MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
The meeting was called to order at 9:30 A.M. by Walter C. Barningham, County
Board Chairman.

A motion was made by Moniza and seconded by Sampson to dispense with the reading
of the last county board minutes. Motion Carried.
The following Petition was read: No. 2
We, the undersigned qualified electors of Bayfield County, Wisconsin, respect-
fully petition the Bayfield County Board of Supervisors to reconsider their action of
November 12, 1968, in adopting a plan providing for the wrecking of the original part
of the Bayfield County Courthouse and the construction of new jail and courthouse
facilitities at an estimated cost of $652,300.
We request this reconsideration because:
We firmly believe that the present courthouse, a dignified imposing and beautiful
building of" -great historic importance, still structurally sound, should be remodeled,
preserved and continued in use, because of its historic and architectural value, and
because its retention will effect a substantial saving to the taxpayers;
We believe that Plan No. 1, adopted by the board, is needlessly elaborate, ex-
pensive and beyond the county°s present needs and means, placing an excessive and
unnecessary burden on the taxpayers;
We are confident that further and closer study of the problem will reveal a more
sensible and economical wa0y of providing any improvements that are really necessary.
Moved by Rondeau and seconded by Erickson to receive the foregoing Petition and
place on file and that the heading of the Petition and only the total number of
signatures be printed. Motion Carried.

The following Resolution was read: No. 3
RESOLVED, that Resolution #44 adopted at the November 12th meeting of the County
Board be and the same is hereby rescinded and the Executive Committee is directed to
study the matter further and report back to the Board at the April meeting.

Moved by Howell and seconded by Celinsky to adopt the foregoing Resolution and
to vote on said Resolution by roll call.
The Clerk read Resolution #44 referred to in the foregoing Resolution.
Mr. Robert Novack was allowed the floor and introduced Allen Wilson, representing
the Wisconsin Industrial Commission and R6ber.t Bean who is one of the engineers
working with Mr. Novack on the plans for the jail. Mr. Novack discussed the matters
involved in remodeling the present Court House and asked Mr. Wilson and Mr. Bean a
number of questions in regard to the matter. It was brought out during the discussion
that even though there are many existing conditions in the present building that do
not meet the requirements of the Industrial Commission, the Commission does not re-
quire corrections until such time as some remodeling i6 done. When any major re-
modeling is done on the buildingall of the inadequacies of the building must be
brought up to code requirements.
A -number of interested citizens were also present and were allowed the floor.
The discussion continued throughout the morning and at 11:45 a motion was made
by Mr. Sampson and seconded 'by Mr. Mammoser to adjourn for lunch. Motion Carried.

Mr. Alvin T..- Nygaard, Detention Supervisor, Division of Corrections, Department
of Health and Social Services appeared and further discussed the inadequacies of -the
present Bayfield County jail. He also discussed the requirements of a new jail.
Mr. Nygaard informed the Board that he would go along with any reasonable delay
in construction to allow the Board to further study the matter. He did, however,
inform the Board that in the event that it became evident that the County did.not
propose to build a new jail or remodel the present structure to meet the requirements
the jail would be condemned.

Proved by Howell and seconded by Wasmuth to amend Resolution No. 3 to exempt the
portion relating to the finishing of the lower level of the present Administration
Building from said Resolution. Motion Carried.

WHEREAS, The Bayfield County Board has authorized the Executive Committe-e of
said Board to enter into preliminary arrangements to construct a building to house the
Bayfield County jail and certain other County offices, and
WHEREAS, Said,building and alteration program included the alteration of the
lower level of the Bayfield County Administration Building (new.Court House wing) for
the purpose of providing offices for the Bayfield County Department of Social Services,
and
WHEREAS, Said Executive Committee has proceeded therein to the point of advertise-
ment for bids for such construction and alteration of said lower level of said Admin-
istration Building, and
WHEREAS, As a result of said advertisement for bids, said bids were received by
said Executive Committee on the 4th day of February, 1969, as set forth in Schedule "A1l
attached hereto, and
WHEREAS, It is deemed advisable and in the interest of Bayfield County to proceed
with said construction and alteration to provide offices for said Department of Social
Services and that the lowest bids for said construction and alteration work be accepted
with alternates, as designated on said Schedule "A",
NOW THEREFORE BE IT RESOLVED, That the low bids as set forth in Schedule 11A" for
said construction work, together with the designated alternates therein be accepted
and the Bayfield County Clerk is hereby authorized and directed to enter into a con-
tract in the name of Bayfield. County with the contractors submitting said accepted
bids, and
BE IT FURTHER RESOLVED, That the Executive Committee of this Board of Supervisors
be and it -is hereby authorized and directed to proceed with the construction and alter-
ation of the lower level of the Bayfield County Administration Building to provide
offices for the Bayfield County Department of Social Services as aforesaid and that
said Executive Committee shall report to the Bayfield County Board at its April meet-
ing as to the progress of said construction and from time to time thereafter until
such construction is completed and the contracts herein fully satisfied.

erly of the Northern Pacific Railway right-of-way, and
WHEREAS, Said lands are suitable for a, use higher than that of producing forest

WHEREAS, Bayfield County is the owner of a refrigeration unit including a cooler
and compressor located in the former Welfare Department commodity building in the City
of Washburn, Bayfield County, Wisconsin, and
WHEREAS, Said equipment is no longer used by said Department, and
WHEREAS, It is deemed advisable and in the interest of Bayfield County that said
refrigeration unit be transferred to the Bayfield County Forestry Department to be
used in the connection with the storage of seedlings which said Forestry Department
may have from time to time during the tree planting season,
NOW THEREFORE BE IT RES(OLVED, That the above described refrigeration unit be and
it is hereby transferred to the Bayfield County Forestry Department for use by said
Department as hereinabove set forth, the moving of said equipment to be done by and
under the direction of said Forestry Department.

Feb. 10, 1969
To the members of -the Bayfield County Board:
Gentlemen:
I have been notified that the County Board will,.on Feb. 10,.act upon a recommen-
dation of the Executive Committee to deny the petition of -Margaret Gustafson, one of
my daughters, to permit the redemption of a !140" of land once owned by my first hus-
band, Edwin R. Phillips.
In-1941.when my husband died I was left without support for myself and four small
children. Through ADC assistance I was able to pay the taxes on the entire property
until 1946. when I remarried. For a number of years thereafter, my financial status,. -
was worse, rather than better. It was not until the children were old enough for me.
to leave them through the day and I went to work myself that matters began to improve.
Even though I received notice fxom the County Clerk's office that the NE/ SEY;of
Sec. 33 T 50 R 7 would be sold by the county because of tax delinquency, I was unabl<e
to red:e.em.the land, having many other accumulated debts from past years.
My children were unaware of the loss of the land and were not old enough to be
deeply concerned or to do anything about it. -if they had been.
I -.am =now, at- last,. able to redeem the land and wish very much to do s,o in behalf
of the children who would inherit the property left by the father of four *of my childre
and one child of his other marriage.
I know it is a most irregular procedure to permit the redemption of land after
so long a time has elapsed but I most earnestly petition that because of the circum-
stances I have related, the board will review the recommendation of the Executive
Committee and suggest that said committee reconsider. Thank you.

The following Resolution was read: No. 12
WHEREAS, the County Board at the November 13, 1968 meeting, considered the peti-
tion of Margaret Gustafson to redeem the NE/4 of the SE/9 Section 33, Township 50,
Range 7 West, and
WHEREAS the matter was referred to the Executive Committee for study, and
WHEREAS the Executive Committee has, made a study of the matter and has found that
title to said property was acquired by Bayfield County more than five years ago, and
WHEREAS it has been the policy of the Bayfield County Board to reject any appli-

cation to redeem property which Bayfield County has held for a period of over five
years,
NOW THEREFORE BE IT RESOLVED that the petition of Margaret Gustafson to redeem
the NE/ of the SE/4, Section 33, Township 50, Range 7 West be denied.

The following Resolution was read: No. 13
WHEREAS, a salary increase of twenty five dollars per month for Harry Lowe,
Ardala Littlefield and Lyle Hakes for 1969 was approved by the Bayfield County Per-
sonnel and Executive Committees, and
WHEREAS, funds were appropriated by the Bayfield County Board for these salary
increases, and
WHEREAS, this salary adjustment was not covered in the Resolution passed by the
Bayfield County Board, and

increased $25.00 per month retroactive to January 1, 1969.

WISCONSIN CONSERVATION COMMISSION

District Forest Ranger
Supervisor Louis Brost recommended Earl Anderson, Iron River, Wisconsin be added
to the list and Supervisor Ernest Nelson recommended that the name of Lloyd Sellung
be stricken from the list as he is no longer a Bayfield County resident.
Moved by Mammoser and seconded by Heglund to approve the foregoing list of
emergency fire wardens as corrected. Motion Carried.
The following Resolution was read: No. 15
WHEREAS, It is deemed in the interest of Bayfield County to employ a part-time
assistant public health nurse to become a part of the Bayfield County Public Health
Nurse's staff under the administrative direction of the Public Health Nurse and the
Bayfield County Health Committee, and
WHEREAS, Bayfield County has organized a Home Health Agency operating indepen-
dently of the former Tri-County Agency and is now rendering services to the people of
Bayfield County therein, and
WHEREAS, It is anticipated that said assistant public health nurse will render
services one day per week to the Bayfield County Public Health Nurse's Department and
two days a week to the Home Health Agency, all under the direction of the Bayfield
County Public Health Nurse and the Bayfield County Health Committee, and
WHEREAS, It has been estimated by the Bayfield County Health Committee that the
cost to Bayfield County to employ such additional part-time public health nurse will
be in the amount of $4500.00 annually and that as a result of the services of said
nurse to the Home Health Agency, there will be anticipated revenues in the approximate
amount of $39000.00,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Health Committee is hereby
authorized to engage an assistant public health nurse, said assistant public health
nurse to be compensated at the rate of $3.25 per hour, on a maximum three day per
week basis, and
BE IT FURTHER RESOLVED, That there be transferred from the contingent fund the
sum of $4500.00 to the budget of the Bayfield County Public Health Nurse for the
aforesaid purposes.

Moved by Moniza and seconded by E. Nelson that the following wage scale for the
employees for the Bayfield County Home Health Agency be as follows:
$2.25 for L.P.N. - $1.85 for aids with experience.
New employees commencing work to start at a rate of 250 per hour less than the
above scale. Motion Carried.
The following.Resolution was read: No. 17
and
WHEREAS, the Green Thumb Program has been in operation in Wisconsin since 1967,
WHEREAS, the purpose of this program is to provide supplemental income through
part-time employment for retired low-income farmers who are over 55 years of age, and
WHEREAS, the projects worked on by these men must be owned and sponsored by local
municipalities, and
WHEREAS, during the past year crews worked on county, city, and township parks,
planted trees, shrubs, flower beds, built camping facilities, improved town dumps and
many other projects in the areas of the State where this program was funded, and
WHEREAS, the municipality is expected to contribute 10% to 20% of the cost of
each project as an (in kind) contribution, and -
WHEREAS, there are men over 55 years of age available to work on projects in
Bayfield County, and
WHEREAS, there are many worthwhile projects planned by towns, villages and cities
in Bayfield County that have not as yet been completed, and
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board recommend that
Bayfield County be included in the Green Thumb Program as funded by the Department of
Labor and sponsored by the National Farmers Union, and
BE IT FURTHER RESOLVED, that the County Clerk send copies of this resolution to
Mr. John Kmosena, State Director, Wisconsin Farmers Union Green Thumb, Room 209,
Court House, Neillsville, Wisconsin 54456, Senator Gaylord Nelson, Senator William
Proxmire, and Congressman Alvin O'Konski.

bilities for accomplishing a Tri-County Community Shelter Plan, which will include
Bayfield, Ashland and Iron counties, as programmed through the State of Wisconsin and
the National Office of Civil Defense, and be it

execute and sign such agreement.

Dear Sir:
Under the Federal Aid Highway Act of 1968, Federal Aid Secondary Highway Funds
will be available to Wisconsin in the amount of approximately $9,273,485 for each of
the fiscal years 1970 and 1971.
The plan for the distribution and administration of the Federali�Aid Secondary
Funds becoming available to Wisconsin under the Federal Aid.Highway.Act of 1968 is
described in the accompanying statement. The provisions of the plan are similar in
all respects to the plan approved for the distribution of funds made available under
the Federal Aid Highway Acts of 1964 and 1966. The provisions of the plan were re-
viewed by Mr. Robert Mortensen, Executive Secretary of the Wisconsin County Boards
A-ssociation, on January 27, 1969. The 1968 Federal Highway Act Secondary Funds
apportioned for your county for the two fiscal years 1970 and 1971 are as follows:

Your attention is directed to the fact that the availability of federal fund
obligation authority has been subject to considerable "stop and go" manipulation in
the past two years.. At present, federal funds may be obligated on a monthly quota
basis through June 30, 1969. Therefore, the exact month in which the --Commission may be
able to authorize you to proceed with a construction project or the exact -month in
which .youmay be reimbursed for right of way acquisition will be subject to such ob-
ligation limitations as applied to the statewide federal aid financed highway con-
struction program. These funds may, subject to the above stated reservation, within
the time limitation provided in the accompanying statement, be matched -by your county
and used on qualifying improvements requested by your county located upon county
trunks or local roads or streets forming a part of the Federal Aid Secondary Highway
System .or upon its extensions into urban areas.
In planning the utilization of Federal Aid Secondary Funds, due consideration
should be given to qualifying improvements on the F.A.S. System or extensions thereof
in cities and villages, and to qualifying and desirable extensions of rural improvement
into such municipalities.
It need not be construed that the 2-year apportionment of Federal Aid Secondary
Funds must be spread over a 2-year period. Within certain limits, and within the
reservation set forth above, which can be determined only after the total programs of
all counties are known, up to a total of a county's 2-year apportionment may be used
in one year. Now, more than ever before, long range program planning -is necessary so
thatcounties may have their engineering completed to the stage which will permit them
to take advantage of federal aid funds as they become available. Requests for the
programming of projects using 1968 Act funds hereby apportioned may be filed at once.
The Commission's District Engineer and the District Engineer of Secondary Roads
will discuss with your county highway committee your potential Federal Aid Secondary

program, and your county, through your county highway committee is requested to work
with them in developing a proposed program of improvements on the Federal Aid Secondary)

county highway committee, submitted through the district office will be subject to

Federal -aid secondary highway -funds authorized by the Federal -Aid Highway Act of
1968 and to be available for Wisconsin are tentatively estimated to be as follows:

A sum of $12,250,000 for the two fiscal years'of'197'0 and 1971 will be apportion-
ed among the counties. The remainder of Federal -aid secondary --funds becoming avail-
able to Wisconsin under the Federal -Aid Highway Act of 1968 will be used by the State
Highway Commission for the one and one-half percent required to be set aside for
financing state-wide planning and research and for
/state trunk or other highway improvements under the direct jurisdiction of the Comm-
ission on a statewide basis.
The method of apportionment among the counties of the $12,250,000 for the two
years is: 60/ on the basis of total highway mileage as of January 1, 1968, exclusive
of the Federal -aid Primary System and exclusive of other mileage in "urban areas"
established pursuant to the Federal -aid highway acts (places of over 5,000 population);
and 40% on the basis of the total number of motor vehicles registered in the fiscal
year ending June 30, 1968....
The FA.S funds thus apportioned to a county may, within the time -limitation here-
,.;: ,
inafter provided, be. matched by the county and used on qualifying,�improvements re -
guested by the county on county trunks or local roads and street°s.on the FAS system or
its -extensions in .urban areas, in accordance with the requirements of the Federal -aid
highway acts and amendments thereof and regulations pursuant thereto and of the es-
tablished requirements and procedures of the State,Hi.ghway Commission.
On January 1, 1969, and January 1.1, 1970, each; $6,125,000-of the total amount
of the FAS funds apportioned to the Commission will be apportioned to the counties for
use on the county FAS system for fiscal years 1970 and 1971. The availability of
these funds will be subject to prevailing Federal regulations.
At the end of either calendar year 1969 or calendar year 1970, any county which
has adopted an approved improvement program which will require additional FAS funds,
over, and above its proportionate share hereinbefore allotted, may apply to the Comm-
ission for such additional FAS funds as will be required and/or as may be available to
complete the federal aid financing of the approved program.

The reallocation of additional funds to any county will be contingent upon the
availability of unencumbered Federal Aid Secondary funds. In the event there is a
reduction in the availability of 1968 Federal Highway Act funds in the manner des-
cribed in the accompanying cover letter then the provisions of these paragraphs as
they relate to additional funds to the counties will become null and void, and any
unencumbered balances of 1968 Federal Aid Secondary funds will be expended at the
discretion of the Commission, in a manner deemed best for the improvement of the
St_ate's Secondary System considered as a whole system.
The period of availability for the use of a county's regular allotment as herein
provided will be through the calendar years 1969 and 1970. To those counties which
request and receive additional FAS funds from the Commission on December 31, 1970 the
Commission will extend the period 'of availability for the use of these funds to
June 30, 1971.
Any .FAS funds not "used" by a county within the time limitations -herein set
forth will revert to the Commission for statewide use.
FAS funds will be deemed to have been "used on a project which has been advanced
to the contract state" when bids have been received and the county matching -funds
have been deposited with the state; or in case the work is to be performed by day
labor, when an acceptable day labor contract has been signed by the county and deliv-
ered to.the state; or for a project involving only preliminary engineering and/or
the acquisition of rights of way, when all acts required of the county prior to plac-
ing the project under agreement with the U. S. Bureau of Public Roads have been
performed. When more than one contract is involved in a single FAS project, the
determination shall be based on the last contract.

RESOLUTION NO. 64 - Adams. County
WHEREAS, there has been a noticeable increase in the number of brush wolves
and/or coyotes in Adams County, said increase causing damage to the county's wild
life; and,
WHEREAS, it is thought by the Adams County Board of Supervisors that a bounty
in,the amount of Twenty (820.00) Dollars per animal could substantially reduce the
present damage being sustained by our wild life.
NOW, THEREFORE, BE IT RESOLVED by the Adams County Board of Supervisors that the
Adams County Board of Supervisors go on record in urging the State Legislature to
adopt a law whereby the Twenty (-$20.00)Dollar bounty for each brush wolf and /o
coyote killed would again be reinstated throughout the State of Wisconsin.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to send a copy
of this Resolution to the County Clerk of every other county in the state, as well
as to our State Senator, State Assemblyman and the Governor.

the Thomas Shefchek Associates, as the Architect for the new Bayfield County Memorial
Hospital.
