SPECIAL COUNTY BOARD MEETING
The meeting was called to order at 7:30 P.M. by Walter C. Barningham, County
Board Chairman.
The following members answered roll call: No. 1
Ray Kyle, Thomas E. Rondeau, Raymond J. Mammoser, William Stuart, Herman Hanson,
Ernest Heglund, George Moniza, Louis J. Brost, Sanfred Anderson, Axel Lehto, George

Wisconsin, to consider and act on the following:
1. Labor contract between Bayfield County and the County Highway employees.
2. County Park Ordinance.
3. To consider all other matters which may legally come before the said Board of
Supervisors.

Moved by Moniza and seconded by Howell to receive and place on file the fore-
going Petition. Motion Carried.
The following Resolution was read: No. 3
WHEREAS, Bayfield County owns the Northeast Quarter of Southeast Quarter
(NE/ of SE/a), Section Twenty (20), Township Forty-seven (47) North, Range Eight (8)
West, and
WHEREAS, Said description has been removed from the sales list of County tax
deeded lands by the Executive Committee, and
WHEREAS, The Bayfield County Forestry Department now has authority from said
Executive Committee to sell gravel from said description, and

WHEREAS, It has been difficult to manage such sales and to control the removal
of gravel from the pit on said description and to obtain payment for all gravel re-
moved from time to time, and
WHEREAS, Proper control of said sales could be exercised'by said Forestry Depart-
ment by leasing said,de:scription to an individual, partnership or corporation which
would be responsible to the County for all of said sales,
NOW THEREFORE BE IT RESOLVED, That the Forestry Committee of this Board be and
it is hereby authorized to enter into.a lease arrangement for a period of time not
to exceed Five (5) years, with an individual, partnership or corporation for the sale
and removal of gravel from said description at a rate and under conditions to be
established by said Forestry Committee.

Moved by Sampson and seconded by Mammoser to adopt the foregoing Resolution.
Mr. Leino, Forest Administrator and Mr. Ledin, District Attorney, made a few
remarks of explanation with reference to the foregoing,resolution which was then
followed by a discussion.
Action on the foregoing Motion was carried.
The following recommendation was.read: No. 4
TO THE BAYFIELD COUNTY BOARD
OF SUPERVISORS:
Your Forestry Committee recommends that the easement request for additional
descriptions by the Great Lakes Gas Transmission Company, be granted.
Said descriptions being the Northeast Quarter of the Northwest Quarter of
Section 33, and the Northwest Quarter of the Southeast Quarter of Section 34, of
Township 48 North, Range 8 West. Said easement to be in accordance with Schedule "A".
It is further understood that the Great Lakes Gas Transmission Company, agrees
to pay for the stumpage cut on said right-of-way.

WHEREAS, the apiaries located in Bayfield County are not inspected, and
WHEREAS, the Plant Industry Division of the Wisconsin Department of Agriculture
will give assistance to counties who appropriate funds for this purpose, and

WHEREAS, diseases can spread rapidly from one apiary to another if not controll-
NOW THEREFORE BE IT RESOLVED, that $200.00 .be transferred from the contingency
fund to a special fund to be used for apiary inspection in Bayfield County,
BE IT FURTHER RESOLVED, that a copy of this Resolution be sent to the Plant
Industry Division of the Wisconsin Department of Agriculture.

The following Resolution.was read: No. 6
Motion Carried.
WHEREAS, Bayfield County now qualifies under Title I as an area eligible for
benefits provided under the Public Works and Economic Development Act of 1965, Public
Law 89-136, and
WHEREAS, In order to qualify Bayfield County for benefits under said Act, it is
necessary to make provision for the appointment of an Overall Economic Development
Committee, said Committee to be charged with the duty of preparing an Overall Economic
Development Program, and
WHEREAS, The Agricultural Committee of the Bayfield County Board of Supervisors
has been in charge of similar Federal programs for Bayfield County,
NOW THEREFORE BE IT RESOLVED, That the Agricultural Committee of the Bayfield
County Board of Supervisors be and it is hereby authorized and directed to make pro-
vision for the appointment and to appoint an Overall Economic Development Committee
and to work with and advise said Committee in developing an Overall Economic Develop-
ment program for Bayfield County under the aforesaid Public Works and Economic Develop-
ment Act, and
BE IT FURTHER RESOLVED, That the said Agricultural Committee be and it is hereby
authorized and directed to do all things necessary to carry out the intent of this
Resolution to qualify Bayfield County for benefits and programs under the aforesaid
Public Works and Economic Development Act.

The following Resolution was read: No. 7
WHEREAS, Certain committees of the Bayfield County Board of Supervisors may be
required to hold meetings in excess of the number permitted by Statute, and
WHEREAS, It is deemed necessary that a number of meetings in excess of said
Statutory limit be held by said committees,
NOW THEREFORE BE IT RESOLVED, That all meetings of committees of the Board of
Supervisors required to be held 'and in excess of the number permitted by Statute
during the year 1968, be and the same are hereby approved and authorized/

The County Clerk called the attention of the Board to the necessity of elect-
ing a member to the Board of the North Central Guidance Clinic to replace Thomas E.
Rondeau whose term has expired..
The chair declared nominations in order to elect such a member for a term of
three years.
Mr. Moniza nominated Thomas E. Rondeau. There were no further nominations.
Moved by Nelson and seconded by Rude that nominations be closed.
Motion Carried.
A motion was made and seconded that the Clerk be instructed to cast a unanimous

ballot for Mr. Rondeau for a term of three years./ The Clerk cast the ballot as direct-
ed and the chair declared Mr. Rondeau elected.
The following Resolution was read:
No. 8
WHEREAS, the employees of the Bayfield County Highway Department are now represent
ed by General Drivers Local Union #288 of the International Brotherhood of Teamsters,
Chauffeurs, Warehousemen and Helpers of America, and
WHEREAS, Representatives of said Union and the Labor Negotiating Committee of
the Bayfield County Board of Supervisors have been negotiating a labor contract
between said Union and Bayfield County for the year 1968, and
WHEREAS, The aforesaid Negotiating Committee and said Union have reached a ten-
tative agreement on said Contract, subject to the approval of the Bayfield County
Board of Supervisors, and
WHEREAS, A copy of said proposed contract is on file with the Bayfield County
Clerk and is incorporated herein by reference, and
WHEREAS, Said labor contract is deemed to be reasonable and in the interest of
Bayfield County to accept in form and content as recommended by said Negotiating
Committee.

NOW THEREFORE BE IT RESOLVED, That the aforesaid contract hereinabove referred,
a copy of which is on file with the Bayfield County Clerk, be and the same is hereby
approved and the Bayfield County Highway Department and the officers thereof are
hereby authorized to execute said agreement on behalf of said Bayfield County.

Moved by Wasmuth and seconded by Mammoser to adopt the foregoing Resolution with
the following reservation, that the approval of the contract be subject to correction
by the Negotiating Committee, if necessary, to cause the contract to conform in
content and intent to the specific conditions, provisions and agreement, arrived at
by the Union and the Negotiating committee.
A copy of the agreement was handed to each member of the Board for their infor-
mation and a lengthy discussion followed.
Action on the foregoing Resolution was carried.
The following Resolution was read: No. 9
Relating to the Election by the County of Bayfield, State of Wisconsin to become
a Covered Employer under Wisconsin's Unemployment Compensation Law. Chapter 108, Wis-
consin Statutes.
RESOLVED, By the County Board of Supervisors of Bayfield County, Wisconsin, that
pursuant to Section 108.02 (4) (f) of the Wisconsin Statutes, the County of Bayfield,
not otherwise covered by Wisconsin's Unemployment -Compensation Law, does hereby
elect to become an employer under said Law (Chapter 108 of the Wisconsin Statutes)
as to all of the Highway Department's employees not expressly excluded by said
Chapter 108;
RESOLVED, That said election shall take effect as follows: (1) Benefit credits
shall accrue to any Highway Department employee for any week of his employment (.if
not expressly excluded by Section 108.02 (5)) by the County ended after January 1,
1968, and (2) for any week of his unemployment (if otherwise eligible) ended after
June 30, 1968, and after this election is approved;
RESOLVED, That in accordance with Section 108.15 (8) (b) of the Wisconsin Statutes,
the Highway Commissioner of said Bayfield County is hereby designated as the County
officer responsible for filing the required benefit reports;
AND RESOLVED, That the County of. Bayfield hereby requests the approval of this
election by the Department of Industry, Labor & Human Relations of Wisconsin.

The following Resolution was read: No. 10
WHEREAS, Bayfield County has entered into a labor contract with the General
Drivers Local Union #288 of the International Brotherhood of Teamsters, Chauffeurs,
Warehousemen and Helpers of America for the year 1968, which contract has been
approved by the Bayfield County Board of Supervisors and a copy thereof placed on
file with the Bayfield County Clerk, and
WHEREAS, As a part of said agreement, it has been agreed by the Negotiating
Committee of said Board of Supervisors on behalf of Bayfield County to make retroac-
tive adjustments of wages and salaries to persons listed on the wage and salary
schedule as set forth on Schedule "B" attached hereto and made a part of this Resolu-
tion, said adjustment to be retroactive to January 1, 1968, on a straight time basis,
calculated on the wage and salary schedule set forth in said Schedule "B", and
WHEREAS, It is deemed in the interest of Bayfield County to accept said proposal
of said retroactive salary and wage adjustment in connection with the labor contract
entered into for the year 1968 by Bayfield County and the aforesaid Union.
NOW THEREFORE BE IT,RESDLVED, That the agreement made by the Negotiating Committe{
of this Board of Supervisors with said Union relating to retroactive pay adjustment
be and the same is hereby authorized and approved and said Highway Department and
the officers thereof are hereby authorized to make such retroactive salary and wage
adjustment in accordance with the intent and purpose of said Negotiating Committee's
agreement.

The following Resolution was read: No. 11
WHEREAS, Bayfield County has approved a labor contract for the year 1968, enter-
ed into by Bayfield County and General Drivers Local Union #288 of the International
Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America, represent-
ing certain employees of the.Bayfield County Highway Department relating to wages,
salaries and working conditions.
WHEREAS, As a part of said agreement, -it has been agreed by the negotiating
committee of said Board of Supervisors on behalf of Bayfield County to make retro-
active adjustments of wages and salaries of said Highway Department employees, and
WHEREAS, There will be insufficient funds budgeted for said County Highway
Department to meet the cost of such retroactive salary and wage adjustments,
NOW THEREFORE BE IT RESOLVED, That there be appropriated to the Bayfield County
Highway Department the sum of Five Thousand Dollars ($5,000.00) from the Bayfield
County contingency fund for the purpose of meeting expenditures by said Highway
Department in payment of said retroactive wage and salary adjustments, from January 1,
1968 to June 1, 1968.

" The following County Park Ordinance was presented: No. 12
THE BAYFIELD COUNTY BOARD OF SUPERVISORS DOES ORDAIN AS FOLLOWS:
Section 1P - No person shall disturb, molest, deface, remove or destroy any
trees, shrubs, plants, or other natural growth; to carve on any rocks, signs, walls,
or structures; to drive nails in trees; or to injure or deface in any manner any
County park structure including buildings, signs, fences, tables or other County
property or to enter by force in any way any building.that may be locked or closed
to public use.
Section 2P - No person shall disturb, molest, or remove the property or personal
effects of others while on County park lands.
Section 3P - No person shall dispose of any garbage, bottles, tin cans, paper,
or other waste material in any manner except by placing in receptacles provided for
such purpose or to dump any such refuse on County park lands. Throwing of any bottlee
tin cans, garbage, sewerage, or other refuse in any of the lakes or streams within
the boundaries of County parks is prohibited.
Section 4P - Thew-ash-ing of cars or clothing is prohibited in any of the lakes or
streams in County parks.
Section 5P - No person shall allow any dog to run at large at any time within a
County park. All dogs in County parks shall be kept on a leash by the owner at all
times. Bathing of dogs is forbidden in any of the streams and lakes within the
boundaries of County parks.
Section 6P - No person shall build any campfire or burn any rubbish on County
park lands except at designated places or to throw away any matches, cigarettes,
cigars, or pipe ashes without first extinguishing them.
Section 7P - No person shall peddle or solicit business of any nature whatsoever,
or to distribute handbills or other advertising matter, on County park lands unless
first authorized in writing by the Bayfield County Conservation Committee.
Section 8P - No person shall drive an automobile, truck, motorcycle or other
vehicle in a reckless manner or at a speed greater than that established by signs
posted on said County park lands.
Section 9P - No person shall operate sound trucks, loud speakers or any other
mechanical devices that produce undue or unnecessary noises in any County park with-
out first obtaining the written permit -from the Bayfield County Conservation
Committee.
Section 10P - No person shall park and leave unattended for more than 48 hours
any automobile, truck, trailer, motorcycles, boats, mobile home or other similar
equipment without first obtaining a written permit from the Bayfield County Conser-
vation Committee and the aforesaid vehicles shall not be parked or left in any area
other than properly designated areas for the parking or using of such equipment.
Section 11P - No person shall operate an automobile, motorcycle or other vehicle
in and about the premises of any County park in such a manner as to cause undue motor
or tire noises or in such a manner as to endanger the safety of any other person in
and upon the premises of a County park.
Section 12P - No person shall have in his possession or under his control any
firearms of any kind on County park premises unless the same is unloaded and enclosed
within a carrying case and no person shall hunt, trap or disturb any wild animals or
birds at any time within posted areas on County park lands.
Section 13P - No person shall be intoxicated or engage in any violent, abusive,

loud, boisterous, vulgar, lewd, wanton, obscene or otherwise disorderly conduct tend-
ing to create or provoke a breach of the peace or to disturb or annoy others while
within the boundaries of any County park.
Section 14P - The statutory provisions describing and defining regulations with
respect to the use of fermented malt beverages, intoxicating liquors and the discharge
of firecreackers in State parks in the following enumerated sections of the Wisconsin
Statutes, exclusive of any provision therein relating to .the penalties to be imposed
or the punishment for violation of said Statutes, are hereby adopted and by reference
made a part of this ordinance as if fully set forth herein. Any act required to be
performed or prohibited by any Statute incorporated herein by reference is required
or prohibited by this ordinance.

Section 15P - Penalties.
Any person who shall violate any of the provisions of the Bayfield County Park
ordinance shall, upon conviction thereof, forfeit not less than $10.00 nor more than
$100.00, together with the costs of prosecution, and in default of payment of the for-
feiture and costs of prosecution, shall be incarcerated in the Bayfield County jail
until such forfeiture and costs are paid, but not exceeding 30 days.
Bail bonds may be accepted under this ordinance by peace officers of Bayfield
County and the Clerk of Courts. Stipulations of guilt or nolo contenders of all
offenses under this ordinance may be accepted by any peace officer of Bayfield County
or the Clerk of Courts thereof. The penalty to be paid under such stipulations
shall correspond to the official bail bond schedule for offenses under this ordinance
as approved by the Judge of the Bayfield County Court. Officials receiving the penalty
under this Section shall comply with Sections 343.27 (3) and 343.29 Wis. Statutes.
Provisions of 345.16 shall apply as to adjudications of violations of any provision
of this ordinance.
The term Wisconsin Statutes whenever used in this ordinance means the Wisconsin
Statutes of 1965 as revised.
All ordinances in conflict herewith are repealed.
This ordinance shall be effective upon passage and publication.

After a lengthy discussion a Motion was made by Hanson and seconded by Celinsky
to limit the time on Section 10P of the foregoing ordinance to 24-hours. This motion
was lost.
A motion was made by Moniza and seconded by Nelson to limit the time on Section
10P of the foregoing ordinance to 48 hours. This motion was carried.

Moved by Rondeau and seconded by Stuart to adopt the County Park Ordinance,
Motion Carried.
The County Clerk handed out to the Board Brochures recently printed by the
Vacation and Travel Service of the Wisconsin Conservation Department. He called
their attention to the fact that Bayf field County as well as all of the northeastern
portion of Wisconsin has been omitted from the brochure. Main highways are shown
leading to most vacation parts of Wisconsin with the exception of Highways 2, 13
leadin to Northern Wisconsin
and 51. The only highways shown in the brochure/ are TJ. S. Highway 53 and State
Trunk Highway 35 leading to Superior. '
The following Motion was made: No. 13
Moved by Stuart and seconded by Mammoser to notify the Conservation Department
at Madison of Bayfield County°s disapproval of the Conservation Brochure "Discover
Wisconsin By Car". Motion Carried.

Thomas E. Rondeau asked for the floor and spoke on the matter of appointment
of committee chairmen for the standing committtees of the County Board.' He stated
that he was of the opinion that each committee should elect a chairman of their
respective committee rather than have the county board chairman make the appointment. -
As the Executive Committee is composed of all of the chairmen of the various
committees the board members themselves would then have a voice in the election
of this committee. After a lengthy discussion a motion was made by Bratley and
seconded by Wasmuth that the appointment of the chairmen be left the same as it is
now until the next time committee appointments are made. This motion was lost. The
discussion continued until a motion was made by Wasmuth and seconded by Rude to
adjourn. Motion Carried.
