MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
September 30,,1975
The meeting was called to order at 9:30 AM by Walter C. Barningham, County Board
Chairman.
The following members answered roll call: No. 1
Edwin Erickson, Ila Bromberg, Eric Johnson, Clifford Hoagland, Bennie Rude, Peter Hanson,

A prayer and pledge of allegiance was led by Larry Seidel, Board member.
Joseph Berweger arrived at this time.
NO. 2
Senator Daniel Theno appeared before the Board in regard to an historical landmark
to be erected by Ashland and Bayfield Counties. He termed it a perfect bi-county project.
Moved by E. Erickson, seconded by Seidel to dispense with the reading of the minutes
of the previous meeting. Motion carried.
NO. 3
Mr. Howard Reynolds of the Department of Revenue was present at the Board meeting to
present the proposed 1975 equalized valuations for Bayfield County.
Mr. Reynolds explained to the Board that the increases were based on a periodic visual
inspection and sales. According to the schedule presented by Mr. Reynolds, the increase in
real estate valuation for the county totaled $31,926,790 with a decrease in the personal
property valuation of $700,010 for a net increase of $31,226,780 or approximately 19.98/
increase over the 1974 valuations.
A lengthy discussion followed and questions raised by Board members were answered by
Mr. Reynolds.
Moved by Anderson, seconded by Berweger to adjourn for lunch. Motion carried.

We, the undersigned Committee on Equalization of Bayfield County, after a careful examination
o of all evidence and data placed before us by the Supervisor of Assessment of said county and

of said county for the year 1975 and recommend that the county assessment of district values be
made on said basis.

NO. 6
William Hepner, Forest Administrator, appeared before the Board in regard to sale of
lands. He introduced Murry Hartshorn, District Ranger, U.S. Forest Service,who spoke on the
benefits to the area from the Federal Forest.
Wayne Gibson of the DNR - Brule, next appeared; before the Board and spoke of the benefits
of public land in the County managed by both federal and state agencies as well as the County.
Mr. Hepner next addressed the Board. He had prepared several charts outlining the acreage
of County Forest Land in the County and timber sales as well as the revenues to the County and
the various municipalities in which the lands are located.

Mr. Hepner advised the Board that the Forestry Committee has been in the process of
preparing the 10 Year Comprehensive Management Plan for the Forestry Department for about a
year and the plan is now completed and copies have been provided to all Board members and the
Forestry Committee is now recommending the approval of the plan. Following a short discussion
of the plan a motion was made by A. Hanson and seconded by E. Johnson to approve the 10 Year
Comprehensive Forestry Management Plan as recommended by the Forestry Committee. Motion carried.
(Copy of the'10 Year Plan is on file in the County Clerk's Office.)
The following resolution was read: No. 8
WHEREAS, Bayfield County is interested in developing winter and summer recreation in
Bayfield County, and
WHEREAS, cross country skiing is fast becoming a major winter activity, and
WHEREAS, the proposed cross country trail can be used in the summertime as a walking
trail, and
WHEREAS, the proposed trail is a limited use trail and some regulations will have to be
placed on land use of said trail by ordinance passed by the Bayfield County Board of Supervisors,
and
WHEREAS, Anthony Wise, representing the Telemark Company of Hayward, Wisconsin, will enter
into a binding agreement with Bayfield County to construct, groom and maintain said trail, and
WHEREAS, said agreement would require no direct cash outlay for the development, construction
and grooming of said trail by the taxpayers of Bayfield County,
NOW THEREFORE BE IT RESOLVED, by the Bayfield County Board of Supervisors duly assembled
this 30th day of September, 1975, that Bayfield County ahthorize the development and construction
of said trail, provided that 100% funding is provided by Telemark Company in the development of
such recreational facilities.
FURTHER BE IT RESOLVED, that the Bayfield County Board of Supervisors direct the District
Attorney, together with other departments of the County to draft an ordinance for the regulation
of the use of said trail for the exclusive use of cross country skiing in the wintertime and a
walking trail in the summertime.

The following resolution was read: No. 9
WHEREAS, the non -represented county employees have made a request for a salary adjustment
effective January 1, 1976, and
WHEREAS, the Personnel Committee of the County Board.has met with the employees to consider
their request, and

WHEREAS, the Personnel Committee is of the opinion that the request of the employees
should be granted, now therefore be it
RESOLVED, that the following adjustments be made in the salaries and wages of non -
represented county employees, said adjustments to cover all positions listed in the Compensation
Schedule for Non -represented Positions as approved by the County Board on February 26, 1974,
except those positions specifically exempted by subsequent county board action.
1) An adjustment in wages and salaries based on the cost of living increase from January
1, 1975 to December 31, 1975 as determined by the U.S. Bureau of Labor Statistics computed
on the basis of one cent per hour for every three tenths of 1/ increase of such cost of living.
Such wage increase to be effective January 1, 1976.
2) A cost of living adjustment every three months with the first such adjustment period
ending March 31, 1976, on a computation basis of one cent per hour for every three tenths of 1/
increase or decrease as periodically published by the U.S. Bureau.of Labor Statistics with the
provision that a decrease will not become effective until the wages and salaries have increased
in an amount of three cents per hour over,the January 1, 1976, adjusted level, which level will
then be considered to be the base rate; thereafter any increases granted pursuant to this
agreement will be decreased as shown above, but not until the decrease in the cost of living
would cause a three cents per hour decrease in wages at which time the full amount of the
appropriate decrease will be made.
3) The quarterly adjustments shall go into effect for wages earned in the pay period
following the pay period
" in which the costof living figures become available from the office of the Bureau of Labor
Statistics.

The following resolution was read: No. 10
WHEREAS, The State of Wisconsin has through 1975 provided one-half of the funds for the
payment of bounties on certain predatory animals with Bayfield County paying the other half
of such bounties; and
WHEREAS, the 1975-1977 biennial budget of the State of Wisconsin has eliminated the funding
and authorization for such bounty aids to the County commencing JanLn?y 1, 1976, and

WHEREAS, a bounty program in Bayfield County without participation of the State of Wisconsin
is unfeasible from the standpoint of the cost of such a program and its minimal effect on the
predatory population of the County,
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors suspends and
terminates the bounty program in Bayfield County.

The following resolution was read: No. 11
WHEREAS, an amount of $11,000.00 was placed in the Sheriff's Department outlay budget, and
WHEREAS, said amount was to be used for the purchase of two new automobiles and other
capital expenditures for the Sheriff's Department, and
WHEREAS, said automobiles have been purchased and are now in use, and
WHEREAS, it now appears that one more automobile used by the Sheriff's Department is in need
of replacement, and
WHEREAS, it is necessary to provide additional funds for the purchase of the one new
automobile, and
WHEREAS, it is estimated that the net.cost.90 the county for one new automobile will be
$4,000.00, now therefore be it
RESOLVED, that the Sheriff's Commission be authorized to purchase in 1975 one more new
automobile, and -be it further
RESOLVED, that a sum sufficient be transferred from the Contingency Fund to the Sheriff's
outlay budget to finance said purchase.

I would like to respectfully petition the county board to be allowed to pay the back
county taxes and redeem the piece of property owned by my late brother, James John Armbruster.
The description of said property is as'following, and is a parcel of 10.5 acres, more or less.
Subdivision -`of W2 NW4 - Lot 1; T. 47N. R.8W.; Iron River, Wisconsin, Section 8.
This property at one time belonged to my late father, Percy B. Armbruster and we would be
interested.inkeeping it within the family.; if at all possible.

TO: The County Board of Supervisors of Bayfield County on the hearing on the petitions
to'amend the Bayfield County'Zoning Ordinance.
The Zoning Committee of the Bayfield County Board of Supervisors, having held a public
hearing pursuant to Section 59.97 (5), Wisconsin Statutes, notice thereof having been given
as provided by law and being duly informed of the facts pertinent to the proposed changes,
hereby recommends that the petitions described as follows be denied:
The West One -Half (W2) of the Northeast One -Quarter (NE4) of the Southeast One -Quarter
(SEµ) , Section Thirty -Three (33) , Township Fifty (50) North, Range Seven (7) West, not be

WHEREAS, pursuant to Section 979.14, 59.15 and 66.197, the compensation for the County
Coroner can be either the Statutory rate of $16.00 per diem or a rate as determined by the
County Board, and
WHEREAS, the per diem of the'Bayf ield County Coroner has been the Statutory rate of $16.00
per diem for a number of years, and

WHEREAS, the Coroner must, in most cases, respond immediately when he is called, which does
interfere with his regular work, and
WHEREAS, other county employees have received several increases in wages since the per diem
of $16.00 was established, now therefore be it
RESOLVED, that the per diem for the County Coroner and Deputy County Coroner be set at
$25.00 per diem.

WHEREAS, Pieter Pease, Tom Zinski, Judith Boutin and Raymond Klump were, until July 31, 1975,
employed under the C.E.T.A. Program,.and
WHEREAS, the said employees were all employed full-time for Bayfield County and enjoyed
the same salaries and benefits as other county employees, and
WHEREAS, the aforementioned four employees have now been transferred over to the C.E.P.
Program and are no longer paid directly by Bayfield County, and
WHEREAS, due to the fact that they are no longer being paid directly by Bayfield County,
they are no longer receiving the same benefits as they previously were, now therefore be it
RESOLVED, that Bayfield County absorb the four positions now filled by the aforesaid four
employees and that they be paid directly by Bayfield County and that they receive the same
benefits as other county employees, and be it further
RESOLVED, that this resolutiontake effect as of October 1, 1975.

The following resolution was read: No: 17
WHEREAS, the C.E.T.A. contract #T2PE-74-123, effective August 1, 1974, relating to Federally
funded work programs has been terminated and all employees have been transferred to the C.E.P.
Program, and
WHEREAS, the State Manpower Council has requested that an authorized representative of
Bayfield County execute certain documents pertaining to the termination, now therefore be it
RESOLVED, that the County Clerk be. authorized and directed to complete and execute the
following documents and forward said executed documents to the State Manpower Council:
1) Contractor's Release
2) Contractor's Assignment of Refunds, Rebates & Credits
3) Government Property Inventory
4) Inventory Certificate
5) Contract Closeout Tax Certification
and be it further
RESOLVED, that the County Clerk be authorized and directed to complete and execute all other
documents relating to the termination of the aforementioned contract, #T2PE-74-123.

The following resolution was read: No. 18
WHEREAS, Gary Sarver owns the SW NE, Sec. 29-49-5, and
WHEREAS, Gary Sarver has made application to the Bayfield Electric, Inc. for electric
service to the dwelling located on his property description, and
WHEREAS, Bayfield County does own the NE,SE of said Section 29, and
WHEREAS, Bayfield Electric, Inc. would wish to construct their service to the Sarver.
property across the said NE SE, Sec. 29-49-5, now therefore be it
RESOLVED, that Bayfield County does grant an easement to the Bayfield Electric, Inc. across
the NE SE, Sec. 29-49-5, and be it further
RESOLVED, that the Forestry Committee of the Bayfield County Board be -authorized to determine
the exact location of said easement and the cost for said -easement as well as all other matters
pertaining to the granting of said easement.

Dear Board Members:
I amd every person in my situation are being harrased by your zoning laws.
My situation is I am on Lake Namakagon and need signs to let people know where we are, so
we can do a business and stay in business. .. ....
I believe you board members should try to think about the business people in'Bayfield
County first and help them to stay in business with all the power you have. Not try to put
them out of business because of where they have their business.
I pay enough taxes and should be given some consideration as to the sign situation.
I am not the only one, 'there are many who have voiced their opinions tome about their
business and the signs they have -up -that the zoning"men are harrasing:
I believe the resorts and supper clubs in the southern part of the county should have some
help from the board members who help to pay the bill of Bayfield County.

In order to promote the safety, convenience and enjoyment of public travel, to preserve the natural
beauty of Wisconsin, to aid the free flow of .interstate commerce, to protect the public investment
in highways, and to conform to the express intent of Congress to control the erection and main-
tenance of outdoor advertising signs, displays and devices adjacent to the National'System of
Interstate and Defense and Federa.l-Aid Primary Highways, it is deemed necessary in the public
interest to control the erection and maintenance of billboards and other outdoor advertising
devices adjacent to or visible from the above described portion of said system of highways.
Therefore, pursuant to authority granted under Sections 84.09 and 84.30, Wisconsin Statutes, as
amended by Chapter 197, Laws of 1971, the Highway Commission hereby orders that:
1. The required signs or interests as shown on the plat shall be acquired by the Division of
Highways, in the name of the State of Wisconsin.*
Plats showing required signs or interests are on file in the Sate of Wisconsin Division of
Highways' Madison, Waukesha, Green Bay, Wisconsin Rapids, La Crosse, Eau Claire, Rhinelander,

Pursuant to s. 84.01(16), Wisconsin Statutes, you are hereby notified of the following
estimated county trunk highway allotments to be paid your county from funds becoming available
in the fiscal year ending June 30, 1976.
Basic County Trunk Allotment
s. 20.395 (1) (qa) to be paid
on June 30, 1976
Supplemental County Trunk Allotment
s. 20.395 (1) (qb) 1 & 2
TOTAL ESTIMATED 1975 ALLOTMENT
$ 65,000.00
$ 285,000.00
$ 350,000.00
Pursuant to 20.395(1)(gb) 2e, the payment of the supplemental allotment will be made in two
installments. The first installment, or prepayment, equal to one half of the 1975 Supplemental
County Trunk Allotment, will be paid April 15, 1976. The remainder will be paid as soon as
practical after June 30, 1976.
The total actual allotments will be determined after the close of the fiscal year on
June 30, 1976.

place it on file. Motion carried.
NO. 22
Rod Buchele, 4-H Youth Agent appeared before the Board at this time. Mr. Buchele showed
slides of the Topside 4-H Camp in Iron River. He advised the Board that the original plans
for building a permanent log camp at the site have been abandoned and the logs have been sold.
Mr. Buchele stated that the 4-H leaders have come to the conclusion that camp sites such as the
one that was originally proposed are available and the Topside Camp should be just'used for tent
camping.
A short discussion followed.
