MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
November 18, 1975
The meeting was called to order at 9:45 A.M. by Walter C. Ba.rningha.m, Chairman of the
BayBeld County Board of Supervisors.
The following members answered roll call: No. 1
Edwin Erickson, Ila Bromberg, Eric Johnson, Clifford Hoagland, Bennie Rude, Peter Hanson,
Larry Seidel, Herbert Spears, Wallace Johnson, Ernest Heglund, William Carter, Arthur Hanson,

Moved by Erickson, seconded by Rude to dispense with the reading of the minutes of the
previous meeting. Motion carried.
A prayer and pledge of allegiance was led by Larry Seidel, Board member.

Mr. Robert Jauch, representative for Congressman David Obey, appeared before the Board
and informed the Board that he ho]A5 office hours here in the courthouse every third Tuesday
of the month for anyone who wishes to voice his personal grievances, comments or problems.
Arthur Meierotto arrived at this time.

Mr. Howard Mattis, Blue Cross representative, appeared before the Board and gave
insurance costs and figures and also informed the Board of the insurance rate increases for
1976 with the Ba.yfield County Group.

Larry Young, Highway Commissioner, next appeared before the Board and talked to the
members of the Board in regard to the. federal -..aid seconda-ry-system... - -
The following resolution was read: No. 5
Ba.yfield County Federal Aid System Realignment
WHEREAS, the Federal Aid Highway Act of 1973 calls for realignment of the Federal Aid
Highway Systems by July 1, 1976, and
WHEREAS, the Federal Highway Administration in administering the act is requiring
submission of a county -approved plan by January 1, 1976, and
November 18, 1975
WHEREAS, the Federal Aid Primary System has been developed by the Wisconsin Department
of Transportation, and
WHEREAS, the Federal Aid Secondary System shown on the a.ttacned exhibit has been developed
cooperatively by Bayfield County and the Wisconsin Department of Transportation,
THEREFORE BE IT RESOLVED that the Bayfield County Board of Supervisors do hereby adopt
the Federal Aid Secondary System as shown on the attached exhibit, and
BE IT FURTHER RESOLVED that said Federal Aid Secondary System be submitted to the Federal
Highway Administration for their approval.

The following resolution was read: No. 6
PURCHASE OF HIGHWAY EQUIPMENT - BAYFIELD COUNTY
WHEREAS, for the construction and maintenance of highways, including the removal and
control of snow and ice, it becomes.necessary from time to time to purchase equipment, the
nature of and necessity for which cannot be accurately anticipated.
THEREFORE BE IT RESOLVED that the County Highway Committee is hereby authorized, pursuant
to Section 83.015,(2) of the Statutes, to purchase without further.authority, and to the extent
that revolving funds accumulated for such purpose or appropriations made for such purpose are
available, such highway equipment as they deem necessary to properly carry on the work, and to
trade or sell such old equipment as may be considered to be for the best interests of the county.

The following resolution was read: No. 7
BE IT RESOLVED by the Ba.yfield County Board of Supervisors assembled in annual session
this 18th day of November 1975, that the County Board Chairman, County Highway Committee and
County Highway Commissioner are hereby authorized to attend State Road Schools, conventions
and/or other road meetings, and that their per diem and expense be paid from the County
Highway Administration Fund.

The following resolution was read: No. 8
COUNTY AID CONSTRUCTION AND MAINTENANCE DURING THE CALENDAR YEAR 1976
Notice:
Section VII on page 3 of this resolution authorizes the County Highway Commissioner,
subject to supervision and control by the County Highway Committee, to employ, discharge,
suspend, or reinstate county highway personnel. This change in form was made in 1945 in
view of Attorney General's opinions dated March 6 and March 24, 1945. If this form conflicts
with any existing general rules or civil service plan, or if the County Board wishes to limit
the authority which would be conferred by this provision, the attached form should be
appropriately altered in consultation with the District Attorney.
Attention is directed to the fact that any action taken by the County Highway Committee
in exercising its powers must, to be effective, be recorded in the minutes of the County
Highway Committee's meeting.

SECTION I. The County Board of Supervisors of Ba.yfield County, Wisconsin, regularly
assembled, does hereby ordain that such funds as may be made available to the county for
highway work in the year 1976 under the provisions of Section 20.395 and Chapter 83 of. the
Statutes, and the additional sums herein appropriated, shall be expended as hereinafter
set forth:
SECTION II. COUNTY TRUNK HIGHWAY ALLOTMENT, WHEREAS the Division of Highways has
notified the County Clerk that a sum of money estimated to be Three hundred fifty thousand
dollars ($350,000.00) will become available at the end of the fiscal year under the provisions
of Sections 83.10 and 20.395 (2) (yb) and (2) (yd) of the Statutes, for the county trunk
highway system in the county, but the actual amount will not be known until the close of the
fiscal year ending next June 30.
BE IT RESOLVED that the County Highway Committee is authorized and directed to expend
the said sum to the extent required to match and supplement Federal Aid for construction,
right-of-way and other costs on any Federal projects located on the county trunk highway system
of said county, which are not recovered from Federal Funds and to expend any balance for
construction, repairing and maintaining such county trunk highway system and the bridges thereon,
and for other authorized purposes as required including maintenance of buildings, snow and ice
removal and control, and to reimburse the general fund for any expenditures that may be made
therefrom, pursuant to Section 83.01 (6) of the Statutes.
COUNTY ROAD AND BRIDGE FUND
SECTION III. WHEREAS it appears that certain additional highway improvements in the County
are necessary and warranted,
BE IT RESOLVED, that the County Board does hereby a.pp?ropri.ate the sum of One hundred for
eight thousand one hundred fifty five dollars ($148,155.00) for the purposes set forth under
Section 83.065 of the Wisconsin Statutes.
SECTION IV. WHEREAS appropriations are made herein, in addition to the amounts to be
received from the state and available for work in the county under Section 20.395 of the
Statutes,
BE IT RESOLVED that the County Board does hereby levy a. tax on all of the property in the
county to meet such appropriations as follows:
For the various purposes as set forth in Section III hereof the sum of One hundred
forty eight thousand one hundred fifty five dollars ($148,155.00).
SECTION V. WHEREAS, the various highway activities for which provision is made in this
resolution are continuous from year to year, and the exact cost of any work cannot be known
at the time of making the appropriation therefore
BE IT RESOLVED that this Board does hereby direct that any balance remaining in any
appropriation for a specific Highway improvement after the same shall have.been completed may
be used by the County Highway Committee to make up any deficit that may occur in any other
improvement, which is part of the same item in the county budget,for which provision is herein
made, and any balances remaining at the end of the year in any highway fund shall remain and be
available for the same purpose in the ensuing year.
SECTION VI WHEREAS the exact amount of the funds that will become available from the state
for highway purposes in the county under Section 20.395 of the Statutes will not be known until
on or after next June 30
BE IT RESOLVED that the County Treasurer is hereby authorized and directed to make payments
for the purposes for which such funds are to be used, as hereinbefore authorized, from any
funds in the county treasury that are not required for the purposes for which appropriated prior
to next August 1, and to reimburse such funds in the county treasury from the sums received
under Section 20.395 of the Statutes.
SECTION VII WHEREAS the county Highway Committee and the County Highway Commissioner are
charged with the duty and responsibility of carrying out the construction and maintenance of
highways for which provision is made, and other related supervisory and administrative duties,
BE IT RESOLVED that the County Highway Commissioner shall have authority to employ, dis-
charge, suspend or reinstate such personnel as he deems necessary for such purposes, provided
however that the County Highway Committee may by action recorded in its minutes determine the
number of persons to be hired and may also at any time by action so recorded order the County
Highway Commissioner to employ, discharge, suspend or 'reinstate any such person. The term
"Personnel" or "Person" shall include all patrolmen, laborers, foremen, clerks, stenographers
or other employees necessary to carry on such activities.

In accordance with the provisions of Section 84.30, Wisconsin Statutes, the Highway Commission
deems it necessary in the public interest to control the erection and maintenance of billboards
and other outdoor advertising devices adjacent to the Primary and Interstate Highway Systems.

In order to promote the safety, convenience and enjoyment of public travel, to preserve the
natural beauty of Wisconsin, to aid the free flow of interstate commerce, to protect the public
investment in highways, and to conform to the express intent of Congress to control the erection
and maintenance of outdoor advertising signs, displays and devices adjacent to the National System
of Interstate and Defense and Federal Aid Primary Highways, it is deemed necessary in the public
interest to control the erection and maintenance of billboards and other outdoor advertising
devices adjacent to or visible from the above described portion of said system of highways.
Therefore, pursuant to authority granted under Sections 84.09 and 84.30, Wisconsin Statutes,
as amended by Chapter 197, Laws of 1971, the Highway Commission hereby orders that:

of Highways, in the name of the State of Wisconsin.*

The following resolution was read: No. 13
WHEREAS, existing U.S. Highway 2 crosses the flood plain of the North Fish Creek in
Bayfield County, Wisconsin restricting the natural flow of floodwaters in the North Fish
Creek drainage basin causing a backwater of one and four -tenths feet above the Wisconsin
Flood Plain Management Standards outlined in Wisconsin Administrative Code NR 116 and
WHEREAS, the Wisconsin Department of Transportation proposes to raise the grade of
existing U. S. Highway 2 an amount sufficient to eliminate the encroachment of flood waters
from North Fish Creek onto the proposed new highway surface and also proposes to replace
the existing seventy-five foot long bridge carrying U. S. Highway 2 over North Fish Creek
with a new one hundred and thirty-seven foot long bridge which will accommodate the flood
waters of North Fish Creek without raising the backwater higher than that experienced in
past years and,
WHEREAS, conformance to the Wisconsin Flood Plain Management Standards would require
the construction of a three hundred and eighty-four foot long bridge estimated to cost
approximately one-half million dollars and such conformance would constitute an undue expense
and hardship on area and regional transportation and could delay or inhibit the proposed
improvement of U. S. Highway 2.
NOW THEREFORE BE IT RESOLVED that the Bayfield County Board of Supervisors does hereby
agree to establish and accept backwater -elevation for the North Fish Creek.flood plain north
of U. S. Highway 2 for a one -hundred year frequency flood of six hundred and eighteen and
nine -tenths feet above sea level elevation as established by the 1929 datum of the National
Geodeodetic Survey which backwater.elevation is understood to be one and four -tenths feet
above the Wisconsin Flood Plain Management Standards outlined in Wisconsin Administrative
Code NR 116 and which backwater elevation will result:;in flooding conditions no.more severe
than those produded by.the existing U,. S.- Highway Bridge and Gradeline.

The following resolution was read: No. 14

WHEREAS, conformance to the Wisconsin Flood Plain Management Standards would require the
construction of a bridge in excess of 100 feet in length estimated to cost approximately one
hundred twenty-five thousand dollars and such conformance would constitute and undue expense
andlurdship on area and regional transportation and could delay or inhibit the proposed improve-
ment of County Trunk Highway "A".
NOW THEREFORE BE IT RESOLVED that the Bayfield County Board of Supervisors does hereby
agree to establish and accept backwater elevation for the East Fork of the Iron River flood
plain east of County Trunk "A" for a one -hundred year frequency flood of eight hundred and
fifty-four and seven -tenths feet above the sea level elevation as established by the 1929
datum of the National Geodeodetic Survey which backwater elevation is understood to be one
and five -tenths feet above the Wisconsin Flood Plain Management Standards outlined in Wisconsin
Administrative Code NR 116 and which backwater elevation will result in flooding conditions
no more severe than those produced by the existing Highway Bridge and Gradeline.

The following resolution was read: No. 15
WHEREAS, The Bayfield County Housing Authority desires to enter into a senior citizen rural
rental housing program under the requirements and with the cooperation of the Farmers Home
Administration, and
WHEREAS, The Bayfield County Housing Authority is required by the Farmers Home Administration
to a.ssure financial capability to cover certain planning and pre -construction costs not covered
in the loan and capital to subsidize mortgage payments of all Bayfield County Housing Authority
projects during the period from the completion of the project to such time as there is 100%
rental, and
WHEREAS, The Bayfield County Housing Authority estimates that the sum of $18,000.00 would
amply cover such costs, and
WHEREAS, The Bayfield County Housing Authority desires to commence construction of a new
housing project in the City of Bayfield and Wa.shburn and the fo wY\s of Iron River and Port
Wing, an area where housing for the elderly is needed,

NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors endorses
the Bayfield County Housing Authority projects and to aid said projects agrees to provide
$18,000.00 from.the contingency fund for the establishment of a housing fund to cover those
expenses not covered by the construction loan, funds from such account, once established,
shall be withdrawn only upon the authorization of the Bayfield County Housing Authority.
BE IT FURTHER RESOLVED, That the Bayfield County Board of Supervisors authorizes the
transfer of title to County property located in the City of Bayfield and described as Lots
6, 7, 8 and the West 60 feet of Lots 9 and 10, Block 93, City of Bayfield, to the City of
Bayfield for the purposes of said housing project, such transfer to take place on the terms
and price decided by the Executive Committee.

Mr. Earl Neilson, Chairman of the Bayfield County Housing Authority, was present and
informed the Board of the progress to date in plans for housing units in the Towrs of Iron
River and Port Wing and the cities of Bayfield and Washburn.
Mr. Neilson stated that the $18,000 referred to in the foregoing resolution would be
used for the purchase of maintenance equipment, draperies and other items not included in
the funding and that the monies would only be used if necessary, but if used they would not
be included in the FHA loan and therefore would not be reimbursable.

My tern, as a member of the Board of Trustees of the Bayfield County Rest Home expires as of
December 31, 1975.
I have thoroughly enjoyed the honor of serving on theBoard of Trustees and would appreciate

It has been brought to my attention that you are not putting any money -in the budget for
membership in the Wisconsin Indianhead book.
I believe this is false economy, as Indianhead has been a long established advertising
media for this part of Wisconsin.
Even though the northwest agency is started and wants to promote just these top four counties,
they have not established themselves as a national advertising media.
It would be my opinion that the county should stay with Indianhead, and also contribute to
the Northwest to help them get started. Once Northwest has established itself themselves,
then would be thetime to consider dropping Indianhead, not before.
Any consideration you give in remaining a member of Indianhead will be appreciated by the
people of this area.

of Wisconsin Indianhea.d Country do petition the Bayfield County Board -of Supervisors to
continue its participation and contribution to the Wisconsin Indianhead Country because the
Indianhead Country is the oldest and largest tourist promotion organization in the state of
Wisconsin and we all benefit from its tourists and vacation promotion.
The petition was signed by 347 residents of Bayfield County.

WHEREAS, The Bayfield County Board did on September 30, 1975 adopt 'a resolution providing
for adjustments in non -represented county employees salaries based on the increase in cost of
living, and
WHEREAS, said resolution does not distinguish whether the cost of living index referred
to is the Consumer Price Index or the Wholesale Price Inde;K, and
WHEREAS, said resolution referred to the cost of living increase as a percentage increase
instead of a point increase as intended, now therefore be it
RESOLVED, that the cost of living index referred to in said resolution No. 9 adopted on
September 30, 1975 shall be the Consumer Price Index and the percentage increase referred to
shall be a point increase rather than a percentage increase, and
BE IT FURTHER RESOLVED, that if the quarterly point increase or decrease is a number not
divisable by .3, the remainder shall be dropped if it is lk points or less and shall be rounded

WHEREAS, it has been determined by the Sheriff's Commission of Bayfield County that
there is a need for a special juvenile officer in Bayfield County, and
WHEREAS, Sheriff Rudy Frechette has, at the request of the Sheriff's Commission, made
application to the Wisconsin Council on Criminal Justice for a grant award to cover the
cost of wages and other incidental expenses of said special juvenile officer for Bayfield
County, and
WHEREAS, the estimated cost of hiring said juvenile officer for the period beginning
January 1, 1976 and ending December 31, 1976 is $17,939.00 and
WHEREAS, the Wisconsin Council on Criminal Justice has now approved a grant in the
amount of $16,145.00 to finance said project, and
WHEREAS, other State aids in the amount of $897.00 are also avaAa.ble to finance said
project, leaving a net cost to the county of.$897.00, now therefore be it

Lou Stolle, Bayfield County Nutrition Program Director, appeared before the Board and
explained about the Nutrition Program to date. Mr. Stolle informed the Board that he had
originally anticipated an expenditure of $122,669.00 for the operation of the Nutrition Program
for the year 1976 with $72,663.00 of federal aid and $19,000.00 of participan+_ contributions
leaving an'estimated cost to the County of $31,006.00. He stated that since giving those
estimates to the Executive Committee at the Budget Meeting, which the committee did place into

the 1976 Budget, he has been informed that the federal contribution has been cut to $62,163.00 whic
would increase the County share by $10,500.00. Mr. Stolle stated that if this was an indication
of the future federal contribution to the program, it might'be well for the Board to re-evaluate
the whole program and consider operating the program totally on federal and participa'r t con-
tributions as it had been originally intended. Several comments were made by members of the
Board and questions, -asked which Mr. Stolle answered.
Moved"by W. Johnson, seconded by Renoos that Bayfield County adjust the County Nutrition
Program to the federal and participa-nt funds available. Motion carried.

Gary Sarver appeared before the Board in regard to a road easement to his property located
in Section 29.49-5. Mr. Sarver reminded the .Board that they had at the previous meeting granted
the Bayfield Electric Coop., Inc. an easement for a power line across the county owned 40 acres
between his property and the town road and existing power line. As the Bayfield Electric has

laid an underground cable on the right-of-way they have no objectionto Mr. Sarver using
the right-of-way for his access. He stated, however, that in the event that the county
sold the land, the owner might not allow him to use'the access and he was therefore wondering
if he could either buy that strip of land or -get a road easement across the same strip of
land so that he would be assured of an access to his property.
Moved by Anderson, seconded by Carter that the matter be referred back to the Forestry
Committee and District Attorney. Motion carried.

November 19th at 9:30 A.M. Motion carried.

Mr. Ed Dashner, Director of the Bayfield County Dept. of Social Services, appeared
before the Board to discuss the new proposed child support agency. Mr. Dashner stated
that he was still of the opinion that his office should not be a law enforcement office
and that the responsibility for the agency should be in the District Attorney's office.
A number of,questions were asked by board members and the discussion continued until time
for adjournment for the day.

legislation and provide funding to create effective Child Support and Establishment of Paternity
programs on the county level,
NOW THEREFORE BE IT RESOLVED by the Bayfield County Board of Supervisors in session this
19th day of November 1975 that the office of the District Attorney be designated the Child
Support Agency for Bayfield County, and
BE IT FURTHER RESOLVED that the Child Support Agency be adequately staffed, and
BE IT FURTHER RESOLVED that the Board of Social -Services be designated as'the policy making:
board to administer the Child Support Agency, and
BE IT FURTHER RESOLVED that the Bayfield County Board of Supervisors appropriate a sum

As one of the proposed options for administering the program included an additional
salary item for the Clerk of Courts and the Deputy Clerk of Courts and the Director of the
Dept.. of Social Services and the resolution provides that the Board of Social Services be
designated as the policy making Board, the clerk raised the question that if the option
which includes a salary item for the Clerk of Courts, Deputy Clerk of Courts and Director
of the Dept. of Social Services is adopted, would the salary increase for those 3 individuals
be automatically effective or would it require further action of the County Board. Mr.
Wallace Johnson, Chairman of the Social Services Board, stated that it was his understanding
that no salary increases would become effective until further action by the Board.

WHEREAS, on October 22, 1975, a verified petition was filed with the County Clerk requesting
the establishment of.a-,public inland lake protection and rehabilitation district to be known as
the Lake Tahkodah District, and
WHEREAS, a. hearing was held on November 14, 1975 at'the Cable Commun.ity'Center, Cable,
Wisconsin, pursuant to section 33.26, Wisconsin Statutes, with the Ba.yfield County Soil and
Water Conservation Committee of the County Board presiding. -The Committee.members present were:
Arthur Meierotto, Chairman; Ernest Heglund,; Vice Chairman; Stephen Barry, Member and Walter
Ba.rningham,.Member and also Chairman of the Ba.yfield County Board of Supervisors; and
WHEREAS, after examining the petition and evaluating testimony at the Hearing, the Bayfield
County Soil and Water Conservation District Supervisors have made the following conclusions:
(1) That -the Petition dated October 22;. 1975, was signed by at least 51% of the
landowners owning 25 of the 46 land descriptions in the proposed distrrt.
However, approximately 15 additional signatures could not be acknowledged
because of.lack of verification.
(2) That the public inland lake protection and rehabilitation district is necessary
to define the present -and anticipated problems of Tahkodah Lake and to identify
their causes and to implement various remedial measures to deal with these
problems. However, the necessity of the establishment of the proposed public
inland lake protection and.rehabilitation district in the area was not clearly
described in the petition.
(3) That a public inland lake protection and rehabilitation district will promote
the public health, comfort, convenience, necessity, or public welfare.
(4) That the property finally included in the district will be benefited thereof.
(5) That the formation of a, district will not cause or contribute to long range
environmental pollution as defined in Section 144.30(9), Wisconsin Statutes.
(6) That the petition does not clearly define the boundaries of this proposed district
and for practical purposes we recommend that a more comprehensive study be made of
the lands to be included in this proposed district and that a legal description be
used to define the location of the proposed district.

NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors deny the
petition to establish a public inland lake protection and rehabilitation district for the
following reasons: (1) The need to modify the language of the petition to better express
why the district is necessary, (2) Improve the verification of signatures received by mail
and (3) Use legal descriptions to describe land area in the proposed district.
BE IT FURTHER RESOLVED, that the petition be returned to Mrs. Susan•Roller, Route 2,
Cable, Wisconsin 54821 with the above mentioned suggestions and to submit another,�etition
to the County Clerk for consideration by the Bayfield County,Board of Supervisors.

WHEREAS, it may be necessary to make short term loans in order to meet payrolls and other
obligations including current and ordinary expenses within the next year, therefore be it hereby
RESOLVED, by the County Board of Supervisors of Bayfield County in annual session assembled
this 19th day of November, 1975, that the chairman of the County Board, the County Clerk and the
County Treasurer be and they are hereby authorized to make short term loans in the amount not
exceeding $50,000.00, in the aggregate, if, in their opinion, it should be to the County's
interest to make such loan or loans.

The following resolution was read: No. 46
WHEREAS, there is a long established policy of quarterly reporting and remitting social
security deductions made from the wages and salaries of employees, and
WHEREAS, the Social Security Administration has proposed a, drastic change in the social
security reporting procedure for state and local government units, and
WHEREAS, if the proposal is effectuated it will be necessary to make remittances of
employee and employer contributions at least monthly, and
WHEREAS, the said proposed change requiring monthly remittance instead of quarterly
remittance will only increase the margin for error in reporting as well as triple the work
involved in making the reports,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors in session
this 18th day of November, 1975 go on record in opposition to any change in the social security
reporting procedure for state and local government units, and
BE IT FURTHER RE3LVED, that a copy of this resolution be mailed to Representative William
A. Steiger, a Wisconsin member of the Ways and Means Committee and to 7th District Congressman
David Obey and to Senators William Proxmire and Gaylord Nelson.

WHEREAS, the Bayfield County Roadside Seeding and Stabilization Project has already been
partially completed in the Towns of Orienta, Oulu, Clover, Port Wing and Bayfield in Bayfield
County, and
WHEREAS, this project is financed through Resource Conservation and Development Funds,
the State Board of Conservation Districts 92.20 Funds, the Cooperating Towns and Bayfield
'County, and
WHEREAS, the Bantam Mulcher purcha,sed,,in 1972 with County. and State Cost Sharing Funds is
too small to get mulch to the top of some of the high roadbanks which impedes the efficiency
of the roadside mulching operation, and
WHEREAS, there is a possibility of selling this mulcher to a contractor, and
WHEREAS, the new Bantam Mulcher is of sufficient size and capacity to do a more efficient
job of mulching especially on high slopes, and
WHEREAS, the State of Wisconsin will provide half of the cost of this machine, and
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors appropriate
funds not to exceed $2,000, for the purchase of a. new Bantam Mulcher and the County Clerk be
authorized to transfer these funds to the Bayfield County Soil & Water Conservation District
Supervisors account for part payment of this machine

WHEREAS, the Bayfield County Board of Supervisors donated,to the Bayfield County Leader's
Association the following land, the description of which is: SE-1-4 SE-4 and the E2 SWµ SEµ in
Section 12 Township 47 North Range 8 West in the Town of Iron River to be used for the establishmen
of a Youth Camp, and
November 19, 1975
WHEREAS, it was stipulated in the Resolution relating to the donation of this land that
if a camp were not developed on this property the land would revert back to Bayfield County, and
WHEREAS, since this land transaction has taken place, a road to the property has been
built., a well has been drilled, a campsite area has been cleared, and a rustic type camp
program has been conducted for two years, and
WHEREAS, enough funds have been raised to share the cost of building a, shelter and
possiblyio build a small modern restroom facility, and
WHEREAS, the Bayfield County 4-H Leaders Association with the Bayfield County Soil and
Water Conservation District Supervisors as sponsors have the opportunity to qualify for a
50% cost sharing arrangement with the Resource Conservation and Development Program to build
some of the needed facilities, and
WHEREAS, it would be easier to obtain this cost sharing if the property wa,s County
owned, and
WHEREAS, if only a, shelter, well and restroom facility were on this site, it would be
suitable for a county park facility if the 4-H Leaders Association were ever to turn the owner-
ship and use of this property back to the County, and
NOW THEREFORE BE IT RESOLVED, -that Bayfield County Board accept the ownership of this
property with the provision that this property can be continued to be used as a Youth Camp
for as long as the Ba.yfield County Leader's Association indicate that it is needed for
conducting educational and recreational camping programs for 4-H Club members and all other
organized youth groups.
BE IT FURTHER RESOLVED, that the 4-H Leader's Association will be responsible for making
assignments for the use of the campsite and that the legal aspects regarding the property transfer
and that other problems regarding the operation will be done with the advise and counsel of the
Bayfield County District Attorney.

The following resolution was read: No. 51
WHEREAS, the Bayfield County Board of Supervisors has accepted the responsibility to carry
out the terms and the objectives of the federal grant offered by the United State Environmental
Protection Agency for funds to demonstrate methods of sadiment and erosion control in the red
clay area of Northern Wisconsin and Minnesota which includes Ashland, Bayfield, Douglas and
Iron Counties in Wisconsin and Carlton County in Minnesota, and
WHEREAS, a, grant of 3.6 million dollars was approved by N.S.E.P,A, and the Bayfield
County share of this Grant will be approximately $225,232.00 to be used to demonstrate methods
of sedimentation and erosion control in the Pine Creek Watershed in the Town of Pilsen, and
ovember 19; 1975
WHEREAS, the planning phase of the project is completed and the need of soil survey work,
land management practices, land treatment practices, channel protection measures and need for
land use regulation recommendations, were identified by the U.S. Soil Conservation Service and
approved by the Bayfield County Soil & Water Conservation District Supervisors for implementation
during the next three years, and
WHEREAS, the 25% non-federal share of project funding must be assured by the State, County,
Local and Private Contributions of in kind services and funds, and
WHEREAS, at their April 1975 meeting, the Bayfield County Board of Supervisors by Resolution
pledged their continued support of the Red Clay Project with the carryover Phase I appropriation
and if needed a budgeted amount of not more than $10,000.00 per year for 1976, 1977 and 1978, and
WHEREAS, there is some doubt as to how much, if any of county cost sharing funds will be
needed in 1976 because State agencies and local landowners are also making in kind contributions
to this program, and
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors appropriate
$10,000 for Red Clay Project Cost Sharing but that these funds be left in the contingency budget
to be used if and when needed.
BE IT FURTHER RESOLVED, that the County Clerk be authorized to either transfer from the
contingency fund to the Ba.yfield County Soil & Water Conservation account or directly to the
of
appropriate agency sufficient funds to meet Bayfield County's share of the 1976 cost/this project.

Gentlemen:
The undersigned members of the Executive Committee of the Bayfield County Board of Supervisors
hereby submit the proposed county budget for the 1976, together with a, report of'operations.

The Wisconsin Department of Revenue has recommended a total county valuation for all real
and personal property of $187,537,730.00. The recommended value was approved by the county board
on September 30, 1975 and all 1975 county and state taxes will be apportioned accordingly. The
equalized valuation of the county shows an increase over the 1974 valuation -of $31,226,780.00 or
just slightly under 20%. The increased valuation will again be reflected in various state aids
received by the county and schools.
COUNTY TAX LEVY
Section 70.62 of the Laws of 1975 created new levy limits on the county. Similar limits also
apply to all local taxing districts. The 1974 county tax levy was $261,925.00 and with the allow-
able adjustments the 1975 levy cannot be more than $345,732.00. The levy as proposed by the
Executive Committee is $319,703.49.. _
The committee has included in the.1976 budget in the revenue section an amount of $263,747.00
Federal Revenue Sharing monies and is also recommending that $250,000.00 of surplus cash be applied
to keep the tax levy within the allowable limit..
HEALTH AND SOCIAL SERVICES
Most of the programs administered by the Department of Social Services continue to be
funded 100/ by the State. A partial county contribution is required in a few instances. It now
appears that the funding for the Title VII Nutrition Program will be decreased from the expected
amount of $72,663.00 to $62,126.00. Unless additional Federal funding is available or the county
contribution is increased, it may be necessary to make some curtailment to the program.
The Bayfield County Rest. Home continues to be operated at near full capacity. The last
monthly report shows 100/_occupancy for September and for the year to date a, 99% occupancy. The
1974 occupancy was 97%. There are four (4) private paypatients in the Home at present.

All private patients are charged at the actual per capitacost of operation which varies
slightly each month but is approximately $22.00 per day.
Although the unified Services Board was to take over all costs related formental health
care, developmental disabilities and chemical dependency, it stiL1 appears that they do need
some assistance from the counties to provide all the necessary care. There is included in
the budget an amount of $39,000.00 to cover the Ba.yfield County share of the additional cost.
The Tri-County Sanatorium is now closed and there is only the caretaker, administrator
and the three (3) trustees on the payroll. At the request of the Joint Finance Committee
John Maitland, Administrator, has engaged the services of Maxwell 0. Ra.msland, Real Estate

j Appraiser and Consultant, to make an appraisal of the institution property. The appraisal
has been completed and copies have been distributed to the committee members, the board of
trustees, the administrator and the county clerk. The report is available for inspection upon
request. Several parties have indicated interest in purchase of the property.
HIGHWAY AND BRIDGES
This year there is no request by towns or villages for county bridge aid. There is,
however, an amount of $148,155.00 included in the proposed budget to finance building of an
equipment storage shed in Washburn, update some highway equipment and provide funds for re-
building about two (2) miles of CTH "A"., North of Iron River. Bids for CTH "A" a.re.scheduled
for letting this coming winter.
The new Hi -Band radios purchased by the County Highway Department have been installed and
are an improvement over the old low -band systems. The Highway Department has purchased in
1975 the folbwi.ng: 7 new patrol trucks, 2 pickup trucks, 1 new snow plow and various other
smaller new and used pieces of equipment.
INDEBTEDNESS
The only county indebtedness continues to be the Ba.yfield County Memorial Hospital Bond
issue. Annaal,principa.l and interest payments are included in ,this budget.. The amount'is
offset in the revenue section by an.equa,l payment by the hospital.board._
FINANCE
For many years there has been a constant accumulation of surplus cash in Ba.yfield County
I I allowing the county to annually apply surplus cash toward the county budget thereby reducing.
the,tax levy. Major factors in the accumulation of surplus cash has been increased sales and
"higher prices of forest products and a. constant increase in the price of tax deed lands sold
by the county. Present indications are that this type of an, increase may not continue and
i we may be faced with tighter budgeting or a. sharp increase in county taxes in future years.
This should be kept in mind when proposals -for Federally funded programs'a.re made which may
have to be financed by county taxation when Federal funds are no longer available. Another
indication of the need for tighter budgeting is the amount of the local taxing districts share
of delinquent taxes which the county now pays off in full in October. The total October
settlement in 1975 amounted to $227,770.17 as compared with $117,911.01 in October of 1974.

The 1974 Audit Report submitted by John Maitland, C.P.A., has again been,completed on
schedule,' Copies of the report are available for inspection at the office of the county clerk or
from any member of the Executive Committee. Mr. Maitland has again, in addition to his regular
auditing duties, assisted with various county reports and has been of great help in preparing for
the installation of the new mini -computer for the county clerk's office.
We recommend acceptance of't.he auditor's proposal to audit the 1975 county records.
The Executive Committee is pleased to present this 1976 proposed budget and we recommend
approval of the budget as presented or with very minimal changes, if necessary.

Stephen Barry arrived at this time.
William Carter advised the Board that the Executive Committee had struck from the proposed
'76 budget of the zoning department the salary and expenses for the part-time zoning assistant.
He stated that there was a need to continue that position as most of the time there was a backlog
of work in the office and builders generally do not wish to wait long for approval of applications.
A motion was made by Carter that the position be reinstated and expend up to $4000 to fund
said position.
There was no second to the motion and Mr. Carter withdrew his motion.

Cliff Hoagland, chairman of the Sheriff's Commission, informed the Board that the Bayf field
County Deputy Sheriffs .have filed a petition with the Wisconsin Employment Relations Commission
requesting that they be represented in labor negotiations by the General Drivers Union 4346.
Mr. Hoagland further stated that he was of the opinion that the County Board should instruct
and direct some committee of the County Board to represent the county in labor negotiations

and he also stated that it might also be necessary for the county to hire a. professional labor
negotiator to represent the county.

represent the county in the labor negotiations with the Sheriff's Dept. deputies. Motion carried.

BE IT HEREBY RESOLVED, by the Board of Supervisors of Ba.yfield County, Wisconsin,
assembled in annual session this 18th day of November, 1975, that there be and is hereby levied
against all the taxable property in Ba.yfield County, the following item to wit:
