Barningham, County Board Chairman, at 9:30 AM. The following members answered roll call: No. 1 Ray Kyle, Thomas Rondeau, Raymond.Mammoser, Joseph Berweger, Arthur Hanson, Ernest Heglund, George Moniza, Clifford Hoagland, Elmer Suomala, 'Wallace Johnson, George Peacy, Eric Johnson, William Celinsky, Arthur Meierotto, Edwin Erickson, Harold Benton, Alvin Bratley, Peter Hanson, Bennie Rude, Walter Barningham Absent - Marvin Olson. 20 present 1 absent 21 Total Moved by Rondeau, seconded by Mammoser to dispense with reading of the minutes of the last meeting. Motion carried. The following petition to call a special meeting was read: No. 2 September 5, 1972 TO: Edward A. To meet as the County Equalization Committee with representatives of the Wisconsin Department of Taxation. 2. To consider and act on certain amendments to the County Zoning Ordinance. 3. To further consider the withdrawal from County Forest Lands of a parcel of land inihe Town of Clover in Section 10-49-7. 4. To consider all other matters which may come before the said Board of Supervisors. September 26, 1972__ The following resolution was read: No. 3 BE IT RESOLVED by the Bayfield County Board of Supervisors, assembled in session this 26th day of September, 1972, that the County Highway Committee be authorized and directed to take all necessary steps, or actions, in connection with preparing plans and constructing a storage garage at Mason, and a salt shed at Iron River. BE IT FURTHER RESOLVED, that all costs in connection therewith be paid from the County Trunk Highway Fund, pursuant to Resolution No. 7, Section II, which was passed the Bayfield County Board of Supervisors November 9, 1971. Moved by Moniza, seconded by Rondeau to adjourn as a County Board and meet as an Equalization Committee with personnel of the Department of Revenue in regard to County valuation. Motion carried. EQUALIZATION MEETING Roland Wildes, Supervisor of Assessment,together with William Lake, member of the staff and Howard Reynolds, Supervisor of Assessment of the Sparta District, were present to represent the Bureau of Property Taxation. Mr. Wildes presented the report to the Board. According to the report as recom- mended by the Bureau of Property Taxation, the equalized value of the County was increased over the 1971 total by $18,486,000. Mr. Wildes indicated that a large portion of the increase was due to the increased value of unimproved lands in the September 26, 1972 County. Mr. Wildes informed the Board that the values as set by the Bureau of Property Taxation would be used for apportionment of all school taxes and also in com- puting certain state aids to the County and local school districts. Mr. Wildes further stated that an appraisal has been made by the Department of Taxation personnel of most of the County during the year 1972 and the values as set forth by the Department were a result of the actual appraisal made by the Department. A lengthy discussion followed and many questions were raised by members of the Board which were answered by Mr. Wildes. Moved by Moniza, seconded by Berweger to adjourn for lunch. Motion carried. The following resolution was read: No. 6 WHEREAS, the Five County Group, consisting of the northern Wisconsin Counties Ashland, Bayfield, Douglas, Iron and Price, is cognizant of the increasing flow f highway traffic this year, coming from a wide area, along with a more than usual roup of northern -bound motorists from central and lower Wisconsin and Minnesota, and WHEREAS, the acceleration of the recreation industry in this area is growing nd expanding and setting new travel records, visitors going all out to see, do and njoy this great vacation area, and WHEREAS, there is definite growth and development on Madeline Island, with great rospects for the future, and a great development in Bayfield County that will bring undreds of new home owners and visitors to these two counties, and WHEREAS, it is justly anticipated, and expertly predicted that with the increased evelopment of the Apostle Islands -National Lake Shore Park the influx of increased raffic will be more than quadrupled in a few years, and WHEREAS, Highways 2 and 13 are the two principal highways carrying traffic to orth Wisconsin, mainly two-lane, which understandably will be subjected to excessive nd utmost pressure and strain, taxing the limits of the present highways to the utmost, ossibly slowing down the traffic in Ashland and Bayfield Counties, which are in proximity o the national park area, and causing a situation that could well prove a serious one, THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors unitedly rge and implore the State Highway Commission to seriously consider this matter, and egin soon an immediate study of the highway system needs in Bayfield County and North isconsin, as it pertains to Highways 2 and 13, making recommendations that will be pproved and bring these highways up to a point where they can efficiently maintain process the unusually heavy highway traffic load that is expected in the next few (ears, and _- - -- --- -September 26, 1-9.72---- I/ BE IT FURTHER RESOLVED, that a copy of this resolution be sent to: Senator Gaylord Nelson; Senator William Proxmire; Congressman Alvin E. The following communication was read: No. 7 OFFICE OF CIVIL DEFENSE Bayfield County Washburn, Wisconsin 54891 September 26, 1972 Chairman 11 Bayfield County Board of Supervisors Courthouse Washburn, Wisconsin 54891 RE: STORM DAMAGE TO PRIVATE PROPERTY OWNERS OF BAYFIELD COUNTY Dear Sir: After the recent storm damage to private property owners of Bayfield County, the Small Business Administration has not declared any help available to these people. However, this morning I received a call from the office of Senator Gaylord Nelson stating that they want the names of people of Bayfield County who suffered any private property damagessuch as washed out roads, bridges, etc. If any member of the County Board knows of any such individual, please have then get in touch with our office at 373-5595 or call Mr. Tony Testolin at the Emergency Government Office at the National Guard Armory in Ashland, Wisconsin 682-5822. Esti- mates of the cost of the damage would be helpful but it is not necessary. Your help is urgently needed as County Board members in order to have the Small Business Administration reconsider the private citizen of Bayfield County. Yours very truly, Thomas E. The following resolution was read: No. 8 WHEREAS, On November 10, 1970, pursuant to the provisions of Section 28.11 of the Wisconsin Statutes, Bayfield County petitioned the'Department of Natural Resources for the withdrawal of a certain parcel of land from the Forest Crop Law, consisting of approximately Nine (9) acres and being a part of the Northeast Quarter of Northeast North Quarter (NE% of NE%), Section Ten (10), Township Forty-nine (49),'/Range Seven West, and WHEREAS, Said petition was denied by said Department and thereafter the Bayfield County Board, on the 6th day of June, 1972, entered an appeal from said decision under the provisions of Section 28.11 (lla) of the Wisconsin Statutes, and WHEREAS, Following said appeal the persons initially requesting the County to petition for such withdrawal and to take such appeal commenced an action against Bayfield County and the State of Wisconsin claiming title to the above described nine acre parcel, by way of adverse possession, and WHEREAS, Said litigation will fully determine the issues as to the ownership of said parcel of land and the rights of the parties namedin said action and will be binding upon the plaintiffs therein and the defendants., Bayfield County and the State of Wisconsin, and unnecessarily WHEREAS, Bayfield County funds may be expended in the continuance of the aforesaid appeal, NOW THEREFORE BE IT RESOLVED, That the Department of Natural Resources and all parties concerned be notified, in writing, by the County Clerk that Bayfield County requests that the appeal mentioned herein from the Order of the Department of Natural Resources denying said petition be held in abeyance indefinitely. Mr. Appel is the owner of the following described property in the Town of Bell, Bayfield County: N% Sh NW-1-4 NW%, 511, T50N R6W This property is landlocked and Mr. Appel is most desirous of getting roadway access as soon as possible. Bayfield County owns land adjacent to and west and east of Mr. Appel's property. On behalf of Mr. Appel., I hereby request an easement from Bayfield County running from the east boundary of Mr. Appel's property to a road existing in the northeast corner of Section 11, such easement to be laid out along the most direct route possible. WHEREAS, the White River is one of the best natural trout streams in Northern WWisconsin, and WHEREAS, citizens have expressed interest in purchasing County owned land in the White River Watershed for commercial development, and WHEREAS, undesirable land use practices on land in the White River Watershed would do ir-reparable damage to the White River and the Wildlife Habitat of that area, and WHEREAS, the Wisconsin Department of Natural Resources has made an indepth study of this area.and submitted a "Bibon Marsh - White River Project Proposal" which proposes in part to manage a publicly owned Wildlife area within the White River Watershed. NOW THEREFORE BE IT RESOLVED that the Executive Committee of the Bayfield County Board of Supervisors defer sales of 6560 acres of land in the Wildlife area of the White River, as proposed by the Wisconsin Department of Natural Resources in the "Bibon Marsh - White River Project Proposal," dated May, 1971. The following resolution was read: No. 11 WHEREAS, Bayfield County has had for several years an agreement with the Northwest Wisconsin Community Action Agency for space in the Bayfield County Courthouse, and WHEREAS, it is necessary for the County to make ih-kind contribution to the Northwest Wisconsin Community Action Agency for services provided to the County, and WHEREAS, said Northwest Wisconsin Community Action Agency desires to renew the agreement for space in the Bayfield County Courthouse, now therefore be it RESOLVED, that the Chairman of the County Board be authorized and directed to 'execute the proposed agreement dated August 23rd, 1972 whereby the County will again furnish office space to the Northwest Wisconsin Community Action Agency and said agency will be responsible for furnishing their own office equipment and payment of the telephone bill. The following resolution was read: No. 12 September _ 26, 1972 b q WHEREAS, a request was made to the Bayfield County Board by Rudy Frechette on April ;8, 1972 that the County act as a governmental sponsoring unit on all highway safety co-ordination projects, and WHEREAS, the Board at the April 18th meeting decided that more information was necessary before action be taken upon the request, and WHEREAS, it now appears that it would be in the best interest of Bayfield County and the various governmental units that the request be granted, now therefore be it RESOLVED, that Bayfield County be named as the sponsoring government unit on all highway safety co-ordinating projects in the County. The following resolution was read® No. 13 WHEREAS, The City of Washburn Water and Sewer Utility has made application for an easement over and across that portion of vacated Fourth Avenue East adjacent to Lot Four (4), Block Nine (9), Vaughn's Division, City of Washburn, for the purpose of constructing and maintaining a sanitary sewer through said described premises, and WHEREAS, It is deemed advisable and in the interest of Bayfield County to grant such easement, NOW THEREFORE BE IT RESOLVED, That the Bayfield County Clerk is hereby auth- orized and directed -to execute an easement for said purpose to the City of Washburn Water and Sewer Utility, subject to those provisions of Schedule "A" pertaining to easements issued by Bayfield County which may apply to this easement and subject to approval of County officers as previously provided, BE IT FURTHER RESOLVED, That the easement be granted in the form attached hereto, subject however to the above described conditions. The following Amendatory Ordinance was read: No. 15 The•Bayfield County Board of Supervisors ordains as follows: That the Bayfield County Zoning Ordinance adopted May 4, 1971, be and the same is hereby amended, so that as amended, 1. The Southwest Quarter (SW%) of the Northwest Quarter (NW%), Section Fourteen (14), Township Forty-three (43) North, Range Seven (7) West, now zoned Forestry Use, is changed to Residential -Recreational Use. 2. The South one-half (S%) of Section Thirty-six (36), Township Fifty-one (51) North, Range Four (4) West, now zoned Forestry Use, is changed to Residential - Recreational Use. 3. This will mean that Section 5 grants will be extended from September 15 to October 15, 1972, and Section 6 grants from November 8 to December 8, 1972. The notification also included a continuation of the freeze on vacancies for the extension periods for both Sections 5 and 6. We have been assured that neither the above'mentioned extension nor the delays in making the FY73 appropriation will cause any lay-off of EEA participants. It does seem likely however, that there will be another extension of ter'October 15 and that the vacancy freeze, which has caused much hardship already, will continue in effect. Garcher of Grand View, Wisconsin. The property consists of 320 acres and contains a small 25 acre lake (Lake Ree). A house, garage, cottage and storage building-pumphouse are located on the property. The improvements on the property have good potential for use as auxiliary buildings for a Youth Conservation Corps summer camp. The small lake and relative location to potential work project sites on two Ranger Districts of the Chequamegon National Forest make the site highly desirable for use as a YCC camp. At this time the Forest Service does not have any plans to intensively develop the site for recreation. Future recreational development would most likely be limited to quiet and dispersed uses. OF NATURAL RESOURCES September 15, 1972 TO: All County Clerk and County Board Chairmen Recent legislation requires that a portion of the snowmobile registration fees collected by this department be set aside for law enforcement aids to counties. Counties which establish a snowmobile enforcement patrol for the express purpose of enforcing Chapter 350 of the Wisconsin statutes are eligible to participate in this program. The department is authorized to reimburse counties for up to 75 percent of the costs incurred. The appropriation of state aid for this purpose is limited, and if the total amount claimed exceeds the'appr.;opriation, payments must then be prorated. Thus, the the Department of Natural Resources cannot guarantee that your county will be reim- bursed on the full 75 percent basis. The following communication was read: No. 22 STATE OF WISCONSIN/DEPARTMENT OF NATURAL RESOURCES September 15, 1972 TO: County Board Chairmen, County Administrators, and County Clerks Gentlemen: Chapter 277, Laws of 1971 modified the Snowmobile Law and established new aids to counties for snowmobile trails and other new programs. The Act established a 15 member Snowmobile'Recreational Council appointed by the Governor with the advice and consent of the Senate. The Snowmobile Recreational Council's duties are to carry out studies and make recommendations to the Legis- lature, Governor, Department of Natural Resources and the Department of Transportation on all matters affecting snowmobiles and snowmobilers. The balance of snowmobile registration receipts as of September 1, 1972, from the original registration program are available for aids to counties for acquisition of easements or land, development or maintenance of snowmobile trails at the present time. Receipts from snowmobile registrations received after September.l, 1972, will be available for aids for projects to be initiated after February 1, 1973. Tentative Snowmobile Aid Program Guidelines have been reviewed by the Snow- mobile Recreational Council and approved by the Natural Resources Board for use until the guidelines can be included in the State Administrative Code. Applications for aids will be accepted for acquisition of easements on land, for development or for maintenance of snowmobile trails based on the tentative guidelines until the final rules are established. Five public meetings will be held to obtain comments about the guidelines before the public hearing is held in November. Time and place of they;public hearings are as follows: 1.
