Barningham, County Board Chairman, at 9:30 A.M. The following members answered roll call: No. 1 Edwin Erickson, Arthur Meierotto, Kenneth C. Howell, Eric Johnson, Clifford Hoagland, Bennie Rude, Louis Justice, Larry Seidel, Raymond J. Mammoser, Wallace Johnson, Ernest Heglund, William Carter, Arthur Hanson, Carl Anderson, Joseph Berweger, Thomas Rondeau, Edwin Renoos, Walter C. Barningham Total 18 members present, none absent. Moved by Erickson and seconded by Mammoser to dispense with the reading of the minutes of the September 20, 1973 meeting. Motion carried. The Chairman declared that the first order of business would be to elect the Highway Commissioner. The following communications were read: No. 2 November 13, 1973 To the Honorable County Board of Supervisors Bayfield County, Wisconsin Gentlemen: I herewith submit my application for the position of Bayfield County Highway Commissioner. I was appointed in July 1973, by the Highway Committee to fill the vacancy created by the resignation of Mr. Brevak, and on July 18, 1973, received your vote,of con- fidence. I wis�i at this time to once again request your support by extending to me your approval of my appointment as Bayfield County Highway Commissioner. Very truly yours, Lawrence C. Young Nov. 5, 1973 Dear Sir, I understand the position of County Highway Commissioner is up for reappointment at this time. I would like to apply for that position. My name is Walter Pease, I am 37 years old and I live in the town of Barnes, where I have resided all my life. I am married and have 5 children ranging from 8 months to 18 years of age.' I have been employed by the town of Barnes for the past 15 years as grader operator and road foreman. During the past years, I have had considerable experience in laying out roads, constructing roads, finish blacktopping, and shouldering of roads, maintenance and snowplowing, sanding of all types of highways. I have valuable ex- perience with dump trucks and end loaders and shoulder mowing. of The town of Barnes has 150 miles of roads/which 36 miles are black$opped. The town of Barnes has more roads than any other township in Bayfield County and I'm sure some of the best roads. I am presently serving my 6th year on the Drummond School Board. I am in my 4th year as Fire Chief of the Barnes Fire Dept. and head of the ambulance service provided by the town of Barnes. I am on the Bayfield County Emergency Medical Service Council and am a representative on the area -wide E.M.S. Council which consists of 8 counties. I feel my past experience. and this public exposure qualifies me to fulfill the pos- ition of Bayfield County.Highway Commissioner. Very truly yours, Walter Pease Both applicants were present and answered questions raised by the board. The Chair cal -led three times for additional nominations. Moved by Justice and seconded by Seidel that nominations be closed. Motion carried. A vote by ballot was requested and the Chair appointed Wallace Johnson and Thomas Rondeau as tellers. The results of the first ballot were as follows: Pease - 4; Young - 14; Total-18. The Chair declared Mr. Young,elected for a period of one year. Mr. Young thanked the board for their support. NO. 3 Members of the board had received copies of the Annual Report of the Highway Committee, the report, therefore, was not read. Moved by Rondeau and seconded by Justice to receive the foregoing report and place on file. Motion carried. NO. 4 Members of the board had received copies of the Annual Report of the Highway Commissioner, the report, therefore, was not read. Moved by Erickson and seconded by Justice to receive and place on file the aforementioned report. Motion carried. The following resolution was read: No. 5 ALLOCATION OF STATE TRUNK HIGHWAY ALLOTMENT FOR 1973 BAYFIELD COUNTY Y �. � WHEREAS, there has been received from the State Division of Highways its deter- mination as to proposed projects and the proposed allocation of an unexpended balance from allotments of previous years under Sections 20.395(2VF) and 84.03(3). BE IT RESOLVED that such projects and the allocations of such balance be approved as hereinafter set forth: y THE SUM of $244,217.00 for the improvement of a portion of S.T. Highway 13 from the City of Washburn to the City of Bayfield. Joseph Berweger Raymond J. Mammoser Bennie R. Rude Eric C. Nov. 13.- 1973 The following resolution was read: No. 6 PETITIONING FOR ADVANCE OF STH CONSTRUCTION ALLOTMENTS - BAYFIELD COUNTY WHEREAS, to accomplish the improvement of S. T. Highway 13 from the City of Washburn to the City of Bayfield, it becomes desirable to agree upon the advance of future years allotments to become available to the credit of this county for state trunk highway improvement. BE IT RESOLVED that the State Higwhay Commission is hereby petitioned to ad- vance and commit the sum of $605,000.00 or as much thereof as required for such improvement, the amount so advanced to be deducted from allotments as they accrue to the credit of this county under Section 84.03(3), Wisconsin Statutes, beginning with the allotment accruing in the fiscal year ending June 30, 1974, or such earlier allotment asmay be available; and BE IT FURTHER RESOLVED, that this resolution, when approved by the State Highway Commission shall constitute an agreement pursuant to Section 84.03(5), Wis- Oonsin Statutes. Several comments were made by members of the board in regard to the resolution. Motion carried. The following resolution was read: No. 7 PROVIDING FOR THE ADVANCE OR TRANSFER OF. CONSTRUCTION FUNDS -IN BAYFIELD COUNTY WHEREAS, Section 84.03(5), Wisconsin Statutes, provides that the State High- way Commission and County Board, or a County Highway Committee when authorized by the County Board, may agree upon the advance of one or more future years' allotments for such county under Section 84.03(3), to be expended on selected improvements on state trunk highways or connecting streets within such county to the extent so agreed, and WHEREAS, occasions frequently arise when it is necessary or desirable to provide for the advance, allocation, or transfer of construction funds to or between prev- iously authorized or addionally needed construction improvements on state trunk highways or connecting streets in this county. THEREFORE, in order to provide for promptly making available the funds necessary for such improvements and to .-avoid the delay and expense incident to calling a special meeting of this board for such purpose, BE IT RESOLVED that the State Highway Commission be and is hereby petitioned to advance pursuant to Section 84.03(5), Wisconsin Statutes, upon the filing of a request therefor by the County Highway Committee of this county, which said Comm- ittee is hereby authorized to file, such sums as may be required and are not other- wise available for any such previously authorized or additionally needed construction improvements in this county, with the understanding that the amounts thus advanced will be deducted from future state allotments for state trunk highway construction in this county under Section 84.03(3) of the Statutes, and Nov. 13, 1973 BE IT FURTHER RESOLVED that the State Highway Commission be and is hereby pet- itioned, upon the filing of a request therefor by the County Highway Committee of this county, which said Committee is hereby authorized to file, to transfer to or between any such previously authorized or additionally needed construction improve- ments in this county, any funds allotted by the State under the provisions of Sec- tion 84.0,3(3), Wisconsin Statutes, and previously allocated to any other improvement or remaining unallocated in reserve. The following resolution was read: No. 8 PURCHASE OF HIGHWAY EQUIPMENT WHEREAS for the construction and maintenance of highways, including the removal and control of snow and ice, it becomes necessary from time to time to purchase equipment, the nature of and necessity for which cannot be accurately anticipated. THEREFORE BE IT RESOLVED that the County Highway Committee is hereby authorized, pursuant to Section 83.015(2) of the Statutes, to purchase without further authority, and to the extent that revolving funds accumulated for such purpose or appropriations made for such purpose are available, such highway equipment as they deem necessary to properly carry on the work, and to trade or sell such old equipment as may be con- sidered to be for the best interests of the county; Joseph Berweger Raymond J. The following resolution was read: No. 9 COUNTY AID CONSTRUCTION & MAINTENANCE DURING THE CALENDAR YEAR 1974 Notice: Section VII, page 2 of this resolution authorizes the County Highway Commissioner, subject to supervision and control by the County Highway Committee, to employ, dis- charge, suspend, or reinstate county highway personnel. This change in form was made in 1945 in view of Attorney General's opinions dated March 6 and March 24, 1945. If this form conflicts with any existing general rules or civil service plan, or if the County Board wishes to limit the authority which would be conferred by this prov- W1rM ision, the attached form should be appropriately altered in consultation`,�the District Attorney. Attention is directed to the fact that any action taken by the County Highway Committee in exercising its powers must, to be effective, be recorded in the minutes of the County Highway Committee's meeting. Nov. 13, 1973 Section I. The County Board of Supervisors of Bayfield County, Wisconsin, regularly assembled, does hereby ordain that such funds as may be made available to the county for highway work in the year 1974 under the provision of Section 20.395 and Chapter 83 of the Statutes, and the additional sums herein appropriated, shall be expended as hereinafter set forth: Section II. COUNTY TRUNK HIGHWAY ALLOTMENT. WHEREAS the Division of Highways has notified the County Clerk that a sum of mpney estimated to be Three hundred forty-four thousand three hundred dollars ($344,300.00) will become available at the b) end of the fiscal year under the provisions of Section 83.10 and 20.395 (1) (qa) of the Statutes, for the county trunk highway system in the county, but the actual amount will not be known until the close of the fiscal year ending next June 30. BE IT RESOLVED that the County Highway Committee is authorized and directed to expend the said sum -to the extent required -to match and supplement Federal Aid for construction, right-of-way and other costs on any Federal projects located on the county trunk highway system of said county, which are not recovered from Federal Funds, and to expend any balance for construction, repairing and maintaining such county trunk highway system and'7the bridges thereon, and for other authorized pur- poses as required including maintenance of buildings, snow and ice removal and con- trol, and to reimburse the general fund for any expenditures that may be made there- from, pursuant to Section 83.01 (6) of the Statutes. COUNTY ROAD AND BRIDGE FUND Section III. WHEREAS it appears .that certain additional highway improvements in the County are necessary and warranted, BE IT RESOLVED, that the County Board does hereby appropriate NO LEVY, due to $136,800.00 received on Revenue Sharing. (A levy is anticipated for fiscal 1975 for North of Iron River.) reconstruction and/or relocation of CTH "A"/for the purposes set forth under Section 83.065 of the Wisconsin Statutes. Section IV. WHEREAS the various highway activities for which provision is made in this resolution are continuous from year to year, and the exact cost of any work cannot be known at the time of making the appropriation therefor, BE IT RESOLVED that this Board does hereby direct that any balance remaining in any appropriation for a specific highway improvement after the same shall have been completed may be used by the County Highway Committee to make up any deficit that may occur in any other improvement, which is part of the same item in the county budget, for which provision is herein made, and any balances remaining at the end of the year in any highway fund shall remain and be available for the same purpose in the ensuing year. Section-,,V. WHEREAS the exact amount of the funds that will become -available from the state for highway purposes in the county under Section 20.395 of the Statutes will not be known until on or after June 30. BE IT RESOLVED that the County Treasurer is hereby authorized and directed to make payments for the purposes for which such funds are to be used, as hereinbefore authorized, from any funds in the county :treasury that are not required for the pur- poses for which appropriated prior to next August 1, and to reimburse such funds in the county treasury from the sums received under Section 20.395 of the Statutes. Nov. 13. 1973 Section VI. WHEREAS the County Highway Committee and the County Highway Comm- issioner are charged with the duty and responsibility of carrying out the construction and maintenance of highways for which provision is made, and other related and super- visory and administrative duties, BE IT RESOLVED that the County Highway Commissioner shall have authority to em- ploy, discharge, suspend or reinstate such personnel as he deems necessary for such purposes, provided,however, that the County Highway Committee may by action recorded in its minutes determine the number of persons to be hired and may also at any time by action so recorded order the County Highway Commissioner to employ, discharge, suspend or reinstate any such person. The term "personnel" or "person" shall include all patrolmen, laborers, foremen, clerks, stenographers or any other employees nec- essary to carry on such activities. Joseph Berweger Raymond J. A roll call vote was taken on the adoption of the foregoing resolution, the results of which were as follows: No. 9a Ayes - Erickson, Meierotto, Howell, E. Johnson, Hoagland, Rude, Justice, Seidel Mammoser, W. Johnson, Heglund, Carter, Hanson, Anderson, Berweger, Rondeau, Renoos, Barningham. Nayes - none Ayes - 18 Nayes - 0 Total - 18 Motion carried. The following resolution was read: No. 10 BE IT RESOLVED by the Bayfield County Board of Supervisors assembled in annual session this 13Lh day of November 1973, that the County Board Chairman, County Highway Committee and County Highway Commissioner are hereby authorized to attend State Road Schools, conventions and/or other road meetings, and that their per diem and expense be paid from the County Highway Administration Fund. COUNTY BRIDGE AID Section 81.38 To the Honorable County Board of Supervisors Bayfield County, Wisconsin Gentlemen: This petition.of the Town of Barksdale, Bayfield County, Wisconsin, respectfully represents and shows to your honorable body that: The North Fork of the Whittlesey Creek Bridge on the Cozy Corner Road in the Southwest Quarter of the Southeast Quarter of Section 20, Township 48 North, Range 5 West on a public highway maintainable by the Town of Barksdale requires immediate emergency replacement in accordance with the provisions of Section 81.38 of the Statutes. The Town of Barksdale has provided for such portion of the cost of construction as is required by Statute. The total cost of replacement is $7650.00 Wherefore, Petitioner prays and makes this petition to your honorable body for County Aid for one-half of the cost to said Town of Barksdale in the amount of $3825.00, all in accordance with Section 81.38 of the Wisconsin Statutes. The Clerk stated that -the supervisors from the City of Washburn were not eligible however, to vote,/the-Supervisors from the City of Bayfield and the Village of Cable do vote on the issue.as they also represent areas that are covered by the Bridge Aid law. The Village of Mason has elected to be covered by the Bridge Aid law. The results of the roll call vote were as follows: Ayes - Erickson, Meierotto, Howell, E. Johnson, Hoagland, Mammoser, W. Johnson, Heglund, Carter, Hanson, Anderson, Berweger, Rondeau, Renoos, Barningham Nayes - none Ayes - 15 Nayes - 0 Total - 15 Notion carried. The following communication was read: No. 19 State of Wisconsin Department of Transportation April 3, 1973 Mr. Edward A. Pajala Bayfield County Clerk Courthouse Washburn, Wis. 54891 Dear Mr. Pajala: Estimated 1974 Allotment for State Trunk Highway System You are' hereby notified that the estimated allotment in the fiscal year ending June 30, 1974, under the provisions of Section 20.395(2vfl and 84.03(3), for expenditure Nov. 13. 1973 on the State Trunk Highway System in your county is $121,000.00. The proposed allocation of the estimated 197.4 allotment not previously advanced, which is submitted for the consideration of your County Board, is as follows: The sum of $1211,000.00 to be held in reserve for future allocation. The following communication was read: No. 20 April 15, 1973 TO:' COUNTY TREASURERS Re: Pre -payment of 1973 Supplemental County Trunk Highway Allotment 5.20.395(2) (wb) 2 & 3 The enclosed State Treasurer's check in the amount indicated on the attached chart represents the 1973 pre -payment of the Supplemental County Trunk Highway Allotment pursuant to S.20.395(9) (za) 5. This prepayment -is computed as 50 percent of the total Supplemental County Trunk Highway Allotment paid in 1972. The exact amount available for the 1973 Supplemental County Trunk Highway Allotment will be determined after the close of the current fiscal year on June 30, 1973. The balance of this allotment -will be computed and remitted as soon as possible thereafter. This payment is"supplemental to and to be used for the same purposes as the Basic County Trunk Allotment of June 30th. Sincerely, B. E. Stats. The enclosed check is in payment of your county's allotment for county trunk highways available June 30, 1973, pursuant to Sections 20.395(2)(wb)(1) and 83.10(1) of the Wisconsin Statutes. Coordin- ator , and WHEREAS, the Bayfield County Emergency Medical Services Council is an all volun- teer organization, dedicated to providing emergency medical services to all residents of Bayfield County and in all areas of Bayfield County, and Nov. 13. 1973 WHEREAS, the volunteers come from all areas of Bayfield County and provide am- bulance service and emergency services in Bayfield County with the support of all volunteer help, NOW THEREFORE, BE IT RESOLVED, that the Bayfield County Board does hereby app- ropriate the sum of $1,853.00 for the Bayfield County Emergency Medical Services Council to pay for one-half the cost of the hospital Radio Base Station to be installed at the Bayfield County Memorial Hospital to give all ambulances direct contact with the doctors and emergency staff at the hospital. The following communication was read: No.'31 Chambers Fifteenth Judicial Circuit Ashland, Wis. September 25, 1973 Mr. Edward A. Pajala County Clerk Courthouse Washburn, Wis. Dear Mr. Pajala: I am enclosing herewith a resolution which I ask that you please present to the Finance Committee of the Bayfield County Board. You may advise the Finance Committee that a duplicate of this resolution has already been adopted by the Board of Supervisors of Ashland County. For the information of the committee, all 52 Circuit Judges of the State of Wisconsin, except myself and Judge Allen Kinney of the Eleventh Circuit, receive additional salary from the counties of their respective circuits. Some of the counties, the wealthier ones of course, contribute to their Circuit Judge or Judges over $6,000 per year. 200 Nov. 13, 1973 I might add that I have been the Circuit Judge for the Fifteenth Judicial Cir- cuit for just short of 22 years. To try a jury case costs •the county, just for jurors' fees, on the opening day of trial about $500; and for each day thereafter about $300. Almost all of the cases on my jury calendar in Bayfield County have been settled before a jury trial became necessary, thus saving the county over the years many thousands of dollars. In each settlement, I believe, my efforts have been the principal factor. With respect to this the committee may make inquiry, if they desire, of the Clerk of Courts, Mrs. Lois Arntsen. N 1 C , The following resolution was read: No. 53 WHEREAS, the erosion of road banks and ditches are one of the major sources of siltation of lakes and streams in Bayfield County, and WHEREAS, the erosion of `road banks and ditches cause unnecessary road mainten- ance expense, and WHEREAS, future legislation will make it mandatory to stabilize road banks and ditches by the establishment of vegetative cover and other erosion control measures, and WHEREAS, the Town Boards of Orienta and Port Wing have engaged in road bank and road ditch seeding projects, the materials for which were financed with Resource, Conservation, and Development funds and a fraction of the labor bill was financed with County and State Cost Sharing funds, and WHEREAS, the State of Wisconsin Board of Soil and Water Conservation Districts has approved $1632.96 in state aid on a 50-50 cost sharing basis to the Bayfield ,County Soil and Water Conservation District Supervisors to help finance the town roadside seeding project, and now therefore be it RESOLVED, that $1600.00 be issued to the Bayfield County Soil and Water Con- servation District Supervisors to furnish the 50/ needed to match the state aid to carry out this project on town roads in Bayfield County. The following communication was read: No. 60 Port Wing, WI November 2, 1973 To the Members of -the Bayfield County Board Washburn, Wisconsin Gentlemen: Earlier this fall I appeared at your special meeting and told you that the Bayfield County Historical Society was becoming organized as an affiliate of the Wisconsin Historical Society. I outlined benefits to individuals and the whole county which might come through the projected functions of the new group. In turn, you gave the organizing group needed encouragement through a vote of support. To reassure the members of the County Board of the intent of our organization, let me quote the opening words in the preliminary draft of the constitution for the Bayfield Historical Society: "The business and purpose of the Corporation shall be exclusively educational and specifically shall be" ... There follows an enumeration which can be summarized as resurrecting and perpetuating the history of Bayfield County. . We propose to accomplish this aim through local chapters formed around common community -interests. In effect, these will be working committees in the various - sections of our large county. As an outgrowth of these localized "resurrection" efforts, we foresee the development of an immensely valuable central resource -coll- ection. This would be comprised to a large extent of information not now publicly available. Some will come from personal letters and diaries, some from business documents held in families, some from recollections not recorded to date, some in- cidents will be shown in photographs in private albums, etc. Such a facility would' eventually "perpetuate" for present and coming generations the total story of Bayfield County from earliest known -times to the ever new present day. It should be both a collective and distributive resource. Our organization has prepared an estimated budget for 1974 which has been reviewed by your budget committee. However, working funds to cover the necessary communication expenses to evolve such a center as described are only part of the help needed by the society. Housing for an historical resource center would be logically situated in the County Court IIouse at Washburn. We now ask that you specifically consider these physical requirements. Which of these needs would the Bayfield County Board feel it could meet for the above purposes of the Bayfield County Iistorical Society? A. Room space 'somewhat equivalent to that opening off the right side of the county board room and used formerly as chamber -for the judge (the society would not need space every consecutive day, doubtless) B. Heat, lighting, janitorial service C. A desk with drawer space, a table, a minimum of two chairs, shelving or some alternate immediate storage space D. A fireprodf and dry storage area for safe preservation of valuable papers and pictures, oral transcription, written information, even small artifacts which might be loaned, donated or developed through efforts of the society (such an area need not be adjacent to work space for the society nor independent of other users) E. The following communication was read: No. 63 State of Wisconsin July 10, 1973 Box 80 B'rule, Wisconsin 54820 Mr. Walter C. Barningham, Chairman Bayfield County Board Bayfield County Courthouse Washburn, Wisconsin 54891 Dear Mr. Barningham: You. will recall that the Department of Natural Resources, at the request of the Bayfield County Soil and Water Conservation District Supervisors, recently com- pleted an in-depth study of the Bibon Swamp -White River area. The study was intended to produce a proposal for the future disposition of the area. The County was part- icularly concerned about what to do with the County -owned lands within the area which are increasingly being requested for sale. As you will remember, several of us appeared before the Board last Fall at which time we reported that upon completion of the study it was our recommendation that it would be in the public interest for all public lands within the Bibon Swamp White River area to remain in public ownership. We also suggested that a boundary be established which would identify the area as a wildlife -fishery area and that plans be made to preserve the area by enlarging the public ownership. Subsequently, the County Board at its September 1972 meeting adopted a resolution (#10) which recognized the Bibon Swamp -White River area as a unique natural area and deferred sales of County lands within the proposed boundary. It was recognized that this was an interim agreement until such time that the question of a boundary and other details could be settled with the several towns involved. I'm pleased to report that the DNR has completed its round of meetings with the towns which would have lands within the boundary of the project. Those towns are Grandview, Delta, Mason and Lincoln. The opinion that was expressed by the towns is that the area is indeed a unique natural resource and that it should be protected and preserved. The towns, however, have varying views as to which public agency should control the public ownership which would ensure the area's preservation. We do feel that some compromise solution for public land ownership can be re- solved. It appears at this time that the most popular approach may be a long-term lease or perhaps "special entry" under the Forest Crop Law of lands now in public ownership. The private lands within the boundary could then be acquired by the DNR from willing sellers under a long range acquisition program. We would very much appreciate an opportunity to meet with the Soil and Water Conservation District Supervisors and the Conservation Committee to discuss our meeting with the towns and to work toward a project proposal which would be acceptable to the Board of Supervisors. The County Board's interest in the project and the Town's enthusiasm have been most encouraging. The following communication was read: No. 64 TOWN OF IRON RIVER September 13, 1973 Bayfield County Board of Supervisors c/o Mr. Ed Pajala, County Clerk Courthouse Washburn, Wisconsin Gentlemen: The Town Board of Iron River submitted a letter to you prior to your last meeting requesting authorization to purchase Lot 5 Block 1 of the Original Plat of' Iron River to be used for a public parking lot. This lot is 25 feet wide by 130 feet long and is now owned by Bayf ield County. The lots in Block 1 were originally laid out in an east and west direction. How- ever, when Loberg's Subdivision was established, the first four lots were divided to create lots running in a north and south direction thereby causing Lot 5 to abutt the north end of these commercial lots. Lot 5 has been used as an unofficial alley for many years. U.S..Highway 2 was resurfaced by the State Dept. of Transportation last summer. Because the blacktopping was extended from curb to curb the highway appears to be wider than in the past but in reality it is a few feet more narrow. Unrestricted parking on the north and south side of the highway has created a traffic hazard at two intersections in the township by parked vehicles obscuring the view of approaching traffic on the Federal highway. There has already been one accident at the intersection of Main St. and. U.S. Hwy. 2. The Town Board decided that for the safety of those crossing this highway, it was necessary to restrict parking of any vehicles within 75 feet of the intersection on both the north and south sides. Two years ago the state department required the Town Board to restrict parking within 50 feet of this corner on the east and west sides of Main Street before U.S. Highway 2_was resurfaced and the curb and.gutters installed. Six business establishments face Highway 2 within this block. By having no parking for 75 feet at the west end of the block and the allocated four feet on either side of the alley plus the 10 feet for a fire ,hydrant or the 15 feet to the near limits of a crosswalk, parking space to serve these businesses will be limited. Therefore, the Town Board requested the County Board consider selling Lot 5 in Block'l to the Town for- a parking 'lot. Also, access to the rear of four of the above mentioned businesses is across this lot. Any individual who purchases this land will have the right to deny access to the rear of these four business places. If this lot is.purchased by the Township, it then becomes public property and allows ingress and egress rights to the rear of these businesses as well as providing M public parking off U.S. Highway 2. Nov. 13, 1973 The Town Board is attempting to act in the interest of public safety and still provide easy access to the business establishments affected. The following resolution was read: No. 74 WHEREAS, -it .has been_ deemed .to be in the best interest of Bayfield County to have available a special 'construction fund for any major repairs' or construction of county buildings as deemed necessary by the Executive Committee, and WHEREAS, because of certain requirements imposed upon the county in relation to financiiig the construction of buildings with Federal Revenue Sharing funds, all available funds in the aforesaid construction account have now been depleted, now therefore be it RESOLVED, that $50,000.00 of available surplus funds be set aside in a special construction account for major repairs or construction of any county buildings, said fund to be designated as "Special Building Construction & Repair Fund" and be it further RESOLVED, that the Executive Committee of the county board be authorized and direct- ed to use the funds as they deem most advantageous to the county. On October 11, 1973, the Association requested that a salary increase be granted for the year 1974, pending the evaluation of the Bureau of Personnel. The reason for this request, as we are all aware, is because of the accelerated rate of inflation and the rise in the cost of living index. It was the Association's thought that the evaluation might be delayed to such an extent that the employees would not receive any effective benefit from such evaluation during the year 1974. The Ashland County Board granted its employees an increase of 6.2/ and we are asking for the same amount. The following Proposed Budget for the Year 1974 was read: No. 86 TO THE HONORABLE MEMBERS OF THE COUNTY BOARD OF SUPERVISORS Gentlemen: We, the undersigned members of the Executive Committee, of the Bayfield County Board, hereby submit the proposed 'county budget for the year 1974, together with a report of operations. VALUATION The Wisconsin Department of Revenue recommends a total county valuation of $128,806,500. Although we are not in total agreement with the Department of Revenue in regard to the recommended valuation, we do recommend acceptance of the proposed valuation. The increased valuation results in decreased state aids, which does in- crease the county levy. COUNTY LEVY The legal county levy limit is 1% of the total valuation; an additional levy for debt retirement and other specified items can be.made in addition to the 1/ limit. The maximum levy would provide $1,288,065.00, which would be $1,028,631.87 more than the proposed levy of $259,433.13. The 1972 levy was $494,102.04. The decrease in the 1973 levy is primarily attributed to Federal Revenue Sharing funds received by the county - other revenues in excess of the anticipated amounts results in a cash surplus which can be applied against the 1974 budget. Payment of most categorical aids by the state instead of the county is also a factor in the decreased levy. HEALTH & SOCIAL SERVICES Old Age Assistance grants, Aid to the Blind, Aid to the Totally Disabled and Medical Assistance will be paid directly by the State in 1974. A nominal amount is recommended to be included in the budget for medical assistance to allow for payment for services provided, but not paid for, in_._1973. The County Rest Home continues to be operated at full capacity of 30 - 32 patients. There are at the present time 4 private pay patients in the home. Private pay patients are charged the actual per capita cost of operation. According to information now available, Medical Assistance payments amounting to $12.16 per patient day will be received by the home in 1974. The difference between that amount and the per capita cost of $17.75 will be absorbed by the county. The rates are subject to periodic ad justment. An appeal will be made to the state to increase the Medical Assistance payment. Nov. 14., 1973 The Counties of Ashland, Bayfield, Iron & Price are expected to participate in the newly formed North Central Community Mental Health Center in 1974. The organiza- tion replaces the North Central Guidance Clinic. According to information available at the time of preparation of this budget, it appears that the county's share of the cost of care of mental patients in outside in- stitions, now being paid as a state special charge, may be paid through the North Central Community Mental Health Center in 1974, on a current basis. This may result in an additional cost not provided for in this budget and may require an adjustment when more information is available. Adoption of a separate ordinance providing for an Ashland-Bayfield County Devel- opmental Disabilities Board is recommended. The new organization will provide for the development of services for the mentally retarded and persons with other developmental disabilities. The Tri-County Sanatorium is operating at below capacity. The Board of Trustees, together with the Joint Finance Committees of the three counties is still exploring the possibility -of some type of dual use of the institution to reduce operating cost. The per capita cost of approximately $35.00 per day is still far below the cost of care in general hospitals or the per capita cost of other sanatoriums in the state. The Home Health Nursing Service is expected to continue at about the same level as in 1972. HIGHWAYS & BRIDGES $1361800-.00 of Federal Revenue Sharing Funds and the building fund have been applied toward highway equipment purchases. Highway Department Building construction and some minor highway construction, consequently, only an amount of $17,451.43 for county aid bridge construction is included for highways in this budget. INDEBTEDNESS The only county indebtedness continues to be the Memorial Hospital Bond issue. Annual principal and interest payments are included in this budget. The amount is offset in the revenue section by an equal payment by the hospital. FINANCE Increases in revenues from timber sales, profit on sales of tax title lands and interest on investments have again been major factors in accumulation of surplus cash for the county. The Emergency Employment Act is expected to continue in operation until June 30, 1974. Several municipalities are continuing to participate in the program. A total of $194,651.00 of Federal Revenue Sharing Funds has been applied against several departmental budgets to reduce the total operating cost. In addition to the above amount, $135,095.00 of Federal Revenue Sharing Funds has been used or committed for various outlay items as previously authorized by -the Board. Due to the application of Federal Revenue Sharing Funds to reduce the county levy, the committee is recommend- ing that only $140,000.00 of.surplus cash be applied toward reduction of the levy. By separate resolution, the committee is proposing that the County Treasurer pur- chase in 1973 all of the local taxing districts equities of the excess delinquent taxes for the years 19701 1971 and 1972. It will also be recommended that the excess delin- quent tax equities of the taxing districts for the 1973 tax be purchased by the county F2)' C�_ P? Nov. 14- 1973 in the fall of 1974. The estimated initial cost to the county is expected to be approximately $260,000.00. These monies will be returned to the county as delinquent tax payments are received. As requested by the Personnel Committee, a sum sufficient, has been included in the contingency fund to finance future wage increases to non -represented county em- ployees. A wage and job classification study by the State Bureau of Personnel is now underway. The Executive Committee is,recommending that $50,000.00 of surplus cash be set aside in a special building account. AUDIT The 1972 Audit Report has been. completed on schedule. Copi-es are available for your inspection at the office of the County Clerk or from any Executive Committee member. Acceptance of the auditor's proposal to audit the 1973 county records is recommend- ed by your Executive Committee. The 1972 audit report, submitted by John Maitland, C.P.A., together with his de- tailed explanation of the audit and general fiscal condition of the county, the statement of expenditures and revenues through October 1,1973 prepared by the County Clerk and the assistance and cooperation of other county officials and county board members has been of great value to the committee in preparation of this 1974 Bayfield County Budget.
