MINUTES OF THE BAYFIELD COUNTY BOARD
OF SUPERVISORS
The meeting was called to order at 9:30 A.M. by Thomas E. Rondeau, County Board
Chairman.
The following members answered roll call: No. 1
J.: Ray Doyel, Raymond J. Mammoser, William Stuart, Art Hanson, Ernest Heglund,
Sanfred Anderson, Louis J. Brost, George Moniza, George Sampson, Philip E. Tetzner,
Bertyl R. Nelson, William Celinsky, Arthur Meierotto, Walter Wasmuth, Arthur A. Ander-
Rude,
son, Bennie,( Thomas E. Rondeau - Total 17.
The first order of business was a report by Walter Wasmuth on the progress and
proposals the negotiating committee for the Highway Department has made with the
'Teamster's Union #288. The Board was informed of the contents of a Labor Agreement.
A lengthy discussion followed covering the payments for retroactive.service, fringe
bene,fits,.closed shop and other conditions•that might arise. Comparisons with other
counties in the District were discussed. To date no agreements or contracts have been
entered into.

A motion was made by Moniza and seconded by Stuart to dispense with the reading

The following Report was read: No. 2
The Bayfield County Board at a meeting held September 21, 1967 considered the
request of Marvin and Helen Lund to purchase certain tax sale certificates covering
Government Lot Five (5), Section Thirty-one (31), Township Forty-three.(43) North, of
Range Eight (8) West, and referred same to the Executive Committee for study,
The Executive Committee has now studied the matter and finds that the Bayfield
County Board has previously sold a tax sale certificate covering the above described
property to Mrs. Lund and the Lunds then continued to pay the taxes on the property
but failed to apply for a tax deed until the certificate had expired. Due to the above
facts the Committee is of the.opinion that it has been the intent of the Lunds to re-
tain the property and the Committee therefore recommends to the County Board that the
request be granted.

The following Resolution was read: No. 3
WHEREAS, the Executive Committee at the request of the Bayf ield County Board has
studied the request of Marvin and Helen Lund to purchase tax sale certificates covering
Government Lot Five (5), Section Thirty-one (31), Township Forty-three (43) North,
Range Eight (8) West, and
WHEREAS, the said Executive Committee has recommended that the request be granted,
NOW THEREFORE BE IT RESOLVED by the Bayfield- County Board in session this 13th
day of February, 1968, that all of the outstanding certificates covering Government
Lot Five (5), Section Thirty-one (31), Township Forty-three (43) North, Range Eight (8)
West be sold to Marvin and Helen Lund, the consideration to be the-amount�of said
certificates plus interest and any other charges involved to date of transfer.

The following Report was read: No. 4
The Bayfield County Board at a meeting held on September 21, 1967 considered a
resolution providing for:t4e sale of the tax sale certificate for the year -of 1965
covering the Northeast Quarter of the Southeast Quarter (NE/a SEya), of Section Seven (7),
Township Forty-seven (47) North, Range Eight (8) West to Delephine LaCrosse, daughter of
Blanche Armbruster, the owner of an undivided two-thirds interest of the above des-
cribed property and referred said resolution to the Executive Committee for study,
The Executive Committee has now studied the request and has found a number of
other heirs of Blanche. Armbruster who should also receive some consideration. It also
appears that Charles Coats owner of the remaining undivided one-third interest is also
interested in the property.
Due to the fact that there appears to be at least one other -person having a direct
interest in the property who would desire to obtain title to same, the Committee there-
fore recommends that in fairness to all parties involved the request of Delephine
LaCrosse be denied.

The following Resolution was read: No. 5
WHEREAS, The Executive Committee at the request of the County Board has studied
a resolution providing for the sale of the tax sale certificate of 1965 covering the
Northeast Quarter of the Southeast Quarter (NE/ SE/), of Section Seven (7), Township

Forty-seven (47) North, Range Eight (8) West, to Delephone LaCrosse, and
WHEREAS, the Committee has recommended that the request be denied,
NOW 'THEREFORE BE IT RESOLVED, by the Bayf ield County Board in session this 13Lh
day of February, 1968, that the request of Delephone LaCrosse to purchase the tax sale
certificate for the year 1965 covering the above described property be denied.

The following Petition was read: No: 6
The Town Board of the Town of Barnes does hereby petition the County Board of
Bayfield County, Wisconsin, requesting that the Town of Barnes purchase the SW NW
Section 8=44-9 for the price of tax plus interest as per County Treasurer's Statement:
$229.57;
The Town Board of the Town of Barnes dedicates this property for municipal
purposes, specifically the continued -use of this area for garbage dump and for such
other public purposes as the Town Board may designate.

26, thence easterly to a point 2.4 feet south of and 662.5 feet South 851 41' West

the right of way plat for the above project..
To effect this change, pursuant to authority granted under Sections 84.02(3)
and 84.09, Wisconsin Statutes, the Highway Commission hereby orders that:
1. The said highway is hereby laid out and established to the lines and
widths as shown on the plat.
2. The required lands or interests in lands as shown on the plat shall be
acquired by the Division of Highways, in the name of the State of Wisconsin, pursuant
to the provisions of Section 84.09(1) or (2), Wisconsin Statutes. (All required lands
or interests in lands have previously been acquired.)
3. This order supersedes and amends any previous order issued by the Comm-
ission.

improve, or maintain a portion of the highway designated above, it is necessary to
relocate or change and -acquire certain lands or interests in lands as shown on the

The following Resolution was read: I No. 9
WHEREAS, Section 59.471 of the Wisconsin Statutes provides for minimum -compensa-
tion to be paid to full-time District Attorneys, effective February 1, 1968, and
WHEREAS, Bayfield County now has in effect an ordinance making the office of the
District Attorney in this County full-time, and
WHEREAS, It is deemed in the interest of the County to continue the office of
District Attorney on a full-time basis, and
WHEREAS, It will be necessary to transfer $2200.00 from the contingent fund to
the budget of the office of the Bayfield County District Attorney to comply with said
law for the purpose of meeting the minimum compensation to be paid.to said District
Attorney under the provisions of said Statute,- which is in addition to the contribu-
tion of the State of Wisconsin to said salary schedule.
NOW THEREFORE BE IT RESOLVED, That $2200.00 be transferred from the contingent
fund to the District Attorney°s budget to meet the aforesaid salary requirements from
February 1, 1968 through December of 1968, and
BE IT FURTHER RESOLVED, That the Bayfield County Clerk be and he is hereby autho
ized and directed to make the required adjustments in the salary schedule of the
District Attorney and to make payment thereof in accordance with the minimum salary
schedule provided for by said Section 59.471 of the Wisconsin Statutes, said revised
salary schedule to be effective as of February 1, 1968.

WHEREAS, the Bayfield County Board by several previously enacted resolutions
has restricted the employment of personnel over the age of 65 years, and
WHEREAS, since the adoption of the aforesaid resolutions the County Board has by
separate action provided that certain departments of the County could when necessary,...
hire persons over the age of 65, and
WHEREAS, it now appears it would be to the best interest of Bayfield County to
rescind all previously adopted resolutions restricting persons over the age of 65 years
excepting that certain restrictions should still apply to employees qualified under
the Wisconsin Retirement Plan,

NOW THEREFORE BE IT RESOLVED, that any and all resolutions previously adopted by
the Bayfield County Board restricting employment of persons over the age of 65 years
be rescinded, but that to comply with the provisions of the Wisconsin Retirement Act
it shall be necessary for any person qualified under the Wisconsin Retirement Act to
obtain permission from the County Board or from the Executive Committee of the County
Board if an emergency develops that requires action prior to a County Board meeting,
or the governing body of the Tri-county Sanatorium, or the Bayfield County Rest Home
in cases involving employees of those two departments, to be employed in any capacity
after the end of the calendar quarter in which such employee reaches the age of
65 years.

WHEREAS, There are now certain Resolutions on the Bayfield County records pro-
hibiting the sale of County owned lands within the exterior boundaries of the Che-
quamegon National Forest, and
WHEREAS, It may be desirable-and,.in the interest of the County to sell all or a
part of said lands under procedures now employed by the County for the sale of tax
title lands,
NOW THEREFORE BE IT RESOLVED, That the Executive Committee of the Bayfield County
Board of Supervisors be and it is hereby authorized to offer County tax title lands
for sale under its usual procedures which are located within the exterior boundaries
of Chequamegon National Forest, notwithstanding any restrictions of such sale which
may have been imposed by prior Resolutions now a part of said records.

WHEREAS., The Food and Agriculture Act of 1962, Section 102, Public Law 87-703,
authorizes the Secretary of Agriculture to assist local sponsors in developing and
carrying out plans of Resource Conservation and Development Projects, and
WHEREAS, The Headwaters Pri-Ru-Ta RC&D project has been expanded to include
Douglas, Bayfield, Ashland, Iron, Burnett, Washburn, Sawyer, Price, Rusk and Taylor
counties, and

WHEREAS, the scope of project measures, activities, and programs has been en-
larged to meet current needs requiring broader authority,
NOW THEREFORE BE,IT RESOLVED, that the-Bayfield County Board duly assembled
at a meeting this 13th day of February, 1968, at the County Court House in Washburn,
Wisconsin, agrees to co-sponsor the Headwaters Pri-Ru-Ta Resource Conservation and
Development Project, and
BE IT FURTHER RESOLVED, that the County Agricultural Education and Extension
Committee be auth.ori,zed to represent the Bayfield County Board of Supervisors, and
BE IT FURTHER RESOLVED, that the County Agricultural Education and Extension
Committee acting with district supervisors, or as a separate committee, have the
authority to sponsor and recommend project measures for Bayfield County and partici-
pating counties in the Headwaters Pri-Ru-Ta project.

Dear Mr. Pajala:
The State Geographic Advisory Council, in reviewing and completing files, finds
that the Bayfield County Board did not concur with the U. S. Board of Geographic
Names and the State Board of Geographic Names on the name,Bono Creek in Bayfield
County. r
As we believe our investigation and the selection of the name Bono to comply with
policy, we will retain this name for state and federal mapping use.
This is not to say that the name Bono's should not be used at the local level
and perhaps in years to come this spelling will become prevalent and the name can
be reconsidered by the Council.

The following Resolution was read: No. 15
WHEREAS,.The Bayfield,-County Board of Supervisors has adopted a sanitary ordin-
ance effective as of May 1, 1967, and
WHEREAS, Said Bayfield County Board of Supervisors adopted a sub -division ordin-
ance on December 13, 1967, and
WHEREAS, A comprehensive zoning ordinance is now under consideration for adoption
by said Bayfield County Board of Supervisors, and
WHEREAS, The administration of said ordinances will require the service of a
full-time administrator, and
WHEREAS, The aforesaid ordinances have been administered under the supervision
of the Bayfield County Zoning Committee, and
WHEREAS., Said Zoning Committee is familiar with the requirements relating to the
administration of said ordinances and the job description of the position of the
Zoning Administrator,
NOW THEREFORE BE IT.RESOLVED, That the Bayfield County Zoning Committee be
authorized and directed to recommend to the Bayfield County Board a person who is
deemed to be the most qualified to fill said position of Bayfield County Zoning
Administrator, said recommendation being subject to final approval by said Bayfield
County Board. of Supervisors at their regular April, 1968 meeting.

The matter of the Ambulance Service was next discussed. It was reported that
letters had been mailed to the.different Town Chairman and ambulance operators inviting
them to appear at the County Board meeting to discuss their problems, if any and to
express their views on the matter.
Interested persons appearing at the meeting and speaking on the floor of the
Board besides the County Board members were, Mr. Jerome Merkel, Bayfield; Mr. H.Perrin,
Mayor, City of Ashland; Mr. Walter Giese, Fire Chief, City of Ashland; Mr. Vernon
Christmann, Chairman.of the Town of Cable who acted as spokesman for both the Town of
Cable and the Town of Drummond. After a lengthy discussion the following Resolution
read:
No. 18
WHEREAS, The Bayfield County Board of Supervisors has recognized that there is
a need within Bayfield County for a more uniform and extensive ambulance service to
serve the requirements of the people of this County, and
WHEREAS, There are a number of ambulances or ambulance' type vehicles being operat-
ed in certain areas of Bayfield County and in neighboring counties which could amply
serve Bayfield County under well defined contracts or agreements with the municipali-
ties within the County, and
WHEREAS, It is not deemed feasible or advisable for the County to enter into the
ambulance service at this time, and
WHEREAS, It is considered in the interest of the people of said Bayfield County
that the Bayfield County Board of Supervisors, the committees thereof and the officers
of said Bayfield County cooperate with the municipalities in the County and the operat-
ors of ambulances referred to hereinabove, in bringing about negotiations between the
municipalities of Bayfield County and said ambulance operators in working out specific
contracts or agreements for services in specific areas with compensation which may be
mutually satisfactory to the parties concerned,
NOW THEREFORE BE IT RESOLVED, That the Board of Supervisors of Bayfield County in
session this 13'h day of February, 1968, urge all municipalities within Bayfield County
to enter into negotiations with ambulance operators referred to hereinabove for the
purpose of providing available ambu®lance services to said municipalities and establish
reasonable rates of compensation therefor, and
BE IT FURTHER RESOLVED, That the Bayfield County Board of Supervisors, the
committees thereof and the officers of Bayfield County cooperate in establishing and
effecting a satisfactory and mutually agreeable ambulance service throughout the County
and to perform such services in said negotiations and the establishment of such ambulan
service, as may be specifically requested by the municipalities within said Bayfield
County.

Moved by Doyel and seconded by Mammoser that the County Clerk write a letter to
the municipalities advising them that Bayfield County has agreed to guarantee the pay-
ment of regular charges for ambulance calls made in Bayfield County at the request of

the Sheriff's Department, the County Traffic Department or the County Welfare Depart -
went.
Motion Carried.
The County Clerk stated that he would mail copies of the above Resolution regard-
ing ambulance service to all municipalities in the County.
The following Resolution was read: No. 20
WHEREAS, the Town of Barnes has petitioned the Bayfield County Board for authority
to purchase the SW NW, Section 8-44-9 and,
WHEREAS, the Town of Barnes has indicated that they wish to acquire the afore-
said description to be used by the Town for municipal purposes,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board in session this 13t'
day of February, 1968, authorize the sale of the SW NW, Section 8-44-9 to the Town
of Barnes, the consideration of said sale to be the amount of delinquent taxes plus
interest and other charges accrued to time of sale.

be referred to the Executive Committee. Motion Carried.
Mr. Edwin Dashner, Welfare Director, appeared before the Board and reported
on the Food Stamp Program. He stated that food stamps will be available for sale
on April lst. A representative from the state agency will call on grocery nen and
explain the program to them. In March the department will commence certifying people
who will participate in the Food Stamp Plan.
He also gave information to the County Board members on the cases which are on
the County Relief Program.
