Dear Sir:
In accordance with the provisions of Section 46.17 (3) of the Wisconsin Statutes,
the Bayfield County Jail was inspected on July 16, 1968.
I don't feel that it .is necessary to repeat all of the inadequacies that are
apparent in the,Bayfield County Jail facility. A review of the letter on file with
your County Clerk, dated July 17, 1967 will serve as a refresher.
The premises are kept as neat and orderly as the inadequacies will permit. There
is some need for painting which will aid in maintaining cleanliness. It is realized
that a little extra effort is always necessary in maintenance in an old facility.
It is also recommended that a new standard jail register be acquired. I am looking
forward to working with the executive committee during the planning and building of a
new facility. Please be assured of my continued and enthusiastic cooperation.
Please convey my appreciation to .Sheriff Embertson.and his staff for the courtes-
ies and time extended _to me during this visit.

Dear Sirs:
While touring your delightful county, we were pleased to hear that zoning regula-
tions are being considered to -provide for an orderly development of the county's vaca-
tion land. While we understand some have objected to the proposed zoning as too strict
we feel your county is so beautiful as to deserve the most careful regulations.
Specifically, may we endorse these proposed rules:
A. Ample room between lake cottages.
B. 70% of lake frontage/property to be kept in a natural state.
C. Cottages to be at least 60 feet in back of water level.
D. Cottages to be far removed from the road, preferably not visible -from the road.
E. Regulations curbing unsightly mobile homes.
Coming from the Dane County lake region we only wish such regulations had been
in effect 30 years ago. It is too late for us.
Best wishes -in these efforts. We hope to return again and again to your unspoiled
lakes and picturesque roads.

The following Resolution was read: No. 5
WHEREAS, the Town of Barksdale - Tn of Eileen has a town dump near the intersection
of Highway 2 and 13 in Bayfield County, Wisconsin, said intersection being commonly
called the "Y", and
WHEREAS, garbage and waste material is burned and some of the debris therefrom
finds its way into Chequamegon Bay possibly polluting the same; and
WHEREAS, it is desirable for Ashland County to know whether said dumping ground
and the way it is operated in fact pollutes said Bay inasmuch as a great deal of the
shoreline of said Bay is in Ashland County,
NOW THEREFORE be it resolved that a copy of this resolution be sent to the follow-
ing bodies: (1) The Bayfield County Board of Supervisors. (2) The Barksdale Town
Board of Supervisors. (3) The Department of Natural Resources. (4) The Wisconsin
State Board of Health. (5) The Governor's Committee on water pollution; and
BE IT FURTHER RESOLVED that this resolution act as a request to all or any of the
above named bodies to investigate the matters contained in this resolution and take
any corrective measure deemed necessary.

Mr. Wm. G. Lake and Leon J. Gesicki from the State Department of taxation were
present to discuss the Equalized Valuations of the various taxing districts in the
County. A report of the Equalized Valuations of the taxing districts was handed each
County Board member. Also present at the meeting was Mike Farkas, Town Clerk of the
Town of Pilsen and Walter Johanik, Supervisor of the Town of Pilsen.
The following Resolution was read: No. 6
WHEREAS, Chapter 85, Laws of 1965, created Section 111.70 (5) of the Wisconsin
Statutes relates to the creation of the position of labor negotiator for counties and
other.municipalities, and
WHEREAS, The Highway Committee of the Bayfield County Board of Supervisors is
desirous of employing at this time a labor negotiator under said statutory authority
to represent Bayfield County in conferences and negotiations with the labor union and
employees of the Bayfield County Highway Department,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Highway Committee is here-
by authorized to employ a labor negotiator under the aforesaid statutory provisions to

application for the office of Forest Administrator.
I am 37 years of age, married and have three children. I am a life time resident
of the Town of Washburn, Bayfield County, Wisconsin. I am a graduate of the Ondossagon
High School.
I have had fifteen years experience in the employ of the Bayfield County Forestry
Department. Previous to working for the Forestry Department I was employed for three
years by the Jackson Box Company of Black River Falls, Wisconsin.
During the,fif teen years of working for the Bayfield County Forestry Department
and under the excellent supervision and training of the former Forest Administrator,
I feel that I have had sufficient experience in Administration and knowledge of all
phases of the Bayfield County Forestry Program to carry out and fulfill,all duties
that would be required in the office of Forest Administrator as of now and the years
to come.

Gentlemen:
Permit me to submit my application for the position of Forest Administrator of
Bayfield County.
I am 39 years of age, married, with four children and have resided in the City of
Bayfield since 1953.
Born and raised in Park Falls, Wisconsin, I attended grade and high school there®
During my high school years I worked part-time for the U. S. Forest Service.
Upon graduation from high school, I served in the U. S. Navy SeaBees for four
years as a heavy equipment operator.
After receiving my honorable discharge, I attended the Duluth branch of the
University -of Minnesota for one year, taking general and Industrial Arts courses, and
was a self-employed carpenter-contrdctor in the City of Bayfield for the next seven
years.
I have also had experience in conservation work as a part-time employee of the
State Conservation Department.
I became an employee of the Bayfield County Forestry Department in 1960. I am
familiar with the duties and functions of the department, and if accepted for this
position, I would work to the best of my ability for the good of the department and
Bayfield County.

Moved_by Stuart and seconded by Howell that Wm. Hepner be designated as Assistant
Forest Administrator. Motion Carried.
Mr. Sampson made mention of a resolution on gravel pits and the misuse of such
gravel pits. He advised the members of the Board to study this matter further and to
have it placed before the Board at their November meeting.
Another matter he called to the attention of the Board was in regard to some
necessary repair that needed to be done to the Forestry Garage which should be considered!
The following Progress Report by Mr. Novack was read: No. 14

Design Progress Report
Proposed Addition To
Bayfield County Court House
Washburn, Wisconsin
On August 19, 1968, 1 met with the Bayfield County Executive Committee to review
the plans for, the proposed Bayfield County Jail project. Before the meeting the comm-
ittee and I inspected the exterior and interior of the present court house to ascertain
the amount of work required to bring the building up to a standard which would provide
a safe, economical unit and which would also adequately serve the county offices within.
I toured the dome and roof area of the building with the custodian to establish the
condition of that portion of the structure.
It was suggested- that cost estimates'be made on replacing all the present windows,
cleaning and painting the exterior of the building, repairing the front entry steps and
platform, and replacing the present boiler. My inspection of the dome also added the
resurfacing of the entire roof and'the removal of the dome to the first balcony to this
list of repairs and replacements. -
A later investigation indicated that the entire electrical system should be re-
placed if the building is to meet safety standards. I received many reports of blown
fuses which indicated inadequate electrical service and I was also informed that most of
the electrical system is of the knob and tube type.
All of this data and the estimate of repairs and replacement will be contained
in my report to the County Board at the time of design presentation.
During the meeting the committee instructed me to prepare three preliminary
schemes for presentation to the County Board. One scheme shall consist of the demoli-
tion of the old court house building and the addition of a two story jail and office
wing at the north end of the present county offices. The second scheme shall consist
of the addition of a two story wing to the north end of the present county offices
and the remodeling of the old court hots building with the lower level of the jail

wing to remain vacant. The third scheme is to construct a separate one story jail
building away from the present court house.
To better understand the operations of the county departments I met with each of
the department supervisors on August 28th to review the requirements of each particular
department. A report of these meetings has been filed with the county clerk.
As the result of the departmental meetings I have restudied the original pre
liminary scheme of the jail and office wing and with the revised sketches I am again
meeting with the various departments to review their requirements in relation to these
sketches.
I have also contacted Cooper & Associates, consulting engineers of Rice Lake,
Wisconsin, and they are prepared to work with me in determining mechanical and electri-
cal systems and costs of the proposed schemes.
As stated earlier in this report, I will be prepared to present preliminary studies
of the three schemes for the proposed project at the end of October on a date conven-
ient to the County Board.

Gentlemen:
At your July 29, 1968 Board meeting, a proposal was made in reference to the con-
struction of a new hospital in the Washburn area to serve the needs of the people of
Bayfield County.
The matter was referred back to the Board for further study and planning with the
committee presenting the proposal.
Such further study has now been in progress since said July 29th Board meeting in
cooperation with the Executive Committee of the Board, our counsel and the District
Attorney's office.
As a result of such further study and inquiry, the following proposal is made to

be submitted to the Board byway of resolution at the November 1968_:_meeting with I
such changes and additions as may be required to carry out the intents and purposes
of this proposal;
1. That Bayfield County shall construct a hospital building in the Washburn area
at an approximate cost of $750,000.00 of which $650,00.00 will be provided through
County financing and the balance to be by contribution.
2. That financing will be accomplished by a municipal general obligation bond
issue or by such means as may be determined by the Board.
3. That the hospital shall be constructed as a memorial under the provisions of
Sections 45.05 and 45.055 of the Wisconsin Statutes.
4. That the hospital building herein contemplated shall be leased to the Washburn
Hospital Association, which (shall then) be a non-profit, non -stock corporation and
with authority to operate a memorial hospital under the provisions of Section 45.05
and 45.055 of the Wisconsin Statutes (4a). That all expenses and costs of maintaining
and operating said building during the term of said lease shall be borne by lessee.
5. That the amount of financing provided by the County shall be retired, under
the proposed lease with said non-profit corporation, over a period of not more -than
20 years to correspond with the County's primary obligation of retirement of said
bond issue.
6. That upon payment of said indebtedness, said leasing arrangement shall be
continued under a long term lease with said non-profit corporation for a considera-
tion of $1.00 per year.
7. That the title to hospital building unit be -vested in Bayfield County.
8. That Bayfield County Veterans and residents shall have preference in admission
to said hospital over non-residents under rules as established by said non-profit
association, without discrimination as to race, color or creed.
9. That the aforesaid proposed lease for the operation of said memorial hospital
shall further contain such provisions as are ordinarily employed and used in good
business practice.
10. That the resolution presented as a final result of the continuing study
herein will contain all provisions necessary to carry out the interests and purposes
of this proposal in the best interests of the public and the people of Bayfield-County.

Since it appears that the best interests of the residents of Bayfield County
would be served by whatever aid may be extended through the authority of the Bayfield
County Board, for the construction of hospital facilities more extensive than those
now available through the Washburn Hospital Association, that the County Board does
hereby encourage the hospital building program, that the adoption of such a resolution
on the part of the Bayfield County Board, shall be as extensive as its legal authority

may prevail in this worthwhile, justifiable, and urgent program.

Mr. Ledin, District Attorney made a few explanatory remarks concerning the
foregoing resolution and Mr. Pickert advised the Board where the building site for
a new hospital would be located and touched on the financial status of the Associa-
tion. He also answered a number of questions by the various Board members.
The following Resolution was read: No. 18
WHEREAS the Department of Social Services was unable to adequately predict
expenditures for the year 1968 due to unpredictable changes, and
WHEREAS it appears expenditures for the Social Security Aids and Administra-
tion will exceed the budget appropriation by $62,206.00, and
WHEREAS, the county°s share of Medical Assistance will exceed the budget
appropriation by $14,323.00, therefore
BE ITRESOLVED by the Bayfield County Board of Supervisors in special session

this 171-11 day of September, 1968 that $75, 000.00 be transferred from the General
Fund to the Department of Social Services appropriation for the Social Security
Aids account.

The following Resolution was read: No. 19
WHEREAS, the Bayfield County Board at the April, 1968 session, adopted a
resolution providing for termination of the contract between Bayfield County and
the City of Bayfield for policing the Red Cliff Indian Reservation, and
WHEREAS, the resolution further provided that the Sheriff be authorized to hire
a special deputy to police the said Red Cliff Indian Reservation, and
WHEREAS, said deputy has been hired -by the Sheriff, and is presently working
on an hourly rate, and
WHEREAS, it would be more practical to have the special Indian Police Deputy

employed on a salary basis,
NOW THEREFORE BE IT RESOLVED, that a salary of $160.00 per month be established as
a salary for a Special Indian Police Deputy, effective Sept. 1, 1968.

The following Resolution was read: No. 20
WHEREAS, a petition to enact or amend existing county ordinances to further
regulate the sub -division of water front lands in the town of Drummond or in the entire
Bayfield County was presented to the Bayfield County Board on July 29, 1968 by residents)
and landowners in the town of Drummond, Bayfield County, and
WHEREAS, the Bayfield County Zoning Committee is aware of the need of regulat-
ing the lot sizes of water front lands, and
WHEREAS, the Bayfield County Sanitary Ordinance regulates minimum lot area, in -
eluding length, width and elevation of lot where a sewerage absorption system will
be used, and
WHEREAS, the proposed Bayfield County Comprehensive Zoning Ordinance will include

minimum lot size regulations but has not as yet been approved by the people of Bayfield
County or adopted by the County Board and the Town Boards of Bayfield County, and
WHEREAS, the length and width of lots of water front lands as proposed by this
petition may or may not be more restrictive than what is finally adopted in the propos-
ed Bayfield-County Comprehensive Zoning Ordinance,
NOW THEREFORE BE IT RESOLVED, that for the reasons herein above set forth, the
petition is denied.

The following Resolution was read: No. 21
WHEREAS, pursuant to the Employe Classification and Compensation Plan adopted by
the Bayfield County Board in November, 1966, pay adjustments based on merit shall be
made by intermediate steps annually, and
WHEREAS, the employes covered by said classification and compensation plan have
requested that a one step increase be made to all such employes, and
WHEREAS, the Personnel Committee of the County Board having met with representa-

tives of the county employees are of the opinion that such an increase is reasonable,
NOW THEREFORE BE IT RESOLVED, that all of the employees employed in positions
covered -by the aforesaid plan shall be granted a one step increase, and
BE IT FURTHER RESOLVED, that all of the Bayfield County elective officials
covered by the aforesaid plan be granted an increase of $25.00 per month.
The effective date of all of the aforementioned increases to be January 1, 1969.

WHEREAS, a representative group of the County court house employees has met
with the Personnel Committee, and
WHEREAS, said committee has indicated that the employees are requesting that
the county contribute towards the cost of employe hospitalization insurance, and
WHEREAS, the committee is of the opinion that the request�is reasonable,
NOW THEREFORE BE IT RESOLVED, that the county make a contribution in an amount
not exceeding $12.00 per month towards hospital and medical insurance, said contri-
bution to be effective as of January 1, 1969.

The following Resolution was read: No. 23
WHEREAS, there is at the present time a -considerable amount of variance in the
extent of fringe benefits received by employees of Bayfield County, and
WHEREAS, the Personnel Committee and the representative group of the employees
covered by the Classification and Compensation Plan previously adopted,by the County
Board are of the opinion that all fringe benefits received by county employees should
be uniform,
NOW THEREFORE BE IT RESOLVED, that any fringe benefits presently allowed and
given to any employees of Bayfield County or to be allowed and given in the future
be made effective for all the regular employees of Bayfield County, and
BE IT FURTHER RESOLVED, that the employees covered by this resolution shall be
the regular employees and elected officials covered by the Classification and Com-
pensation Plan that have been employed a sufficient length of time to have passed

the probationary period and other employees employed by other departments classified
as regular employees.

WHEREAS, it now appears that there will be a deficiency in the county conserva-
tion budget due to the increased costs of printing county brochures, attending various
sports shows and the need for additional county conservation committee meetings, and
WHEREAS, it also appears that there will be a surplus in the county park outlay
budget due to the fact that the committee has been unable to complete certain improve-
ments in the county parks.
NOW THEREFORE BE IT RESOLVED, that an amount of $700.00 be transferred from the
1968 county park outlay budget to the 1968 county conservation budget.

ments of said County, and all other data at our disposal, do hereby agree that the

The following Resolution was read: No. 26
WHEREAS, Eugene"G. Peacock, P. 0. Box 564, Duluth, Minnesota, has made application
to the Bayfield County Board of Supervisors, requesting permission to redeem a parcel
of land formerly belonging to his father, John Peacock, also known as John Picott,
said parcel being described as Lot #8, Block 5, Buffalo Subdivision, Town of Russell,
Bayfield County, Wisconsin, for the accrued taxes, interest, penalties and other
taxes which would have accrued during the years said parcel has been owned by Bay -
field County, and
WHEREAS, Said application was referred to the office of District Attorney for a
report back to the Board, said report having been made and it being deemed advisable
that said request be granted with certain reservations hereinafter set forth,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Clerk is authorized and
directed to execute a deed conveying the aforesaid premises to all of the heirs of
John Peacock, deceased, the former owner of said property for a consideration equal
to .,all of the accrued taxes thereon, interest, penalties and such taxes as would
have accrued during the years said parcel of land has been owned by Bayfield County,

notwithstanding other regulations or county ordinances which may now be in effect.
