MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
The meeting was called to order at 9:30 AM by Walter C. Barningham, County
Board Chairman.
The following members answered roll call: No. 1

Dear Walter:
I regret very much that it is necessary that I submit my resignation from the Bayfield
County Board efYective upon the appointment of my successor. Mrs. Olson and I have
decided that the winters are too severe for us here and we are unable to maintain two
places of residence, so we are moving back to California. We plan to leave on or
about the 15th of October.
It has been a real pleasure to have had the opportunity to serve on the Bayfield County
Board and to have made a group of fine friands such as are on the Board. I have always
been treated with kind consideration and respect and I shall always cherish the memories
of that association.
The Board faces the future with a tremendous amount of responsibility and I know that
they will face up to it well and will be remembered as having done a good job.
Please give my best wishes to the members of the Board and the Courthouse staff and
tell then I leave feeling that they are all doing a good job and I shall miss them all.

First of all, I would like to express my sincere appreciation to you for electing me
as a member of the Board of Trustees of the Bayfield County Rest Home, to complete the
unexpired term of Mr. Vic Wallin of Grand View, who resigned his position.
I consider it an honor to serve on the Board as a Trustee and I have enjoyed my term
for the past four months very much and am therefore asking you to place my name in
nomination again for the coming term, which becomes effective in January 1973.

The Chairman called 3 times for additional nominations. There being no further
nominations a motion was made by A. Hanson and seconded by Peacy to close the nomina-
tions.
Moved by Moniza, seconded by Mammoser that Leo Lay be elected for a 3 year term
as a member of the Rest Home Trustees and that the clerk cast the unanimous ballot.
The clerk cast the unanimous ballot as directed and Leo Lay was declared elected
a member of the Board of Trustees for a 3 year term. Motion carried.
Moved by Moniza, seconded by Rondeau to appoint Warren Dickrell as a member
of the Northwest Wisconsin Community Action Program. Motion carried.
Mrs. Marguerite Dashner and Mrs,. Doris Nelson, employees of the Rest Home
;-J appeared before the Board to discuss certain personnel problems at the Home. After
a lengthy discussion it was moved by Carter and seconded by Suomala that the grievance
committee represented here today report baclf to the Trustees and the Trustees report
back to the County Board. Motion carried.

The Koval Bridge in the South East Quarter of the South East Quarter, Section 30,
Township 47 North, Range 6 West on a public highway maintainable by the Town of Keystone
requires immediate emergency replacement in accordance with the provision of Section
81.38 of the Statutes.

COUNTY AID CONSTRUCTION & MAINTENANCE
DURING THE CALENDAR YEAR 1973
Notice:
Section VII on page 3 of this resolution authorizes the County Highway Commissioner,
subject to supervision and control by the County Highway Committee, to employ, discharge,
suspend, or reinstate county highway personnel. This change in form was made in 1945
November 14, 1972
in view of Attorney General's opinions dated March 6 and March 24, 1945. If this
form conflicts with any existing general rules or civil'service plan, or if the
County Board wishes to limit the authority which would be conferred by this provision,
the attached form should be appropriately altered in consultation with the District
Attorney.
Attention is directed to the fact that any action takKen by the County Highway
Committee in exercising its powers must, to be effective, be recorded in the minutes
of the County Highway Committee's meeting.
RESOLUTION
COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1973
SECTION I. The County Board of Supervisors of Bayfield County,'Wisconsin,
regularly assembled, does hereby ordain that such funds as may be made available to
the county for highway work in the year 1973 under the provisions -of Section 20.395
and Chapter 83 of the Statutes, and the additional sums herein appropriated, shall
be expended as hereinafter set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the Division of Highways
has notified the County Clerk that a sum of money estimated to be Three hundred
fifteen thousand four hundred dollars ($315,400.00) will become available at the end
of the fiscal year under the provisions of Sections 83.10 and 20.395 (2) (wb) and
subs (2) (3) of the Statutes, for the county trunk highway system in the county, but
the actual amount will not be known until the close of the fiscal year ending next
June 30.
BE IT RESOLVED -that the County Highway Committee is authorized and directed to
expend the said sum to the extent required to match and supplement Federal Aid for
construction, right-of-way and other costs on any Federal projects located on the
county trunk highway system of said county, which are not recovered from Federal
Funds, and to expend any balance for construction, -repairing and maintaining such
county trunk highway system and the bridges thereon, and for other authorized pur-
poses as required including maintenance of buildings, snow and ice removal and control,
and to reimburse the general fund for any expenditures that may be made therefrom,
pursuant to Section 83.01 (6) of the Statutes.
COUNTY ROAD AND BRIDGE FUND
SECTION III. Whereas it appears that certain additional highway improvements in
the County are necessary and warranted,
BE IT RESOLVED, that the County Board does hereby appropriate the sum of
Eighty-five thousand dollars ($85,000.00) for the purposes set forth under
Section 83.065 of the Wisconsin Statutes.
SECTION IV. WHEREAS appropriations are made herein, in addition to the amounts
to be received from the state and available for work in the County under Section
20.395 of the Statutes,
BE IT RESOLVED that the County Board does hereby levy a tax on all of the pro-
perty in the county to meet such appropriations as follows:
For the various purposes as set forth in Section III hereof the sum of
Eighty-five thousand dollars ($85,000.00).

SECTION V. WHEREAS the various highway activities for which provision is made in thi
resolution are continuous from year to year, and the exact cost of any work cannot be
known at the time of making the appropriation therefore,
BE IT RESOLVED that this Board does hereby direct that any balance remaining in
any appropriation for a specific highway improvement after the same shall have been
completed may be used by the County Highway Committee to make up any deficit that may
occur in any other improvement, which is part of the same item in the county budget,
for which provision is herein made,and any balances remaining at the end of the year
in any highway fund.shall remain and be available for the same purpose in the ensueing
year.
SECTION VI. WHEREAS the exact amount of the funds that will become available from
the state for highway purposes in the county under Section 20.395 of the Statutes will
not be known until on or I3f ter June 30
BE IT RESOLVED that the County Treasurer is hereby authorized and directed to make
payments for the purposes for which such funds are to be used, as hereinbefore author-
ized, from any funds in the county treasury that•are not required for the purposes for
which appropriated prior to next August 1, and to reimburse such funds in the county
treasury from the sums received under Section 20.395 of the Statutes.
SECTION VII. WHEREAS the County Highway Committee and the County Highway Commis-
,
sioner are charged with the duty and responsibility of carrying out the construction
and maintenance of highways for which provision is made, and other related supervisory
administrative duties,
BE ITRE8OLVED that the County Highway Commissioner shall have authority to
employ, discharge, suspend or reinstate such personnel as he deems necessary for such
purposes, provided however that the County Highway Committee may by action.recorded
in its minutes determine the number of persons to -'be hired and: -.may- also at -.any time by
action so recorded order the County Highway Commissioner to`employ, discharge, suspend
or reinstate any such person. The term "Personnel" or "person" shall include all
patrolmen, laborers, foremen, clerks, stenographers or any other employees necessary
to carry on such activities.

Robert Matteson, from Northland College, appeared before the Board and spoke
on an environment study 'of Bayfield County.
The following -resolution was read: No. 16
WHEREAS for the construction and maintenance of highways, including the removal
and control of snow and ice, it becomes necessary from time to time to purchase
equipment, the nature of and necessity for which cannot be accurately anticipated.
THEREFORE BE IT RESOLVED that the County Highway Committee is hereby authorized,
pursuant to Section 83.015(2) of the Statutes, to purchase without further authority,
and to the extent that revolving funds accumulated for such purpose or appropriations
made for such purpose are available, such highway equipment as they deem necessary
to properly carry on,the wDrk, and to trade or sell:such old equipment as may be
considered to be for the best interests of the county.

The following resolution was read: No. 17
WHEREAS Section 84.03(5), Wisconsin Statutes, provides that the State Highway
Commission and County Board, -or a County Highway Committee when authorized by the

County Board, may agree upon the advance of one or more future years' allotments for
such county under Section 84.03(3), to be expended -on selected improvements on state
trunk highways or connecting streets within such county to the extent so agreed, and
WHEREAS occasions frequently arise when it'is necessary or desirable to provide
for the advance, allocation, or transfer of construction funds to or between previously
authorized or additionally needed construction improvements on state trunk highways or
connecting streets in this county.
THEREFORE, in order to provide for promptly making available the funds necessary
for such improvements and to avoid the delay and expense incident to calling a special
meeting of this board for such purpose,
BE IT RESOLVED that the State Highway Commission be and is hereby petitioned to
advance pursuant to Section 84.03(5), Wisconsin Statutes, upon the filing of a request
therefor by the County Highway Committee of this county, which said Committee is hereby
authorized to file, such sums as may be required and are not otherwise available for
any such previously authorized or additionally needed construction .improvements in
this county, with the understanding that the amounts thus advanced will be deducted
from future state allotments for state trunk highway construction in this county under
Section 84.03(3) of the'Statutes, and
BE IT FURTHER RESOLVED that the State Highway Commission be and is hereby petition
upon the filing of a request therefor by the County Highway Committee of this county,
which said Committee is hereby authorized to file, to transfer to or between any such
previously authorized or additionally needed construction improvements in this county,
any funds allotted by the State under the provisions of Section 84.03(3), Wiscmnsin
Statutes, and previously allocated to any other improvementor remaining unallocated
in reserve.

BE IT RESOLVED by the Bayfield County Board of Supervisors assembled in annual
session this 1411-1 day of November 1972, that the County Board Chairman, County Highway
Committee and County Highway Commissioner are hereby authorized to attend State Road
Schools, conventions and/or other road meetings, and that their per diem and expense be
paid from the County Highway Administration Fund.

WHEREAS, The four sponsoring municipalities of the Union Airport at Cable,
Wisconsin namely: the Village and Townhhip of Cable, the Township of Drummond
and the Township of Namakagon, have entered into an agreement with the State Dept.
of Transportation, Division of Aeronautics and the Federal Government to overlay
the existing NIS runway with hot mix and added improvements to apron and taxiway,
at an estimated cost of $111,600.00 scheduled for summer of 1973, and
WHEREAS, total operating expense to keep Airport in satisfactory and safe
condition as prescribed by Federal Aeronautics Administration is borne entirely -
by our four municipalities, and
WHEREAS, present runway surface.has deteriorated to the extent that project
must be completed in 1973, Now Therefore
BE IT RESOLVED, that we, the undersigned, representing these four municipalities
do hereby petition the County Board of Supervisors of Bayfield County in session this
14th day of November, 1972, for the consideration of a $5,000.66 grant to assist
these municipalities to meet the cost of this Airport Improvement Project and the
cost of maintaining this Airport which is aiding so greatly in the development of
this southern end of Bayfield County.

WHEREAS, Chapters 23 and 350 of the Wisconsin Statutes and more particularly Secti
23.09 (26) and Section 350.12 (4) of said Chapters provide that funds may be made
available to Counties for the purpose of acquisition of easements for snowmobile trails
and the development and maintenance of said trails based on certain guidelines set
forth by the Department of.Natural Resources, a copy of said guidelines for the pro-
curement of said snowmobile aids now being on file in the office of the Bayfield County
Clerk, and
WHEREAS, Bayfield County has submitted to said Department of Natural Resources a
comprehensive County program for the acquisition of easements for snowmobile trails
and the construction and operation of said trails, and
WHEREAS, There has been presently appropriated and made a part of the budget for
the year 1973, the sum of Fifteen Thousand Dollars ($15,000.00) to be used by Bayfield
County in the participation of said program of providing snowmobile trails within the
County, and
WHEREAS? It will become necessary from time to time to up -date said comprehensive
County program for snowmobile trails and to make application to the Department of
Natural Resources from time to time for aids under the provisions of the aforesaid
Statutes,
NOW THEREFORE BE IT RESOLVED, That Bayfield County shall continue to participate
in said snowmobile trails program under the provisions of said Statutes and the guide-
lines established by the Department of Natural Resources, and

said program and to act as liaison between Bayfield County and the Department of

The following resolution was read: No. 24
WHEREAS, There is presently in effect in Bayfield County a comprehensive zoning
ordinance, and
WHEREAS, Port Industries, a corporation, is engaged in the business of operating a
marina in the Town of Bayfield, Bayfield County, Wisconsin, on lands adjoining property
known as Pureair Sanitorium belonging to Ashland, Bayfield and Iron Counites, and
WHEREAS, Said Port Industries made an application to the Bayfield County Zoning
Committee, through its duly appointed Administrator, requesting a permit to fill a
marsh or wetlands area on said Pureair Sanitorium property, and
WHEREAS, Said application to make such fill, after due deliberation by said
Committee, was denied, and
WHEREAS, Said Port Industries, without a permit and contrary to the direction of
the Zoning Administrator, proceeded to make the aforesaid fill in said area, and
WHEREAS, The Zoning Committee has recommended that an action be commenced against
said Port Industries for a violation of the provisions of said ordinance and for such
further relief as may be appropriate including injunctive relief for the removal of
said fill and to prohibit further filling by said Port Industries on said property
without a permit duly issued for said purpose, and
WHEREAS, Said ordinance requires County Board Action before such litigation is
instituted,
NOW THEREFORE BE IT RESOLVED, That the Zoning Committee and the Administrator,
thereof, through the office of the District Attorney for said Bayfield County be and it
is hereby authorized to commence an action against said Port Industries or any of the
officers or agents thereof as may be appropriate for such alleged illegal act and to

commence such action as may be required to cause said fill to be duly removed and
to prevent said Port Industries, its officers or agents, from causing said area to
be filled at any time in the future without a permit having been duly authorized

Bayfield County Board
I am submitting a request asking,to have said county property put up for bid
described as NW! SW% of Section 19, T47, R81 Town of Iron River. This 40 acres is
bounded on the west by Highway A and the north by the Spider Lake Road on the south
by the 40 just recently purchased from Bayfield County by Mr. Fred Kivisto on bid. On
the east by two 40's also owned by Bayfield County. Upon my inquiry to Mr. Ed., Pajala
he informed me that this land was in the Bayfield County Park System. I have been
,I vacationing in the Iron River vicinity for the last 15 years. I am very interested
in acquiring property in this. area f or my retirement years. 'If I could acquire this
property one of my interests would be to construct a year-round dwelling.
Mr. Pajala suggested that if I sent a request to the County Board, they might con-
sider taking it out of the Bayfield County Park System and putting it up for bid. As
he said it would have no hinderance to the access to Bismark Lake as the two adjoining
40's located to the east of this described 40.
If you gentlemen could rule this feasible and put it up for bid I would be very
interested in bidding on theplat of land. I would appreciate a reply upon your
decision.

WHEREAS, The Bayfield County Board, on.September 10, 1970, by Ordinance #25
created the position of Chief Deputy within the Bayfield County Sheriff's Department,
and
WHEREAS, Section 6 of said ordinance provided that "the starting salary of the
Chief Deputy shall be established by the Personnel Committee with approval of the
County Board", and
WHEREAS, the said ordinance further provides that the undersheriff in office at
the time when the position of Chief Deputy is established shall become the Chief
Deputy at the salary then in effect, and
WHEREAS, no further action has been taken by the County Board in establishing
a salary schedule for the Chief Deputy, and
WHEREAS, the Personnel Committee of the County Board has now considered the matter,
and recommends that the following monthly salary be established for the position of
Bayfield County Chief Deputy:

WHEREAS, Bayfield County employees are covered by a hospitalization plan, and
WHEREAS, occasionally long time Bayfield County employees retire or their
employment is terminated before attaining the age of 65 years, and
WHEREAS, employees whose employment is being terminated prior to attaining the
age of 65, desire to be covered under the County hospitalization plan, now therefore
be it
RESOLVED, that any county employee having at least 10 years of service with the
county and having attained the age of 55 years shall be allowed to remain in the
County Employees hospitalization and medical group providing they are not gainfully
employed in a full time position, and be it further
RESOLVED, that all premiums due for such hospitalization coverage shall be paid
in its,entirety by the said former employee and no portion of it shall be paid by
Bayfield County; and be it further
RESOLVED, that said employee shall pay the full premium monthly to the County
Clerk in advance at such a time as designated by the County Clerk, and be it further
RESOLVED, that any question regarding eligibility of said retired employee to
continue participation in the group shall be resolved by the county Personnel Committee.

WHEREAS, Bayfield County engaged the services of the State Bureau of Personnel
to conduct a study of county positions and salaries in 1966, and
WHEREAS, said State Bureau of Personnel did provide Bayfield County with a
Classification and Compensation Plan providing for merit increases from time to time
as approved by the County Board,and
WHEREAS, the Personnel Committee and the County employes are of the opinion that
said classification and compensation plan now is obsolete, be it
RESOLVED, that the Personnel Committee, of the County Board be authorized and
directed to request the State Bureau of Personnel to review the classification and
salary schedule of Bayfield County and provide the Personnel Committee with a report
of their study.

reorganization of the Board under. -the re -districting law, the number of committee days
per member has increased substantially, and

Washburn and the Sheriff's Commigsion of Bayfield County:
THIS INDENTURE MADE' ;.and entered into this 2nd day of November, 1972, by and between
the County of Bayfield, party of the first part, and the City of Washburn, a Wisconsin
Municipality, party of the second part, WITNESSETH:
THAT WHEREAS, the City of Washburn provides ambulance service for City and numerous
surrounding Townships, and

ambulance, that when the need for service arises, it is essential that the person
be able to contact the City of Washburn Police force, and

in Bayfield County through use of the Washburn Ambulance, the Sheriff's Department

WHEREAS, the Department of Natural Resources is in need of a building to store
their boats and equipment from October 15 to April 15, and
WHEREAS, the Department of Natural Resources will pay a rental fee for the new
4-H Dairy Barn at the Fairgrounds, Iron River, Wisconsin, and
WHEREAS, the Department has also agreed to removing the snow from the roof during,.
the winter months, and
WHEREAS, the Department of,Natural Resources has all their equipment to be stores(,
insured.
NOW THEREFORE BE IT RESOLVED, that the Bayfield County -Fair Committee be authorized
to rent the 4-H Dairy Barn in the future to the Department of Natural Resources for a
fee to be negotiated but,not less that $100.00 per year providing that arrangements are
made with the Insurance Companies that provide the County Fairgrounds Liability and
Property Insurance policies so that the coverage is still in force.

to use the fairgrounds for the Snowmobile Derby if they will provide for adequate
liability insurance, and will agree to clean up the grounds after the event has

Mr. Kyle reported on the operation of the County Parks during the year 1972.
He stated that the revenue for the year for sale of camping permits and boat launching
fees was approximately $2700.00. He also reported to the Board that the Conservation
Committee is of the opinion that the County Parks should be leased out to either a pri-
vate party or a local municipality and relieve the County of the actual operation of
the Parks. Mr. Kyle also suggested that a short length of Town of Iron River road which
goes through Pike Lake Park should be discontinued and the road re-routed from the
proximity of the boat launching site directly to County Trunk Highway H.' The re-routing
of the road as proposed would eliminate the dangers involved in a town road going throug
a Park.

The first order of business was to take up --the 1973 Budget as proposed by the
Executive Committee. The County Clerk, Edward A. Pajala, proceeded,to read the pro-
posed budget figures and he suggested that any question or suggestion in regard to the
budget could be raised-,I.at any time. As no salary increases were included in the budget
as proposed by the Executive,Committee a sum sufficient to take care of any increases
had been included in- the Contingency Fund. Revisions were made in the various depart-
mental budgets to allow for the increases previously approved by the County Board.
Also added to the budget were two outlay items which had not been previously included.
Upon completion of the review of the budget the County Clerk stated that he would pre-
pare some.new totals if a short recess was ordered. The chairman of the Board then order d
a short recess.

service award from the National -P.ssociation of County Agricultural Agents meeting in
Atlanta, Georgia, and
WHEREAS, It is the desire of the Bayfield County Board of Supervisors in session
this 15th day of November, 1972, to recognize the meritorious service of said Harry
J:. Lowe to Bayfield County and the State of Wisconsin during his long association
with this office,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors

WHEREAS, John Hall Lonnquist and wife of Middleton, Wisconsin, are the record
owners of a tract of land of approximately ten acres described as the East One-half of
West One-half of Southwest Quarter of Northwest Quarter (E% of W% of SW% of NW,),
Section Ten (10) , Township Forty-seven ( 47 ) North, Range Five ( 5 ) West, Bayfield
County, Wisconsin, and have owned said parcel of land, together with their predeces-
sors in title, J. O. Lonnquist, James.O. Lonnquist and Israel Bystrom for more than
forty. years and have paid taxes continuously on said parcel, together with other
lard in said Section Ten continuously for said period of time and prior thereto, and
WHEREAS, In the year 1918 and during prior and subsequent years to the year 1918,
said parcel of land was entered on the assessment roll under certain erroneous des-
criptions resulting in an improper record relating to such assessments, and
WHEREAS, As a consequence of said erroneous descriptions and alterations on the
assessment roll of such description during the year 1918, payment of taxes on said
parcel was inadvertently omitted by the then record owner, Israel Bystrom, and
WHEREAS, Bayfield County took a tax deed to said description, to -wit: the E%

of W% of SW! NW! of said Section 10, and

WHEREAS, Subsequent to the taking and recording of said Tax Deed, the taxes on said
description continued to be paid by said record owners for said period of time of more
than forty years up to and including the taxes for the current year of 1971, and
WHEREAS, Bayfield County has not claimed ownership of.said parce-1 of land by virtue
of said Tax Deed taken during the year 1924 an the tax sale of 1919 for delinquent
taxes for the year 1918, and
WHEREAS, The aforesaid tax deed is void under the provisions of Section 75.26 (2)
of the Wisconsin Statutes, and
WHEREAS, Said tax deed constitutes a cloud on the title of the present record
owners, said owners having made a request to the Bayfield County Board of Supervisors,
through the County Clerk, for the issuance of a Quit Claim Deed running from Bayfield
County to the present record owners, covering said described parcel of land for the
purpose of clearing the title thereto,
NOW THEREFORE BE IT RESOLVED, That the County Clerk for Bayfield County be and he
is hereby authorized to execute a Quit Claim Deed running from Bayfield County to John
Hall Lonnquist and wife of Middleton, Wisconsin, covering the East One-half of Nest One-

Discussion on the budget was again brought up. The following budget as revised
was then presented to the Board for approval: No. 63
PROPOSED BUDGET FOR THE YEAR 1973
TO THE HONORABLE MEMBERS
OF THE COUNTY BOARD OF SUPERVISORS
Gentlemen:
We, the undersigned members of the Executive Committee, hereby submit our budget
report and recommendations for 1973.
VALUATION '
The Supervisor of Assessments recommends a true valuation for Bayfield County of
$107,266,800.00. This recommended value was accepted by the County Board at.the
Equalization meeting. The legal levy limit exclusive of debt items for county general
purposes is 1/. The proposed levy is $578,565.96 below the legal limit and $192,810.29
below last year's levy.

HEALTH AND SOCIAL SERVICES
The Health and Social Services Department budget is up $265,121.58 over last
year. However, the county's share of this increase is $80,000.00 over last year.
The rest of the increase is offset by increased aids. The increased valuations
resulted in the county being charged with more of,the welfare costs. The increases
in this department are in areas in which the county has little or no control.
The. Rest Home, is being operated at full capacity. Because of a new policy in
balling with the Department of Social Services the revenues equal the expenditures.
However, there are..other costs to. the county in operating the Rest Home and they are
referred to in another part of this report.
All five counties are continuing their support of the North Central Guidance
Clinic. An ordinance will be offered for your consideration which would allow
counli,es to receive a 60/ state grant-in-aid'eff ective the lst of January, 1973,
instead of the present 45% state grant-in-aid. This should reduce the county's
share of the clinic costs.
HIGHWAYS AND BRIDGES
Aside from.the bridge aids of $10,700.36 there is proposed for Highway construc-
tion an amount of $85,000.00. There is no amount being levied for administration.
Each year that road projects are delayed the cost to the county in matching funds is
increased.
FINANCE
The interest and principal payments on the hospital bonds are offset on the
revenue. side by the same amount. -The Hospital Association has met all their obli-
gations and agreements without any cost to the county.,
The Emergency Employment Act account still appears in the budget. It is
uncertain at this date as to how long this program will continue. None -the -less,
the county as a whole is benefiting from this program.
One of the large outlay items is $18,000 for the Rest Home. This item includes
a new roof and other miscellaneous items.
A cash surplus of $300,000.00 has been applied to the tax levy as compared to
$155,000.00 last _pear. Again land and wood sales produced more revenue than ant6-
cipated. Also the new revenue sharing has increased our revenues. However, the
Executive Committee feels that it.is better to be somewhat conservative in .budgeting
revenues than to over budget and put the county into a borrowing situation. We are
not proposiAg any additions to the building fund, but are recommending that the

buildingvbe designated for repairs to the old court house and forestry building.
The contingency fund is proposed at $75,000.00 to provide for any items that
are not reflected .in the budget.. One major item could be increased wage costs.
AUDIT
The 1971 audi-t report has been completed at budget time and is of great assis-
tance to the- committee. A copy of the audit report is available at the County
Clerk's office or from any member of the Executive Committee for your inspection.
All department budgets are at.the same or below the level of last year with modest
increases other than those -referred to elsewhere in this report.
We recommend the acceptance of the auditor's proposal to audit the 1972 records.
The Committee wishes to thank the County Clerk's office and the Auditor for
their assistance.

The following resolution was read: No.. 68
WHEREAS, Bayfield County has set aside a segregated account in the amount of
$1000.00 to be used for maintenance of a proposed dam at the Upper Eau Claire Lakes, and
WHEREAS, it'now appears that the dam will not be constructed and it is no longer
necessary to keep such_a segregated account, now therefore be it
RESOLVED, that the County Treasurer is hereby directed to transfer the said segre-
gated fund into the County General Fund.

The following resolution was read: No. 69
WHEREAS, in 1972 Wisconsin legislature reduced the adulthood age to 18 and relieved
the State of financial responsibility for dependent persons over 18, and
WHEREAS, There are a number of dependent children who reached the age of 18 and
have not completed their educational or vocational training and are in need of public
assistance in order to complete their high school education or vocational training, and
WHEREAS, There are no state funds available or statutory provisions requiring that
these dependent persons be supported under the Aid to Families with Dependent Children
(AFDC) program, and
WHEI:EAS, It is socially and economically desirable to provide assistance to enable
these dependent persons to finish their'high school education or vocational training in
order for them to become independent and self-supporting, and
WHEREAS, It would be too financially burdensome for the property taxpayers of many
counties to assume this expense when federal funds are available for this purpose,
therefore be it
RESOLVED, by the Bayfield County Board of Supervisors that Bayfield County urge
the passage of a law to expand the AFDC eligibility to those dependent persons who have
reached their 18tLhh birthday but have not -completed their high school education or
cational training, and
BE IT FURTHER,RESOLVED, by the Bayfield County Board of Supervisors that this Reso-
lution be sent by the Bayfield County Clerk to the Governor of the State of Wisconsin,
to the Secretary ofthe Wisconsin Department of Health and Social Services, and to the
Senator
members of the State Board of Health and Social Services; to StateVElectDaniel Theno of
Ashland and to State Representative Elect David Y.edrowski of Washburn.

The following resolution was read: No. 70
WHEREAS, There is no statutory requirement in the State of Wisconsin for step-
parents to financially support step -children, and
WHEREAS, unless such a statute exists, no requirement can be imposed on a step-
parent to support his or her dependent step -children, and
WHEREAS, it is desirable to encourage state legislators to consider passaged
a law requiring step-parents to support their step -children if they have the financial
ability to do so, therefore be it
RESOLVED, by the Bayfield County Board of Supervisors that Bayfield County
encourage the Wisconsin legislature to create a statute imposing responsibility on
step-parents to support their step -children if the step-parent has the financial
ability to do so, and that the standard for said financial ability be the same
standard as that needed to qualify for the Aid to Families with Dependent Children
program (AFDC) if the step-parent were not part of the family, but that the statute
not. -.categorically exclude eligibility if a step-parent is present in the household
-
as the present statute does for'natural parents, and
BE IT FURTHER RESOLVED, by the Bayfield County Board of Supervisors that the
Bayfield County Clerk is directed to forward this resolution to Senator Elect Daniel
Theno of Ashland, State Representative Elect,David Kedrowski of Washburn, and to
Patrick J. Lucey, Governor of the State of Wisconsin".

from Michigan, Minnesota and the province of Ontario.
As part of our tour we visited various projects in the Bayf"ield County Forest. Bill
Hepner, your Co. Forest Administrator, was kind enough to take time from his busy sche-
dule and make a short presentation at one of the stops.' Bill did• a fine job and gave
the group a good idea of the operation of your Bayfield County Forest Program.
