Mrs. Alice Tribovich of the Northwest Wisconsin Community_--#ctionjAgency was
present and was allowed the floor. Mrs. Tribovich asked permission to use a file
room for storage of groceries for the NWCAA-.

Moved by Moniza and seconded by Nelson that the request.be granted to the NWCAA.

MOTION NO. 3
Moved by Rude and seconded by Erickson that Mr. Ralph Jonas be appointed to a
three year term as trustee of the Bayfield County Rest Home. Motion carried.

BE IT RESOLVED BY THE BOARD OF THE COUNTY OF BAYFIELD, WISCONSIN:
That the action of the County Board Chairman of the County of Bayfield, Wiscon-
sin in appointing Messrs: Rev. Joseph Jenkins, Earl Nielson and Arnold Peterson
and Mesdames: Lois Leslie and`Roberta Durham as Commissioners of the Housing Auth-
ority" of 'said County is hereby approved and the appointment of ' 'each' and. every one
of said Commissioners is hereby confirmed by this Board for the number of years res-
pectively designated in -the Certificate of Appointment of Commissioners now on file
in the office of the County Clerk of said County:

Mr. Rude stated that we were'very fortunate in having Mr. Nielson and.Mr. Peter—
sen who have both -had some experience in work on housing authorities. He informed
the board that Mr. John Lindoerfer, Housing Consultant, Department of Health and
Social Services, would be present at the afternoon session.

The following Resolution was read: No. 5
RESOLVED, by the County Board of the County of Bayfield, Wisconsin, that with
respect to earnings paid on and after January 1, 1972 to participating employes of
Bayfield County, the County of Bayfield, Wisconsin, shall pay to the Wisconsin Re-
tirement Fund, in lieu.of an equal amount of the retirement contributions required
to be deducted from each payment of earnings to participating employes pursuant to
s. 41.07 (2) of the Wisconsin Statutes, an amount equal to all of the contributions
of all the participating employes.
BE IT FURTHER RESOLVED, that all such payments of contributions made by Bayfield
County, Wisconsin, shall be reported to the Wisconsin Retirement Fund in the same
manner as though deducted from the earnings of participating employes, and all such
payments of contributions made by Bayfield,County, Wisconsin, shall be available for
all Retirement Fund benefit purposes to the same extent as normal contributions which
were deducted from earnings of participating employes, it being understood that such
payments made by the County of Bayfield, Wisconsin, shall not be considered munici-
pality contributions.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be filed with
the Board of Trustees of the Wisconsin Retirement Fund.

Gentlemen:
We wish to respectfully advise you of the following action as taken by the
Washburn City Council on Tuesday evening, December 7, 1971.
Recommendation was made changing the border -line of the first ward which en-
compasses Bayfield County District No. 19 from the East corporate limits of the
City of Washburn to Washington Avenue.
It would be very much -appreciated if you would draw this fact to the proper
Bayfield County Administration officials.

The Town Board of the Town of Barnes wishes to recommend that the boundaries
of Bayfield County District #3 remain the same and that the makeup of the Bayfield
County Board remain at 21 members.
In the future, it would be appreciated if we could have information regarding
such proposals in time so that we could make an intelligent recommendation.

Mr. Mammoser spoke in behalf of the Town of Drummond, saying that the Town of
Drummond wished the boundaries of district,,'43 remain as they are at present and that
the number.of supervisory districts remain at 21 members.

port on reapportionment, the plan taking away a district on the Northwest side of
the county and giving Washburn one more representative.

port with the understanding that further study be made and within.two years adopt
another plan.

Mr. John Lindoerfer, Housing Consultant, Department of Health and Social Serv-
ices, Madison, was present and was allowed the floor. Mr. Lindoerfer explained some
of the steps which will be taken in establishing housing locations, etc.
Several questions were raised which were answered by Mr. Lindoerfer at this time.

ance are governed by Section 59.97 (5) (e) of the Wisconsin Statutes, and
WHEREAS, It is desireable that County Board action on said proposed amendments
be handled more expeditiously,

Bayfield County Zoning Board
Gentlemen:
We would like the zoning changed from Forestry to Residential/Recreational on
the following described real estate:
The East 1/2 of Section 22 exception that portion owned by the Township
of Cable. Also Section 23 and that portion of Section 14 lying South
of County Trunk M.
The above described property was zoned for unrestricted use by the Town Board
of Cable in February .of 1971. However, it was inadvertently left out of the new
zoning map.. Until such time as it can be zoned Residential/Recreational, we rec-
ommend that a conditional use permit be granted on this property due to the fact
that planned unit developments are allowed under the Forestry District.-

We also recommend that the -property known as the DeGroot property on County
Trunk M be allowed to continue in nonconforming use.

The following Resolution was read: No. 27
WHEREAS, the Town of Bell has made application to the Bayfield County Board
to purchase Lot 1 and the E/2 of Lots 15 and 16 of the Siskiwit River Valley Fruit-
land Division of the SE/ of Section 2-50-6, and
WHEREAS, said application has been referred to the Executive Committee for
study, and
WHEREAS, the Town of Bell has passed a resolution dedicating said parcel of
land for public use, and
WHEREAS, said Executive Committee has made a study of the application and is of
the opinion that the request should be granted, be it therefore
RESOLVED, that Bayfield County sell to the Town of Bell, Payfield County, Lot 1
4
and the E/2 of Lots 15 and 16 of the Siskiwit River Valley Fruitland Division of the
SEA of Section 2-50-6, and.be it further
RESOLVED, that the consideration shall be the amount of the accumulated de-
linquent tax plus interest and other charges as normally charged by -the County Board
in the other sales of this nature.

The following Resolution was read: No. 28
WHEREAS, the 1972 budget for the Bayfield County Rest Home did not include any
salary increases or increase in fringe benefits, and
WHEREAS, the County Board, at the November meeting, approved the payment of
the employ's share of the Wisconsin State Retirement by Bayfield County, and
WHEREAS, the County Board and the Board of Trustees of the Rest Home have app-
roved an additional county contribution toward the payment of the employe's hospit-
alization and medical insurance plan, and
WHEREAS, it is estimated that the cost of the additional county's contribution
toward State Retirement and hospitalization for the Rest Home will be approximately
$7,000.00 per year, now therefore be it

RESOLVED, that $7,000.00 be transferred from the Contingency fund to the Bay -
field -County Rest Home budget for 1972 to cover the cost of the additional fringe
benefits.

This is to inform you that the Board of Trustees, of the Bayfield County Rest
Home is voluntarily withdrawing from the Title XIX Medical Program as of January 1,
1972.
This action is prompted by your decision of December 2, 1971, which limited our
reimbursement for skilled maximum care at a basic rate of $G13.05 per day. Your de-
partment is fully aware of our type of patients and also fully informed monthly of
our operating cost. We cannot meet -.-the standards for skilled nursing care at the
reimbursement rate you have established.
It is our intention to negotiate a monthly per diem rate with the Bayfield
County Department of Health and Social Services, and receive our reimbursement by
the direct money payment.

This is to inform you that the Board of Trustees of the Bayfield County Rest
Home is voluntarily withdrawing from the Title XVIII Medicare Program as of January 1,
1972. This action is taken with full knowledge of,the Bayfield County Board of Sup-
ervisors.
Our action resulted from your most recent Medicare Survey Report which makes it
completely impossible for us to comply with your demands at a reasonable cost.

The following Resolution was read: No. 30
SERVICE RESOLUTION
Whereas, Robert Grupstra, Bayfield County Highway Department Patrol Superinten-
dent, retired after 49 years of public service; and
Whereas, Robert Grupstra became a permanent employee of the Bayfield County
Highway Department in 1923 at the age of 16 years after having worked four years as
a water boy for the road construction crew, and
Whereas, Robert Grupstra's time sheet for 1926 shows that he was earning 350 an
hour splitting wood and blasting. The records also indicate that he bought a team
of horses and increased his pay to 700 an hour, and
Whereas, in 1927, Bayfield County Highway Department bought five Caterpillar
Tractors to replace horses and Robert Grupstra then became a "Cat" skinner; and
Whereas, Robert Grupstra was subsequently promoted to Patrolman in 1950 and
then to Construction Foreman and finally in 1962 to Patrol Superintendent; and
Whereas, Robert Grupstra has played a unique role as part of the progress of
men and machines in the road building industry of Bayfield County Highway Department
and his impressive work record and unofficial 53 years of labor is without parallel
in the State of Wisconsin;
Now, Therefore, Be It Resolved, by the Bayfield County Board, meeting in session
this 15th day of December, 19717 that Robert Grupstra be duly recognized and commend-
ed for his impressive career as a public servant; and
Be It Further Resolved, that the Bayfield County Board wish him many happy years
of retirement.

MOTION: NO. 31
Mr. Raymond Mammoser was allowed the floor, making a motion that the board go on

record for allowing Ray Anderson to take his accumulated 1971 vacation time beginning
"3 Ty immediately, if so desired by Mr. Anderson. Mr. Mammoser pointed out that Ray Ander-
son has been hospitiliz_ed and will be unable to return to work -for the.rest of the
year and he has now used up all of his accumulated sick leave and 1970 vacation time.
The Clerk pointed out to Mr. Mammoser and the board that the Personnel policy of
the County Board already provides that vacation time shall be taken the year follow-
ing the year in which it is earned, but under certain conditions, the.department head
can allow the employee to use his vacation time during the year in which it is earned.
Motion seconded by Anderson; motion carried.

visions of Section 59.03 (2)(c) of the Wisconsin Statutes to apportion County Sup-

ervisory districts following the receipt of the population certification of the 1970
`J Federal decennial census, and
WHEREAS, The Bayfield County Board of Supervisors has given consideration to
the necessary changes in the boundary lines of said supervisory districts and the
number of persons in each of said districts, and
WHEREAS, The apportionment of the supervisory districts within the County now
existent and the population distribution of the County within said districts is with-
in guidelines established by law,
NOW THEREFORE BE IT RESOLVED, That the apportionment of supervisory districts

snowmobile trails program.
.Mr. Robert N. Ledin, District Attorney, also commented on the.snowmobile trails
program, enumerating the directives of the Department of Natural Resources.
The following Resolution was read: No. 35
WHEREAS, It is fitting and proper that the Bayfield County Board recognizes
the departure of one of our most able and dedicated public servants during the year
1971, Harry C. Anderson, former County Board member; now therefore be it;'
RESOLVED, That the members of the Bayfield County Board, dimly convened this
15th day of December, 1971, stand in a moment of silence in respect to the passing
of Harry C. Anderson, former County Board member; that this resolution be made a
part of the permanent records of Bayfield County and that a copy thereof be sent
to the family of said .deceased.

The following Resolution was read: No. 36
WHEREAS, Bayfield County has hired two additional deputy sheriffs under the -
Emergency Employment Act of 1971, and
WHEREAS, it is comtemplated that one more deputy sheriff will be hired as a
special Indian deputy, and
WHEREAS, in order to perform their duties, it is necessary that additional trans-
portation facilities shall be furnished to the deputy.sheriffs, and
WHEREAS, the Sheriff's Commission of Bayfield County has called for bids on the
purchase of two new automobiles or one new automobile and one used automobile, and
WHEREAS, the said Sheriff's Commission has opened the bids and it is their opin-
ion that it be to the best interest of Bayfield County to purchase two new automobiles
for the Sheriff's Department, now therefore be it
RESOLVED, that two new 1972•Dodge Polara, four door sedan Police special squad
automobiles be purchased from the Wallie Motor Company at a,total price of $6,786.96.

The following Resolution was read: No. 37
WHEREAS, the Bayfield County Board has authorized the purchase of two new auto-
mobiles for the Sheriff's Department, and
WHEREAS, no provisions were made in the Sheriff's Outlay budget for said pur-
chase, and
WHEREAS, there are now on duty two additional deputy sheriffs in the county, and
it is comtemplated that one more full-time deputy sheriff will be hired, and

WHEREAS, it is further comtemplated that due to the fact that there will be three
additional full-time deputy sheriffs employed by the county, there will be a surplus
in the County Sheriff's regular operations budget, be it therefore
RESOLVED, that $5,000.00 be transferred from the regular Sheriff's operation
budget to the Sheriff's outlay budget and be it further.
RESOLVED, that $1,786.96 plus a sum sufficient to equip the two new patrol cars
with sirens and lights be transferred from the Contingency fund to the Sheriff's ', ,
Outlay budget.

The following Resolution was read: No. 38
WHEREAS, the Bayfield County Sheriff's office is in the process of up -grading
its radio communication system, and
WHEREAS, it will be necessary to construct a tower and radio communication build-
ing on a suitable parcel�of land, and
WHEREAS, the Northeast Quarter of'the Southeast Quarter (NE/4 of SE/4) of Section
Twenty-nine (29), Township Forty-nine (49) North, Range Five (5) West, Bayfield'
County, Wisconsin, is owned by Bayfield County and is a suitable location for the
erection of said tower and building, and
WHEREAS, said communications building must be constructed of concrete block with
steel roofing at a cost of approximately $1,000.009
NOW THEREFORE BE IT RESOLVED, that said Bayfield County Sheriff's, Department,
under the direction of the Bayfield County Law Enforcement Gommission, be and it is
hereby authorized to corftruct a tower and radio communications building on theabove
described premises and that there is hereby appropriated for the purpose of construct-
ing said communications building the sum of $1,000.00, the cost of said building not
to exceed said amount.

Mr. Rondeau suggested that as the board will meet again the second Tuesday in
February and the new plat books are not expected until February lst, that the County
Clerk check his records and report to the County Board at the February meeting in
regard to how many plat books the county previously issued to various municipalities
and county officers at no charge.
