The meeting of the Bayfield County Board of Supervisors was called.to order at
9:30 k.M. by Walter C. Barningham, .County Board Chairman.
The following members answered roll call: No. 1

Gentlemen:
Please be advised that at a regular meeting of the Town Board of the Town of
Grand View held August 26, 1971, the Town Board passed a Resolution requesting the
purchase from Bayfield County of the following -described lands in Bayfield County,
to -wit:
The Northeast Quarter of the Northeast quarter and the
Southeast Quarter of the Northeast quarter, Section 27,
Township 45 North, Range 6 West.
The object of the purchase by the Town of Grand View is to allow the Town to
use such lands for refuse disposal.
Pursuant to Resolution adopted by the Bayfield County Board on April 20, 1966,
each application for the transfer of lands shall be referred to the Executive Comm-
ittee for study; the Executive Board Committee to make a recommendation in writing
to the Board as to such sale.
Please consider this a request for transfer of the lands and please refer the
matter to the Executive Committee for the necessary study.

The enclosed State Treasurer's check represents the balance of your 1971 high-
way aids pursuant to Sections 20.395 (2)(yb) and (2)(yd) after deducting the amount
previously paid to you on April 15, 1971, in accordance with Section 20.395 (9)(za)5,
Wisconsin Statutes. This allotment is supplemental to and is to be used for the same
purpose as the county trunk highway allotment under Section 83.10(l), which you re-
ceived under check dated April 12, 1971.

Dear Sir:
In accordance with the provisions of Section 46.17(3) of the Wisconsin Statutes,
the Bayfield County jail was inspected on September 1, 1971.
- - September 27, - 1971---- - -- --
I had hoped that the remodeling recommended and agreed upon could have been
completed by this date so that complete inspection would have warranted. A --,great
deal of time and energy could have been eliminated if the designer of the plumbing
project would have waited for the official approval, which is necessary.
I was sorry to find on this date that work has been halted since my last visit.
The entire facility was as clean and orderly as the conditions would permit.
The required jail records were neat, complete and up to date. The adult records to
date shows an increase of 20% in detention over the same period for 1970.
The addition of the dishwasher will prove to be a continuing contribution to
better sanitation.
If you are going to obtain additional communication equipment it would be well
to evaluate your present office space so as to provide better security, better office
area and increased privacy. The addition of the room in the living quarters ad-
jacent to the jail would provide greatly needed office space.
I would be happy to meet with a committee to evaluate the process if they
feel that they would have something in line of suggestions to contribute.
Please convey my appreciation to Sheriff Embertson's Staff for the courtesies
and time extended to me during this visit.

inal Townsite, City of Washburn, and
WHEREAS, it is felt that the disposal of said lots would be to the best inter-
est of Bayfield County, now therefore be it
RESOLVED, that said lots 8, 9, and 10, Block 42, Original Townsite, City of
Washburn, be disposed of and the consideration and action for said lots to be left
up to the discretion of the Executive Committee of the Bayfield County Board.

R This petition of the Town of Bayfield, Bayfield;C.ounty, Wisconsin, respectfully
represents and shows to your honorable body that:
The Jammer Hill Road Bridge on the Section Line between sections 23 and 24,

f1�Township 50 North, Range 5, West on a public highway maintainable by the Town of
Bayfield, requires immediate emergency replacement in accordance with the provisions
of Section 81.38 of the Statutes.
The Town of Bayfield has provided for such portion of the cost of construction
as is required by Statute.
v The total cost of replacement is $3300.00
Wherefore, Petitioner prays and makes this petition to your honorable body for
County Aid for one-half of the cost to said Town of Bayfield in the amount of
$1650.00, all in accordance with the provision of Section 81.38 of the Wisconsin
Statutes.

The Clerk advised that only representatives of those supervisory districts
which are eligible for County Bridge Aid and who participate in the levy for
County Bridge Aid were eligible to vote on allowing the foregoing petition. The
cities of Bayfield and Washburn and the Village of Cable do not participate in
County Bridge Aids. The Village of Mason, by previous County Board action, does
participate.
A roll call vote was taken on the motion to allow the foregoing, the results
of which were as follows:

set forth in
the Bayfield County Forestry Ordinance, the Ten Year Plan, and the

it appears that an updating or reappraisal of these guide lines are

that the Bayfield County Board of Supervisors authorize and direct
the Bayfield
County Forestry Committee to make a Comprehensive Land Use Study on
all Bayfield
County Forest lands. The study to be done by Forestry personnel, and

The following Resolution was read: No. 11
WHEREAS, Bayfield County has been allocated a sum of v$47,107 under the Emer-
gency Employment Act. of 1971, and
WHEREAS, the Executive Committee of the County Board has made application
through the Department of Administration to receive said grant, and
WHEREAS, the funds allocated may be used by Bayfield County to employ persons
now unemployed and under -employed, and
WHEREAS, it now appears that additional funds are available to Bayfield County
under the Emergency Employment Act of 1971, now therefore be it
RESOLVED, that the action taken by the Executive Committee in making applic-
ation for said funds shall be approved, and be it further
RESOLVED, that said Executive Committee be authorized to make additional app-
lication for funds under the Emergency Employment Act>of 1971 or any other funds
as they become available, if they deem it to be in the best interest of Bayfield
County.

Mr. Wallace Johnson, board member, asked for some clarification of the program.
Mr. Moniza then responded with information received by him
Mr. Pajala, County Clerk, further elaborated on the information received to
date in regard to the program.

The following Resolution was.read: No. 12
WHEREAS., application has been made by the Executive Committee of the Bayfield
County Board for federal funding under the Emergency Employment Act of 1971, and
WHEREAS, it is necessary for the County to make a contribution of not less
-than 10% toward the financing of the Program, and
WHEREAS, application for financing the federal share of the Program can be
made either prior to the actual expenditures or as a reimbursement to the County
after said expenditures have been made, now therefore.be it
RESOLVED, that the method of financing said Program shall be left to the dis-
cretion of the Executive Qommittee of the County Board.

To the Bayfield County Board of Supervisors: -
WHEREAS, The Port Industries, Inc., Wayzata, Minnesota, requests the with-
drawal of the following 760 acres of land now under Bayfield County Forest Lands,
the SE SE, Section 29-50-4, SW/, Section 30-50-4, NE/4AE/2 NWY, Section 31-50-4,
Nh of Section 32-50-4, and
WHEREAS, the above descriptions to be advertised for sale at one time but will
be broken down into four stages. (see withdrawal proposal and restricted deed hereto
-Nil
attached), and
WHEREAS, the purpose for such withdrawal is for the construction and develop-
ment of a residential and recreational area which will consist of a minimum of 325

individual or condominium type dwelling units having a market value of at least
ti
$20,000 per unit. Associated recreational facilities such as a golf course, riding
stables, tennis courts, and possibly other sports activities, will be at the option
of the developer, and,
WHEREAS, a performance bond in the amount of $20,000 will be furnished by the
purchaser for 200 completed dwelling units on the first stage of development.as
listed. This bond will be forfeited upon failure to complete Stage I within ten

years or less as proposed, now therefore be it

RESOLVED, that the County Clerk be authorized and directed to apply to the
Department of Natural Resources for withdrawal of the above said lands in such
manner mentioned above.

The GRANTEE herein for himself, his heirs and assigns covenants with the
GRANTOR as follows:
Said lands are to be used for the construction and occupancy of leisure indiv-
idual homes and/or condominium units, said homes or units to have a minimum market
value of $20,000.00 A.minimum of 325 of such individual homes and/or condominium
units is to be completed and ready for occupancy within 10 years of the date of
this deed. Distribution of these units over said lands is at the option of the
GRANTEE except that the SE/4 SE/4 of Section 29 shall have no less than 50, the N/2 of
Section 32 no less than 175, the NE/ and the E�6 of the NW/ of Section 31 no less
than 50, and E/2 of the SW/ of Section 30 no less. than 50 of such individual homes
and/or condominium units constructed thereon respectively.
GRANTEE will provide the county within one year of the date of this deed a
complete development plan and plat for the aforedescribed premises. The GRANTEE
will not proceed with construction, moving of earth or clearing of land on the
afore -described premises without said development plan receiving a favorable en-
vironmental impact statement from the Secretary of the Department of Natural Re-
sources. DNR's failure to act within 120 days of the submission of the said devel-
opment plan, shall be considered an approval of said plan.
Upon failure of the GRANTEE, his heirs or assigns to comply with the terms of
this covenant, Bayfield County shall reacquire said lands at the sale price stated
September 27, 1971 -- --- --- - --- ----- - - -- - -
in this deed less the value of timber removed, at the option of the Bayfield County
Board.
WITHDRAWAL PROPOSAL
LEGAL DESCRIPTIONS: SEY4 SE/A, Section 29, T50, R4W, SW/ Section 30, T50N, R4W,
NE/, E/2 NW/4, Section 31, T50N, R4W, N/2, Section 32 T50N R4W.
Reasons for Withdrawal: Propose for land sale for the construction of residential -
recreational complex.
Restrictions or other Conditions of Use: The entire development will consist of a
minimum of 325 individual or condominium type dwelling units having a market value
of at least $20,000.00 per unit. All 325 dwelling units shall be completed within
ten years of the issuance of the first deed. Associated recreational facilities
such as a golf course, riding stables, tennis court, etc., are at the option of the
developer.
A performance bond in the amount of $20,000.00 will be furnished by the pur-
chaser for 200 completed dwelling units on the first stage of development as listed.
This bond will be forfeited upon failure to complete Stage I within ten years or
less as proposed.
WITHDRAWAL PROPOSAL
The entire 760 acres will be advertised for sale at one time but will be
broken down into four stages® Legal title will be awarded to Stage I upon accept-
ance of the bid. Title to the remaining three stages will be disposed of on a
piece -meal conveyance basis. At no time will the deed to any stage of the project
be transferred to the developer until the minimum requirements of the preceding
stage have been fulfilled.
At the time of issuance of deed to Stage I the County will grant upon request
land use permits deemed necessary on any County owned lands in the project area.
Such permits will cover easements for land surveys, roads, well, sewage treatment
facilities, water, sewer, gas, electric and telephone lines.
Stage I will include the following lands: SE SE, Section 29-50-4, NE/, Section
32-50-4, E/2 NW/, Section 32-50-4 (280 acres).
Development of Stage I will consist of a minimum of 200.individual or condomin-
ium type housing units with a minimum market value of $20,000.00 each. Within
three years of transfer of deed, 50 units will be constructed and be ready for
human habitation. At this time the deed for Stage II can be transferred.
Stage II will include the following lands: SE/4, Section 30-5.0-4 (160 acres).
Development of Stage IT will consist of a minimum of 50 individual or condom-
inium type housing units with a minimum market value of 820,000.00 each. Within
three years of transfer of the deed to Stage II a minimum of 15 units will be con-
structed and be ready for human habitation. At this time the deed for Stage III
can be transferred.
Stage III will consist of the following lands: W/2 NW/4, Section 32-50-4(80 acres).
Development of Stage III will consist of a minimum of 25 individual or condom-
inium type housing units with a minimum market value of $20,000.00 per unit. Within
three years of transfer of deed a minimum of 6 units will be constructed and ready
for human habitation. At this time the deed for Stage IV can be transferred.

Stage IV will consist of the following lands: NE/ of Section 31-50-4, E/2 NW/4 of
Section 31-50-4 (200 acres).
Development of Stage IV will consist of a minimum of 50 individual or condomin-
ium type housing units with a minimum market value of $20,000.00 per unit.
The Bayfield County Board of Supervisors hereby request the Department of Nat-
ural Resources to conduct a public hearing on the proposed withdrawal in the Bayfield
County Court House.
Mr. Mortier, of the Department of Natural Resources was called upon at this
time to comment on the proposed withdrawal request.
Moved by Howell that the board adjourn for noon lunch until 1:00 P.M., seconded
by Johnson. Motion carried.

NO. 15
Mr. David Schlaeger, representing the Department -of Local Affairs and Devel-
opment,was present and was allowed the floor. Mr. Schlaeger spoke in regard to
organizing a county housing authority. He explained that a county housing authority
would serve people in many areas of the county. Mr. Schlaeger outlined the steps
necessary in order to establish a county housing authority.
Several questions were asked by board members which were answered by Mr. Sch-
laeger. No action was taken on the subject of the housing authority.

Mr. Roland Wildes, Supervisor -'of Assessments, Bureau of Property Taxation,
Rice Lake, was present. Mr. Wildes reported on the recommended real estate valu-
ations for the respective towns, villages and cities in the County for the year 1971.

Gentlemen:
We, the undersigned Committee on Equalization of Bayfield County, after a
careful examination of all evidence and data placed before us by the Supervisor of
Assessments of said County, and all other data at our disposal, do hereby agree
that the following valuations set out after each taxation district are the full and
correct valuations of the real and personal property of said county for the year
1971 and recommend that the county assessment of district values be made on said
basis.

WHEREAS, Bayfield County contains within its borders a tax exempt Indian Res-
ervati'on, namely, the Red Cliff Reservation, and
WHEREAS, The County has incurred extra expense in law enforcement, arising by
reason of Federal legislation removing Governmental controls over Indians and said
Bayfield County appears to be eligible for assistance as provided under the provis-
ions of Section 20.455 (2) (b) of the Wisconsin Statutes, now therefore be it
RESOLVED, By the County Board of Supervisors of Bayfield County, duly assem-
bled, this 27th day of September, 1971, that application be made to the State of
Wisconsin, for assistance under the provisions of Section 20.455 (2) (b) of the
Wisconsin Statutes, for law enforcement for the fiscal year ending June 30th, 1971,
and be it further
RESOLVED, That this resolution shall continue in force from year to year and
that the proper officers of Bayfield County shall make claim annually for such
financial assistance in policing said Reservation and for expenses directly connect-
ed therewith, such claim to be made as soon after the 30th day of June of each year
following as may be practicable, and be it further
RESOLVED, That a copy of this resolution be certified by the County Clerk to
the Attorney General of Wisconsin, with a request for certification of such applic-
ation, as is required under the provisions of Section 20.455 (2) (b) of the Wis-
consin Statutes.

able said Telemark Land Co., Inc. to expand their recreational program;
NOW THEREFORE 13E IT RESOLVED, that the Bayfield County Board in session this
27th day of September, 1971 take whatever steps may be needed to withdraw said
above described lands and offer them for sale through'the usual procedures.

To the Bayfield County Board of Supervisors:
Your Forestry Committee recommends that the Bayfield County Board and the
Bayfield County Executive Committee be strongly advised that all proposals, con-
ditions and requirements agreed upon, as stated in Withdrawal resolutions, be firmly
adhered to.
a Since the awarding of the bids on the Withdrawal Proposal for Port Industries,
Inc., -is to be done on a piecemeal basis, the usual procedures regarding sale of
County owned land will require some changes. The time•between advertising for bids
and opening of bids could be extended to allow all prospective purchasers the oppor-
tunity to investigate the proposal and do preliminary planning, therefore, it is
further recommended that the sale of lands and its special requirements be done on
a broad basis. One possibility would be through the Wall Street Journal.
It is further recommended that all, or a portion, of the net proceeds of any
,t withdrawn County Forest Lands be entered into a special non -lapsing fund. This
fund is to be used for the acquisition of lands inside the present boundaries of
County Forest Lands as they become available.
It is understood that the County Board retains the right to rescind its action
on a withdrawal resolution up to the time of final action by the Department of Nat-
ural Resources.

RESOLUTION AUTHORIZING THE BOARD OF DIRECTORS OF THE NORTH CENTRAL GUIDANCE
CLINIC TO PREPARE A STAFFING GRANT APPLICATION FOR A COMPREHENSIVE MENTAL
HEALTH CENTER UNDER PUBLIC LAW 89-105, SECTION 220 (b) (2)
This RESOLUTION, made this 27th day of September, 1971, by the County of Bay -
field, a Wisconsin municipal corporation, created and existing under the laws of the
State of Wisconsin, WITNESSETH:
WHEREAS, the county above -named has, by previous Resolutions duly adopted; in
agreement with Ashland County, Iron County, Price County and Sawyer County, estab-
lished a program of mental health services known as the North Central Guidance Clinic
for the purposes enumerated in Section 51.36, Wisconsin Statutes; and,
WHEREAS, a study of the mental heailth needs of the above -named Counties by the
Board of Directors of the North Central Guidance Clinic indicates the need for ex-

pansion of the program to include inpatient psychiatric care, partial hospitaliz-
ation care,<and emergency services; and,
WHERE.A,S,. there are Federal funds available under Public Law 89-105, Section 220
(b) (2) as well as certain State of Wisconsin funds for the staffing of a Community
Mental Health Center.; now therefore be it
RESOLVED, that the County Board of Supervisors of Bayfield County does hereby
authorize the Board of Directors of the North Central Guidance Clinic to prepare
and present all necessary applications and forms required for Federal funds under
the appropriate publiclaw for -the staffing of a Comprehensive Mental Health Center.

The following Petition was read: No. 23
To the Bayfield County Board:
We, the undersigned citizens, taxpayers and electors of the County of Bayfield
in the State of Wisconsin respectfully request that the Bayfield County Board levy
taxes for the year 1972 in an amount not to exceed $650,000.00.
We make the foregoing request for the reason that the taxpayers of Bayfield
County are carrying the heaviest tax burden, has been the result of a startling in-
crease in the past three years of approximately one million dollars in the County
budget and an increase in the County tax levy of $188,585.00 in the same period.
We make such request as we are concerned about the consequences if the tax burden is
not lightened and if the.County Board does not pursue a course of fiscal responsib-
ility by immediately reversing the upward spiral by reducing the 1972 budget so
that the tax levy is cut by at least $6100,000.00.
Moved by Kyle and seconded by Nelson to receive the foregoing petition & place
on file. Motion carried.

The Chairman declared that nominations were in order to fill the vacancy
member,
created by the resignation of J. H. Homan, Rest Home Board of Trustees.
Mr. Rude nominated Ralph Jonas of the City of Washburn.
The Chair called three times for additional nominations; there were none.
Moved by Celinsky and seconded by Nelson that nominations be closed and that the
Clerk cast a unanimous ballot for Ralph Jonas as Trustee .to fill the unexpired
term of J. H. Homan, said term expiring on December 31, 1971.
The Clerk cast the unanimous ballot as directed and the Chair declared Ralph
Jonas elected.
The following Resolution was read: No. 25
WHEREAS, the Department of Natural Resources is in need of a building to store
their boats and equipment from October 1_5 to -Lpril 15, and
WHEREAS, the Department of Natural Resources will pay a $100.00 rental fee for
the new 4-H Dairy Barn at the Fairgrounds, Iron River, Wisconsin, and
WHEREAS, the Department has also agreed to removing the snow from the roof
during the winter months, and
WHEREAS, the Department of Natural Resources has:, all their equipment to be
stored insured, now therefore be it
RESOLVED, that the Bayfield County Fair Committee be authorized to rent the
4-H Dairy Barn to the Department of Natural Resources for a fee of $$100.00 providing
that arrangements are made with the Insurance companies that provide the County
Fairgrounds Liability and Property Insurance policies so that the coverage is still
in force.

WHEREAS, the supply of Bayfield County Plat Books is running low, and
WHEREAS, it is deemed advisable that a new supply be printed, now therefore
RESOLVED, that,the Executive Committee of the Bayfield County Board be auth-
orized to contract for the printing of a new supply of County Plat Books, and be
it further
RESOLVED, that there be placed into the 1972 budget a sum sufficient to fin-
ance the cost of printing the new Plat Books.

Moved by Johnson that the price of the new plat book be established at a
figure high enough to absorb the cost of those plat books given free to Town and
County officials, seconded by Suomala. Motion carried.
The following Resolution was read: No. 27
WHEREAS, Bayfield County has installed in the office of the County Sheriff
Teletype equipment which has been partially funded by Federal appropriations, and
WHEREAS, the Federal appropriation is limited to a pre -determined amount to
be used for paying for the rental of the equipment on a monthly basis, and
WHEREAS, the appropriation previously granted for this purpose has now been
used up, and
WHEREAS, an additional appropriation may be available to the County for the
installation of an improved type of a Teletype for which the County would contribute
25%, and
WHEREAS, the improved type of a Teletype equipment will speed up the trans-
lation of messages to a great extent, now therefore be it
RESOLVED, that the Sheriff's Commission of Bayfield County be authorized and
directed to make application for Federal funding to allow for the installation of
the new equipment®

WHEREAS, the Bayfield County Sheriff's Department has found it necessary to
call on the Douglas County Emergency Rescue Team to assist in the location of drown-
ing victims, and
WHEREAS,.the availability of the Douglas County Emergency Rescue Team has saved
the County money in funds that would have otherwise been spent in searching by other
methods, and
WHEREAS, the said Douglas County Emergency Rescue Team is a voluntary group
and they have not received any reimbursement for their assistance in Bayfield County,
be it therefore
RESOLVED, that Bayfield County make a donation of $100.00 -to the Douglas County
Rescue Team boat fund in appreciation for the assistance given to Bayfield County,
be it further
RESOLVED, that said donation be charged to the Bayfield County Sheriff's budget.

WHEREAS, Tuberculosis is spread through close contact between people having
the disease and others, and
WHEREAS, many of the full time County employees are in close contact with the
general public, and
WHEREAS, there is available at very moderate expense, skin testing and chest
X-ray programs to detect the disease, be.it therefore
RESOLVED, that all full time County employees be required to show freedom from
Tuberculosis by either a skin test or a chest X-ray, be it further
RESOLVED, that the Health Committee of the County Board shall determine how
often the test shall be taken as well -as determine which employees shall be subject
to the provisions of this resolution.
