BOARD OF SUPERVISORS
August 31, 1982
The meeting was called to order at 9:30 a.m. by Chairman. Edwin Renoos. The following
nembers answered roll call: No. 1

Moved by Erickson and seconded by Diamon to dispense with the reading of the minutes
of the previous meeting and to approve of the minutes as written. Motion carried.
The following resolution was read: No. 4
WHEREAS, Bayfield County is eligible to receive Federal Aid Bridge Replacement Funds
(for projects to replace or repair Town and. County Bridges, including necessary approach
lwork; and
WHERAS, The cost of these projects is shared by local units of government at 20%
land by Federal Aid at 80%; and
WHEREAS, Federal Aid Bridge Replacement Funds are administered by the Wisconsin
(Department of Transportation; and
WHEREAS, The Wisconsin Department of Transportation policies require the County to
(select the projects and approve priorities; and
WHEREAS, As a result of the recent change in criteria by the Legislature from a 50
Ito a 40 sufficiency rating of the bridges on Non Federal Aid Highway and contact with the
(various Townships, it becomes necessary to review the previous priority list approved
Ion April 20, 1982; and
WHEREAS, It is necessary to remove from the previous priority list the following
three bridges:
1) Bridge on Dam Rd., Tn. Namakagon, Sec. 8, T43N, R6W
2) Bridge on White Birch Rd., Flag River, Tn. Port Wing, Sec. 34, T50N, R8W
3) Bridge on Beach Rd., Tn. Port Wing, Sec. 21, T50N, R 8W
WHEREAS, The Highway Committee of Bayfield County hereby submits a revised list of
1priorities to the Bayfield County Board of Supervisors and recommend their approval.
NOW, THEREFORE, BE IT RESOLVED, That the Bayfield County Board of Supervisors in
session this 31st day of August, 1982, approve the priorities listed as follows:
1) Bridge on Bayfield Line Rd., Tn. Oulu, Sec. 15, T48N, R9W
2) Tn. Line Rd., Bridge over White River, Tns. Mason -/Grand View, Sec. 36, T46N, R6W

ESTABLISHMENT OF SPEED ZONE ON COUNTY TRUNK HIGHWAY A,

THE BOARD OF SUPERVISORS OF BAYFIELD COUNTY, WISCONSIN ORDAINS AS FOLLOWS:
Section 1. A traffic investigation study has been made on the following described
highway, the maximum permissible speed at which vehicles may be operated on said highway,
which speed is herewith established as reasonable and safe pursuant to Section 349.11(3)(c),
Wisconsin Statutes, shall be set forth herein, subject to approval of the Bayfield County
Board of Supervisors, and upon erection of standard signs giving notice of such speed.
1) County Trunk Highway A, Township of Iron River, and County Trunk Highway A,
Township of Hughes, Bayfield County, Wisconsin.
(a) Forty-five (45) miles per hour for all vehicles from a point 4.1 miles
south of the junction with USH 2 southerly to a point 5.1 miles south of the junction
with,USH 2 (Ruth Lake Area)..
Section 2. Any person violating any provision of this Ordinance may be fined not
less than $40.00 nor more than $300.00 plus costs or imprisoned not more than 30 days
upon failure to pay such fine or forfeiture or until such forfeiture and cost are paid
but not to exceed 30 days.
The foregoing Ordinance is being introduced by the following members of the Bayfield
County Board of Superiors.

REQUESTING IMPROVEMENT OF USH'53 TO FOUR LANE EXPRESSWAY STATUS BETWEEN
HAUGEN & TREGO
WHEREAS, The economic existence of Bayfield County is heavily dependent upon both
the tourism and the forest product industries, and
WHEREAS, An adequate highway network is absolutely essential -to the continued existen
of these two elements of our economy, and
WHEREAS, U.S.H. 53 between Eau Claire and Superior is a vital link in our region's
transportation network and a route of major concern to Bayfield County, and
WHEREAS, The urgent improvement of U.S.H. 53 to a four lane expressway between
Haugen and Trego is important to Bayfield County as well as all. of Northwest Wisconsin.
NOW, THEREFORE, BE IT RESOLVED, That Bayfield County respectfully requests that
Wisconsin DOT, State Senate and Assembly representatives and the Governor undertake what-
ever action necessary to assure_ completion of a four lane expressway on the Haugen to
Trego segment of U.S.H. 53 within the period covered by the upcoming Six -Year Highway
Improvement program.

.SUBJECT: Life Insurance - Spouse and Dependent Plan
Beginning January 1, 1983, you may elect to offer a Spouse and Dependent Life Insurance
Plan to your employes. The insurance is optional and is available only to active
employes under age 70 who are currently participating in the Wisconsin Public Employers'
Group Life Insurance Program. If you are interested in offering this benefit to
your employes, .a resolution must be received by this department on'or.before November 15
to be effective the following January 1.
The plan, which has been available to state employes since January 1, 1982, includes the
following features:
a. $5,000 coverage for the insured employe's spouse
b. $2,500 coverage for all of the.insured employe's dependent children
C. Total cost of $2 per month (employers are not required to pay any part of the
premium)
d. Coverage during the employe's disability without payment of premiums
e. Conversion to an individual policy
Enclosed is a blank resolution form that would have to be adopted by your governing body.

EMPLOYER RESOLUTION TO PROVIDE LIFE INSURANCE
FOR THE SPOUSE AND DEPENDENTS OF ELIGIBLE EMPLOYES

To be included under the spouse and dependent life insurance program pursuant to the
provisions .of Chapter ETF 60 for its eligible employes, and
That the proper officer of

submit payments required by the Group Insurance Board of the State of Wisconsin to provide
spouse and dependent life insurance, and
That the representative transmit a certified copy of
this resolution to the Department of Employe Trust Funds (the resolution must be received
by that department by November 15 for coverage to be available the following January 1).
Moved by McGowan and seconded by Diamon to adopt .
McGowan questioned if this could become a negotiable item in.labor negotiations.
Stephenson answered that yes, it definitely could.
It was explained that this insurance is optional and the cost would have to be picked
jup by the employee.
Moved by Stephenson and seconded by Beckman to ref.er the resolution to the Personnel
Committee for study and to have the committee make a recommendation to the county board
when the board meets again in September. Motion carried.
Edward Pajala next addressed the board regarding the Bay Area Rural Transit System.
Pajala discussed a charter prepared by the commission but stated that he did not want any
action taken on the charter.
He gave the board an update on B.A.R.T. and answered various questions of the board
members.

Moved by Spears and seconded by Janz to adjourn as a county board and reconvene as
he Equalization Committee.
Norm Schnackle, from the State Department of Revenue, was present to meet with the
ommittee concerning the county values. Schnackle stated that the values are established
y 1) Sales vs. local analysis 2) fielded sales analysis system 3) the local assessor's
eports.
Schnackle also stated that this year Bayfield County has the lowest increase in equal-
ized values than it has had in the last 18 years.
Questions were asked about particular townships by committee members and also by
epresentatives of the various townships in the audience.
Moved by Stephenson and seconded by Sneed to adjourn as the Equalization Committee
nd reconvene as a county board. Motion carried.
The following resolution was read: no. 10
WHEREAS, Susann Gatts was hired as a 3/4 time Emergency Government Director and 1/4
ime secretary to the Recreation Director, and
WHEREAS, The Personnel Committee is of the opinion that her position of Emergency
vernment Director be full-time, and
WHEREAS, It is the opinion of the Personnel Committee that the Recreation Director
oes not need a secretary, now, therefore, be it
RESOLVED, That the position of Emergency Government Director be a full-time position,

RESOLVED, That the Salary of said position be the same as the Recreation Director.

McGowan questioned as to who will assume the Recreation Director's secretarial
Renoos answered that the Recreation Director will take care of it himself.
Janz and Ludzack questioned if there was enough work in the capacity of Emergency
overnment Director to make it a full-time position.
Sue Gatts, Emergency Government Director, was called in to talk to the board regarding
er duties and responsibilities.
Gatis informed the board that this position definitely has enough work to be a full-tim
osition. She also stated that more people are getting involved in Emergency Government suc
s fire departments and ambulance services that were not so involved before.
The question- was asked on the motion to adopt the resolution. Motion carried.

The following resolution was read: No. 11
WHEREAS, The position of Emergency Government Director was a 3/4 time position and
Sue Gatts was a 1/4 time secretaryto the Recreation, Director, and
WHEREAS, The monies budgeted for secretarial help are in the Recreation Director's
budget, and
WHEREAS, Since the Recreation Director no longeAas secretarial help, now, therefore,
be it
RESOLVED, That the monies budgeted in the..Recreation Director's budget ($1,367.46)
for secretarial help be transferred to the Emergency Government budget to help offset the
cost of a full-time Emergency Government Director.

The following resolution was read: No. 12
WHEREAS, The,Personnel Committee of the Bayfield County Board of Supervisors negotiated
with the Bayfield County, Department Heads and Supervisors for a wage settlement for 1982,
and
WHEREAS, The two parties have now come to an agreement on a new contract on a wage
settlement, now-, therefore, be it
RESOLVED, That the wage settlement for 1982 be approved with the following additions
and deletions as outlined in the settlement.agreement attached to and made a part of this
resolution, and be it further
RESOLVED, That the proper county officials be authorized and directed to execute the
new revised contract.

Personnel Policy Handbook.
17. A lunchroom shall.be provided for all personnel wishing to utilize a lunchroom.
18. Mileage 220 per mile effective Sept. 1, 1982.

Ludzack questioned why the Zoning Administrator and the Forestry Administrator are
getting a 10% increase when the others are getting a 7.5% increase.
Stephenson answered that the reason was because these two individuals have a staff
under them which they supervise, whereas the other department heads usually work alone,
he'also stated that these two positions have more responsiblities involved.
The question.'was asked on the motion to adopt the resolution.

The following resolution was read: No. 13
WHEREAS, The Personnel Committee has finished negotiations with the courthouse
employees, Highway Department, Deputies, and Dispatchers, and
WHEREAS, No.settlement has been reached with the elected officials, and
WHEREAS, The elected officials cannot receive retroactive payments of any kind, and
WHEREAS, To'compensate the elected officials for the benefits lost for the first
18 months of 1982 and to grant them a salary increase comparable to the other employees, the
Personnel Committee has approved the attached wage schedule for Bayfield County elected
officials, now, therefore, be it
RESOLVED, That the elected officials be granted the increases in salary as shown on
the attached wage schedule.

WHEREAS, The chief deupty's salary has been fixed for the year, 1982, and
WHEREAS, The chief deputy does not appear in the union contract, and
WHEREAS, The Personnel Committee does recommend to the county board that the salary
of.the chief deputy be $50.00 per month higher than a deputy sergeant, including the
deputy sergeant's meal allowance, now, therefore, be it
RESOLVED, That the salary of the chief deputy be fixed at a figure of $1,618.40 per
month retroactive: to January 1, 1982.

WHEREAS, The mileage paid by -the county to employees using their own personal auto-
mobiles is 200 per mile; and,
WHEREAS, The said rate was established in November 13, 1979, effective January 1, 1980
and
WHEREAS, The courthouse employees, under union, have been granted 220 per mile,
now, therefore, be it
RESOLVED, That the mileage rate for other county employees, department heads and
elected officials be set at 22¢'per mile, effective September 1, 1982.

WHEREAS, A resolution (Number 22, August 3, 1.9.82) was passed relating to repairs to
the heating plant in the old rest home fora cost of $6,309.71, and
WHEREAS, Mr. Wayne Peterson had submitted these figures as requested by the Executive

Committee, and
WHEREAS, Because of the cost being over $5,000.00, it is the opinion of the District
Attorney to have this work put out on bid, or have a 3/4 majority of the county board' -pass
the resolution to authorize Mr. Peterson to do needed repairs, and
WHEREAS, Mr. Peterson has already made many repairs as requested by the Executive
Committee, now, therefore, be it
RESOLVED, That the County Board go on record as authorizing Mr. Peterson to proceed
with needed repairs.

PETITION
NOW COMES KATHILDA BAUER PASZKOWSKI and states as follows:
1. That she and her husband, RAYMOND BAUER, acquired title to the following described
real estate in Bayfield County, Wisconsin by Deed dated October 9, 1972, a copy of said
Deed being attached hereto:
The South One -Half of the Southwest Quarter of the Northeast Quarter North of
Railway less 12.86 acres Ry. in Section 24, Township 47 North, Range 7 West, Town of
Keystone, Bayfield County, Wisconsin.
2. That her husband, RAYMOND BAUER, took care of all financial matters and she
had no knowledge of whether. the real estate taxes.were paid,
3. That her husband, RAYMOND BAUER, Died on December 16, 1973.
4. That subsequent to her husbands -death, she attempted to pay said taxes but her
check was returned to her as it was $.50 short and the tax roll had been turned over to the
County Treasurer; and she inadvertently failed to pay said tax, a copy of letter of Treasurer
of Town of Keystone, Wisconsin, being attached hereto.

5. That she, as a title holder of record, never received notice of any proceedings
pertaining to a Petition for a Tax. Deed.
6. The only notice -sent by the County Board was to my husband, RAYMOND BAUER, who
was deceased at the time and returned to the County Board, as per letter of County Clerk
attached hereto.
WHEREFORE, your Petitioner, MATHILDA BAUER PASZKOWSKI, requests that she be allowed
to redeem said property.

Subject:First Estimate Calendar Year,-- 1983 Transportation Aids
The following is our first estimate of the Transportation aids that you will receive
in calendar 1983. This estimate should enable you to begin your 1983 budget development.
This estimate is based on a combination of 4 years of actual reported costs and 2 years
of average costs as required this year in the statutes. The statutes call for these trans-
portation -aids to be paid in four equal calendar year payments beginning in January 1982.

In addition to these regular aids payments, the budget legislation provides for a
$70 per mile supplement in 1983. This supplement will be paid in a lump sum by separate
check on March 15, 1983.

Connecting Highways are marked state trunk highways through large cities and villages.
For those 120 municipalities receiving connecting Highway aids the reimbursement per mile

over that of 1982.

Federal and non -Federal lands involved in an exchange on the Chequamegon National
Forest. The non -Federal lands offered are located in Bayfield County and are presently
in the ownership of Berg Equipment Corporation. The Federal land selected is located
in Sawyer County.
We thank you for your continued interest in and cooperation with the programs of the
Chequamegon National Forest.

Notice is hereby given that the U.S. Forest Service is considering an exchange of land
with Berg Industries, Inc., under the authority if the Weeks Act of March 1, 1911, as

Service that is being considered for the exchange is described as 'J41N, RSW, Sec. 6,
NE4, Comprising 165.83 acres, more or less, subject to easements, if any, for existing
roads, railroads, pipelines or utilities. The Berg Industries, Inc. lands are all located
within the Chequamegon National Forest, Wisconsin, and are described as follows: T44N,
R6W, Section 25, SWSE; T44N, R6W, Section.10, EZNE4; T42N, RSW, Section 19, SENW, comprisin
160 acres, more or less, subject to easements, if any, for roads, railroads, pipelines,
and utilities and minerals outstanding or reserved, if any. Any or all of the described
lands may be exchanged provided the values are equal. In the event the values are not
equal, either party may equalize the values`by the payment of cash. The amount of cash
to be paid may not exceed twenty-five percent of the value of the Forest Service lands.
The National Forest lands considered for exchange involve a wetland identified in Executive
Order 11990. Persons desiring to cowmen+ about t-he proposed exchange of a possible wetland
or persons claiming any of the proposed exchange lands or having objections to this
exchange must file their claims with the Regional Forester, 633 West Wisc. Ave., Milwaukee,
WI 53203 within 15 days after date of the last publication of this notice. Pulbication
dates: May 20, 27, and June 3, 10, 1982.
