HomeMy WebLinkAboutCounty Board of Supervisors - Minutes - 10/2/1979558 SPECIAL MEETING OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS October 2, 1979 The meeting was called to order at 7:00 PM by Chairman Walter Barningham. The following members answered roll call: No. 1 Present - Erickson, Meierotto, Barningham, Bromberg, Maki, Seidel, Strom, Rave, Spears, Johnson, Stephenson, Diamon, Hanson, Sellung, Ludzack, and Renoos Absent - McGillivray and Anderson Present - 16 Absent - 2 18 No. 2 A prayer and pledge of allegiance were led by Larry Seidel, board member. No. 3 Clerk Pajala then proceeded to read the petition to call a special county board meeting: September 28, 1979 TO: Edward A. Pajala Bayfield County Clerk Washburn, WI 54891 Dear Mr. Pajala: You are hereby petitioned to call a Special Meeting of the Bayfield County Board of Supervisors at 7:00 PM Tuesday, October 2, 1979, at the Courthouse, Washburn, Wisconsin, to take action on the following items: 1) For the purpose of reconsidering Resolution No. 20 acted on at a regular meeting of the County Board held September 25, 1979. Resolution No. 20 would have authorized the transfer of $20,000 from the county contingency fund to the Social Services account: The resolution failed to pass. 2) Any other matters which may come before said Board of Supervisors. Signed: James Strom, Wallace Johnson, James Stephenson, Wayne Sellung, Larry Seidel, Ed Erickson, Walter Barningham, Art Meierotto, Joel Bromberg, and William Rave Moved by Johnson and seconded by Strom to receive the petition and place it on file. Motion carried. The following resolution was read: No. 4 WHEREAS, the Department of --Social Services has experienced an increase in service case- loads to the extent that if the trend continues, expenditures will exceed budgeted funds by an approximate amount of $20,000.00 and WHEREAS, it is the intention of the Department to apply for any additional available fuels, now THEREFORE BE IT RESOLVED by the Bayfield County Board of Supervisors in session this 2nd day of October 1979 to transfer $20,000.00 from the contingency fund to the Social Services account. Presented by: Wallace Johnson, William Rave, James Strom, Wayne Sellung, Joel Bromberg and Walter Barningham Moved by Bromberg and seconded by Sellung to adopt the resolution. Chairman Barningham then reminded the board that a similar resolution had been presented October 2, 1979 to the board at the September 25 meeting and that it had been defeated by a tie vote. Moved by Johnson and seconded by Bromberg to adjourn as a board and reconvene as a committee of the whole in order to open the meeting -to the public. Motion carried. Carl Anderson arrived at this time. Benny Rude then addressed the committee informing them of how the transportation program helps the elderly get out to do their shopping and go to the doctor and other tasks that they would not be able to do otherwise. Russ McGillivray arrived at this time. Irene Anderson then spoke to the committee saying that her mother is under a homemakerrs care and she greatly appreciates the help she receives. Mrs. Agnes Oreskovich, Bayfield County Homemaker, addressed the board informing them of her duties as homemaker. Some of her services include: cleaning, baking, shopping, doing laundry, and giving moral support. Mrs. Oreskovich reported that she takes care of 13 homes on a weekly basis. Stephenson then asked Mrs. Oreskovich if there has been a big increase in the number of homes she must take care of from the beginning of the year to date. Mrs. Oreskovich stated that she has always carried a full work load throughout the year. Lou Stolle, Nutrition Director, then asked Oreskovich how many homemakers the county has. Oreskovich answered stating that at present she is the only homemaker employed by the county. Sellung questioned if there was a waiting list for this type of service. Marla Nachtsheim, Social Worker, answered this question saying that they receive continuous requEsts for this type of service and if they cannot furnish these services by assignirig a homemaker they must try to hire outside people --friends or relatives that will care for the people needing the service. This, she explained, is where the Title XX money comes in. Stephenson then asked the question as to what Supportive Home Care was if Mrs. Oreskovich was considered a homemaker. Ed Dashner, Social Services Administrator, answered saying that supportive home care and homemaker service are the same thing, but under supportive home care the agency must hire friends or relatives to provide care. Norrie Reykdal then addressed the committee saying that there is not welfare abuse under the Title XX program. Stephenson then questioned Reykdall if his workload has increased any since the beginning of the year. Reykdall answered stating that his work load has increased slightly over the year. Clerk Pajala then asked Dashner to enlighten the committee asto how much state and federal monies went into the programs now being discussed and how much county money is used. Dashner stated that the programs of aid to dependent children, aid to dependant children in institutions, _supplementa:ryincomes for the. elderly-, the. Indo China Relief Program amd the. -Title 19-transportation programare a11;-: ne ed by state=Qr fedleral .monies.-- Dashner -did. not elal?orate- in detail. the cost of the h:omecare service and foster home ,service. - McGillivray then asked where exactly is the $20,000 going to go. Dashner stated that $6,000 would go for salaries to cover the additional cost for e - cost -of -living increases over and above the estimated amount. Projected levels for foster care equalled $11,962,for institutional care $11,193, for salaries and other fringes $171,353, for supplies $16,459, for travel $20,637, .for purchased service;$29,674, and for equipment, (out- lay) $2,043. Dashner`s projected figure equalled $263,312 while his budget only covered $256,000. Tom Gordon, Tribal Chairman, then addressed the committee making it clear that Dashner was not exceeding his budget because of the aid given to Indian children. He stated that Bayfield County only paid out $155 toward one case. Wilma Lamken, Social Services Bookkeeper, then stated that the $155 for one case was incorrect since there are two cases that have been cared for instead of the one as stated by Gordon. Moved by Spears and seconded by Seidel to adjourn as a committee and go back to County Board session. Motion carried. Maki then made the statement that if this kind of presentation had been made at the last County Board meeting this particular special meeting could have been avoided. Charles Diamon and Russ McGillivray agreed with Maki saying that the presentation at the last meeting was very poor. October 22 1979 561 The Question was asked on the motion to adopt the resolution. A roll call vote was taken with the following results: 4a Ayes - Erickson, Meierotto, Barningham, Bromberg, Maki, McGillivray, Seidel, Strom, Rave, Spears, Johnson, Diamon, Hanson, Anderson, Sellung Nayes - Stephenson, Ludzack, Renoos Ayes - 15 Nayes - 3 Total 18 Motion carried.
