April 19, 1977
The meeting was called to order at 9:35 A.M. by Walter C. Barningham, County Board
Chairman.
The following members answered roll call: No. 1
Edwin Erickson, Arthur Meierotto, Ila Bromberg, Eric Johnson, William Zamback, Bennie Rude,
Larry Seidel, William Rave, Herbert Spears, Wallace Johnson, Ernest Heglund, William Carter,
Arthur Hanson, Joseph Berweger, Charles Polich, Karl Ludzack, Edwin Renoos, Walter Barningham

Larry Seidel, Board member, led the Board with a prayer and pledge of,allegiance.
Moved by Renoos, seconded by Rave to dispense with the reading of the minutes of the
previous meeting. Motion carried.
No. 2
Gary Gylund, Civil Defense Director, appeared before the Board in regard to the "Tourism
Train" Study. The study which is funded by -the Upper Great Lakes Regional Commission,:l. in
the amount of $35,000 called for entering into contract with a consultant farm. Gylund told
the Board that the steering committee consisted of himself as coordinator; Bob Kinney, Re-
source Agent for Sawyer County; Phil Scherer, N.W.R.P.C.; Dwaine Traeder, Ashland County
Extension Agent; Thomas Klein, Sigurd Olson Institute and Mike Caswell, Upper Great Lakes
Commission.
Charles Polich asked for D.A. interpretation as to what extent the county would get
involved if they signed the contract. The clerk stated that the Executive Committee had
OK'd the application for funding and the grant was awarded.
Wallace Johnson stated that he would like to see more elected public officials on the
steering committee.
Motion No. 2-a
Moved by Polich, seconded by W. Johnson to turn this matter over to the D.A. for an
interpretation as to what extent Bayfield County -is going to get involved and receive
answer back before adjournment of the board meeting. Motion carried.
Motion No. 3
Moved by Bromberg, seconded by Spears that letters be sent to the Upper Great Lakes
Regional Commission and Northwest Regional Planning Commission asking that appointments
involving any county involvement be made through the county board chairman. Motion carried-.
April 19, 1977 -
The following resolution was read: No. 4
WHEREAS, Charles H. Diamon ha.s been employed continuously for Bayfield County .since June
1, 1954, and
WHEREAS, Charles H. Diamon was initially hired as a county traffic officer, and
WHEREAS, Charles Diamon was promoted to the position of Bayfield County Chief Deputy in
January, 1973, and
WHEREAS, Charles Diamon did reach the normal retirement age in 1973, and
WHEREAS, the Bayfield County Board has, due to the exceptional quality of Mr. Diamon's
service as a law enforcement officer, deemed it to be in the best interest of Bayfield County

to extend Mr. Diamon's employment beyond the normal retirement age, and

WHEREAS, due to health reasons, Mr. Diamon has now tendered his resignation, effective
April 29, 1977, and
j\ WHEREAS, the Bayfield County Board does appreciate the many years of faithful service that
Mr. Diamon has devoted to Bayfield County, now therefore be it
RESOLVED, that Bayfield County go on record recognizing the outstanding service of Mr. Diamon
and be it further
RESOLVED, that the Bayfield County Board in regular session assembled this 19th day of
April, 1977, give a rising vote of thanks to Charles H. Diamon.

No. 5
Larry Young, Highway Commissioner, together with Don Wilson and Allan Renz, from the State
Highway Dept., and Phil Scherer, NWRPC, appeared before the board to discuss the jurisdictional
study which has been previously approved by the Bayfield County Board.
The following resolution was read: No. 5
WHEREAS, on April 20, 1971 Bayfield County entered into an agreement with the State of
Wisconsin, Division of Highways, to jointly conduct a jurisdictional study in Bayfield County,
and
WHEREAS, such study was completed and submitted to the Bayfield County Board of Supervisors
for approval, and
WHEREAS the Bayfield County Board of Supervisors adopted the study on November 12, 1974, and
WHEREAS, as a result of a current study of a two county transportation plan by the Wisconsin
Division of Highways and the Northwest Regional Planning Commission, some inadequacies are noted
in the following areas of the Bayfield County study:

1. Urban areas of the County.
2. Turn -over criteria for roads which wnuld change jurisdiction.
3. Are they Federal Forest roads or Town Roads?
4. New information on the impact of the Apostle Islands National Lakeshore Park.
NOW, THEREFORE, BE IT RESOLVED, that the Jurisdictional Study Committee be authorized
to update the original study to meet current and future needs.

Estimated 1978 Allotment for
State Trunk Highway System
You are hereby notified that the estimated allotment in the fiscal year ending June 30, 1978,
under provision of Section 20.395(4gf) and 84.03(3), for expenditures on the State Trunk
Highway System in your county is $121,000.00.
By joint action of your county and the Highway Commission, such allotment in the sum of
$121,000.00 has previously been authorized to be advanced for the improvement of portions
of S.T.H. 13 between Washburn and Bayfield, and U.S.H. 2 from S.T.H. 137 to East County Line.
No further action is required with reference to such previously approved advance.

No. 10
Tom Fox, D.A., appeared before the board at this time to clarify Bayfield County's
involvement in the tourism train study. He stated that the county was not obligated finan-
cially, but would inter into the contract as sponsor.
Moved by W. Johnson, seconded by Rude that the county board chairman be directed to sign
the contract with the stipulation that the Bayfield County Board be elected to appoint the
members of the steering committee.
Johnson withdrew his motion.

Moved by W. Johnson, seconded by E. Johnson that the county board chairman be directed to
sign the .tourism train agreement and appoint 2 additional members to the steering committee
to represent Bayf ield County. Motion carried.
No. 11
Larry Young, Highway Commissioner, also discussed with the board the recent purchase of 3 diesel
trucks for the county highway dept. 'He,stated that he had heard of some criticism by the county
board members on the recent purchase which also involved trading in 3 gasoline tri-a.x[e. trucks.
Mr Young stated that the cost of operation of the diesel -powered trucks was'considerably less
than the gas powered trucks and that the life expectancy of a diesel engine was in excess of
200,000 miles and that the gasoline powered trucks which were traded in had about 80,000 miles
oneach engine and would shortly have been in need of major repairs. Several questions were raised
by board members which were answered by Mr. Young.
No. 12
The county clerk reported that a financial report of Bayfield County Memorial Hospital for
the years ended 12/31/75 and 12/31/76 was available for inspection by the board.
Moved by Seidel, seconded by Rave to receive the reports and place them on file. Motion
carried.
No. 13
Dick Olson, Sr., representing the county hospital board, presented the hospital addition
matter. He said the board had received a request from the county board executive committee for
research on a skilled nursing facility addition to the hospital. The board had asked for initial
drawings from two architects free of charge. Both came up with similar drawings of a 120 bed
T-type addition on the present hospital site. They projected the addition attached mid -center on
present building. Both came up with figures of around 1 million, 400 thousand dollars, although
one firm felt it could be up a few thousand from that figure. The dollar amounts included constri
tion, furnishings and architects fees. The hospital board's research found that a representative
of a bonding company said it was not financially feasible to consider less than a. 75 to 80 bed
facility. This, he said, was essential for bonding. Ed.Dashner, Director of Social Services,
said that there were over 100 persons who have had to leave the county and seek nursing home
services elsewhere because of the lack of facilities. He told the board the county is losing
elderly residents since when they leave they change residency to the other county. "The county
is passing up an industry this way", he said.
Mr. Olson handed out copies of a letter written 3y Ramona Branzell, President of the Board
of Directors. The letter outlined in detail the advantages of having a skilled rest home
attached to the present hospital.

Moved by Polich, seconded by Erickson that the Executive Committee meet with the hospital
board to further consider the possibility of the addition and to do "extended research" on the
matter and come back with a report at the June board meeting. Motion carried.

for a one-year term.
Moved by Hanson, seconded by Polich that the current highway committee members be a//
re-elected for another one-year term. Motion carried.
Motion No. 15
Moved by Spears, seconded by Berweger that the Executive Committee of the County Board
further study the matter of election of a highway committee and consider presenting a
resolution to the next meeting of the County Board indicating that Bayfield County is going
on record favoring the election of county highway committee members for a two-year term.
Motion carried.

Re: Pureair Sanatorium Property
Dear Sirs:
It is my understanding that Canfield Realty does not now plan to purchase the Pureair
Sanatorium property jointly owned by Ashland, Bayfield and Iron Counties. I originally
entered a bid on this property, and wish to inform you that I am still very much interested
in purchasing it.
If possible, could a meeting be arranged in the near future between myself and representativE
of your three counties to discuss this matter further.

on file. Motion carried.
Mr. Albert Prerost, Bayfield, appeared before the Board and requested purchasing of the
sanatorium property as he was the second highest bidder. He stated that he was willing to meet
with the other counties even though they had passed resolutions not to sell. Mr. Prerost was
of the opinion that as he had placed a bid on the sanatorium property, but his bid was rejected
due to the higher bid of Canfield Realty and now that Canfield Realty has asked to be released
of their obligation to purchase, that he should now have the opportunity to purchase the facility
for his original bid offer. Members of the Board.appeared to disagree indicating that if the
property is again offered for sale it should be open to competitive bidding.

Re: Pureair Sanatorium Properties
Walter Ba.rningham, Chairman of the Bayfield County Board, has handed me for reply your letter
of March 21st.
The Ashland County Board has already adopted a resolution providing for continued county ownership
of the sanatorium properties and not offer the facility for sale at the present time. We believe
the Iron County Board either has or shortly will adopt a similar resolution. The Executive
Committee of the Bayfield County Board has directed us to also prepare a similar resolution which
we a.re doing and it will be presented to the County Board at the April 19th meeting.
Your letter will also be read to the County Board at the April 19th meeting prior to action on
the resolution to inform the Board that there are other buyers.

The following resolution was read: No. 18
WHEREAS, The Tri-County Pureair Sanatorium, owned jointly by Ashland, Bayfield and Iron
Counties, was until July 1, 1975, a health care facility for the treatment of tuberculosis, and
WHEREAS, This property is located approximately two miles southwest of the City of Bayfield,
Bayfield County, Wisconsin, on the south shore of Lake Superior, the site occupying 83.75
acres between State Highway 13 and Pikers Bay, Lake Superior, with 4,810 feet of lake frontage, an
WHEREAS, The improvements consist of a three-story 35=room sanatorium, a nurses' residence,
a doctor's residence, boiler house and small pump house, and in addition, a complete on -site sewag
treatment facility which handled sewage treatment for the sanatorium, as well as the adjacent
Port Superior Marina facility, and
April 19, 1977.
WHEREAS, An appraisal of said Pureair property was completed in October, 1975, the total
appraisal being $310,000.00, and
WHEREAS, At a tri-county meeting on January 16, 1976, authorization wa,s given to advertise
for bids on Pureair property, which was done, and on April 15, 1976, at a tri-county meeting
when the bids were opened, Canfield Realty of Wausau was high bidder with $217,300.00 offer,
30 days being given to complete arrangements; later extending the time to purchase as of
June 1, 1976, and
WHEREAS, On May 14, 1976 at a tri-county meeting, the Canfield Realty bid was accepted,
and by May 20, all three county boards had approved the bid, following which the Pureair
property abstract was submitted to Canfield Realty on June 16, 1976; and
WHEREAS, Canfield Realty has raised certain title questions regarding the Pureair
property and, as the result of the title questions, made certain counter offers which were
rejected by said counties, and
WHEREAS, Canfield Realty has expressed its desire to be released of any contra.etua.l
obligations resulting from the submittal and acceptance of its bid and return of its earnest
money deposit, and
WHEREAS, The Bayfield County Board of Supervisors determines that the best interests of
Bayfield County requires that said Pureair property be retained by said counties free and
clear of any commitment pending further developments;
NOW THEREFORE BE IT RESOLVED, That the Bayfield County Board of Supervisors directs its
Chairman to execute an agreement and release providing that this County will be released and
discharged fully and forever, along with its agents and officers, from any and all claims,
demands, actions, and right of action, of whatever kind or nature, that said offeror now ha.s
or may hereafter have arising out of or resulting in any manner from the purported sale and
transfer of said properties to said offeror; and such agreement and release will, in consider-
ation of the foregoing, consent to the withdrawal of said offeror's offer to purchase and
the refund of its bid deposit.

The following resolution was read: No. 20
RESOLVED, by the Bayfield County Board of Supervisors, meeting in regular session this
19th day of April, 1977, that the executive committee, sometimes referred to as the finance
committee, working together with the finance or executive committees of Ashland and Iron Counties
and the Board of Trustees of Pureair Sanatorium, be and are hereby authorized to enter into a
lease or sale of the Pureair Sanatorium properties.

Moved by Johnson, seconded by Carter to amend the resolution deleting the second to the
last paragraph of Resolution 18. Motion carried.
Amendment 20-2
Moved.by Spears, seconded by Carter to further amend this resolution so that the Board
also rejects all other bids received for the sale of Pureair Sanatorium. Motion carried.
Question was asked for on the original resolution No. 18 as amended. Motion carried.

Resolution No. 20 was again read.
Moved by Bromberg, seconded by Renoos to amend the resolution by inserting in the
next to the last line following the words "or sale of" the words "all or any portion oft'
and continuing with the balance of the sentence. Motion carried.
Question was asked for, on the original resolution as amended. Motion carried.
The following resolution was read: No. 21
WHEREAS, the U.S. Forest Service has requested additional patrol service from the
Bayfield County Sheriff's Department, and
WHEREAS, the Forest Service has indicated that they will reimburse the County for salaries
and expenses of such patrol for the fiscal year 10-1-76 through 9-30-77 in the amount of
$7,200, and

WHEREAS, due to certain unallocated funds that the Forest Service has available they can
add to the above amount an estimated $5,597 and for the fiscal year 10-1-77 through 9-30-78
a reimbursement of $7,200 and 10-1-78 through 9-30-79 a. reimbursement of $17,000, and
WHEREAS, the Sheriff's Commission has indicated that they a.re willing to provide the
additional patrol service, and
WHEREAS, the Sheriff's Department has suggested that if the service is provided it would
be advisable to add one deputy to the present staff, and
WHEREAS, the Executive Committee is of the opinion that the services as requested should
be provided, but no.additional staff should be added to the Sheriff's Department,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Sheriff's Department enter into an
agreement with the U.S. Forest Service to provide additional patrol service for the U.S.
Forest area as requested, butno additional staff be added to the Sheriff's Department.

The following resolution was read: No. 23
WHEREAS, Bayfield County has had County Forest Lands entered under Wisconsin Statutes
28.11 since 1932, and
WHEREAS, Bayfield County is granted with the authority "to the establishment, development,
management and administration" of the County Forests, and
WHEREAS, the State Natural Resources Board has arbitrarily proposed acreage restrictions
on timber sales and tree planting on the County Forests, and
WHEREAS, the citizens of Bayfield County and the State of Wisconsin are dependent on the
economic benefits received from County Forest Lands, and
WHEREAS, these restrictions will increase our management costs, reduce our timber sale
income, veduce the time that can be spent on recreation and wildlife programs, and interfere
with the aspen maintenance goals of our wildlife habitat program, and
WHEREAS, these restrictions will also increase costs for our loggers, who are already
under considerable financial pressure,
NOW THEREFORE, be it resolved that the Bayfield County Board of Supervisors goes on record
opposing the proposed restrictions on our County Forest Program, and
BE IT FURTHER RESOLVED, that if the Natural Resources Board adopts these restrictions,
the Forestry Committee, through its Forest Administrator be authorized and directed to join
with other counties to seek the support of area Legislators in its repeal.

WHEREAS, Section 802.10 of the Wisconsin Statutes, effective January 1, 1976, modified
the procedure for bringing civil cases on for trial in the Wisconsin Trial Courts, in part
by requiring Judges to hold "scheduling conferences" and.to issue orders setting, among other
things, -pre-trial conferences, whereupon further orders must be issued,. and
WHEREAS, the expeditious typing and mailing of these orders is a ministerial function
requiring time and materials for which no presently adequate and satisfactory provision has
been made;
THEREFORE, BE IT RESOLVED THAT the Bayfield County Board of Supervisors does appropriate
the sum of One Hundred Fifty Dollars ($150.00) per month from the Contingency Fund as Bayfield
County's equal share of financial support from among those Counties comprising the Fifteenth
Judicial Circuit, for the purpose of paying'for the salary and supplies for a legal secretary
to the Circuit Judge to meet the requirements of the new scheduling procedures including the
sending of the scheduling orders and the setting of motions and othermmatters ---- in order to
conserve the time and energy of the Circuit Judge and of the Court Reporters for the actual
Courtroom trials of the increasing numbers -,of cases.

WHEREAS, The County has incurred extra expense in law enforcement, arising by reason of
Federal legislation removing governmental controls over Indians and said Bayfield County appears
to be eligible for assistance as provided under the provisions of Section 20.455(2)(b) of the
Wisconsin Statutes,
NOW THEREFORE BE IT RESOLVED, By the County Board of Supervisors of Bayfield County, duly
assembled, this 20th April, 1977 that application be made to the State of Wisconsin, for
assistance under the provisions of Section 20.455(2)(b) of the Wisconsin Statutes, for law enforcement
for the fiscal year ending June 30th, 1977, and
BE IT FURTHER RESOLVED, That this resolution shall continue in force from year to year and
that the proper officers of Bayfield County shall make claim annually for such financial assistanc

I am presently the owner of Lots 8 and 10, Block 116, located in the City of Bayfield. Bayfield
County owns Lots 7 and 9 in Block 116. The City of Bayfield has an ordinance that requires a
frontage of 80 feet (two 40--foot lots) before a house can be built.
At the present my lots cannot be used for a. building site nor can those (Lots 7 and 9) owned
by Bayfield County. Therefore, I should like to propose an exchange with Bayfield County of
Lot 8 for Lot 9. Since I believe the lots would be appraised of equal value, this would only
involve an exchange of title. The result of this transaction would be of mutual benefit to
both parties as both parcels of land (Lots 7 and 8 and Lots 9 and 10) would meet the requirements
of a building site for the City of Bayfield. The cost of the title exchange would be at my
expense.
I would appreciate your assistance in this matter by presenting my proposal to the Bayfield
County Board at its next meeting.

A review of the title reveals that there is a break in the chain of title. Bayfield County
acquired title to the above -described land by a Tax Deed dated April 9, 1943, recorded in Volume 9
of Tax Deeds, page 615, as Document No. 147186. County records indicate that in the years
following the County Tax Deed there was assigned County Tax Redemption Certificates to William
Lavin who is one of Mr. and Mrs. Daniels', predecessors in title.. Apparently Mr. Lavin thought
that the Certificate gave him title to the'property and never requested a. Quitclaim Deed fromthe
County.
We are requesting on behalf of Mr. and Mrs. Daniels that the County now issue a Quitclaim Deed
to them so thati:they can convey clear title to. the United States as set out in their contract
with the United States.

daries of the Iron River National Fish Hatchery in Bayfield County. The land we are interested
in acquiring is shown_in red on the enclosed map and described as:follows:

approximately 2.00+ acres.
This property is wooded and adjoins a gravel road on the south. It is bordered by lands
owned by Mr. Albin Polkoski. The land is needed by the Service to assure a continued supply
of pure water for the hatchery.
An appraisal has been made and a Statement of Just Compensation is enclosed which shows the
estimated value. This is the amount which the county would receive as payment for the property.
You informed Mr. Schurr that the Board of County Commissioners would meet on April 19, 1977.
We would appreciate presentation of this proposal to them at that time. If you desire, a
Service representative could be present to meet with the Board.

RESOLUTION APPROVING MEMBERSHIP OF BAYFIELD COUNTY
IN WISCONSIN ASSOCIATION OF COUNTY LABOR NEGOTIATORS
Motion lost.
WHEREAS, the Wisconsin Law regulating County labor relations has recently been amended and
is in a constant state of change due to decisions of administrative agencies and courts; and
WHEREAS, the growth of organized labor in County_.employee groups is continuing at an accel-
erated pace; and
WHEREAS, the responsibility of the County Board to adequately discharge its duties regarding
good negotiating procedures and proper employee relations requires a continuing process of study
and evaluation which can best be served by membership in an association dedicated to providing
professional guidance to labor negotiations through cooperative efforts of the members of such
association; and
WHEREAS, the WISCONSIN ASSOCIATION OF COUNTY LABOR NEGOTIATORS has as its announced purposes:
(1) the development of meaningful dialogue on negotiations, grievances and related personnel
problems, (2) the development of current accurate information on County labor affairs, (3) the

solution of mutual problems on labor contract administration, (4) the learning from experts in

School Board for 27 years and was engaged in many other public service activities as well as
being a part time employee at the Bayfield County Fair for over 11 years, and

WHEREAS, On August 31, 1976, a judgement was entered' by a. three -Nudge panel in the U.S.
District Court for the Eastern District of Wisconsin, in Civil Action No. 74-c-624, entitled
Roger RedhaAl et al., vs. Thomas E. Zablocki, Milwaukee County Clerk, et al., invalidating
Section 245.10(1), (4), and (5) of the Wisconsin Statutes relating to court permission to
marry for certain marriage license applicants who a.re obligated to support minor children not
in their custody; and
WHEREAS, In its decision the court determined the above matter to be a, class action
binding all county clerks within the State of Wisconsin and noted that '"the Attorney
General of Wisconsin has taken an active part in this action, urging that the challenged
statute be upheld"; and
WHEREAS, This court ruling is one of statewide and county concern and affecting State
and County Treasuries; now, therefore,
BE IT RESOLVED, that the Ba.yfield County Board of Supervisors deems that the federal
court decision and judgment seriously impairs the fundamental right of Wisconsin children to
receive adequate parental support, and
BE IT FURTHER RESOLVED, That the judgment should be appealed to the United States
Suprene Court, and this Board strongly urges Attorney General Bronson C. LaFollette to undertake
an appeal on behalf of all class defendants; and
BE IT FURTHER RESOLVED, That Bayfield County District Attorney is authorized to join in,
and to cooperate fully with the Attorney General in the appeal; and with all other partici-
pating counties, including Milwaukee County ; and
BE IT FURTHER RESOLVED, That the County Clerk is directed to send certified copies of
this resolution to Governor Patrick J. Lucey, Attorney General Bromson-C. LaFollette, State
Bureau of Child Support, the State Department of Health and Social Services and the Wisconsin
County Board's Association.

I would like to -highly commend your County Veterans Service Officer, Thomas Anderson and
secretaries June Eskola and Janet Shefchik for their assistance and ideas in making the
January 21st Veterans Information Days a success.
It was through their cooperation and ideas that resulted in the high attendance of community
veterans and agency participants. The veterans in attendance were allowed the opportunity
to learn about all benefits and resources available for them from the many agencies at
hand. The agency and organization people were also allowed to interact with each other, which
I am sure will make for greater cooperation and ultimate effectiveness in the future.
Each veteran in your community is indeed fortunate he/she has a CVSO with the high calibre,
ambition, and skill as does Tom Anderson . But what impresses most about Tom is his undying
energy to help his veterans the most he.can, - regardless of the time and efforts involved.
I personally have learned much from Tom's example.
It was certainly a pleasure working with Tom, June, and Jan, in providing the area with a
successful Veterans Information Day. I certainly look forward to working with them often
in the. future.

the Wallace Commission has recommended the consolidation of some rural counties
in Wisconsin,
and
WHEREAS,
the report has been studied and considered, and,
WHEREAS,
it appears that consolidation as proposed by the Wallace Commission would lead
to larger departments which could create hardships on residents of counties-, and
WHEREAS,
Bayfield County is the second largest county in the state and adding one or more
counties to the
area would create serious problems in serving the public of the counties, and
WHEREAS,
consolidation of counties would only lead to further consolidation in the future
creating still larger block's and further curtail the citizens accessibility to county facilities,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors in session
this 20th day of April, 1977 go on record opposing consolidation of counties as proposed by
the Wallace Commission.

it is provided that the position should be filled by the Sheriff's Commission and approved by

continuously for over one year. In February, 1978 the Chequamegon Sun will have been pub-
lishing two years continuously and will, according to state statutes, be eligible for desig-
nation as a legal newspaper within Bayfield County.
As the Board presently has before it the matter of choosing between the Washburn Times
and the Iron River Pioneer, we request you to consider that in six months you will have
another alternative available.
At that time, the Board will be free to.retain the designated paper, re -designate an
official publication, or let bids, as is done in most counties.
Several members of the Board have expressed concern a.s to the circulation areas of Mr.
Korpela'a publications. We bring to your attention that the Chequamegon Sun presently dis-
tributes over 1000 paid copies within Bayfield County weekly, as well as a substantial out
of state mailing., which.. reaches the "return visitor market" and, importantly, out of County
property owners.
As of April, 1977, the Chequamegon Sun is widely circulated throughout all sections of
the County. It is the only newspaper published in Bayfield County which is distributed
countywide, the only exception being the Iron River area. If the Sun's record continues, as
we are sure it will, this exception will not exist next February.
We are well aware. that"the members of this Board are foremost concerned with saving
the taxpapers money. We would like youyto.know that we are doing our best, each week, to
aid you in accomplishing this end.

Dear County Board Members:
I feel I must tell you how very sorry I was to learn of Jake Heinlein's resignation as zoning
administrator. We have been extremely fortunate to have such a capable, conscientious, knowledg
person in this most important and difficult position.
I was astonished and appalled to learn that the zoning budget had been drastically cut - when it
obviously needed to be enlarged, in order to better deal with the increasing development of the
county.
In the last few years the general public has become increasingly aware of the importance of
zoning - in favorably guiding and controlling the growth that.is coming so rapidly,to Bayfield
County. There has been more and more understanding and general agreement with the ideals, goals,
and necessity of zoning.
Are the supervisors keeping up? Is the County Board assuming its responsibility to protect the
precious, fragile qualities of Bayfield County - that can be so quickly and irrevocably destroyed -
while also,welcoming the kind of controlled development that is obviously desireable? It is
possible to have both - if we all support good zoning practices.
I sincerely hope you will review this zoning budget.

WHEREAS, Bayfield County also has a xerox machine for making copies of records and

of records in the office of the county Register of Deeds up to and including records filed
prior to January 1976 and
WHEREAS, several abstractors have indicated a desire to continue purchasing microfilm
images of records filed subsequent to January 1, 1976 and have also indicated a desire to

to enter into an agreement, copy of said agreement being attached to and made a part of this

rolls and tax rolls that they should be furnished at cost. Motion carried.

WHEREAS, the County Board has previously authorized the purchase of new bookkeeping equip-
ment for the county cle'vk's office,. and
WHEREAS, it has been the -intent of the County Board that eventually all tax records should
also be placed on cassette tapes and printing of the assessment and tax rolls and actual compu-
tation of the tax be done in the county clerk's office, and

chased it will be difficult to complete all the work on time, and
WHEREAS, the Executive Committee has given consideration to the trade of some of the
equipment fortegniprnent that would be much speedier, and

of main concern was Article 1D. The clerk advised the board that at their r.equest'he had con-
sulted with Homer Mittelsta.dt, negotiator, and he could report on the matter if the county board
wished to reconsider their previous action on the matter. The clerk advised the board that a mot
to reconsider must come from a member who voted with'the prevailing side.

Services Board Program for Bayfield County, and
WHEREAS, all time devoted to the Social Services Program over and abolTe the 372 hour work
week will be devoted to administration of the Unified Services Board Programs, therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 19th day of
April, 1977 that the salary of the Director of the Department of Social Services be increased from
$1,347.38 a month to $1,600.38, effective April 1, 1977, and
BE IT FURTHER RESOLVED that the position of Clerk IV held by Miss Wilma Lamken be reclassif
to a position of Administrative Assistant. That Miss La.mken's salary be adjusted from a rate of
$752.38 to $852.38 effective April..J. 1977 and that the salary steps for that position be.:
Entrance level - $796.38; six months rate - $824.38; eighteen month rate - $852.38, and
BE IT FURTHER RESOLVED that with the change of duties and responsibilities assigned to
Mrs. Morrison that the position be reclassified to Typist III with due compensation effec�;ive
April 1, 1977, and
BE IT RESOLVED that the Social Services Department will establish a. new position of Clerk II
salary rate to be in compliance with the established pay schedule, and
BE IT FURTHER RESOLVED to enhance recruitment of State and Federal funding that a maximum
salary for the Director position be established at $1,675.38 and the maximum salary for the
Administrative Assistant position be established at $927.38, and
BE IT FURTHER RESOLVED that 50 percent of the Administrative Assistant's time and the Cle-kk
II time be contracted to the Unified Services Board, and
BE IT FURTHER RESOLVED to enhance the delivery of services to the residents of the County
that the Social Services Department recruit one additional Social Worker at the Social Wroker I
level and that 50 percent of this Social Worker I time be contracted to the Unified Services
Board for case management services.
