The meeting was called to order at 9:36 a.m. by Chairman Walter Barningham.

This petition of the Town of Port Wing, Bayfield County, Wisconsin, respectfully
represents and shows to your honorable body that:
The Town Line Bridge on the Town Line Road, Section 17, T49,North,_ Range-�8 West, on
a public road maintainable by the Town of Port Wing required immediate emergency replacement in
accordance with the provision of Section 81.38 of the Statutes.
The Town of Port Wing provided for such portion of the cost of construction as required
by Statute.

This petition of the Town of Tripp, Bayfield County, Wisconsin, respectfully represents`
and shows to your honorable body that:
The Hill Creek Bridge on the Mannik Road in the NWµ of the NWµ Section 20, T. 48 N.,
R 8 W., on a public road maintainable by the Town of Tripp required immediate emergency replace-
ment in accordance with the provisions of Section 81.38 of the Statutes.
The Town of Tripp provided for such portion of the cost of construction as required
by Statute.
The total cost of replacement is $14,850'.00.
Wherefore, Petitioner prays and makes this petition to your honorable body for County
Aid for one-half of the cost to said Town of Tripp in the amount of $7,425.00, all in accordance
with Section 81.38 of the Wisconsin Statutes.

PURCHASE OF HIGHWAY EQUIPMENT
WHEREAS, For the construction and maintenance of highways, including the removal and
control of snow and ice, it becomes necessary from time to time to purchase equipment, the nature
and necessity for which cannot be accurately anticipated,
THEREFORE BE IT RESOLVED, That the County Highway Committee is hereby authorized,
pursuant to Section 83.015 (2) of the Statutes, to purchase without further authority , and to
the extent that revolving funds accumulated for such purposes or appropriations made for such
purpose are available, such highway equipment as they deem necessary to properly carry on the
work, and to trade or sell such old equipment as may be considered to be for the best interests
of the county.

The following resolution was read: No. 7
BE IT RESOLVED, By the Bayfield County Board of Supervisors assembled in annual session
this 12th day of November, 1980, that the County Board Chairman, County Highway Committee and
County Highway Commissioner are hereby authorized to attend State Road Schools, conventions
and/or other road meetings, and that their per diem and expense be paid from the County Highway
administration fund.

The following resolution was read: No. 8
COUNTY AID .CONSTRUCTION AND AID MAINTENANCE
DURING THE CALENDAR YEAR 1981
The County Board of Supervisors of Bayfield County, Wisconsin, regularly assembled, does hereby
ordain that such funds as may be made available to the County for highway work in the year 1981
shall be expended as hereinafter set forth:
WHEREAS, The State Department of Transportation has notified Bayfield County that the
1980-81 transportation aids to be paid to Bayfield County will be $350,607.82,
BE IT RESOLVED, That the County Highway Committee is authorized and directed to expend
the said sum to the extent required to match and supplement Federal Aid for Construction,
right -oaf -way and other costs on any Federal -projects located on the county highway system of said
county, which are not recovered from Federal Funds, and to expend any balance for construction,
repairing and -maintaining such county trunk highway system and the bridges thereon, and for
other authorized purposes as required, including maintenance of buildings, snow and ice removal
and control and to re-imburse the general fund for any expenditures that may be made therefrom.
WHEREAS, Appropriations are made in the Bayfield County budget for 1981 in addition to
the amounts to be received from the state,;,
BE IT RESOLVED, That this Board does hereby direct that any balance remaining in any
appropriation for a specific highway improvement after the same shall have been completed may be
used -;by the County Highway Committee to make up any deficit that may occur in any other improvement,
which is part of the same item in the county budget, and any balances remaining at the end of
the year in any highway fund shall remain and be available for the same purpose in the following
year.
BE IT FUR7=HER RESOLVED, That the County Treasurer is hereby authorized and directed to
make payments for the purpose for which such funds are to be used, as hereinbefore authorized,
from any funds in the county treasury that are not required for the purpose for which appropriated
and to re-imburse such funds in the county treasury from highway revenues.
WHEREAS, The County Highway Committee and the County Highway Commissioner are charged
with the duty and responsibility of carrying out the construction and maintenance of highways
for which provision is made, and other related supervisory and administrative duties,
BE TT RESOLVED, That the County Highway Commissioner shall have the authority to employ,
discharge, suspend or re -instate such personnel as he deems necessary for such purposes, provided,
however,, that the County Highway Committee may by action recorded in its minutes determine the
number of persons to be -hired and may also at. any time by action so recorded order the County
Highway Commissioner to employ, discharge, suspend or re -instate any such person. The term
"Personnel" or TT person" shall include all patrolmen, laborers, foremen, Clerks, stenographers or

other employees necessary to carry on such activities.

The following resolution was read: No. 9
PETITIONING FOR THE ADVANCE AND ALLOCATION OF STATE TRUCK HIGHWAY CONST. ALLOTMENTS
WHEREAS, -To accomplish the improvement of State Truck Highway 27 from the South
Bayfield County Line northerly for seven and one-half (72), it becomes desirable to agree upon
the advance and allocation of future years allotments to become available to the credit of this
County for State Truck Highway improvements.
BE IT RESOLVED, That the Wisconsin Department of Transportation is hereby petitioned to
allocate, advance and.commit the sum of $190,000 or as much thereof ;'as required for the hereto-
fore decsribed improvements, the amount so allocated advanced and committed to be deducted from
future allotments as they accrue to this County under Section 84.03(3), Wisconsin Statutes,
beginning with the allotment accruing in the fiscal year ending June 30, 1983, or such earlier
allotment as may be available; and,
BE IT FURTHER RESOLVED, That this resolution, when approved by the Wisconsin Department
of Transportation, shall constitute an agreement pursuant to Section 84.03(3), Wisconsin Statutes.

The following resolution was read: No. 10
WHEREAS, Bayfield County is eligible to receive Federal Aid Bridge Replacement Funds
for projects to replace or repair Town and County Bridges, including necessary approach work; and
WHEREAS, The cost of these projects is shared by local units of government at 20% and
by Federal Aid at 80%; and
WHEREAS, Federal Aid Bridge Replacement Funds are administered by the Wisconsin Dept.
of Transportation; and
WHEREAS, The Wisconsin Department of Transportation policies require the County to selects
the projects and approve priorities; and
WHEREAS, As a result of the recent Bridge Inspection Inventory and rating of the
bridges on Non -Federal Aid Highways and contact with the various Townships, it becomes necessary
to revise the previous priority list approved on April 15, 1980; and
bridges:
WHEREAS, It is necessary to remove from the previous priority list the _following five
(1) Old CTH 1'D" - Namakagon River, Town of Cable, Sec. 15, T43N, R7W
(2) Schramm Creek, Town of Mason, Sec. 11, T46N, R6W
(3) Iron River, Town of Tripp, Sec. 30, T 48N, R 8W
(4) Old USH 2 - Fish Creek, Town of Pilsen, Sec. 13, T 47 N, R 6 W
(5) Town Line Road - White River, Towns of Delta and Mason, Sec. 25, T46N, P7W
Because the above Townships were contacted and do not wish to become involved with the
necessary criteria that would make them eligible for Bridge Replacement Funding; and
WHEREAS, The Highway Committee of Bayfield County hereby submits a revised list of
priorities to the Bayfield County Board of Supervisors and recommend their approval.

NOW, THEREFORE, BE IT RESOLVED, That the Bayfield County Board of Supervisors meeting
in session this 12th day of November, 1980, approves the priorities listed as follows:

McGillivray questioned Larry Young, Highway Commissioner, as to how priority is given
for repair of bridges.
Young stated that an inspecition and rating are placed on the bridge and priority is
the
given by/rating the bridge receives.
The question was asked on the motion to adopt Resolution No. 10. Motion carried.

Description of Termini of Project - Beginning at a point approximately 31 feet.' south of the
northwest corner of the northeast one quarter of the southwest one quarter of Section 12,
Township 47 North, Range 9 West, thence easterly to the intersection of the centerline of Main
Street and Mill Street, Unincorporated Village of Iron River, Wisconsin
To properly establish, lay out, widen enlarge, extend, construct, reconstruct, improve, or
maintain a portion of the highway designated above, it is necessary to relocate or change and
acquire certain lands or interest in lands as shown on the right of way plat for the above
project.
To effect this change, pursuant to authority granted under Sections 84.02(3) and 84.09, Wisconsin
Statutes, the Department of Transportation hereby -orders that:
1. The said highway is hereby laid out and established to the lines and widths as shown on the
plat.
2. The required lands or interests in lands as shown on the plat shall be acquired by the
Division of Highways and Transportation Facilities, in the name of the State of Wisconsin,
pursuant to the provisions -of Section 84.09(1) or (2), Wisconsin Statutes. (All required
lands or interests in lands have previously been acquired).
3. This order supersedes and amends any previous order issued by the former Highway Commission.

TO: BAYFIELD COUNTY
PLEASE TAKE NOTICE that on June 13, 1980, at approximately 3:30 p.m., David Hagelin,
Christine Hagelin, their children Todd and Timothy Hagelin, all of Route 2, Box 378,B, Camp
Norrie Road, Ironwood, Michigan 49938, were driving in a 1975 Chevrolet van truck driven and
owned by David Hagelin, on Highway US-2 in Bayfield County, Town of Hughes, approximately 109
feet west of Hollender Road; that the Hagelin vehicle was traveling west and slid off the
roadway because the roadway was unreasonably slippery. The roadway was unreasonably slippery
because of the negligence of Bayfield County creating an unreasonable hazard, and failure to
correct it -or to warn the public about the same.
The Hagelin's claim damages due to your negligence including but limited -to damage to
the vehicle of $6,500.002 bodily injury to all members of the Hagelin family, that the entire
family sustained multiple lacerations, contusions, pain and suffering, mental distress and
anguish resulting in total damages of $25,000.

Enclosed please find a copy of a resolution enacted on 11-03-80 by the Red Cliff Tribal Council,
dealing with the proposed Transit System in the Chequamegon=Bay area. The resolution binds Red
Cliff to contribute 1981 local funds, indicated the amounts of contributions expected of the
participating bodies, provides the basis of a Transit Coordinating Council and initially enumerates
representation levels in that Council.
Additionally, we have enclosed a blank resolution for your use in becoming part of and assigning
1981 budget funds to the transit council.

Ashland Bayfield County Public Transit Service
WHEREAS, The Red Cliff Tribal Council has applied for federal assistance under Wisconsin
Department of Transportation Administrative Rule Trans. 6 on behalf of several local public bodies
in.ABhland and Bayfield Counties; and
WHEREAS, Under the provisions of Trans 6, the federal aids received by individual part-
icipating public bodies shall be allocated according to the proportionate share of local cost
con�tributed'by that public body; and
WHEREAS, The proportionate share of federal aid and local matching funds for each of the
local bodies participating in the creation and 1981 operation of a public transit system is as

WHEREAS, The Red Cliff Tribal Council recognizes the need to join such other partici-
pating public bodies to coordinate the provision of public transit services for the common good
of all the citizens represented by these public bodies;
NOW THEREFORE -BE IT RESOLVED, That the Red Cliff Tribal Council does hereby authorize
and assign the sum of $2,201 in its 1981 budget to match its proportionate share of federal aids
for the provision of public transit services as described in the Red Cliff Tribal Council's
applieation for federal assistance under Trans. 6; and
BE IT FURTHER RESOLVED, That the Red Cliff Tribal Council directs the Tribal Planner to
inform other public bodies participating the the provision of transit services as to their pro-
portionate share of federal aid and local matching funds required and to further seek assistance
from federal or state aid programs as may be applicable to the provision of public transit service;
and
BE IT FURTHER RESOLVED: That the Red Cliff Tribal Council propose the creation of a
Transit Coordinating Council comprised of members from each of the participating public bodies
and having the responsibility of coordinating the proposed transit service to best serve the
needs and interests of each of the participating public bodies and their citizens; and
BE IT FURTHER RESOLVED, To propose that each public body should appoint representatives
to the Transit Coordinating Council and'that the number of representatives be directly related
to the proportionate share of the system supported by that public body as follows:
City of Ashland - 4 members
Ashland County - 2 members
Bad River Reservation - 1 member
Bayfield County - 3 members
City of Washburn - 2 members
City of Bayfield - 1 member
Red Cliff Reservation - 1 member
BE IT FURTHER RESOLVED, To propose that the members of the Transit Coordinating
Council be invested by their respective public bodies with the following duties and responsibilitie?,
(a) To meet on a regular basis with the representatives of other member public bodies.
(b) To represent the interests of their public 'body as they may occur in the operation
of a transit system and within the limits of their proportionate share of the cost of said
services. These interests shall include but shall not be limited to:
1) Specifications, costs, and other details regarding the acquisition of equipment
and supplies required to provide transit service.
2) The hiring or release of a transit manager and other employees necessary to
provide transit service
3) The establishment of an accounting and cost reporting -system as necessary to
meet the operating and cost reporting requirements of the transit system.
4) The establishment or alteration of rates, fares, and other charges for transit
services.
5) The establishment or alteration of schedules, routes and•other.bperational
details.
6) The promolgation of policies which may affect the operational efficiency of
the transit system.
7) The establishment of a meeting schedule and format for the Transit Coordinating
Council which will provide the opportunity for their public body to endorse
or veto actions of the Transit Coordinating Council as.they may affect the
local match provided by or the cost of service to the residents of Red Cliff;
and
BE IT FURTHER RESOLVED, That the Red Cliff Tribal Council hereby appoints Joe Bresette
to represent the Red Cliff Tribal Council as a member of the proposed Transit Coordinating
Council and invest him/her with the duties and responsibilities herein described and innumerated
in order that the proposed transit service be provided in as efficient and equitable manner as
possible.

CERTIFICATION: I, the undersigned Secretary of the Red Cliff Tribal Council of the Lake Superior
Chippewa Indians, an Indian chartered corporation, hereby certify that the Tribal Council is
composed of 9 members, of whom 8, constituting a quorum, were present at a meeting, thereof duly
called, noticed, and convened, held on the 3rd day of November, 1980; and that the.foregoing
resolution was adopted at said meeting by an affirmative vote of 7 members and that said resolu-
tion has not been rescinded or amended in any way.

Ashland Bayfield County Public Transit
WHEREAS, The Red Cliff Tribal Council has applied for federal assistance under Wiscon-
sin Department of Transportation Administrative Rule Trans. 6 on behalf of several local public
bodies in Ashland and Bayfield Counties; and t,

WHEREAS, Bayfield County is one -of 1the public bodies which plans to participate with
Red Cliff in the provision of public transit service, and
WHEREAS, The Red Cliff Tribal Council has notified Bayfield County of the proposed
proportionate shares of federal assistance and local funds needed for startup and 1981 operating
costs; and
WHEREAS, Bayfield County recognizes the need to join with the Red Cliff Tribal Council
and other participating public bodies to coordinate the public transit services to be provided
for the common good of the citizens represented by those public bodies; and
WHEREAS, The Red Cliff Tribal Council has proposed the formation of a Transit Coordinat
Council consisting of representatives appointed by the participating public bodies from within
their respective membership, and that the number of council members from each public body be
based upon that body's proportionate share of federal aids and local matching contributions; and
WHEREAS, Bayfield County has been notified by the. Red Cliff Tribal Council of its
proportionate membership in the Transit Coordinating Council;
NOW THEREFORE BE IT RESOLVED, That Bayfield County doeshereby authorize and assign the
sum of $`0%.095.00 in its 1981 budget as matching funds to its proportionate share of federal aid
for the provision of public transit service as described in the Red Cliff Tribal Council's appli-
cation for federal assistance under Trans. 6; and
BE IT FURTHER RESOLVED, That Bayfield County does hereby appoint
to represent Bayfield County on the proposed Transit Coordinating Council
and that this/these representative(s) are hereby invested with the following duties and responsib-
ilities:

Ludzack then questioned Wilson as to if Bayfield County would be able to drop the transporta-
tion system if,it becomes too much of a financial burden.
Wilson.stated that this resolution only covers the year 1981, after that a new resolution

bearing loan, the amount of 10 cents for each acre so entered to be used for the purchase, develop-
ment, preservation and maintenance of such lands; and

revenue coming from County Forest Lands unless a higher rate is mutually agreed to by the County

for the County at its option to receive instead of the payment based on 10 cents per acre,
a payment more closely related to meeting the needs identified in its County Forest 10 year

Ludzack then questioned if this money was going to be used for a special forestry pro-
ject or if it would be used to balance the budget. He felt the money should be used for a
forestry project because that was what the money was intended for.
Pajala answered Mr. Ludzack saying that originally the county forestry department had
operated entirely on State Aid Monies but for a number of years the county has been making
an appropriation to supplement the State Aid Monies, therefore,the.purposed action increasing
the State Aid payments will actually mean that a smaller amount of county funds will be used
for the county forest operation.
The question was asked on the motion to adopt Resolution No. 20. Motion carried.

Next to be discussed was the Bayfield County 1981 budget.

Moved by Renoos and seconded by Johnson to adjourn as a county board and reconvene
as a committee to discuss budget items. Motion carried.
David Lee, Zoning Administrator, was first to address the committee informing them
of the Executive Committee's action of eliminating the position of assistant zoning admininstra-
for in his office. Lee voiced his opposition to this move stating that the workload in his
office has increased every year, mainly due to state mandates. Lee further stated that to
eliminate a member of his staff would mean a decrease in services to the public and an inability
to carry out state mandates.
Anderson then questioned on what the Executive Committee based their decision to
eliminate the one member of the zoning staff.
Johnson then stated that they compared Bayfield County with different counties as far
as staff and workload. Johnson further stated that Ashland County which has a greater population
than Bayfield County operates with only one zoning administrator and one secretary.
Lee responded to Johnson's comments by stating that Bayfield-County is set up much
different than Ashland County and to compare the two would be unfair. Lee further stated
that Ashland County's larger population is due to the City of Ashland where the majority of
the population is located.
Johnson then stated that a part-time person could be hired during the summer months
when the workload is heavier and an extra person would be needed in the office.
Lee stated that it would be very difficult to hire a part-time person who was. as
qualified as the present administrator's assistant and who would only'be willing to work for
the summer months.
Renoos then stated that no'money has been allocated in the budget to even hire a
part-time assistant, Acebrding'to the budget as presented by the Executive Committee, the
position has been completely terminated.
Sneed then stated that Bayfield County has experienced -more growth than Ashland
County and the Zoning Department is one way of controlling that growth.
Pajala did remind the board that the Executive Committee is recommending that $150,000
be placed in the contingency fund `which can bes transferred to the accounts as needed.
Gordon Soronson, from the Bayfield County Historical Society, next addressed the
committee asking them to reconsider their decision to out the Historical-,,Society','s,bu:dget
in half .
Soronson stated that there are 300 members.of the Historical Society and the money
the committee has allocated will not be enough for them to run the Society the way it has
been run in the past.

county's allocation of state aids, and
WHEREAS, This body considers that the provision of specialized transportation services

2. The cost of providing sewage treatment services to the Port Superior Complex
from October lst, 1977, through September 30th, 1980, was Forty six thousand three hundred
fourteen dollars and ninety seven cents ($46,314.97). Included in this amount is three fifths
(3/5's) of a major repair expense of Five thousand four hundred.eighty,.nin.e dollars and eighty
cents ($5,489.80). The portion of said cost for which Plaintiff Bayfield County has not been
reimbursed is Eleven thousand nine hundred twenty four dollars and four cents $11,924,.04).
(This figure does not include amounts due Plaintiff Bayfield County under` the Court's Order
herein dated December 7th, 1978, for sewage treatment services provided in August and September,
1980). If the Pikers Bay Sanitary District does not purchase Plaintiff Bayfield County's interest
in the Pure Air Sewage Treatment System in accordance 'with Paragraph 3 hereof, the question of
whether Plaintiff Bayfield County is liable for 300/6 of said cost and the question of how said
cost should be allocated among the defendants will remain to be resolved at.trial or by further
agreement _'of the parties. "
3. ' Plaintiff Bayfield 'County agrees to 'sell its- interest, in the Pure Air Sewage
Treatment System to the Pikers Bay•Saniitary Diistrict for Twenty one thousand fifty one dollars and
eighty three cents ($21,051.83) if the following conditions are met:
a.' No later than January 30th, 1981 the Pike',s Bay Sanitary District must agree to
purchase said interest on -terms acceptable to Plaintiff Bayfield County and to assume full
responsibility for the operation of said system at the -time of purchase.
b. Said Sanitary District must agree to provide sewage treatment services -to any
purchaser of the Pure Air Sanitorium property on reasonable terms and must further agree that any
such purchaser shall not be required to pay any amount towards, or based upon, the cost of
acquiring the force main, Port Superior lift station; or Port Superior collection system, unless
said components are used -in Transmitting the purchaser's sewage'.'
c. The sale must not result in Bayfield County's having to reimburse the Wisconsin
Department of Natural Resources or the United States Environmental Protection Agency or any
other governmental agency for any of the' grant monies used in the construction of the Pure Air
Sewage Treatment System.
d. Plaintiff Bayfield County must have been fully paid for all sewage treatment
i.
services provided after the Court's Order herein dated December 7th, 1978, up to the date of
sale.
e. If the approval of the Wisconsin Department of Natural Resources or any other
governmental agency is required by law for such a sale and/or transfer of responsibility, such
approval must be obtained by January 30th,-1981.
4. If Plaintiff Bayfield County's interest in the Pure Air Sewage Treatment System is
sold in accordance with Paragraph 3 hereof, Plaintiff Bayfield County shall'relinquish all claims
for sewage treatment services provided prior to said sale and the defendants herein shall be
released from all liability therefor, and the defendants herein shall relinquish all claims of
overpayment for sewage treatment services provided prior to said sale, and the Plaintiff
Bayfield County shall be released from all liability therefor.
5. Defendants Port Industries; Inc.; Bayfield Recreational Development, Inc., Robert
Holmgren, and Walter Holmgren agree to sell any interests they may have in that part of the
Pure Air Sewage Treatment System located on the Pure Air Sanitorium property, the'force main, and
the Port Superior lift station to the Pikers Bay Sanitary District for Thirty nine thousand eight

hundred fifty six dollars and twenty three cents ($39,856.23) if no later than January 30th,
1981, said sanitary district agrees to purchase such interests on terms acceptable to said
defendants.
6. The trial of this matter shall be reset for,the week of February 9th, 1981,

7. The Court's Order herein dated December 7th, 1978, as amended by the Court's
Order herein dated June 18th, 1979, shall remain in effect until further notice of the Court.
8. The provisions of paragraphs 2, 3, 4, &,5 of this Stipulation shall not be binding
upon the parties until approved by the Bayfield County Board. at its November 1980 meeting. If
said provisions are not approved at said meeting, then the parties shall not be bound by them.

The following resolution was read : No. 31
WHEREAS, Bayfield County has acquired through tax foreclosures and through other means
/ZL "_V_ considerable amount of real property. and
WHEREAS, It has been the policy of the county to periodically sell such property and
WHEREAS, It has been the policy of Bayfield County to require payment in full
within 30 days for such sales and.
WHEREAS, The County Development and Land Sales Committee is now of the opinion that
in order to accelerate the sale of county owned real property it would be in the best interest
of Bayfield County to sell county owned real estate by land contract if necessary, now therefore
be it
RESOLVED, That the county -clerk be authorized to advertise and the Land Sales Committee
be authorized to sell county owned real estate on a time payment land contract; the conditions
for such land contract to be as follows:
1) Sale of land by land contract shall only be -authorized on sales with a bid price
of $5,000 or over.
2) There shall be a down payment of 20% of the sales price on all land contract sales.
3) All land contracts shall be 10'year contracts.
4) The balance on all contracts shall be paid in -nine equal annual installments, the
first installment to become due one year following acceptance of the bid and shall be payable on
before that date and all subsequent payments becoming due the same date and month of the following
eight years and be payable on or before such date.
5) All unpaid balances shall be subject to a 1(Pannual interest charge payable annually
with the principle payment.
6) The county treasurer will be authorized to accept either partial or full payment at
any time at the discretation of the.,purchaser.
7) No cutting of wood or timber or building of any nature shall be allowed on the
property until payment for the land has been made in full and EL -deed issued to the purchaser and
be it further
RESOLVED, That in the event that the land cannot be legally assessed until title to
the land is transferred to the purchaser, -the Land'Sales Committee can either increase the
interest rates or charge a separate service charge to offset the estimated tax revenue loss
and be it further
RESOLVED, That the Land Sales Committee of the Bayfield County'Board shall be authorized
to prepare the`form of land sales contract- as,they deem to be in the best -interest of Bayfield
County, and be it further
RESOLVED, That this resolution shall not apply to sales made by the county to any
tax exempt body.

Pajala then pointed out the changes between this resolution and the land oontract
resolution presented to the board at their September meeting.

Bussey stated that he did consider it an improvement to increase theminimum purchase
price but overall.he still was against the adoption of the resolution saying that it would be
a burden on the county.
McGillivray stated that it was�his opinion that the majority of land contracts will
not be defaults. He further added that using land contracts would increase the income of
the land sales for the county.

Bussey answered that he felt that Meyer would not last long if her position was

Sneed agreed with Bussey,- stating that she felt that Meyer and -the whole position
of Court Intake Worker.would..be phased out of existence if.this resolution was passed.
Strom also disagreed with the resolution saying that Meyer and Mr. Dashner, director
Of Social Services, do not see eye to eye on many issues.

We are proposing deletion of a strip of land, identified on the enclosed map as Tracts 04-121
(11.81 acres) and 04-117 (7.55 acres) from Ap-ostle Islands National Lakeshore. The boundary
would be adjusted to the north side of State Hwy..#13 in Section 19., Tract 04-121 is owned
by Mr. Donald Schumacher and Tract 04-117 is the county -owned Highway 13 right-of-way.
This will be done administratively under congressionally granted authority and probably will
not involve legislation changes.
Please advise us regarding the County's stance on this proposal. Unless Bayfield County objects,
we will proceed with the changes.

County, Wisconsin (hereinafter referred to as Lessor) and the Bayfield-County Snowmobile Alliance,
(hereinafter referred to as Lessee).
WHEREAS, the Lessor is the owner of a snowgroomer more particularly described as the Tucker
Sno-Cat, Model 1342, Serial Number E520080, and Trailmaster Drag.
WHEREAS, Lessee desires to lease from the Lessor the above described snowgroomer to maintain
snowmobile trails in Bayfield County.
NOW, THEREFORE, in consideration of the mutual covenants contained herein, the Lessor and
Lessee agree as follows:
1. Term and Rent. The Lessor hereby leases to the Lessee the -above described snowgroomer
for a period of One (1) year commencing on the 1st day of October, .1980, - and terminating on the
30th day of September, 1981, for an annual rental of one dollar ($1.00),:
2. Use. Lessee agrees that the snowgroomer shall be used by the Lessee exclusively for the
public use in grooming and maintaining snowmobile trails in Bayfield County. The snowgroomer shall
not be used by the Lessee for any other use other than in the manner and for the use contemplated
by the Lessor. Lessee further agrees that it shall not operate the snowgroomer on any lake,
river, stream or other waterway.
3. Care, -Maintenance & Storage. The Lessee shall at its own cost and expense be responsible
for the proper care and maintenance of the snowgroomer and for all repairs necessary to maintain
the snowgroomer in its original condition, normal wear and tear excepted. The Lessee further
agrees that it shall,.at its own cost and expense, be responsible for the storage of the snow -
groomer. The Lessor or any of its representatives shall '.tiave the right to inspect the snowgroomer
at any time. The Lessee further agrees that it shall, on request from the Lessor, furnish the
Lessor with such supplemental information as may be reasonably necessary to determine whether or
not the Lessee is complying with the terms and conditions of this Lease.
4. Insurance. The Lessee agrees to secure at its own expense public liability insurance
covering the respective liabilities of the Lessor and Lessee, and naming the Lessor as an addition-
al insured. Said insurance shall provide at a minimum the following coverage: One Hundred Thous-
and Dollars ($100,000.00) for bodily injury to any one individual; Three hundred Thousand Dollars
($300,000.00) for bodily injuries in any one occurrence; and Fifty Thousand Dollars ,($50,000.00)
for property damage in any one occurence. The Lessee shall furnish the Lessor with a copy of
said policy for its approval. During the term of this Lease the Lessee shall also procure and
maintain at its own expense insurance covering any and all loss and/or damage to the snowgroomer
in an amount equal to the value of the snowgroomer and naming the Lessor•as the.insured. The
Lessee shall furnish the Lessor with a copy of said policy for its approval. The Lessee further
agrees that it shall supply the Lessor with copies of all receipts showing payment of all premiums
on the insurance policies referred to above.
5. Hold Harmless Clause. The Lessee hereby agrees that the Lessor shall not be liable for,
and that the Lessee shall hold the ,.Les .sor.,harmless.:from,.any c,and all injuries; damage,, loss or
claims that may arise from the use of the snowgroomer by Lessee, including claims and liens for
storage of the snowgroomer and claims and liens for labor or materials utilized in maintaining of
the snowgroomer.
6. Liability for Loss or Damage. Lessee shall be liable for any loss of or damage to the
snowgroomer which occur during the term of this Lease. Repairable damage to the snowgroomer shall be
repaired by the Lessee at its own expense. Any insurance proceeds received by the.Lessor with
respect to such damages shall be applied toward the cost of repair.

7. Lessor's Right to Use-Snowgroomer. :The Lessor reserves the right to use the snowgroomer
with approval of the- Bayfield County Recreation Director.
8. Assignment of Lease. This Lease shall not be.assi.gn.able nor shall the Lessee sublet the
snowgroomer without the prior written consent of the Lessor.
9. Default. If the Lessee breaks any of the covenants and agreements herein contained, or
willfully or negligently causes injury to the snowgroomer, the Lessor may at its option terminate
this Lease and take possession of the snowgroomer.
10. Surrender. Upon expiration of this Lease or termination of this Lease by Lessor,
the Lessee hereby agrees to surrender and deliver the snowgroomer to the Lessor and it shall be
delivered to the Lessor in its original condition, normal wear and tear excepted.

New -Horizons Industries, a non -profit -sheltered workshop for developmentally disabled adults,
has been actively involved in the recycling of glass, paper, metal, and clothing for several
years. Public donations of these items have made it possible to employ some of our clients in
the recycling program.
Now, in --recognition of the increasing importance of conserving resources and energy, New
Horizons, and the Lauri Jean Zach Center. in Glidden, are providing an additional incentive to
recycle. We'll pay any individual, group, organization, or governmental body 20 cents a pound*
for clean, -all -aluminum cans. Although we prefer uncrushed cans, crushed containers will be
accepted. Sorry, our buyer wants pure aluminum cans only (no foil, T.V. dinner trays, etc.).
Collecting, and then selling your used aluminum cans to us, is an easy way to raise money, employ
handicapped people, and conserve valuable resources - all at the same time!

of being self-supporting. He also questioned why so much money is pumped into the fair when
there are other programs in the area that the county does not sponsor such as the little league.

BAYFIELD-COUNTY PROPOSED BUDGET FOR THE YEAR 1981
TO THE HONORABLE MEMBERS ;
OF THE BAYFIELD COUNTY BOARD OF SUPERVISORS:
The Executive Committee of the.Bayfield County Board of Supervisors submits this proposed
county budget for the year 1981 together with a report-of.operations.
VALUATION
The Wisconsin Department of Revenue has recommended a total county valuation for all real
and personal property of $395,547,560.00. The recommended value was approved by the county
board on September 30, 1980, and all 1980 county and state taxes will be apportioned accordingly.
The equalized valuation of the county shows an increase over the 1979 valuation of $52,336,460.00
or 15.25%. In 1979 the increase was 17.39%.
COUNTY,TAX LEVY & LEVY LIMITS
Section 70.62 of the Laws of 1975 created new levy limits on the county.
The 1979 county tax levy was $687;351.69 and with the allowable adjustments the 1980
levy cannot be more than $1,050,230.00. The levy as proposed by the Executive Committee is
$864,134.10. It will be necessary to make further adjustments in the budget to provide for
the first interest payment on the jail bonding issue. No amounts have been included in any of
the department budgets for salary increases for 1981. There is, however, an amount of $150,000.01
included in the contingent -fund which may take care of salary increases.and other contingencies.
The committee ,has included -in the 1981 budget .in. the revenue section anamount of $166,494.00
Federal Revenue Sharing monies. Due to more realistic budgeting in the revenue section for 1980,
there is no surplus cash available to be applied to the budget in 1981.
The county levy limite for 1981 has been increased due to the increases in state equalized
valuations and increased population, as well as by the lack of surplus cash that is not available
to decrease the 1980 levy. The proposed county tax levy this year is $176,782.41 over the 1979
levy and is $186,095.90 below the allowable tax levy. This year after completion of the tenta-
tive budget by the Executive Committee using budget figures as approved by various county board
committees and department heads as well as other estimated expenditures, the grand total
expenditures amounted to $3,799�,234.32 with revenues of $2,592,308.50. With no surplus cash
to apply, this would have left a tax levy of $1,206,925.82. The levy would have been $156,695.82
over the allowable levy limit.
The committee could not recommend a budget with a tax levy over the tax'levy limit and
even by adjusting the budget to bring it down to the levy limit, would have represented a county
tax levy increase of 53% over the 1979 levy. The committee agreed that it was necessary to make
many drastic cuts to bring the county tax levy dorm to a more acceptable figure. Many large
cuts were made in the budget as first compiled, the largest being a reduction of $180.,000.00 in t
Highway budget. Recommended staff reductions for 1981 in Courthouse personnel'were made in the
Sheriff's, Zoning, Veteran's Service, and Forestry Departments. The reductions in staff will
result in decreased services to the general public, but appears to be unavoidalbe. Other large
budget cuts were made in Extension, Fair'& Social Services, as well as many other smaller adjust-
ments in other areas.
REVENUE SHARING FUNDS --
The local tax effort ( county levy) is an important factor used by the Federal and State
agencies in calculating the amount of Revenue Sharing Funds and State Shared Taxes. Because
the County Board has been very conservative in the early 70's, we are now suffering from
decreased revenues from those two sources. "Unfortunately, there is'' a' time lag of several years
in the calculation of the aids and, consequently, any increase in the tax levy this year will not
have an immddiate effect on revenues.
PAYMENTS IN -LIEU -OF -TAXES
Bayfield County has received in 1980 $109,172.00 in -lieu -of -taxes on'Federal Forest Lands.
The amount is more than the $82,578.00 received in 197.9. The payments are based on 75� per acre
on Federal Forest Lands less the amount received as payment for timber harvest on said lands.
The increase this year was mainly due to the fact that in 1979 the payment less the payments
received for timber harvest was further reduced by Federal funding limitations to 87.576% of
the adjusted amount and in 1980 the amount was reduced._ to 98.5%. Pursuant to County Board action.
75% of the money is being distributed to the towns in which the Federal Forest Lands are located.
BAYFIELD COUNTY JAIL
Construction bids and the bond sale has been completed for the new Bayfield County Jail.
It is expected that actual construction will begin very soon with a projected completion period
of about nine months.
'NORTHERN LIGHTS MANOR REST HOME
The new county rest home is now completed and it is 'in'use: The -.old rest home was closed
in April, 1980. There are now 66 patients in the new rest home. The home is being filled faster
than originally anticipated. It appears'that it will b& filled to'capacity within the next
12 months.

HIGHWAYS
The amount of $104,003.15 in the Highway outlay only represents the amount included in the
county tax levy; other highway expenditures are not reflected in this budget.
AUDIT
The 1979 Audit Report by John Maitland, C.P.A., has been again completed on schedule --
copies are available for inspection at-the.office of the county clerk or from members of the
Executive -Committee. Mr. Maitland has made several recommendations on various accounting items
to the committee. Many of his recommendations have already been adopted and the committee
will very likely act favorably on the other recommendations he has made.
The assistance of Mr. Maitland and his staff continues to be a great asset to Bayfield
County as his services are available throughout: -the year to all the various county departments.
The committee recommends the acceptance of Mr. Maitland's proposal to audit the 1980
county records.
The Executive Committee recommends -approval of the Following budget for 1981.-
