The meeting was called to order at 9:45 AM by Walter C. Barningham, County Board Chairman.

I herewith submit my application for reappointment to the position of Bayfield County High-
way Commissioner.
Your vote of confidence will be greatly appreciated as it has been in the past.
I wish, at this time, to once again request your support by extending to me your approval
of my reappointment as Bayfield County Highway Commissioner.

Motion No. 3
Rave nominated Larry Young as Highway.Commissioner.. The chairman called three times for
additional nominations. There were no further nominations. Moved by Bromberg, seconded by Maki
that the nominations be closed. Motion carried. Moved by Seidel, seconded by Stephenson that
the clerk cast the unanimous ballot for Larry Young. The clerk cast the unanimous ballot as
directed and Larry Young was declared elected highway commissioner for a term of two years..
The following resolution was read: No. 4
Be it resolved by the Bayfield.County Board -of Supervisors assembled in annual session this
14th day of November 1978, that the County Board Chairman, County Highway Committee and County
Highway Commissioner are hereby authorized T.o attend State Road Schools, conventions and/or other
road meetings, and that their per diem and expense be paid from the County Highway Administration,

The following resolution was read: No. 5
WHEREAS for the construction and maintenance of highways, including the removal and control
of snow and ice, it becomesnecessary from time to time to purchase equipment, the nature of and
the necessity for which cannot be accurately anticipated,
THEREFORE, BE IT RESOLVED that the County Highway Committee is hereby authorized, pursuant
to Section 83.015(2) of the Statutes, to purchase without further authority, and to the extent
that revolving funds accumulated for such purposes or appropriations made for such purpose are
available, such highway equipment as they deem necessary to properly carry on the work, and to
trade or sell such old equipment.as may be considered to be for the best interests of the county.

The following resolution was read: No. 6
COUNTY AID CONSTRUCTION AND MAINTENANCE
DURING THE CALENDAR YEAR 1979
The County Board of Supervisors of Bayfield County, Wisconsin, regularly assembled, does
hereby ordain that such funds as may be made available to the county for highway work in the
year 1979 shall be expended as hereinafter set forth:
WHEREAS the State Department of Transportation made the first quarter payment of trans-
portation aids to Bayfield County in the amount of $93,013.20 on October 3, 1978 as prescribed
by the 1977-79 State Budget Law and-,
WHEREAS, this is the first of four approximately equal payments, the next three payments
to be made January 2, April 3 and June 26, 19.79, the total amount estimated to be $376,997.65,
BE IT RESOLVED that the County Highway Committee is authorized and directed to expend the
said sum to the extent required to match and supplement Federal Aid for Construction, right-of-
way and other costs on any Federal projects located on the county highway system of said county,
which are not recovered from Federal funds, and to expend any balance for construction, repairing
and maintaining such county trunk highway system and the bridges thereon, and for other authorized
purposes as required including maintenance of buildings, snow and ice removal and control and to
re-imburse the general fund for any expenditures that may be made therefrom,
WHEREAS, appropriations are made in the Bayfield County budget for 1979 in addition to the
amounts to be received from the state,
BE IT RESOLVED that this Board does hereby direct that any balance remaining in any appro-
priation for a specific highway improvement after the same shall have been completed may be used
by the County Highway.Committee to make bap any deficit that may occur in any other improvement,
which is part of the same item in the county budget, and any balances remaining at the end of
the year in any highway fund shall remain and be available for the same purpose in the following
year.
BE IT FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to make
payments for the purposes for which such funds are to be used, as hereinbefore authorized, from
any funds in the county treasury that are not required for the purposes for which appropriated
and to re-imburse such funds in the county treasury froom highway revenues.
WHEREAS, the County Highway Committee and the County Highway Commissioner are charged with
the duty and responsibility of carrying out the construction and maintenance of highways for which
provision is made, and other related supervisory and administrative duties,
BE IT RESOLVED that the County Highway Commissioner.shall have the authority to employ, dis-
charge, suspend or re -instate such personnel as he deems necessary for such purposes, provided,
however, that the County Highway Committee may by action recorded in its minutes determine the
number of persons to be hired and may also at any time by action so recorded order the County
Highway Commissioner to employ, discharge, suspend or reinstate any such person. The term "personn
or TT person"
shall include all patrolmen, laborers, formen, clerks, stenographers or other employees
necessary to carry on such activities.

The following resolution was read: No. 7
WHEREAS, the Bayfield County Board of Supervisors in a Resolution adopted on April 20, 1971,
authorized a "Memorandum of Agreement" for a Bayf ield County Jurisdictional Highway Planning Study"
to be made by the State of Wisconsin and Bayfield County, and
WHEREAS, that Study was completed and submitted to the Bayfield County Board of Supervisors
for approval, and
WHEREAS, the Bayfield County Board of Supervisors adopted that Study on -November 12, 1974, and
WHEREAS, as a result of a Two -County Transportation Study, Transportation Aids Distribution
Based on Function, Criteria for Functional Classification of Roads, and new information on the im-
pact of the Apostle Islands National Lakeshore Park, some inadequacies were noted in the Juris-
dictional Study, and
WHEREAS, the Bayfield County Board of Supervisors on April 19, 1977, has directed the Juris-
dictional Study Committee to update the original Study to meet the current and future needs of
Bayfield County, and
WHEREAS, the Bayfield County Jurisdictional Study Committee in cooperation with the Wisconsin
Division of Highways and the Northwest Regional Planning Commission have completed the updating of
the original study,
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors adopt the Bayfield
County Jurisdictional Highway Planning Study.

Phil Scherer, Northwest Regional Planning Commission and Al Lorenz, District Planning Super-
visor, appeared before the board to answer any questions the board might have in regard to the
Jurisdictional Highway Study. Mr. Scherer stated that the study is a guideline and changes would
not take place unless both parties are in agreement. Mr. Scherer and Mr. Lorenz answered questions

from board members in regard to the jurisdictional study.
Question was asked for on Resolution No. 7. Motion carried.

Gentlemen:
This petition of the Town of Cable, Bayfield County, Wisconsin, respectfully represents and
shows to your honorable body that:
The Five Mile Creek Bridge on old County Trunk "D" in the NE-14 of the SW-1-4 Section 14, Town-
ship 43 N., Range 7 W. on a public highway maintainable by the Town of Cable required immmediate
emergency replacement in accordance with the provisions of Section 81.38 of the Statutes.
The Town of Cable provided for such portion of the cost of construction as required by
Statute.
The total cost of replacement is $4316.16.
Wherefore, Petitioner prays and makes this petition to your honorable body for County Aid
for one-half of the cost to said Town of Cable in the amount of $2lS8.08, all in accordance with
Section 81.38 of the Wisconsin Statutes.

This petition of the Town of Mason, Bayfield County, Wisconsin, respectfully represents and
shows to your honorable body that:
The Sandor Bridge on the Sandor Road between Section Lines 3 and 4, township 46 N., Range
6 W. on a public highway maintainable by the Town of Mason required immediate emergency re-
placement in accordance with the provisions of Section 81.38 of the Statutes.
The Town of Mason provided for such portion of the cost of construction as required by
Statute.
The total cost of replacement is $4,186.00.
Wherefore, Petitioner prays and makes this petition to your honorable body for County Aid
for one-half of the cost to said Town of Mason in the amount of $2,093.00, all in accordance

TO: THE BAYFIELD COUNTY BOARD OF SUPERVISORS
DATE: November 14, 1978
Gentlemen:
WHEREAS, the Bayfield County Committee on Agriculture and Extension Education has been
appointed by the Bayfield County Board,of Supervisors to review applications for the initial
Farmland Preservation Agreements and make recommendations to said Board, and
WHEREAS, the Bayfield County Committee on Agriculture and Extension Education have reviewed
the application submitted by Phillip E. and Beverly J. Tetzner, Route 1, Washburn, Wisconsin, and
WHEREAS, the Committee on Agriculture and Extension Education found that the above mentioned
applicant met the eligibility requirements for a Farmland Preservation Agreement as set forth
in•Section 91.01 and 91.35 of the Wisconsin Statutes, and
NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors approve the
above mentioned application and the County Clerk be instructed to send the approved application
to the Wisconsin Department of Agriculture and Consumer Protection for further action.

Gentlemen:
WHEREAS, the Annual meeting dates of the Wisconsin Associated County Extension Committees,
Inc., has been set for June 3 r 5, 1979, and
WHEREAS, it appears that the above mentioned organization will continue to use the first
Sunday, Monday and Tuesday of June as their meeting dates, and
WHEREAS, the June meeting of the Bayfield County Board has been set for the first Tuesday,and
NOW THEREFORE BE IT RESOLVED, that the June meeting date of the Bayfield County Board be
changed so that it does not conflict with this State Annaal Meeting or other important meetings
for which County Board Members have responsibilities.

1 The clerk informed the board that Joe Berweger was the Bayfield County reppesentative to the
Wisconsin Mineral Association and suggested that maybe the board would wish to make a new appoint-
ment to the Association.
Moved by Diamon, seconded by Sellung that the county board chairman appoint a new member to
the Wisconsin Mineral Association. Motion carried.
The following resolution was read: No. 20
WHEREAS, it may be necessary to make short term loans in order to meet payrolls and other
obligations including current and ordinary expenses within the next year, therefore be it hereby
RESOLVED, by the County Board of Supervisors
of Bayfield County,
in annual session assembled
this 14th day of November, 1978 that the chairman

The following resolution was read: No. 22
WHEREAS, the Executive Committee of the Bayfield County Board of Supervisors has examined a
report of the Bayfield County Treasurer setting forth that certain tax certificates now owned by
Bayfield County are illegal and void in that said certificates were issued on a tax on exempt
property, on property on which there was a double or incorrect description and for other reasons se
forth in said Treasurer's report, and
WHEREAS, from said examination it has been determined that said report is correct and that sa
certificates described in said report are illegal and void and that the taxes upon which said certifi-
cates are based are not justly reassessable.

WHERtgS, The Executive Committee of the Bayfield County Board of Supervisors has examined a
report of the Bayfield County Treasurer setting forth the certain tax certificates now, owned by
Bayfield County are illegal and void in that said certificates were issued on a tax on exempt
property, on property on which there was a double or incorrect description and for other reasons
set forth in said Treasurer's report, and
WHEREAS, From sa.id examination it has been determined that said report is correct and that
said certificates described in said report are illegal and void and that the taxes upon which said
certificates are based are not justly reassessable.

WHEREAS, salaries of the employees of the Bayfield County Department of Social Services are
reimbursed by the Wisconsin Department of Health and Social Services, Division of Family Services,
based on an established minimum and maximum monthly salary level, and
WHEREAS, PW-PA 10.13(7) requires annaul adjustment by the County.Board of Supervisors, and
WHEREAS, the cost of living increases cannot be ascertained in advance, therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 14th day of
November, 1978 that the maximum rate of pay for each classification be established at $75.00
above the January 1, 1979 adjusted level.

WHEREAS, Bayfield County is the only county in the State of Wisconsin where the Clerk of
Court also performs the duties of the Register in Probate and Probate Registrar, now therefore

RESOLVED, that a salary of $40 per month,be established for,the position of Register in
Probate and $10 per.month for the position of Probate Registrar,,and be it further

RESOLUTION DESIGNATING PUBLIC DEPOSITORY AND AUTHORIZING WITHDRAWAL
OF COUNTY MONIES
RESOLVED, that all banks in Bayfield County, Wisconsin, qualified as public depositories under
Chapter 34 of the Wisconsin Statutes, shall be and are hereby designated, until'further action, as
public depositories for all public moneys coming into the hands of the treasurer of The County of
Bayfield, State of Wisconsin.
RESOLVED FURTHER, that withdrawal or disbursement from any one of the above named depositories
shall be only by order check, as provided in Section 66.042 of the Wisconsin Statutes; that in
accordance therewith all order checks shall be signed by the following persons: Edward A. Pajala,
Clerk, and Nicholas Pristash, Treasurer, and countersigned by Walter C. Barningham, County Board
Chairman, or their successors, and shall be so honored.
RESOLVED FURTHER, that in lieu of their personal signature(s), the following facsimile sig-
natures, which have been adopted by them as below shown Walter C. Barningham, Edward A. Pajala,
Nick Pristash, may be affixed on such order check(s); that any one of the above named depositories
shall be fully warranted and protected in making payment on any order check bearing such facsimile(!

committee of the whole for the purpose of conducting the budget hearing. Motion carried.
Margery Benton of the Bayfield Historical Society first appeared before the board and spoke
to them on the progress of the Bayfield Courthouse and the historical society. Mrs. Benton re-
quested $2000 from the county for the purpose of setting up'a museum in the old Bayfield Court-
house.
Bill Carter and others from the -Iron River area appeared in regard to the Iron River Youth
Committee. They requested more than the budgeted $1859 and asked for a more equalized budget
between the Drummond Group and the Iron River Group.
The clerk read letters from the different youth organizations. Stephenson stated that the
division of the $5000 which the Executive Committee recommended appropriating was fairly well
made according to the area and youth represented by each of the two youth organizations.

T.he.following resolution was read: No. 32
WHEREAS, Bayfield County has received state aid for many years for law enforcement on the
Red Cliff Indian Reservation, and
WHEREAS, the Red Cliff Indian Reservation now has their own law enforcement, and
WHEREAS, the Red Cliff Law Enforcement Department has relieved the Bayfield County Sheriff's
Department of much of the law enforcement duties on the reservation, and
WHEREAS, the Red Cliff Law Enforcement Department is in need of additional funding in order
to continue their law enforcement work, now therefore be it
RESOLVED, that upon receipt of the $2500 state aid for law enforcement on the Red Cliff
Indian Reservation by Bayfield County, said amount of $2500 be paid to the Red Cliff Law Enforce-
ment Department.

WHEREAS, the Personnel Committee ha.s studied the salary schedule of all county elected offic
and department heads, and
WHEREAS, said committee has met with the elected officials and department heads, and
WHEREAS, the elected officials and department heads have indicated.that they prefer a flat do
increase beginning January 1, 1979 and no cost -of -living increases during the year rather than the
$25.00 per month increase on January 1, 1979 and quarterly cost -of -living increases as granted
courthouse employees, and
WHEREAS, the District Attorney has indicated to the committee that his present salary is
satisfactory to him, and
WHEREAS, the Sheriff's and Chief Deputy's salaries have previously been adjusted by separate
resolution, and
WHEREAS, the county Coroner is employed on a per diem basis instead of a salary, now therefore
be it
RESOLVED, that the county elected officials and department heads receive an increase in salary
beginning January 1, 1979 of $65.00 per month, and be it further

WHEREAS, the county took a tax deed on the East 100 feet of West 260 feet of Lot 9, des-
cribed in Volume 174 Page 157 of Deeds, Section 19 Township 45 North Range 9 West, and
WHEREAS, prior to the county taking said deed a tax deed notice was mailed by registered
mail to the owner, James L. Engberg, 903 North 12th Street, Superior, Wisconsin, and
WHEREAS, said tax deed notice was returned to the office of the Bayfield County Clerk un-
claimed, and
WHEREAS, there is a Oabin on said property, and
WHEREAS, James L. Engberg, the former owner of the property, has continued using the cabin
and the property and has continued maintaining the cabin located on the property, and
WHEREAS, Mr. Engberg claims to have been unaware of the fact that the taxes were unpaid on
the property and that the county had taken a. tax deed to the property due to the fact that his
spouse, who is now deceased, had handled the payment of all taxes and other bills, and
WHEREAS, James Engberg has now requested permission to redeem the aforesaid parcel of land
owned by Bayfield County and has agreed to pay all the back taxes and interest levied against
said property, and
WHEREAS, the county treasurer has prepared a. tax statement covering all of the delinquent
taxes including the tax that would have been levied against the property if it would have remained
on the tax roll, and
WHEREAS, said amount calculated to November 30, 1978 is $1,496.69, and
WHEREAS, the Executive Committee has studied the matter and discussed it with Mr. Engberg
and said committee is of the opinion that Mr. Engberg was not aware of the fact that the county
had taken a deed on this property and, therefore, he should be allowed to redeem said property,
now therefore be it
RESOLVED, that James L. Engberg, be allowed to redeem the East 100 feet of West 260 feet of
Mr;
Lot 9, described in Volume 174 Page 157 of Deeds, Section 19 Township 45 North Range 9 West for
the amount of $1,496.69 as calculated by the county treasurer, plus any additional interest accrued
if not redeemed prior to November 30, 197.8, and be it further
RESOLVED, that this resolution be adopted notwithstanding the provisions of a,resolution
previously adopted by the County Board limiting such redemption to five years following the taking
of the tax deed.

50% of the amounts received for sale of timber on county.tax title lands other than county forest
lands be paid to the towns in which the timber is harvested, and

, Board, and
WHEREAS, the Executive Committee has now studied the matter, now therefore be it
RESOLVED, that the county pay 20% of the amount received for sale of timber on county owned

lands other than county forest lands to the town in which the timber is harvested, and be it furthe
RESOLVED, that said payments begin with the payments made for timber harvested in 1979.

The chairman called for nominations for rest home trustee. Erickson nominated Leo Lay
as trustee for the Bayfield County Rest Home. The chairman called three times for additional
nominations. There were no further nominations. Moved by Bromberg, seconded by Seidel that
the nominations be closed and that the clerk cast the unanimous ballot for Leo Lay. Motion
carried. The clerk cast the unanimous ballot as directed and Leo Lay was declared elected
trustee of the Bayfield County Rest Home for a three year term.

WHEREAS, Bayfield County has let bids for the construction of a new county rest home, and
WHEREAS, it is the intent of the county to lease the home to. the Bayfield County Memorial
Hospital, Inc., and
WHEREAS, it will be necessary for Bayfield County and the Bayfield County Memorial
Hospital, Inc. to enter into a lease agreement, now therefore be it
RESOLVED, that the Executive Committee of the Bayfield County Board be authorized to execute
on behalf of Bayfield County the lease agreement.

Bob Becker and Dave Jacobson of the Department of Natural Resources appeared before the
board in regard to the Bibon Marsh area. He explained that all members should have received in
the mail a draft copy of the Bibon Marsh. Included was a brief outline of a series of alter-
natives to secure the resources in the marsh.
Mr. Jacobson informed the board of what work has been done to date in regard to the marsh.
He said that the DNR was requested by Bayfield County to make a feasibility study on what could
be done with the Bibon Marsh. He stated that many changes will be made in the plan before it
is finalized and that following this meeting they will develop plans for holding public informat
meetings: He then opened his presentation to any questions the board might have. Many members
raised questions which were answered by the DNR officials.
Bromberg arrived at 10:15 AM.
Harold Main, Chairman of the Town of Delta, spoke against DNR acquisition of the Bibon
Marsh area. He said that the area people were satisfied with the way things are now.
Ed Renoos, board member; stated that he thought the marsh should be kept in its natural
state. He stated that he was in favor of the draft if some changes are made and veto powers
are given to the towns and county.

We, the undersigned County employees, employed at the Bayfield County Rest Home were very
upset and disturbed when reading resolutions numbered 13, 14, 16 and 17 of the September 28,1978
County Board Proceedings published November 9, 1978 in the Washburn-Bayfield County Times and
the Iron River Pioneer.
We request a reply as to why the Personnel Committee has chosen to ignore us in regards to
any salary increases and fringe benefits.
There has never been any notices posted or sent to the employees of the Bayfield County
Rest Home when we should approach the personnel committee with our proposals.
As County Employees, providing Health Care Services to the elderly, we feel we should have
the same considerations as salary increases and fringe benefits; i.e. longevity pay, as all other
employees of Bayfield County.

WHEREAS, the County Board has by previous resolution granted court house employees other than
elected officials and department heads a salary increase of $25.00 per month and reinstatement of
cost -of -living salary adjustments, and
WHEREAS, the bookkeeper and custodian of the Bayfield County Rest Home were not included in
the resolution granting said increase, and
WHEREAS, the Trustees of the Bayfield County Rest Home have requested that the Rest Home
bookkeeper and custodian be granted an increase equal to the increase granted court house employees
now therefore be it
RESOLVED, that the salary of the Rest Home bookkeeper and the Rest Home custodian be increased
by $25.00 per month effective January 1, 1979 and that the salaries of the Rest Home bookkeeper and
custodian be adjusted quarterly, using the same cost -of -living formula as granted the court house
employees by Resolution No. 13 adopted on September 28, 1978.

new formula for the payment of longevity pay for county employees, and

Courthouse employees, now therefore be it

The following resolution was read: No. 52
WHEREAS, Section 85.08(5) of the Wisconsin Statutes authorizes the Wisconsin Department of
Transportation to make grants to the county of Wisconsin for the purpose of assisting them in
providing specialized transportation services to the elderly and the handicapped; and
WHEREAS, each grant must be matched with a. local share of not less than 10% of each county's
allocation of state aids; and
WHEREAS, this body considered that the provision of specialized transportation services would
improve and promote the maintenance of human dignity and self-sufficiency of the elderly and the
handicapped;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Bayfield County on this 14th
day of November, 1978 authorizes Louis J. Stolle to prepare and submit to the Wisconsin Department
of Transportation an application for assistance during 1979 under Section 85.08(5) of the Wisconsin
Statutes, in conformance with the requirements issued by that Department and also authorizes the
obligation of funds in the amount of $388.00 in order to provide the required local match.
BE IT FURTHER RESOLVED that the Board of Supervisors of Bayfield County authorizes Louis J.
Stolle to execute a state aid contract with the Wisconsin Department of Transportation under
Section 85.08(5) of the Wisconsin Statutes on behalf of Bayfield County.

Gylund next spoke to the board about the emergency winter fuel assistance that is available.
The purpose of the program is to assure that no county resident suffers unduly from lack of fuel.
He also stated that last year Joe Barabe, representative of the Community Services Agency, had
been named as the fuel coordinator and he suggested that Mr. Barabe be named again for the
1978-79 winter as the emergency fuel coordinator. `

appoint a committee to represent the Courts. The Judicial system is being changed frequently
and though the board has been very cooperative in the past with the Courts, I think it would
be of great value to have a committee to work with.
I am also requesting that Roselyn Smith be made a deputy in my office as most of the work
requires her to be deputized.
I have also included a salary for Register in Probate and Probate Registrar which is in
agreement with the Judge and the District Court Administrator. If there is no salary compensation
allotted for Register in Probate, my resignation will be submitted and the board will have to
make other arrangements with the Court.

Clerk Pajala advised the board that when the rest home budget was prepared the salary item
did not take into consideration the expected increases due to cost of living adjustments and that
it has now been estimated that that amount will be about $17,675 and that it would appear to be
necessary to adjust the rest home budget accordingly. Pajala stated that this could be accom-
plished by either using more surplus cash than the $270,000 as initially proposed by the Executive
Committee or by reducing the contingency fund which probably might not be a desirable way to make
up the difference, as the contingency fund proposed by the Executive Committee is only $50,000
or the third alternative would be to increase the county tax.

BAYFIELD COUNTY PROPOSED BUDGET
FOR THE YEAR 1979
TO THE HONORABLE MEMBERS
OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS:
The Executive Committee of the Bayfield County Board of Supervisors submits this proposed
county budget for the year 1979 together with a report of operations.
November.15, 1978
VALUATION
The Wisconsin Department of Revenue has recommended a total county valuation for all real and
personal property of $292,371,300.00. The recommended value was approved by the county board on
September 28, 1978 and all 1978 county and state taxes will be apportioned accordingly. The equal-
ized valuation of the county shows an increase over the 1977 valuation of $42,087,750.00 or 16.815/
In 1977 the increase was 15.6%.
COUNTY TAX LEVY
Section 70.62 of the Laws of 1975 created new levy limits on the county.
The 1977 county tax levy was $470,161.00 and with the allowable adjustments the 1978 levy
cannot be more than $550,513.00. The levy as proposed by the Executive Committee is $495,269.11.
The committee has included in the 1978 budget in the revenue section an'amount of $113,867.00
Federal Revenue Sharing monies and $41,723.00 Federal Anit-Recession monies. The committee is
again recommending that $270,000.00 of surplus cash be applied to the budget to keep the tax levy
as low as possible.
LEVY LIMITS
The local tax effort (county levy) is an important factor used'by the Federal and State
agencies in calculating the amount of Revenue Sharing funds and State Shared Taxes. Because the
county board has been very_ conservative in the early 70Ts, we are now suffering from decreased
revenues from those two sources. Unfortunately., there .is a time lag of several years in the cal-
culation of -the aids and, consequently, any increase in the tax levy this year would not have an
immediate effect on revenues.
One important factor that should not, however, be overlooked is, if the levy -limits continue
in force, next years base levy will be the amount that is levied this year, not the amount that
could be levied, which will be adjusted again by several factors.such as.population growth and
further reductions in Revenue Sharing and. State Shared Taxes, if any. .All unnecessary items should
of course, be deleted from the budget each year, but necessary items should be retained as it might be
difficult to stay within the limit in future years if the budget in any year is not realistic,
requiring compounded expenditures in future years.
PAYMENTS IN -LIEU -OF -TAXES
Bayfield County received $131,642.00 in 1977 as payment In -Lieu -Of -Taxes on certain federally
owned lands. Due to the fact that Public Law 94-565 provides that the payment is not made on lands
that were not on the tax roll at the time when they were acquired, Bayf field County did not receive
payment on 62,062 acres of federal owned lands.
The Wisconsin Attorney General has given an opinion that In -Lieu -Of -Taxes monies received by
the county is National Forest Income and that the money should be distributed to the towns in
which the land lies according to Section 59.20(13) of the Statutes. Payment of the $131,642.00
with interest was made to the towns in July. $13,552.00 plus interest representing In -Lieu -Of -Tax
money on lands acquired by the Federal Government for the Apostle Islands National Park and the
Wild River Area has also been distributed to the towns involved.
The county has received in 1978 $17,778.00 In -Lieu -Of -Taxes money on Apostle Islands Park
and Wild River lands and that money has been distributed to the affected towns. The county receive

$155,377.00 Forest Land In -Lieu -Of -Taxes money in 1978. The amount is considerably larger
than the amount received in 1977 and the increase appears to be as a result of increase acreage.
Partial payment of the amount received has been made to the towns and the balance will be paid
as soon as -the county clerk can determine which towns are entitled to the increase.
HEALTH AND SOCIAL SERVICES
The sale of the Pureair Sanatorium has not yet materialized and the facility is still owned
by the three counties and is vacant. The Tri-County Executive Committees by joint action dir-
ected the Board of Trustees to be in charge of the facility and they have hired a full-time
attendant to be in charge of maintenance and security. Problems have been encountered in col-
lection of the sewage plant user fees. We hope those problems will soon be resolved.
The Executive Committee has made Ashland and Iron Counties an offer to purchase the Sana-
torium. Ashland County has indicated that they may accept the offer. Iron -County has not yet
responded to the offer.
The Rest Home continues to operate at near capacity. Excavation has begun on the con-
struction of a new Nursing Home. Completion of the new Home is expected in late 1979.
AUD IT
The 1977 Audit Report by John Maitland, C.P.A. has been completed on schedule. Copies of
the report are available for inspection at the office of the county clerk or from members of the
Executive Committee.
The assistance of Mr. Maitland to all departments of the county continues to be very helpful.
The committee recommends the acceptance of Mr. Maitland's proposal to audit the 1978 county
records.
The Executive Committee recommends approval of the folbwing budget for 1979.
