Barningham, County Board Chairman. The following members answered roll call: No. 1 Erickson, Howell, E. Johnson, Hoagland, Rude, Justice, Seidel, Mammoser, W. Johnson, Heglund, Carter, Hanson, Anderson, Berweger, Rondeau, Renoos, Barningham Total 17 members present, 1 absent - Arthur Meierotto Moved by Justice and seconded by Rude to dispense with the reading of the minutes of the November board meeting. Motion carried. Mr. Barningham related to the board the reason for the special meeting. The petition to call a Special Meeting of the County Board was read: TO: Edward A. Pajala Bayfield County Clerk Washburn, Wisconsin 54891 Dear Mr. Pajala: You are hereby petitioned to call a Special Meeting of the Bayfield County Board of Supervisors at 9:30 A.M. on Friday, December 7, 1973, at the Court House, Washburn, Wisconsin; for the following purposes: 1. To consider and take all necessary action on Bayfield County participating in a Nutritional Program for the elderly. , 2. To consider all other matters which may come before the said Board of Supervisors. Signed• The petition was signed by eleven board members. The following resolution was read: No. 2 WHEREAS, Public Law 92-258 adds Title VII to the Older Americans Act, which is a program to provide social service and nutrition programs for the aging, and WHEREAS, two million dollars ($2,000,000.00)has been allocated to the State of Wisconsin to fund a nutritional program for the elderly,.and WHEREAS, Bayfield County has been given the option to participate in the program at a program cost of $80,736.18 for a period of one year, and WHEREAS, the County's hhare will be $8,073.61 in cash or in kind, and WHEREAS, the Federal's share will be $72,662.57, and WHEREAS? Bayfield County has a total population of persons*age 60 and over of 1,228 of which 523 have income below the Federal poverty line, THEREFORE, BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 7n day of December to formally accept the offer to participate in the program and to sponsor said program for the elderly citizens.of the county. Dec. 7. 1973 BE IT FURTHER RESOLVED that the County Board appoint a county committee on aging comprised of seven members of which one member shall be a dietician and the County Board Chairman shall serve as ex -official member. Walter Barningham Moved by Justice and seconded by Rude to adopt the foregoing resolution. Mr. John Lindoerfer, representing the Division of Aging, was present and appeared before the board at this time. Miss Carol Raebiger, Nutritionist, was also present and commented favorably on the program. Several question were raised by members of the board which were answered by Mr. Lindoerfer and Miss Raebiger. Mr. John Wroblewski, Mayor of the City of Washburn, was present and appeared before the board in support of the nutritional program. The following communication was read: Dec. 6, 1973 TO WHOM IT MAY CONCERN: Please be advised that at a joint meeting of the City Council and Planning Commission, Tuesday evening, December 4, 1973, action was taken by unanimous vote to place on record City favor and support of the Nutrition Program for Elderly Citizens. Wayne 0. Lowe City Clerk a Mr. Ea, -I Nea,lson of the City of Washburn Housing Authority also appeared in support of the program. Mr. James Empey and Mrs. Libby Stenson representing the Northwest Wisconsin C.A.P. agency were present and appeared before the board in support of the nutritional pro- gram. Mr. Arnold Peterson also spoke in support of -the program. Mr. Ed Dashner, Administrator of the Department of Social Services was present and assured the board that the Department of Social Services would provide any assist- ance that might be needed. Several members of the board spoke in behalf of the program. A roll call vote was asked for on the adoption of the foregoing resolution; the results of the vote were as follows: No. 2a Ayes - Erickson, Howell, E. Johnson, Hoagland, Rude, Justice, Seidel, Mammoser, W. Johnson, Heglund, Carter, Hanson, Anderson, Berweger, Rondeau, Renoos, Barningham Nayes - none Ayes - 17 Nayes - 0 Total - 17 Motion carried. Dr. Bolea, North Central Community Mental Health Center, appeared before the board to discuss the function of the 51.42 Unified Board. He explained to the board that all committments to mental institutions will be processed through the Unified Board and that payment for care of mental patients will be made to the institutions by the Unified Board and charged back to the county of residence. Previously, patient care has been paid by the State and charged back as a State Special,charge. The special charges budgeted at each annual meeting have been for care for the period ending the previous June 30th. mhe amount budgeted for care of patients in mental institutions for the 1974 budget was $108,619.17. Dr. Bolea stated that additional funds will required in 1974 to cover the cur- rent patient cost. In answer to a direct question raised by the County Clerk re- garding the amount of additional funds needed for 19741 Dr. Bolea estimated that an amount of approximately $40,000.00 would be needed by Bayfield County. Dr. Bolea then informed the board that plans are being made for caring for mental patients in various area facilities including the Memorial Medical Center and the Pureair Sanatorium. Mr., James Emp*�ey offered the ser.v/-ces of the Northwest Wisconsin C.A.P. agency in administering the Nutritional Program. MOTION NO. 3 Moved by Howell and seconded by Erickson that the Board adjourn for noon lunch. Motion carried. The meeting was called to order by Walter C. Barningham, Co. Board Chairman at 1:30 P.M. The.following members answered roll call: No. 4 Erickson, Howell, E. Johnson, Hoagland, Rude, Justice, Seidel, Mammoser, W. Johnson, Heglund, Carter, Hanson, Anderson, Berweger, Renoos, Barningham. Total 16 members present, 2 absent. Mr. Empey again appeared before the board in regard to the Nutritional Program. A recommendation was made by Mr. Dashner that the Department of Social Services be designated to administer the Nutritional Program. MOTION NO. 5 Moved by Renoos and seconded by Berweger that the Nutritional Program be admin- istered by the Director of the Department of Social Services. Motion carried. Dec. 7. 1973 MOTION NO. 6 Moved by Hanson and seconded by Renoos that Mr. Dashner appoint a temporary advisory committee for the Nutritional Program. Motion carried. G MOTION NO. 7 Moved by Justice and seconded by Rude that the Director of the Department of Social Services submit a request for $15,000. of Title III funds as a supplement to ;.. -N Title VII funds. Motion carried. The Title III funds -will be used for purchase of vehicles for the distribution of the meals and for vehicle drivers' salaries. !� vI MOTION NO. 8 Moved by Rude and seconded by Mammoser that the amount of a sum sufficient, not exceeding $4,000.00 be taken out of the Contingency fund and designated as the Co. I The County Clerk advised- the board that the replacement of the windows had been t`� I V completed. i i I The following communication was read: No. 10 Nov. 29, 1973 i Mr. Edward, Paj ala County Clerk Courthouse Washburn, Wisconsin Ddar Mr. Pajala: 0 Some time ago I forwarded to your office a resolution, which, if like resolutions had been adopted by the five counties in my circuit, would have provided for a $500. contribution to my salary by each county. The resolution was adopted by two counties, Price and Ashland, and rejected by three, Bayfield, Iron and Taylor. Thus passage by the two adopting counties was nullified. Having.been your Circuit Judge for more than 22 years is perhaps unnecessary for me to advise the members of your board that despite the failure of the counties of my circuit to give to me the same financial consideration, though in a much smaller degree, than is given by other counties in this state to their Circuit Judges, I shall continue to serve the people of my circuit in the same manner as in the past and to the best of my .ability. MOTION NO. 11 Moved by Justice and seconded by Hanson that the salary of the Civil Defense Director be set at $3,600., the Personnel Committee being authorized to designate hours. Motion carried. The following resolution was read: No. 12 WHEREAS, the Bayfield County Board has authorized the State Bureau of Personnel to make a salary and job classification study of all non -represented county positions, and WHEREAS, the County Board has determined that no salary adjustments shall be made prior to completion of said study, and WHEREAS, it appears that said wage and job classification study will not be completed,,,until after January 1, 1974, and WHEREAS, the Personnel Committee of the County Board did on October 11, 1973 determine that any salary or wage adjustments made by the County Board as a result of the study now underway should be made retroactive to January 1, 1974, now therefore be it RESOLVED, that the Bayfield County Board in session this 7th day of December, 1973, confirm the action taken by the Personnel Committee providing that all salary A F2�_ S �fl and wage adjustments made as a result of the Bureau of Personnel study be made retro- active to January 1, 1974. The following resolution was read: No. 13 I ,4� 1 WHEREAS, the Bayfield County Board has authorized the expenditure of Federal utJ Y� �` bF Revenue Sharing Funds for purchase of certain office equipment, office furniture and repairs and remodeling of various county buildings, and i WHEREAS, the Executive Committee of said Bayfield County Board has authorized v, the County Clerk to make said purchases and take other necessary action regarding purchases and repairs, and J Z(( �l� ( WHEREAS, the cost of purchases and repairs in some instances has and will exceed the estimated expenditures, now therefore be it ` I RESOLVED, that the County Clerk be authorized to pay out of any unexpended Fed- eral Revenue Sharing Funds the amounts exceeding the original^estimates, and be it further ti RESOLVED, that the Executive Committee of the County Board be authorized to use h for any purchase of county equipment or repair of buildings any unallocated funds or unused funds or earnings from the funds for the entitlement period beginning January 1, 1972 and ending June 30, 1973, as they deem necessary without further authorization of the County Board, and be it further RESOLVED; that the proper county officers be authorized and directed to prepare any necessary reports covering said expenditures. To properly establish, lay out, widen, enlarge, extend, construct, reconstruct, improve, or maintain a portion of the highway designated above, it is necessary to relocate or change and acquire certain -lands or interests in lands as shown on the right of way plat for the above project. To effect this change, pursuant to authority granted under Sections 84.02(3) and 84.09, Wisconsin Statutes, the Highway Commission hereby orders that: 1. F2 48 Dec. -7 _ 19 The following communication was read: No. 15 November 18, 1973 Mr. Edward Pajala Bayfield County Clerk Dear Mr. Pajala At the last town board meeting, the request that our town board made on June 28, 1973, desiring,the purchase of 80 acres in Sec. 24 T. 47 R. 7W for a disposal site came into discussion. The, Town Board.as.�§igned me to write you as to what progress the County Board has made on this Resolution. Possibly in among busy schedules this issue has been over- looked. Would you kindly bring this resolution desiring the purchase of this 80 acres to the County Board members attention at the next County Board meeting. The descriptions are as follows: Mg of the NE-1-4 and the NE4 of the NW4, Sec. 24, T. 47, R. 7 W. NO. 16 The County Clerk advised the board that Blue Cross -Blue Shield has offered the Bayfield County employees a new health insurance plan with additional benefits at a small increase in. -premium. MOTION NO. 16a Moved by Renoos and seconded by Seidel that Bayfield 'County be authorized. to subscribe to the Blue -Cross -Blue Shield program proposed if the majority of employ- ees arej4 favor of the new plan. Motion carried. Mr. Barningham reported that he had stopped at the Administration Building in Phillips and had been shown the County Board facilities there. He also had some copies of their floor plan which he distributed to the board members. Moved by Mammoser and seconded by E. Johnson that the Executive Committee, acting as the Building and Grounds committee, study the improvement of facilities in the Bayfield County board room. Motion carried. A question was raised regarding the sale of tax title lands. The Clerk explained the procedure by which county land is sold. Moved by Mammoser and seconded by W. Johnson to adjourn. Motion carried.
