MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
The meeting was called to order at 9:30 A.M. by Walter C. Barningham, Chairman
of the Board.
The following members answered roll call: No. 1
Ray Kyle, Thomas Rondeau, Raymond Mammoser, Joseph Berweger, Arthur Hanson,
Ernest Heglund, George Moniza, Marvin Olson, Sanfred Anderson, Elmer Suomala, Wallace
Johnson, Kenneth Howell, Bertyl Nelson, William Celinsky, Walter Barningham, Arthur
Meierotto, Edwin Erickson, Walter Wasmuth, Alvin Bratley, Peter Hanson, Bennie Rude.
Total - 21 present.
Moved by Rondeau and seconded by Meierotto to dispense with the reading of the
minutes of the previous meeting and that they be approved as printed. Motion carried.
No. 2
Mr. Art Bessie was present and was allowed the floor. Mr. Bessie appeared
before the Board with a request that the County Board authorize the use of available
facilities in the Court House for the Northwest Wisconsin Community Action Agency.
He presented members of the Board with a fact sheet and gave a resume of services
offered by C.A.A. Several questions were asked by members of the Board which were
answered by Mr. Bessie. Mr. Bessie indicated that his Agency would provide for
their own telephone service, but that he would appreciate if the County would pro-
vide for.the other utilities, such as heat, water, lights and custodial services.

Moved by Olson and seconded by Howell that the County Board provide the office
space requested, but that it be left to the discretion of the Executive Committee
to determine which space will be used. Motion carried.

The following resolution was read: No. 3
WHEREAS, it is necessary, in order to provide efficient law enforcement in
the County, to have an up-to-date and reliable means of communication, and
WHEREAS, the Bayfield County Sheriff's Department is now dependent on an
obsolete type low band system of radio communication, and
WHEREAS, the present radio does not provide adequate County -wide contact with
the deputies in the field, and
WHEREAS, there is considerable interference from radios in other counties as
well as states on the present radio, which makes it difficult to communicate between
the Sheriff's Office and the several deputies in the field, and
WHEREAS, it is estimated that the total cost of a new high band radio system
would be approximately $21,717.55 which would be funded by Federal Aid in the amount
of $160288.16 plus an estimated cost to be chargeable to the cities of Washburn and
Bayfield of $338.12 each, and

WHEREAS, there is now available Federal Aid for purchase of a new high band
radio system for the Sheriff's Department, be it therefore
RESOLVED, that Bayfield County, through its Sheriff's Commission, make application
for the available aids, and be it further
RESOLVED, that upon approval of said aid application, the Sheriff's Commission
is authorized and directed to purchase and install a new high band radio system for
the County Sheriff's Department.

At this time Dr. Theodore Kaye, representing L.E.A.A. appeared',. -before the Board.
Dr. Kaye spoke in regard to the need for updating the communications system in the
Sheriff's Department. Several questions were asked by Board members which were
answered by Dr. Kaye.
Wallace Johnson felt that we do have limitations with the present system and
was highly in favor of updating the present facilities.

Dear Mr. Pajala:
Attached are copies of Speed Zones Declarations recently established and approved by
the Commission on February 11, 1971.
When appropriate signs giving notice of such speed limit have been erected and are in
place, such speed limit shall be effective at all times or at such times as indicated
by the signs. All speed limit signs so erected shall conform to the rules of the
state highway commission.

Highway Aid for County Trunk Highways,
Section 20.395 (4) (xg)(xm),
Wisconsin Statutes
The enclosed State Treasurer's check in the amount indicated in the right-hand
column below represents the prepayment of the 1971 supplemental highway aid for
County Trunk Highways in your county pursuant to Section 20.395 (4) (xg)`(°xm),
Wisconsin Statutes. It is computed as 50 percent of the supplemental aid paid
to your county in September, 1970. The exact amount of the 1971 supplemental aid
paid to your County Trunk Highways pursuant to Section 20.395 (4) (xg)(xm) will be
determined after the close of the current fiscal year on June 30, 1970. The balance
of your 1971 supplemental highway aid, after deducting the amount of this payment,
will be remitted during the month of July.
The funds represented by this payment are supplemental to and are to be used for
the same purposes as the County Trunk Allotment under Section 83.10(1), which
will be paid in July.

The following Memorandum of Agreement was read: No. 8
MEMORANDUM OF AGREEMENT
BAYFIELD COUNTY JURISDICTIONAL HIGHWAY PLANNING STUDY
This agreement is made and entered into this 20th day of April, 1971 by and
between the Highway Commission for the State of Wisconsin, Department of Transpor-
tation? Division of Highway, hereinafter called the State, and the County Board of
Supervisors of Bayfield County, hereinafter called the County.
BECAUSE there is a recognized need in Bayfield County to study and perhaps
alter the present jurisdictional systems, and
BECAUSE the County Highway Committee has recognized this and has passed a
motion requesting this study (motion passed unanimously at meeting of March 10, 1971),
and
BECAUSE the State and its Division of Planning have some knowledge and exper-
ience concerning the organization, procedures, criteria and methods by which such a
study should be accomplished by virtue of their involvement in previous or contem-
plated studies of this type', and
BECAUSE it is the desire of both the County and the State to accomplish as
thorough and complete a study as possible considering the information and data
available, and
BECAUSE it is the desire of the County and the State to cooperate throughout
this study so that study results are acceptable to all concerned.
NOW THEREFORE BE IT AGREED that the County Board of Supervisors through their
County Highway Commissioner and the Wisconsin Department of Transportation, Division
of Highways and Division of Planning, do hereby intend to accomplish a study of all
street and highway systems within the County of Bayfield to accomplish the followings
1. Develop a -functional classification of all roads in Bayfield County. It is
intended to base this upon the existing State Highway Plan criteria and
definitions for the State Highway Plan arterial class of highways, but also
to modify, refine and strengthen the definitions, criteria and designations
of all roads in or below the State Highway Plan collector category. This
includes refining and strengthening the functional classification of all
streets in urban areas.
2. Based upon the function a particular roadway segment serves, to assign
responsibility (jurisdiction) to the level of government having the largest
basic interest in the road.
3. To provide a basis for the efficient management and inter -governmental
coordination and to avoid conflicts over administration, finance, determination
of priorities and standards of improvement.
4. To integrate highway systems into complete systems bringing together in each
system those highways which should be under the same jurisdiction because of
the type and the demand of service expected from the facility.

5. Subsequent to the assignment of jurisdiction, a financial plan will be deve-
loped to provide for equitable distribution of highway costs according to
service rendered, to establish long-range fiscal policy and to provide for
systematic planning.
6. To group together those highways requiring the same level of technical
competence for their design, construction, and operation.
It is the intent of the parties of this agreement to conclude this study such that
recommendations will be acceptable to all concerned parties. While responsibility lies
with the County Highway Commissioner who is delegated this responsibility by the Bay -
field County Board of Supervisors, it should be their intent to solicit and fully
consider the advice and recommendations of various local units of government during
the process of the study by the full and complete presentation, discussion, publication
or exposure of study findings.
It is further agreed that State incurred costs in this study will be paid for 85%
by the State and 15/ by the County; and that other costs incurred by the County are to
be paid for entirely by the County, with State incurred costs to be billed to the County
not to exceed $500.

Mr. Tom Kinsey, District Highway•Engineer,was called upon at this time to explain
the provisions of the foregoing memorandum of Agreement. Mr. Kinsey outlined some of
the problems in defining a functional classification of County roads.
Moved by Mammoser and seconded by Berweger to approve the foregoing Memorandum of
Agreement.

BE IT RESOLVED by the Bayfield County Board of --Supervisors assembled in session
this 20th day of April, 1971, that Walter C. Barningham, Chairman of the Bayfield
County Board of Supervisors, be authorized to sign for Bayfield.*._County-�the "Memorandum
of Agreement" for the "Bayfield County Jurisdictional Highway Planning Study" to be
made by the State and the County.

PETITIONING FOR ADVANCE OF STH CONSTRUCTION ALLOTMENTS
BAYFIELD COUNTY
WHEREAS, to accomplish the improvement of portions of U.S. Highway 2 between
Brule and Iron River, it becomes desirable to agree upon the advance of future years'
allotments to become available to the credit of this county for state trunk highway
improvement,
BE IT RESOLVED that the State Highway Commission is hereby petitioned .to advance
and commit the sum of $120,000.001 or as much thereof as required for such improvement,
the amount so advanced,to be deducted from allotments as they accrue to the credit of
this county under Section 84.03(3), Wisconsin Statutes, beginning .with the allotment
accruing in the fiscal year ending June 30, 1971, or such earlier allotment as may be
available; and
BE IT FURTHER RESOLVED that this resolution, when approved by the State Highway
Commission, -shall constitute aN agreement pursuant to.Section 84.03(5)t Wisconsin

ALLOCATION OF STATE TRUNK HIGHWAY ALLOTMENT FOR 1971

WHEREAS there has been received from the State Division of Highways its
determination as to proposed projects and the proposed allocation of an unexpended
balance from allotments of previous years under Sections 20.395(2vf) and 84.03(3).
BE IT RESOLVED that such projects and the allocation of such balance be approved
as hereinafter set forth:

This concluded Highway business and Chairman Barningham thanked Mr. Kinsey for
his report to the Board.
Mr. Richard Olson, President, Bayfield County Memorial Hospital Board of
Directors, appeared before the Board at this time. Mr. Olson reported on the status
of the hospital.
Several questions regarding the hospital were raised by members of the Board
which were answered by Mr. Olson
Mr. Jerry Merkel, Merkel Ambulance Service, Bayfield, appeared before the Board
at this time regarding ambulance service in the area. Mr. Merkel also commented on
3 claims in the total amount of $244 which he had presented to the Department of
Social Services and for which he had not been paid to date. The Department of Social
Services has agreed to pay the claims with the exception of $29 which was not satis-
factory to Mr. Merkel. Mr. Rude suggested that the matter be further discussed after
the noon lunch.
Moved by Rude to adjourn for noon lunch. Motion seconded by Peter Hanson.
Motion carried.

Courthouse, Washburn, Wisconsin on the proposed revision of the Bayfield County sub-
division control ordinance.
A copy of the revised ordinance is on file at the County Clerk's office, and
extra copies are available for distribution from the Zoning Administrator's office in
the Courthouse.

the foreman printer of THE WASHBURN TIMES, which is a weekly newspaper that is
published at Washburn, Wis., and that a notice, of which the printed slip hereto
annexed is an exact and true copy, was published in said newspaper once in each
and every week for two successive weeks; that the date of the first of such pub-
lications was the 1st day of April, 1971 and that the date of the last of such
publications was the 8th day of April, 1971.

Mr. and Mrs. Ruprecht of the Town of Barnes were present at the Hearing. But it
was brought out that the Subdivision Ordinance would not apply to their proposed sub-
division. No one -else appeared at the Hearing.
The Public Hearing on the Subdivision Ordinance was declared adjourned.
Moved by Moniza and seconded by Howell to re -convene as a County Board.

Mr. Vincent Smith appeared before the Board at this time in regard to Lot 16,
Block 591 Townsite of Washburn on which he had placed a bid to the Executive Committee
at their meeting held April 16, 1971.
The concensus of opinion was that the County Board should go on record in support
of the Executive Committee's action in accepting the bid of Ralph G. Jonas, President,
Jonas Company, an Electrical Contracting Firm,on Lot 16, Block 59.

A demonstration was presented on the use of the Pitney -Bowes Postage Meter machine
by Jack Harpke.
Discussion followed.
Moved by Kyle and seconded by Bratley to refer the foregoing to the Executive
Committee for further study. Motion carried.
The following resolution was read: No. 15
BE IT RESOLVED, That Bayfield County purchase all outstanding tax equities
belonging to.municipalities within the County, including the latest current year,
each year, which current equity.shall be purchased and paid over to the municipalities
not later than November 1st of the year following the year for which said taxes have
been levied.

The county clerk explained the present procedure in regard to purchasing tax
equities. The County has now purchased up through year 1966.
Several questions were raised at this time which were answered by the county clerk,
and by District Attorney, Robert N. Ledin.
Mr. Donald Egleseder, Superintendent of the Drummond School system was present and
was allowed the floor -at this time. Mr. Egleseder explained to the Board the hardships
created to school districts when the County does not pay the school district levies in
full.
Moved by Mammoser to refer the foregoing resolution to the Executive Committee
for further study. Seconded by Nelson. Motion carried.
Chairman Barningham declared a 5 minute recess.

Moved by Suomala and seconded by Anderson that the reading of the Subdivision
Ordinance be dispensed with, all members having received copies. Motion carried.
Mr. Rondeau commented on the following proposed amended Subdivision Ordinance:
WHEREAS, the Zoning Committee recommends that the Bayfield County
Subdivision Ordinance be revised, and
WHEREAS a public hearing has been held pursuant to Chapter 236.45
Wisconsin Statutes,
NOW THEREFORE BE IT RESOLVED that said subdivision ordinance be,
and hereby is, revised as follows:

Pursuant to Chapter 236.45 Wisconsin Statutes, the Bayfield County Board
of Supervisors does ordain as follows:

1.0 JURISDICTION The jurisdiction of this ordinance:.includes all the land in the
unincorporated areas of Bayfield County.
2.0 GENERAL PROVISIONS No division of land for the purpose of transfer, lease,
sale or building development, except those excepted under Chapter 236 Wisconsin
Statutes, that creates one or more lots of five acres or less each shall be made
without prior approval of the Bayfield County Zoning Committee.
2.1 A subdivision created under this ordinance is defined as a division of a lot,
parcel or tract of land by the owner therof or his agent for the purpose of sale,
lease, transfer or building development where.the act of division creates five
(5) or more parcels of more, than .one and a half,(1%) acres and not more than five
(5) acres each within a five (5) year period.
2.2 Subdivisions created under Chapter 236 Wisconsin Statutes shall be subject to
- the applicable provisions of this ordinance.
2.3 Replats shall be governed by the provisions of Chapter 236 Wisconsin Statutes.
3.0 APPROVALS
3.1 Approval of land divisions for residential development will be based on consid-
eration for the health and welfare of future residents, such as proper relation
to adjoining areas, favorable topography and soil conditions, erosion and flooding
dangers, waste disposal needs and public access to navigable waters where required.
3.2 Approval of land divisions for other than residential purposes shall be based on
the suitability of..the land for the proposed use.
3.3 A subdivision as defined under Section 2.1 shall be approved by the local Town
Board, where required, and any municipality having extra -territorial plat approval
jurisdiction.
3.4 Planned unit developments shall be approved in accordance with the requirements
of the Bayfield County Zoning Ordinance.

3.5 In applying the provisions of this section the Zoning Committee shall give in
writing the particular facts upon which it bases any conclusions of unsuitability.
3.6 A certificate of approval of the Bayfield County Zoning Committee shall appear on
the face of any required map.
4.0 LOT DIVISION APPLICATION - PROCEDURE The subdivider shall make application to the
Zoning Administrator for a review of the proposed land division, and shall submit a
map or sketch if one is required. The Zoning Administrator will report his findings
to the Zoning Committee, which will approve, approve conditionally, or disapprove
the proposed division within forty (40) days from the date of receiving said report.
4.1 Any condition of approval or reasons for disapproval shall be described in writing
and shall be made a part of the file record of the application.
5.0 SURVEY AND RECORDING REQUIREMENTS
5.1 Single lot, 5 acres or less: A survey made by a registered land surveyor shall
be required.
5.2 Two, three or four lots,'5 acres or less each: A certified survey map shall be
prepared and recorded as provided for in Chapter 236 Wisconsin Statutes.
5.3 A subdivision as defined under Section 2,1: A land subdivision plat shall be
prepared in the same manner and governed by -the samerequirements as. plats under
Chapter 236 Wisconsin Statutes. Such plats shall be recorded in the office of the
Register of Deeds, who shall keep a book for that purpose;.and when so recorded,
the lots in any such plat may be described by reference to it by lot number and
by volume and page of the book.
5.31 In lieu of this requirement the Zoning Committee may permit the subdivider
to prepare and record -two -or more certified survey maps as required under
Section 5.2.
5.4 Planned unit development: The same as-required.under Section 5.3,.provided the
land within the development is subdivided..
5.5 Any requirement of Section 5.0 may -be waived by,the Zoning Committee when, in its
discretion, it determines that special circumstances in the particular case warrant
such waiver and that the purpose of this ordinance will not be defeated.
6.0 DESIGN STANDARDS
6.1 Vinimum lot size for residential purposes for lots served or not served.by public
sewer shall be 150 feet at the shoreline or other frontage, 150 feet average width,
and 30,000 square feet in area, except in any zoning district requiring a special
minimum size.
6.11 The shoreline measurement shall be the shortest horizontal distance from
the point where one side lot line intersects the shoreline to the corres-
ponding point'on the opposite side lot line.
6.12 The minimum frontage for lots on the outer edge of a curved street shall
be 75 feet.
6.13 The Zoning Committee may permit residential use where section lines, roads,
streams, ravines and similar type boundaries have created odd shaped, iso-
lated areas smaller than the minimum size lot, provided compliance with
Section 6.6, and provided further that the minimum size in any shoreland
area shall not be less than 100 feet at the shoreline, 100 feet at the
building site, and 20,000 square feet in area.

6.2 Minimum lot size for commercial and.industrial purposes shall be 100 feet frontage,
100 feet average width, and 20,000 square feet in area, provided the set -back and
side yard requirements can be met, and compliance with Section 6.6.
6.3 No lot shall be reduced below the minimum size for the zoning district in which
it is located.
6.4 Any part of a lot 30 feet or less in width shall not be used in computing the
minimum lot area or the average width.
6.5 The Zoning Committee may require larger lot sizes in cases of adverse soil and
topographical conditions, or to provide a greater degree of protection for natural
resources.
6.6 The size, shape, elevation and percent of slope of a lot shall permit the installa-
tion of a water supply system and a soil ab�-orption waste disposal system meeting
the requirements of the Bayfield County Sanitary Ordinance, unless such needs are
provided by a central or public facility.
6.7 Where more than one lot abuts on a highway, a service or frontage road may be
required to attain a minimum number of access driveways as determined by the proper
highway authority.
6.8 Construction of streets and roads shall be according to local standards.
6.9 Before the final plat or map is approved by the Zoning Committee, the subdivider
shall install all the planned improvements, or file a performance agreement with
the County Clerk; such agreement being subject to the approval of the District
Attorney.
I7.0 DEDICATION AND RESERVATION OF LAND The Zoning Committee may require that the
dedication of certain lands for roads, streets, drainageways, parks and for the
preservation of special natural resources be offered to the County or Town, sub-
ject to acceptance, and may require the subdivider to grant to the County or Town
the right to acquire lands for said purposes, which right must be exercised within
one year from the date of recordation. Where open space land is conveyed in com-
mon to each of the owners of lots in a subdivision, a homeowners association or
similar legally constituted body shall be created to maintain such land.
17.1 The provisions of Chapter 236.29 Wisconsin Statutes shall apply to all plats
recorded under the provisions of this ordinance.
18.0 FEES Prior to final approval of any lot division, the applicant shall pay a fee
as determined from a schedule approved by the County Board of Supervisors, and
kept on file in the office of the Zoning Administrator.
9.0 VARIANCES Any person seeking a variance from the terms of this ordinance may
request in writing, and shall be granted, a hearing thei�bn before the Zoning
Committee within 40 days from the date of such request.
19.1 The Zoning Committee will hold public.hearings as needed and may grant variances
f rom the terms of this ordinance as will not be contrary to State law or the
public interest.
19.2 Any variance which may be granted shall not have the effect of allowing pro-
hibited uses, and shall not be considered a precedent in any way.

10.0 APPEALS Any person aggrieved by a decision of the Zoning Administrator or the
Zoning Committee may request in writing, and shall be granted, a hearing before
the Board of Adjustment as provided for under the Bayf ield County Zoning Ordinance.
10.1 The appeal notice shall be filed with the Board of Adjustment within 30
days from the date of the order or decision from which the appeal.was made.
11.0 VIOLATION-- PENALTIES
11:1 Any violation of any provision of this ordinance which is not corrected on
the written order of the Zoning Administrator within the time specified in
the order, which shall not be less than 30 days following the date of said
order, shall be referred to the Zoning Committee. The Zoning Committee
will determine any further action, except that no litigation shall be com-
menced without County Board approval.
11.2 Any person, firm or corporation found guilty of violating any of the pro-
visions of this ordinance shall forfeit not less than $10.00 nor more than
$100.001 together with the full cost of such presecution, and each day°s
failure to comply shall constitute a separate violation.
11.3 Any imposed penalty shall be in addition to the required compliance.
12.0 ADMINISTRATION
12.1 The administration of this ordinance shall be under the direction of the County
Board of Supervisors.
12.2 The Zoning Committee, with the approval of the County Board, shall maintain
whatever staff is necessary to carry out these regulations, and may assign
specific duties as needed.
12.3 All appointments and pay rates will be approved by the County Board.
13.0 AMENDMENTS The County Board of Supervisors may make amendments to this ordinance
in the manner prescribed by lay.
14.0 FORCE AND EFFECT This ordinance shall become effective upon passage and pub-
lication.

WHEREAS, The Town of Namakagon, Bayfield County, Wisconsin, in its regular return
of taxes to the Bayfield County Treasurer for the year 19701 indicated on said records
that certain taxes for said year owing the said Town of Namakagon by Harry M. Wirth
of Piedmont Pines, California, were paid in the amount of $4,325.36, and
WHEREAS, Said tax in the amount of $4,325.36 was paid by the said Town,of
Namakagon to the Bayfield County Treasurer, and
WHEREAS, Said taxes were iri fact not paid by said Harry M. Wirth on said lands,
and
WHEREAS, Said payment by said Town of Namakagon to the Bayfield County Treasurer
has resulted in a deficit in the general fund of the Town of Namakagon in the amount
of $41325.36,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Treasurer is hereby
authorized to return said funds to the said Town of Namakagon in the amount of
$4,325.36 and that the tax records of the Bayfield County Treasurer may be amended
to indicate non-payment of the 1970 tax on the said Harry M. Wirth lands.

Services, under its general relief program, are responsible for the payment of

BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 20th
day of April 1971 to adopt the following ambulance fee schedule based on a similar
established rate under the Wisconsin Medical Assistance program which is a base rate
of $30.00 plus fifty cents per loaded mile, and
BE IT FURTHER RESOLVED that this rate will change in accordance with the Medical
Assistance rate.

WHEREAS, the majority of the_Bayf ield County employees are of the opinion that
�g they wish to subscribe to a new Wisconsin County Municipal Hospital Medical Program
and a Major Medical Program, all provided for by Blue Cross Blue Shield, the present

eVl WHEREAS, the cost of the additional benefits provided for by the new policy
would be $1.83 per month for the single subscriber and $4.06 per month for the

family policy subscriber, and
WHEREAS, only the additional cost of the single subscriber would be borne by
Bayfield County, as the County's contribution is limited to a fixed amount, being
less than the cost of the family policy, and
WHEREAS, it appears to be in the best interest of Bayfield County to provide
the employees the additional benefits, now be it therefore
RESOLVED, that an endorsement be made to the present hospitalization policy
to include the increased benefits provided for by the Wisconsin County Municipal
Hospital Medical Program and Major Medical Program.

certain of those employees, under the jurisdiction of the Personnel Committee have
been reclassified without express approval of said Personnel Committee, now be it
therefore
RESOLVED, that any reclassification of the aforesaid personnel under the
jurisdiction of the Personnel Committee be only made upon recommendation of
the department head and approval of the Personnel Committee, and be it further
RESOLVED, that no increase in salary be granted to any county employee with the
exception of the employees of the Highway Department and the Bayfield County Rest
Home without the approval of the Personnel Committee or the Bayfield County Board.

WHEREAS, the City of Bayfield purchased from Bayfield County, the SW% of SE%
of Section 11 T50N R4W, which lies adjacent to the North West boundary of the city,
specifically for a solid waste land fill dump, and
WHEREAS, this site has been approved by the State as a dump site, and
WHEREAS, the present city dump is to be abandoned, and
:.WHEREAS, the present city dump road will have to be extended for a distance
of about 1,500 f t. to the new dump site, and
WHEREAS, the new dump road cannot be built to follow the dedicated streets in
this unimproved section of.the city,,and
:. WHEREAS-, to build an all season road to the new.dump.site may.require an
encroachment on some county -.owned lots in this area.
THEREFORE, be it resolved that Bayfield County, through, action by the County
Board of Supervisors, meeting this 20th day of April, 1971, does grant to the City
of Bayfield, such easements, not -to exceed 60 feet in width, as may be necessary
to construct a road to the new city solid waste dump site.

WHEREAS, a resolution was presented to the Bayfield County Board in November,
1970 providing for increased county contribution toward the cost of the county em-
ployees hospitalization insurance program, and
WHEREAS, in November, 1970 the Bayfield County Highway Department was negotiating
with the General Driver's Local #288 for a new employee labor contract, and

WHEREAS, because of the fact that the Highway Department employees labor
contract was in a state of negotiation, and
WHEREAS, the County Board was of the opinion that approval of any additional
fringe benefits would jeopardize the settlement of the union contract, and
WHEREAS, an agreement has now been reached between the Bayfield County Highway
Department and the General Driver's Local #288, and
WHEREAS, said contract provides for an -additional county contribution of $4.00
per month toward cost of the employees hospitalization policy, be it therefore
RESOLVED, that Bayfield County pay toward the cost of the employees hospitali-
zation insurance policy an additional amount of $4.00 per month, effective for the
policy period beginning 4-1-71.
