The following members answered roll call No. 1 Present - Ed Erickson, Art Meierotto, Joel Bromberg, Dale Maki, Jim Strom, William Rave, Glenn Spears, Wallace Johnson, Jim Stephenson, Charles Diamon, Art Hanson, Carl Anderson; Wayne Sellung, Karl Ludzack, Ed Renoos Absent - Russell McGillivray, Lamy Seidel Present - 16 Absent - '2 TOTAL 18 A prayer and pledge of allegiance were led by Carl. Anderson, board member. No. 2 Moved by Erickson and seconded by Rave to dispense with the reading of the minutes of %he previous meeting. Motion carried. Clerk Pajala read the following report: No. 3 REPORT OF THE BAYFIELD-COUNTY ZONING COMMITTEE To: The County Board of Supervisors of Bayfield County on the hearing on�the.petitions to amend the Bayfield County Zoning Ordinance. The zoning Committee of the Bayfield County Board of Supervisors, having held a public hearigg pursuant to Section 59.97 (5), Wisconsin Statutes, notice thereof having been given as provided by law and being duly informed of the facts pertinent to the proposed changes, hereby recommends that the petitions described as follows be approved: That part of Government Lot Eight (8), Section Thirty -Five (35), Township Forty-three (43) North, Range Five (5) West, more specifically described in Volume 162, Page 501; less that parcel described in Volume 215, Page 532; of the Register of Deeds office be changed from Residential-2 Use to Residential -Recreational Use. No. 5 WHEREAS, There is presently in effect in Bayfield County a comprehensive Zoning and Sanitary Ordinance, and, WHEREAS, C. J. Kontny, a property owner, residing on a parcel of land located in the North-East One -Quarter (NE4) of the North-East One -Quarter (NE4) , of Section Tw.anty-Six 126,A, Township Forty -Seven (47) North, Range Six (6) West, Town of Keystone, allegedly did locate on his property a mobile home, did construct an addition to his existing dwelling, and did substantially alter an existing private domestic sewage treatment disposal system without first obtaining a land use and sanitary permit, and WHEREAS, said alleged activities are contrary to the terms of Sections 2.01 and 2.05 of the Bayfield County Zoning Ordinance and Sections 2.1 and 3.1 of the Bayfield County Sanitary Ordinance, and, WHEREAS, said C. J. Kontny has failed to initiate action to rectify this matter, and WHEREAS, the Bayfield County Zoning Committee has recommended that an action be commenced against said C. J. Kontny for the violation of the provisions of said ordinances and for such relief as may he appropriate and, WHEREAS, said ordinances require Bayfield County Board approval before such action is instituted, NOW THEREFORE BE IT RESOLVED, that the Zoning Committee recommends that the Bayfield County Board of Supervisors authorize -..-the Bayfield County District Attorney to commence such action as may be appropriate for such alleged illegal acts, and to cause compliance with the terms of said Zoning and Sanitary Ordinances, AND BE IT FURTHER RESOLVED, that any penalties involved shall conform with the �iiblation provisions of Section 15.0 of the Bayfield County Zoning Ordinance and Section 10.0 of the Bayfield:_..C.ounty Sanitary Ordinance. Ed Renoos then proceeded to read to.the board various correspondence between the county and Mr. C.J. Kontny requesting his compliance to zoning and sanitary ordinances. Mr. Kantny:, then addressed the board and stated that he had only been contacted by David Lee, Zoning Administrator twice and he explained that he did try to go through the proper, channels to rectify his sanitary problem and also stated that he believed that he was not in violation of the sanitary ordinances.. Stephenson then,v.oieed his opinion stating that the Zoning Committee and the Town of Keystone Board should meet with Mr. Kontny to resolve this matter. a permit. Ludzack, Ed Erickson then questioned as -to who approved the original septic system. Ayes - 6 Nayes - 10 Absent - 2 TOTAL 18 Moved by Stephenson and seconded by Diamon that the Zoning Committee request a meeting with -the Town of Keystone Board and C. J. Kontny to resolve the matter and that in the future violation —not ices :- should be sent by certified or registered mail. Motion carried. No. 7 At this time, Ed Wagner, Historian, Ashland Chamber of Commerce, addressed the board informing them of the feasibility of plans for an Interpretive Center. He explained that he was coming to the board to receive their endorsement of such a center. Deb-Thedens, Art Council, Ashland Chamber of Commerce, next spoke to the board giving the background of the Arts Council. She stated the importance of an Interpretive Center in this area. Thedens also stated that they hoped the Interpretive Center would be a building large enough to house a stage, have a display area, and have a facility for musical performances. John Scott, Archit6etural Resources, then spoke saying that such a center would be a placE where people could learn what the bay area was like in the past. F 5, .1980, 603 Moved -by Bromberg and seconded by Stephenson that the Board go .on record supporting the adoption of i a feasibility study for the Chequamegon Interpretive Center. Motion carried. �_ 10� The clerk read the following resolution: No. 8, I` WHEREAS, the Bayfield County 4-,H Horse Project membership totaled 65 in 1979 and appears to be increasing, and year, and WHEREAS, the Open Class Horse exhibit at the Bayfield County Fair is growing each WHEREAS, the present show ring used for training workshops, for conducting Horse Shows and for judging purposes is dangerous because it is too small to accommodate the various judging, other horse project training events and shows held during the Bayfield-County Fair and at other times during the summer season, and WHEREAS, a committee of 4-H Horse Project Leaders offered to build a horse show ring measuring 200' x 300' on the parking.lot of the Bayfield County Fairgrounds if the materials were furnished by Bayfield County, and NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors transfer $2,500.00 from the contingency fund to the Bayfield County Fair Budget to be used to purchase building materials and to clear land to replace parking space used for this project. BAYFIELD COUNTY FAIR COMMITTEE: Meierotto,Barningham, Hanson, Maki Art Meierotto then explained to the board that this expenditure was not appropriated for in the budget but the work would be done for free if the county supplied the materia.As. Carl Anderson then questioned that if new horse barns were ever built,L, would there be enough room to build them in the area near the ring. Meierotto answered that there would be ample room available if barns were to be built near the ring. Betty Chambers spoke to the board stating the problems and,dangers of the present ring. Louise Vernon, also spoke to the board stating that there are approximately 61 children involved in the horse program and the age group ranges from 9 to 18 years. A roll call vote was taken on Resolution No. 8 with the following results: No. 86 Ayes - Erickson, Meierotto, Barningham, Bromberg, Maki, Strom, Rave, Spears, Johnson, Stephenson, Diamon, Hanson, Anderson, Sellung, Ludzack, Renoos Nayes - None Absent - McGillivray, Seidel Ayes 16 Nayes 0 Absent - 2 TOTAL 18 Motion carried. Moved by Bromberg�.and seconded by Sellung to adjourn for lunch. Motion carried. 604, February 5, 1980 The meeting was called back to order at 1:00 p.m. by Chairman Barningham. The following members answered roll call: No. 9 Present - Erickson, Meierotto, Barningham, Bromberg, Maki, Strom, Rave, Spears, Johnson, Stephenson, Diamon, Hanson, Anderson, Sellung, Ludzack, Renoos Absent - McGillivray, Seidel - Present - 16 Absent - 2 TOTAL - 18 No. 10 Next discussed was the Pureair Sanatorium. Fred Rodman, from the Canaan Fellowship, was first called on by the Board to make his presentation. Rodman stated that the primary reason his group wanted to purchase the property was be_. I_, cause God had spoken to them and had led them to this place to bring benefit and good to the area. When asked what the group would do with the buildings Rodman answered that they would restore the nurses residence for staff members and use the main building for seminars. They planned on holding seminars on family life, seminars to bring stronger local leader- ship and seminars on business life. Rodman stated that their bid will depend partly on whether the county can convey title to the railroad right-of-way, and also on how the sewage treatment plant will be handled. Rodman summed up his presentation by saying that they are not developers but restorers of human lives. Erickson then questioned Rodman as to if they planned to use the Sanatorium as a treat- ment center for drug addicts and alcoholics. Rodman answered saying that it was not the group's intention to start a treatment center of this kind. Bromberg questioned if the corporation Rodman represented would be willing to give the names of their board of directors. Rodman stated that they would :be willing to give this information. Al Prerost, Bayfield was next to make a short presentation. Pr-erost spoke of the beauty of the Sanatorium and how he would like to restore the building by making offices and apartments out of the old Sanatorium building. Bromberg also asked Prerost that if the joined a corporation if he would be willing to give the aames of the Board of Directors. Prerost answered that -he would gladly give the names. February 5, 1980 Jack Wroblewski, representing San Pointe Properties, was next to make a presentation to the board. Wroblewski first passed out a booklet to the board giving them information on who San Pointe properties is and what they are proposing to do. Earl Thedens., Landscape Architect, then, spoke to the board showing them a site plan explaining it to them. The plan showed "townhouse units on the existing Sanatorium site, recrea- tional facilities, and eleven cluster homes. Don.Stanius, .architect, then explained the proposed housing units to the board. He said they were to be multi -storied. Also these were not to be pre-fab. homes. He estimated the cost of the homes at $90,000 to $100,000 a unit. Spears asked if the feasibility study that was made was still valid. Wroblewski stated that the study was still very valid and current. Erickson then asked Wroblewski if he would object to a performance bond. Wroblewski stated that they would have no objection to a performance bond on Phase I of their development. Anderson questioned if Wroblewski anticipated absentee ownership of the homes. Wroblewski stated that he did expect some absentee ownership. William Bussey, District Attorney, questioned Stanius if the development meets the requirements of the Bayfield County Zoning Ordinances. Stanius replied that the development met the zoning ordinances to the best of his knowledge. Al Prerost asked Wroblewski if this development will be based on tourism. Wroblewski stated that the development would not be mainly for tourism. A question was asked as to if all the present buildings of the Sanatorium would be torn down. Wroblewski answered by saying that three buildings would be torn down; the nurses' quarters, the main Sanatorium building, and the boiler room. Robert Gothblad, D.N.R., was then called on by the board to discuss the sewage treatment plant of the Sanatorium. Gothblad first Mated that there is a 750 foot distance requirement from a housing development to the sewage treatment plant, but he added that if a pond is built: first, a development can be built right on the bank of the pond; however, this might create problems if you wanted to add another pond at a later date since it would have to be 750 feet away from the nearest building. 606 S. 1980 Bussey asked Gothblad what role the D.N.R. has with the expansion of the sewage treatment plant. Gothblad answered that the DNR has the power to deny sanitary extensions until they are in compliance with the standards. Pajala then informed the board that according to Strand.& Associates, if Port Superior does not expand, the present sewage treatment plant would be able to handle Port Superior and the proposed development of San Pointe. This concluded the discussion nn the Pureair Sanatorium Property. The following resolution was read: No. 11 WHEREAS, Section 146.70 of WISCONSIN STATE STATUTES directs that every public agency, except a state agency, shall establish and maintain within its respective jurisdiction by December 31, 1987, a basic or sophisticated emergency telephone system and WHEREAS, Section 146.70 (1-1) (b) stated ,that on or before January 1,1981 every public agency shall submit tentative plans for the establishment of a basic or sophisticated system to the telephone utilities providing service and the Department of Administration and, WHEREAS, Section 146.70 (11) Cb) also states that on or before January 1, 1983, every public agemy shall submit final plans for the establishment of such a system to the telephone utilities and the Department of Administration and shall provide for the implementation of the plans by December 31, 1987,, and WHEREAS, it is in the best interests of Bayfield County citizens and visitors that a countrywide "911" emergency telephone system be developed and, WHEREAS, the State of Wisconsin, Department of Administration is making program development grant monies available (not to exceed $10,000.00) to eligible county governments for the study of a countywide emergency number system, NOW THEREFORE BE IT RESOLVED, that the Bayfield County Board of Supervisors hereby appoints as the "911" Planning Coordinator, Susann L. Gatts, Emergency Government Coordinator, BE IT FURTHER RESOLVED, that the Bayfield County Board of Supervisors approves of the "911" Planning Coordinator applying for said program development monies available from the Department of Administration for an amount of $2,000.00 to be matched by the County. BE IT FURTHER RESOLVED, That the Bayfield County Board of Supervisors approves of the development and appointment of a "911" Planning Subcommittee, of which members will be approved by the Chairman of the Board. BE IT FURTHER RESOLVED, that should Bayfield County be denied said program development monies, no further steps shall be taken on the development of '191111 until further County Board action. The clerk next read the following letter from the town clerk of Grandview in opposition to the "911" Emergency Number System: No. lla 60 d ':1 Mr. Walter Barningham Bayfield Co. Board of Supervisors Bayfield County Emergency Government Courthouse Washburn, WI 54891 Dear Mr. Barningham: On January 31, 1980, the town board met and voted not to endorse the "911" Emergency Number System at this time due to lack of information on the program. Sincerely, Phyllis Kneeland Town Clerk Sue Gatts, Emergency Government Director, then addressed the board stating that in the the 34 letters she had received regarding the "911" system, only two of the letters stated that they were not in favor of the system. The question was asked on the motion to adopt Resolution No. 11. Motion carried. The following letter was read: No. 12 1837 N. Natoma Chicago, IL 60635 Clerk Bayfield County Board Courthouse - Washburn, WI 54891 Re: Redemption of Lot 5, Woodcrest Addition to Wilde River Gentlemen: This is a request for redemption of'the above captioned property for back taxes due. We did receive notice of the County taking a tax deed on our property, however, we do not read English and could not get consul to explain the seriousness of the situation, until after the deadline passed. We respectfully request the opportunity to redeem our property at this time. Motion carried. q( I The following resolution was read: No. 13 WHEREAS,. The County Board adapted Resolution No. 5 on December 27, 1979, which provided for salary increases for certain County department heads and elected officials, and WHEREAS, It was.intended that the county extension agent should be included among, those department heads receiving an increase of $150 per month, and WHEREAS, The county extension agent was inadvertently omitted from said Resolution No. 55 now therefore be it RESOLVED, That the salary of the county extension agent be increased by an amount of $150 per month effective January 1, 1980, Signed: Stephenson, Strom, Ludzack, Anderson, Sellung Moved by Stephenson and seconded by Strom to adopt the resolution. Motion carried.. 608 The following resolution was read: No. 14 pi WHEREAS, the State of Wisconsin, Division of Ecomomic Assistance, has delegated to the G� County Department of Social Services the responsibility to administer the Energy Assistance Pro- gram as an add on program to the Food Stamp Program, and WHEREAS, a total appropriation of $12,959.41 has been allocated to Bayfield County -for the administration of the program which funds will be made available to the County on a one-third basis upon approval of a contract.with the State to administer the program, and therefore WHEREAS, Bayfield County has exeeuted'the contract to administer the program, and WHEREAS, there has been no provision made in the County budget for this Program now BE IT RESOLVED, by the Bayfield County Board of Supervisors in session this 5th day of February, 1980 is hereby created an Energy Assistance Program expenditure item $12,959.41, revenue item $12,959.41, and BE IT FURTHER RESOLVED, that an amount of $5,000.00 be transferred from the contingency fund to cover expenditures until the first one-third allocation of fund is made to the County. Minneapolis, MN 55419 d-D January 23, 1980 Edward Pajala Office of County Clerk Washburn, WI 54891 Dear Mr. Pajala; Allen Ginsberg, my wife, and myself own the SP NW, Section 16-49-8 in Bayfield County,, which has no access way; it neither lies on a public road nor .has a public road running to any of its boundaries. Bayfield County owns land between our land and a public road. We therefore ask Bayfield County to grant us an easement through county land to the boendary of our property, and in addition have this right-of-way written into our deed. We have chosen the county to grant us an access because having walked this county land, we discovered there to be an old road (of sorts) running approximately from a public road to the southeast border of our property(see enclosed diagra«1). The diagram makes -it -clear that such an easement does not disturb any of the local farm land. We thank you for your time and effort. Sincerely. Minneapolis, MN 55419 F 5, 1980 Re: SE NW, Section 16-49-8 Dear Dr. Zumbach: I have received your letter in reference to an access easement to the above described property which you have purchased from Bayfield County. The request will be referred to the County Board at their meeting which is scheduled for Tuesday, February.5.,;a.t 9:50 a.m._ It has not been customary for Bayfield County to grant"requests,such as yours except in some cases where the easement request is for lands that have been entered.under the State Forest Crop land which is an agreement between the county and the state to practi.ce.forestry on such lands and consequently the land cannot be sold. We very often sell county tax title land that does not have an access and it is then necessary for the purchaser of the land to either arrange for an access easement with the adjoining property owners or to petition the local.township for a road access. I have pointed out to you that there is a very strong possibility that the county may reject your request, I am pointing this out to you in the event you may wish to personally appear before the County Board to present your request. Clerk Pajala then explained to the board where Mr. Zumbach proposed to place his road. The question was asked on the motion to refer the matter to the Forestry Committee. Motion carried. The following resolution was read: No. 16 WHEREAS, the Northland Amateur Radio Club is made up of a group of all classes of licensed radio amateurs; and WHEREAS, radio amateurs the world over have a long history of furnishing emevgency radio communications in time of disasters, and WHEREAS, modern technical advances in communications have made VHF amateur repeaters possible which help expand and improve emergency radio communications over larger areas, and WHEREAS, the repeater that the Northland Amateur Radio Club had constructed at a site near Bayfield, Wisconsin can be operated with low power portable VHF -;transmitters and hand held units from most areas of the Ashland and JBayfield Co., and WHEREAS, Ashland and Bayfield Counties have agreed to contribute to the cost of construction of the repeater, the sum of $500 each. THEREFORE BE IT RESOLVED, that the members of the Northland Amateur Radio Club extend their thanks to the county boards of the two counties for their help, and .BE IT FURTHER RESOLVED, that the members of the club are ready and willing to provide communications in the event of a communications emergency in the counties because of disaster, storm or any Civil Defense or Emergency Government activities, on any and all frequencies and modes allowed our operators by the Federal Communications Commission. For too long has Northwest Wisconsin and other counties as well, felt the dearth of RNs, and this is a golden opportunity for counties to make themselves heard and provide all out support for the program and relay this vital information to Mr. Daniel J. Wagner, 935 North Wisconsin, Rice Lake, Wis. 54868, District Director, Wis. Indianhead VTAE District, and District Board menmers . Vocational School training has not only come into its own, but it has made giant strides state- wide to provide the know-how to a record number.of persons, young and old, sending them into the field truly qualified and experienced, filling positions expertly well, confident and assured they can do the job they seek. The Wisconsin Indianhead Vocational, Technical and Adult Education District (17), stands on the threshhold of the greatest opportunity possibly that ever came before it. RESOLUTION WHEREAS, the Wisconsin Indianhead Vocational Technical and Adult Education District has for some time been addressing the need for and potential development of a two-year Associate Degree Program in Nursing and WHEREAS, a Clinical Experience Evaluation Task Force whibh was developed to assess clinical potential has completed clinical site team visits, and has presented to the District Adm,.nistrator a number of recommendations; and WHEREAS, one of the recommendations of such Task Force was that Ashland would be the most appropriate central location for clinical experience for initiation of this Associate Degree Program, using Rice Lake and Shell Lake to supplement clinical experience; and WHEREAS, the District Director and Assistant,. Directors have reviewed the Task Force report as well as other reports and information available and have proposed that a.number of steps begin to be taken towards implementing the Associate Degree Program in Nursing; and WHEREAS, if a. two-year Associate Degree Program in Nursing comes into existence in the Wisconsin Indianhead V.T.A.E. District, Ashland:- County residents would greatly benefit from having such a fine program available for students locally and Ashland County might also bene fi"E from possible additional employment locally and medical and health care facilities in Ashland County would also, no doubt, benefit from having a supply of qualified graduates- available for employment locally, THEREFORE, BE IT RESOLVED the Board of Supervisors of Ashland County now go on record supporting and encouraging the development of a two-year Associate Degree Program in Nursing in the Wisconsin Indianhead V.T.A.E. District, and BE IT FURTHER RESOLVED that the County Clerk of Ashl,;nd County send a certified copy of this resolution to the District Director of the Wisconsin Indianhead V.T.A.E. District.
