MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
The meeting was called to order at 9:30 A.M. by Walter C. Barningham, County
Board Chairman.
The following members answered roll call: No. 1
Ray Kyle, Thomas E. Rondeau, Raymond Jo Mammoser, William A. Stuart, Ernest
Nelson, Ernest Heglund, George Moniza, Louis J. Brost, Sanfred Anderson, Axel Lehto,

A motion was made by Erickson and seconded by Rude to dispense with the read-
ing of the last county board minutes. Motion carried..
The following Petition was read: No. 2
To the Bayfield County Clerk and the Bayfield County Highway Committee:
WHEREAS, the bridge on the Town Road known as the Dam Road, which bridge
crosses the Namakagon River in the Southeast Quarter of the Northwest Quarter of
Section 8, Township 43 North, Range 6 West, is in need of immediate repairs, which
repairs must be made without delay, and
WHEREAS, the Town has received a bid of $5,022.00 for such construction and re-
pairs from Four -Star Construction, Inc., of Superior, Wisconsin, which bid it has
determined to accept, and
WHEREAS; an estimate of $700 for construction of 450 feet of approaches has
been received, making the cost of the 100 feet of approaches for which the Town
would be eligible for County aid, approximately $150.00,
NOW, THEREFORE, the Town Board of the Town of Namakagon hereby petitions for
County aid for the construction and repair of such bridge pursuant. to the provisions
of Section 81.38 of the Wisconsin Statutes.
We respectfully petition your approval of the project forthwith so that such
construction and repairs can be made with the least possible delay and with assur-
ance to the Town that they will be eligible for County aid under said Statute.

RESOLUTION
WHEREAS, the bridge across the`Namakagon River in the Southeast Quarter of
the Northwest Quarter of Section 8, Township 43 North, Range 6 West on the Town
Road known as the Dam Road is in such condition that immediate construction and
repair must be undertaken without delay, and
WHEREAS, bids for the bridge work have been called for and Four -Star Con-
struction, Inc., of Wuperior, Wisconsin has submitted a bid of $5,022.00 for the
work which the Town Board feels is a reasonable cost, and
WHEREAS, the Town would be eligible for County aid under the provisions of
Section 81.38 of the Wisconsin Statutes,
RESOLVED, that the Town Board petition the County Clerk and the County High-
way Committee under Section 81.38 (3) for County aid for such bridge work, includ-
ing the approaches thereto.
The undersigned hereby certifies that she is the duly -elected, qualified
and acting Clerk of the Town of Namakagon, Bayfield County, Wisconsin;
That the foregoing is a true and correct copy of a Resolution adopted at a
special meeting held on the 28th day of March, 1969, at which meeting all three
Town Board members were present and acting.
I further certify that said Resolution has not been rescinded but is in full
force and effect.

The following Resolution was read: No. 3
WHEREAS, a Petition has been filed with the County Clerk by the Town of
Namakagon in reference to emergency repairs to a town bridge crossing the Nama-
kagon River in the Southeast Quarter of the Northwest Quarter (SEy4 NW/), of Section
Eight (8), Township Forty-three (43) North, Range Six (6) West, and
WHEREAS, Section 81.38 (3) Wisconsin Statutes provides for county aid to
towns making emergency repairs to bridges,
NOW THEREFORE BE IT RESOLVED, that the County Highway Committee is authorized
to work together with the Town of Namakagon in having the necessary repairs made
to said bridge as provided for by Sec. 81.38 Wisconsin Statutes, and
BE IT FURTHER RESOLVED, that the county share of the cost of said repairs as
authorized by the County Highway Committee shall be made a part of the 1969 County
Bridge Aid Levy.

The following Resolution was read: No. 4
WHEREAS, A Federal Job Corps facility has been in operation in Bayfield County
for a period of years, known as the Clam Lake Job Corps Camp, and
WHEREAS, The Federal Government has taken steps to close said facility, and
WHEREAS, It is considered in the interest of the disadvantaged youth of our
r nation to continue operation of the Clam Lake Job Corps,
NOW THEREFORE BE IT RESOLVED, That the Board of Supervisors of Bayfield County
go on record objecting to the closing of said Job Corps facility on the grounds
that such closing would not be in the public interest and would constitute a dis-
service to the underprivileged youth of our nation, and
BE IT FURTHER RESOLVED, That a certified copy of this Resolution be forwarded
to our Congressional representation accompanied by a letter signed by the County
Clerk urging said Congressional representatives to take such action as may be necess-
ary to effect the retention and continued operation of the Clam Lake Job Corps
facility.

The following Resolution was read: No. 5
RESOLUTION REGARDING THE IMPACT OF EXCESS AIDS TO WISCONSIN SCHOOL DISTRICTS
WHEREAS, as stated in Section 121.01 of the Wisconsin State Statutes, "It is
the declared policy of this state that education is a state function and that some
relief should be afforded from the local general property tax as a source of public
school revenue where such tax is excessive, and that other sources of revenue should
contribute a larger percentage of the total funds needed." And
WHEREAS, as stated in Section 121.13 (4) of the Wisconsin State Statutes, "In
school districts having a required operating levy rate exceeding 17 mills, state aid
also shall be paid in a sum equal to the amount of the net operating cost in excess
of the amount produced by a levy rate equal to 17 mills on the school district equal
ed valuation." And

WHEREAS, the basic premise that taxation in excess of a 17 mill levy on equal-
ized valuation for the operational cost of a school district constitutes an over-
burden on the general property tax remains a valid premise for all school districts;

WHEREAS, the elimination of the excess aid provision of the state aids program
plus the normal increase in general operating costs of a school district would re-
sult in a crippling financial crisis to those districts presently receiving excess
aids;
THEREFORE, BE IT RESOLVED, That the legislature of the State of Wisconsin con-
tinue the excess aid provision in school districts of already high property tax
rates at least until the Kellet Committee on Education makes its report to the legis-
lature and be it resolved that the legislature of the State of Wisconsin adopt a.
provision whereby no school district shall -receive less state aid for educational
purposes than was received in the 1968-1969 school year and that such provision re-
main in force until future revisions in the state'aid formula would provide aids
which equal or exceed the amount of funds currently being received by any school
district.
BE IT FURTHER RESOLVED, That copies of this resolution be forwarded to Govern-
or Warren P. Knowles, Senator Arthur Cirilli, Assemblyman Ernest Korpela and Sen-
ator Walter Hollander and Assemblyman Byron Wackett, Co -Chairman of the Joint
Finance Committee.

Dear Mr. Pajala:
The enclosed statement presents the balance of actual expenses incurred
in the preparation of working drawings for Phase 2 of the above project
prior to the receipt of the order to discontinue the work on the design
issued February 12, 1969 by the Bayfield County Board of Supervisors.

Since the Bayfield County Board of Supervisors.may abandon the previously.
approved Proposal 1 as the result of the public objection evident at the
meetings held on March 5th and March 6th, this statement is being present-
ed at this time for consideration.
At the time of the discontinuance of the work on the project, the engineers
had not entered into the actual production of working drawings and there-
fore the assessment for engineering work is minimal as indicated in the
attached schedule. This engineering work is related only to the design of
Proposal 1 and cannot be reused in the preparation of alternate studies.
The balance of the costs constitute the work which has been produced on
the architectural portion of the project. Prints of this work are attach-
ed for your review and are presented to certify the completion of approxi-
mately fifty percent of the architectural drawings for the project.
In the architectural studies of Phase 2 of the project, much time was
allocated to the jail facilities and its construction specialties and:
since some of this data can be reused in the design of a smaller jail pro-
ject, credit can be issued for this portion of the work.
Therefore, with the consideration that alternate studies will be ordered
shortly by the Bayfield County Board of Supervisors for the remodeling of
the present jail building or the construction of a smaller jail facility
.and that my contract for architectural services will continue to be honored
for these studies, I will credit Bayfield County two thousand dollars to-
ward this statement. A check in this amount will be issued upon receipt of
the balance due on Phase 2 of the project.

Dear Sir:
This letter will serve as a report of an inspection and as a directive setting
forth the majority of items that will need, correcting/or replacing to your jail
facility. Therefore as in accordance with the provisions of Section 46.17 (3) of
the Wisconsin Statutes, the Bayfield County Jail was inspected on April 8, 1969.
The facility was found to be as clean and orderly as is possible with the pre-
vailing inadequacies. The necessary jail records were up to date and correct.
The tour of the jail facility on this date by the Executive Committee of Bay -
field County, Sheriff Ellsworth Embertson, Architect Robert Novack and his two
engineers and State Detention Supervisor Alvin T. Nygaard, was conducted for the
purpose of identifying the inadequacies that would have to be corrected to meet
minimal standards.
The following inadequacies are identified as follows: (1) The jail at the
present time is not approved for juveniles; (2) there is no shower in the dorm-
itory on the second floor; (3) where prisoners have access to windows, they must
be protected so that.prisoners cannot see out or that other people can look in.
Security screens must also be installed; lighting fixtures must be securely pro-
tected where exposed to inmates, including conduits; (4) the cells in the cell
block on the first floor must each have a toilet bowl and wash bowl in order to
provide security and segregation. Prisoners contained in this area should not
have access to the guard corridor except to be permitted to shower, and then under
surveilance of a jailer; (5) the cots in the cells of the first floor cell block
are not of the prison type and should be replaced and also prison type mattresses
provided; (6) dining in the immediate room to entrance should cease and feeding

should be at the area where prisoners are contained; (7) the two cells leading
off of the room presently serving as a dining room should be corrected and react-
ivated to be used as receiving cells. This would entail the moving of the shower
stall into the larger room, providing the necessary security to the windows, mov-
ing the slop sink also into the larger room. This would provide two isolation
cells, and would permit the present dining room to be used as a visitation room;
(8) the dormitory on the second floor should be corrected by repairing the win -
down. The aluminum framing is inadequate and should be steel. Security screens
should be installed also; (9) a shower should also be installed in the dormitory;
(10) if the three cells at the top of the stairs are to be used correctly,, there
should be two exits in working order; (11) this would necessitate revisions with-
in the dormitory to provide hallway space to the present emergency exit. The main
door to the dormitory should be kept locked, therefore requiring revisions for
access to the emergency door for the three cells; (12) the entrance to the secur-
ity area (from the office) at the present time has two doors. The solid door opens
inward and should open outward. The grilled door should be removed and the solid
door put in its place. An observation slot should be cut in the solid door.
(13) Returning to the dormitory on the second floor - the domestic cots used should
be replaced with prison type cots (they remain standard and can be transferred to
a new facility); (14) Some means for air exchange should be provided.
In addition, the findings of the architect and his staff will in some in-
stances be in addition to those set forth in this letter.
It would be most difficult to specifically determine the time span.that could
be allowed for in an approval by remodeling, or correcting of the inadequacies
that exist in your jail facility. The correcting of the inadequacies is one fact-
or that adherence to stipulations, set forth, in an approval for operation of a.
corrected facility is another factor. Constant maintenance is very important, and
in an older facility there is greater emphasis on maintenance and repair.
I am forwarding this letter as I am not sure that I can be present at your
meeting on April 15, 1969.

Remodeling of the Bayfield County Jail

In order to ascertain the cost of the required alterations to the existing
Bayfield County Jail as required by the Wisconsin Department of Industry, Labor
& Human Relations and the Department of Health and Social Services, Division of
Correction, it is necessary to make a complete study of the building.
A preliminary study of this building would include the analysis of the exist-
ing structure, the preparation of sketches indicating the present building layout
and construction, sketches of the proposed alterations, a complete estimate -of
costs and written report of this study for presentation to the Bayfield County
Board of Supervisors.
All professional services relative to this preliminary study of the jail al -
aerations will be presented for a fee of $1,500.00.
If the County Board of Supervisors elects to proceed with the working drawings:
and specifications for the work shown in the preliminary study which would be nec-
essary for presentation to the contractors for Firm Construction Bids, the fee for
professional services relative to this portion of the work shall be $2,200.00.
If the County Board of Supervisors elects to accept the Firm Construction
Bids received from the contractors and proceed with the proposed remodeling, pro-
fessional services required in preparing contracts, inspection of the work under
construction, certification of payments to contracttors and final approval of con-
struction at completion of the work shall be provided for afee of $1,000.00.

With the cost of the preliminary study and the ultimate cost of the remodeling
of the old jail, I still believe that the most logical solution to this problem is
to forget Proposal 1 attached to.the present building and instead plan and build
aa.smaller jail building on the site of the existing jail building reusing the pre-
sent garage and boiler room and attaching the new jail portion to this garage
building. In this manner a new boiler could be installed in the old boiler room
this summer to solve the problem of the replacement of that heating system and if
we didn't waste too much time getting the jail portion of the building under con-
struction, I believe Mr. Nygaard would allow the present jail to remain as it is
now being used.

I discussed this solution to the problem with Mr. Nygaard last Tuesday at
lunch and he felt that the proposal had some merit.
If you think this would be received by the County Board of Supervisors in a
favorable manner, I would be glad to propose it at the meeting on next Tuesday.
I really think any money spent on the old jail would end up in the least desir-
able solution to this problem and the most unrealistic.

The following Resolution was read: No. 10
WHEREAS, the 4-H dairy barn roof at the Bayfield County fairgrounds must be
replaced, and
WHEREAS, the new roof will be built stronger than is required by the Industrial
Commission, and
WHERE.A.S, Stratford Builders, Incorporated, Stratford, Wisconsin has offered to
furnish the labor and maiterials to reconstruct the roof and repair this building
for one third of the retail cost as a compromise of a claim by Bayfield County a-
gainst said Stratford Builders, Incorporated, and
t r WHEREAS, there are other expenses involved such as clearing out of debris, re-
wiring and some unforeseen costs, and

NOW THEREFORE BE IT RESOLVED, that the Bayfield County Fair Committee be auth-
orized to pay Stratford Builders, Incorporated, $1500.00 for the cost of reconstruct-
ing the 4-H dairy barn and that an additional $2000.00 be authorized for other
expenditures involved with this project, and
BE IT FURTHER RESOLVED, That these funds be transferred from the contingency
fund to the Fair Outlay budget.

WHEREAS, Bayfield County contains within its borders a tax-exempt Indian Reser-
vation, namely, the Red Cliff Reservation, and
WHEREAS, The County has incurred extra expense in law enforcement, arising by
reason of Federal legislation removing Governmental controls over Indians and said
Bayfield County appears to be eligible for assistance as provided under the provis-
ions of Section 20.180 (11) of the Wisconsin Statutes,
NOW THEREFORE BE IT RESOLVED, By the County Board of Supervisors of Bayfield
County, in annual session assembled, this 15th day of April, 1969, that application
be made to the State of Wisconsin, for assistance under the provisions of Section
20.180 (11) of the Wisconsin Statutes, for law enforcement for the fiscal year end-
ing June 30th, 1969, and
BE IT FURTHER RESOLVED, That a copy of this Resolution be certified by the
County Clerk to the Attorney General of Wisconsin, with a request for certification
of such application, as is required under the provisions of Section 20.180 (11) of
the Wisconsin Statutes.

The following Resolution was read: No. 12
WHEREAS, The Bayfield County 4-H Leaders Association is constructing a camp
and recreation area on Top Side Lake on lands previously provided for such purposes
by Bayfield County, and
WHEREAS, Certain timber products are required in said construction project, and
WHEREAS, Bayfield County has on its lands certain forest products which could
be utilizzed by said Association for said purposes and which have no commercial value
to Bayfield County, saidtimber products referred to being damaged and deformed
white pine timber located on Sections 21 and 28, Township 49 North, Range 9 West,
and

WHEREAS, Said deformed and damaged trees have been marked by the.Bayfield
County Forestry Department and designated as having no commercial value to Bayfield
County, and
WHEREAS, It is deemed to be in the interest of Bayfield County to permit said
Association to remove said damaged timber for its use in the development of the
recreation area heretofore referred to,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Forestry Department be
and it is hereby authoriaed to permit said 4-H Association to remove the marked tim-
ber referred to above, located on said descriptions, without cost to said Associa-
tion, all of said removal operation to be under the direction and supervision of
the Bayfield County Forestry Department.

The following Resolution was read: No. 13
WHEREAS, Bayfield County is presently operating a County Park system, and
WHEREAS, Several of said parks are subject to heavy camper pressure during the
normal tourist season, and
WHEREAS, Said pressure and over -crowding in certain park areas has led to un-
sanitary conditions, disorder and other undesirable conditions, and
WHEREAS, The Conservation Committee of this Board of Supervisors has made a
preliminary study of the requirements to up -grade the County Park system, and as a
result of..said study, recommends that part-time personnel be employed to supervise
said parks, police the same and maintain sanitary conditions therein; that a fee be
charged for the use of designated County parks not to exceed 42.00 per camp site
per day or $12.00 per camp site per week; that the park supervisor have police pow-
ers therein as approved by the Bayfield County Sheriff and that the current budget
of the Conservation Committee for County parks be increased by $1500.00 to be used
to pay personnel for supervision and services as aforesaid.
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Conservation Committee
be and it is hereby authorized to initiate the proposed program for County park
supervision_': to hire personnel to carry out said program and to charge fees for
camp sites at parks designated by the Conservation Committee not to exceed $2.00
per night or $12.00 per week, and
BE IT FURTHER RESOLVED, That the current budget of the Conservation Committee
be increased in the amount of $1500.00, to be used by said Committee in carrying
out the aforesaid program of County Park supervision and that such funds be trans-
ferred from the contingency fund to the Conservation Committee budget.

were asked by members after which Chairman Barningham thanked Mr® Dickerell for
appearing before the Board.
The following Resolution was read: No. 15
WHEREAS, the Cable Woman's Club has undertaken a.proje-ct to improve the aes-
thetic qualities of roadside advertising in Bayfield County, and
WHEREAS, Said program of highway beautification is more 'specifically designed
to remove dilapidated abandoned signs and billboards:, to effect the improvement of
necessary directional and informational signs and billboards, to reduce the number
of such signs and' billboards to a number that may reasonably be required by business
,es and as directional information for the 'travelling public and to generally improve
such roadside signs as -'may enhance the scenic qualities of our roadsides, and
WHEREAS, Said Cable Woman's Club has requested the approval and support of the
Bayfield County Board of Supervisors in the aforesaid endeavors of roadside improve-
ment, and
WHEREAS, j44id Board of Superivisors deems said project to be in-the,interest
of Bayfield County andoan�_inh-egra ]_p6,rt--r_ of -the program of Bayfield County of environ-
mental improvement,

NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors:,
in regular session, this 15th day of April, 1969, go on record approving the afore-
said program of roadside improvement within Bayfield County as undertaken by said
Cable Women's Club and commending the officers and members of said Club for their
interest in this worthwhile endeavor, and
BE IT FURTHER RESOLVED, That all civic organizations and concerned citizens
within Bayfield County, be urged to support the aforesaid project of the Cable
Women's Club to the end that such program of roadside improvement may be accom-
plished and fully carried out to all of its intents and purposes.

Mr. Dale Brevak, Bayfield County Highway Commissioner, was present and informed
the Board;of the need for the re -location orders. He stated that one of the orders
was for a Wayside and the remainder were all scenic easements.
The following Resolution was read: No.17
OBSERVANCE OF ARBOR DAY
WHEREAS, trees in our rural and urban areas provide beauty, shade, recreation,
and industry to millions of ofar citianens and visitors each year; and
WHEREAS, the planting of trees and other -plant material helps to perpetuate
our state's natural heritage and enrich the lives of its citizens; and
WHEREAS, in recognition of the importance of the Bayfield County citizenry who
have protected, preserved, and enriched our landscape and. natural resources;

BE IT RESOLVED, that the last Friday in April - April 25, 1969 - be proclaimed
as ARBOR DAY and do urge all our people on farms, in schools, towns, villages, and
cities to celebrate this day with the planting of young trees, a ceremony that sym-
bolizes Bayfield County's_devotion to its future as well as its past.

WHEREAS, it now appears that phase II of the construction program covering the
County Administration Building and Jail may not be completed, and
WHEREAS, there will remain an unfinished area in the East corridor now being
finished under the phase I program, and
WHEREAS, the unfinished area would be unsightly and should be completed to
match the rest of the corridor, and
WHEREAS, a proposal has been made by the general contractor for completing the)
area, said project to cost $2,274.00 for general construction, and
WHEREAS, A proposal has also been made by the electrical contractor for the
electrical portion of the project amounting to $252.00,
NOW THEREFORE BE IT RESOLVED, that the proposal of Frank Tomlinson Co., Ash-
land, Wisconsin to finish the corridor on the first floor of the Administration Build-
ing and the proposal of the Peterson M. & E. to install electrical wiring & fixtures
in said area are hereby accepted, and
BE IT FURTHER RESOLVED, that all the work shall be done as set forth in the
specifications prepared by Robert Novack, Architect.

WHEREAS, The Town of.Barnes, Bayfield County,- Wisconsin, has requested that
Bayfield County grant to said Town an easement of right-of-way for highway purposes
over a strip of land 2 rods in width running from the north quarter corner of Sec-
tion 17, Township 45 North, Range 9 West and continuing southerly from staid point
along the north -south quarter line of said Section 17 to a -point of juncture with
the present town road at a point approximately 11 chains north of the south quarter
corner of said Section 17, the north" -south center line of said Section 17, which is
the aforesaid north south quarter line referred to being the westerly boundary line
of said 2 rod strip of land, and
WHEREAS, It is deemed in the interest of Bayfield County to grant said easement,
NOW THEREFORE BE IT RESOLVED, That the aforesaid easement adross the strip of
land hereinabove described and located in Section 17, Township 45 North, Range 9
West, Bayfield County, Wisconsin, be and the same is hereby granted to the Town of
Barnes, subject to the conditions heretofore set forth by resolution of this Board
affecting the granting of all easements.

ital, and had been advised by Mr. Olson that the projected time for calling of bids
for the new Bayfield County Memorial Hospital is Monday, June 2nd, 1969. It is ex-
pected that the bids will be let on Tuesday, July lst, 1969.

WHEREAS, the County Classification and Compensation Plan provides that trainees
be paid a salary of not more than 95% of the Step A salary range, and
WHEREAS, the Personnel Committee of the County Board has approved a starting
salary of $295.00 per month, which is approximately 90% of the minimum salary of tax

ifies as Stenographer II and,
WHEREAS, the County Classification and Compensation Plan provides that trainees,

Pursuant to a resolution acted on by the voters of the Town of Mason, Bayfield
County, at their Annual meeting held April lst, 1969, we the undersigned Board of
Supervisors, Town of Mason, were instructed to present the following resolution to
the County Board of Supervisors at their next session:
WHEREAS, Due to the type of soil and terrain, many bridges and culverts to main-
tain, and road surfacing not readily available creates quite a problem cost -wise,
SO BE IT FURTHER RESOLVED, We the undersigned Board of Supervisors feel if the.
County Highway Committee plan additions or extensions to the County Trunk Highways
System; we would like to present to you for consideration the following road, known
as the Benoit Road:
Commencing at Anderson's Store at Benoit and continuing Southwest to Becker's
Corner approximately 3 /2 miles, which we find hard to maintain due to heavy traffic.
In closing, we hopefully wish you will give us every consideration, and thank
you again for the privilege of being heard.

WHEREAS, The matter was referred to the Executive Committee for a second study,
WHEREAS, Said Executive Committee has made such study and affirms its decision
to deny said petition,
NOW THEREFORE BE IT RESOLVED, That the petition of Margaret Gustafson to redeem
the NE/4 of the SE/, Section 33, Township 50 North, Range 7 West be denied.

The following Resolution was read: No. 29
WHEREAS, Lots One '(1) and Seventeen (17), Block Twenty-three (23), Hillside
Addition, City of 4ashburn has been withheld from sale due to possible grayel deposits
on said lots, and
WHEREAS, the Bayfield County Highway Department has now made a further inspect-
ion of said lots and finds that the lots are not suitable for gravel, and
lots,
WHEREAS, several inquiries have been made recently by persons interested in said
NOW THEREFORE BE IT RESOLVED, That any and all action previously taken by the
Bayfield County Board of Supervisors withholding the above mentioned lots from sale
is hereby rescinded and the sales committee is authorized and directed to advertise
Lots One (1) and Seventeen (17), Block Twenty-three (23), Hillside Addition, City of
Washburn for sale in the usual manner.

The following Resolution was read: No. 30
BE.IT HEREBY RESOLVED, That the rates for the publication of Official County
Board minutes and publication of legal notices be set as followsfor the ensuing year,
1.26 per folio for the first publication
.385 per folio for printing supplements of County Board proceedings
27.50 for the distribution of the supplements by other than the
official paper.
BE IT FURTHER RESOLVED, that the publisher of the official paper send a copy of
the County Board minutes to each County Board member, to the Clerk of each town, city,
and village, Town Chairmen not on the County Board, Village Presidents and City Mayors.
BE IT FURTHER RESOLVED, that the minutes of the County Board be printed within
60 days after receiving copy from the County Clerk.
BE IT FURTHER RESOLVED, that the Iron River Pioneer be the official paper for
the ensuing year, effective April, 1969.

WHEREAS, it has become necessary to purchase certain office furniture for the
Bayfield County Department of Social Services, ands.
WHEREAS, no appropriation was made in the 1969 Outlay Budget of the Department:
of Social Services to finance said purchase,
NOW THEREFORE BE IT RESOLVED, that sixK hundred dollars, ($600.00) be transferred
from the contingency fund to the Department of Social Services Outlay Budget to fin-
ance said purchases and,
BE IT FURTHER RESOLVED, that the County purchasing agent is hereby authorized
to purchase the necessary furniture.

A Communication received from the Federal Power Commission in regard to a
License issued to the Lake Superior District Power Company was read to the Board by
the Clerk. As the Communication was lengthy and did not require action by the County
Board, the --Clerk was instructed to omit printing the C.ommunication in the official
Board minutes. The Communication is on file in the office of the County Clerk.

We are enclosing a checkpoint procedure form for the project titled "Emergency
Food & Medical Services." Due to the nature of this project and the necessity of
our application being submitted by April 15, 1969, there was insufficient time for
personal contact with each welfare director and county board chairman of each county.
This program will provide much needed emergency food and medical service to needy
people in our 5 county area. As this would be all federally funded, counties are
not asked to provide the usual non-federal share of 20%.
Please sign and return form if you would approve of such a program.
A -motion was made by Saanpson and seconded by Stuart that the application for
emergency food and medical service be made as outlined in the foregoing letter.

MOTION NO. 33
A motion was made by Rondeau and seconded by P. Hanson that Bayfield County go
on record as being opposed to the use of D.D.T. and that letters to this effect be
sent to Senator A. Cirilli, Assemblyman Ernest Korpela, and Governor Warren P.
Knowles.". Motion Carried.
