The meeting was called to order at 7:08 P.M. by Walter C. Barningham, Chairman of the
County Board.
A pledge of allegiance was said.

The following Report of the Bayfield County Zoning Committee was presented: No. 3
Copy -_of report on file in the county clerkxs office. Descriptions on the report identical
to the land descriptions on the following Amendatory Ordinance with the exception of the added
amendment.
Moved by Renoos, seconded by Stephenson to receive the foregoing report and place it on
file. Motion carried.
May 16, 1978
Renoos informed the board on what procedures were taken and he stated that a hearing was
held in the Town of Barnes. Renoos stated that as a result of the hearing, several changes have
been incorporated into the report and ordinance. Renoos further stated that the zoning committee
in the Town of Barnes has worked on the ordinance throughout the summer and he believed that they
have come up with a good ordinance and he recommended to the board that the ordinance be approved
as presented. He then asked David Lee to further comment on the matter and to point out on the
map some of the changes that have been made and also the changes that were now being recommended
by the Town Board of the Town of Barnes. Mr. Lee then was allowed the floor and he referred to a
letter received from Jean Barker, Clerk of the Town of Barnes. Mrs. Barker stated that the Town
of Barnes and the zoning committee were in favor of changing certain descriptions from F-1 to R-2.
There appeared to be no opposition to making the changes as proposed by the Town of Barnes.

further discussed the proposed ordinance and explained in detail the changes which were now being
requested by the Town Board and zoning committee.

In September 1977 the Town Board, Town of Barnes appointed a Steering Committee to work on a
comprehensive revision of the zoning district map for Barnes Township. This action was initiated
to enable the map to better reflect the needs of the Town and the spirit of the new Bayfield County
Zoning Ordinance which the Town adopted in 1976. It will accomplish a number of tasks ranging from
promoting the public health, safety, convenience, and general welfare to affording more positive
environmental protection to promoting the orderly development of the area.

This Steering Committee held public meetings almost every Wednesday from October through
March. At this time I would like to thank the county zoning office for their cooperation,
furnishing needed technical advice and assisting in lining up people with expertize to inject
their views on different aspects of zoning. This was very much appreciated. In January the
Steering Committee submitted to the town board the proposed revisions. There was an open
town meeting on February 25 to discuss the proposed revisions. After the town meeting there
was a town board meeting at which time thw town board voted to recommend county adoption of a
new Barnes zoning map containing the revisions.
Martha Risberg of the Risberg Land Company in Hayward next appeared before the board to
discuss the proposed zoning on certain lands owned by Risberg Land Company in Section 19-44-9.
She was in agreement with the zoning on the lands which were zoned as R-1 but she suggested
that the balance of the area, should be all in R-3. Several questions were raised by board
members relative to the lands and the questions were also raised whether or not this was the
only situation of this nature or if there were other similar situations. It was pointed out
that there were a number of similar situations.
Ed Wenzel of the Town of Barnes stated that he thought the zoning committee had a good
plan and that it was a large improvement over the previous zoning plan in the Town of Barnes
and that the plan should be approved as presented.
Moved by Stephenson, seconded by Bromberg that the board go back into regular county board
session. Motion carried.

Renoos suggested that the members of the county zoning committee give their comments on the
proposed zoning plan. Several members of the zoning committee spoke in favor of the plan. They
did point out that they realize there still might be some problems, but they can be taken care of
by minor changes to the ordinance in the future.
The clerk re -read the letter from the Town of Barnes requesting five (5) additional zoning
changes.
AMENDMENT TO THE ZONING ORDINANCE
Moved by Stephenson, seconded by Diamon to amend the ordinance as follows: Change the
SE SW, W2 SE'-,, SE SE, NE SE, all in Section 13, T. 45 N. R. 9 W. and N2 NEµ of Section 24, T. 45 N.
R 9 W. from F-1 to R-2. Motion carried.

The following resolution was read: No. 6
WHEREAS,William Nemec, who constructed. a dwelling on his property located in the SEµ of the
SWµ, Section 7, Township 43 North, Range 5 West, Town of Namakagon, Bayfield County, Wisconsin,
did so construct said dwelling without adhering to the construction plans for which a landuse per-
mit was issued, and,
WHEREAS, said construction activities which have occurred are in violation of Section 3.01 (A)
and 11.02 (A) of the Bayfield County Zoning Ordinance, and
WHEREAS, it is the recommendation of tl-n Bayfield Zoning Committee that litigation may be
required to obtain compliance with the Bayfield County Zoni.ng(Ordinance.
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors directs that
this matter be referred to the Bayfield County District Attorney who shall be authorized to pursue
whatever action, including litigation, if necessary, to secure compliance with the Bayfield County
Zoning Ordinance,
AND BE IT FURTHER RESOLVED, that any penalties involved shall conform with.the violation
provisions of Section 15.0 of the Bayfield County Zoning Ordinance.

The following resolution was read: No. 7
WHEREAS, the Bayfield County Board has previously directed the Executive Committee to
make a feasibility study of the possible uses of the Bayfield County Rest Home upon completion
of the proposed new county rest home, and
WHEREAS, it now appears that the new rest home may be not completed until late 1979 or
early 1980, and
WHEREAS, the Sheriff's Commission is of the opinion that some provisions should be made
toward improving the present sheriff's office facility, and
WHEREAS, the Sheriff's Commission has estimated that the cost of necessary improvements
would not exceed $2500, and
WHEREAS, the Executive Committee of the County Board is of the opinion that the proposed
repairs and renovations are necessary and justified
NOW THEREFORE BE IT RESOLVED, that the Executive Committee be authorized and directed to
proceed with repairs and renovations to the present sheriff's office, and
BE IT FURTHER RESOLVED, that the cost of such repairs and renovation be limited to not
to exceed $2500.

The Bayfield County Committee on Agriculture and Extension Education which is also the
Bayfield County Soil and Water Conservation District Supervisors have been appointed by the
Bayfield County Board of Supervisors to review the applications for the initial Farmland
Preservation Agreements and make recommendations to said Board.
The Bayfield County Committee on Agriculture and Extension Education have reviewed the
applications submitted by the following three applicants; Lulich Brothers, Route 2, Box 105
Mason, Wisconsin; John Susienka, Route 3, Box 200, Mason, Wisconsin; and the Koval Farms,
Route 2, Mason, Wisconsin.

The Committee found that all three above mentioned applicants met the eligibility require-
ments for a Farmland Preservation Agreement as set forth in Section 91.01 and 91.35 of the
Wisconsin Statutes and therefore recommend that the Bayfield County Board approve all three

Protection for further action.

WHEREAS, the Town of Clover is a municipality in Bayfield County, and
WHEREAS, the demand for outdoor recreation in the Town of Clover has warranted the acquisition
and development of Lots 2, 3 and 4, Block 3, Robert Bartlett, Jr. Addition for off road parking,
Lake Superior access and a beach area, and
WHEREAS, these facilities are consistent with the goals of providing public recreation
facilities as identified in the Bayfield County Recreation Plan and should be included in said
county recreation plan,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors amends the
Bayfield County Outdoor Recreation Plan to include the aforesaid facilities.

WHEREAS, Section 75.521(3) provides that proceedings to foreclose a tax lien can be
commenced whenever any land has been sold to the county for delinquent taxes and three years
have elapsed since the date of the tax sale certificate, and
WHEREAS, it has been the policy of Bayfield County for many years to delay action to
foreclose on a tax lien until five years have elapsed since the date of the tax sale certifi-
cate,.and

WHEREAS, it appears to be in the best interest of Bayfield County that action to foreclose
on tax liens should be commenced when three years have elapsed since the date of the tax sale
certificate, and
WHEREAS, the Bayfield County Board did by Resolution 91 recorded on Page 262 Volume 15,
County Board Journal, authorize the County Clerk and County Treasurer to take tax deed on Sale
of 1973 Tax of 1972
NOW THEREFORE BE IT RESOLVED, that the County Clerk and County Treasurer be also authorized

A roll call vote was taken on the adoption of the foregoing resolution with the following

Strom, Rave, Spears, Diamon

Total 18 Motion lost.
Chairman Barningham stated that it had been brought to his attention that committee members
should be appointed to the Northwest Wisconsin Transit Authority which is being formed pursuant
to resolutions passed by Ashland, Bayfield and Sawyer County Boards. Barningham asked Karl Ludzack
to comment on the matter. Ludzack stated that a meeting has been held where the matter has been
discussed and it was decided that Ashland County and Sawyer County would each appoint two members
to the authority and Bayfield County would appoint three members. He suggested that Ed Erickson,
Carl Peters, Jr. from Mason and himself be appointed to the Transit Authority. Questions were rais
as to what authority and powers the authority would have. Ludzack stated that he believed that the
committee would only work toward preparing a charter ordinance for the authority and that the
charter ordinance would come to the county boards for final approval.
Barningham then appointed Ludzack, Erickson and,Peters to the Northwest Wisconsin Transit
Authority to represent Bayfield County.
Moved by Seidel, seconded by Bromberg to approve the foregoing appointments as interim
appointees until the official charter is presented to the board. Motion carried.
Moved by Renoos, seconded by Seidel to adjourn. Motion carried.
