ANNUAL, MEETING OF THE BAYFIELD COUNTY
BOARD OF SUPERVISORS
The meeting was called to order at 9:30 A.M. by Walter C. Barningham, County
Board Chairman.
The following members answered Roll Call: No. 1

Moved by Rondeau and seconded by Erickson that the reading of the minutes of the
previous meeting be dispensed with.

County Bridge Aid
Section 81.38

Gentlemen:
This petition of the Town of Hughes, Bayfield County, Wisconsin respectfully re-
presents and shows to your honorable body that:
The County Line Road over Rocky Run Creek, on the line between Douglas County
and Section 6, Township 47 North, Range 9 West on a public highway maintainable by
the Town of Hughes, required immediate emergency replacement in accordance with Sec-
tion 81.38 of the Statutes.
The Town of Hughes has provided for such portion of the cost of construction as
is required by Statute.
The total cost of replacement is $2,460.36.
Wherefore, Petitioner prays and makes this petition to your honorable body for
County Aid for one-half of the cost to said Town of Hughes in the amount of $1,230.18,
all in accordance with provision of Section 81.38 of the Wisconsin Statutes.

The following Resolution was read: No. 3
COUNTY AID BRIDGE CONSTRUCTION UNDER SECTION 81.38 OF THE STATUTES
COUNTY OF BAYFIELD
WHEREAS the various towns hereinafter named have filed petitions for county aid
in the construction of bridges under Section 81.38 of the Statutes, said petitions
are hereby granted, and the county's share is appropriated as follows:

The Clerk advised that only representative of those supervisory districts which are
eligible for County Bridge Aid and who participate in the levy for County Bridge Aid
were eligible to vote on the foregoing. The cities of Bayfield and Washburn and the
Village of Cable do not participate in County Bridge Aids. The Village of Mason, by
previous County Board action does participate..

BE IT RESOLVED by the Bayfield County Board of Supervisors assembled in annual
session this 9th day of November, 1971, that the County Board Chairman, County High-
way Committee and County Highway Commissioner, are hereby authorized to attend State
Road Schools, conventions and/or other road meeting, and that their per diem and ex-
pense be paid from the County Highway Administration Fund.

The following Resolution was read: No. 5
PROVIDING FOR THE ADVANCE OR TRANSFER OF
.." CONSTRUCTIONI FUNDS. `IN..BAYFIELD COUNTY
WHEREAS, Section 84.03(5), Wisconsin Statutes, provides that the State Highway
Commission and County Board, or a County Highway Committee when authorized by the
County Board, may agree upon the advance of one or more future years' allotments
for such county under Section 84.03(3), to be expended on selected improvements- on
state trunk highways or connecting streets within such county to the extent so a-
greed, and
WHEREAS occasions frequently arise when it is necessary or desirable to provide
for the advance, allocation, or transfer of construction funds -to or between pre-
viously authorized or additional needed construction improvements on state trunk
highways or connecting streets in this county.
THEREFORE, in order to provide for promptly making available the funds necess-
ary for such improvements and to avoid the delay and expense incident to calling a
special meeting of this board for such purpose,
BE IT RESOLVED that the State Highway Commission be and is hereby petitioned
to advance pursuant to Section 84.03(5), Wisconsin Statutes, upon the filing of a
request therefor by the County Highway Committee of this county, which said Committee
is hereby authorized to file, such sums as may be required and are not otherwise
available for any such previously authorized or additional needed construction im-
provements in this county, with the understanding that the amounts thus advanced will
be deducted from future state allotments for state trunk highway construction in this
county under Section 84.03(3) of the Statutes, and
BE IT FURTHER RESOLVED that the State Highway Commission be and is hereby pet-
itioned, upon the filing of a request therefor by the County Highway Committee of
this county, which said Committee is hereby authorized to file, to transfer to or
between any such previously authorized or additional needed construction improvements
in this county, any funds allotted by the State under the provisions of Section
84.03(3), Wisconsin Statutes, and previously allocated to any other improvement or
remaining unallocated in reserve.

The following Resolution was read: No. 6
WHEREAS, for the construction and maintenance of highways, including the removal
and control of snow .and ice, it becomes necessary from time to time to purchase equip-
ment, the nature of and necessity for which cannot be accurately acticipated.
THEREFORE BE IT RESOLVED that the County Highway Committee is hereby authorized,
pursuant to Section 83.015(2) of the Statutes, to purchase without further authority,
and to the extent that revolving funds accumulated for such purpose or appropriations
made for such purpose are available, such highway equipment as they deem necessary
to properly carry on the work, and to trade or sell such old equipment as may be con-
sidered to be for the best interests of the county;

COUNTY AID CONSTRUCTION & MAINTENANCE
DURING THE CALENDAR YEAR 1972
Notice:
Section VII on page 4 of this resolution authorizes the County. Highway Commiss-
ioner, subject to supervision and control by the County Highway Committee, to employ,
discharge, suspend, or reinstate county highway personnel. This change in form was
made in 1945 in view of Attorney General's opinions dated March 6 and March 24, 1945.
If this form conflicts with any existing general rules or civil service plan, or if
the County Board wishes to limit the authority which would be conferred by this pro-
vision, the attached form should be appropriately altered in consultation with the
District Attorney.
Attention is directed to the fact that any action taken by the County Highway
Committee in exercising its powers must, to be effective, be recorded in the minutes
of the County Highway Committee's meeting.
COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1972
SECTION I. The County Board of Supervisors of Bayfield County, Wisconsin, re-
gularly assembled, does hereby ordain that such funds as may be made available to the
county for highway work in the year 1972 under the provisions of Section 20.395 and
Chapter 83 of the Statutes, and the additional sums herein appropriated, shall.be ex-
pended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the.Division of Highways
has notified the County Clerk that a sum of maney estimated to be Three hundred thir-
teen thousand nine hundred dollars ($313,900.00) will become available at the end of
the fiscal year under the provisions of Sections 83.10 and 20.395 (2) (yb) and (2) (yd)
of the Statutes, for the county trunk highway system in the county, but the actual

amount will not be known until the close of the fiscal year ending next June 30.
BE IT RESOLVED that the County Highway Committee is authorized and directed to
expend the said sum to the extent required to
match and supplement Federal Aid for construction, right-of-way and other costs on
any Federal projects located on the county trunk highway system of said county, which
are not recovered from Federal Funds and to expend any balance for construction, re-
pairing and maintaining such county trunk highway system and the bridges thereon,
and for other authorized purposes as required including maintenance of buildings,
snow and ice removal and control, and to reimburse the general fund for any expendi-
tures that may be made therefrom, pursuant to Section.83.01 (6) of the Statutes.
COUNTY ROAD AND BRIDGE FUND
SECTION III WHEREAS it appears that certain additional highway improvements in
the County are necessary and warranted,
BE IT RESOLVED, that the County Board does hereby appropriate the sum of One
hundred thousand dollars ($100,000.00) for the purposes set forth under Section 83.065
of the Wisconsin Statutes.
SECTION IV WHEREAS appropriations are made herein, in addition to the amounts
to be received from the state and available for work in the county under Section
20.395 of the Statutes,
BE IT RESOLVED that the County Board does hereby levy a tax on all of the prop-
erty in the county to meet such appropriations as follows:
For the various purposes as set forth in Section III hereof the sum of One hun-
dred thousand dollars ($100,000.00)
SECTION V WHEREAS the various highway activities for which provision is made in -
this resolution are continuous from year to year, and the exact cost of any work can-
not be known at the time of making the appropriation therefor
BE IT RESOLVED that this Board does hereby direct that any balance remaining in
any appropriation for a specific highway improvement after the same shall have been
completed may be used by the County Highway Committee to make up any deficit that
may occur in any other improvement, which is part of the same item in the county bud-
get, for which provision is herein made, and any balances remaining at the end of the
year:_in.any highway fund shall remain and be available for the same purpose in the
ensuing year.
SECTION VI WHEREAS the exact amount of the funds that will become available
from the state for highway purposes in the county under Section 20.395 of the Statutes
will not be known until on or after next June 30.
RESOLVED that the County Treasurer is hereby authorized and directed to make
payments for the purposes for which such funds are to be used, as hereinbefore auth-
orized, from any funds in the county treasury that are not required for the purposes
for which appropriated prior to next August 1, and to reimburse such funds in the
county treasury from the sums received under Section 20.395 of the Statutes.
SECTION VII WHEREAS the County Highway Committee and the County Highway Comm-
issioner are charged with the duty and responsibility of carrying out the construct-
ion and maintenance of highways for which provision is made, and other related sup-
ervisory and administrative duties,

.BE.IT RESOLVED that the County Highway Commissioner shall have authority to em-
ploy, discharge, suspend or reinstate such personnel as he deems necessary for such
purposes, provided however that the County Highway Committee may by action recorded
in its minutes determine the number of persons to be hired and may also at any time
by action so recorded order the County Highway Commissioner to employ, discharge,
suspend or reinstate any such person. The term "Personnel" or "person" shall include
all patrolmen, laborers,.foremen, clerks, stenographers or other employees necessary
to carry on such activities.

The following resolution was read: No. 8
WHEREAS, the complexity and fiscal burdens of County government are increasing
from year to year, and
WHEREAS, it is deemed advisable to consider certain changes in the operation
and administration of the affairs of Bayfield County, and
WHEREAS, there is statutory authority for the employment of an administrator or
executive officer for the purpose of coordinating -and directing County affairs,
NOW THEREFORE BE IT RESOLVED, that the Personnel Committee of the Bayfield
County Board of Supervisors be and it is hereby authorized and directed to make
a study of the desireability and the advantages that may accrue to Bayfield County
in the employment of such administrator or such executive officer and to make a re-
port of its findings thereon at the April, 1972 meeting of this Board.

RESOLUTION DESIGNATING PUBLIC DEPOSITORY AND AUTHORIZING WITHDRAWAL
OF COUNTY, CITY, VILLA -GE, TOWN OR SCHOOL DISTRICT MONEYS
Resolved, that the following banking institutions: All banks in Bayfield County,
Wisconsin qualified as public depositories unde.r Chapter 34 of the Wisconsin Statutes,
shall be and are hereby designated, until further action, as public depositories for
all public moneys coming into the hands of the .treasurer of the County of Bayfield,
State -of Wisconsin.
Resolved further that withdrawal or disbursement from any one of the above named

depositories shall be only by order check, as provided in Section 66.042 of the Wis-
consin Statutes; that in accordance therewith all order checks shall be signed by

The following claim for injuries was read: No. 11
NOTICE OF CLAIM FOR INJURY FROM DEFECTIVE HIGHWAY

Gentlemen:
You are hereby notified that on the 5th day of June, 1971, at about the hour of
6:20 A.M. I suffered injury and damage to my person and automobile by reason of the
insufficiency and want of repair'of a public highway located within the City of Wash-
burn, County of Bayfield, which highway is known as Bayfield County Trunk Highway
"C". Such injury and damage occurred on such public highway as I was traveling south
at a point approximately 600 feet north of loth Avenue West. The insufficiency and
want of repair which occasioned such injury and damage was a series of deep holes in
the traveled path of said highway.
November 9, 1971 _
The damages occasioned to my automobile are in the sum of Forty-two and no/100
Dollars;($42.00) and the damages to my person consisted of bumps, bruises, and lacer-
ations which resulted in medical care, X-Rays and medication totaling One Hundred
Fifty and no/100 Dollars ($150.00).
And the County of Bayfield, and its County Supervisors and officers, and the
City of Washburn, and its Mayor, aldermen and officers are hereby notified that I.
claim satisfaction for said injury and damages from the County of Bayfield and the
City of Washburn or whichever of the two municipalities was responsible for the
maintenance of said public roadway.

CLAIM FOR INJURY
Claim is made to the County of Bayfield and the City of Washburn, incorporated
bodies in the State of Wisconsin, both located in the County of Bayfield, City of
Washburn, that William F. Wondrachek, residing at 5755 North Sievers Place, City
and County of Milwaukee, Wisconsin, did sustain personal injuries and property dam-
ages as follows:
That on or about the 5th day of June, 1971, at approximately 6:20 A.M., the
claimant was driving his 1960 4-door Oldsmobile automobile, I.D. #609MI2670, in a.
southerly direction on County Trunk Highway "C" within the City of Washburn, County
of Bayfield, Wisconsin, at a point approximately 600 feet north of loth Avenue West.
That while the claimant was driving upon said highway said automobile was occasioned
to hit a series of potholes in said roadway which were located in the travel portion
of said highway and whichc:caused him to lose control of his car thereby causing said
vehicle to leave the traveled portion of the roadway and strike a tree. That the
said defect in the highway was entirely due to the negligence of the County of Bay -
field and/or the City of Washburn in that whichever municipality was responsibile to
maintain said public highway failed to'do so.
That as the sole and proximate result of the afore -described negligence the
claimant suffered personal injuries which necessitated medical care and attention
and which caused him pain, suffering and discomfort. That he did sustain medical
bills in the sum of One Hundred Fifty and no/100 ($150.00) for treatment by a phys-
ician, X-Rays, and medication. That furthermore, the claimant did sustain a total
loss to his motor vehicle in the sum of Forty-two and no/100 Dollars ($42.00).
That satisfaction of the aforestated injuries and damages is claimed of the
County of Bayfield and the City of Washburn in the sum of One Ninety-two and no/100
Dollars ($192.00).

and acting District Attorney in and for Bayfield County, Wisconsin; that he was such
officer during the years 1969 and 1970; that during the year 1970, no collections
were made by said office as and for fines, forfeitures and other matters relating to
criminal or County matters and that all such payments were made direct to the County
Court of said Bayfield County, Wisconsin; that there was collected from the period
September 1, 1970 through July 31, 1971, on old age assistance liens the sum of
$2,609.63, representing Bayfield County's share of said collections, all as more
fully set forth in the records of the Department of Public Welfare in and for said
Bayfield County, Wisconsin.

-Your Forestry Committee recommends that the easement request from the Bayfield
Electric Cooperative, Inc., be granted.
Said easement request is for a right-of-way forty (40) feet in width,across
Bayfield County Forest Lands in the Northeast quarter of the Southwest quarter (NE/4
SW/4) of Section Nine (9), Township Forty --seven (47) North, of Range Eight (8) West.
The center line has been surveyed and marked. Said easement to be in accordance with
Schedule "A" attached hereto.
It is further understood that the Bayfield Electric Cooperative, Inc., agrees
to pay for the stumpage cut on said right-of-way.

1. -The rights grantee of such easement shall apply only to the partic-
ular parcel of land granted in the easement and such grantee shall have no right of
any nature whatsoever to enter upon adjoining County lands or lands outside of the
right-of-way for any purpose whatsloever.
2. The easement grantee shall pay for all trees and timber standing on said
right-of-way at the time the easement is granted at the regular going.rates for
stumpage charged by Bayfield County, said stumpage to be estimated by the Bayfield
County Forestry Department.

3. The easement grantee shall refrain from spraying rights -of -way for the des-
truction of trees, shrubs and other plants without thereafter cutting and properly
disposing of the dead trees and shrubs on said rights -of -way resulting from said
spraying for the purpose of avoiding unsightly conditions, detracting from scenic
beauty and possibilities of fire hazards.
4. Said easement grantee shall have the right to cut and trim branches of trees
overhanging the right-of-way, but shall have no right to go'outside of the right-of-
way to cut trees, pile brush and debris or to bulldoze and construct access roads,
except upon written consent of the Forest Administrator. '
5. The easement grantee shall take all necessary precautions to prevent the
obliteration of landmarks relating to corners and monuments including all corners,
bearing trees, bench -marks and other Government and private survey references. The
easement grantee shall be notified -of the penalties for unlawful obliteration of
corners and landmarks as set forth in Section 59.635 of the Wisconsin Statutes.
6. That such easement grantee shall, . in the clearing of right's -of -way and con-
struction thereof, comply with all of the laws of the State and County concerning
the cutting of forest products and disposition'of slash and shall be more specific-
ally prohibited from windrowing slash in, along or upon said rights -of -way and ad-
joining lands.

BE IT RESOLVED BY THE COUNTY BOARD OF THE COUNTY OF BAYFIELD, WISCONS.IN:
That the County Board of the County of Bayfield, Wisconsin, hereby determines,
finds and declares, in pursuance of the "Housing Authorities Law" of the State of
Wisconsin, that:
1. Insanitary and unsafe inhabited dwelling accommodations exist in the County
of Bayfield, Wisconsin; and
2. There is a shortage of safe and sanitary dwelling accommodations in the
County of Bayfield, Wisconsin, available to persons of low income at rentals they
can afford; and
3. There is need for a Housing Authority to function in the County of Bayf 7bld,
Wisconsin; and
4. The Board Chairman of the County of Bayfield, Wisconsin, be promptly noti-
fied by the County Clerk of the adoption of this resolution, by furnishing him with
a certified copy thereof; and
5. The Board Chairman be and he hereby is directed to file in the office of
the County Clerk of the County of Bayfield, Wisconsin, the necessary certificate --
evidencing the appointment of the Commissioners and designation of the first Chair-

To the Bayfield County Board:
We the undersigned citizens, taxpayers and electors of the County of Bayfield in
the State of Wisconsin respectfully request that the Bayfield County Board levy taxes
for the year 1972 in an amount not to exceed $b650,000.00.
We make the foregoing request for the reason that the taxpayers of Bayfield County
are carrying the heaviest tax burden (which) has been the result of a startling in-
crease in the past three years of approximately one million dollars in the County bud-
get and an increase in the County tax levy of $188,585.00 in the same period. We
make such request as we are concerned about the consequences,if the tax burden is not
lightened and if the County'Board does not pursue a course of fiscal responsibility
by immediately reversing the upward spiral by reducing the 1972 budget so that the
tax levy is cut by at least $100,000.00.

placed on file, showing only the number of petitions and the number of signatures.

WHEREAS, The four sponsoring municipalities of the Union Airport at Cable,. Bay -
field County, Wisconsin, namely: the Village and the Township of Cable, the Township
of Drummond and the Township of Namakagon, have been instructed by the State Depart-
ment of Transportation, Division of Aeronautics, to join them in an estimated $6000.00
project to relay and reinstall runway lights on the 3700' N - S runway, and
WHEREAS, Operating expenses to maintain year around service day and night in-
cluding snow removal, electricity to operate the runway lights and rotating beacon,
mowing of grass along the runways, liability insurance, are borne entirely by these
municipalities, and
WHEREAS, The present lighting system has developed unpredictable outages which
are a hazard to night landings, and
WHEREAS, The Federal Aeronautics Administration requires that this Airport be
kept in satisfactory and safe condition, as they prescribe, at all times, now there-
fore be it
RESOLVED, That we, the undersigned, representing these four municipalities, do
hereby petition the County Board of Supervisors of Bayfield County in session this
9th day of November, 1971, for the consideration of a $5000.00 grant to assist these
municipalities to meet the cost of this required runway lighting project and the cost
of maintaining this great Airport which is such an asset to the great development of
Southern Bayfield County.

convene,as a Committee of the whole for the Budget Hearing® Motion carried.
There were ten visitors present. Mr. Charles Polich commented saying that this
was the highest budget ever proposed. He felt that the, budget had. not been cut as
had been requested as the decreased levy was, due to surplus cash which had been ap-
plied toward the levy. He further stated that the contingency fund proposed was too
high at $75,000.00
Mr. -Schindler was allowed the,floor.and he.asked questions relative to the High-
way Committee report. Mr. Schindler felt there was no need for an additional
$100,000.00 tax levy in view of the November lst balance of $254,000.00.
Mr. Dale Brevak, Highway Commissioner, responded with figures on the cost of
operation of the Highway Department. Mr. Schindler questioned the difference in the
amounts paid to the Highway Committee members, as shown in the report.
Mr. E. W. Peake commented on some changes he felt were needed.in the District
Attorney's office. He compared Bayfield County to Ashland.County in amounts spent
in the District Attorney's office.
Mr. Mammoser replied to the accusation made by Mr. Schindler in reference to the
amounts paid to him for serving on the Highway Committee® Mr..Mammoser stated that
the expenditures represented per diem and expenses for attending committee meetings
and he felt that it was his duty to attend every one of the scheduled meetings, if
possible, which he had attempted to do. He further stated that an itemized statement
of all of his per diem and expenses was on file in the County Clerk's office.
Mr. Harold Schultz commented on several companies who are requesting that their
lands be placed under private Forest Crop.
Moved by Celinsky and seconded by A. Hanson that the Budget Hearing be closed
and to reconvene as a County Board. Motion carried.
Petition No. 21 was again brought before the Board.
Moved by Rude and seconded by Johnson to receive the foregoing Petition and
place it on file. Motion carried.

Moved by Mammoser and seconded by Kyle that the County Board appropriate the
sum of $5,000.00 to the Cable Airport, said sum to be taken from the Contingency fund.
Mr. Olson commented on the motion; it was his opinion that the County Board
should not grant this request.
Mr, Harold Schulte of Cable was allowed the floor and spoke in behalf of the re-
quest.
Mr. Suomala.also commented on the request of the Cable Airport. Mr. Suomala felt
that he could not vote in support of the request.

WHEREAS, the Bayfield County Board on November 12, 1970 adopted Resolution No. 75,
said resolution being recorded on page 373 County Board Journal 13, and
WHEREAS, said resolution made provisions for the County to make a contribution
to the Bayfield County Recreation Association an amount not to exceed $8,000.00 on
a matching basis, and
WHEREAS, there now remains $4,977.05 in said fund, and
WHEREAS., the said Bayfield County Recreation Association and the several affil-
iated Recreations Associations have spent over $20,000.0.0 to promote the Recreation
Association, and
WHEREAS, the funds of the Bayfield County Recreation Association are depleted
to the extent that said Association cannot provide the funds to match the funds re-
maining of the County appropriation,
NOW THEREFORE BE IT RESOLVED, that the Conservation Committee of the County
Board be authorized to spend an additional $3,500.00 in 1971, for advertising the
County Recreation Industry.

a double or incorrect description and for other reasons set forth in said Treasurer's
report, and
WHEREA,�,From said examination it has been determined that said report is correct
and that said certificates described in said report are illegal and void and that the
taxes upon which said certificates are based are not justly reassessable.

County Supervisory Districts within each County following each Federal decennial
census, as provided by Section 59.03 of the Wisconsin Statutes, and

within the State must comply with the requirements of said Statute prior to January
1, 1972, and

lic hearing be held and that final action be taken by the Board on said matter follow-

WHEREAS, due to the high use of the County Parks, maintenance of said parks is
becoming more costly annually, and
WHEREAS, maintenance of the parks could be more economically done by local mun-
icipal work crews of the municipalities in which the parks are located,
NOW BE IT THEREFORE RESOLVED, that the Conservation Committee of the Bayfield
County Board be and is hereby authorized and directed to negotiate with the various
municipal boards to arrange for the local municipalities to operate said County Parks,
and
BE IT FURTHER RESOLVED, that said Conservation Committee is authorized to enter
into an agreement with said local municipal boards to operate and maintain the various
County Parks now operated and maintained by County personnel.

WHEREAS., a resolution was adopted by the Bayfield County Board on November 14,
1967 providing for anon -lapsing construction fund for the construction of a jail or
remodeling of the present structure and for acquiring or construction of a building
for forestry purposes, and
WHEREAS, at the time of adoption of the resolution it was the intent of the
County to construct a new jail which would also include office space for other county_
departments, and
WHEREAS, since adoption of the resolution plans for construction of a new jail
have been abandoned and certain remodeling and repair of said jail has been done,
and
WHEREAS, additional space has also been provided in the lower level of the
County Administration Building for the Social Services Department, and
WHEREAS, a portion of the funds segregated in the aforementioned construction
fund have been used for said remodeling and repair,
NOW THEREFORE BE IT RESOLVED, that the use of funds which have been set aside
in the said construction fund for major repairs to the Court House and jail as well
as the expenditures in connection with finishing the lower level of the Administration
Building are approved, and

of the State of Wisconsin Department of Local Affairs and Development has, on March
1, 1971, with the approval of the Governor -promulgated General Change Order No. 4,
to the state plan entitled."State of Wisconsin Emergency Operations Plan"; and
WHEREAS, the State of Wisconsin Emergency Operations Plan, as amended by Gen-
eral Change Order No. 4, contains and describes certain responsibilities of the
county and municipal subdivisions of the state; and
WHEREAS, the State of Wisconsin Emergency Operations Plan, as amended by Gen-
eral Change Order No. 4, has been reviewed by the County of Bayfield and is deemed
appropriate for this locality.

zation and medical insurance plans in an amount not to exceed $18.00 per month, and

by a separate labor agreement, and
WHEREAS, said labor agreement covering the Highway employees provides for a
County contribution of $22.00 per month effective February 1, 1971 and a maximum of
$25.00 per month effective January 1, 1972.
NOW THEREFORE BE IT RESOLVED, that the County contribution toward the payment
of hospitalization and medical premiums for all eligible employees shall be the
full cost of single coverage and up.to $25.00 per month per employee for family
coverage, effective January 1, 1972.

TO THE HONORABLE COUNTY BOARD OF SUPERVISORS
Gentlemen:
We, the undersigned members of the Exe-cutive Committee, hereby submit our budget
report and recommendations for 1972.
VALUATION
The Supervisor of Assessments recommends a true valuation of $88,780,200.00.
This figure was accepted by the County Board at the Equalization Meeting. The legal
levy limit exclusive of debt items for county general purposes is 1%. The proposed
levy is $200,889.67 below the legal limit and $42,524.04 below last years levy.
HEALTH AND SOCIA1 SERVICES
The Health and Social Services Department budget is down �23,500.00. However,
due to the increased equalized value the county will be charged with approximately
5% more of the Department budget or approximately $499000.00 additional cost to the
county over last year.
The Rest Home is consistently being operated at full capacity and as efficiently
as possible. The committee is recommending that the trustees consider dropping the
Title 18 Program. A11 information available indicates that the withdrawal from this
program would not create any hardship to Bayfield County residents, but would and
could save some cost in operation of the Rest Home.

The North Central Guidance Clinic Budget is up about $3,000.00 over last year.
All five counties are continuing their support of this worthwhile and needed service

to our area.
HIGHWAYS AND BRIDGES
Due to increased costs, the Highway Budget continues to need the support of
county funds. Aside from the bridge aids of $2,865.81 there is_$35,000.00 proposed
for Highway Maintenance and $65,000.00 for road construction, which overall is
$35,392.00 less than last years budget.
FINANCE
The interest and principal .payments on the hospital bonds are offset on the
revenue side by the same amount. The committee was informed that again this year all
obligations and, agreements with the Hospital Assn. have been met without any costs
to the county.
There are several new items in the budget. One being the Emergency Employment
Ac,t account. You will note under expenditures, there is an amount of 4140,150.00
which is the total cost of the program. However, the approximate total cost to.the
county is Qv5,000.00. In the revenue section you will note the federal aid for this
program is $117,367.00 and funds received from local municipalities participating
will be $17,783.00.
The other new item is the Zoning Board of Adjustments, with a budget of $1,500.00.
There is a noted increase in the outlay items. The increase in the Sheriff's
Department is for a new radio system. The total cost is $26,052.00, but 819,539.00
on the revenue -side which are sharing funds, leaves a net cost of $6,513.00 to the
county.
The other large outlay item is a proposed amount of $15,000.00 to purchase a
track type tractor to replace one that is 21 years old in the Forestry Department.
This years cash surplus applied to the tax levy is $155,000.00 as compared to
$45,000.00 last year. The large increase in cash surplus was due to more land and
wood sales than anticipated. We are not recommending any additionsto the building
fund.
The contingency fund is proposed at 05,000.00 to provide for some unforseeable
increased costs of operation. A great portion of this would need to be applied to
wage increases if the minimum wage is increased as is being proposed at present by
the Congress.
AUDIT
The 1970 audit report has been completed at budget time which enables -the comm—
ittee in preparing a more realistic budget. A copy of the audit report is available
at the County Clerk's office -or from any member of the Executive Committee for your
inspection. All department budgets are at the same or below the level of last year
