MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS
FEBRUARY 6. 1979
The meeting was called to order at 9:50 AM by Walter C. Barningham, County Board Chairman.
The following members answered roll call: No. 1

A prayer and pledge of allegiance was led by Larry Seidel, board member.
Moved by Bromberg, seconded by Rave to dispense with the reading of the minutes of the
previous meeting. Motion carried.
The following resolution was read: No. 2
WHEREAS, the Bayfield County Board of Supervisors acting in regular session on April 19,
1977 adopted Resolution #22. Said Resolution authorized the Forestry Committee to "negotiate
and conclude" a land trade of the NW4SE4 and SW4SW4, all in Section 31, T50N, R7W for State
owned lands described as NW4NE4 and SE4NWµ, all in Section 5,T49N, R7W. Purpose of said trade
to be for the mutual benefit of both parties, and;
WHEREAS, Said land trade was concluded and is now a matter of public record, and;
WHEREAS, The Bayfield County Forestry Committee feels the inclusion of the NWSE and the
SENW of Section 6, T49N, R7W into the County Forest system under State Statutes 28.11 would
enhance management of the County Forest;
NOW THEREFORE, BE IT RESOLVED, That the Bayfield County Board of Supervisors, meeting
this day of February 6, 1979 do authorize and direct the Bayfield County Forestry Committee
to enter the above mentioned lands in Section 6, T49N, R7W under the County Forest Law.

The following resolution was read: No. 3
WHEREAS,"The United States Department of Agriculture has proposed placing 15 million acres
of forest land in a wilderness area, and;
WHEREAS, Four areas of the Chequamegon National Forest and three areas of the Nicolet
National Forest in northern Wisconsin are included in the proposal, and
WHEREAS, The United States Forest Service has done a commendable job of forest management
for the best use of the most people without'placing forests in a wilderness area, in the
Chequamegon and Nicolet Forest areas, and;
WHEREAS, The recreational potential of the north will be greatly reduced by the closing
of these important areas, and;
WHEREAS, The Congress of the United States has the final approval or disapproval of the
recommendations of the Department of Agriculture.
BE IT RESOLVED, That the Bayfield County Board of Supervisors express disapproval of the
recommendation to close forest lands in Wisconsin, by the wilderness distinction, and urges
Congressman David Obey, Senator William Proxmire and Senator Gaylord Nelson to cast votes against
the wilderness designation of the Wisconsin forest areas.

Spears suggested that he would like to study the matter further and discuss it with members

This is to advise you of our intent to purchase the following described lands for the following
reasons:
T44N, R6W, Section 35, that part of the NEµ and GL 3 lying west of County Trunk D as
presently constructed.
1. This parcel of land blocks in between County Trunk D and existing National Forest land.
2. This parcel would provide badly needed highland access to existing National Forest
land where a timber sale is being prepared.
3. The owner preferred to sell entire parcel rather than grant the needed right-of-way.
Thank you for your interest in the Chequamegon National Forest.

The following resolution was read: No. 7
WHEREAS, Bayfield County does receive an annual grant of $2,500 from the State to aid in
law enforcement on the Red Cliff Indian Reservation, and
WHEREAS, the Red Cliff Law Enforcement Agency does now provide most of the law enforcement
services on the Red Cliff Indian Reservation thereby relieving the Bayfield County Sheriff's
Department of providing the additional services to,the Red Cliff Indian Reservation, and
WHEREAS, the Bayfield County Sheriff's Commission did on September 5, 1978 recommend that

$1,250 as assistance for law enforcement on the Red Cliff Indian Reservation for the year 1978,

The following Report of the Zoning Committee was read: No. 8
To: The County Board of Supervisors of Bayfield County on the hearing on the petitions to amend
the Bayfield County Zoning Ordinance.
The Zoning Committee of the Bayfield County Board of Supervisors, having held a public
hearing pursuant to Section 59.97 (5), Wisconsin Statutes, notice thereof having been given as
provided by law and being duly informed of the facts pertinent to the proposed changes, hereby
recommends that the petition described as follows be approved:
The West -half (W2) of the North-East One -Quarter (NEµ) , Section Twenty -Seven (27) , Township
Forty -Seven (47) North, Range Seven (7) West, be changed from Forestry-1 Use to Industrial Use.
The Zoning Committee also recommends that the following petition be denied:
Lots 14-202 inclusive, of Block 1, Lumberman's Addition to the Village of Iron River,

WHEREAS, Bayfield County does not have a separate office of Register in Probate, and
WHEREAS, if such a new office were to be set up it would require a person to serve atleast
one-half time in the capacity of Register in Probate, and
WHEREAS, Lois Arntsen, Clerk of Court, has agreed to continue doing the work of the
Register in Probate for the years 1979 and 1980 if she is compensated for the additional work
and responsibility involved, and
WHEREAS, the Personnel Committee is of the opinion that it would result in a large saving
to Bayf ield County if a nominal increase in salary were provided the Clerk of Court for the
additional duties and responsibilities involved in doing the work of Register in Probate rather
than set up a separate office, now therefore be it
RESOLVED, that a salary of $100.00 per month be set as an additional salary to the Clerk
of Court for assuming the duties and doing the work of Register in Probate, and be it further
RESOLVED, that the said $100.00 per month salary be paid in addition to the regular
salary established and paid to the Clerk of Court, and be it further
RESOLVED, that the salary of $10,0.00 per month shall not be subject to any increase or
decrease by the cost -of -living adjustment applied to other salaries, and be it further
RESOLVED, that the above salary be made retroactive to January 1, 1979 and that $1,200
be transferred from the Contingency Fund to the Circuit Court account, No. 51211, to cover
said salary for 1979.

Motion carried.
WHEREAS, at the last session of the Wisconsin Legislature a new Juvenile Code was passed, and
WHEREAS, the provisions of the new Juvenile Code became effective on November 18, 1978, and
WHEREAS, the new Juvenile Code imposes substantial new duties on the responsible agencies,
including the requirement that there be an intake worker available 24 hours a day, seven days
a week, and
WHEREAS, no sums have been appropriated to aid responsible agencies in fulfilling the
newly imposed statutory duties, therefore
BE IT RESOLVED that the Bayf field County Board of Supervisors in session this.6th day of
February, 1979 respectfully requests that the Wisconsin Legislature initiate and pass legis-
lation whereby funds are appropriated for the purpose of better enabling the responsible agencies
to carry out the legislative mandate of the new Juvenile Code, and
BE IT FURTHER RESOLVED that Assemblyman Kedrowski and Senator Theno receive copies of this
resolution.

FRIENDS OF THE -EAU CLAIRE LAKES, INC.

December 28, 1978
The purpose of this letter is to let you and others know of the reactions of our organi-
zation to the State Department of Transportation's proposal to convert our Town of Barnes Pease-.
Road into a state highway. We are strongly opposed to this proposal for the following reasons:.
There is not a proven need at this time and present traffic levels do not predict an
increasing need.
We must not,permit the modification -or destruction of the Pease Road which presently is
one of Wisconsin's most attractive and beautiful wild country drives.
We must not permit needless spending of taxpayer's money to build a highway which would
duplicate a state highway just ten miles to the East (Wis. 63) and would also parallel
Wis. 27 just a few miles to the West.
We must prevent the environmental damage which will occur should this proposal become
a reality. We can anticipate:
Increased noise pollution close to our beautiful Eau Clams e Chain of Lakes;
Destruction of the natural beauty of the Pease Road Drive;
Increased car and truch traffic which will tend to urbanize this rural area and spoil
its recreational tone;
An increase in population density which is already creating special problems in this area.
In addition there are no known benefits to people in this area. It appears that alternative
routes more favorable to the environment have not b"een explored. We would like to suggest,
fo-r example, that as your department works on the problem of improving traffic flow to the Lake.
Shore National Park, that it consider alternate routes that would have less negative impact on ours
Eau Claire Lakes area. Highway 27 has already been zoned commercial; the proposed route would .
by-pass this area to the East'and go through non-commercial zones. Why not stay with Wis. 27 to
approximately its junction with County N and then head NE to Co: A and Iron River? This is just
on'.e of several alternatives.
Let me point out again that residents here are much concerned about your department's pro-
posal. Our organization has taken the position it will require an environmental impact study.
In. the meantime we will be glad to meet with highway officials to discuss and exchange points
of view. We would surely appreciate your reconsideration of your proposal and would welcome an
opportunity to be heard further.

Al Prerost, Bayfield, appeared before the Board to notify them that he is still interested
in purchasing the Sanatorium. He stated that he would like to sit down with the Board or some
members to decide on a purchase price.

William Bussey,,Distr,iet Attorney, gave a status report on the.Sanatorium. He explained
to the Board that he has prepared a purchase agreement which he had intended to have ready for
consideration by the Board at the February meeting. However, the District Attorneys of Ashland
and Iron Counties have not had a chance to meet with their county board committees to discuss
the agreement and as it appears to be in the best interest of all three counties that an
identical agreement be presented to each county, he suggested that no action be taken at the
February meeting.
Clerk Pajala informed the board that Bayfield County has atleast three other parties
interested in purchasing the Sanatorium from Bayfield County. He stated that it was very likely
that when the time came for offering the property for sale it would be re -advertised rather
than negotiating a sale with any one party.
The following resolution was read: No. 16
WHEREAS, there are Social Work staff within the Department of Social Services eligible for
reclassification, therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 6th day of
February that there is hereby created a position of Social Worker II, and
BE IT FURTHER RESOLVED that the salary for this position be established in the following
amounts: Entrance level - $1.,061.00; six month level - $1,113.00; eighteen month level -
$1,165.50.

WHEREAS, the Unified Services Board has requested that Miss Barbara Larson be reallocated
as a full-time Unified Service Staff Member, therefore
BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 6th day of
February, 1979 there is hereby created the position of Coordinator I, effective April 1, 1979,and
BE IT FURTHER RESOLVED that the salary for this position be established at entrance level
of $1:,061.00; six month level - $1,113.00; eighteen month level - $1,165,50, and

BE IT FURTHER RESOLVED that the Coordinator position filled by Mary Stenberg be redesig-
nated as Coordinator II.with the salary schedule.to remain as established.

The following resolution was read: No. 18
WHEREAS, the Bayfield County Sheriff Deputies are represented by General Drivers and Helpers
and Inside Employees Local Union No. 346 of Duluth, Minnesota, of the International Brotherhood
of Teamsters, Chauffeurs, Warehousemen and Helpers of America, and
WHEREAS, the labor contract did expire on December 31, 1978; and
WHEREAS, the Personnel Committee and the representatives of Local No. 346 and the deputies
have been negotiating for a new contract, and
WHEREAS, the two parties have now come to an agreement, a copy of said agreement being
attached to this resolution, now therefore be it
RESOLVED, that the contract language and provisions for economic changes as provided for in
the attached agreement be approved and made a part of the contract which expired on December 31,
1978.'

The clerk continued reading through the agreement with various comments made by board members.
Renoos raised a question on Item 7 which relates to expense payments made to the sheriff
deputies for out of county trips. Mr. Renoos suggested that the words "ordinary and necessary"
be inserted in the sentence to further clarify the item and to prevent any abuse of that section.
Moved by Strom, seconded by Bromberg to adopt the resolution on the condition that Line 4
Item 7 Page 2 be changed to read "he will receive an advance payment for ordinary and necessary
expenses . . .". Motion carried.

Moved by Spears, seconded by Rave to again bring up Resolution No. 3 which was tabled at
the morning session. Motion carried.

A lengthy discussion followed with Clerk Pajala finally suggesting that it might be in
better form if the resolution which was on the floor would be acted on "as is" and Spear's
amendment be offered as a separate resolution.
Spears withdrew his amendment and Bromberg withdrew his second so that Spears could
introduce his own resolution later in the meeting.

The clerk re -read Resolution No. 3 which was tabled earlier.
Moved by Bromberg, seconded by Maki to adopt Resolution No. 3. Motion carried.
No. 23
The clerk gave the board more information on Communication No. 4 regarding the intent of
the U.S. Dept. of Agriculture to purchase certain lands in the Town of Grand View. He stated
that from plats available to him it appeared that the total acreage might be 20-25 acres.
Motion No. 24
Moved by Renoos, seconded by Hanson that the Bayfield County Board go on record as being
opposed to any further purchases of land by the state or federal government in Bayfield County.
Renoos withdrew his motion. Hanson would not withdraw his second.
Question was asked for and the motion lost.
Motion No. 25
Moved by Maki, seconded by Sellung that .the clerk locate the previous motion which was
made in regard to this matter and refer to that motion in answering Communication No. 4.
Motion carried.
The following resolution was read: No. 26
WHEREAS, the economy of Bayfield County is,almost completely dependent upon forest products
production and recreation connected business, and
WHEREAS, the inclusion of additional lands under Wilderness designation would severely
handicap the economy of Bayfield County and the northern sections of the 7th Congressional
District of Wisconsin, how therefore be it
RESOLVED, that the Bayfield County Board in session this 6th.day of February, 1979, goes
on record as opposing the inclusion of specific areas of National Forest lands, known as Flynn
Lake, Porcupine Lake and St.i-Peter's Dome in the Chequamegon National Forest into Wilderness
designation, and be it further
RESOLVED, that copies of this resolution be sent to David Obey, Representative, 7th
Congressional District; President Jimmy Carter;.and Senators Gaylord Nelson and William Proxmire.

The 1978 Annual Zoning Report was presented: No. 27

Moved by Spears, seconded by Sellung to receive the foregoing report and place it on file.
Motion carried.
Clerk Pajala advised the board that he had received a copy of a proposed contract between
land owners in the Towns of Delta, Mason and Grand View from Don Johnson. He said that Don
Johnson had handed him the contract for information only and it was relative to the Bibon Marsh
land acquisition. Members of the board indicated that even though the contract does not directly
affect the county it probably should be made a part of the record.
The following contract was read: No. 28
CONTRACT BETWEEN LANDOWNERS IN THE
TOWNS OF DELTA, MASON AND GRAND VIEW
WHEREAS., the undersigned landowners in the towns of Delta, Mason and Grand View, Bayfield
County, Wisconsin, are of the opinion that it is necessary that substantial portions of their
respective Towns be kept in private ownership and
WHEREAS, one of the reasons for their interest in the maintenance of private ownership is
that the cost of government is borne by fewer property owners when larger percentages of the
total lands are held by governmental units, and
WHEREAS, in the North -Wisconsin area where the towns of Delta, Mason and Grand View are
located, the State, Federal and local governments own a very large percentage of the total land
area, and
WHEREAS, the diminishing tax base is becoming of increasing concern to the residents of
the area, and
WHEREAS, the undersigned land owners believe that the continued encroachment by governmental
units must be resisted, and
WHEREAS, the respective property owners.also.recognize that increase in the total number of
residents in the townships could be detrimental to the proper development and enjoyment of living
in the areas of the property owners;
NOW, THEREFORE, the property owners who .have signed this agreement and.affixed their legal
descriptions opposite said signatures,.do hereby agree as follows:
1. That they shall not crease a subdivision of any of their property of less than forty
(40) acres. It is understood that the forty acre set would be sold would not have to be a
square forty acres, but a lot to be sold would be -'not less than forty acres. This restriction
would not cover any pre --existing lots of less than forty acres.
2. That none of the signators hereto will sell any of their property to the Department of
Natural Resources, or any other subdivision of the State or Federal government, except for highway
purposes, and further that if the governmental unit desiring to acquire the property has condem-
nation powers and has indicated that it will exercise its right of condemnation then the property

WHEREAS, Chapter 29 Laws of 1977 of Wisconsin provides state monies for senior citizens
grant programs for the purpose of developing, expanding, and/or improving senior citizens
center facilities, and
WHEREAS, the State of Wisconsin has authorized the county units of government to make
application for such awards to carry out the purposes'of the program, and
WHEREAS, the county units of government are required to provide matching funds to the
extent of 50% of the project cost, and
WHEREAS, Bayfield County will not use any of such grants or make application for such
grants for direct county projects, and
WHEREAS, counties can make application for such funds and name other local units of
government as sub -grantees, and
WHEREAS, the Town of Grand View has indicated a desire to use the above mentioned grant
funds and will provide all of the matching funds and other necessary funds to carry out the
program, now therefore be it
RESOLVED, that the Bayfield County Board does authorize the proper county officials to
make the necessary application for a grant for developing, expanding, and/or improving the
senior citizens center facility in the Town of Grand View, Bayfield County, said center to be
in the new community center in the Town of Grand View, and be it further
RESOLVED, that the Bayf ieldd-County Board of Supervisors appoint Mrs. Elva A. Renoos, Clerk
of the Town of Grand View, as Director of the -project, and be it further
RESOLVED, that the application for such grants shall be made with the express understanding

This is to advise you of our intent to purchase the following tract of land:
T46N5 R7W, Section 29, N2NEµ, 80 acres
We are considering purchase for the following reasons:
1. Heavy local public use occurs on Bass Lake off Forest Road 1866 leading to the old C.C.C.
Camp. National Forest shoreline ownership in this area consists of enough land for a boatlanding.
Consequently, most of the use by the public occurred on private shoreline as acts of trespass.
With the land in National Forest ownership, the local public will be able to use the shoreline
in a legal manner.
2. National Forest ownership will allow the Forest Service to consider the type of use
occurring and be better able to plan for handling,
3. One half mile of property line establishment and maintenance will be eliminated through
this consolidation.
4. National Forest ownership will be consolidated.
5. Much needed developable Lakeshore,will be acquired permitting the -Forest Service to
better plan and provide for a high quality recreation experience when the public demand arises.

WHEREAS, at present departments in the courthouse send out meeting notices to committee
members for the various committee meetings that amounts to about an annual cost of $90 stamps,
$6 for envelopes, $30 in copies, $324 employee time, which totals $450 and
me =0 '.]
WHEREAS, if the County Clerk's office sent out a letter every month stating the dates and
times of all the committee meetings the annual costs would be $3.24 for envelopes, $16.20 for
copies, $48.60 for stamps and $60 for employee time, which would total to $128.04 an annual
saving of $321.96 and
WHEREAS, when the County Clerk's office sends out copies of all.the committee meetings
minutes each month so County Board members can review them, it costs a total of about $259.20
a year in stamps alone and
WHEREAS, these two savings save the county $581.16 a. year,
THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors instruct the County
Clerk to send out the above mentioned meeting notices with the time and place of each committee
meeting for that said month and that these reports be sent to Board of Adjustment members,
Unified Services Board members, County Board members and anyone else required by law to send
a copy to and
BE IT FURTHER RESOLVED, that the above mentioned people to receive notices have mailboxes
or slots put up in the courthouse, so when they have committee meetings or other courthouse
business they can pick up their minutes or any other important item that a department may wish
to place there and
BE IT FURTHER RESOLVED, that this resolution doesn't apply to public hearings or special meetings,
or regular County Board meetings.
