The meeting was called to order at 9:.30 AM by Walter C. Barningham, County Board Chairman. - The following members answered roll call: No. 1 i Edwin Erickson, Arthur Mei.erotto, Ila Bromberg, Eric Johnson, Clifford Hoagland, Bennie Rude, Peter Hanson, Larry Seidel, Herbert Spears, Wallace Johnson, Ernest Heglund, William Carter, Arthur Hanson, Carl Anderson, Joseph Berweger, Stephen Barry, Edwin Renoos, Walter Barningham Total 18 present A prayer and pledge of allegiance was led by Larry Seidel, Board member. Moved by W. Johnson, seconded by Erickson to dispense with the reading of the minutes of the previous meeting. Motion carried. The following petition was read: No. 2 TO: Edward -;A. Pajala Bayfield County Clerk Washburn, WI 54891 Dear Mr. Pajala: You are hereby petitioned to call a Special Meeting of the Bayfield County Board of Super- visors at 9:30 AM on Wednesday, June 25, 1975, at the Court House, Washburn, Wisconsin to take action on the following items: 1. Closing -of the Pureair Sanatorium as a T.B. Treatment Center 2. Future use or sale of the Sanatorium facilities 3. Continuing service of Pureair Trustees and Manager 4. Petitions relating to map changes in the County Zoning Ordinance S. New waste disposal systems allowed by the State Board of Health 6. Sale of county owned lands in County Forest Units 7. Purchase of new bookkeeping equipment 8. Participation in the Bicentennial Celebration 9. Motion carried. 4 42) June 25, 1975 Gary Gylund, Bayfield County Recreation Director, Gilbert Hagin, Wisconsin Indianhead Country and Fred Goold, NWRP&DC, appeared before the Board in regard to the Comprehensive Outdoor Recreation Plan., Mr. Goold explained to the Board that the plan will provide a guide for the future growth and development of park systems and recreation programs throughout the county. Mr. Goold asked'the Board for adoption of the plan so that the county will be eligible for federal funds. Many questions were raised by Board members and answered by Mr. Goold and Mr. Gylund. The following resolution was read: No. 3 WHEREAS, Bayfield County, in cooperation with the Northwestern Wisconsin Regional Planning �1. and Development Commission has developed a comprehensive outdoor recreation plan, a-. copy of which is on file with the Bayfield County Clerk, and WHEREAS, This plan outlines forseeable outdoor recreation facility needs of Bayfield County that can be adequately maintained, NOW THEREFORE BE IT RESOLVED, That Bayfield County hereby formally adopts the Bayfield �j County Outdoor Recreation Plan as the official policy statement for the development of outdoor recreation programs and facilities in said County. Mr. Gil Hagin spoke to the Board on what the Wisconsin Indianhead Country is doing in the area of promotional activities in Bayfield County. A question and answered period followed. Mrs. Marjorie Benton appeared on behalf of the Historical Society in regard to the Bicentennial. Motion #4 Moved by Anderson, seconded by Bromberg that Bayfield County form a committee to work with Ashland County's committee to compile Bicentennial Activities, but that the activities be separate for each county and that the chairman be authorized to appoint the committee which will be confirmed by the County Board. Motion carried. Motion #5 Moved by Hoagland, seconded by A. Hanson that Bayfield County have 7 members on the Bicentennial Committee. Motion carried. June 25, 1975. The following resolution was read:., No. 6. WHEREAS, The State of.Wisconsin Highway Superintendents and Foremens Conference has been invited to hold its annual meeting at Telemark Lodge in Bayfield County, and WHEREAS, It is in the interest of Bayfield County and Northern Wisconsin to have such conference centered in this area, and WHEREAS, The expenses connected with the conduct of said conferences normally exceed the anticipated revenues from individuals attending,said conferences, and WHEREAS, Said additional expenditures are estimated to be in the total amount of $635.00, as set forth more particularly on Schedule "A" attached hereto. NOW THEREFORE BE IT RESOLVED, That the sum of $635.00 be transferred from the contingent fund to the Highway Department budget and that the Highway Commissioner be and he is hereby authorized to expend and disburse said sum in the amount of $635.00 for said conference and for the purposes set forth on said Schedule "A". Hanson, Anderson, Berweger, Barry-, Barningham, Renoos Ayes - 18 Nayes - 0 Total 18 Motion carried. i j The following resolution was read: No 7 WHEREAS, Section 74.19 of the Wisconsin Statutes provides that local treasurers shall be entitled to compensation to be paid by the County in the amount of $8.00 for annual settlement of taxes with the County Treasurer, together with 7� for each mile travelled both ways to deliver tax records and make such settlement, and WHEREAS, It is deemed reasonable and in the interest of Bayfield County to increase said mileage allowance for such local treasurers from 7� per mile to 15� per mile, NOW THEREFORE BE IT RESOLVED, That the County Treasurer be and he is hereby authorized to allow to each local treasurer the sum of $8.00 for each annual statement of taxes, together with 15� per mile for each mile travelled both ways to deliver said records and make such settle- ment. Johnson, seconded by Berweger that roll call votes of the County Board be rotated by dropping the first name on the list, placing it on the bottom and using that sequence thereon. Motion carried. The following resolution was read: No. 9 WHEREAS, Jury Commissioners are presently receiving $10.00 per day for their services to Bayfield County, plus 10� per mile for travel, and WHEREAS, The per diem for jurors has been raised by County Board action to $16.00, and WHEREAS, An increase in the per diem rate of compensation to $16.00.per day for services of said jury commissioners is deemed reasonable, together with 15� a mile for travel in the performance of the Statutory duties of said commissioners, NOW THEREFORE BE IT RESOLVED, That the compensation for said jury commissioners be increased to $16.00 per day, together with 15� per mile for necessary travel, said per diem increase to be retroactive to January 1, 1975. The following communication was read: No. 10 Town of Port Wing Port Wing, Wisconsin 54865 June 11, 1975 Bayfield Co. Board Courthouse Washburn, WI 54891 Dear Members of the Board: The Town of Port Wing wishes to -acquire fm m Bayfield County the NE SE, Section 16-49-8. It is the intent of the Town of Port Wing to negotiate an agreement with the Boy Scouts of America allowing the Boy Scouts to move their cabin from its present location in the SW SW, Sec. 11-49-8 to the NE SE, Sec. 16-49-8 if the County will sell the property to the Town. Motion carried. 25,--197S The following communication was read: No. 11 TOWN OF PORT WING Port Wing, WI 54865 June 11, 1975 Bayfield County Board Courthouse Washburn, WI 54891 Dear Members of the Board: Certain lands in the Town of Port Wing are located within the exterior boundaries of Bounty Forest Unit #2. It is our understanding that the County Board may consider taking action to allow the proper county committee to offer for sale lands within the several Forest Units. Thw Town of Port Wing does not object to the proposed change and will not object to the county offering for sale lands located within the exterior boundaries of Forest Unit #2. The following resolution was read: No. 12 WHEREAS, Bayfield County is the owner of certain lands in the Towns of Orienta, Port Wing and Clover which were placed in special County forest management units by reszution adopted by the Bayfield County Board of Supervisors on November 15, 1966, and WHEREAS, Said towns have requested that the County release said lands from the provisions of said resolution and that said lands be offered for sale by Bayfield County, and WHEREAS, The Bayfield County Forestry Committee has considered said request and deems it advisable and in the interest of the County that said lands referred to in said resolution and listed on Schedule "A" attached hereto, be released from the provisions of said resolution and placed in the same category and status as County tax title lands which may be offered for sale as directed by the Executive Committee, NOW THEREFORE BE IT RESOLVED, That all of the lands owned by Bayfield County in the Towns of Orienta, Port Wing and Clover which were placed in special County forest management units by resolution of the Bayfield County Board on November 15, 1966,.,as hereinabove referred to and as said lands are further and more specifically referred to on Schedule "A", attached hereto, be and same are hereby released from the provisions of said resolution, with the effect of placing said in the category and status of County owned tax title lands, subject to sale as directed by the said Executive Committee. Amendment #14a Moved by Rude, seconded by Renoos that the foregoing motion should be amended tb. read that $2500 be appropriated instead of $5000 and that 15� mile mileage be paid and taken out of the $2500 and that Bayfield County participate by themselves in the program. The following resolution was read: No. 18 Larry Seidel Herbert Spears WHEREAS, The Small Scale Waste Management Project, a cooperative project at the University of Wisconsin -Madison, is performing research in,:the.area of sewage treatment and disposal and has developed alternate systems to adequately treat and safely dispose of wastewater on sites pre- viously not suited for conventional septic tank -soil absorption systems, and WHEREAS, -Any use of these alternate systems i's under the jurisdiction of the Division of Health of the State of Wisconsin, and the Division has approved for use three alternate systems,and WHEREAS'; In implementing the use:of these alternate systems the Division of Health has im- posed certain requirements upon -any county.which desires to permit such use, and WHEREAS, Bayfield County desires to permit the use of -these alternate sjstems ; NOW THEREFORE BE IT RESOLVED, That-Bayfield County agrees to: 1. Authorize, require and,pay the cost of one or more of•the county officials entrusted with the enforcement of the County Sanitary Ordinances attending an educational program developed to train these officials the techniques to be used in the construction and monitoring of alternate systems; June 25 1975 2. Require a trained official to inspect each alternate system during construction in the manner and at the times specified at the training program and to complete an inspection checklist provided by the Division; 3. Require that the trained official in making the inspection sign a statement certifying that he inspected the construction of the alternate system and further require that the official mail this statement to the Division within 10 days after his final inspection of the system; 4. Supply sufficient funding to permit a trained official to monitor each alternate system installed in the county for a period of one year after the system is put into use and to require this trained official to so monitor the systems and to send a report stating the operating status of each system to the Division at the end of the one year period; and S. Not to permit the installation or construction of any alternate system unless the Division has approved the construction of that system. William Carter Larry Seidel Edwin Renoos H. The following resolution was read: No'. 19 WHEREAS, The Bayfield County Housing Authority has made a survey throughout Bayfield County as to the need for additional housing units for,elderly citizens, and WHEREAS, As a result of said survey, in excess of 200 replies were received by said Committee indicating an interest and a need for such units, and WHEREAS, Said Authority has found' the greatest need for such housing to be in the Towns of Iron River and Port Wing and in the Cities of Bayfield and Washburn in said Bayfield County,and WHEREAS, It is contemplated that the overall cost of said units to satisfy said housing needs would be approximately $1,000,000.00, and WHEREAS, It is anticipated that said funds will be available on application from FHA, NOW THEREFORE BE IT RESOLVED, That this Board of Supervisors hereby goes on record as recognizing the need for such additional housing as being in the interest of the elderly citizens of Bayfield County and in the general interest of the public, and BE IT FURTHER RESOLVED, That the said Bayfield County Housing Authority is hereby authorized to proceed with plans for said additional housing in said municipalities within Bayfield County and to make application for funds for such construction from FHA in the said amount of $1,000,000.00. Motion #20 Moved by Bromberg to table the above resolution and refer it to the Social Service Committee for review and then be brought back to the County Board at the next ne eting. Pajala May 30, 1975 County Clerk Bayfield County Washburn, WI 54891 Dear Mr. Pajala: Thank you for your recent letters transmitting a copy of the resolution adopted unanimously by the -Bayfield County Board of Supervisors concerning the Health Area Designation -Plan under P.L. 93- 641. As you know, I was required to submit proposed regions to the Secretary of Health, Education, and Welfare by May-3, 1975. The Plan was widely circulated including county: boards -and other group in each of the proposed areas. The draft Areas Designation Plan included Bayfield County in a Minnesota/Wisconsin Interstate Health Service Area. The development of an interstate area centered on the Duluth/Superior metropolitan area was dictated by federal law, which precludes dividing interstate standard metropolitan statistical areas unless both Governors involved agree. Governor Anderson feels strongly that Duluth and Superior are closely related, and should be in a single area. I agreed. The proposal that the remainder of the counties in State Administrative District 8 be a part of the interstate area reflects the secondary preference of the NACHPO Board of Directors, and also reflects our desire to maintain the integrity of the state administrative districts. It should be emphasized that we are not "giving up" these counties to -Minnesota in any sense. They have priorities for funding and other activities determined on the basis of Wisconsin plans, and will participate in Wisconsin resource allocation and regulatory activities. Thank you for making your views on this important matter known to me. I regret that the require- ments of federal law and the criteria for determining areas were such that the plan is not complete responsive to the desires of the Bayfield County Board. Perhaps, you are aware that section 110.07 of the Wisconsin Statutes limits the State Patrol to, not more than 375 state Traffic Officers. These men are presently assigned throughout the state to areas in proportion to the traffic problem. Since I cannot hire additional officers until the legislature sees fit to change the law, it will be quite impossible for me to assign another officer to Bayfield County from our present compliment of men. I know of no pending legislation which would permit me to do that by July 1, 1975, as requested in the resolution. The Committee hoped to include the names of these officers across the state but the difficulty in obtaining all inclusive data and the probability of leaving off a name forced the members -to change their original decision. June 25, 1975 Accordingly, the Committee would establish.a fitting plaque with the inscription as follows: Our Nation, the State of Wisconsin and our community remember with honor and appreciation all law officers who have given their lives in the line of duty. May their -sacrifice inspire us to see that our liberty is not the right'to do as we please, but the opportunity under God to do what is right and pleasing. This plaque would then be furnished for placement in the Court House. The Committee at present needs your assistance.
