing, and maintaining such county trunk highway system and the bridges thereon, including snow and ice removal and control, as directed in Section 83.10 (1) of the Statutes, and to reimburse the general fund for any expenditures that may be made therefrom pursuant to Section 83.01 (6) of the Statutes. The distribution to such purposes is estimated, but not speci- fically directed, to be as follows: For construction, maintenance, snow removal, ice prevention and removal on the County Trunk Highway system. SECTION VIII. WHEREAS the exact amount of the funds that will become available from the state for highway purposes in the county under Section 20.420 of the Statutes will not be known until on or after next June 30. BE IT RESOLVED that the County Treasurer is hereby authorized and directed to make payments for the purposes for which such funds are to be used, as hereinbefore authorized, from any funds in the county treasury that are not required for the November 14, 1967 purposes for which appropriated prior to next August 1, and to reimburse such funds in the county treasury from the sums received under Section 20.420 of the Statutes. The following Report was read: No. 34 REPORT OF CONSERVATION COMMITTEE FOR 1967 OUT DOOR SHOWS Outdoor Sports Shows in Milwaukee, Chicago & Minneapolis were attended by personnel of the Bayfield County Conservation Committee in 1967. All shows had in- creased attendance over,previous years. Inquiries at our booth indicate that tourists are interested in what we have to offer. The influx of tourists this past season, the committee feels, has been a great boost to our economy. The committee's plans are to attend the same three shows in 1968. We purchased 75,000 folders, 10,000 bags and 50,000 inquiry cards in 1967. 'We do not propose to buy shopping bags or inquiry cards in 1968.. COUNTY PARKS Twin Bear and Delta Parks show on over -crowding. There is a great need for up -grading these two parks. Big Rock park has been developed to accomodate better camping area. We hope to develop some accomodations at our new`Atkiris Lake Park in the Town of Pratt. There is much need for additional tables in. all of our parks. WATER SHED AND STREAM IMPROVEMENT There were three stream improvement projects that were approved on matching funds from bounty aids. Only one was completed, the 18 mile creek project in the Town of Pratt. Due to financial difficulties the Town of Port Wing and the Town of Delta were unable to participate, so the County lost $3,000.00 in available bounty aids. DAMS & SURVEYS Nothing has been done in regard to dams and surveys. The Committee decided not to take action on Totogatic Lake dam as it would cost about $2,000.00 to bring it to a hearing. Mrs. Shelton explained portions of the annual report,covering referrals, costs, problems, case loads, services etc., A copy of the.report was given to each county board member. He answered a number of questions in regard to the foregoing Resolution which were of concern to the Board members. The following Report and Budget was presented to the Board: No. 39 To The Bayfield County Board of Supervisors: The year 1967 proved to be a period of continued changes making necessary the need for adjustments within the agency. Mr. Brenholt, having completed all necessary requirements, was promoted to Social Worker III, a supervisory position. In this role, he assisted the Director by providing more supervision to the Social Workers. By giving them more time for individual conferences, the agency was better staffed to achieve the goals of the department. Mr. Brenholt terminated his employment with the agency to enter,pri- vate business. This vacant position will be detrimental to the agency, and accord- ing to statewide needs for supervisors, it appears this position will remain vacant for at least one year. The agency has been certifying both adults and children in mental institutions for the Medical Assistance program and processing Social Security Aids applications for those in need of money grants. These money grants are small and intended only to meet the personal and clothing needs of those clients. Certifying these patients for Medical Assistance should mean a savings of money for the county. The reason for this is that these patients are those whose care was charged to the county as state special charges. (See Medical Assistance reimbursement for explanation.):: The state legislature voted to increase the food and clothing allowances of welfare recipients. This resulted in about an eight per cent increase in these allowances to compensats for the increase in cost of living expenses since the last adjustments made in 1958. To accomplish this, the State Department of Public Welfare) adopted a revised budgeting procedure. The agency will have completely changed all budgets with the issuance of the November grants. Cases servi-ced by the agency on a monthly basis are: Old Age Assistance, 181; Blind Aid, 4; Disabled Aid, 41; Aid to Dependent Children, 40; and Aid to Dependent Children in Poster Homes, 6; for a total of 272 cases. Medical Assistance recipients number 257, therefore the total caseload is 529 persons. The agency at this time is meeting all requirements of the social service to clients plan as established by state and federal policy. This means that in addition to those families receiving money grants, the agency is offering service to all families certified for the Medical Assistance program. As a new adventure designed to provide for a fulfillment in the social lives of our clients, the agency in September initiated a Volunteer Service Program. The program will function with an agency staff -member as the Supervisor and this will be the.only salaried position. All others serving as volunteers will receive no monetary compensation for their time given to the activities of the program. They will, however, be reimbursed for mileage for the use of their gutomobile. The agency staff consists of three clerical workers, five social workers, one supervisor, one homemaker, and the director. Changes in staffing have been:. 525 November 15, 1967 Mr. Brenholt reclassified from Social Worker II to Social Worker III on February 26, 1967, terminated employment on September 22, 1967, position vacant; Mr. Utpadel re- classified from Social Worker -I to Social Worker II on September 15, 1967; Mrs. Orli- koski reclassified from Homemaker to Supervisor of'Volunteer Services; Mrs. Agnes Oreskovich appointed to the position of Homemaker to replace Mrs. Orlikoski. The ag- ency has been.reclassi.fied from an Agency II to Agency III. Therefore, the Director classification also changes from.Director II to Director III. The Indian Relief program expenditures for nine months were $$2,266.15. The anticipated total expenditure should not exceed $$3,000.00 as compared to $6,393.73 for the year 1966. The greatest reason for this decrease is perhaps the improved employment conditions in the area. These are all state funds with no county funds necessary. Surplus commodities consisting of "the following foods: butter, cheese, lard, raisins, beans, bulgar, cornmeal, flour, canned meat, dry milk., peanut butter, rice, and rolled wheat, have been distributed to an average of 844 persons per month. For the first eight months, the cost of the program was $$5,029.96 with an annual estimate of $6,708.00. The recommendation for 1968 is for an appropriation of $$7,500.00. The county's application for participation in the Food Stamp program is still pending because the U. S. Department of Agriculture has not as yet received approval of its budget. The U. S. Department of Agriculture, however, has requested an appro- priation of sufficient amount to include those applications now pending. At this time, we can only continue with the commodity program until advised of approval. Judicare, a program to provide free legal service as sponsored by the State Bar Association, has been available to residents of the county, and the agency has certi- fied.51 persons for this service. The Title V Work and Training program now has ten of our clients enrolled in programs designed,to prepare thefn for employment. This program operates with no county funds involved. The expenditure for this program was $$17,344.29 for.the fiscal year July 1966 through June 1967. Total number of participants for this period was 41; those completing the training course, 10; those employed as a direct result of their training, 3. The year 1967, continuing to be a growth or changing year, has been a year of challenge and confusion and has caused anxieties on all levels of social work. The Bayfield County Department of Public Welfare has been able to adjust and function under the above conditions through the devoted efforts of a loyal staff. To achieve total integration of programs, the county agency will now administer relief on a county system of relief. Relief expenditures within the county for the year were $$3,378.72 of which $$2,368.15 was for medical and burial expenses. The recommended budget for relief for 1968 i6 $5,000.00. This figure is considered to be sufficient inasmuch as the agency has had no experience in administering this pro- gram. In conclusion I offer acknowledgement and appreciation for -support of agency activities by the County Board of Supervisors, the Welfare Board, and to a loyal and - devoted staff. Under these conditions, the agency will continue to provide for the fulfillment of the goals of the county, state, and federal governments in meeting the needs of the less fortunate citizens within the county. The next order of business was to discuss and consider the proposed 1968 Budget® No. 48 PROPOSED BUDGET FOR THE YEAR 1968 TO THE'HONORABLE BAYFIELD COUNTY BOARD OF SUPERVISORS Gentlemen! We, the undersigned members of the. Executive Committee, hereby submit our report and recommendations for 1968... VALUATION The Supervisor of Assessments recommends a true value of $61,090,800.00. The legal levy limit exclusive of debt items for County General purposes is 1%. The pro- posed Budget is $251,392.00 below the legal limit. The Contingency Fund is $35,000.00 which the committee feels is adequate to cover any emergencies that might arise. FINANCE The Committee has kept all Budgets intact as recommended by the various committees 1. No provisions have been made for financing any salary increases in the Budget. There are some salary adjustment recommendations and if approved can be financed by trans- ferring funds from the_ contingency fund. The County once again had a substantial cash surplus accumulated. $150,000.00 of this surplus is being applied against the tax levy. Another $150,000.00 will be.recommended for a building program. The County is faced with providing for better jail facilities in the near future. HIGHWAYS AND BRIDGES Highway expenditures are financed entirely from gasoline and automobile revenues, with the exception of County Bridge Aid to Districts. The Bridge Aids for 1968 amounts to $1,777.96. AUDIT The 1966 report is on file in the County Clerk's office and is available for in- spection. The audit was completed on schedule and greatly aided the committee in the preparation of the Budget. Again we wish to commend the County Clerk's office for the up to date bookkeeping records and information which assisted the committee very much in their Budget work. The clerk recommends some grouping of account classifica- tions so to make it more convenient to complete State Reports, and to delete the County Superintendent of Schools account. The Committee-,support's;these recommenda- tions.. We recommend the acceptance of the audit proposal for the 1967 records. 531 _ _November_15, 1967_ _ z HEALTH AND WELFARE The Welfare Budget continues to be a major factor in the amount of the Budget. Some of the Federal programs effecting welfare are beginning to level off. The Rest, Home continues to be operated at full capacity., The Pureair Sanatorium is still a problem because of low patient load. Studies on dual purpose usage are in progress amongst the three owner counties. The present recommendation is to use the facility as a Mental Health and Tuberculosis Center. This seems to be the most feasable use at this time, and the three owner counties have tentatively agreed to recommend the use of the facility for this dual purpose. The big problem is interim financing which has not been resolved. There is a sum of $6,000.00 for the North Central Guidance Center which is operating to capacity and performing a very needed area service.
